Resumo Este artigo tem como objetivo trazer algumas problemáticas que envolvem os valores associados às metrópoles, principalmente nesta nova era em que se protagonizam imagens e símbolos. Organizado em três seções, desenvolve, inicialmente, o processo de formação e centralização do poder nas metrópoles; em seguida, oferece uma contextualização com o capital financeiro/especulativo, as realidades virtuais e os efeitos nos espaços metropolitanos; e, por fim, em caráter experimental, analisa o desempenho e o envolvimento entre as metrópoles e suas páginas virtuais administradas por suas gestões. A produção simbólica metropolitana é simplificada, indo na contramão da crescente presença de processos urbanos complexos, com objetivos e planos de ação para uma venda massiva e um mercado global de cidades: significados associados à figura do coach .

Purpose: Working in virtual teams and realizing projects through ICT tools has become the usual way of collaboration, especially across knowledge workers. Therefore this paper has two research objectives. The first objective is to verify to what extent the virtuality level is correlated with knowledge sharing behaviors. The second objective is to verify to what extent methods of management projects are correlated with knowledge sharing behaviors in virtual teams. Methodology: To achieve research objectives empirical research was conducted. Based on the previous research, the online survey was designed. The survey was filled out by 336 members of virtual teams. They worked using ICT tools and realize technology projects in the IT industry. Collected data were analyzed by IBM SPSS Imago Pro to test hypotheses. Findings: The correlation between the level of virtuality and knowledge sharing behaviors did not confirm. The hypothesis that methods of project management are correlated with knowledge sharing behaviors in virtual teams was partly supported. Research limitations: Research was conducted in technology teams in the IT industry. Virtual team members only from European companies have taken part in the research. Practical implications: Results can be useful to manage virtual teams not according to overall beliefs but scientific evidence. Based on the results it is possible to identify which variables for knowledge sharing behaviors in virtual teams are significant and which are not. Originality/value: Only a few studies have explored knowledge sharing in a virtual context. This paper supports scientific evidence of the level of virtuality and methods of managing projects concerning knowledge sharing behaviors as not discovered in earlier research. PurposeThe purpose of this paper is to define the Internet as a virtual space supported by technologies and presented in the form of socioeconomic relations from the perspective of political economy. The Internet space is a unique virtual commodity different from ordinary commodities and has the following effect characteristics: super replicability, space- and time-transcendence, open-source shareability and reality–virtuality transformation.Design/methodology/approachInternet space can also be imagined as a piece of virtual land. Internet space can be deemed as a piece of virtual land and its value can be divided into labor value and virtual value. The pricing model of virtual value is mainly determined by the gain and discount rate and this value comes from the transfer and markup of social value. In the context of the Internet Plus era, Internet space has become an essential economic factor that influences human economic activities.FindingsTherefore, it is of practical significance and theoretical value to introduce Internet space as an economic variable into the framework of economic theory. The realistic logic of Internet space is to influence human economic behaviors with the combination of information binding.Originality/valueThe theoretical mechanism is to have an impact on the micro-market price by changing market relations from two-dimensional to three-dimensional. Its path to functioning at the macro level is to influence economic behaviors by changing the expectations of investment and consumption, resulting in new economic trends.

The article devoted to the study of the influence of the value-semantic sphere of an individual, namely, life-sense orientations, on its virtual image in the Internet space. The article provides a critical analysis of the literature devoted to the study of the value-semantic sphere of personality and virtual personality in the Internet space. It was determined that the value-semantic sphere as a complex dynamic construct of the personality determines its inner world and sets the vector of its activity. Also, during the analysis of the literature, it was revealed that the system of meanings and values determines the choice of behavioural patterns of the personality, and also acts as a censor to assess the events and phenomena that it encounters. The study analysed the virtual personality of an Internet user as a psychological phenomenon; it describes such properties of a virtual personality as virtuality (the degree of acceptance of virtual reality as an environment in which social life is feasible), involvement (the level of knowledge of information and computer technologies and a sense of belonging to a virtual society) and orientation (the presence or absence of ideas about socially approved behaviour in Internet society). The article also analyses the results of an empirical study of the influence of the component of the meaning-life orientations of the value-semantic sphere of the individual on the properties of his virtual image. It was determined that there is a direct connection between the indicator of the life process and the level of involvement of the virtual personality (people with the perception of their life as filled with meaning and emotionally saturated in the Internet space have developed motivation for life activity) and that there is a direct connection between the indicator of the result of life and the level of orientation of the virtual personality (people with a subjectively assessed high level of self-realisation in the Internet space show a tendency towards normative behaviour).

Nate con lo scopo di eliminare qualsiasi forma di intermediazione, le valute virtuali, ed in particolare il bitcoin, rappresentano un innovativo sistema di pagamento e si ripromettono di apportare numerosi benefici agli utilizzatori e al sistema economico nel suo insieme. Dall’altro lato, però, date le sue peculiarità di pseudo-anonimato, irrevocabilità e rapidità di trasferimento, possono favorire i fenomeni del riciclaggio e del finanziamento del terrorismo. Scopo di questa tesi è effettuare un’analisi delle caratteristiche delle criptovalute al fine di evidenziarne le criticità e studiare come la disciplina antiriciclaggio vigente in Italia, attraverso il recepimento delle direttive europee, intenda affrontare tali rischi, utilizzando prevalentemente un approccio di tipo giuridico. Nello specifico, i primi due capitoli si focalizzeranno rispettivamente sullo studio dei bitcoin e sull’evoluzione della disciplina antiriciclaggio nel tempo; il terzo capitolo approfondirà le modalità con cui l’ordinamento italiano ha disciplinato, attraverso il d. lgs. 90/2017, i prestatori di servizi relativi all’utilizzo di valuta virtuale e gli sviluppi futuri.

L’obiettivo di questo scritto è quello di fornire una panoramica sufficientemente chiara che permetta di inquadrare giuridicamente e fiscalmente le sempre più frequenti operazioni effettuate attraverso le valute virtuali. Fino a qualche anno fa, per esempio, non esisteva alcuna pronuncia ufficiale da parte di uno Stato che rispondesse alla seguente domanda: i Bitcoin, dal punto di vista giuridico, sono una moneta, uno strumento finanziario o un bene immateriale? Pur trattandosi di un fenomeno in grandissima crescita, infatti, il mondo delle monete virtuali o criptovalute è caratterizzato, a livello normativo, da una serie di profili di incertezza e di lacune che cercheremo di individuare e colmare in questo elaborato. Nel primo capitolo ci occuperemo di fornire una definizione tecnica di Bitcoin, al fine di capire come funziona questo strumento dal punto di vista informatico e chiarire le idee a coloro che si avvicinino al mondo delle criptovalute per la prima volta. Proveremo poi, nel secondo, ad individuare il corretto inquadramento giuridico alla luce di quanto visto sulla loro natura tecinca. Nel terzo capitolo, ci occuperemo dell’analisi sulla sentenza C-264/14 emessa dalla Corte di Giustizia UE, che rappresenta la prima pronuncia ufficiale da parte di un organismo europeo e riguarda il trattamento IVA delle operazioni di cambio valuta in Bitcoin. Successivamente, nel quarto capitolo, partendo dal contenuto della Risoluzione 72/E — documento attraverso cui l’Agenzia delle Entrate esprime il proprio parere riguardo le imposte dirette nella fattispecie dei cambiavalute monete virtuali/monete tradizionali — analizzeremo il trattamento fiscale delle diverse operazioni aventi come oggetto i Bitcoin nell’ambito delle relative categorie di reddito. Infine, nel quinto ed ultimo capitolo, parleremo della normativa antiriclaggio nell’ambito delle valute virtuali, soffermandoci su una serie di documenti a livello nazionale ed europeo che hanno cercato di fornire alcune indicazioni sulle operazioni che vengono regolate a mezzo criptovaluta.

Syftet med denna uppsats är att undersöka Bitcoins egenskaper och funktioner samt diskutera dess eventuella påverkan på dagens ekonomiska system. Den forskning som publicerats på ämnet undersöker främst tekniska och säkerhetsmässiga detaljer, det är därför intressant att analysera ur en ekonomisk synvinkel. Genom att använda makroekonomisk teori ska jag försöka klargöra om Bitcoin kan konkurrera med dagens valutor. Bitcoins volatilitet i värde gör det tvivelaktigt, en volatilitet som inte kan kontrolleras. Bitcoin uppfyller delar av de funktioner och egenskaper som definierar en valuta enligt makroekonomisk teori, men inte lika många som fiatpengar och Bitcoin bör därför inte kunna konkurrera med dagens valutor. Fiatpengar är att föredra även i andra områden som acceptans och säkerhet. Bitcoin är bättre ur ett kostnadsperspektiv, dock under specifika omständigheter som sällan uppfylls. Bitcoin kommer därför tills vidare fungera som ett alternativ betalningssystem och valuta för personer och företag som är villiga att ta de risker som medföljer.
The aim of this thesis is to investigate Bitcoins attributes and functions and discuss its effect on today’s economic system. The academic work that been published on the subject investigate technical and safety aspects, it is therefore interesting to analyse from a macroeconomic point of view. By using macroeconomic theory I will try to clarify if Bitcoin can compete with today’s currencies. Bitcoins volatility in value makes it doubtful. Bitcoins volatility in value makes it questionable, a volatility that cannot be controlled. Bitcoin meet part of the functions and characteristics that define a currency as macroeconomic theory, but not as many as fiatmoney and should therefore not be able to compete with today's currencies. Fiatmoney is preferable also in other areas such as acceptance and security. Bitcoin is better from a cost perspective, but under specific circumstances that are rarely met. Bitcoin will therefore until further serve as an alternative payment system and currency individuals and companies that are willing to take the risks included.

This thesis explores the use of virtual reality as a prototyping tool for designpractitioners to utilize when designing artifacts situated in physical places.Methods used in the study are qualitative and derive from the field ofinteraction design. The topic is explored through literature review on theattributes of virtual reality and sense of place, presented in the theorychapter, and is connected to the empirical research throughout the designprocess chapter. The theories presented strongly indicate that places affecthuman behavior, making them a substantial part of the user experience wheninteracting with designed artifacts in specific locations, which is echoedthough the target audience who voice the need to prototype design conceptsin the context of place. The study culminates in two kinds of virtual realityprototypes, dubbed contextual prototypes, that are suggested to havedifferent use cases depending on what the purpose for prototyping is.

Bakgrund: Riksbanken har haft sedelmonopol sedan 1897, vilket har inneburit att de sedan dess har haft ensamrätt att ge ut pengar. Den teknologiska utvecklingen och den ökade användningen av internet har lett till att virtuella samfund har utvecklats och i vissa fall har dessa samhällen skapat sin egen valuta. Bitcoin är världens första helt decentraliserade valuta och baserades i början av sin existens på teknisk nyfikenhet för en handfull hobbyister. Under de senaste åren har efterfrågan på bitcoins ökat vilket i sin tur har lett till att kursen stigit explosivartat.Syfte: Syftet med uppsatsen är att kartlägga och analysera de transaktionskostnader som kan uppstå när Bitcoin används som betalningsmedel, samt jämföra dessa kostnader med de transaktionskostnader som är förenade med användandet av traditionella betalningsmedel. Genomförande: Studien har genomförts genom en blandning av ett kvalitativt och ett kvantitativt tillvägagångssätt samt genom en bearbetning av transaktionskostnadsteorin inom ramen för ny institutionell teori. Empirin består av tre delar där studien inleds med en litteraturstudie för att läsaren ska få en inblick i vad Bitcoin är och hur valutan fungerar. Därefter presenteras det kvalitativa angreppssättet i form av semistrukturerade intervjuer och avslutningsvis presenteras studiens kvantitativa angreppsätt i form av en enkätstudie för att kartlägga användandet av bitcoin.Slutsats: Studien visar att transaktionskostnaderna för Bitcoin är högre än för traditionella betalningsmedel i och med att valutan i dagsläget är beroende av den traditionella infrastrukturen för betalningar samt att dess användare därutöver frånsäger sig det skyddsnät som traditionella betalningsmedel omfattas av. För att Bitcoin ska bli ett etablerat betalningsmedel krävs det att de grundläggande funktionerna för pengar uppfylls. Något som studien visar är bristfälligt i nuläge
Background: The Swedish central bank has had a currency monopoly since 1897, which has meant that they since then have had exclusive right to issue money. Technological advances and the increasing use of the Internet has led to an evolvement of virtual communities and in some cases these communities created their own currency. Bitcoin is the worlds first fully decentralized currency. In the beginning the currency was based on technological curiosity to a handful of hobbyists. In recent years demand for bitcoins has increased, which has led to a dramatic price increase.Aim: The purpose of this thesis is to identify and analyze the transaction costs that may arise when Bitcoin is used as means of payment, and to compare these costs with the transaction costs associated with the use of traditional means of payment. Completion: The study was conducted through a mixture of qualitative and quantitative approaches as well as a processing of the transaction cost theory in the context of new institutional theory. The empirical material consists of three parts in which the study begins with a literature review for the reader to get a glimpse of what Bitcoin is and how the currency works. The qualitative approach is in the form of semi-structured interviews and finally the study's quantitative approach is presented in the form of a questionnaire to survey the use of bitcoin.Conclusion: The study shows that Bitcoins transaction costs are higher than conventional means of payments when account is taken to the fact that the currency is dependent on the current financial structure. The user furthermore disclaims the safety net that traditional means of payments offer. For Bitcoin to become an established means of payment it requires that the basic functions of money are fulfilled which the study shows is inadequate.

Screens are ubiquitous today. They display information; present image worlds; are portable; connect to mobile networks; mesmerize. However, contemporary screen media also seek to eliminate the presence of the screen and the visibilities of its boundaries. As what is image becomes increasingly indistinguishable against the viewer’s actual surroundings, this unsettling prompts re-examination about not only what is the screen, but also how the screen demarcates and what it stands for in relation to our understanding of our realities in, outside and against images. Through case studies drawn from three media technologies – Virtual Reality; holograms; and light projections – this book develops new theories of the surfaces on and spaces in which images are displayed today, interrogating critical lines between art and life; virtuality and actuality; truth and lies. What we have today is not just the contestation of the real against illusion or the unreal, but the disappearance itself of difference and a gluttony of the unreal which both connect up to current politics of distorted truth values and corrupted terms of information. The Post-Screen Through Virtual Reality, Holograms and Light Projections: Where Screen Boundaries Lie is thus about not only where the image’s borders and demarcations are established, but also the screen boundary as the instrumentation of today’s intense virtualizations that do not tell the truth. In all this, a new imagination for images emerges, with a new space for cultures of presence and absence, definitions of object and representation, and understandings of dis- and re-placement – the post-screen.

Money laundering is a complex phenomenon that represents the direct impact of organized criminal groups on legal financial flows. As a particularly dangerous dimension of illegal activities, the author emphasizes the possibility of masking them through the investment of illegally acquired funds in legal public or private affairs. The author analyzes the structure of this illegal activity, showing its adaptation to modern communication conditions, which is why he notices the importance of evolving this illegal phenomenon in the online environment. The predominant part of this paper is dedicated to the introduction of numerous ways of placing criminal profit in the regular monetary market through the information and communication benefits of the Internet. In his research, the author does not stay within the framework of the visible part of the web. His special attention is focused on the high-tech circumstances and communication capacities of the dark web, in order to emphasize the inexhaustible possibilities of hiding, "laundering" and further placing "laundered" money that originates from criminal activities.

The extent of technology usage for managing teaching workloads is not completely known, but often extrapolated or inferred by academics’ use of other technologies. This paper explores technology adoption, and attitudes toward use of technology by Australian university academics. We expected that academics would be familiar with general teaching technology tools and have some appreciation of other tools that may assist with their work and allow them to manage their time. We also expected that they would use these to identify and manage assignment work to free up time for other academic activities. To establish their usage of technology, responses to a series of questions about types and familiarity with technology tools, were collected via an online anonymous survey. It also asked for their understanding of a hypothetical assessment scenario and subsequent use of any time gained through using technology. The results from 75 Australian academics indicated that academics were familiar with and used standard teaching technology. Academics expressed a commitment to utilise any time saved for research, scholarship or teaching and learning related activities.

A Virtual Instrument (VI) that is developed to acquire and analyze data from a physical system can be disconnected from the system and modified into a Virtual Experiment (VE). This can be achieved by replacing the input to the sensors with values that are arrived at by modeling the system. To be able to develop virtual experiments in thermodynamics, fluids or heat transfer, VIs are needed for the determination of thermodynamic and transport properties of different substances. The code REFPROP by NIST is used to develop the needed VIs for determining the thermodynamic and transport properties. The enhancement of the experimentation with virtual experiments is developed for an experimentation course where students perform experiments virtually and then make the transition to the actual lab and conduct experiments that mirror the virtual one.

Abstract The instrument control system of the nuclear power plant is an important part of ensuring its safe and reliable operation. The sensor is the core component of the instrument control system to monitor the operation status of the nuclear power plant and trigger the operation of the instrument. Therefore, the availability of the sensor plays an important role of the safe operation of the nuclear power plant. The virtual sensor technology based on self-associative kernel regression can accurately determine the fault of the sensor signal, such as instrument drift, missing instrument values, etc. And it can replace the fault sensor with reliable and accurate values in a short period of time, ensuring normal operation of the system in a short period of time. In addition, the output value of the virtual sensor can also be used to calculate the measured value of the unmounted sensor part. This paper introduces a method to replace sensor values with right values when measured sensor values has something unusual. This paper only concerns about replacing sensor values and the paper assumes that it can find sensor fault correctly and timely. The paper selects the main steam system of the pressurized water reactor of the nuclear power plant as an example to verify the feasibility and reliability of the virtual sensor technology based on the self-associative kernel regression. The research results show that it is basically feasible to implement the virtual sensor technology by using the related technical solutions proposed in this paper.

In recent years there has been an increased diversification of educational applications based on virtual reality (VR) technology. Educational content and three-dimensional visualization specific to virtual reality applications can facilitate the understanding of abstract knowledge present in the curricula of many school courses. Most virtual reality-based educational applications take the form of virtual classrooms, educational games and virtual labs (for biology, chemistry, math, etc.). All those applications include an educational side and a fun side, similar to video games. Students will have access to useful content depending on the quality and proportion in which these two parts are combined in the VR application scenario. Educational applications based on virtual reality technology use innovative ways of three-dimensional visualization, combined with appropriate auditory channels, resulting in attractive interfaces that can make learning enjoyable. However, in order to be pedagogically effective, virtual reality applications need to integrate interactive learning scenarios. In this regard, the feedback of students in the field of education sciences is important, providing an objective point of view regarding the educational potential of applications based on virtual reality technology. This study presents the results of a focus group with students, aimed to evaluate the educational utility of a virtual laboratory for learning chemistry, namely HoloLAB Champions. The results of the study showed that the virtual laboratory has several educational advantages, materialized in skills and abilities necessary to work with chemicals and in the potential to increase students' motivation for chemistry. At the same time, a series of limitations of the tested application were highlighted, especially related to technical problems and the need to diversify the interaction scenarios.

A holographic data storage system (HDSS) is very important field in the storage system device. Many researchers study the HDSS about image processing algorithm for reduction of image noise. In this work, we proposed an intelligence virtual mask, parameter values of virtual image mask generated using DNA coding method, it is available to decrease the IPI noise in HDSS. In this paper, an intensity distribution of laser beam in our HDSS is controlled by the virtual mask with an intelligence algorithm. The virtual mask value is changed arbitrarily in real-time with suggested DNA coding method in the HDSS.

При створенні та реалізації електронних освітніх ресурсів (ЕОР) з хімії на основі системи Moodle необхідно ураховувати особливості хімії як науки та як навчального предмету: хімічну мову та хімічний експеримент. У системі Moodle більшість компонентів хімічної мови може бути забезпечена стандартними засобами створення навчальних текстів, інша частина вимагає застосування спеціальних хімічних плагінів. Досвід профільного хімії з використанням Moodle 2.8.5 надає можливість зробити висновок, що існуючих плагінів Moodle достатньою для створення хімічних текстів будь-якої складності. Віртуальний хімічний експеримент у системі Moodle надає можливість: підготуватись до проведення натурного експерименту; змоделювати експеримент, що не може бути проведений у лабораторії з певних причин; забезпечити підтримку профільного навчання хімії за дистанційною формою. Віртуальна хімічна лабораторія Virtual Lab (розробник – ChemCollective, Carnegie Mellon University) має такі основні переваги: вільне поширення (за ліцензією CC-BY-NC-ND); можливість локалізації українською (через додавання мовних записів у файл lang.xml); мобільність (локальне та браузерне виконання аплету vlab.jar). Інтеграція Virtual Lab із системою Moodle виконується на трьох рівнях: 1) фреймова інтеграція лабораторії із сайту http://chemcollective.org; 2) убудовування компонентів аплету Virtual Lab у сторінки навчального курсу, розміщеного у Moodle, кодом: <applet code="irydium.vlab.VLApplet.class" codebase=шлях_до_аплету archive="vlab.jar, logclient.jar, junit.jar" height=висота_аплету width=ширина аплету> <param name="language" value=мова_аплету> <param name="properties" value=шлях_до_файлу_лабораторної_роботи> </applet>; 3) розробка розширення Moodle для роботи з Virtual Lab. Інтеграцію Virtual Lab із системою Moodle на третьому рівні було здійснено шляхом створення фільтру, який замінює локальні та зовнішні посилання на файли лабораторних робіт у форматі .xml на код з другого рівня. Розроблений фільтр має класичну структуру: version.php – визначає мінімальну необхідну версію Moodle; filtersettings.php – визначає доступні налаштування (ширину, висоту та локалізацію аплету); filter.php – визначає клас-нащадок moodle_text_filter з основним методом filter та допоміжною функцією зворотного виклику. Додатково у каталозі lang визначено ряд мовних пакетів. Таким чином, розробка фільтру надала можливість повністю інтегрувати віртуальну хімічну лабораторію Virtual Lab, що активно розвивається, із системою Moodle, що розширює можливості даної системи стосовно підтримки навчального процесу з хімії, а також сприятиме подальшому розвитку і вдосконаленню віртуальної лабораторії Virtual Lab.

This work deals with the new, relativistic direction in quantum econophysics, within the bounds of which a change of the classical paradigms in mathematical modelling of socio-economic system is offered. Classical physics proceeds from the hypothesis that immediate values of all the physical quantities, characterizing system’s state, exist and can be accurately measured in principle. Non-relativistic quantum mechanics does not reject the existence of the immediate values of the classical physical quantities, nevertheless not each of them can be simultaneously measured (the uncertainty principle). Relativistic quantum mechanics rejects the existence of the immediate values of any physical quantity in principle, and consequently the notion of the system state, including the notion of the wave function, which becomes rigorously nondefinable. The task of this work consists in econophysical analysis of the conceptual fundamentals and mathematical apparatus of the classical physics, relativity theory, non-relativistic and relativistic quantum mechanics, subject to the historical, psychological and philosophical aspects and modern state of the socio-economic modeling problem. We have shown that actually and, virtually, a long time ago, new paradigms of modeling were accepted in the quantum theory, within the bounds of which the notion of the physical quantity operator becomes the primary fundamental conception(operator is a mathematical image of the procedure, the action), description of the system dynamics becomes discrete and approximate in its essence, prediction of the future, even in the rough, is actually impossible when setting aside the aftereffect i.e. the memory. In consideration of the analysis conducted in the work we suggest new paradigms of the economical-mathematical modeling.

With seven laboratories under the ERDC umbrella, ERDC expertise spans a wide range of disciplines. This provides researchers an amazing network of collaborators both within labs and across them. Many of the publications produced by ERDC through the Information Technology Laboratory’s Information Science and Knowledge Management Branch (ISKM), the publishing authority for ERDC, are a testament to the power of these partnerships. Therefore, in this issue of The Forefront, we wanted to highlight some of those collaborations, across ERDC and beyond. Colored flags at the top of each page indicate the laboratories involved in each report (see the end of this issue for a full list of the laboratories and their lab colors), in addition to USACE red for district collaborators and gray for others. Focusing on the dynamics between governments and big tech, on cybercrime, and on disinformation and fake news, this paper examines some of the risks that have been highlighted and aggravated as societies have transitioned at speed to a more virtual way of living. The COVID-19 pandemic has been called the ‘great accelerator’ of digital transformation, with technology at the forefront of countries’ response to the crisis. The experience of the past year has underscored that tech governance must be based on human-centric values that protect the rights of individuals but also work towards a public good. In the case of the development of track-and-trace apps, for instance, a successful solution should simultaneously be both respectful of individual privacy and robust from a cybersecurity perspective, while also effectively serving essential epidemiological goals. Ensuring a sound approach to tech policy has been made all the more complex by the context of the pandemic, as decision-makers have found themselves having to respond swiftly and decisively in a public health emergency. While there is considerable uncertainty as to the long-term consequences of their responses, the paper’s authors emphasize that a whole-of-society approach is needed that will restore and build greater public trust in the ability of governments and public-serving bodies to protect them, respect their rights and ensure the information they receive is solid and reliable.

On December 9, 2020, we continued the discussion on the future of higher education during the virtual open symposium “Higher Education 2030”. The focus was on drivers and effects of longer-term change with respect to (1) teaching and didactics, (2) institutions in the higher education value creation network as well as (3) national education systems and international schemes (including the interrelations of these three levels). In the resulting publication, we highlight the results of this discussion of distinguished guests from industry and academia from Europe and beyond. One of the key questions for incumbent as well as new institutions in higher education – whether private or public – is, how to prepare for the dynamically evolving times ahead. The symposium concluded that managing higher education cannot continue unchanged. Therefore, we embarked next on the topic of “From Future Skills in Higher Education to the Future Skills of Higher Education Managers.” For an initial workshop on May 14, 2021, we reached out to experts from different world regions as well as higher education providers. The aim was to outline the challenges and the necessary competencies as well as the knowledge and methodologies needed to succeed in the changing context of higher education. The results will address an urgent and important need of preparing for a future – even more uncertain in these times of the COVID-19 pandemic, that was also touched upon as a driver itself and an accelerator to other trends respectively. Based on the ideas collected in the workshop, the initiative “Higher Education 2030” shall continue working on further publications. In addition, it shall also inform the preparation of master level certificates that eventually lead to an International Higher Education MBA. “Higher education” will henceforth also be abbreviated as “HE”.

Leaks in fuel storage tanks and distribution piping systems have been identified as a mission-critical problem by the Department of Defense and the U.S. Army. Fuel system leaks are often hard to locate and virtually inaccessible for efficient repair because the piping is often installed under a concrete pad or tarmac. Leak repair could cost up to $2,000, and the cost of cleanup and re-mediation for fuel spills can exceed $50,000. In this project an acoustic remote sensing system was installed to monitor an Army heliport refueling system to determine whether it could detect and accurately locate fuel leaks using computer software technolo-gies to distinguish acoustic leakage signatures from normal fuel system operational noise. Demonstration and validation efforts were disadvantaged by the fact that no fuel leaks occurred in the monitored system for the duration of the project. However, the monitoring system did identify several unusual acoustic events within the fueling system and interpret them as indications of intermittent malfunctions of a check valve and a fuel pump. Constraints on water resources and the environment necessitate more efficient use of water. The key to efficient management is an understanding of the physical and physiological processes occurring in the soil-root hydraulic continuum.While both soil and plant leaf water potentials are well understood, modeled and measured, the root-soil interface where actual uptake processes occur has not been sufficiently studied. The water potential at the root-soil interface (yᵣₒₒₜ), determined by environmental conditions and by soil and plant hydraulic properties, serves as a boundary value in soil and plant uptake equations. In this work, we propose to 1) refine and implement a method for measuring yᵣₒₒₜ; 2) measure yᵣₒₒₜ, water uptake and root hydraulic conductivity for wild type tomato and Arabidopsis under varied q, K⁺, Na⁺ and Cl⁻ levels in the root zone; 3) verify the role of MIPs and ion channels response to q, K⁺ and Na⁺ levels in Arabidopsis and tomato; 4) study the relationships between yᵣₒₒₜ and root hydraulic conductivity for various crops representing important botanical and agricultural species, under conditions of varying soil types, water contents and salinity; and 5) integrate the above to water uptake term(s) to be implemented in models. We have made significant progress toward establishing the efficacy of the emittensiometer and on the molecular biology studies. We have added an additional method for measuring ψᵣₒₒₜ. High-frequency water application through the water source while the plant emerges and becomes established encourages roots to develop towards and into the water source itself. The yᵣₒₒₜ and yₛₒᵢₗ values reflected wetting and drying processes in the rhizosphere and in the bulk soil. Thus, yᵣₒₒₜ can be manipulated by changing irrigation level and frequency. An important and surprising finding resulting from the current research is the obtained yᵣₒₒₜ value. The yᵣₒₒₜ measured using the three different methods: emittensiometer, micro-tensiometer and MRI imaging in both sunflower, tomato and corn plants fell in the same range and were higher by one to three orders of magnitude from the values of -600 to -15,000 cm suggested in the literature. We have added additional information on the regulation of aquaporins and transporters at the transcript and protein levels, particularly under stress. Our preliminary results show that overexpression of one aquaporin gene in tomato dramatically increases its transpiration level (unpublished results). Based on this information, we started screening mutants for other aquaporin genes. During the feasibility testing year, we identified homozygous mutants for eight aquaporin genes, including six mutants for five of the PIP2 genes. Including the homozygous mutants directly available at the ABRC seed stock center, we now have mutants for 11 of the 19 aquaporin genes of interest. Currently, we are screening mutants for other aquaporin genes and ion transporter genes. Understanding plant water uptake under stress is essential for the further advancement of molecular plant stress tolerance work as well as for efficient use of water in agriculture. Virtually all of Israel’s agriculture and about 40% of US agriculture is made possible by irrigation. Both countries face increasing risk of water shortages as urban requirements grow. Both countries will have to find methods of protecting the soil resource while conserving water resources—goals that appear to be in direct conflict. The climate-plant-soil-water system is nonlinear with many feedback mechanisms. Conceptual plant uptake and growth models and mechanism-based computer-simulation models will be valuable tools in developing irrigation regimes and methods that maximize the efficiency of agricultural water. This proposal will contribute to the development of these models by providing critical information on water extraction by the plant that will result in improved predictions of both water requirements and crop yields. Plant water use and plant response to environmental conditions cannot possibly be understood by using the tools and language of a single scientific discipline. This proposal links the disciplines of soil physics and soil physical chemistry with plant physiology and molecular biology in order to correctly treat and understand the soil-plant interface in terms of integrated comprehension. Results from the project will contribute to a mechanistic understanding of the SPAC and will inspire continued multidisciplinary research.

The Sophia Program is a one year professional learning program established by Sydney Catholic Schools in collaboration with the University of Melbourne. The professional learning program is unique, in that it not only involves the acquisition of knowledge and theory of school learning environments but also action-oriented evidence-based research within a professional learning community where groups of educators work collaboratively at the school- and system-level to improve student outcomes. Thirty five participants from six Sydney Catholic Schools participated in the 2022 program. This report provides a summary of aggregated findings around teacher efficacy, teacher mind frames, student learning and student engagement, perceptions of students on the prototype learning environments and furniture, as well as overall evaluation of the program by participants in the inaugural cohort. Lessons learnt from the Sophia Program have found seven important characteristics of effective professional learning. In summary, effective professional learning is one that is: ● contextualised, i.e. aligned with school goals, priorities and values, and addresses the learning needs of staff and students. ● includes the engagement of a strong leader with a committed group of educators. ● is longer in duration, reinforced over a longer period of time. ● includes establishing a prototype that enables educators and students to test and evaluate both design and pedagogy. ● includes multiple forms of active learning. ● includes forms of action research that enable evidence-based improvements. ● can be delivered virtually and face-to-face. In essence, the world-first Sophia program illustrates what a high-quality professional learning could look like—one that is ongoing, connected to both content knowledge and teacher practice, incorporates active learning and research-based practices, and encourages networking, collaboration, mentoring and time for practice, feedback, and reflection. The report concludes with directions for future practice that provides important school- and system-level implications.

The MIMI project was initiated by the DSI in partnership with the South African Local Government Association (SALGA), the HSRC and UKZN. The purpose of this initiative was to develop an innovative tool capable of assessing and measuring the innovation landscape in municipalities, thus enabling municipalities to adopt innovative practices to improve service delivery. The outcome of the implementation testing, based on the participation of 22 municipalities, demonstrated the value and the capacity of MIMI to produce innovation maturity scores for municipalities. The digital assessment tool looked at how a municipality, as an organisation, responds to science, technology and innovation (STI) linked to service delivery, and the innovation capabilities and readiness of the municipality and the officials themselves. The tool is also designed to recommend areas of improvements in adopting innovative practices and nurturing an innovation mindset for impactful municipal service delivery. The plan going forward is to conduct learning forums to train municipal officials on how to use the MIMI digital platform, inform them about the nationwide implementation rollout plan and support municipal officials to engage in interactive and shared learnings to allow them to move to higher innovation maturity levels. The virtual launch featured a keynote address by the DSI Director-General, Dr Phil Mjwara; Prof Mehmet Akif Demircioglu from the National University of Singapore gave an international perspective on innovation measurements in the public sector; and messages of support were received from MIMI partners, delivered by Prof Mosa Moshabela, Deputy Vice-Chancellor (DVC) of Research at the University of KwaZulu-Natal (UKZN) and Prof Leickness Simbayi, Acting CEO of the Human Sciences Research Council (HSRC).
