Анотація:
The development of modern railways has had a profound impact on Chinese cities, especially, in the context of the aggression to modern China. Harbin, once a rural area nearby Songhua River, has been transformed into an international city of modern China, the most significant reason is the construction of the Chinese Eastern Railway during 1898-1903. It became the external force that changed Harbin. With the railway's opened, Harbin became the center of commodity trade exchange, while more and more people settled in Harbin. Immigrants who came from different countries and places brought their own culture and customs into Harbin, which impacted Chinese people who lived in Harbin. Therefore, this paper examines the impact of the construction of the Chinese Eastern Railway on the cultural diversity of Harbin city from the perspective of railway-induced social change.

Анотація:
As the product of the first Industrial Revolution, the railway has been in existence for a long time and has made an indelible contribution to the urban development of mankind. However, the railways status is declining in some countries, greatly affected by the development of aviation and road technology. In the academia, there is also a lack of analysis of the urban railway. In order to explore the railways status in urban sites and extend the literature of the resource-based view (RBV), this paper will discuss the railways impact especially on the urban sites based on RBV. We choose the city Ganzhou, Jiangxi Province, China, as a case study. Then we compare the data before and after the building of the railway. The comparison is based on the triple bottom line (TBL) principle, which means using three different aspects to show the changes. In the end, we reveal the importance of railway resources and the concrete impact of building a railway on various sites. We also propose some suggestions for building a new railway.

This paper offers a conceptual overview of the state of the art relating to the historical interre­lationships between railways and cities from the point of view of town planning, covering the good century and a half that there have been railways in the Iberian Peninsula. It addresses both urban and railway history, reconsidering major issues in this relationship. These are: 1) the tracks of lines as they cross cities and the role they play in urban life, 2) the passenger buildings of stations, seen as a focus of urban centrality, 3) the developing complexity of cities and rail­ways, together with the installation of new road and port infrastructures, and 4) the problems emerging from urban ex­pansion in the final third of the twentieth century, mostly after the restoration of democracy, specifi­cally the question of the limited permeability of rail tracks and the interpretation as a social barrier of the physical barrier thus constituted by the railway. An idea that railways are a problem grew up within this historical interrelationship.

Urban sprawl has become a notable feature in China. Previous studies have found that railway development has a significant effect on urban sprawl. However, the detailed mechanisms of how railways affect urban sprawl have not been studied in depth. Furthermore, China’s railway system has already formed a network. The network status of cities within the railway network may affect urban sprawl, but few studies have examined this factor. In this context, to explore the effects of railway networks on urban sprawl and the mechanisms of these effects, this study applied the social network analysis (SNA) method to measure the indicators of railway network characteristics and conducted panel model regression with the above indicators using the data from 26 cities from 2011 to 2019 in the Yangtze River Delta (YRD) in China. The main conclusions are as follows: (1) Railway network construction has a significantly positive impact on urban sprawl through the network agglomeration and diffusion mechanisms. (2) The network agglomeration mechanism improves the location condition of the central cities on the railway network, which encourages urban sprawl as an agglomeration pattern. (3) The network diffusion mechanism enhances the integration of the peripheral cities with the central city on the railway network, which encourages urban sprawl as a diffusion pattern. The network diffusion mechanism is heterogeneous in metropolitan areas (MAs) for the different levels of central city agglomeration. The findings provide a reference for railway construction and urban planning.

Анотація:
Increasing population in urban areas drives urban cover expansion and spatial growth. Developing urban growth models enables better understanding and planning of sustainable urban areas. The SLEUTH model is an urban growth simulation model which uses the concept of cellular automata to predict land cover change using six spatial inputs of historical data (slope, land use, exclusion, urban, transportation, and hill-shade). This study investigates the potential of SLEUTH to capture railway-induced urban growth by testing methods that can consider railways as input to the model, namely (1) combining the exclusion layer with a station map; (2) creating a new input layer representing stations in addition to the default six inputs. Districts in Tsukuba, Japan and Gurugram, India which historically showed evidence of urban growth by railway construction are investigated. Results reveal that both proposed methods can capture railway impact on urban growth, while the former algorithm under the right settings may perform better than the latter at finer resolutions. Coarser resolution representation (300-m grid-spacing) eventually reduces the differences in accuracy among the default SLEUTH model and the proposed algorithms.

High-speed railway as a rapid and convenient modern means of transportation has increasingly been chosen as an important travel tool or even a preferred one for the travel of a specific distance. Based on the knowledge of distance attenuation rules and urban gravitational model, a high-speed railway will shorten the temporal distance between the cities along the line, and further shorten the psychological, social, economic and probability distances, thus resulting in the weak attenuation of economic and social distances between the cities and strengthening the correlation of these cities. It is the weak distance attenuation between the cities along a high-speed railway that highlights the accessibility, openness and node-based features of these cities, and jointly drives the alternation of energy for the development of these cities through the catalytic effects, distribution effects, integration effects and gradient effects of high-speed railways. The influences of high-speed railways on urban development can be surveyed at several stages. The governments as the planners and builders of high-speed railway lines, stations and related cities should take macroeconomic measures in a scientific manner, so as to make best of high-speed railway effects and guide the path of urban development towards an era of high-speed railways.

With the development of urbanization and urban industrial relocation, the remaining special railway lines are increasingly deserted and block the organic integration of urban space. As a material element of urban industrial culture, the abandoned railway line carries a profound industrial history and diverse cultural features. As a materialized industrial heritage, it also provides more feasible ways for the expansion of urban public space, ecological environment governance, and the renewal of industrial abandoned land. Through the analysis of domestic and foreign urban abandoned railway industrial landscape protection and redevelopment related cases, summarizes the landscape protection strategy: protect the original site form, reduce the later artificial intervention traces, reflect the beauty of existing industry, reshape the cultural landscape, reengineering industrial period historical scene, with dynamic railway line and its urban vitality, promote the industrial abandoned site function self innovation. Finally, according to the Zhengzhou Railway Industrial Park project as an example, through the analysis of its site transformation, style protection and functional renewal design strategies, to explore the reasonable application of the above key points, which is of guiding significance for the industrial cultural protection of the abandoned urban railways and the construction of landscape parks in China.

In today's urban planning field, Transit-Oriented Development (TOD) has become a crucial research topic. With the acceleration of urbanization and increasing population density, traffic problems have become key factors affecting urban development and living quality of residents. Therefore, discussing how to effectively plan urban traffic and realize the harmonious coexistence between traffic and city has become the focus of urban planning scholars and practitioners. However, there is still a lack of unified understanding regarding the role of railway TOD planning in urban development. Therefore, this paper takes Shenzhen as an example and adopts a SWOT analysis to examine the TOD development mode of Shenzhen's railways, based on the city's structure, railway layout, and development strategy. This paper finds that the polycentric urban development pattern of Shenzhen is closely connected to its railway planning. The foundation for Shenzhen's railway TOD construction is relatively solid, and the prospects for development are optimistic. However, many issues in the future development space and planning design still need to be addressed.

The article deals with the issues of legal and technical regulation of railway transport infrastructure facilities in cities and urban agglomerations. An attempt was made to determine the legal status of such objects.The features of such railways are considered, the need for highlighting regulation of urban railways is indicated. It is proposed to initiate work on establishing the priority of passenger transportation over freight in the territory of cities and urban agglomerations.Possible ways to solve the stated problem are proposed, consisting in several measures, including the definition of a list of regulatory documents that prevent the allocation of a separate regulation of railway transport in cities and urban agglomerations, conducting relevant scientific research and preparing proposals for amending regulatory documents.

While railways are considered as a sign of development for countries, the railway structures are part of the industrial heritage of cities and comprise some of the most important urban public places. In Turkey, the Eskişehir railway buildings, constructed between 1886 and 1894, are at the west of the main railroad between the Enveriye and Eskişehir stations. They are also public places having strong resonance in the collective memory. Because of the fast development in technology, they face the threat of losing their function. Conservation of former industrial structures requires, first and foremost, identifying and documenting the distinctive features that makes them cultural heritage sites. It is a shared responsibility between public institutions and sectors to identify and protect the distinguishing features of industrial heritage sites. With this awareness, at the Anadolu University Architecture Department, integrated student work focused on the Railroad Roundhouse—built in 1896—and Staff Housing Quarters—built in the early 20th century—which are part of this district and embody a series of urban problems, was carried out over four academic semesters. This study focuses on historic railway buildings in the Eskişehir railway district that is known for its urban problems. An exhibition combining these student works was opened at the Railcar Repair Facility on 16 November 2017. This exhibition showcased the student involvement in history of Eskişehir and increased public awareness of cultural heritage.

Elevated railway structures (ERS) has for more than a century been evolving as an urban archetype. Present in various forms in cities across the globe, to transport the increasing number of citizens, ERS are urban infrastructures that perform a vital role in curbing congestion and pollution that plague cities so often. In spite of their sustainable transport benefits, ERS are often viewed negatively as noisy, ugly and severing urban form, amongst other problems which will be elaborated on - problematising ERS. A theorisation of these problems follows, looking at ERS as an urban type, an infrastructural typeand other typologies. 39 types of ERS interventions are described as the result of a global literary and experiential search of various instances of ERS and projects that seek their urban integration. It is a search for the potentials of ERS to contribute to urban life and urban form, beyond their main transport function - potentializing ERS.

This thesis concerns the noise nuisance that results from the operation of urban railways and reports on a case-study of the impact of the Tyneside Metro on residents living in close proximity to the railway tracks. The study was based upon parallel related surveys in the vicinity of Wallsend and Walkergate, during the period August to November 1983: one, a subjective questionnaire survey of perceived noise-nuisance and the other, an objective set of measurements of the actual noise conditions prevailing there. A review of the methods of current practice in the control or urban railway noise demonstrates that regular maintenance of the rails and train wheels is still the most effective way of keeping noise under control at source. Nevertheless, with high speeds of operation, considerable noise nuisance is likely to be experienced by residents nearby. The Metro is the biggest source of noise and noise-nuisance for people exposed to noise levels of over 60 18H Leq dB(A), although the noise annoyance model constructed from the data showed that half of the annoyance felt by respondents could not be explained. Other factors which affect annoyance include vibration, perception of other transport noises, the subjects' ages and whether or not they own the property they occupy. Metro is generally perceived to be quieter and to cause less vibration than the diesel trains (DMUs) which preceded it. The equivalent continuous noise level (Leq) appears to be the most practical of all the various noise indexes for measuring railway noise annoyance. Finally, informal conversation with respondents in the course of a social survey can provide valuable insight into the mental and psychological processes of perception.

In order to present an urban design perspective on recycled railway corridors this research considers the importance of place qualities to selected regional and neighbourhood transit contexts, also the spatial implications of a variety of certain differing transit modes are reviewed. This examination considers normative urban design criteria in relation to concepts of sustainable, transit-supportive built environments. This notion required a conceptual framework which accommodates the sophisticated and subjective aspects of regional design. Further, a visual methodology capable of accumulating significant quantities of data relevant to urban design was requisite. A qualitative case study strategy of inquiry was therefore adopted. Three UK recycled railway corridors were selected as case studies and considered independently and interdependently. This comparative analysis was predicated upon a variety of sources; archival, documentary and observational. This research uncovered urban design truths in the empirical context of recycled railway corridors. A high proportion of the instances examined in this research illustrate perfunctory urban design responses to public transit spaces, both in the regional and neighbourhood contexts. These instances were evocative of influences that prompt homogenisation in the anatomy of the built environment, with the automobile-dominated landscape showing prevalence. In these instances, normative urban design qualities were largely absent from the public realm. In lieu of these qualities ‘anywhere’ design responses, that failed to address issues of authenticity and place specificity, occupied those important spaces that relate to the public transit systems. However, this condition was not ubiquitous. This research examined instances where careful interdisciplinary ‘joined-up thinking’ has led to a set of place specific, transit supportive urban designs. Here, the opportunities inherent at the convergence of public transit systems and the human scale public realm have been taken advantage of. This has been achieved through the consideration of issues such as palimpsest, rootedness and place specificity, which have resulted in exemplars of bespoke, transit supportive urban designs.

Conceptual cost estimates play a crucial role on initial project decisions although scope is not finalized and very limited design information is available during early project stages. At these stages, cost estimates are needed by the owner, contractor, designer or the lending organization for several purposes including
determination of feasibility of a project, financial evaluation of a number of alternative projects or establishment of an initial budget. Conceptual cost estimates are not expected to be precise, since project scope is not finalized and very limited design information is available during the pre-design stages of a project. However
a quick, inexpensive and reasonably accurate estimate is needed based on the available information. In this study, conceptual cost estimating models will be developed for urban railway systems using data of projects from Turkey. The accuracy of the models and advantages of the study will be discussed.

However, in recent decades, with newly emerging discussions on landscape infrastructure, a new idea for a more integrated infrastructure and urban system has started to be formulated. Railway strips, occurring as terrains where solid-void morphology of cities becomes illegible, emerge as generators in the formation of new urban green network. Within this framework, Ankara commuter line that mark outs a route approximately 37 kilometers in length in the city, is a remarkable case for a motivating discussion on railway and landscape confrontation. Penetrating the city in east-west direction, the commuter line integrated with a rural landscape –covering vegetable gardens and creeks- that was serving as a recreational field for citizens until 1950s. However, the transformative nature of the railway, encouraged the development of new urban lands, industrial areas and neighborhoods along its route, and erased the characteristic landscape along the railway. The continuous landscape integrated with green, water and railway infrastructure became fragmented covering only some splits of green and water. In this respect, this study dwells on the lost landscape of the commuter line by mapping the fragmented continuity of the railway, green and water infrastructure from 1950’s until today to show the limited, but potential interaction of these three systems in the current urban fabric. Urban railway transit is one of the most sustainable and environmentally friendly means of transport in the modern European city. There is a significant incentive for municipalities in Europe to construct new urban railways as the latter combine high energy efficiency with high carrying capacity. One of the main arguments in opposition to expanding existing urban rail networks is the noise and vibration impact of the new line on the surrounding area. This paper addresses the issue by means of formulating a theoretical model for urban railways� vibrational output evaluation. The aim is to provide key insights in the field of assessing the practical environmental impact that a newly installed public transit urban railway line has on the urban environment. Results obtained by this study can be used as input data in future impact assessments for public intentions of investment in the field of urban railway transit infrastructure systems.

This brief outlines findings on how the 54.6 km South Commuter Railway (SCR) to be built between Metro Manila and Laguna province in the Philippines is expected to improve access to jobs. A quantitative analysis estimates that residents of cities and municipalities with an SCR station will be able to reach an average of 300,000 extra jobs within a 1-hour commute—an increase of 15.3% in the south and 8.5% in Metro Manila. This could lead to better labor market matching, higher income for workers and more job opportunities for low-income households. The study contributes to efforts to quantify the wider economic benefits of infrastructure projects, especially efficient urban transport systems.

Interdepartmental Memorandum of Understanding (IMOU) 5170 between Natural Resources Canada (NRCAN), the Geological Survey of Canada (GSC) and Transport Canada Innovation Centre (TC-IC) aims to gain new insight into slow-moving landslides, and the influence of climate change, through testing conventional and emerging monitoring technologies. IMOU 5107 focuses on strategically important sections of the national railway network in the Thompson River valley, British Columbia (BC), and the Assiniboine River valley along the borders of Manitoba (MN) and Saskatchewan (SK). Results of this research are applicable elsewhere in Canada (e.g., the urban-rural-industrial landscapes of the Okanagan Valley, BC), and around the world where slow-moving landslides and climate change are adversely affecting critical socio-economic infrastructure. Open File 8931 outlines landslide mapping and changedetection monitoring protocols based on the successes of IMOU 5170 and ICL-IPL Project 202 in BC. In this region, ice sheets, glaciers, permafrost, rivers and oceans, high relief, and biogeoclimatic characteristics contribute to produce distinctive rapid and slow-moving landslide assemblages that have the potential to impact railway infrastructure and operations. Bedrock and drift-covered slopes along the transportation corridors are prone to mass wasting when favourable conditions exist. In high-relief mountainous areas, rapidly moving landslides include rock and debris avalanches, rock and debris falls, debris flows and torrents, and lahars. In areas with moderate to low relief, rapid to slow mass movements include rockslides and slumps, debris or earth slides and slumps, and earth flows. Slow-moving landslides include rock glaciers, rock and soil creep, solifluction, and lateral spreads in bedrock and surficial deposits. Research efforts lead to a better understanding of how geological conditions, extreme weather events and climate change influence landslide activity along the national railway corridor. Combining field-based landslide investigation with multi-year geospatial and in-situ time-series monitoring leads to a more resilient railway national transportation network able to meet Canada's future socioeconomic needs, while ensuring protection of the environment and resource-based communities from landslides related to extreme weather events and climate change. InSAR only measures displacement in the east-west orientation, whereas UAV and RTK-GNSS change-detection surveys capture full displacement vectors. RTK-GNSS do not provide spatial coverage, whereas InSAR and UAV surveys do. In addition, InSAR and UAV photogrammetry cannot map underwater, whereas boat-mounted bathymetric surveys reveal information on channel morphology and riverbed composition. Remote sensing datasets, consolidated in a geographic information system, capture the spatial relationships between landslide distribution and specific terrain features, at-risk infrastructure, and the environmental conditions expected to correlate with landslide incidence and magnitude. Reliable real-time monitoring solutions for critical railway infrastructure (e.g., ballast, tracks, retaining walls, tunnels, and bridges) able to withstand the harsh environmental conditions of Canada are highlighted. The provision of fundamental geoscience and baseline geospatial monitoring allows stakeholders to develop robust risk tolerance, remediation, and mitigation strategies to maintain the resilience and accessibility of critical transportation infrastructure, while also protecting the natural environment, community stakeholders, and Canadian economy. We propose a best-practice solution involving three levels of investigation to describe the form and function of the wide range of rapid and slow-moving landslides occurring across Canada that is also applicable elsewhere. Research activities for 2022 to 2025 are presented by way of conclusion.

The Indian Institute for Human Settlements and its partners along with the Trichy City Corporation have collaborated to improve the health, occupational safety and livelihoods of sanitation workers. The Tamil Nadu Urban Sanitation Support Programme has identified and engaged with different types of sanitation workers employed in urban areas such as Urban Local Body-managed workers, school toilet cleaners, public and community toilet cleaners, independent cleaners as daily wage workers, desludging truck operators and cleaners, privately managed solid waste workers, rag-pickers, and railway cleaners. The initiatives undertaken integrate multiple social, engineering, and behavioural aspects that focus on improving the living and working conditions of this vulnerable section of society. This note provides an overview of the initiatives.

1. In the third year of the Multilateral Development Banks¿1 (MDBs) Joint Statement of 2012, our eight MDBs are on target to meet the goal of the Commitment to Sustainable Transport (hereafter the Rio+20 Commitment) to provide more than $175 billion of loans and grants for transport in developing countries over the coming decade (2012-2022). Collectively, in 2014, about $20 billion of new funding for transport projects was added to the $20 billion approved in the first year of our Commitment (2012) and $25 billion approved in 2013. 2. This $20 billion in funding comprised more than 193 approvals. 2 including: 103 for roads, 32 for urban transport , 14 for rail; 9 for airports. 6 for inland waterway and maritime projects, 29 for other transport projects. 3. In addition, more than 192 technical assistance (TA) projects were approved to support policy development, research and capacity building. 4. Increasingly, our MDBs are supporting more sustainable types of transport projects¿transport that is accessible, affordable, efficient, financially sustainable, environmentally friendly, and safe. Under a common reporting framework, our institutions have continued to make progress in assessing the sustainability of our transport lending in economic, social, and environmental terms. 5. In 2014, all MDBs completed an assessment of the sustainability of our entire annual transport lending, up from four MDBs in the year before. ADB used the Sustainability. Appraisal Rating Framework (STAR) while six MDBs used a modified version of STAR. WB used its own internal methodology. For MDBs that applied STAR or a modified STAR, a common four-point scale was used although the results are not yet fully comparable. Further efforts will be made to improve the comparability of ratings between the MDBs in the future. 6. The MDB Working Group on Sustainable Transport (WGST) identified quantitative indicators of project outputs and outcomes that can be used to complement the sustainability assessment. In this regard, relevant output and outcome indicators with readily available data are reported in the ¿In numbers¿ feature of each MDB, e.g. kilometer (km) of roads built or upgraded, km of railways built or upgraded, volume of transport mitigation investment, and percentage of road projects with road safety components. Discussions are ongoing to further harmonize reporting on indicators. 7. The year 2015 marks several important milestones in the international dialogue on development which are directly relevant to sustainable transport. These include completion of the 2030 Agenda for Sustainable Development and adoption of the new Sustainable Development Goals (SDGs), the 21st Conference of the Parties to the United Nations Framework Convention on Climate Change, and the Second Global Ministerial Conference on Road Safety to mark the mid-point of the United Nations Decade of Action for Road Safety. 8. The newly approved SDGs are expected to raise the attention given to addressing the different dimensions of sustainable transport, which will be conducive to the role of MDB-financed sustainable transport projects and programs. Our MDBs expect to take part in the process of deciding the indicators to be used for tracking progress on meeting the SDG targets and will make efforts to incorporate the indicators in our work.
