This paper describes existing health promotion systems in Victoria and explains how infrastructure can be strengthened to influence the delivery of local health promotion action. The Victorian State Government has invested in regional support to facilitate the development and coordination of health promotion at a local level. To achieve this the Regional Infrastructure for Improving Health Promotion (RIIHP) model was developed, providing a framework for strategic action. The model draws upon organisational change theory and capacity building methods to highlight the necessary infrastructure for sustainable health promotion efforts. Forty five local health promotion practitioners, managers, academics, and Department program advisers were interviewed and asked what they thought supported or influenced health promotion. The responses from interviews were combined to develop the RIIHP model. The RIIHP model provides a framework for planning infrastructure improvements. This model is relevant to agencies, regions and state departments who want to succeed in establishing coordinated and effective health promotion systems.

Commissioning health and community services is a complex task involving planning, purchasing and monitoring services for a population. It is particularly difficult when attempting system-level reform, and many barriers to effective commissioning have been documented. In Victoria, the state government has operated as a commissioner of many services, including mental health community support and alcohol and other drug treatment services. This study investigated the perceived consequences of a reform process in these two sectors after recommissioning was used as a mechanism to achieve sector-wide redesign. Semi-structured interviews were conducted with 23 senior staff from community health, mental health and drug and alcohol services 6 months after implementation. The process was affected by restructuring in the commissioning department resulting in truncation of preparatory planning and technical work required for system design. Consequently, reform implementation was reportedly chaotic, costly to agencies and staff, and resulted in disillusionment of enthusiastic reform supporters. Negative service system impacts were produced, such as disruption of collaborative and/or comprehensive models of care and strategies for reaching marginalised groups. Without careful planning and development commissioning processes can become over-reliant on competitive tendering to produce results, create significant costs to service providers and engender system-level issues with the potential to disrupt innovative models focused on meeting client needs.

Around the world, dairy production continues to intensify, with farmers increasing stocking rates, feeding more supplements, and transitioning into fully housed systems. Dairy production in Victoria is no exception and farmers are starting a move towards intensive (i.e. permanently housed) dairy operations. Challenges associated with these transformations have included difficulties, or failure, to obtain planning approval and public concern around the effect of intensive developments on environmental degradation, animal welfare and industry image. We examined current land-use planning provisions, environmental requirements, animal-welfare regulations, industry guidelines and codes of practice for their applicability and suitability to the implementation of intensive dairy-production operations, particularly large-scale ones, in Victoria, Australia. Our aim was to clearly identify factors that have the potential to hinder the growth and expansion of existing dairy-production systems into intensive operations, and the establishment of new intensive dairy enterprises. The majority of legislation examined posed no obstacles to the development of large-scale intensive dairy operations. New definitions for intensive livestock production and the inclusion of an intensive dairy-farm category in the State planning provisions will reduce current confusion across and within planning departments. A standard methodology to determine separation distances is required and a code for intensive dairy farming would greatly assist with the planning-approval process. Many advisory publications fall short when applied to intensive dairy operations as they are currently written for pasture-based farms with limited infrastructure for regularly feeding or housing large herds of >700 cows.

The management of community consultation is a critical step in achieving timely Government approval for projects and laying the foundation for sound long-term relationships between local communities and project developers. The benefits of good relationships with local communities will flow on to Government support for the project, employee relations, service from local suppliers, and supportive neighbours. Both Government and project proponents are increasingly recognising the value of public participation in the environmental assessment of projects-it makes good business sense.The Queensland Government guidelines state that an appropriate public participation program is essential to the full conduct of the impact assessment (Department of Family, Youth and Community Care). This paper considers the issues involved in developing an appropriate community consultation program and looks specifically at the program adopted by BHP for the assessment of a proposed ammonium nitrate plant near Moura in Central Queensland. The BHP program was commended by the Department of Family, Youth and Community Care as a best practise example for other similar industrial projects.There is, however, community consultation and community consultation. The ammonium nitrate project was near a town which had suffered serious population decline and associated loss of services and infrastructure standards over the last decade. The town had also recently experienced major trauma as a result of the Moura underground mine tragedy in 1994.The social environment was in marked contrast to the environment of other projects which BHP had recently been involved in, such as the Minerva gas development project near Port Campbell in Victoria. Where the major focus of Minerva community consultation had been to address community concern about the environmental effects of the project and the impact of industrial development on the inherent lifestyle values of the area; the Moura community consultation program focussed on direct impacts on immediate neighbours and water resources, while the broader community debate was about employment opportunity, rebuilding the resources of the local community, and what can we do to make sure this project goes ahead?Whether the community supports industrial development or otherwise, community consultation is still an essential element of project planning. The issues will vary enormously from community to community-the focus will not always be on green issues. The key is to listen generously to the community and respond in a manner that genuinely recognises and addresses its particular issues.

Satellite based rainfall estimation techniques have emerged as a potential alternative to ground based rainfall measurements. The Tropical Rainfall Measuring Mission (TRMM) precipitation, in particular, has been used in various climate and hydrology based studies around the world. While having wide possibilities, TRMM rainfall estimates are found to be inconsistent with the ground based rainfall measurements at various locations such as the southwest coast and Himalayan region of India, northeast parts of USA, Lake Victoria in Africa, La Plata basin in South America, etc. In this study, the applicability of TRMM estimates is evaluated over the Upper Ganga Basin (Himalayan catchment) by comparing against gauge-based India Meteorological Department (IMD) gridded precipitation records. Apart from temporal evaluation, the ability of TRMM in capturing spatial distribution is also examined using three statistical parameters namely correlation coefficient (r), mean absolute error (MAE) and relative bias (RBIAS). In the results, the dual nature of bias is evident in TRMM precipitation with rainfall magnitude falling in the range from 100 to 370 mm representing positive bias, whereas, rainfall magnitude above 400 mm, approximately, representing negative bias. The Quantile Mapping (QM) approach has been used to correct the TRMM dataset from these biases. The raw TRMM precipitation is found to be fairly correlated with IMD rainfall for post-monsoon and winter season with R2 values of 0.65 and 0.57, respectively. The R2 value of 0.41 is obtained for the monsoon season, whereas least correlation is found for the pre-monsoon season with an R2 value of 0.24. Moreover, spatial distribution of rainfall during post-monsoon and winter season is captured adequately; however, the limited efficiency of TRMM is reflected for pre-monsoon and monsoon season. Bias correction has satisfactorily enhanced the spatial distribution of rainfall obtained from TRMM for almost all the seasons except for monsoon. Overall, the corrected TRMM precipitation dataset can be used for various climate analyses and hydrological water balance based studies in the Himalayan river basins.

Population health as an approach to planning is key to improving the health and well-being of whole populations and to reduce inequities within and between population groups. The Victorian Department of Health North and West Metropolitan Region, in collaboration with The University of Melbourne (School of Population Health), have delivered four annual population health short courses. The short courses were designed to equip participants with knowledge and skills to implement population health approaches upon their return to their workplaces. For three consecutive years, online surveys (n=41) and semi-structured interviews (n=35), underpinned by participatory and realist evaluation approaches, were conducted to obtain the perceptions and experiences of the population health short course participants. Evaluation findings indicate that participants’ understanding of population health concepts increased; however, there were mixed outcomes in assisting participants’ implementation of population health approaches upon their return to their workplaces. A core list of perceived requirements, enablers and barriers emerged at an individual, organisational and system level as influencing the capability of participants to implement population health approaches. Evaluation recommendations and actions taken to revise short course iterations are presented, providing evidence that the evaluation approaches were appropriate and increased the use of evaluation learnings. Implications of evaluation findings for professional development practice (i.e. shift from a ‘Course’ as a one-off event to a Population Health ‘Program’ of inter-dependent components) and evaluation (i.e. participatory realist evaluation approaches) are presented.

Cities are widely recognised as important settings for promoting health. Nonetheless, making cities more liveable and supportive of health and wellbeing remains a challenge. Decision-makers’ capacity to use urban health evidence to create more liveable cities is fundamental to achieving these goals. This paper describes an international partnership designed to build capacity in using liveability indicators aligned with the UN Sustainable Development Goals (SDGs) and social determinants of health, in Bangkok, Thailand. The aim of this paper is to reflect on this partnership and outline factors critical to its success. Partners included the Bangkok Metropolitan Administration, the UN Global Compact—Cities Programme, the Victorian Government Department of Health and Human Services, the Victorian Health Promotion Foundation, and urban scholars based at an Australian university. Numerous critical success factors were identified, including having a bilingual liaison and champion, establishment of two active working groups in the Bangkok Metropolitan Administration, and incorporating a six-month hand-over period. Other successful outcomes included contextualising liveability for diverse contexts, providing opportunities for reciprocal learning and knowledge exchange, and informing a major Bangkok strategic urban planning initiative. Future partnerships should consider the strategies identified here to maximise the success and longevity of capacity-building partnerships.

This paper discusses the opportunity afforded by a substantial research grant to examine three aspects of recent school design and learning. First, spaces that support effective learning, second, the role of the building in achieving sustainability, and third, pedagogies and practices that support one and two. Schools are complex systems in which the physical environment interacts with pedagogical, socio-cultural, curricular, motivational and socio-economic factors as well as providing benefits or costs in environmental terms. Limiting the research focus to exemplar case study schools will enable a more comprehensive study of the schools as 3D texts. Through proactive research methodologies, students, teachers and architects will collaborate to manipulate the spaces to suit different learning modalities. Students will help collect environmental data and therefore learn more about climate and energy. They will also participate within teams to further their problem solving, communication and organizational skills. Teachers will become more aware of and hopefully skilled at managing space both environmentally and pedagogically. Architects will have the unusual opportunity of experiencing and analyzing their designs through the eyes of users. While this ambitious research is in its infancy, the interdisciplinary approach and support from nine industry partners is relevant for other researchers who are seeking to have an impact on design practice using an action research methodology. The research is timely.4 Following in the footsteps of the United Kingdom, Australian state and federal governments have committed to reinvigorate our aging school stock. This research led by an interdisciplinary team, was developed in partnership with Department of Education and Early Childhood Development, the Victorian Government Architect's Office, and seven design firms with expertise in learning environments. Commuting to work is one of the most important and regular routines of transportation in towns and cities. From a geographic perspective, the length of people’s commute is influenced, to some degree, by the spatial separation of their home and workplace and the transport infrastructure. The rise of car ownership in Australia from the 1950s to the present was accompanied by a considerable decrease of public transport use. Currently there is an average of 1.4 persons per car in Australia, and private cars are involved in approximately 90% of the trips, and public transportation in only 10%. Increased personal mobility has fuelled the trend of decentralised housing development, mostly without a clear planning for local employment, or alternative means of transportation. Transport sector accounts for 14% of Australia’s net greenhouse gas emissions. Without further policy action, Australia’s emissions are projected to continue to increase. The Australian Federal Government and the new Department of Climate Change have recently published a set of maps showing that rising seas would submerge large parts of Victoria coastal region. Such event would lead to major disruption in planned urban growth areas in the next 50 years with broad scale inundation of dwellings, facilities and road networks. The Greater Geelong Region has well established infrastructure as a major urban centre and tourist destination and hence attracted the attention of federal and state governments in their quest for further development and population growth. As a result of its natural beauty and ecological sensitivity, scenarios for growth in the region are currently under scrutiny from local government as well as development agencies, scientists, and planners. This paper is part of a broad research in the relationship between transportation system, urban form, trip demand, and emissions, as a paramount in addressing the challenges presented by urban growth. Progressing from previous work focused on private cars, this present paper investigates the use of public transport as a mode for commuting in the Greater Geelong Region. Using a GIS based interaction model, it characterises the current use of the existing public transportation system, and also builds a scenario of increased use of the existing public transportation system, estimating potencial reductions in CO2 emissions. This study provides an improved understanding of the extent to which choices of transport mode and travel activity patterns, affect emissions in the context of regional networks. The results indicate that emissions from commuting by public transportation are significantly lower than those from commuting by private car, and emphasise that there are opportunities for large abatment in the greenhouse emissions from the transportation sector related to efforts in increasing the use of existing public transportation system.

Aim: To compare the frequency of surgical site infections in patients with primary closure versus delayed primary closure in contaminated abdominal surgeries. Study duration: 7th August 2020 to 6th February 2021 Study design & setting: Randomized controlled trial in the Department of Surgery, Bahawal Victoria Hospital, Bahawalpur. Methods: A sample size of eighty two patients presented with the complaint of contaminated abdomen surgical procedures of any gender between the age of 20-60 years have been The calculated sample size was eighty two i.e. forty one in each group with 5% level of significance, the surgical site infections in patients with major closure as 42.5% and with delayed closure as 17.5%. Sampling technique was Non-probability, consecutive sampling. All subjects presented with contaminated stomach surgical procedures as per operational definitions and age twenty to sixty years have been included in the study. The patients with malignant ascites was excluded from the study. Patients with records of penetrating/blunt stomach injuries, with persistent steroid use i.e. >1 month and patients with persistent renal failure Results: The age of women mean in group A was 37.68±7.37 years and in group B was 36.44 ± 8.12 years. Majority of the subjects were forty eight (58.54%) have been between twenty to forty years of age. Out of eighty two patients, fifty seven (69.51%) have been men and 25 (30.49%). The surgical site contamination in group A (primary closure) as eleven (26.83%) and in Group B (delayed primary closure) as four (9.76%) respectively with p-value of 0.046. Conclusion: Therefore it is concluded that frequency of surgical site infections is much less in patients with delayed major closure in contaminated abdomen surgeries as in compare to main closure. This study examined whether sustainable tourism development could be achieved in the Lake Victoria shore region of southern Uganda, based on the physical environment indicators of sustainable tourism. This arose out of the observation that tourism in this region was developing in an unplanned manner which was likely to be environmentally destructive. The study was conducted as a cross-sectional descriptive survey involving an analytical research design. Its objectives include: to identify the spatial and temporal characteristics of the tourism sites; to assess their performance relative to the physical environment indicators of sustainable tourism; to examine the factors explaining the performance of the sites; and to develop a planning approach that will help attain sustainable tourism development. Data were collected using survey, non-survey and geo-spatial methods. The survey methods included interviews and questionnaires, which were administered to planning and environment officials, local residents and visitors selected using various sample methods. Documentary analysis, field observation, remote sensing and experimentation were among the nonsurvey and geo-spatial methods used. Data were analysed using qualitative and quantitative analysis techniques, which included documentary analysis, statistical techniques involving, chi square, data reduction, ANOVA, and correlation and regression analysis. Results indicate that lakeshore tourism sites are increasing in both number and size, which is gradually resulting in a clustered spatial patterning, especially in urban areas. Sites are receiving an increasing number of visitors, mainly nationals and day visitors. Apart from conservation areas, the contribution of the sites to nature conservation is concluded to be minimal and their management of solid and sewage waste, water quality and use intensity generally poor. Moreover, tourism planning and development control was found to either be limited or lacking, a situation that has resulted in unregulated tourism development. This poses a significant threat, not only to the fragile physical environment of the lakeshore region, but also to the future of lakeshore tourism itself. Analysis of the results show that there are significant relationships between spatial distribution of sites, their characteristics, site performance and factors explaining the performance and planning for sustainable tourism development in the region. Further analysis indicates that each of these variables may significantly predict planning, especially at site and local government level. Accordingly, a linear regression model-based planning approach is developed. This study explains how the model, when rooted in incremental planning theory, can be applied in order to plan for sustainable tourism in the lakeshore region. It highlights the variables and the sequence in which tourism planning efforts can be applied. The study concludes that, although this planning approach may not provide a panacea to the achievement of sustainable tourism development in the lakeshore region, it represents a valuable contribution towards the understanding of sustainable tourism planning. With the identification of critical tourism planning intervention points, the Lake Victoria shore region may be able to develop into a major tourism destination that is environmentally sustainable.

In Sweden there is a situation where buildings are constructed at a relatively low rate, while the need for more households is growing relatively quickly. In this thesis the following surveys are conducted; we want to investigate the time required for each process, how the number of building permits for each plan evolve during the process and the number of investigations carried out in connection with the process. The hypothesis is that the developers want to get as many development rights as possible. However, it is the municipality's responsibility to test the suitability of the project in accordance with the law and guidelines which can result in fewer development rights than the builder's preference in the final detailed plan. We have examined 32 plans and concluded that the number of development rights does not drop during the process. Some of the investigations necessary are determined by law, while in some cases by the municipality require various additional studies for a project to be carried through. The survey shows that the number of investigations is approximately 3 per studied plan. The average time spent has been more than 2.5 years for all studied plans. The results of this study indicate that there may be a correlation between the numbers of building permits; the number of investigations and the time required for each process, further studies on this topic are invited.

Det är emellertid kommunens ansvar att pröva projektets lämplighet i enlighet med lagen och de riktlinjer som finns vilket kan resultera i att färre byggrätter än de byggherren önskade vinner laga kraft i den slutgiltiga planen. Vi har enligt ett visst urval granskat 32 detaljplaner och kommit fram till att antalet byggrätter inte sjunker under processens gång. Vissa av utredningar som krävs är lagstadgade, medan det i vissa fall från kommunens sida krävs olika extra utredningar för att ett projekt skall drivas igenom. Snittet för tidsåtgången har blivit dryga 2,5 år för alla studerade planer. Undersökningen visar att antalet utredningar är cirka 3,37 per studerad detaljplan. Resultatet av denna undersökning pekar på att det kan finnas ett samband mellan antalet byggätter, antalet utredningar och tidsåtgången, varför vidare studier i ämnet uppmanas.

The objective of this research and thesis was to develop a program and project in the context of the Historic Art Deco District in Miami Beach. This project intended to analyze the chronological history of the urban development of the Art Deco District, its geographical, political and socio-cultural conditions as well as the evolution and different architectonic typologies of the area. In order to understand the issues involved in design in a historic context, this research addressed and analyzed several architectonic interventions within various historic places. This research concluded with the design of a public facility located at Ocean Drive, Miami Beach, consisting of a Museum of Urban Development and Headquarters for the Planning/Preservation Department of the City of Miami Beach. The project proposal and thesis, addresses architectonic and theoretical issues specific to design in an historic area.

ENGLISH ABSTRACT: "The national education leadership is unanimous that our system of education and training has major weaknesses and carries deadly baggage from our past. Large parts of our system are seriously dysfunctional. It will not be an exaggeration to say that there is a crisis at each level of the system" (The Natal Mercury, Tuesday 27 July 1999). The above heart-wrenching statement by Professor Kader Asmal, Minister of Education, echoes the sentiments and concerns of all stakeholders within the KwaZulu-Natal schooling fraternity. This study project proposes that the biggest reason for the present crisis in education in KwaZulu-Natal is that there is no formal, structured and focused strategic management process. The objective of the study project is to craft a strategic plan for the KwaZulu- Natal Department of Education and Culture (hereafter referred to as KZNDEC), thereby providing a catalyst to the department in realising the importance of strategic management, while illustrating the application of the strategic management process in the department. The first part of the study project is intended to set the scene. Chapter 2, firstly, provides an overview of strategic management, and, secondly, discusses the application of strategic management in the public sector. It emphasises that public organisations function in an environment where there is a lesser degree of market exposure and a greater degree of reliance on appropriations from authoritative bodies than with private sector organisations. This significant difference has necessitated two minor adaptations to the model, as designed in chapter 3. The model as proposed by Thompson and Strickland (1996: 4) was adapted to suit the needs of the KZNDEC. The second part of the study project is the practical application of the model, designed in chapter 3, to the KZNDEC. Given the seriousness of the situation, the widespread and complicated "cancerous" problems plaguing the department, and the expectations of stakeholders, chapter 7 proposes that the primary means of achieving its vision, and thereby meeting its new demands and challenges, is to reinvent the department by creating a high-performance organisation. The following strategies are proposed: • The recruitment, into key strategic positions in the department, of a team of high powered business-cultured individuals that are fully empowered and supported by the national and provincial Ministers of education; • The design and implementation of management structures, as proposed in Figure 3.3, to cost-effectively support the core activities of the department; • To create a performance driven culture underpinned by good work ethic and a strong value system; • Develop the professional quality of the teaching force by educators being well trained and thoroughly prepared in organisational, administrative, managerial and research skills in order to run schools like successful businesses; • Develop administrative competence that fully supports the core activities through rationalisation of the administrative functions at "centres of excellence" to overcome scarce skills and budgetary constraints; • The building of capacity through focused and intensive training and developmental programmes; • To restrict personnel costs to at most 85% oftotal costs; • Address the inequity in education provision through the implementation of the norms and minimum standards for the funding of public schools; • Fostering public-private partnerships with International Donor Agencies to assist by way of financial aid, skills transfer, and training and development; • Improve the public image of the department; and • A commitment to the concept of Ubuntu with emphasis on caring. The end result of the study project is a clearly defined, thorough and well thought-out strategic plan for the KZNDEC, which could be of immense benefit in assisting the department to compile their own strategy. There are a few thought-provoking strategies that are sensitive and radical, as good strategy should be.
AFRIKAANSE OPSOMMING: "Die leierskorps van nasionale onderwys is dit eens dat ons stelsel van onderwys en opleiding ernstige swakhede bevat en swaar dra aan dooie bagasie uit ons verlede. Groot gedeeltes van ons stelsel gaan mank aan ernstige gebreke. Dit sou geen oordrywing wees om te beweer dat daar 'n krisis bestaan op elke vlak van die stelsel" (Vry vertaal uit The Natal Mercury, Dinsdag 27 Julie 1999). Bogenoemde beklemmende verklaring deur Professor Kader Asmal, Minister van Onderwys, vervat die sentimente en besorghede van alle belanghebbendes binne KwaZulu-Natal se skoolgemeenskappe. Hierdie studieprojek huldig die standpunt dat die belangrikste rede vir die huidige krisis in die onderwys in KwaZulu-Natal is dat 'n formele, gestruktureerde en toegespitste strategiese bestuursproses ontbreek. Since implementation nearly 10 years ago there has been limited research into the outcomes of the Massachusetts Department of Housing and Community Development's Moving to Work rental subsidy program. The Congressionally authorized Moving to Work Demonstration program (MtW) deregulated housing agencies in order to provide flexibility to design and test innovative approaches to administering housing assistance programs. In 1999, DHCD began planning and implementation for two MtW pilots, one in Boston, targeting the shelter population, and another in Southern Worcester County, targeting working or "work-ready" households. The current program design provides 183 clients with fixed shallow rental subsidy amounts, support budgets, time limits, and case management to encourage and facilitate self-sufficiency. Preparing to transition its full HCVP portfolio to MtW status, DHCD initiated a process of evaluation and learning focused on the pilots. These lessons, which involve data collection processes and program implementation as well as outcomes, will inform the future of the statewide MtW program. This research is a qualitative and quantitative assessment of both pilot programs. The research used available baseline and current client employment, income and locational data to determine how effective DHCD's MtW model was at facilitating self-sufficiency. Additionally, focus groups with MtW clients and interviews with administrators were conducted to understand the impact and effectiveness of the program from multiple perspectives.

Using various poverty and self-sufficiency, measures, the research finds that, in general, the program has successfully kept clients out of "deep poverty" but has not moved them out of poverty. Hence, the program has fallen short on facilitating economic self-sufficiency. The paper concludes with a set of recommendations for DHCD's future implementation and expansion efforts.

AbstractWithin the several European analyses of spatial patterns, Belgium and Flanders take a specific position. The average ‘settlement area percentage’ (i.e., all land used beyond agriculture, semi-natural areas, forestry, and water bodies) for Europe is 4%, but 32% of the Flemish area is occupied with artificial land. Belgium has the highest score for urban-sprawl indicators, and within the European context, almost the entire area is considered urban. The aim of the research presented in this paper is to expand on the theme of indicators for spatial patterns by analyzing the Flemish area with detailed data across various scales. The results are collected in a report, the ‘Ruimterapport’— ‘RURA’, published in 2018. RURA is a bundling and compilation of research results from very diverse sources, amongst others studies from the Department of Environment and Spatial Development of Flanders and of Espon studies. This article presents the most important results from RURA and further positions them in international comparative literature. New maps and indicators are developed for the urban/peri-urban/rural dimensions of the human settlement area, urban sprawl, and settlement patterns by differentiating amongst others between urban centers, ribbon development, and scattered buildings. The paper gives a quantitative, methodological, and empirical contribution to the field of urban and regional development processes and contributes to conceptualizations of space. The case of Flanders, with its specific sprawl pattern, illustrates the difficulties spatial planning policy makers currently are facing, dealing with the complexity of space and society.

AbstractRecent economic, demographic, and spatial changes have profoundly modified urban and rural areas and generated new territories, characterized by varying degrees of urbanity. The classification methods traditionally used to identify them are based on the distinction between urban and non-urban areas and are no longer functional to describe the territorial outcomes of these transformations. New methods have therefore been formulated and implemented in recent years to replace them. EUROSTAT has developed and updated periodically its own methods, intended to methodologically support scholars to read territorial diversities and transformations. Being the basis for the production of official statistics and data comparison between regions, these methods have fully replaced all the other methods that singular statistical offices of European countries had previously developed. Several government institutions began adopting specific territorial classifications in their strategic planning documents. These methods differed from those implemented by statistical offices, providing a more accurate and detailed framework for national and regional policies. This also happened in Italy, with ISTAT (Istituto Nazionale di Statistica—National Statistical Office) and many governmental institutions (e.g., National Government Institutions, Department for Economic Development and Cohesion, Ministry for Agricultural Policies, National Rural Network), experimenting with their own urban–rural classification methods to map all or part of the Italian territory. This paper offers an overview of the methods formulated and implemented in Italy over the last 15 years by ISTAT and governmental institutions. During this time, these institutions have developed six different methods to define urban and rural territories and to delimit territories with several degrees of urbanization, such as peri-urban areas. Specifically, ISTAT uses the EUROSTAT method to produce international and national statistics. Governmental institutions adopt methods based on economic and demographic data, which identify various territorial categories in addition to urban/rural ones, in their strategic planning documents. These findings result from desk research based on an analysis of official documents and scientific papers.

Abstract This chapter argues that gender-sensitive lessons from recent land programmes and projects are critical to the planning, design and modification of new and continuing efforts of land programmes, to achieve transformative development outcomes, for both women and men. The researchers propose three important considerations for understanding the opportunities and constraints for gender-senstivity in land programmes: (i) the context of gendered land tenure and livelihood systems; (ii) the increase in private- sector agricultural investments for economic growth and national development in Africa, and (iii) the actors and methods involved in delivering land and development programmes to rural communities. Using three recent cases from Mozambique, this chapter explores how these factors shape the interaction between development organizations and local communities creates tension between land programmes and private investors, and women's empowerment in the context of their households and communities. The chapter draws on two locally specific tenure projects and one wider national programme, all of which received financial and technical support from the UK's former development agency, the Department for International Development (DfID). Each intervention aimed to secure customary land rights as an important condition for achieving transformative outcomes in agricultural and natural resource-based development.

In response to the challenges faced by rapid expansion and curriculum reform, the Department of Family Medicine (DFM) at the University of Ottawa (U of O) developed a Faculty Development Conceptual Framework (FDCF) and companion plan as a first step toward meeting the challenges of providing quality opportunities for the continuing professional development of preceptors in Family Medicine. The FDCF outlines the processes, opportunities and support structures needed to improve preceptors’ teaching skills and effectively deliver a newly revised “Triple C” competency-based curriculum. The FDCF acts as a quality standard to guide the design, delivery, and evaluation of a vibrant Faculty Development (FD) Program. It further provides a structure for implementing Enterprise Resource Planning (ERP) web applications to facilitate the flow of information between seven teaching sites, provide consistency among programs, and play a tactical role in the sharing of academic resources. This chapter introduces the DFM’s FDCF so other medical departments may benefit from the authors’ experiences and adapt or adopt the framework applications and methodologies to improve the effectiveness and efficiency of FD products and processes. Modifications to the framework are expected as this program continues to evolve.

This case study reviews the planning, development, and initial implementation of an online Master’s of Library Science (MLS) degree program at a large public research university. The development process will be presented from both a school-based and a department-based perspective. A review of the literature found articles and books that address online programs in education and library science; however, the majority of those publications focus on either the experiences of students or the concerns of faculty members who deliver courses through distance education technologies. Very few of the resources address the full spectrum of planning, developing, and implementing an online program. The authors found that the MLS program development process greatly benefited from existing school-based policies and procedures, while some barriers and challenges were also encountered in the context of customizing those policies and procedures for the Library and Information Studies (LIS) department. The authors believe these experiences will inform practices at other institutions and departments considering initiating online programs.

We found that the MLS program development process greatly benefited from existing school-based policies and procedures, while some barriers and challenges were also encountered in the context of customizing those policies and procedures for the Library and Information Studies (LIS) department. We believe our experiences will inform practices at other institutions and departments considering initiating online programs.

This Enterprise Resource Planning database model provides a systematic, logical and regular basis for the collection, collation, dissemination and mapping of strategic Enterprise Resource Planning data. Selective access to this accurate and timely data will improve public sector strategic Enterprise Resource Planning performance, accountability and administration. It will assist the public sector to be more effective and efficient in resource allocation and investment outcomes measurement, is transparent, and will encourage the development of trust, networks and social capital amongst public sector employees and their suppliers. The model has been successfully demonstrated through the establishment and analysis of an Enterprise Resource Planning data base with the Australian Department of Defence (ADoD). The Australian ADoD is a Federal Government Department with a FY 2008/9 spend of AU$9.3bn on products (goods and services), their support and maintenance, from almost every industry sector, on a global basis. While the implementation of Enterprise Resource Planning is usually viewed as a means of reducing transaction costs, in practice such implementation often increases transaction costs. Public sector bureaucratic hierarchies and their governance systems contribute to transaction costs. This research provides an Enterprise Resource Planning database model so that the public sector can achieve improved field mapping and strategic Enterprise Resource Planning using existing data and resources at lowest transaction cost.

This paper describes the experiences of Victoria University in adopting and adapting web-based technology to enhance the teaching of SAP’s ABAP programming language. The involvement of SAP relates to Victoria University integrating Enterprise Resource Planning (ERP) systems into their curricula and research programs through a strategic alliance with SAP. The SAP technical infrastructure facilitates the development of courses using Internet technology and has particular suitability to the teaching of programming. This paper describes the Web-based technologies used and how they have been adapted to improve both the teaching of programming and management of assessment. Each technology is discussed and advantages identified with possible future research developments put forward.

Systems engineering plays a vital role in project and production development. The complete life cycle of a project incorporates systems engineering throughout. Systems are involved from the beginning, involving the conceptual design and planning processes, to the very end with testing procedures and production finalization. The topic involves subject matter as testing procedures, validating data, verifying the requirements, designing for failure modes, instigating faults into the system, and most importantly developing requirements for the system continuously throughout the life cycle. The Department of Energy and many other large organizations use systems engineering to plan, process, and produce multiple types of products and projects. A lot of companies also follow this process due to the usefulness and productivity improvement. Engineers that learn this process are able to help streamline their area of expertise. General Motors along with Argonne National Laboratory and The Department of Energy have sponsored a competition named EcoCar: The NeXt Challenge. This competition requires a lot of planning by both the organizers and the collegiate students involved. A lot of requirements were developed and then given to the universities for the development of a hybrid vehicle architecture that would be successful after three years. The EcoEagles were required to develop documentation while following the simple guidelines of systems engineering. The paper plans to describe each area of systems engineering the team used along with what was learned and how the team benefitted from using the process. The paper more importantly plans to go into detail how systems engineering practices are vital to project development, safe products, and quality production standards.

Enterprise Resource Planning (ERP) systems offer a software-based system that handles an enterprise’s total information system needs in an integrated fashion. These systems are purported to incorporate “best business practice”. Many universities have realized the potential of these systems as educational tools and have developed curriculum accordingly. Many companies in recent times have identified the benefits of the Human Resources functionality offered by ERP systems. However universities in Australia have not realized the potential of this functionality as a teaching tool to reinforce many of the concepts covered in a Human Resource Management curriculum. This paper outlines the experiences at Victoria University where SAP Human Resources functionality was incorporated for the first time. It also describes a number of student projects under development that will enhance this curriculum development. The paper will provide a model to other universities who are considering developing similar type of curriculum. .

A pipeline project normally not only covers a large geographic range, but also deals with a variety of data sources, such as geological, geographical, environmental, engineering and socioeconomic data. GIS has proven to be the effective approach to integrating, managing and analyzing these heterogeneous data sources. Due to the nature of pipeline applications, the third dimension of geospatial data is of considerable importance for pipeline planning, construction and maintenance. There is an increasing demand for the development of a 3-D GIS for pipeline applications. With the advent of Internet, distributed computing and computer graphics technologies, development of web-based 3-D GIS becomes technologically possible. The combination of 3-D GIS and web-based computing technologies opens a whole new avenue to the pipeline industry. In this paper, we will address the development of a web-based 3D GIS in terms of benefits and technical challenges. The detailed system architecture as well as the algorithms developed is also discussed. Finally, potential applications for the pipeline industry are introduced and a prototype system, GeoEye 3D, developed by the Department of Geomatics Engineering at the University of Calgary is described.

Cavern development is a viable source of land supply, which can provide solution space for a broad variety of land uses and preserve the valuable ecology and green environment at the ground surface. While most of the caverns are purposely built to house various facilities, underground quarrying-cum-cavern development at suitable sites is a viable means of creating a valuable cavern land bank. With thoughtful planning and prudent site selection, the operation of an underground quarry associated with concrete batching and asphalt production operations can be a self-financing or even profitable business in the short to medium term, while the cavern space created can be utilized for other strategic uses in the long term. To take forward this initiative, the Civil Engineering and Development Department has completed a technical study to establish the technical feasibility and possible implementation arrangement of underground quarrying-cum-cavern development in Hong Kong. A prototype reference design based on the site setting of the Lam Tei Quarry has been produced, considering factors including technical, operational and logistic considerations. This paper presents the findings of the study, including the reference design and implementation model, and discusses the prospect of the underground quarry-cum-cavern development as a land supply means in Hong Kong.

‘Public memores’ are an imporant aspect in preserving a place’s culture and heritage. Actions of the government and society many times define/redefine identities of places, impacting collective memory of people in perceiving places. Conscious efforts are required to make and keep public memories alive. Insensitive and uninformed Urban Planning can lead to erasing history and heritage not just physically but from public memories as well. This Paper discusses the issues of Fading Urban Memories by taking case studies of two historic towns in the South Indian State of Telangana. Most of the Small & Medium Towns in Telangana, India, developed over the last two centuries from their historic core areas of the Capitals of erstwhile Samsthans/Zamindaris, land revenue admistration units/sub-regional authorities under the British and the Princely States’ Rulesin India till Independence in 1947. These Samsthans/Zamindars/ Jagirdars were ‘Chieftains’ of their own territories and ruled from ‘Palaces’ located in their Capital city/town. The palaces and historic areas of old Samsthan/Zamindari settlements represent local histories whose significance, memory, heritage needs to be preserved for posterity. Gadwa and Wanaparthy were two such towns, which developed mid-17 Century onwards becoming present day Municipalities of different Grades. The Department of Town and Country Planning, Govt. Of Telangana, prepares Master Plans for development of Municipalities. The surviving Fort/Palaces is marked by their present land use in the development plans, unrecognized for thier heritage status, thus posing threat to heritage being erased from collective Urban memory. The case studies presented in this paper are from the ongoing doctoral research work being done by the author at School of Planning and Architecture, Jawaharlal Nehru Architecture and Fine Arts University, Hyderabad, on the topic of ‘Planning for Conservation of Samshtan/Zamindari Palaces of Telangana and Andhra Pradesh’.

Facing increasing product complexity and pressure to reduce time to market, manufacturing process planning (MPP) engineers must be able to quickly access reliable information in order to make swift and correct decisions. Organizations therefore turn to information management tools, such as PDM (Product Data Management), MPM (Manufacturing Process Management) and ERP (Enterprise Resource Planning), to support their product development processes. These various information management tools compete by offering similar features, while MPP engineers have to manipulate multiple tools to access the information they need. This paper aims to take a fresh look at a fundamental question: what are the specifications of an ideal information management tool that would help MPP engineers efficiently define manufacturing work instructions (process plan) from the product definition? This paper thus presents the approach and the results of a research work conducted within the process planning department of a manufacturing company operating in the aerospace sector. The study was conducted so as to direct the effort toward documenting the MPP process and the MPP engineer’s information needs. The approach that is presented primarily relies on a comprehensive documentation and modeling of the MPP development process. Two processes have been modeled, a reference process of the MWI (Manufacturing Work Instructions) development and a change management process impacting the MWI development. These process models offer a sound basis to conduct an analysis of the MPP engineers’ information needs. This analysis next leads to the specifications of a Dashboard solution aimed at MPP engineers.

Small modular reactors (SMRs) can provide the United States with a safe, sustainable, and carbon-neutral energy source. Because of their small size and, in many cases, simplified nuclear island configurations, it is expected that capital costs will be less for SMRs compared to that of large, Generation III+ light-water reactors. Advanced SMRs (AdvSMRs), which use coolants other than water as the primary heat transport medium, introduce several passive safety concepts and controls features that further reduce the complexity of primary system designs by eliminating redundant components and systems. Under U.S. Department of Energy (DOE) Office of Nuclear Energy (NE), the Supervisory Control of Multi-Modular SMR Plants project was established to enable innovative control strategies and methods to supervise multi-unit plants, accommodate shared systems, identify opportunities to increase the level of automation, define economic metrics based on the relationship between control and staffing levels, and permit flexible co-generation operational regimes. This paper documents current findings from the Supervisory Control project. Specifically, it defines and documents strategies, functional elements, and an architectural structure for supervisory control of a representative generic AdvSMR plant. More specifically, this research advances the state-of-the art by incorporating decision making into the supervisory control system architectural layers through the introduction of tiered taxonomy of plant systems and subsystems. The proposed architecture has the features of planning and scheduling, analyzing plant status, diagnosing problems as they develop and predicting potential future problems, making decisions based on these features, and generating validated commands to lower control layers in the architecture.

Under the background of "zero growth" of land use, there are many researches and explorations on the stock renewal of central urban areas in traditional planning. However, in recent years, the rural-led stock land use planning has attracted more and more attention with the development of land space planning. Village area is the basic unit of rural social and economic activities in China. The rational play of land use function in village area has important theoretical and practical significance for the realization of the multi-objective of rural revitalization under ecological civilization. Department of natural resources has issued the work pilot implementation of global land comprehensive improvement notice, rural red line "no increase of the aggregate land for construction purposes, ecological protection not breakthrough", so without any increase in construction land index on the basis of further promote rural land use composite function, is to solve the rural economy development and the important direction of rural land supply contradictions. This paper firstly makes a qualitative theoretical study on the compound mechanism of land use function in villages, and then takes 4 villages in southern Jiangsu province as examples to elaborate the compound mechanism of land use function in the development process. The results show that: (1) land use function changes due to its type and land use mode, and is indirectly influenced by natural resource endowment, social and economic conditions, regional policies, etc., the compound trend of land use function in different types of villages is often different; The land use function of the four villages in the town is as follows: the production function is transformed into the production-ecological composite function, and the living function is transformed into the production-life composite function. (3) summarize the planning of the basic ideas and function of the complex process, refine the agricultural land, unused land and construction land has the implementation of the functional complex strategy.

This proposal envisions an interagency effort conducted by both the U.S. Department of Housing and Urban Development and the U.S. Department of Education, and potentially incorporating programs managed by other federal agencies, such as the Internal Revenue Service’s Low-Income Housing Tax Credit. This report offers an opportunity to improve and refine several legal and policy tools for desegregating schools and communities.

As the largest Department of Defense (DoD) land user in Alaska, the U.S. Army oversees over 600,000 hectares of land, including remote areas accessible only by air, water, and winter ice roads. Spatial information related to the energy resources and infrastructure that exist on and adjacent to DoD installations can help inform decision makers when it comes to installation planning. The Energy Atlas−Alaska portal provides a secure value-added resource to support the decision-making process for energy management, investments in installation infrastructure, and improvements to energy resiliency and sustainability. The Energy Atlas–Alaska portal compiles spatial information and provides that information through a secure online portal to access and examine energy and related resource data such as energy resource potential, energy corridors, and environmental information. The information database is hosted on a secure Common Access Card-authenticated portal that is accessible to the DoD and its partners through the Army Geospatial Center’s Enterprise Portal. This Enterprise Portal provides effective visualization and functionality to support analysis and inform DoD decision makers. The Energy Atlas–Alaska portal helps the DoD account for energy in contingency planning, acquisition, and life-cycle requirements and ensures facilities can maintain operations in the face of disruption.

Researchers with the Connecticut Department of Public Health and University of Connecticut Connecticut Institute for Resilience and Climate Adaptation conducted a survey in fall of 2020 on temporary emergency shelters and cooling centers practices in Connecticut. The primary survey objective was to organize and analyze information to inform public health officials and climate resilience planners in the development of best management practices of cooling centers and temporary emergency shelters, as first recommended by the Governor's Council on Climate Change. A lack of statistical significance limited the researchers' ability to make broad state-wide practice observations; however, there were limitations in the amenities offered at shelters and cooling centers, public advertisements were focus on online methods, and health departments were slightly more involved in emergency sheltering over cooling centers, among respondents. Key considerations for future policy and resilience planning are offered.
