The potential of urban waterfronts as vibrant urban spaces has become a focus of urban studies in recent years. However, few studies have examined the relationships between urban vitality and built environment characteristics in urban waterfronts. This study takes advantage of emerging urban big data and adopts hourly Baidu heat map (BHM) data as a proxy for portraying urban vitality along the Yangtze River in Nanjing. The impact of built environment on urban vitality in urban waterfronts is revealed with the ordinary least squares (OLS) and geographically weighted regression (GWR) models. The results show that (1) the distribution of urban vitality in urban waterfronts shows similar agglomeration characteristics on weekdays and weekends, and the identified vibrant cores tend to be the important city and town centers; (2) the building density has the strongest positive associations with urban vitality in urban waterfronts, while the normalized difference vegetation index (NDVI) is negative; (3) the effects of the built environment on urban vitality in urban waterfronts have significant spatial variations. Our findings can provide meaningful guidance and implications for vitality-oriented urban waterfronts planning and redevelopment.

During the last two decades urban redevelopment of waterfronts has accelerated. The historical significance of these areas coupled with their unique visual amenities has resulted in major renewal efforts in many cities. The competition between the waterway navigation industry and redevelopment interests for scarce waterfront land has resulted in conflicts. Congestion along the access routes to existing ports and terminals has affected the efficient movement of goods to and from the waterfront. The results of an investigation into waterfront redevelopment issues and port and terminal landside-access conflicts are presented. There are many complex forces at work that affect the use of and access to waterfront land. Some of these forces are economic and involve uses of the waterfront that are the “best and highest,” one example of which is river-boat gaming. The surveys and case studies conducted identified many conflicts that have occurred. Guidelines have been developed that address some of the problems that arise during the development of waterfront development projects and planning of adequate transportation access. Application of these guidelines by waterway transportation interests, urban planners, transportation engineers, and community officials may alleviate some of the conflict and enhance the planning process.

This article discusses the implementation of two large-scale urban waterfront projects that are currently under construction in the Central and Eastern European (CEE) capital cities of Belgrade and Bratislava. Against the backdrop of postsocialist urban studies and recent reflections on urban or ‘world-city’ entrepreneurialism (Golubchikov, 2010), we reveal how both elite-serving projects are being shaped according to their very own structure and agency relations. Our comparative analysis unravels the power-geometry of the decision-making processes that reshape urban planning regulations of both transforming waterfronts. The path-dependent character of “multiple transformations” (Sykora & Bouzarovski, 2012) in the CEE region can, even after three decades, still be traced within the institutional environments, which have been adapting to the existing institutional architecture of global capitalism. Yet, at the same time, the dynamic globalization of this part of the world intensifies its further attractiveness for transnational private investors. As a consequence, public urban planning institutions are lagging behind private investors’ interests, which reshape the temporarily-fixed flows of capital on local waterfronts into landscapes of profits, politics and power. We argue that suchlike large urban developments, focused on promoting urban growth, accelerate the dual character of these cities. Thus, while the differences between both investigated case studies are being highlighted, we simultaneously illustrate how national and local state actors respectively paved the way for private investors, and how this corresponds to similar overarching structural conditions as well as outcomes.

This article assesses on what happens when planning by experiment becomes imperative for strategic city sites such as waterfronts due to the failure of other forms of centralised, top-down, or market-led planning. Through an in-depth case-based analysis of La Marina de València (LMdV) we investigate the potential of experimentation for revitalisation of city sites. To do this, we first review the literature on urban development approaches to identify specific issues that lead to urban planning failure. We then extend the scholarship on urban experimentation by proposing a definition of place-based experimentation as ‘relational process.’ Then, we explore how planning by experiment emerged as a response to planning failures in a broader strategy for revitalisation of LMdV. We propose key processes for planning by experiment through a Placemaking Living Lab based on perception, collaboration, and iteration, which we use to assess experimentation at LMdV. In the conclusion we discuss the potential of this approach to ‘planning by experiment’ to revitalise urban governance and planning processes in cities and their strategic sites.

In China, Shanghai often serves as a place to introduce and try out new ideas. This is certainly the case with experimental urban planning and design solutions and sustainability transitions. This article identifies and evaluates the role of pilot projects and demonstration zones along the Huangpu River. These clusters and zones are supposed to guide the urban regeneration of the former industrial waterfronts and to accelerate innovative development in Shanghai and the wider Yangtze Delta Region. The Huangpu River as a whole is considered an urban lab and a showcase of ecological civilisation policies, with a strong ‘people oriented’ focus on improving the overall quality and attractiveness of urban life. Following three decades of rapid urban expansion, Shanghai’s urban development model is shifting toward one that emphasizes densification and the reuse of existing elements. The motto of Shanghai’s latest master plan is “Striving for an Excellent Global City.” One of the pathways to realize this expectation is the creation of thematic clusters for creative industries, financial institutes, AI, and technology, media and telecommunication industries. These clusters are high-density investment projects meant to support and accelerate the transformation of Shanghai into a service economy. There are important similarities between these projects in Shanghai and the role of urban labs in theories of sustainability transitions. Drawing on these theories and those of ecological civilization, this article examines how these so-called ‘experimental’ urban megaprojects along the river contribute to Shanghai’s effort to take the lead in developing sustainable urban transitions.

The constant struggle with rising sea levels and flood hazards has resulted in the change of the paradigm in shaping urban waterfronts towards increasing their permeability and creation of urban blue spaces. The aim of the paper was to indicate a new approach in designing public spaces at the sea–land interface by presenting a comparative study of the design solutions used in case of the four selected case studies: the Sea Organs in Zadar (Croatia), Norwegian National Opera and Ballet in Oslo (Norway), the Coastal Public Sauna in Helsinki (Finland) and Tel Aviv’s Central Promenade (Israel). The studied examples take into account the permeability of waterfronts (understood as a feature of the edge between water–land consisting of being soft and permeable). The authors decided to use the case study method as the main approach, analyzing such elements as: the site’s location and urban context, features of urban and architectural design (with usage of graphic methods and a qualitative description), and the land–water edge type (defined according the existing typologies). The study proved, that in recent years the designers have started to replace the vertical quay walls, which create a “rigid” water–land border, with multi-level solutions having a high degree of permeability for water.

During the early time of waterfront development, public only paid little attention to this area, but after a series of urban waterfront revitalization success story, people are starting to reclaim their waterfront. Two main values of economy and environment are always competing over waterfront’s future land-use pattern. Citizen participation in an urban waterfront development is believed to hold a significant importance since the urban development is addressed for citizens’ prosperity. However, strong public participation does not necessarily guarantee for a success waterfront development. This paper attempts to figure out what is the best scenario to make public involvement in the planning process to contribute to a successful and sustainable waterfront development. Four waterfront city development stories that represent different planning cultures were examined here to understand to what extent the participatory process contributed to the environment, economy, and social values. The findings from the case studies were reconstructed to develop a planning model aimed to best accommodate public interest without compromising other values. Citizens were invited for discussions at the initial phase. Next, an evaluation method was proposed to come up with a guideline that would guide the planning process at the latter phase.

Being exposed to the multiple needs of their contemporary users, the cities from all over the world have been forced to activate all capacities in order to intensify their land use, adjust their urban structure and reinvent some forgotten segments (ex-industrial areas, traffic nodes, docks, waterfronts) as generators of multilayered transformations and mutations. Therefore, the purpose of this paper is to analyze and compare different approaches of this practice, as well as to emphasize the relation between the applied global imperatives/trends/myths, local conditions and limitations, and the outcomes. Consequently, the first part will be structured around four key-words which often "justify" and activate multifunctional and intensive land use - connectivity, profit, identity and sustainability. The second part will be focused on the case of Serbia, describing a unique postmodern example of the fusion of local and global influences. The multifunctional land use in this case is a result of numerous political and economic problems, the plurality of values and (il)legal transformations of urban structure. This condition has finally affected the rising need for urban redesign, the re-organization and revitalization of city centers, fringe areas, devastated and degraded urban zones, as well as the development of existing transport and communication networks i.e. improvement of urban and regional connectivity. Additionally, the "model of territorial values" will be explained as a planning tool which could be used in order to increase the level of urban attractiveness, define urban parameters and estimate land values. .

Urban landscape (UL) management and urban greenspace (UG) delivery require effective planning tools. The aim of the study is to develop a conceptual framework for the implementation of ecological, structural and visual landscape and greenspace indicators (LGI) in spatial development of urban areas. The UL and UG management provisions in Poland are identified at various levels of urban planning (local, municipal and regional). Furthermore, the applicability of the selected set of LGI in the Polish planning system is considered based on the existing planning documents. The quality of UL and UG transformation is discussed in three case studies in Bristol, Gdańsk and Poznań in the broader context of the English and Polish spatial planning systems. Bristol is used as a point of reference for the evaluation of UL and UG management in Poland and for the comparison between English and Polish landscape policies. Based on the conceptual framework and the analysis of the case studies, critical areas of UL and UG management in Poland are identified. The existing planning system often fails to ensure the continuity of landscape structures, and it does not include its preservation and enhancement to a sufficient extent. Therefore, the implementation of the proposed LGI framework could significantly improve the ecological and visual quality, as well as the structural diversity of UL and UG. Moreover, the article concludes by indicating some practical implications of the proposed LGI framework for urban planners, policy makers and other stakeholders in terms of improving the modes of governance for UL and UG management as well as of accounting for human health and well-being.

The purpose of this thesis is to analyze the significance of waterfront redevelopment in the post-industrial city. The context for this analysis is the advent of post-industrial society - as evidenced by the economic, social and physical restructuring of cities. My objectives in undertaking this research are to gain a better understanding of planning issues in waterfront redevelopment; to examine the use of waterfront redevelopment as a policy tool for achieving community objectives; and to ascertain the broader implications of waterfront redevelopment in post-industrial society. My research is based on an extensive literature review, several interviews, and more in-depth study of selected waterfront projects. The significance of urban waterfront redevelopment is studied from three different perspectives: (i) the physical restructuring of cities in the post-industrial period; (ii) the experiences of various waterfront communities; and (iii) the case study of New Westminster, British Columbia. Waterfront redevelopment is significant in the post-industrial city as a public policy tool for achieving broader social and economic development objectives. Through the redevelopment of their waterfronts, communities have an opportunity to redress a range of social and economic issues. The social development potential is seldom realized, however, because redevelopment is primarily commercially-motivated. In theory, the urban waterfront has been reclaimed for all residents of the post-industrial city. The notion of public access and the creation of public amenities are fundamental principles of waterfront development. In practice, however, the benefits of a revitalized waterfront are not shared equally. As the waterfront profiles demonstrate, the nature of the waterfront land-use mix is generally biased towards high-end commercial development and luxury housing. The nature and form of new waterfront developments raises questions about elitism and equity in the post-industrial city. If some level of economic integration is not achieved, the waterfront will not have been reclaimed for all residents of the post-industrial city, but, rather - for the post-industrial urban elite.

The study of waterfront planning largely focuses on the physical reconnection of the post-industrial, downtown waterfront with the spatial fabric of the city. Attention is given to the need for clarity of regulations, strong leadership, and citizen support. Little focus is given to less visible, residential neighborhood waterfronts, and the importance of understanding and incorporating the neighborhood perspective into the planning process. In this study, the post-industrial waterfront neighborhoods of Greenpoint and Red Hook, Brooklyn are the focus. Ways in which the histories of the neighborhoods, the experiences of their residents and the pressure of outside development interests interact with the city's approach to planning the waterfront are explored. An attempt is made to understand how this dynamic might better inform the way waterfront planning is approached. At the core of this new approach is the recognition that planning for today's waterfront is a complex and contentious process. The neighborhood waterfront setting requires a planning and implementation process that bridges various city-agencies and links to planning activity at the neighborhood level.

In the process of globalization, building on the particular spatial scenery of the waterfront, cities tend to refresh their strategies of development to adapt new trends of urban life with huge urban waterfront regeneration projects. These usually focus on a target of maximum marketing and construction of a new image-vision, which aims to represent the city in the global agenda. This aspect is depending on bigger changes in the urban context, the shift in government structures to entrepreneurial forms that involve externalization of state functions (Swyngedouw 2005; p. 1998). The rationale behind the phenomenon of waterfront regeneration and the global embracement of it is now “widely recognized if incompletely understood" (Hoyle 2001 pp. 297), as the relevant literature is based on case studies with focus on the examples of North American and European cities. The goal is to contribute to the more general, theoretical contention of urban waterfront regeneration in developing countries in understanding their dimensions in terms of governance and planning. The research tackles urban waterfront regeneration in Istanbul, Turkey by studying the most recent initiative of urban waterfront regeneration along Halic /The Golden Horn, the Halic Shipyard Conservation Project. The theoretical framework that underpins this study is derived from the discourse on new forms of urban governance including private, public and civic actors (Paquet 2001) that influence planning processes and project outcomes. To evaluate the planning process from a comprehensive governance perspective, indicators include: the legal framework, decision-making process, actors and their relations (Nuissl and Heinrichs 2010) and as normative the perspective of an inclusive planning approach (Healey 1997, 2006) helps to evaluate the planning process of the project. As urban waterfront regeneration literature is mostly based upon case study approaches, a critical overview of international examples is conducted. Both primary and secondary data is collected through: literature review, review of laws, review of official documents and land-use plans, an internship, 31 interviews, 91 questionnaires, participatory observation, a workshops, observation and photographs. The aim is to assess to which extend the top-down governance forms, but also bottom-up grass root empowerment influence the planning process and project outcomes, giving recommendations for an inclusive planning approach. The second aim is to evaluate the urban waterfront regeneration project studying its impact on the neighboring community. Bedrettin Neighborhood is chosen for analysis and its position in the planning process along with its needs are exposed. The thesis argues the modes in which along with clear targets for the improvement of the quality of life for the neighboring community, the urban waterfront regeneration project, Halic Shipyard Conservation Project, will be able to escape the current deadlocks and collisions between government, investors, resistance and local community and might have a chance to actually set an urgently needed precedent of a new planning culture in Istanbul.

The main goal of these reflections is to investigate and highlight innovative approaches in Climate Change driven policies, aimed at overcoming the waterfront cities’ critical aspects. The ‘River contracts’ experience, explored through two case studies in the Roman hydrographic basin, is conceived to tackle the increasing vulnerability of its territory, looking for a sensible attitude towards the integration of water systems, green corridors and open spaces, with actions to be planned and shared through participatory democracy’s steps. Anticipatory adaptation looks ahead to the project scenario trying to implement policies and strategies preventing potential disasters. Creative design and conscious management embracing different spatial scales play a crucial role in enhancing the anticipatory adaptation and resilience approach. The variety of trends, contexts and spatial scales highlights that it is definitively time for fostering the ‘adaptation approach’, supported by mitigation strategies, with a clear twofold aim: risks to be minimised and potential opportunities to be caught.

El creciente interés por los procesos de conexión entre los centros históricos urbanos y el mar se ilustra cada vez más a través de proyectos arquitectónicos y urbanísticos. En la presente ponencia, se explora esta tendencia poniendo de relieve la relación entre las estrategias urbanísticas empleadas en los frentes marítimos y su impacto social sobre los barrios pesqueros ya existentes en las zonas transformadas. Intentaremos esbozar las complejas dinámicas que se generan a escala barrial, partiendo de una aproximación comparativa entre tres casos en la Península Ibérica: São Pedro da Afurada (Oporto), Barceloneta (Barcelona) y Cabanyal (Valencia). El análisis pone en cuestión la contundencia del discurso imperante sobre competencia y sostenibilidad, al tiempo que se centra en el barrio de São Pedro da Afurada, con el fin de entender e interpretar las distintas prácticas de apropiación espacio-temporal, desde las luchas locales en defensa del lugar, hasta las tácticas políticas de aburguesamiento. The growing interest in the process of connecting the historic urban centers to their waterfronts is illustrated through an increasing number of architectural and urban projects. Due to this trend, the present paper seeks to explore and highlight the relationship between the planning strategies employed on coast limits and their social impact on the existing fishing districts. We will try to outline the complex dynamics that are developed on neighborhood scale, based on a comparative approach between three case-studies in the Iberian Peninsula: São Pedro da Afurada (Oporto), Barceloneta (Barcelona), Cabanyal (Valencia). The analysis raises the question upon the argumentative discourse on competence and sustainability, while focuses on the area of São Pedro da Afurada, in order to perceive and interpret the various practices of spatiotemporal appropriation, from the local struggles in defense of the neighborhood, to the political tactics of gentrification.

CREWS is a software product for planning and managing the work of rail-staff, providing solutions to one of the core problems that railroad companies face today: effective management of resources. CREWS addresses, in an integrated way, all phases of the planning and management process. This paper reports some results of work in the application of both Artificial Intelligence and Operations Research techniques in planning and managing crew-members (engineers and conductors) in railroad companies. The paper also presents case studies emerging from the application of CREWS both to railroad and to subway companies. The main goal of the development of CREWS was to increase the efficiency of railroad companies through optimized use of human resources. This goal has largely been achieved, but many other benefits, that were not fully apparent when the project started, have surfaced along the years. This paper also addresses some of these issues.

Preparing English as a Foreign Language (EFL) preservice teachers for lesson planning has a been a concern among teacher educators globally. Research has shown that preservice teachers encounter difficulties in aspects such as objective setting, considering their learners’ needs, and matching assessment and objectives, among others. Similarly, preservice teachers still need to be presented with ample opportunities for reflective teaching. These concerns have been addressed by teacher educators in systematic ways. Hence, guided by two sets of research questions, this literature review aims at exploring the procedures that educators in diverse contexts have used to aid their student teachers in preparing for lesson planning. The first set seeks to identify the procedures used as well as their outcomes. The second set of questions aims to inquire on the methodologies adopted. Twelve studies were selected for the final review, which were found using the Educational Resources Information Center (ERIC) and Google scholar databases as well as the academia.edu platform. A matrix was created to analyze the papers selected together with a coding process. The analysis revealed that collaborative procedures such as mentoring and lesson study combined with reflective teaching seem to render optimal learning experiences for preservice teachers. A special mention is given to plan lessons using authentic materials. Furthermore, types of methodologies that promote rich description such as case studies appear to be appropriate to frame these studies.

The temporal and spatial scales controlling the morphodynamics of barrier-inlet systems are critical components of regional sediment management practice. This paper discusses regional sediment management methods employed at multiple barrier-inlet systems, with case studies from West-Central Florida. A decision-support tool is proposed for regional sediment management with discussion of its application to barrier-inlet systems. Connecting multiple barrier islands and inlets at appropriate spatio-temporal scales is critical in developing an appropriately scoped sediment management plan for a barrier-inlet system. Evaluating sediment bypassing capacity and overall inlet morphodynamics can better inform regional sand sharing along barrier-inlet coastlines; particularly where sediment resources are scarce and a close coupling between inlet dredging and beach placement is vital to long-term sustainable management. Continued sea-level rise and anthropogenic activities may intensify the need for investigating longer-term processes and expanding regional planning at a centennial timescale and are acknowledged as challenging tasks for RSM studies. Specifically, we suggested that a regionally focused, multi-inlet study was necessary for management plan of individual inlet for the west-central Florida case studies. Key recommendations based on the case studies are included.

The Sustainable Urban Mobility Plan (SUMP) is a concept of the European Union. The non-binding guidelines formulated within this framework aim to help municipalities and cities to strategically define a local and long term transport and mobility plan. From the European Union's point of view, citizen participation plays a pivotal role during all phases – from the development of the plan until its implementation. This intends to achieve greater support and acceptance from the community for the plan, and to facilitate its implementation. This paper investigates whether the planning and political SUMP approach guarantees successful participatory processes, and what conclusions can be drawn to amend the SUMP process and general transport planning practice. It discusses how citizen participation is defined in the SUMP guidelines and how these elements are reflected in the SUMP guidelines of 2013 and 2019. In a second step, this paper shows how successful citizen participation is defined in an academic context and to what extent the SUMP reflects these findings. The findings derived from the academic context are then applied to the case studies of Ghent and Limburg in order to evaluate how successfully participation procedures were implemented in these SUMP processes. Finally, the question - what conclusions can be drawn from this to improve the SUMP process and general transport planning practice - is assessed.

Long-term trends in Nordic societies (such as ageing populations), along with rapid social transformations (like those brought about by automation and digitalisation), have resulted in increased attention being paid to skills and skills enhancement – not least from policymakers looking to cope with those challenges. However, skills are complex and many actors are involved in their promotion and provision. In this study, we focus on the regional level, which is the point of scale at which the demand for, and supply of, various skills is often articulated. In order to respond to the research question concerning How regions work with skills, six case studies were conducted in 2019 and 2020. That meant one case study in each of the Nordic countries. Those selected were Pohjois-Karjala (North Karelia, Finland), Värmland (Sweden), Hovedstaden (Denmark), Hedmark and Oppland (Norway), Norðurland eystra (Northeastern Region, Iceland), and one in Greenland. This report on skills for resilient and innovative regions is part of a series of reports conducted on behalf of the Nordic Thematic Group for Innovative and Resilient Regions 2017–2020, within the Nordics Cooperation Program for Regional Development and Planning, and under the aegis of the Nordics Council of Ministers.

Many governments in Asia and Africa have set ambitious target dates for their countries becoming open defecation free (ODF). Some have recently concluded national sanitation campaigns; a number of countries have campaigns underway; while others are in the conceptualising and planning process. Monitoring and reporting results is one of the key challenges associated with these campaigns. This Frontiers of Sanitation presents lessons learnt to date to inform ongoing and future government campaigns intended to end open defecation and improve access to safely managed sanitation. Firstly, we discuss campaigns, targets, monitoring, reporting, and verification arrangements, showing how these processes can be used to increase the credibility of national declarations and strengthen campaigns to respond to challenges. Secondly, we present case studies from India and Nepal, providing campaign-specific details from two recently declared ODF countries.
