Анотація:
This article analyzes government welfare policy in a general equilibrium setting with distortionary taxation. Government welfare policy is in accordance with the preferences of donor-taxpayers who want the consumption-leisure bundle of recipients to satisfy “basic needs.” The main focus is on the optimal level of employment for a destitute welfare recipient from the donor-taxpayer's perspective. This optimal level depends on the distortionary cost of taxation, whether the donor regards leisure or work as a basic “need,” and the distribution of the recipient's income if work is required. It is argued that donor appropriation of income resulting from mandatory recipient work in the private sector is not necessarily superior to either letting recipients retain their income or having the government appropriate the recipient's income from mandatory public sector employment.

When people imagine welfare recipients, research indicates that they often imagine lazy, Black Americans who are perpetually dependent on government assistance. In the present work, we investigate the last assumption—perpetual dependence. We hypothesize that providing information about recipients’ ability to obtain financial independence may reduce racial biases in support for welfare policies. In Study 1, when given no information about recipients’ ability to obtain independence, White participants reported less support for the program and a greater desire to monitor recipient spending, when the majority of recipients were Black (vs. White). However, learning that most recipients gained independence (i.e., they obtained jobs and exited the program) eliminated or reversed these racial biases—an effect associated with reduced negative work ethic stereotypes of welfare recipients (Study 2). We conclude that perceived independence of welfare recipients may shift work ethic stereotypes and increase support for welfare policies, regardless of recipient race.

Purpose – The purpose of this paper is to provide insights onto the level of financial literacy in Brunei, notably focussing on the findings of welfare recipient’s vis-à-vis non-welfare recipients. Design/methodology/approach – Findings are based on structured interviews with 431 heads of households (215 welfare recipients and 216 non-welfare recipients), within the realm of money management, emergency planning and investing for goals. To analyze the data, Pearson’s χ2 test and logistic regressions are undertaken. Findings – The findings underline the importance of enhancing the level of financial literacy, notably for low-income households and those in poverty, as the analysis highlighted their level of financial literacy was significantly lower than non-welfare recipients. Research limitations/implications – Future researches may want to consider a random sampling approach and/or using other districts in the country, to ascertain a representative set of findings. Practical implications – The implication of the findzings highlights the need for welfare programs to consider incorporating financial literacy programs, designed specifically for welfare recipients, distinct from non-welfare recipients. Originality/value – There is currently no known research on financial literacy related to Brunei. Further, the paper also focusses on financial literacy, as a means to assist those in welfare or poverty, in order to enhance their financial well-being.

With welfare reform soundly launched and its effects already praised, it is time to examine its impact on former welfare recipients. A typology of adaptation to welfare—comprising dependency, supplementation, self-reliance, and autonomy—was developed based on former welfare recipients' financial status and employment status. An examination was also made of ways in which welfare recipients changed from more independent modes of adaptation (autonomy and self-reliance) to less independent modes (supplementation and dependency). Using longitudinal data extracted from a U. S. Department of Labor survey, event history analysis was applied to investigate changes in adaptation mode and factors contributing to these changes, among former welfare recipients across a period of 1 8 years. The investigation found that return to welfare was uncommon. Furthermore, the results show that nonpoor former recipients most often joined the ranks of the working poor because of welfare reform, ethnicity, education level, occupational skills, family income, housing subsidy, child care, and prior experience in welfare use. Some nonpoor former recipients who spent long spells in welfare returned to welfare because they suffered income reductions and needed food stamps. Working poor former recipients were likely to become nonpoor if they were married and had no need for child care or food stamps. Working poor White, single mothers with little work experience and little child support were likely to return to welfare and become further dependent on it.

This study replicated Roff & Klemmack's (1983) investigation of adult Alabamians' opinions regarding the degree to which welfare recipients and welfare employees defraud the government. The majority of the current respondents continue to see recipients as dishonest, but the mean recipient fraud index score dropped from 13.34 to 11.34. As was the case in the earlier study, beliefs that recipients defraud the government predicted lower support for government programs. The percentage of respondents who believed welfare employees to be dishonest doubled from 15.4% to 30.0% from 1981 to 2000, and the mean worker fraud index score increased from 4.14 to 7.02. Consistent with the previous study, beliefs that welfare employees are dishonest predicted higher, not lower, support for government programs and services. Social workers should be aware that a growing proportion of the population questions the integrity of those running welfare programs.

The current research investigates the role of racialized work ethic stereotypes on attitudes toward welfare. We hypothesized that work ethic stereotypes shape both people’s attitudes toward welfare and their perceptions of who benefits from these policies. Consistent with hypotheses, when the demographic composition of welfare recipients was majority Black (vs. White), participants thought recipients were lazier and were less positive to welfare programs and policies (Study 1). Describing welfare recipients as hardworking (vs. no information control) mitigated this effect, even when the demographic composition of welfare recipients was majority Black (Study 2). Finally, we investigated whether work ethic stereotypes shape both attitudes toward welfare and spontaneous mental images of recipients. Images generated when participants were asked to envision hardworking (vs. lazy) recipients were rated by a separate sample as more representative of White Americans and garnered more support for providing welfare benefits (Study 3).

The article analyses temporal patterns in social assistance receipt in Sweden in the 2000s by looking at which circumstances facilitate versus reduce the possibilities of a person ceasing to be a recipient of social assistance. The analysis is guided by the following questions: What conditions lead people to terminate periods of social assistance receipt? Which factors are central to exits with different subsequent income patterns? How do these explain the different situations of recipients prior to termination? We focus particularly on income maintenance prior to spells of social assistance. We use event history data on monthly social assistance take-up covering the total adult Swedish population for the years 2002–2004. We adopt a gamma mixture model to control for unobserved heterogeneity. The results suggest that previous experience of both employment and social assistance receipt are important determinants for all types of exits from social assistance recipiency. A negative duration dependence is found also when unobserved heterogeneity is controlled for.

The 1996 Personal Responsibility and Work Opportunity Act (PRWORA) significantly affected many families by changing public assistance from an entitlement program to a work program for recipients and imposing a 60 month maximum period for receiving assistance. Unanticipated outcomes created deleterious results for many single parents. This multiple case study explored the experiences of four African American single mothers in the mid-Atlantic region of the United States receiving assistance regarding welfare reform, the welfare system and their perceptions of welfare advocacy. Black feminist and empowerment theories framed the study to examine how welfare policy changes affected African American women's families and their abilities to advocate. Data were collected from narrative interviews and artifacts provided by 4 participants and analyzed using thematic content analysis. The key findings demonstrate recipients who had no prior interest in Temporary Assistance to Needy Families advocacy found their voices when invited; offering insights about system challenges and successes as well as strategies for improvement This study will impact social change by informing policymakers, think-tank researchers, community program developers, and public assistance caseworkers for policy discussions regarding PRWORA. Women may also learn strategies for advocacy and organizing from the analysis.

Welfare reform has been an issue in America for many years. The need to make positive changes to the welfare system escalated to the point that federal legislation was passed in 1996. This legislation mandated that each state establish welfare-to-work programs and require that welfare recipients begin to work or face loss of benefits after two years. Virginia responded to this mandate through its Virginia Initiative for Employment Not Welfare (VIEW), which requires welfare recipients to seek work opportunities. The purpose of this study was to examine employers' perceptions of factors contributing to their participation in VIEW and factors they felt affected welfare recipients' entry into the workforce. The theoretical framework of this study is based on two theories of organizational change: are the innovations and diffusion of innovations models. Interviews were conducted with twelve people who were in decision making roles in businesses that participated in VIEW. The following research questions were used to guide this study: 1. What factors encourage employers to participate in Virginia's Initiative for Employment Not Welfare (VIEW)? Interviews with employers were recorded, transcribed, and coded using the Nud.ist qualitative research software program. Twelve factors were identified: mass media, social services agencies, the Virginia Employment Commission (VEC), other information sources, employability skills, qualifications, work experience, education and training, child care, lack of funds for transportation and appropriate clothing, welfare policies, and a support system or monitoring plan. The first four factors affected employers' decisions to be a part of VIEW; the others were factors they felt affected workforce entry. This study confirms portions of the review of literature relative to research regarding factors that affect the entry of welfare recipients into the workforce. Two major conclusions emerged from the findings: the majority of employers interviewed suggested that welfare policies and child care significantly affected the employment of welfare recipients. Further study is needed to determine what changes are needed in welfare policies and preparation for those entering the workforce. Research should involve both welfare recipients, employers, social services personnel, and job training providers.

With the imposition of lifetime limitations on an individual's ability to receive cash assistance, there is a group of long-term Temporary Assistance for Needy Families (TANF) recipients that have approached the lifetime limitation without becoming gainfully employed. Many long term TANF recipients report low levels of self-efficacy which inhibits their ability to successfully transition off welfare and into the workforce. However, most welfare-to-work programs do not address the emotional or psychological well-being of their clients, instead they focus on job placement and job readiness skills. The purpose of this sequential–exploratory mixed methods study is to identify the primary barriers to employment that have a negative effect on long term TANF recipient's self-efficacy. Albert Bandura's self-efficacy theory was the theoretical foundation for this study. Semi structured interviews with 20 long term TANF recipients helped answer the central research questions regarding barrier identification. The participants agreed that support for completing GED, as well as a more holistic approach to addressing their barriers is most effective in helping them transition off welfare and into the workforce. Hong's Employment Hope Scale (EHS-14) was used to collect the quantitative data for this study. The quantitative data were analyzed by multiple regression analysis and found that level of education has a statistically significant moderating effect on length of time on welfare and level of self-efficacy. This study may inform welfare-to-work providers and programmers on the importance of addressing TANF recipients' psychological needs, such as low self-efficacy before attempting to transition them into the workforce.

BackgroundCare recipients in care and welfare are increasingly presenting themselves with complex needs (Huber et al., 2016). An answer to this is the integrated organization of care and welfare in a way that personalized care is the measure (Topol, 2016). The reality, however, is that care and welfare are still mainly offered in a standardized, specialized and fragmented way. This imbalance between the need for care and the supply of care not only leads to under-treatment and over-treatment and thus to less (experienced) quality, but also entails the risk of mis-treatment, which means that patient safety is at stake (Berwick, 2005). It also leads to a reduction in the functioning of citizens and unnecessary healthcare cost (Olsson et al, 2009).Integrated CareIntegrated care is the by fellow human beings experienced smooth process of effective help, care and service provided by various disciplines in the zero line, the first line, the second line and the third line in healthcare and welfare, as close as possible (Ettema et al, 2018; Goodwin et al, 2015). Integrated care starts with an extensive assessment with the care recipient. Then the required care and services in the zero line, the first line, the second line and / or the third line are coordinated between different care providers. Following the end of Khmer Rouge rule (1975–79), the Cham Muslim minority of Cambodia began to rebuild community structures and religious infrastructure. It was only after 1993 that they became recipients of international Islamic aid, mostly for the establishment of mosques, schools and orphanages. Now Cambodia boasts several Muslim schools, financed and/or run by Saudi Arabian and Kuwaiti NGOs as well as by private enterprise from the Gulf region, most of which rely on a purely religious curriculum. However, Cambodian Muslim leaders are urging attendance of public Khmer schools and seeking to establish alternatives in the form of Islamic secondary schools with a mixed curriculum, modelled after similar schools in Malaysia. The generally harmonious relations between Chams and Khmers have been affected by the importation of new interpretations of Islam through international Islamic welfare organisations, and the long arm of international terrorism. The only Cambodian non-religious and non-discriminatory educational facility operated from a Muslim country is Phnom Penh’s Zaman International School. It was founded in 1997 and is associated with the Fethullah Gülen movement. Classes are taught in both Khmer and English. Its kindergarten, primary and high schools are attended by Khmers, resident foreigners and a few Chams. For them, apart from the high standard provided by the school, its explicit agenda of instruction on an inter-racial and inter-religious basis, coupled with its prestige as an institution operated from Muslim lands, serves to make the school a valuable alternative to both secular private schools and Islamic schools. This paper raises and discusses the interesting question of the applicability of Gülen’s thought on education and inter-faith relations to the periphery of Southeast Asian Islam.

A universal basic income (UBI) is defined as a universal, unconditional cash payment that is made regularly, is sufficient to live on, is not means tested, carries no work requirements and is paid on an individual basis. This study examines the international evidence on universal basic incomes and identifies key issues for consideration in the design of any UBI pilot for Ireland. Despite the mainstream interest in UBI as a potential policy tool, relatively little is known about the associated consequences of such policies. Even the definition of a UBI appears to be poorly understood and is often misused in the public discourse. Several pilot studies have been recently implemented across different countries. However, some pilot studies depart from the accepted definition of UBI. For example, some are not universal, in that they only target a specific subgroup of the population and/or have eligibility restrictions based on earnings. Others provide a relatively low level of payment, which may fall short of what an individual could reasonably be expected to live on. There are a number of potentially positive impacts associated with a UBI. A universal, unconditional payment could eliminate the stigma associated with welfare receipt. If replacing existing welfare payments, a UBI would also involve lower transaction costs, both on the recipient (in terms of the application procedure) and on Government (in terms of administering the payment). Universal, unconditional payments would also avoid situations where people choose not to work in order to retain means-tested benefits. UBI could give individuals the freedom to turn down or leave insecure, exploitative or low-paid work in pursuit of better or improved work opportunities. In addition, it would mean that persons in informal and often unpaid work, such as childcare and eldercare, which is mostly done by women, receive some compensation for their labour. Empirical results from several pilot studies have found evidence of positive health impacts following the implementation of a UBI. In terms of potential disadvantages, a UBI, by definition, may not target those that are most in need, as a large percentage of recipients will be high-earning individuals. Furthermore, the cost of a UBI is likely to be very expensive, even if other existing benefits (such as unemployment benefits) are no longer required. The net impacts of a UBI on labour supply are unclear, with both positive and negative influences on labour market participation potentially arising as a consequence of a UBI. In this study, we undertake some basic calculations relating to four possible UBI approaches, all of which would involve an unconditional payment to every individual aged over 18 in Ireland.

This study is the latest in a series monitoring the evolution of poverty, based on data gathered by The ESRI in the Living in Ireland Surveys since 1994. These have allowed progress towards achieving the targets set out in the National Anti Poverty Strategy since 1997 to be assessed. The present study provides an updated picture using results from the 2000 round of the Living in Ireland survey. The numbers interviewed in the 2000 Living in Ireland survey were enhanced substantially, to compensate for attrition in the panel survey since it commenced in 1994. Individual interviews were conducted with 8,056 respondents. Relative income poverty lines do not on their own provide a satisfactory measure of exclusion due to lack of resources, but do nonetheless produce important key indicators of medium to long-term background trends. The numbers falling below relative income poverty lines were most often higher in 2000 than in 1997 or 1994. The income gap for those falling below these thresholds also increased. By contrast, the percentage of persons falling below income lines indexed only to prices (rather than average income) since 1994 or 1997 fell sharply, reflecting the pronounced real income growth throughout the distribution between then and 2000. This contrast points to the fundamental factors at work over this highly unusual period: unemployment fell very sharply and substantial real income growth was seen throughout the distribution, including social welfare payments, but these lagged behind income from work and property so social welfare recipients were more likely to fall below thresholds linked to average income. The study shows an increasing probability of falling below key relative income thresholds for single person households, those affected by illness or disability, and for those who are aged 65 or over - many of whom rely on social welfare support. Those in households where the reference person is unemployed still face a relatively high risk of falling below the income thresholds but continue to decline as a proportion of all those below the lines. Women face a higher risk of falling below those lines than men, but this gap was marked among the elderly. The study shows a marked decline in deprivation levels across different household types. As a result consistent poverty, that is the numbers both below relative income poverty lines and experiencing basic deprivation, also declined sharply. Those living in households comprising one adult with children continue to face a particularly high risk of consistent poverty, followed by those in families with two adults and four or more children. The percentage of adults in households below 70 per cent of median income and experiencing basic deprivation was seen to have fallen from 9 per cent in 1997 to about 4 per cent, while the percentage of children in such households fell from 15 per cent to 8 per cent. Women aged 65 or over faced a significantly higher risk of consistent poverty than men of that age. Up to 2000, the set of eight basic deprivation items included in the measure of consistent poverty were unchanged, so it was important to assess whether they were still capturing what would be widely seen as generalised deprivation. Factor analysis suggested that the structuring of deprivation items into the different dimensions has remained remarkably stable over time. Combining low income with the original set of basic deprivation indicators did still appear to identify a set of households experiencing generalised deprivation as a result of prolonged constraints in terms of command over resources, and distinguished from those experiencing other types of deprivation. However, on its own this does not tell the whole story - like purely relative income measures - nor does it necessarily remain the most appropriate set of indicators looking forward. Finally, it is argued that it would now be appropriate to expand the range of monitoring tools to include alternative poverty measures incorporating income and deprivation. Levels of deprivation for some of the items included in the original basic set were so low by 2000 that further progress will be difficult to capture empirically. This represents a remarkable achievement in a short space of time, but poverty is invariably reconstituted in terms of new and emerging social needs in a context of higher societal living standards and expectations. An alternative set of basic deprivation indicators and measure of consistent poverty is presented, which would be more likely to capture key trends over the next number of years. This has implications for the approach adopted in monitoring the National Anti-Poverty Strategy. Monitoring over the period to 2007 should take a broader focus than the consistent poverty measure as constructed to date, with attention also paid to both relative income and to consistent poverty with the amended set of indicators identified here.
