Integration of urban and rural infrastructure is critical to integrating urban and rural public transport. A public transport hub is an important element of infrastructure, and it is the key facilities that serve as transferring points between cities and towns. The location of hub is related to the convenience of travel for urban and rural residents and the closeness of economic interactions between urban and rural areas. In this article, considering the background of the integration of urban and rural public transport, from the perspective of public transport hubs in urban and central town, a multi-level hub-and-spoke network is designed, and the location of integration of urban and rural public transport hub is determined. Based on the connection associated with central towns and the capacity constraints of hubs and to achieve the minimum total cost, this article proposes a mixed-integer programming model that employs a genetic and tabu search hybrid optimization algorithm to validate and analyze, which used the urban and rural public transport data from a specified area of Shandong province in China. The results indicate that the model can simultaneously determine locations for hubs in cities and central towns while minimizing total cost. The hub capacity constraint significantly influences the location of two-level hubs. The hub capacity constraint in the model can reduce the transportation cost for an entire network and optimize the transportation network. This study on urban and rural public transport hub location in a hub-and-spoke network not only reduces the transportation cost of the network but also completes and supplements the location theory of integration of urban and rural public transport.

A good traffic hub position has important significance for the development of a city, but it also strengthens the polarization effect, diffusion effect and return effect of the regional central cities for other cities. Does the development of urban hub economy strengthen or weaken these effects? Does hub effect also need other conditions to promote urban economic development? From the perspective of technological innovation, this paper analyses the mediating effect of technology absorption and innovation in the process of urban transportation hub promoting economic development. It is found that the people flow effect in the hub effect can better promote the economic development of cities through the mediating role of knowledge absorptive and innovative ability. In the influence of logistics effect on urban economic development, the mediating role of knowledge absorptive and innovative ability is not significant.

Since the 21st century, with the rapid development of various modes of transportation, the network integrated transportation hub planning is undergoing new changes. Comprehensive hub is not only an important carrier to connect multiple transportation modes, but also reflects the overall transportation efficiency and service level of different transportation modes. How to improve the passenger flow organization efficiency of urban comprehensive transportation hub is of great practical significance. Based on the proportion of traffic hub functional areas as the breakthrough point, relying on a comprehensive traffic hub in Binhai New Area of Tianjin, this paper aims to optimize the weight relationship among the functional areas of the comprehensive traffic hub, allocate the location and spatial sequence relationship of each functional area based on the weight relationship, and discuss the problem of improving the passenger flow organization efficiency of the comprehensive traffic hub and the corresponding measures. The research results show that intercity station buildings have high proportion and large scale in the comprehensive hub, and should be arranged in an important central position.

Several possible options for the location of Pyatiletka transport interchange hub in the Samara city district are considered. In order to determine the optimal option, the hub location is compared by several parameters. Such values as passenger traffic, existing routes of urban public transport, priority directions of passenger traffic, and capital investments in construction are selected as optimization parameters. To determine the values of passenger traffic, an analysis of the existing passenger traffic was performed, with its allocation by capacity and routing. The unevenness of passenger traffic by days of the week and periods of the day is determined, the minimum and maximum values of passenger traffic are revealed, as well as its fluctuations over the considered periods. The construction of public urban transport routes allowed to identify the busiest routes and the availability of transport for different variants of the transport interchange hub location. The options of organizing the possible arrival/departure of urban public transport to/from the transport interchange hub are considered. Using the obtained data, a SWOT analysis was performed to determine the strengths and weaknesses of each hub placement option and the optimal variant was selected.

The proposal describes a community hub; a site located within the suburban and urban built environment, made up of an arrangement of community-run buildings and facilities. Modern sustainable technologies and building typologies will be promoted and community interaction encouraged. Multiple functions will work in unison, with all members of the surrounding community interfacing with it. Through participation, collaboration and creative contribution, the Resilient Hub will demonstrate in a tangible, real-time way the connection between energy, water, food production, food preparation, food consumption, compost and energy use. The knowledge and practices gained will proliferate in community members’ daily practices and help to accelerate the uptake of sustainable technology, building construction and use. Involving the community at the design stage will further integrate the relevance of these sustainable methods. All these aspects combine to challenge us to think in a more integrated way about our future neighbourhoods and how all aspects of them are part of an interconnected system.

The "new town" is no longer a recipe for success in many Western countries, especially in urban policies. But in the countries of the global South, especially China and many African countries facing multiple urban challenges, emblematic projects heralded as "new cities" are seeing the light of day. Today, in light of new challenges and specific geographical contexts, the term deserves to be revisited. This research focuses on new city projects in Africa in general and the case of Diamniadio in Senegal in particular. The interest shown by governments in the new town option is part of a dual context. On the one hand, since the 2000s, most African countries have experienced a bifurcation marked by the return of strong economic growth and a diversified urban field invested by large private groups and non-governmental organizations (NGOs). At the global scale, urban thinking has evolved from "sustainable development" to the "sustainable city". In Dakar, Senegal, the planning approach has been to implement major infrastructure projects on the outskirts of the city, with the aim of reducing the concentration of activities and populations and redistributing them to new urban centers. However, the emerging urban reality is still unknown. This is the purpose of this research. Using the example of the Diamniadio urban hub in the Dakar metropolitan region, it aims to understand the process of building a new town in the context of metropolitanization and the sustainable city

PLEASE NOTE: THIS THESIS IS EMBARGOED. Historically, urban agriculture (UA) in the African context has been viewed as a food security and livelihood intervention. However, influenced primarily by discourses in the Global North, the framing of urban agriculture has shifted. Increasingly, advocacy from urban planners has shaped how UA “gets done”. Drawing on contemporary planning concepts, these practitioners have been innovating new forms of urban agriculture that connect UA to the built environment, such as vertical farming, rooftop gardens, and mixed-use urban “agrihoods”. However, scholars from the fields of Southern and African urbanism and critical urban planning, have raised concerns regarding the uncritical application of Northern theories, including those from urban planning, into the African context. Specifically, there is concern around planners’ lack of regard for the inherent characteristics of African cities as they attempt to world them into global cities. Against this background, this dissertation examines the process behind attempts to integrate these new forms of urban agriculture into the African context through a case study of the Lukhanyo Hub project in Khayelitsha, Cape Town, South Africa. Focusing specifically on visions for urban agriculture at the Lukhanyo Hub, this dissertation asks, How do each of the actors articulate the purpose/function of urban agriculture? What is the spatiality of their ideal urban agriculture and why? and What is the role the state, civil society organizations and community in that vision? To answer these questions, participants from the project development team, municipal government, and civil society organisations were engaged in in-depth interviews and participant observation. The results centred around four themes: creating a farmer network, urban agriculture and environmental education/training, economic or distribution model, and creating a contextualised but replicable Hub model. Several challenges and critiques emerged throughout the data collection process, which seemed to stall the development. The author argues that this forced the development team to take a more participatory, co-development approach. This should have positive effects on the future of the project, though further research will be required to say for certain.

This thesis aims to analyze the relationships between urban sprawl and territorialisation, focusing on the crucial issue of metropolitan suburbs governance. In Western Africa large cities, suburbs are involved in complex spatial, socioeconomic, political and managerial transformations, in a context of decentralization. To analyze these transformations as well as the new dynamics of regulation they entail, we have adopted a territorial approach. At the micro scale, we try to understand the dynamics of urban sprawl through the weight of local contexts. At the meso scale of the whole set of suburbs, residential and economic developments are linked to the logics of actors and managerial practices. We try to understand the mechanisms of spatial transformations and their consequences on urban management. At the macro level, we are focusing on Dakar metropolisation. Field surveys have been conducted within three local authorities, Diamniadio, Sangalkam and Yene, in order to study mechanisms, practices and logics of actors. Diamniadio, Sangalkam and Yene have specific local characteristics and, taking into account the major urban sprawl axis, they are located differently. In these three local authorities, processes of differentiation have been observed both at intra and inter territorial scales, which breaks with the former model center-periphery and reflects a new polycentric and multifunctional evolution in the Eastern suburbs

Within the context of this dissertation, community transformative education is regarded as a pathway to an explicit community lifelong learning culture of learning. It aims to liberate marginalized communities from states of oppressive socio- economic status-quos within contested urban locations. The dissertation explores the manner in which architecture can play as a networking tool, in a form of facilitating the social construction and distribution of local knowledge & resources within a contested urban location. Through the identification of global and local issues, new perspectives developed through the consideration and incorporation of local socio-educational networks act as crucial points of focus. The intention of these networks of focus is to use them as tools to improve the contextual circumstances of the contested urban location, through the empowering and transforming community learning. The conceptualized architectural approach of this dissertation, is seen as a tool in which the relationships between communities of different socio- educational backgrounds in contested urban contexts are enabled and encouraged to collaboratively construct and employ their own local knowledge and skills in order to flourish together as one community. Local support is essential for community enablement- as every developmental progress hinge on it as foundation. It is therefore, access to local knowledge and resources that form the foundation of the social production of the explored space. This, in turn, has the ability to create an urban environment rich in livelihood-enriching programs and functions, aiming at improving the lives of its inhabitants, and consequently giving rise to atmospherically and spatially rich and improved urban fabric and inclusive learning environments.

Since launching policies of economic reform in the 1980s, China has emerged from several decades of economic and urban stagnation to become more integrated into the regional and global economy. Cities have been integral to the growth machine of economic development. China has experienced rapid development of industrialization and urbanization in the context of national institutional arrangements favouring decentralisation towards regions and cities, and reform towards a market-oriented economy. This political and economic transition has led to rapid changes in the urban landscape, including the construction of mega urban projects in peri-urban areas in the context of competitive and entrepreneurial urbanism. The main body of this thesis describes the planning and development processes of the Hongqiao project, the project’s relationship to urban development and spatial restructuring in Shanghai, as well as the nature of urban change. This thesis empirically investigates the construction of a mega urban project, its governance mechanism and its impact on relocated people and neighbouring districts. It includes an intensive case study of the Hongqiao project in Shanghai based on empirical data derived from questionnaires, interviews and secondary data. The implementation of the project has involved the participation of government at various levels, state-owned companies, estate developers, banks, relocated people, all of them involved in numerous activities of flexible competition, cooperation, and negotiation. It is argued here that a land-based urban growth coalition was formed which became the driving force behind the Hongqiao project. The thesis argues that this coalition, led by the local state, has played a crucial role in the construction of the Hongqiao project in the context of competitive urbanism. The participants have maximized their own interests, particularly entrepreneurial government, which benefits most from lucrative land revenue place-making. The thesis argues further that competitive urbanism reveals a process of accumulation by dispossession, whereby the interests and voices of relocated people were ignored by powerful participants. The livelihoods of local residents of the Hongqiao project were impacted and compensation was limited, resulting in a paradoxical state of affairs that can be summarised as, “better living condition but worse life.”

The subject of this study is the mobility hubs, intermodal stations classified as the main nodes of a public transportation network. Because of the variety of transportation modes that these points articulate, they are privileged areas of accessibility and connectivity in both local and metropolitan scale, overcoming the exclusive functional and technical definition as transportation equipment and being considered powerful inductors of urban transformations. The study context is the São Paulo metropolitan area, involving its current urban issues and the alternatives planned for public transportation system. We seek to discuss key points related to the interaction between mobility networks and urbanization in the metropolis, including topics such as the urban sprawl, the instability derived from the expansion pattern of the urbanized area and plans that intends to link mobility and land use. We deal with these themes through literature review, the analysis of urban master plans (PDE 2002 and 2014) and the metropolitan mobility plans (PITU 2020 and 2025), as well as a purposeful step in which we identify and classify the mobility hubs in São Paulo planned transportation network. From this last level, we selected some case studies to investigate their influence areas. Furthermore, this step tries to provide parameters for urban design scale, which is defined at the end of the study, as an essential tool to work in the contemporary urban reality and to enable proposals compromised to the urban density intensification and the reduction of the

New York City's identity as a cultural and artistic center, as a point of arrival for millions of immigrants sympathetic to anarchist ideas, and as a hub of capitalism made the city a unique and dynamic terrain for anarchist activity. For 150 years, Gotham's cosmopolitan setting created a unique interplay between anarchism's human actors and an urban space that invites constant reinvention. Tom Goyens gathers essays that demonstrate anarchism's endurance as a political and cultural ideology and movement in New York from the 1870s to 2011. The authors cover the gamut of anarchy's emergence in and connection to the city. Some offer important new insights on German, Yiddish, Italian, and Spanish-speaking anarchists. Others explore anarchism's influence on religion, politics, and the visual and performing arts. A concluding essay looks at Occupy Wall Street's roots in New York City's anarchist tradition. AbstractThe paper presents the results of a design-based research focused on a specific context in the city of Milan (Municipality 4), where a holistic approach to a fruitive and environmental regeneration was experimented. The proposed design-based approach integrates the functional and fruitive reactivation of public space with analysis, simulations and assessments on the possible application of nature-based solutions (NBS) to increase urban resilience, comfort and public space usability. In addition to increasing the environmental benefits (ecosystem services) at the district scale, the project aims to strengthen the ecological connections at the wide area, stressing the necessity of a systemic approach in the GBI’s development. The paper illustrates both the methodological and framing aspects of the experimentation and the project results, verified through a consolidated methodology for the assessment of the expected environmental benefits. The research project contributes in developing new approaches to the deep renovation of public space in urban and peri-urban contexts, that are a priority in the current Italian scenario.

AbstractMobility hubs bring together, connect and provide users with several modes of transport. Cities adopt them to help reach many objectives simultaneously, mainly the reduction of air pollution, congestion, and car ownership. Each mobility hub is unique, but many of them have similar characteristics that allow them to be classified. Various typologies exist. Although the mobility hub concept is flexible, the implementation of a mobility hub adapted to the needs and objectives can sometimes be complicated, as it requires many steps and may face difficulties at each step. Despite the simplicity of the mobility hub concept. They seem to be an interesting, complex, and challenging topic to investigate. As part of the Interreg Mobi-Mix project, we have taken a close look at mobility hubs. Based on bibliographic research and discussions with experts and cities, we established a state of the art that will help to better understand the concept. Without focusing on economic aspects, cities will benefit from different European experiences and a number of recommendations for a better implementation of mobility hubs.

Strengthening urban resilience is key to achieving Oxfam's vision of a world without poverty. Urbanization has become a major challenge for almost all countries around the globe. Cities and city inhabitants are facing additional and amplified challenges as a result of rapid urbanization, a changing climate and rising inequality in urban areas. The COVID-19 crisis has further highlighted the importance of strengthening inclusive urban resilience to acute shocks and chronic stresses. Oxfam's Resilience Knowledge Hub conducted the Urban Resilience Learning Exchange (URLE) project with pilot programmes in Jordan, Pakistan, Nepal, South Africa, Kenya and Bangladesh to develop a better understanding of what it takes to build resilience in urban settings. This paper summarizes the learning from the pilots and looks at how Oxfam can further strengthen its urban resilience programming.

Increased urbanization, population growth, and demand for time-sensitive deliveries means increased freight movement in cities, which contributes to emissions, noise, and safety concerns. One innovative mode gaining widespread attention for urban deliveries is cargo cycles—bicycles adapted for freight delivery. Despite the recognized potential and possible success of transporting at least 25% of freight via cycle, research remains limited. This research investigates the potential of cargo cycle delivery for last mile freight in Oakland, California, with a focus on the West Oakland neighborhood. The data collection included interviews, focus groups, vehicle field observation and counts, and traffic simulation modeling. The traffic simulation examined scenarios where businesses converted different percentages of current deliveries to cargo cycles using a transfer hub as the starting point for their cargo cycle delivery. The best-case scenario—where the maximum percentage of deliveries were made with cargo cycle instead of motorized vehicles—resulted in reductions of 2600 vehicle miles traveled (VMT) per day. In that case scenario, the vehicle miles traveled (VMT) reduction is equivalent to a reduction in emissions of PM2.5, PM10, NOx, and reactive organic gas (ROG) of taking about 1000 Class 4 box trucks off the roads of West Oakland per day. In the worst-case scenario, with a significantly smaller percentage of motorized package deliveries converted to cargo cycles, there is a reduction of 160 VMT, equivalent to the removal of approximately 80 Class 4 box trucks off the roads of West Oakland per day. This potential reduction in air pollution and traffic congestion, as well as job creation, would benefit West Oakland residents.

The COVID-19 pandemic has resulted in mass school closures across the world. It is expected that the closures in low- and -middle-income countries (LMICs) will have long-term negative consequences on education and also on broader development outcomes. Countries face a number of obstacles to effectively delivering alternative forms of education. Obstacles include limited experience in facing such challenges, limited teacher digital and pedagogical capacity, and infrastructure constraints related to power and connectivity. Furthermore, inequalities in learning outcomes are expected to widen within LMICs due to the challenges of implementing alternative modes of education in remote, rural or marginalised communities. It is expected that the most marginalised children will feel the most substantial negative impacts on their learning outcomes. Educational technology (EdTech) has been identified as a possible solution to address the acute impact of school closures through its potential to provide distance education. In this light, the DFID Pakistan team requested the EdTech Hub develop a topic brief exploring the use of EdTech to support distance learning in Pakistan. Specifically, the team requested the brief explore ways to provide distance education to children in remote rural areas and urban slums. The DFID team also requested that the EdTech Hub explore the different needs of those who have previously been to school in comparison to those who have never enrolled, with reference to EdTech solutions. In order to address these questions, this brief begins with an overview of the Pakistan education landscape. The second section of the brief explores how four modes of alternative education — TV, interactive radio instruction, mobile phones and online learning — can be used to provide alternative education to marginalised groups in Pakistan. Multimodal distance-learning approaches offer the best means of providing education to heterogeneous, hard-to-reach groups. Identifying various tools that can be deployed to meet the needs of specific population segments is an important part of developing a robust distance-learning approach. With this in mind, this section highlights examples of tools that could be used in Pakistan to support a multimodal approach that reaches the most hard-to-reach learners. The third and final section synthesises the article’s findings, presenting recommendations to inform Pakistan’s COVID-19 education response.<br> <br> This topic brief is available on Google Docs.

The present report is the outcome of a research project commissioned by Zero Waste Scotland and carried out by the Just Transition Hub (JTH), University of Dundee, with the objective of understanding the ways in which the cost-of-living crisis has affected the attitudes and behaviours of individuals and communities towards a transition to a low-carbon economy in Scotland. We define the transition as encompassing both energy transition and the transition to a circular economy, so in this report the word “transition(s)” means both the referred transitions. We define the scope of “justice” to cover three dimensions – distributive, recognition and procedural. Briefly, distributive justice concerns the ideal of a fair share of the benefits and costs of the transition among different communities and stakeholders. Recognition justice respects the proper acknowledgement of marginalised individuals and communities who may be living in deprived urban areas. Procedural justice respects inclusion and effective participation of all, including marginalised actors, in public debate and decision-making. The study involved a literature review in narrative form (chapter 2) and a smallscale exploratory study (chapters 3 and 4), using a multi-strategy approach that included seven individual semi-structured expert interviews, four semi-structured citizen/consumer focus groups and one semi-structured expert focus group. Both the literature review and the empirical research adopted a thematic analysis approach, with clear research objectives identified in a standardised analysis framework. The present research is part of a broader series of investigations commissioned by Zero Waste Scotland to understand circular economy perspectives and sustainable decision-making in times of crises to help inform Zero Waste Scotland’s communication, engagement and further research for a just transition. The present study is complemented by parallel research being conducted by the University of Highlands and Islands with a focus on rural communities.

Investing in sustainable, multimodal infrastructure is of increasing importance throughout the United States and worldwide. Cities are increasingly making strategic capital investment decisions about bicycle infrastructure—decisions that need planning efforts that accurately assess the equity aspects of developments, achieve equitable distribution of infrastructures, and draw upon accurate assessment methods. Toward these efforts, this project uses a granular bike network dataset with statistical and geospatial analyses to quantify a bike infrastructure availability score (i.e., bike score) that accounts for the safety and comfort differences in bike path classes in San José, California. San José is the 10th largest U.S. city and a growing tech hub with a booming economy, factors that correlate with increased traffic congestion if adequate multimodal and active transportation infrastructure are not in place. Therefore, San José has been keen on becoming “one of the most bike-friendly communities in North America.” The City’s new plan, which builds on its first bike plan adopted in 2009, envisions a 557-mile network of allages-and-abilities bikeways to support a 20% bicycle mode split (i.e., 20% of all trips to be made by bike) by 2050. Hence, San José makes a perfect study area for piloting this project’s methodology for accurately assessing the equity of urban bike plans and infrastructures. The project uses the above-mentioned bike score (representing the bike infrastructure supply status) and San José residents’ bike travel patterns (to show bike trip demand status) utilizing StreetLight data to answer the following questions: (1) Where are San José's best (bike paradise) and worst (bike desert) regions for cycling? (2) How different are the socioeconomic attributes of San José’s bike desert and paradise residents? (3) Has San José succeeded in achieving an equitable infrastructure distribution and, if so, to what extent? And, (4) has the availability of infrastructure attracted riders from underserved communities and, if so, to what extent? Using the bike infrastructure availability score, this research measures and maps the City of San José's best and worst regions for cycling through geospatial analyses to answer Question 1 above. Further spatial and statistical analyses including t-tests, Pairwise Pearson correlation analysis, descriptive analysis, spatial visualization, principal component analysis (PCA), and multiple regression models to answer Questions 2, 3, and 4. In addition to this report, the findings are used to develop an open access web-tool, the San José Bike Equity Web Map (SJ-BE iMap). This research contributes to the critical assessment and planning efforts of sustainable, multimodal infrastructure in California and beyond.
