In 1914, the New South Wales (NSW) Government decided to alter its fisheries policy, with the development of an offshore trawling industry supplanting support for inshore fishing as its key development objective. Accordingly, between 1915 and 1923 the NSW Government operated a commercial trawling industry designed to fish previously unexploited fish stocks on the state’s continental shelf. The State Trawling Industry (STI) was designed to meet a mix of social and economic policy goals, with the NSW Government controlling all parts of the production line from catching to selling produce. This article examines the business structure of the enterprise to reveal the reasons for its economic failure. It argues that government entrepreneurship created a new consumer market and unintentionally paved the way for the rise of a modern private trawling industry.

AbstractThis article examines debates over Chinese indentured labor in the Australasian colonies at the height of the gold rushes. It does so through the testimony of Chinese gold miners who protested the seizure of their gold by customs officials in Sydney Harbour. As a result of these protests, a “New South Wales Select Committee into the Seizure of Gold from Chinese Miners” was established in 1857 to investigate customs law and “coolie” rights. The findings of this committee uncovered Chinese and white settler memories over failed coolie transportation schemes, revealing the ways in which the legacies of coolie migration continued to shape understandings in the Australian colonies of law, labor rights, and fair taxation well after the cessation of such schemes in the 1840s. The archive of Chinese grievance against the colonial state, preserved in testimonies given to the select committee, reveal the long shadow of slavery in the British Empire, the complexities of multiracial communities, and the role of law and legal institutions in shaping both.

This paper is an empirical and theoretical analysis of buggery charges brought against men in New South Wales in the period 1788—1838. Drawing on a previously unexamined archive, it shows that an irregular pattern of charges in the first forty years of colonization was displaced by a dramatic increase in buggery charges in the period 1828–1838, and a move towards charging accused persons capitally; that the genesis of most complaints was community, rather than official, surveillance; and that throughout the entire period witnesses were far from circumspect in their evidence of unspeakable acts. The paper then argues that the upswing in charges post-1828 was only partly related to the introduction of the Offences Against the Person Act 1828 and its lower evidentiary threshold for proof of buggery. More important, it suggests, was the acute moralism of NSW society in the 1820s and 1830s, generated in part by John Thomas Bigge's 1822 Report into the State of the Colony of New South Wales. The move towards capital charges, however, does appear to bear some relationship to the changes in the Offences Act. The final part of the paper connects social anxiety over buggery to the 1837–38 Molesworth Inquiry into Transportation and the eventual cessation of convict transportation to NSW in 1840.

Abstract The difficulties encountered by English authorities in resuming the regular and effective transportation of convicts overseas between the loss of the original American destination in 1775 and the opening of a penal settlement in New South Wales in 1787 are well known to historians of criminal justice. Far less so is the contemporaneous convict crisis in Ireland. This article considers the practice of convict transportation from Ireland throughout the eighteenth century. In particular, it examines a series of three dramatic incidents of the late 1780s in which Irish convicts were unscrupulously (though not illegally) abandoned in Cape Breton, Newfoundland and the Leeward Islands. It argues, first, that such practices were not entirely surprising given the great difficulties that had often been experienced in transporting convicts from Ireland even before 1775. It goes on to suggest that the subsequent decision of authorities in London to assume a directive role in the transportation of Irish convicts was informed by changing perceptions of the British state in both its national and imperial dimensions.

The article is dedicated to William Charles Wentworth, the leading Australian political figure during the first half of the 19th century, whose lifelong work for self-government culminated in the NewSouth Wales in 1855. While detecting his life-long activity we come to the conclusion that he was an exceptionally talented men: explorer, author, gifted barrister (he graduated from CambridgeUniversity with honours), landowner, and statesman. In 1819 he published a book “Statistical, Нistorical, and Political Description of The Colony of New South Wales and Its Dependant Settlements in Van Diemen’s Land” which was the first book of Australia written by native-born Australian. The analyses of this outstanding magnum opus, written by a young man before his thirties, allow to state that his book did much to stimulate emigration to Australia. It was reissued in revised and enlarged editions in 1820 and 1824. It is found out that while returning to Australia, Wentworth as a gifted orator and excellent journalist became the colony’s leading political figure of the 1820s and 1830s, calling for the abolition of convicts’ transportation and establishing representative government, freedom of the press and trial by jury. It is disclosed how he struggled for the Legislative Council (Parliament) and new Constitution in 1840s and 1850s; how he made primary education for all children in the colony a reality and did his utmost to open Sydney University. In sum: this great son of Australia accomplished everything he planned for his native land.

One aspect of rationalization of rural passenger services in the state of New South Wales, Australia is examined: the travel and activity consequences for rural consumers of the substitution of longer-haul bus services for rail passenger services. Interview surveys of bus passengers in selected communities and town residents who previously used train services or presently use bus services were used to develop travel-activity profiles in the pre- and postrationalization period. The extent and nature of reorientation of travel-activity patterns were assessed to determine the effects of service substitution. Results indicate that most respondents were able to adjust their travel-activity patterns and benefit from the service substitution's greater number of travel choices, despite relatively low levels of mobility. The new bus services provide a higher level of service and are well patronized by respondents. Rural public transportation patronage in the study communities is now higher compared with that in the prerationalization period. Furthermore, no evidence was found of a link between rationalization and decline in services provision. The conclusion is drawn that new rural bus services have been overwhelmingly accepted and are well patronized in the study communities. They have also attracted many car users. Longer-haul bus services are now an integral part of the network of rural passenger services and of travel-activity patterns.

The story of transport and accessibility problems in rural Australia is very similar to other wealthy countries with low rural densities and long distances such as the US and Canada ??? little or no public transport, very high levels of car ownership, and poor service provision. During the past two decades rationalisation and privatisation of services has led to the closure of many basic services in rural Australia. The withdrawal of services has necessitated longer distance travel for many rural residents ??? a problem which has been exacerbated by the rationalisation of public transport services. As a result there have emerged severe accessibility and mobility problems in rural areas, despite the presence of high levels of car ownership in such areas. In terms of rural transportation, the situation in Australia is characterised by two different features; first, poor public transport provision (or non-existence). Second; high levels of car ownership among rural residents. However, high levels of car ownership do not reflect high levels of prosperity; this is likely to indicate a situation of "enforced ownership" in response to declining levels of public transport provision. Furthermore, many rural residents neither own a car nor have access to a reliable public transport system due to socio-economic and location-based circumstances. Previous research has shown that these residents generally belong to groups who include the elderly, teenagers, students, Indigenous residents, unemployed persons and low-income households. Such groups have been termed transport-disadvantaged. The contention of this thesis, however, is that such groups are in a state of "transport need" given their range of transport related problems. This is one dimension of the accessibility problem in rural Australia, which has yet to be investigated. This thesis is concerned with the measurement of transport need through the development of several transport need indices using available census data. The key objective of this thesis is to investigate the relevance and suitability of need indices for identifying the relative spatial distribution of transport needs in rural areas. Geographical Information Systems (GIS) is used for the development, analysis and visualisation of the transport need index. This thesis examines transportation needs in rural NSW simply by measuring "demand" and "supply" components of transport. To measure the demand index, some socio-economic characteristics of population are involved including: the elderly, no or low car owning households, Indigenous people, students, children, unemployed persons, low-income households, and accessibility. A weight has been assigned to each component based on its relative importance among the other components. Weighted values are then standardised based on 100. To measure the supply index, six components, which represent the availability of various kinds of transport in rural NSW are involved and have been calculated by assigning weights and standardising to 100. These are: CountryLink rail services, CountryLink coach and bus services, Regional Services, Community Transport Program, Wheelchair taxi services, and School Buses. The final transport need for rural NSW is calculated by dividing demand index by supply index. It simply quantifies transportation needs across the rural Statistical Local Areas (SLAs) of NSW. In addition, this thesis discusses the potential and limitations of GIS and our transport need indices to be used as input to decisions about improvements in provision of services, and coordination of existing services to better meet identified needs, for the transport disadvantaged in rural NSW. In essence, this thesis is an attempt to make Australian transport and social services planners aware of the value of a need based transport-planning methodology.

This thesis examines from an historical perspective the series of events between 1995 and 1999 in which the public school teachers’ union, the New South Wales Teachers federation, challenged the NSW and Australian government’s provision of funding to private schools. Such funding is known colloquially as state aid. The state aid struggle is conceived in this thesis as an industrial relations contest that went beyond issues simply of state aid. The state aid struggle was a centrepiece of the Teachers Federation’s broader challenge to government’s intensification of efforts to reduce the federation’s effectiveness in shaping the public school system’s priorities. This thesis contends that the decisive importance of the state aid struggle arose from the fundamental strategy used by governments to lower the cost of schooling over time. To achieve this they undertook the state aid strategy – cost reductions would flow from residualising public schools, de-unionising teachers and deregulating wages and conditions. The state aid strategy was implemented through those areas of policy and funding over which the Federation had negligible control or where the Federation’s membership was disunited. The Federation was undermined by governments using policy initiatives to fragment teacher unity. By the end of 1999, governments’ prosecution of the state aid strategy did not seem to have been diverted from the main thrust of its course by the federation’s struggle.

Addressing inequities in health both within and between countries has attracted considerable global attention in recent years. In theory, equity remains one of the key policy objectives of health systems and underpins the allocation of health sector resources in many countries. In practice, however, current evidence demonstrates that only limited progress has been made in terms of bridging the health inequity gap and improving the health of the least advantaged. The persistence of inequities in health and health outcomes raises concerns about how governments and health authorities distribute limited health resources to improve the health of the poor and most vulnerable and thereby promote equity. This thesis is about equity and allocation of financial resources in the health system of New South Wales, one of the eight states of Australia. It investigated the extent to which there has been a movement towards equity in resource allocation to Area Health Services under the NSW Health Resource Distribution Formula and whether this has been reflected in equitable resource allocation within Area Health Services. It considered only resources allocated through the NSW Department of Health. The study employed a combination of qualitative and quantitative methods to gather and analyse data. The qualitative component analysed data gathered through semi–structured interviews with policy makers, health executives, managers, and other stakeholders to establish the resource allocation processes and the factors upon which the allocation decisions were based. The quantitative component analysed health expenditure and health needs data to assess the extent to which allocation of resources from the State to Area Health Service levels has been equitable in terms of reflecting the level of health needs. Two indices were constructed and used as proxies for health needs. Principal component analysis was used in the construction of one of the indices, using demographic, socio–economic and health-related data. The other index was developed using a combination of premature mortality and morbidity data. The quantitative study spans the two decades 1989/90 to 2006/07, with a more detailed analysis of material for the years 2003/04 to 2006/07. The findings of the study show a considerable degree of inequity in resource allocation with several Area Health Services (AHSs) receiving less than a fair share of funding for the years analysed, although some movements towards equity were evident. This contradicts the general impression that the introduction of the resource distribution formula in NSW has significantly improved equity in resource allocation. In general, funding allocation at the State level correlated significantly with population size but not with health needs of the eight AHSs in NSW. Similarly, within the AHSs, allocation of funds was based on programs and services and not on health needs. Key issues that emerged from the qualitative data as affecting the equity with which health funds are allocated in the NSW health system include limited use of the resource distribution formula at the state level, lack of an effective resource allocation tool to guide the distribution of funds within AHSs, and insufficient emphasis on equity at the AHS level. It is crucial that these and several other issues identifies in the study are addressed if current inequities in funding and in health outcomes generally are to be effectively reduced.

The research detailed in this thesis investigated how schools in NSW responded to the social and political project of Reconciliation at the end of the 1990s. -- The research used a multi-method research approach which included a survey instrument, focus group interviews and key informants interviews with Aboriginal and non Aboriginal teachers, elders and educators, to gather qualitative as well as quantitative data. Differing research methodologies, including Indigenous research paradigms, are presented and discussed within the context of this research. From the initial research questions a number of sub-questions emerged which included: -The exploration of meanings and perspectives of Reconciliation evident in both the school and wider communities contexts and the extent to which these meanings and perspectives were transposed from the community to the school sector. -The perceived level of support for Reconciliation in school communities and what factors impacted on this level of support. -Responses of school communities to Reconciliation in terms of school programs and teaching strategies including factors which enhanced the teaching of Reconciliation issues in the classroom and factors which acted as barriers. -- Firstly in order to provide the context for the research study, the thesis provides a brief historical overview of the creation of the Council for Aboriginal Reconciliation. It then builds a framework through which the discourses of Reconciliation are presented and deconstructed. These various meanings and perspectives of Reconciliation are placed within a linear spectrum of typologies, from 'hard', 'genuine' or 'substantive' Reconciliation advocated by the Left, comprising a strong social justice agenda, first nation rights and compensation for past injustices, to the assimiliationist typologies desired by members of the Right which suggest that Reconciliation is best achieved through the total integration of Aboriginal people into the mainstream community, with Aboriginal people accepting the reality of their dispossession. -- In between these two extremes lie degrees of interpretations of what constitutes Reconciliation, including John Howard's current Federal Government interpretation of 'practical' Reconciliation. In this context "Left" and "Right" are defined less by political ideological lines of the Labor and Liberal parties than by attitudes to human rights and social justice. Secondly, and within the socio-political context presented above, the thesis reports on research conducted with Indigenous and non Indigenous educators, students and elders in the context of the NSW school system to decipher meanings and perspectives on Reconciliation as reflected in that sector. It then makes comparisons with research conducted on behalf of the Council for Aboriginal Reconciliation during the 1990s on attitudes to Reconciliation in the community. Perceived differences are analysed and discussed.
The research further explores how schools approached the teaching of Reconciliation through a series of survey questions designed to document the types of activities undertaken by the schools with Reconciliation as the main aim. -- Research findings indicated that while both the community at large and the education community are overwhelmingly supportive of Reconciliation, both as a concept and as a government policy, when questioned further as to the depth and details of this commitment to Reconciliation and the extent to which they may be supportive of the 'hard' issues of Reconciliation, their views and level of support were more wide ranging and deflective. -- Findings indicated that, in general, educators have a more multi-layered understanding of the issues related to Reconciliation than the general community, and a proportion of them do articulate more clearly those harder, more controversial aspects of the Reconciliation process (eg just compensation, land and sea rights, customary laws). However, they are in the main, unsure of its meaning beyond the 'soft' symbolic acts and gatherings which occur in schools. In the late 1990s, when Reconciliation was at the forefront of the national agenda, research findings indicate that while schools were organising cultural and curriculum activities in their teaching of Indigenous history or Aboriginal studies - they did not specifically focus on Reconciliation in their teaching programs as an issue in the community. Teachers did not have a clearly defined view of what Reconciliation entailed and schools were not teaching about Reconciliation directly within their curriculum programs. -- The research also sought to identify facotrs which acted as enhancers of a Reconciliation program in schools and factors which were seen as barriers. Research findings clearly pointed to community and parental attitudes as important barriers with time and an overcrowded curriculum as further barriers to the implementation of teaching programs. Factors which promoted Reconciliation in schools often related to human agency and human relationships such as supportive executive leadership, the work of committed teachers and a responsive staff and community.

This thesis examines a ledger which listed all the causes of death in Darlinghurst Gaol, Sydney’s main gaol, from 1867 to 1914 when the gaol was closed and all the prisoners were transferred to the new Long Bay Gaol at Maroubra. The ledger lists the name of the deceased prisoner, the date of their death, the age of the prisoner at the time of their death and the cause of death along with any special comments relevant to the death where necessary. This ledger was analysed in depth and the death rates and diseases causing the deaths were compared to the general population in New South Wales and Australia as well as to another similar institution namely Auburn Prison, the oldest existing prison in New York State and the general population of the United States of America (where possible). Auburn Prison was chosen because it was the only other prison in the English speaking world (British Empire and United States of America) that had a similar complete list of deaths of prisoners in the same time frame – in this case beginning in 1888. The comparison showed that the highest death rates were in the general population of the United States of America (statistics on New York State alone could not be found) followed by Auburn Prison followed by the general population of Australia then the general population of New South Wales (the latter two were very similar) and the lowest death rates were in Darlinghurst Gaol. The analysis showed that individuals were less likely to die in the main prison, compared to the relevant general population in New South Wales and New York State despite the fact that 8 – 9% of these prison deaths were due to executions, a cause of death not encountered in the general population. This thesis explores the reasons why mortality rates were lower in prison despite the popular perception was that Victorian era gaols were places of harshness, cruelty and death (think of the writings of Charles Dickens, the great moralist writer who was the conscience of the era) compared to the general free population.

Acknowledging the federal nature of the Australian polity, it examines these processes that unfolded within both the Australian Commonwealth government and the government of New South Wales. The thesis provides a political history of domestic violence policy making in the identified period. It shows that policy responses to women escaping violent partners included both immediate measures (such as protection and justice strategies) and more long-term measures to attempt to secure the conditions for women�s financial, legal and personal autonomy. The elements found to have been most significant in shaping the development of such policies were the roles and identities of the participant players, including the driving role of the women suffering partner violence; the lack of contest in the early stages of policy achievement with established professionals in related fields; the uniquely �hybrid� role and positioning of refuge feminists; and the degree of integration and continuity which characterised the domestic violence policy process. The thesis also investigates the relationship between domestic violence policy making and the broader women�s policy enterprise. It demonstrates the care with which those involved avoided the dangers of sensationalism and tokenism while striving for an appropriate policy response. The thesis pays particular attention to the circumstances in which feminists in the early 1970s experienced their �discovery� of domestic violence. It demonstrates the significance of social and economic circumstances in shaping the political options of feminists in the thesis period and those preceding it, and the extent to which policy possibilities are shaped by representations of the nature and functions of policy itself. Finally, the thesis investigates the relationship between the strategic processes undertaken and the policy outcomes produced, finding that policies achieved in the thesis period complemented and in some ways transcended accepted policy practice in the relevant period.

Abstract New South Wales has more than 100 years of history of water licensing and allocation. This chapter reflects on the approach to water allocation in the current groundwater sharing plans, including general principles and underlying reasoning for application elsewhere. Focus is on groundwater-specific issues for transition from open to regulated access, while embedded within broader water regulations and connections to surface water management. Water allocation is built around water sharing plans that determine extraction limits, with community consultation. Water rights are differentiated in terms of water sources and priority, separated from land ownership, and from time-varying water allocations, subject to available water determinations. Both water entitlements and allocations can be traded, with rules governing impact of trade. Water sharing plans are state-level instruments explicitly connected in applicable regions to the Commonwealth-level Murray-Darling Basin Plan and associated extraction limits. Compliance is based firstly on metering of water extractions. Future prospects are also discussed.

Introduction: In 2018, the Australian Centre for Cannabinoid Clinical and Research Excellence (ACRE), a National Health and Medical Research Council (NHMRC) Centre of Research Excellence was funded to develop a suite of state-wide medicinal cannabis prescribing guidance documents. At this time, regulatory changes in Australia were enabling broader access to medicinal cannabis in a medical model. The initiative funded through the New South Wales (NSW) Government’s Clinical Cannabis Medicines Program enabled the development of practical resources to support NSW medical practitioners in prescribing medicinal cannabis to patients for conditions where cannabinoids are perceived to have some benefit. Aim: To provide interim guidance to support medical practitioners in the prescription of medicinal cannabis where they are perceived to have potential benefit. Methods: A team of clinical pharmacologists, pharmacists and clinicians collaborated in the development of the first tranche of prescribing guidance documents. The suite of six medicinal cannabis prescribing guidance documents covered the most common indications for which prescriptions for medicinal cannabis were being sought by NSW patients: dementia; anorexia and cachexia; nausea; chemotherapy-induced nausea and vomiting; spasticity; and chronic non-cancer pain. In 2019, the draft guidance documents underwent a comprehensive review and consultation process involving fifty key stakeholders before publication. Results: The ACRE medicinal cannabis prescribing guidance documents have been widely adopted, both in NSW and around the world. The prescribing guidance documents are now recommended as a health professional educational resource by the Australian national medicines regulator the Therapeutic Goods Administration and state health departments. The prescribing guidance on epilepsy from the second tranche of guidance documents has recently been published in the British Journal of Clinical Pharmacology. National medicinal cannabis prescribing pattern data and enquiries to the first-of-kind, state-government funded medicinal cannabis advisory service for medical practitioners informed the themes of the second tranche of six medicinal cannabis prescribing guidance documents being developed in 2022. Conclusions: ACRE medicinal cannabis prescribing guidance documents delivered interim guidance to Australian medical practitioners on the evidence-based and best-practice prescription of medicinal cannabis. Prescribing guidance document themes align with Australian medicinal cannabis prescribing patterns and areas where medical practitioners are seeking further information and advice. It is anticipated that the prescribing guidance documents will be updated periodically as further evidence becomes available. Polycentric city regions are expanding worldwide, often spanning national borders. Using literature review and document research, comparative case studies of regional planning of Australia’s emerging internal trans-border city regions are presented. The paper examines fifty years of trans-border planning efforts at three urbanizing borders of the Australian state of New South Wales, demonstrating different levels of commitment and success, partly depending on the proximity (or remoteness) of each trans-border city region to the capital cities in each state or territory. Evidence is provided that effective trans-border planning of city regions depends on overcoming differing levels of commitment to trans-border planning by the state jurisdictions involved.

This paper is based on archival research done for a larger project looking at the impact of emergent transnational networks in Asia on the work of New South Wales architects. During the period of the Cultural Revolution in China (1966-1976), the neighbouring territories of Macau and Hong Kong served as centres of resistance, where an expatriate population interested in traditional Asian arts and culture would find growing support and patronage amongst the elite intellectual class. This brought influential international actors in the fields of journalism, filmmaking, art and architecture to the region, including a number of Australian architects. This paper traces the history of one such Australian émigré, Alan Gilbert, who arrived in Macau in 1963 just before the Cultural Revolution and continued to work as a professional filmmaker and photojournalist documenting the revolution. In 1967 he joined the influential design practice of Dale and Patricia Keller (DKA) in Hong Kong, where he met his future wife Sarah Lo. By the mid 1970s both Alan Gilbert and Sarah Lo had left to start their own design practice under Alan Gilbert and Associates (AGA) and Innerspace Design. The paper particularly explores their engagement with ‘reform-era’ China in the late 1970s and early 1980s when they secured one of the first and largest commissions awarded to a foreign design firm by the Chinese government to redesign a series of nine state- run hotels, two of which, the Minzu and Xiyuan Hotels in Beijing, are discussed here.

Modern concrete silos and grain elevators are a persistent source of interest and fascination for architects, industrial archaeologists, painters, photographers, and artists. The legacy of the Australian examples of the early 1900s is appreciated primarily by a popular culture that allocates value to these structures on aesthetic grounds. Several aspects of construction history associated with this early modern form of civil engineering have been less explored. In the 1920s and 1930s, concrete grain elevator stations blossomed along the railway networks of the Australian Wheat Belts, marking with their vertical presence the landscapes of many rural towns in New South Wales, Queensland, Victoria, and Western Australia. The Australian reception of this industrial building type of American origin reflects the modern nation-building aspirations of State Governments of the early 1900s. The development of fast-tracked, self-climbing methods for constructing concrete silos, a technology also imported from America, illustrates the critical role of concrete in that effort of nation-building. The rural and urban proliferation of concrete silos in Australia also helped establish a confident local concrete industry that began thriving with automatic systems of movable formwork, mastering and ultimately transferring these construction methods to multi-storey buildings after WWII. Although there is an evident link between grain elevators and the historiographical propaganda of heroic modernism, that nexus should not induce to interpret old concrete silos as a vestige of modern aesthetics. As catalysts of technical and economic development in Australia, Australian wheat silos also bear important significance due to the international technology transfer and local repercussions of their fast-tracked concrete construction methods.

Aim/Purpose: This paper discusses theoretical and curricular aspects of computational thinking in curriculum and challenges noticed on introducing recent ICT perspectives in Australian Schools. Background: It presents the way computational thinking is defined and understood in curriculum documents and a set of relatively new implementations that were de-signed nationally and in the New South Wales state. Methodology: This paper uses qualitative research methods such as content analysis and text analysis methods. Contribution This research analyzes some recent trends in introducing computational thinking and explore the was these reforms are described in the official documents. Findings: It was noticed that although the importance of computational thinking was highly emphasized, the documents cannot describe a consistent implementation of this set of educational policies, as at this time implementing computational thinking largely underperforming. Recommendations for Practitioners: It is recommended a more systemic way of designing policies and curriculum content for the integration of computational thinking in Australian schools. Future Research: Future research needs to explore reasons for delaying these reforms of introduc-ing computational thinking.

The aim of this paper is to demonstrate how existing jointed reinforced concrete pavements (JRCPs) are incorporated in the design of new and/or widened lanes as part of the Easing Sydney's Congestion (ESC) Program. The ESC Program is one of the Transport for New South Wales' initiatives to meet the increasing demand for infrastructure in the state. At the inception of the Program in 2016, major capital expenditure was set over AU $2.1 billion over five years to 2021. NSW is the State in Australia with the largest number of concrete pavements in the urban road network; mostly JRCPs many of which are now more than 40 years old and surfaced with nominal 50 mm asphalt. As part of the more than 50 projects delivered, the existing concrete pavements required widening to allow for additional lanes and extension of turning lanes. Whilst the pavement designs had to meet minimum engineering standards with a design life of 40 years, they also needed to cater for rapid construction to mitigate disruption to road users in limited construction space. This paper will describe the approach used to gain information on the existing pavements, the different pavement structures constructed, the detailing of the widenings, the specification of various concrete mixes including high-early strength materials and lessons learnt from the construction phase.

A 36-lane-mile (60 lane-km) international roadway was rehabilitated in the United States of America (USA) during 2018 by the New Mexico Department of Transportation (NMDOT) to provide uninterrupted long-life pavement performance for commercial users of the roadway. The southern border of the USA with the country of Mexico marks the starting point of New Mexico State Road 136 (NM 136), a four-lane divided roadway that carries heavily-loaded trucks associated with the United States–Mexico–Canada Agreement (USMCA), formerly the North American Free Trade Agreement (NAFTA). Truck traffic in the dual north- and south- bound lanes of this roadway is especially high on the 9-mile (15-km) section of NM 136 between the international border and an intermodal railway facility located in the USA state of New Mexico. Prior to this rehabilitation project, the structural cross-section of NM 136 consisted of 4.5 to 6.0 inches (110 to 150 mm) of asphalt on 5.0 to 6.0 inches (130 to 150 mm) of coarse-grained soils. Prior to this project on NM 136, NMDOT had very little experience with concrete pavements and none with continuously reinforced concrete pavements (CRCPs). The structural design for this rehabilitation project utilized the existing asphalt pavement as a satisfactory base for the CRCP by milling 1.5 inches (40 mm) of the existing asphalt concrete (AC) pavement and applying a 1.5-inch (40-mm) AC levelling course followed by the CRCP. This paper presents the design and construction related details of the NM 136 CRCP project.
