The history of the creation of the Imperial Public Library for more than two centuries has continued to excite researchers of Russian culture., Monographs have been created dedicated to the figures who stood at the head of the emerging Library in the first years of its creation in the late 18th – early 19th centuries. Meanwhile, the figure of Mikhail Ivanovich Antonovsky, a writer, historian, translator, one of the most enlightened people of that time, remained outside the sphere of attention for many years. He was destined to live and create in a difficult time of Russian history – during the time of N. I. Novikov, A. N. Radishchev, the spread of Freemasonry in Russia, the government’s reaction to the Great French Revolution, during the reign of three emperors – Catherine II, Paul I and Alexander I, who understood in different ways the role and place of the national library that was being created, to fight foreign dominance in it, to prevent its plundering and disbandment

Objective – This project sought to build upon a reader development tool, Many Roads to Wellbeing, developed by a health librarian in a mental health NHS Trust in Birmingham, England, by piloting reading group sessions in the main public library in the city using wellbeing-themed stories and poems. The aim was to establish whether a “wellbeing through reading” program can help reading group participants to experience key facets of wellbeing as defined by the Five Ways to Wellbeing. Methods – The program developers ran 15 monthly sessions at the Library of Birmingham. These were advertised using the Meetup social media tool to reach a wider client base than existing library users; members of the public who had self-prescribed to the group and were actively seeking wellbeing. A health librarian selected wellbeing-themed short stories and poems and facilitated read aloud sessions. The Library of Birmingham provided facilities and a member of staff to help support each session. Results – A total of 131 participants attended the 15 sessions that were hosted. There was a 95% response rate to the questionnaire survey. Of the respondents, 91% felt that sessions had helped them to engage with all of the Five Ways to Wellbeing. The three elements of Five Ways to Wellbeing that participants particularly engaged with were Connect (n=125), Take Notice (n=123), and Keep Learning (n=124). Conclusion – The reading program proved to be successful in helping participants to experience multiple dimensions of wellbeing. This project presents a new way of evaluating a bibliotherapy scheme for impact on wellbeing, as well as being an example of effective partnership working between the healthcare sector and a public library.

This study aims to determine the stages of the application of the Law on Public Information Openness and the obstacles faced by the Library and Archives Office of East Luwu Regency. This research uses descriptive research using a qualitative approach. This research was conducted at the Department of Library and Archives of East Luwu Regency. Methods of data collection through interviews, observation and documentation. The results showed the stages of implementing the Public Information Openness Law at the East Luwu Regency Library and Archives Service, namely through three stages. The three stages are analyzing information based on Law Number 14 of 2008 concerning public information disclosure; information is analyzed again based on the rules of the National Archives of the Republic of Indonesia (ANRI); and publish on the official website of the East Luwu Regency Library and Archives Service. As for the obstacles faced, namely the lack of competent human resources, and incomplete infrastructure.Key words: public information disclosure; dissemination of information; public libraryABSTRAKPenelitian ini bertujuan untuk mengetahui bagaimana tahapan penerapan Undang-Undang Keterbukaan Informasi Publik serta kendala yang dihadapi Dinas Perpustakaan dan Kearsipan Kabupaten Luwu Timur. Penelitian ini menggunakan penelitian deskriptif menggunakan pendekatan kualitatif. Penelitian ini dilakukan di Dinas Perpustakaan dan Kearsipan Kabupaten Luwu Timur. Metode pengumpulan data melalui wawancara, observasi dan dokumentasi. Hasil penelitian menunjukkan tahapan penerapan Undang-Undang Keterbukaan Informasi Publik pada Dinas Perpustakaan dan Kearsipan Kabupaten Luwu Timur, yaitu melalui tiga tahap. Ketiga tahap tersebut adalah menganalisis informasi berdasarkan Undang-Undang Nomor 14 tahun 2008 tentang keterbukaan informasi publik; informasi dianalisis kembali berdasarkan aturan Arsip Nasional Republik Indonesia (ANRI); dan mempublikasikan pada website resmi Dinas Perpustakaan dan Kearsipan Kabupaten Luwu Timur. Adapun kendala yang dihadapi, yaitu kurangnya sumber daya manusia yang berkompeten, serta sarana prasarana yang kurang lengkap.

Purpose The purpose of this paper is to examine current public library apps in Scotland and assess Scottish public library users’ opinions of those apps. Design/methodology/approach Two qualitative and quantitative surveys were conducted. One survey was distributed to each Scottish local authority, the entities responsible for public libraries and Scotland. The second survey was made available to the public. The results were analysed with nonparametric statistics and content analysis. Findings All 32 authorities responded. In all, 17 authorities had an app, two had one in development, and 13 had none. Offering an alternative means of communication to patrons was the main reason for providing an app, while cost and low priority were the main reasons provided against app provision. Authorities were satisfied with the core services offered in their apps, but less so with others. No authorities had consulted the public regarding app provision. The public (n=185), while satisfied with current library apps, criticised the complex procedures required to access external services. Patrons from authorities without an app stated interest in apps. Research limitations/implications It is vital for public libraries to implement at least core services that are optimised for mobile devices. They should consult with the public before and throughout the development process to ensure they are happy with the implementation. Originality/value This is the first known study to explore public library app use in Scotland as well as one of the first in public library app use worldwide.

Hipotesis penelitian ini adalah terdapat pengaruh simultan bauran promosi, yang terdiri dari Periklanan, Penjualan Personal, Promosi Penjualan, Penjualan Langsung dan Publisitas terhadap Minat Baca Anggota Perpustakaan Universitas Widyatama. Penelitian dilakukan dengan menggunakan metode deskriptif dan Verifikatif. Penelitian ini mengkaji Pengaruh bauran promosi, yang terdiri dari Periklanan, Penjualan Personal, Promosi Penjualan, Penjualan Langsung dan Publisitas terhadap Minat Baca Anggota Perpustakaan Universitas Widyatama dengan menggunakan teknik regresi berganda. Data dikumpulkan menggunakan kuesioner dengan skala Likert. Pengolahan data menggunakan analisis regresi berganda dan data deskriptif analisis menggunakan teknik rata-rata.Hasil penelitian menunjukkan secara parsial variabel Periklanan, Penjualan Personal, Promosi Penjualan, Penjualan Langsung dan Publisitas berpengaruh secara signifikan terhadap Minat Baca Anggota Perpustakaan Universitas Widyatama. Secara simultan masing-masing sub variabel bauran promosi memiliki pengaruh yang signifikan Minat Baca Anggota Perpustakaan. Variabel yang paling dominan dalam Minat Baca Anggota Perpustakaan Universitas Widyatama yaitu Penjualan Personal. ABSTRACT This study aims to determine the Effect of Promotion Mix on Reading Interest of Members of the Library. Grand theory used is Promotion Mix from Kotler and Armstrong. The research hypothesis is that there is a simultaneous influence of the promotion mix, which consists of Advertising, Personal Selling, Sales Promotion, Direct Marketing and Public Relation towards Reading Interests of Widyatama University Library Members. The study was conducted using descriptive and verification methods. This study examined the effect of promotional mix, which consisted of Advertising, Personal Selling, Sales Promotion, Direct Marketing and Public Relation on Reading Interests of Widyatama University Library Members using multiple regression techniques. Data was collected using a questionnaire with a Likert scale. Processing data using multiple regression analysis and descriptive analysis data using the average technique. The results showed partially the variable Advertising, Personal Selling, Sales Promotion, Direct Marketing and Public Relation significantly influence the Reading Interest of Widyatama University Library Members. Simultaneously each promotional mix sub variable has a significant influence on Library Member Reading Interest. The most dominant variable in the Reading Interest of Widyatama University Library Members is Personal Selling.

Purpose The purpose of this paper is to study globally successful public library systems with reference to their infrastructure, physical space, services, collection, processes, finances and best practices and recommend models, structure and minimum standards for smart public libraries of the upcoming 100 smart cities of India. Design/methodology/approach An email with 14 questions was sent to 50 public library system across the world. A sample of n = 18 responses were received. Findings The finding suggests that all the libraries have a central library and a good network of branch libraries across respective cities with adequate staff and collection to cater to the needs of the public. The size of the central library varied from 8,000 m2 (Cologne Public Library) – 86,000 m2 (Boston public library) and average size of the branch library varied from 200 m2 (Aarhaus) – 1,582 m2 (Barcelona). Monthly average users varied from 96,000 (Moscow) – 1.5 million (Toronto). Social implications The Indian public library system remains uneven throughout the country with varying levels of legislation, financing and quality of library services. Even a room with few books is considered as a library. The results of this study will help develop a quality public library system of global standard and ensure that libraries are transformed into knowledge hubs. Originality/value This study is a unique exploration in which different types of libraries are defined in terms of physical space, service, staff, collection based on a global model which ensures uniform growth and development of public library systems in upcoming smart cities of India.

This study is entitled Utilization of Social Media as a Means of Promoting Library Services in Indonesia Institute of the Arts Surakarta. The purpose of this research is to find out whether social media (Facebook) can provide convenience in introducing various services, providingan an information to users in the current style. In addition, to find out whether facebook can be used to effectively promoting an information services and activities in the library. Researchers will look at facebook, collect documentation data on facebook library pages and analyze them using descriptive qualitative analysis. The approach used is a qualitative approach, namely research that describes the phenomenon, digging data by interviewing informants, observation and documentation. Researchers' technique in finding data will be done directly through online media or the internet by structured interviews and checklists. It's just that if needed the researcher will meet directly the informant. Researchers assume that social media can be used as a substitute for the promotion of library services in the form of online or softcopy and simultaneously to many people and quickly and sometimes even immediately get a response or public response. In addition, promotion with social media can attract users to take of library facilities and participate in library activities and as a media for documentation of various activities in the library. The results of this research are expected to be input and thought for the Library of Indonesian Institute of Arts Surakarta, namely how to promote library services through facebook in this modern era so that the academic community utilizes services library.

This application is built with a user-friendly user interface, so that users i.e. library employees can use it easily. The purpose of developing this system is to improve the operational efficiency of the library and support SMP N 1 Pantai Labu in becoming a public school that focuses on information technology in the future. The methods in this research are field research (field research) and literature research (library research). The results show that the implementation of the library management information system in the SMP N 1 Pantai Labu Library will already be carried out but still has constraints on infrastructure and human resources.

Esta pesquisa partiu da atual situação da biblioteca escolar brasileira; instituição que, ainda quando existente, é marcada sobretudo por concepções centradas em apenas uma de suas características: uma coleção organizada de recursos informacionais. A questão ganha destaque no presente momento, com a emergência da Lei Federal no 12.244/10, que determina a obrigatoriedade da criação de bibliotecas nas instituições de ensino nacionais e as define exclusivamente como um acervo, bastando, portanto, ações centradas na garantia do acesso à coleção disponibilizada pelas bibliotecas para o cumprimento da determinação oficial. A partir deste contexto, o estudo indica a necessidade do desenvolvimento de políticas públicas ocupadas não somente com a criação de bibliotecas escolares, mas principalmente com sua ressignificação na educação, garantindo que se ocupem com o direito de informar-se que crianças e jovens têm, apropriando-se de informação e cultura. Com o objetivo de conhecer e sistematizar categorias implicadas na implantação de políticas públicas para bibliotecas escolares, a pesquisa - de natureza qualitativa - contemplou uma abordagem de referencial teórico e de estudo exploratório - por meio de entrevistas semiestruturadas - sobre a implantação da política pública municipal levada a efeito na cidade de São Bernardo do Campo (SP), que teve como fruto a Rede Escolar de Bibliotecas Interativas (REBI), concebida a partir do paradigma da apropriação cultural. Como resultado, foram sistematizadas categorias a serem consideradas numa política pública voltada à criação, ressignificação e consolidação da biblioteca escolar em nosso país.
This research was based on the situation of Brazilian school libraries; still scarce in the educational environment and when they exist are usually only a collection of book; an organized collection of information. The issue takes on more relevance with the creation of Brazilian federal law no 12.244/10 which mandates the creation of libraries in all national educational institutions and defines them solely as a collection of material. Therefore, efforts focused only on providing access to library materials are sufficient to fulfill the schools obligation under the law. In this context, the study recommends the development of public policy focused not only on the creation of school libraries but also, and crucially, on redefining them, ensuring that they will be focused not only on the right to access information, but also the right to know how to access and use it. Aiming to understand and define criteria for the implementation of public policy for school libraries, this qualitative research included a theoretical approach and also an exploratory study - through semi-structured interviews on the implementation of the municipal public policy carried out in São Bernardo do Campo (SP), which led to the creation of Rede Escolar de Bibliotecas Interativas, a network of libraries based on the concept of apropriação cultural (Portuguese term that means the construction of meaning for the use of the informational/cultural Center). As a result, the criteria to be considered in public policy aimed at the creation, redefinition and consolidation of school libraries in Brazil have been defined.

Management is usually concerned with the motivation and job satisfaction of employees. When workers are adequately motivated and they derive sufficient satisfaction in their job, it is assumed that their productivity is likely to be enhanced. However, even without relating it to productivity, workers' job satisfaction is considered important enough to deserve serious attention from managers and researchers in various disciplines. This study intends to examine the motivation and job satisfaction of information specialists in public libraries in South Africa. The study of motivation is a candid search for answers to perplexing questions that revolve around human nature. There is no doubting the fact that the problem of motivating other people is surely as old as human history. The common adage that "one can lead a horse to water but cannot force it to drink" was, and remains, the most important aspect of the motivation problem. Because human behaviour is complex, there are numerous theories of motivation. Eight of the most well known theories are discussed: Maslow, Herzberg, MacGregor, McClelland, Atkinson, Hackman and Oldham, Vroom and Porter and Lawler. Attention is paid to the possible implications of the theories for library management. It seems though that, whatever theory of motivation one consults, some fertile sense and some constraining theory turns up. The focus should therefore rather be on the development and integration of existing theories to formulating new ones. A review of literature revealed that there is a relationship between motivation and job satisfaction. Thesurvey instrument was a forty-six-item questionnaire developed specifically for this study by the researcher. The first section of the questionnaire elicited background information, such as age, marital status, qualification, tenure, salary and benefits. The second section of the questionnaire gathered information about the participation and perceived participation of the responding information specialist in the library situation.

Abstract POxy 3965 offers a tantalizing glimpse of a kind of poetry virtually unknown to us before: encomiastic narrative elegy that celebrates contemporary historical events. In revealing this genre, Simonides’ “Plataea elegy” raises new questions about the relationships among epic, elegy, and historiography in the fifth century. In this poem, the heroic, epic past-including the death of Achilles and sack of Troy-evidently provides a paradigm for recent events.1 So, too, the poet who conferred undying kleos upon the Greeks at Troy serves as a model (or rival) for the present poet, who aspires to glorify the participants in the battle just fought (fr. 11.15-28). Full of surprises as it is, Simonides’ elegy has close connections to several familiar genres. Epic poetry obviously provides an important point of reference, helping to define both what the poem is and what it is not (cf. West 1993a; Clay, Aloni, and Stehle in this volume). So too does hymnic poetry (Obbink, this volume), epinician with its analogies between the contemporary athlete and heroic predecessors (cf. Harrison, this volume, and Aloni at n. 32), and earlier historical elegies. Texts such as the Plataea poem belong to those crowd-pleasing accounts of the past—including epic poetry, public funeral speeches, and Herodotus’ Histories— that Thucydides rejects in favor of a non-mythodic KTfjpta e$ aiei (1.21-22).2

Анотація:
The purpose of this pilot study was to investigate (1) students’ interest in reading English books, (2) students’ interest in using an online Virtual Library (VL), and (3) students’ experiences and preferences relating to the implementation of an online VL within an Academic English Program (AEP). First-year students (N=136) from a public university in southwest Japan participated in this study. The preliminary results provide a deeper understanding of student interest, experiences, and preferences relating to the implementation of a VL within an AEP.
