Повний текст джерелаInternet es un ecosistema en continua evolución. Formado por una multitud de redes o Sistemas Autónomos (Ases), los acuerdos de interconexión son una pieza esencial de Internet, que permite que los usuarios finales disfruten de conectividad global. La vertiginosa adopción de Internet, el desmesurado crecimiento de su trafico y las crecientes demandas por una mayor calidad de servicio son un desafío que produce constantes conflictos sobre los acuerdos económicos entre las redes y cuestiona la capacidad de Internet para proveer servicios críticos. Esta tesis estudia los aspectos económicos de la interconexión entre Ases, identifica desafíos que amenazan el futuro de Internet y propone soluciones para resolverlos. Primeramente realizamos el primer estudio analítico y empírico sobre el peering remoto, un tipo emergente de interconexión que relaja las limitaciones geográficas de los Ases y facilita interconexiones a un menor coste. Después presentamos CIPT y T4P, dos nuevos tipos de interconexiones que reducen los costes de interconexión entre redes. Puesto que algunas de las limitaciones son inherentes a la presente arquitectura de Internet, finalizamos la tesis proponiendo Route Bazaar, una nueva arquitectura de Internet que, inspirada en el mecanismo de block chain y las herramientas criptográficas típicas de las criptomonedas, provee un marco contractual para realizar tipos de interconexiones muy flexibles.
The Internet is an evolving ecosystem where a multitude of interconnected networks, or Ases (Autonomous Systems), support global connectivity of end users. By providing economic incentives for routing traffic on behalf of other networks, interconnection agreements between ASes are a cornerstone of the Internet. However, rapid Internet adoption, unrelenting traffic growth, and increasing demands for quality and performance are challenging to cope with, provoke recurrent conflicts over the economic settlement of interconnections, and question the capacity of the Internet to provide critical services. This thesis studies the economic aspects of the interconnections between ASes, identifies challenges hampering the future of the Internet, and proposes solutions to resolve them. We begin by presenting the first analytical and empirical study on remote peering, an emerging type of interconnections that relaxes the geographical constraints of ASes and also facilitates interconnections at a lower cost. Then we introduce CIPT and T4P, two novel interconnection arrangements that reduce traffic delivery costs for the ASes. Because some of the limitations are inherent to the current Internet architecture we end this thesis presenting Route Bazaar, a new Internet architecture that, inspired by the use of the block chain mechanism and cryptographic tools in cryptocurrencies, provides a contractual framework for flexible interconnections with rich policies.

Повний текст джерелаSince the redemocratization process in the Eighties, the political configuration in Brazil passes through important changes. One of them has to do with relational patterns between civil society and State. With the political opening, social movements come back to prominence, whereas the State opens communicational and social participation channels. It widens then the dialogue between state and society and the social movements claim more intensely their demands for public policies. The sixteen years that the Workers‟ Party (Partido dos Trabalhadores - PT) was in charge of the Municipality of Porto Alegre and the period that it ran the State Government represent the leading role in adopting public policies towards solidary economy (SE) in Brazil, which were eventually applied on a nationwide basis. The institutionalization of the claims of several organized social parties since 1990s reveals the intense transit of actors that move between the civil society‟s organizations and the institutional political field. Such evidence is emblematic on the case of experiences of SE, as well. From the perception that there are positions occupied by actors present both at the civil organizations and the institutional political field, it is analyzed the concept of permeability of the Brazilian State to external actors, focusing on a specific pattern of permeability: the institutional transit. The central objective of this essay is to understand the relations between civil society and State taking into consideration its “limits”, to the extent that the presence of the actors in both spheres reveals the fluidity of these “boundaries”. To the realization of this research essay, it was made an analysis of the political trajectory of eleven SE militants that took office at the public administration. These interviewees have in common the characteristic of moving between the SE representative entities, political parties, NGOs and State institutions. Through the analysis of the trajectories, we can establish that the changes occurred after the redemocratization process intensified the relations between State and society, rendering more evident the permeability patterns of the state sphere to extraneous actors and, consequently, less strict the “boundaries” between civil society and state.

This Dissertation investigates the social function of the symbol of God's Kingdom and the role it played during specific periods of the history of the Christian religion, as well as the ways in which was suitable as power of social legitimacy by different groups. To achieve this, we used a methodology that is divided in three moments: as a basic strategy is research used the qualitative method, which will assist in the description of the Kingdom of God, symbol of its meaning, ressignifica??es and evolution that suffered during the periods covered; How to approach and method of data collection was chosen the hypothetico-deductive, through which, from the gap of knowledge that is evident in problem formulated, it is possible to develop hypotheses and test them through the process of deductive inferences; finally, as a method of procedure and data analysis is comparative-historical method, which, at the time investigating the events, circumstances and institutions of the past, can also check similarities and explain differences with other periods, explaining the way the social function of the Kingdom of God symbol was developed in the past and its influence in later periods. One of the hypotheses obtained as a result is that the main social function of the symbol of God's Kingdom play a structuring role and organizer of life in society, through a discursive and symbolizing action plan whose objectives are to create an ideal society through religion. With that, one of the arguments that is driven by this result relates to ambiguity in the use of the symbol that is the result of disputes and group interests, sometimes antagonistic, who dispute the legitimacy and the symbol manipulation.

Para isso, ? utilizada uma metodologia que divide-se em tr?s momentos: como forma de estrat?gia b?sica de investiga??o ? utilizado o m?todo qualitativo, o qual ir? auxiliar na descri??o do s?mbolo Reino de Deus, de seu significado, ressignifica??es e evolu??o que sofreu durante os per?odos abordados; como m?todo de abordagem e de coleta de dados foi escolhido o m?todo hipot?tico-dedutivo, pelo qual, a partir da lacuna de conhecimento que se evidencia no problema formulado, ? poss?vel elaborar hip?teses e test?-las pelo processo de infer?ncias dedutivas; por fim, como m?todo de procedimento e an?lise dos dados ? utilizado o m?todo hist?rico-comparativo, o qual, ao tempo que investiga acontecimentos, circunst?ncias e institui??es do passado, tamb?m pode verificar similitudes e explicar diverg?ncias com outros per?odos, explicando, assim, a forma com que a fun??o social do s?mbolo Reino de Deus foi desenvolvida no passado e a verifica??o de sua influ?ncia nos per?odos posteriores. The implementation of governmental programs of decentralization of water access and management stands as an important chapter in the recent trajectory of state intervention in the Brazilian semi-arid region. Public policies such as the One Million Cisterns Program (P1MC) and the One Land and Two Waters Program (P1 + 2), proposed by the Articula??o Semi?rido Brasileiro (ASA -Articulation in the Brazilian Semi-arid), undergo, currently, a process of consolidation as innovative experiences of social participation in the formulation and implementation of public policies. Several technologies developed as a result of historical processes of interaction established between sertanejo peasants and nature in the semi-arid region, or generated in the realm of civil society organizations or research institutions, started to be developed as an alternative to the hegemonic model of State intervention centered in large scale development projects oriented by the concept of ?drought combat?. ASA was a fundamental actor in the recovery, systematization, valuing and development of several technologies, presented as an alternative to large scale engineering works historically advocated by public policies. ASA's work and the critique of social organizations against the criticism of the drought combat model placed the technological issue at the center of public debate. In a context of enhancing interactions between civil society and the State, enabled by the political democratization of the country, this debate reached the spaces of policy formulation. In the present work, we will try to understand the trajectory of construction of public policies oriented by the approach of coexistence with the semi-arid and how the interactions established between the public power and civil society organizations, influenced the generation, dissemination and institutionalization of the technologies proposed by P1MC and P1 + 2. As conceptual references, we used approaches related to the field of Social Studies on Science and Technology, particularly social constructivism and the Muti-level Perspective. Research methods encompassed interviews with key stakeholders involved in the process of formulation and implementation of the studied policies, analyzing, as well, audit documentation, meeting minutes and technical and executive projects related to the various phases of implementation of the programs analyzed. The research findings show that the interaction between civil society and the State in the legislation process constitutes a key arena in the pattern making and manualization procedures of the technologies of coexistence with the semi-arid
A implanta??o de programas governamentais de descentraliza??o do acesso ? ?gua figura como um cap?tulo importante na trajet?ria recente de interven??o estatal no semi?rido brasileiro. Propostas pela Articula??o Semi?rido Brasileiro (ASA), pol?ticas como o Programa Um Milh?o de Cisternas (P1MC) e o Programa Uma Terra e Duas ?guas (P1+2) v?m se consolidando, no per?odo mais recente, como experi?ncias inovadoras de participa??o social na formula??o e implementa??o de pol?ticas p?blicas. Nesse processo, diversas tecnologias desenvolvidas na intera??o hist?rica dos camponeses sertanejos com a natureza semi?rida, ou geradas no ?mbito de organiza??es da sociedade civil e institui??es de pesquisa passaram a ser implementadas como alternativas ao modelo de interven??o estatal hegem?nico, centrado nas grandes obras de ?combate ? seca?. A cria??o da ASA foi um ator fundamental no resgate, sistematiza??o, valoriza??o e desenvolvimento de muitas tecnologias alternativas ao modelo das grandes obras preconizado, historicamente, pelas pol?ticas governamentais. A atua??o da ASA e a cr?tica das organiza??es sociais ao modelo de combate ? seca colocaram a quest?o tecnol?gica no centro do debate p?blico. Em um contexto de crescentes intera??es entre a sociedade civil e o Estado, oportunizado pelo processo de democratiza??o pol?tica do pa?s, este debate alcan?ou os espa?os de formula??o de pol?ticas. No presente trabalho, buscaremos compreender como se deu a trajet?ria de constru??o das pol?ticas p?blicas orientadas pelo enfoque da conviv?ncia com o semi?rido e como as intera??es estabelecidas entre o poder p?blico e as organiza??es da sociedade civil influenciaram o processo de gera??o, dissemina??o e institucionaliza??o das tecnologias propostas pelo P1MC e P1+2. This dissertation explores structures of power from the point of view of empowerment and resistance in a shared economy model, having Uber (since its arrival in the country) as object of study. To this end, it relies on a qualitative method of interpretativist approach through a single case study. By identifying the agents' discourses of the urban mobility socio-technical system, in the voice of media vehicles and specialized websites, this research proposes to analyze how power structures are organized. The study lists three perspectives, an ?economic model?, a ?business model? and ?sustainable development?, built to group the ?two sides of the same coin?, empowerment and resistance, proposing a ?conversation? between them. It presents a view of the relationship with the collectivity through two mechanisms, also of opposing forces: ?quest for legitimacy? and ?reinforcement to the status quo?. In a complementary way, it proposes a discussion section about uberism and its variations. Among the aspects listed in this section, issues of regulation and characteristics of the so-called Uber economy stand out. It brings, as theoretical basis, concepts of the Transition Theory for Sustainable Development, the Multiple Level Perspective (MLP) and an applied study that links sharing economy to the notion of socio-technical systems. With this, it seeks to demonstrate the ?game? of forces between empowerment and resistance in the Brazilian context of the socio-technical system of urban mobility. A combination of technological trajectories that have been destabilizing and pressuring the existing socio-technical structures pointed out for the existence of transitions to sustainable development.
Esta disserta??o explora estruturas de poder sob o ponto de vista de empoderamento e de resist?ncia em um modelo de economia compartilhada, tendo a Uber (desde sua chegada ao pa?s) como objeto de estudo. Para tal, apoia-se em um m?todo qualitativo de abordagem interpretativista por meio de um estudo de caso ?nico. Prop?e-se a analisar como est?o organizadas as estruturas de poder identificando os discursos de agentes do sistema sociotecnico de mobilidade urbana na voz dos ve?culos de m?dia e de sites especializados. O estudo elenca tr?s perspectivas, modelo econ?mico, modelo de neg?cio e desenvolvimento sustent?vel, constru?das de forma a agrupar os ?dois lados da mesma moeda?, empoderamento e resist?ncia, propondo uma ?conversa? entre eles. Apresenta um olhar da rela??o com a coletividade atrav?s de dois mecanismos, tamb?m de for?as contr?rias: ?busca por legitimidade? e ?refor?o ao status quo?. De forma complementar, prop?e uma se??o de discuss?o acerca de uberismo e suas varia??es. Dentre os aspectos elencados nesta se??o, destacam-se quest?es de regula??o e caracter?sticas da chamada Uber economia. In the recent years, due to the medical treatment, science and technology, society process speedily, which extend a national’s average life-span. Meanwhile, it urges the speed of aging of population. At present, Taiwan has already been an aged society. We can predict that it will be 19.5% senior population in 2003. In 2040, the aged population will become 25%, which meant in every four people, there will be one aged. Consequently, aging of population will be more obviously. The traffic’s autonomy and active ability of aged is not as convince as younger. Contrasting to the modern year, they would likely to be ignored or biased. Therefore, in this background of studying, mass transit must improve something in their system and facilities; thus, they can answer readily to the change of the population in the future. This research uses statistic analysis software SPSS/PC 10.0 and Microsoft Office EXCEL to do data analyze. Also, we make use of methods such as Reliability Analysis, Descriptive Statistics Analysis, Regression with Dummy Variables, Paired T test, Important-Performance Analysis, called IPA …etc to address further blocks of substance, information, system and sense. According to each of the methods as above, we make up the order of improvements- chief reformation, second reformation, continued reformation and final reformation. In the light of these barriers, figure out what it result from and how do aged feel. Finally, provide some policies as consult to help the units to manage the oncoming advanced aged society.
