La reconversion des friches industrielles des secteurs de gare est prometteuse dans l’optique d’un développement urbain dense alternatif à l’étalement. Elles constituent en effet une réserve foncière centrale et bien desservie par les transports publics. La densification de ces terrains stratégiques ne pourra cependant freiner l’étalement urbain qu’à condition d’offrir un cadre de vie attractif pour l’habitat. Notre hypothèse est que l’engagement des pouvoirs publics est déterminant pour assurer cette densification qualifiée.

En même temps qu’elles aident le passage de l’ici à l’ailleurs, elles permettent, de multiples manières, de réaffirmer l’unité et la continuité du foyer (mal) et de la communauté. Omniprésent dans les lamentations, l’exil, littéral ou métaphorique, est toujours lié à un état émotionnel particulier : la douleur de la perte. Cette douleur, qualifiée de « communautaire », est exprimée notamment à travers les mots, gestes et attitudes des lamentations.

RésuméCet article compare les différentes hypothèses d’altruisme qui ont été étudiées dans le cadre du modèle à générations imbriquées. Deux visions concurrentes de l’altruisme se côtoient. La première due à Barro [1974] est proche de l’intuition que l’on peut avoir des solidarités au sein de la famille, mais ne permet pas de garantir la neutralité de la politique budgétaire. La seconde qualifiée de ad hoc dans la mesure où elle ne vérifie plus la définition de Barro selon laquelle l’utilité d’un agent ne dépend que de son utilité de cycle de vie sensu stricto et des utilités de ses enfants (ou de ses parents) permet de retrouver le résultat escompté par Barro, mais au prix d’un retour à la logique du modèle avec agent à durée de vie infinie.

Анотація:

Que font, que nous font les démarches de récit de vie et d’expérience ? Pourquoi nous intéressent-ils ? Autour de telles interrogations, j’ai questionné la voie narrative ouverte par la perspective clinique que j’ai qualifiée de « dialogique» et qui s’inscrit dans la lignée du courant des histoires de vie. Constatant alors qu’elle était surtout proposée ou pratiquée par des adultes, j’ai impulsé une recherche recueillant des récits d’enfants à propos de leur scolarité, recherche qui s’est développée au Brésil et en Colombie notamment sous l’égide de Maria PASSEGGI. Ces travaux montrent ce dont les enfants sont capables et ce qu’ils peuvent attendre de leurs propres capacités narratives ; et, en écho, ce que nous pouvons en attendre, tant en recherche qu’en éducation. C’est ce que je propose de présenter ici.

La liste des péchés du peuple en Jr 32,29-35 fut un temps qualifiée d'incohérente. Par une étude littéraire de ce passage, Elena Di Pede en montre ici toute la cohésion. La liste, fort construite, met en évidence à la fois l’idolâtrie du peuple et sa cause profonde, à savoir le refus d’écouter une parole de vie, ce qui mènera Israël à son autodestruction. Parallèlement, la complexité de la rédaction fait pressentir au lecteur quelque chose de la situation chaotique dans laquelle le peuple s’est plongé en raison de ses fautes.

Анотація:

En raison de la rareté du personnel dans certaines régions du Québec, les employeurs sont soucieux d’attirer une main-d’oeuvre qualifiée dans leurs organisations. Cet article a pour objectif d’identifier les facteurs influençant l’attraction régionale de futurs diplômés, les étudiants universitaires. Un questionnaire autoadministré a été rempli par 876 étudiants de huit universités francophones québécoises. Les résultats montrent que l’importance de la qualité de vie (offre culturelle, installations sportives et récréatives et politiques familiales) ainsi que celle accordée aux politiques régionales de gestion sont corrélées à l’intention des étudiants universitaires de travailler dans une organisation située en région périphérique.

En 1992, comme en 2005, le Parti Communiste Français (PCF) appelle à voter contre les traités européens soumis à référendum (Maastrich et Constitution européenne) dans la continuité de son rejet traditionnel de l’intégration européenne. Cependant, la nature de ce rejet évolue considérablement au cours de la période. D’une posture quasi souverainiste et qualifiée d’« eurosceptique » dans les années 1990, il passe à une analyse articulée autour de l’anti-libéralisme. Cette évolution est à la fois la cause et la conséquence de la mutation interne du PCF après la guerre froide, des recompositions idéologiques de la gauche, et de l’européanisation de la vie politique nationale.

L’auteur offre plus particulièrement une vision de certains des grands déterminants de la vie politique turque, qu’il s’agisse du rapport à l’Islam ou à la «division du pays » , réelle ou fantasmée. La contribution permet également de comprendre l’importance de la violence tant symbolique que physique dans la construction du champ politique turc. C’est à partir de ces éléments d’analyse que L’auteur propose une réflexion autour de la situation contemporaine, qualifiée de «troisième république » .

Né il y a exactement cent ans, Friedrich Hayek a joué un rôle majeur dans la reconstruction d’une pensée libérale originale qui s’oppose, en particulier, à l’interventionnisme keynésien. L’article retrace l’itinéraire de cet homme qui, d’abord vaincu par Keynes, a vu ses idées triompher dans les dernières années de sa vie. L’auteur se penche ensuite sur les fondements du libéralisme de Hayek, en évoquant sa conception de la connaissance et sa théorie des ordres spontanés, sur lesquels s’appuie son rejet du socialisme et de la planification. Il examine enfin sa conception de l’État et des rapports entre l’État et l’économie et montre que le libéralisme de Hayek a, dans la mouvance libérale actuelle, souvent qualifiée de néolibérale, des caractéristiques singulières qui le distinguent de plusieurs autres courants.

Explorant un questionnement de professionnelle du travail social confrontée aux paradoxes de la lutte contre l’exclusion, la recherche a pour point de départ l’invisibilisation de l’économie populaire de la récupération-revente de déchets, dite biffe en Ile de France. Pourtant, elle a rendu visible un réseau qui se déploie à l’international. Les expériences des biffins ont été mises en dialogue avec celles du Mouvement National des Récupérateurs de Matériaux Recyclables du Brésil et du Mouvement des travailleurs ruraux Sans Terre du Brésil.Les stratégies individuelles et collectives en jeu dans ces espaces de production et reproduction de la vie, à distance du travail social institutionnalisé sont analysées à l’aide d’un cadre théorique multiréférentiel articulant analyse institutionnelle, épistémologies du sud et géographie sociale. Une co-tutelle avec une université brésilienne a permis de rééquilibrer une des caractéristiques de ce projet qui est de se situer sur une ligne historique d’exclusion entre deux continents. La dénaturalisation du regard ainsi produite a été renforcée par la place donnée aux acteurs dans une méthodologie inductive et collaborative pour une analyse faisant une place importante à leurs points de vue, donnant à voir une partie de ce qui se construit et se vit dans ces collectifs. Le voyage a joué un rôle clé pour déplacer le regard vers un autre référentiel, échappant au paradigme de l’exclusion qui domine en France. J’ai ainsi découvert le paradigme brésilien de l’oppression dans les racines des deux mouvements sociaux brésiliens concernés, par l’influence de la théologie de la libération et de la pédagogie de l’opprimé de Paulo Freire.La dimension politique des activités des collectifs vient questionner de manière directe le travail social institué en France. Avoir pensé la lutte contre l’exclusion comme un paradigme a permis de montrer sa tendance à assigner ses destinataires à une place sociale défavorisée dans une circularité des pratiques du travail social qui renforcent ce contre quoi elles sont censées lutter. Les résistances des acteurs ont montré que ce paradigme n’est pas universel. Il ne produit pas uniquement des individus isolés en perte de repères mais aussi des collectifs en reconstruction identitaire.Surprise de la recherche, “l’analyseur vie” révèle deux organisations qui paraissent antagoniques. Du côté des institutions dominées par le paradigme de l’exclusion, la vie semble être déjà écrite par les projets et dispositifs alors que dans les mouvements porteurs du paradigme de l’oppression, elle semble être à écrire collectivement
Exploring the issues faced by asocial work professional confronted with the paradoxes of the fight against exclusion, the starting point for this research is the invisibilization of the popular economy of waste recovery and resale, known as biffe, in the Ile-de-France region. However, it has made visible a network that is expanding internationally. The experiences of the biffins were put into dialogue with those of the National Movement of Recyclers of Recyclable Materials in Brazil and the Landless Rural Workers Movement in Brazil.The individual and collective strategies at play in these spaces of production and reproduction of life, at a distance from institutionalised social work, are analysed using a multi-referential theoretical framework combining institutional analysis, epistemologies of the South and social geography. A co-supervision with a Brazilian university has helped to rebalance one of the characteristics of this project, which is that it is situated on a historical line of exclusion between two continents. The denaturalisation of the gaze thus produced was reinforced by the place given to the actors in an inductive and collaborative methodology for an analysis that gives a significant place to their points of view, giving a glimpse of part of what is constructed and experienced in these collectives. The trip played a key role in shifting the focus to a different frame of reference, away from the paradigm of exclusion that dominates in France. I discovered the Brazilian paradigm of oppression in the roots of the two Brazilian social movements involved, through the influence of liberation theology and Paulo Freire's pedagogy of the oppressed.The political dimension of the collectives' activities directly challenges the established social work in France. Thinking of the fight against exclusion as a paradigm has helped to show its tendency to assign its recipients to an underprivileged social position in a circularity of social work practices that reinforce what they are supposed to be fighting against. Resistance from those involved has shown that this paradigm is not universal. It not only produces isolated individuals who are losing their bearings, but also groups rebuilding their identities.Surprisingly, the "life analyser" reveals two seemingly antagonistic organisations. In institutions dominated by the paradigm of exclusion, life seems to have already been written by projects and mechanisms, whereas in movements based on the paradigm of oppression, it seems to be written collectively

Анотація:

This Bachelor’s thesis focuses on those terms that, from a Swedish perspective, have to be fulfilled to entitle deduction for definitive losses in a cross-border merger situation. The thesis analyses one of the ten rulings from the Swedish Supreme Administrative Court which were published in 2009.The ruling is analysed in the light of the Treaty on the Functioning of the European Union, the merger directive and the Court of Justice rulings in Marks & Spencer and Lidl. The purpose is to examine if the Swedish rules concerning cross-border mergers is compatible with the EU-law. The Swedish rules concerning mergers are found in chapter 37 in the Swedish income tax act. To enjoy the rights of the rules in chapter 37 the merger needs to be qualified. The criterion in 11 § stands out as a clear obstacle for the deduction of losses and is therefore examined thoroughly. It states that the transferor company needs to be taxable for some kind of activity in Sweden immediately before the merger. That criterion is not fulfilled if the company is situated in another member state. In the Marks & Spencer case, the Court of Justice stated that a rule which hinders deduction for losses which is considered to be definitive could be a possible breach of the freedom of establishment. The Swedish rules concerning qualified mergers in chapter 37 in the Swedish income tax act was questioned in the case RÅ 2009 ref 13. The criterion stated in § 11 was discussed first by the Swedish tax board and then by the Swedish Supreme Administrative Court as a possible breach of the freedom of establishment. It is in my opinion clear that when a loss is definitive the loss should be entitled to deduction, thus the 11 § could therefore constitute a breach of the freedom of establishment.

Анотація:

This book is the outcome of a new method of investigating the life experiences of health personnel engaged in paediatric oncology. It brings together the results of individual interviews with each member of the medical, nursing and technical staff in the Paediatric Oncology Department of the University Polyclinic of Padua and the Giannina Gaslini Institute of Genoa. The interviews, prepared using an open questionnaire format, were carried out by qualified personnel, after which the results were analysed and illustrated to the group of health care professionals involved. The two experiences, which are extremely significant in view of the distinction of the two centres of excellence involved, are compared and discussed with a view to making an interesting contribution to the debate on the delicate issues of bioethics implicated in problems connected with the end of life during the developmental stage.

The profound cultural transformation that has taken place in Italian seismic studies in the last ten years is distinguished by the growing interest in the problem of assessing the effects of earthquakes linked to local conditions, and in the related issue of a precise definition of the properties of the soil in the sphere of the dynamic and cyclical stresses induced by seismic actions. Despite the profound awareness of the extent to which the nature of the soil contributes to the destructive effects of earthquakes, we are still a long way from the possibility of a realistic forecast of the seismic behaviour of the Italian soils. This is because the identification of the dynamic properties calls for experimental equipment that is technologically complex and costly as well as lengthy observation and qualified personnel. The rare experimental data that have been acquired to date hence represent a fundamental element for scientific reflection. This book has been conceived with a view to setting at the disposal of a broader public the results of the tests conducted on site and in the laboratory on the soil of certain significant seismic areas using the dynamic-type apparatus of the Geotechnical Laboratory of the Department of Civil and Environmental Engineering (DICeA) of the University of Florence. It presents a selection of the works of the Geotechnical section of the DICeA that have been published in various specialist international and national ambits. These studies were largely launched following the seismic sequence in Umbria and the Marches, in collaboration with several Regional Authorities and Research Institutes for the reduction of the seismic risk in Italy (GNDT, IRRS, INGV). In addition to the experimental techniques and the results obtained, the models and the geotechnical procedures adopted for assessing the effects of site and soil instability in certain specific deposits of the Italian territory are also expounded.

AbstractThere has never been a golden age in Swedish education. However, there was a “silver age” that began approximately in the second half of the nineteenth century and ended around 1960. The chapter outlines this history. It demonstrates that the established view of the previous school system is deeply misleading. In fact, an increasing share of young cohorts were offered excellent educational opportunities. After World War I, a truly national curriculum was introduced that imparted relevant knowledge and skills to students based on the principles of teacher-led presentation, repetition, and practice, and by matching the sequence of topics to each student’s maturity and prior knowledge. A key element in the modernization of the educational system was the state’s preoccupation with ensuring that highly qualified and motivated persons were attracted to the teaching profession.

AbstractObserving on a diagnostic basis allows a qualified view of children’s present and potentially following mathematical competencies and is therefore vital for adaptive learning support processes. Awareness of appropriate support measures is essential for the planning of learning environments, play activities, and individually adequate interaction. The paper reports on the results of a study addressing in-service kindergarten professionals’ selection of and reflection on suitable diagnostic situations and diagnostic tools. First, aspects of professionals’ observing and diagnosing competencies will be reflected, including the use of the concept of diagnosing according to recent competence models for teachers and early childhood educators. Then, different situations suitable for observing and diagnosing children’s competencies in early mathematics education will be discussed as well as different tools for recording. Hypotheses for professional development concerning diagnostic and observation skills will be presented based on reflections and perspectives of professionals attending an in-service project.

This chapter outlines the qualified version of affective perceptualism articulated by Max Scheler and Jean-Paul Sartre. According to this version, immediately and intrinsically intelligible episodic emotions are experiential encounters with value properties as such properties, and some ‘psychic’ emotion types involve perceptual experiences, or derivative intuitional experiences, as of value properties in objects. This elaborated and qualified version of the view is a useful foil for discussing the main objections to affective perceptualism. Four prominent criticisms are considered. First, the perceptual model misdescribes even the kinds of emotional experience that are taken to be central by its advocates. Second, there are phenomenological disanalogies between conscious emotions and standard perceptual experiences. Third, there are fundamental differences in the rationalizing properties of standard perceptions and emotions. Fourth, the very idea of evaluative properties had by objects, and of these being directly accessible as such in emotional experience, is mysterious.

Abstract This chapter explores the roots or origins of culpable ignorance. First, it spells out what culpability is. After that, a particular way is sketched of thinking about responsibility for belief and for ignorance, namely, the Influence View. On this view, we are responsible for our doxastic attitudes because of the influence we have on them via various belief-influencing actions rather than directly or indirectly controlling them (we normally cannot intentionally bring them about). Subsequently, the Influence View is contrasted with its two main rival views: doxastic compatibilism and attributionism. Next, the Origination Thesis is laid out, which is a particular view on the roots of culpable ignorance. The Origination Thesis is then qualified by showing that culpable ignorance has in fact three distinct roots or origins. Finally, the chapter elaborates on the ramifications of this particular view for various debates in philosophy, including the issue of whether culpable ignorance can excuse.

Анотація:

The purpose of the article is to present the development of induction support for newly qualified teachers in Denmark over the last 10 years. The article underlines that there currently might be incipient shifts in the political ecosystem of education by referring to a teacher commission that was appointed to provide recommendations for rules for new working hours for teachers in Denmark and to the latest recommendations from a commission whose task was to evaluate the Danish Teacher Training Program. Both commissions call attention to newly qualified teachers and to bridging the gap from teacher education to the teaching profession. The article briefly explains the situation today by referring to a nationwide survey study of how schools receive newly qualified teachers. The study was carried out by the Counseling and Mentoring Research Program at VIA University College. One of the research questions was “How and to what extent are newly qualified teachers in Denmark supported during the first year of their professional work?” The study concludes that support of newly qualified teachers is very arbitrary and unsustainable.

Анотація:

In piping design hydraulic load cases and the resulting dynamic structural loads are induced and generated by strongly time dependent pressure surges and subsequent oscillations. Therefore, with liquid filled piping, the implementation of fluid-structure interaction by coupling the fluiddynamic and the structural dynamic codes gives a substantial contribution to more realistic loading results. Considering this effect, usually a load reduction due to energy losses and the phase and frequency shift from fluid to structure and vice versa is achieved. In cases of fluid structure resonance the results are more reliable and can help to develop an optimized support concept. To realize the coupled calculation of both codes they are bundled by a special user environment, where the coupling points are specified and marked. We describe the input of fluid forces at those points and the treatment of the liquid masses inside the piping, as well as the method of back-coupling the resulting structural displacements into the fluid calculation. The method was validated against measurements of load cases in power plant piping systems and experimental results for various boundary conditions. The most realistic results were obtained by combining the coupling with the application of dynamic friction in the fluid code.

Given a set of individuals qualifying or disqualifying each other, group identification is the task of identifying a socially qualified subgroup of individuals. Social qualification depends on the specific rule used to aggregate individual qualifications. The bribery problem in this context asks how many agents need to change their qualifications in order to change the outcome. Complementing previous results showing polynomial-time solvability or NP-hardness of bribery for various social rules in the constructive (aiming at making specific individuals socially qualified) or destructive (aiming at making specific individuals socially disqualified) setting, we provide a comprehensive picture of the parameterized computational complexity landscape. Conceptually, we also consider a more fine-grained concept of bribery cost, where we ask how many single qualifications need to be changed, and a more general bribery goal that combines the constructive and destructive setting.

Abstract This paper examines the free vibration and stability of an Euler-Bernoulli beam ejected from or, equivalently, drawn into an orifice at an arbitrary angle relative to gravity. A stability boundary for this system is presented in terms of two dimensionless, time varying parameters, one describing the beam bending stiffness and the other indicating the axial tension induced by gravity. This stability boundary is the limit of positive definiteness of a Lyapunov functional for the system. The Lyapunov functional is the Jacobi integral of the system, which qualifies as a Lyapunov functional for many gyroscopic systems. The ejected beam system is gyroscopic when the time varying coefficients in the system equation are held constant. It is also shown that initially, the free vibration problem for the ejected beam has the same vibration modes shapes as an ordinary cantilever beam but that the magnitude and period of vibration grow as the square root of time.

Based on a cross-country comparison of dynamic new firms, this paper attempts to characterize Latin American middle-class entrepreneurs and their firms. In general, Latin American middle-class entrepreneurs tend to face more difficult conditions in terms of resources and skills acquisition than those belonging to more affluent social strata. They tend to have earlier exposure to business experience since they generally belong to families in which their fathers' occupation allowed for such exposure, and the universities where they studied are sounder platforms for developing abilities and contacts. Likewise, compared to middle-class entrepreneurs from more developed regions, Latin American middle- class entrepreneurs tend to be less exposed to the business world and entrepreneurial role models. Additionally, they are more likely to rely on a less qualified and less business-specific support network, and initial financing is less accessible to them. The paper summarizes several key policy implications and recommendations derived from the analysis.

Technologies based on cloud computing is one of the demanded and actively developing areas of the modern information world. Cloud computing refers to an innovative technology that allows you to combine IT resources of various hardware platforms into a single whole and provide the user with access to them via a local network or the global Internet. Cloud services from various providers offer users access to their resources via the Internet via free or shareware cloud applications, the hardware and software requirements of which do not imply that the user has high-performance and resource-consuming computers. Cloud technologies represent a new way of organizing the educational process and offers an alternative to traditional methods of organizing the educational process, creates an opportunity for personal learning, collective teaching, interactive classes, and the organization of psychological support. The scientific article is devoted to the problem of integrating cloud technologies not only in the process of training highly qualified specialists, but also in the formation of professionally important personality traits. The article describes the experience of introducing cloud technologies into the process of forming the adaptive potential of students in conditions of social constraints caused by the COVID-19 pandemic.

The aim of this paper is to analyze the relationship between innovation and employment, in terms of both its quantity and quality, in Uruguay. The effect of product and process innovation on employment growth and on employment composition in terms of skills was studied, using data from manufacturing firms' innovation surveys, matched against economic activity surveys. The impact of different innovation strategies was also analyzed, particularly producing technology vs. sourcing technology externally. The results revealed that product innovation is associated with employment growth. There is (weaker) evidence that process innovation displaces labor. Product innovation is not more complementary to skilled than to unskilled labor. Producing technology in-house has the biggest positive impact on employment, followed by the make-and-buy strategy. Similar results are found for small firms and firms belonging to the low- and high-tech sectors. Interviews carried out with innovation agents support the view that in general innovation does not lead to job losses and that it generates greater demand for a more qualified labor force.

European societies need to increase the participation in work over the life course to support the provision of qualified labour and to meet the challenges for social security systems under the condition of their ageing populations. One of the key ambitions is to extend people’s working lives and to postpone labour market exit and retirement where possible. This requires informed policies, and the research programme EIWO – ‘Exclusion and Inequality in Late Working Life: Evidence for Policy Innovation towards Inclusive Extended Work and Sustainable Working Conditions in Sweden and Europe’ – aims to push the boundaries of knowledge about late working life and the potential of its inclusive and equal prolongation via a theoretically driven, gender-sensitive combination of multi-level perspectives. EIWO takes a life course approach on exclusion and inequality by security of tenure, quality of work, workplaces, and their consequences. It identifies life course policies, promoting lifelong learning processes and flexible adaptation to prolong working lives and to avoid increased exclusion and inequality. Moreover, it provides evidence for policies to ensure both individual, company and societal benefits from longer lives. To do so, EIWO orientates its analyses systematically to the macro-political contexts at the European Union level and to the policy goals expressed in the respective official statements, reports and plans. This report systematizes this ambitious approach. Relevant documents such as reports, green books and other publications of the European Commission (EC), the European Parliament (EP), the Organisation for Economic Co-operation and Development (OECD), as well as those of social partners and research institutions, have been systematically scanned and evaluated. In addition, relevant decisions of European summits have been considered. The selection of documents claims completeness regarding relevant and generally available publication, while relevance is defined from the point of view of EIWO’s interests. It is the aim of this report to provide a sound knowledge base for EIWO’s analyses and impact strategies and to contribute to the emerging research on the connection between population ageing and the European policies towards productivity, inclusiveness, equity, resilience and sustainability. This report aims to answer the following questions: How are EIWO’s conceptual classification and programme objectives reflected in the European Union’s policy programming? How can EIWO’s analyses and impact benefit from a reference to current EU policy considerations, and how does this focus support the outline of policy options and the formulating of possible proposals to Swedish and European stakeholders? The present report was written during early 2022; analyses were finalized in February 2022 and represent the status until this date.
