Grâce à l’analyse des déclarations de mission de 785 startups de technologie éducative, nous identifions cinq mécanismes par lesquels l’IA peut bénéficier et transformer le domaine de l’enseignement de la gestion dans un monde post- COVID-19. Notre recherche est l’une des premières à proposer un cadre théorique global pour mieux comprendre l’impact d’une technologie disruptive dans un domaine traditionnel et immuable de l’enseignement supérieur, et plus particulièrement sur l’enseignement du management.

L’auteur propose la description d’un modèle qui explicite la refiguration de sensibilités en relation avec une technologie – l’implant magnétique est utilisé ici comme exemple princeps. Dans un premier temps, l’individu connecté éprouve plusieurs sensations. Une connexion primaire se forme alors entre ces sensations, par l’intermédiaire d’une perception de l’éprouvé, c’est-à-dire d’une première interprétation. C’est le point d’appui de la transformation du schéma corporel, à l’endroit même de l’éprouvé provoqué par la technologie. À partir de cet ensemble corporel formé par un groupement de sensations-perceptions, sa représentation advient, sous la forme d’une part de l’image de la chose corporelle et d’autre part, de l’image de mot de l’image de la chose corporelle (connectée). Une connexion secondaire (hybridation psychique) se met alors en place, par appui sur des fantasmes d’intégration, entre l’expérience corporelle et la technologie. Se constitue ainsi une expérience hybride fondée sur la représentation de l’expérience corporelle, d’un côté, de la technologie et de son fonctionnement en relation avec le corps, de l’autre. Le Moi-cyborg (Tordo, 2019) apparaît comme le maître d’œuvre de ces transformations.

<p>Cet article s’intéresse sur la possible création d’une “biodiversité” au sein de l’espèce humaine. Certains scientifiques et philosophes transhumanistes défendent aujourd’hui un progressisme prométhéen de transformation de la nature humaine par la technologie. Cette utopie technoscientifique ayant pour objectif l’amélioration de l’être humain s’appuie sur les pouvoirs nouveaux de la biomédecine. Du point de vue des technologies convoquées autant que de la relation à l’être humain, les spéculations posthumanistes oscillent entre deux orientations. La première se situe davantage dans le prolongement du transhumanisme, c’est-à-dire de la transformation biophysique de l’être humain; cette voie accentue soit les technosciences du vivant (biotechnologie, génétique, neuroscience) soit les technologies prothétiques et cybernétiques. La seconde orientation est “externe” car elle ne passe pas par une telle transformation. Elle extrapole à partir des recherches et inventions dans les domaines de la robotique et de l’intelligence artificielle (IA).</p>

Cette étude porte sur l’utilisation de membranes céramiques hydrophobes pour la concentration du jus de fruits par évaporation osmotique, ainsi que sur l’impact du procédé sur la flore endogène du jus. Après avoir caractérisé les membranes et étudié l’impact du nettoyage sur l’hydrophobicité de ces dernières, il a été possible de définir une procédure de nettoyage adéquate à leur utilisation dans l’industrie alimentaire. L’étude des performances du procédé en terme de flux évaporatoire en fonction des conditions expérimentales a montré que la principale résistance au transfert de matière est localisée au niveau de la membrane elle-même. Enfin, même si aucune croissance n’est observée dans les solutions de concentration supérieure à 60g. 100g-1ESS, la viabilité de microorganismes n’est pas affectée par le procédé<br>This study concerns the use of hydrophobic ceramic membranes for the concentration of the fruit juice by osmotic evaporation, as well as on the impact of the process on the endogenous flora of the juice. After having characterized the membranes and studied the impact of the cleaning on the hydrophobicity of the surface of membranes, it was possible to define a procedure of cleaning adapted to their use in food industry. The study of the performances of the process in term of evaporation flux according to the experimental conditions showed that the main resistance for the mass transfer is localized at the level of the membrane itself. Finally, even if no growth is observed in the solutions of superior concentration in 60g. 100g-1 ESS, the viability of microorganisms is not affected by the process

Cette étude a été entreprise afin de trouver de nouvelles voies de valorisation des agaves dont la culture est indispensable à l'économie et à l'environnement du Mexique. Elle comprend à la fois un travail de caractérisation de la matière première (aguamiel et extraits de cœurs d'agave) mais également une étude des potentialités des technologies membranaires en vue du fractionnement et de la purification industrielle de fructanes. Il a été vérifié que l'aguamiel, jus renfermant principalement par des sucres (67% de l'extrait sec) et un peu de fructanes (10% de l'extrait sec) peut être considéré comme une matière première d'intérêt pour l'élaboration de boissons fonctionnelles en raison de la présence, outre les fructanes, d'acides aminés essentiels libres et d'acide -aminobutyrique (GABA). Les fructanes extraits directement des coeurs d'agave pulquéro et d'Agave tequilana sont constitués d'un mélange de structures de type inuline, lévane et graminane branché appelé ici agavine. Le degré de polymérisation maximal (DPmax) des fructanes, déterminé par chromatographie liquide haute performance d'échange d'anions (CLEAHP) est respectivement égal à de 25 pour les fructanes d'agave pulquéro et à 80 pour ceux de l'Agave tequilana. Un procédé de séparation sur membrane impliquant 4 étapes de filtration successives a été mis au point et a permis de préparer à partir d'un mélange de fructanes extrait de cœurs d'Agave tequilana, 3 fractions renfermant respectivement des fructanes de haut DP (DP>40), des fructanes de DP intermédiaires (10<40) et des fructo-oligosaccharides (FOS) dont le DP est inférieur à 10 et ne contenant plus de mono et disaccharides<br>This study was conducted in order to provide new opportunities to use agaves, their cultivar being essential to the economy and the environmental preservation of Mexico. The study consists both in a general characterization of raw materials (aguamiel and agave heart's extracts) and the assessment of the potential of membrane technology in the fractionation and purification of fructans from this raw material. This study shows that the aguamiel, a juice composed mainly of sugars (67% of the dry material) and fructans (10% of the dry material) can be of interest for the production of functional drinks, not only for the presence of fructans but also because it contains free essential amino acids and -aminobutyric acid (GABA). The fructans extracted directly from agave pulquero and Agave tequilana hearts consist of a mixture of structures of the type of inulins, levans and branched graminans known as agavins. The maximal degree of polymerization (DPmax) of fructans, determined by anion-exchange high performance liquid chromatography is 80 and 25 for the Agave tequilana and pulquero respectively. A mixture of fructans obtained from the heart extracts of Agave tequilana has been subjected to a membrane separation process involving four successive filtrations optimized to extract fructans with high (>40), intermediate (10<40) and low (<10; fructo-oligosaccharides (FOS)) degrees of polymerization

La Transformation d’Espace appelée aussi Transformation Optique (TO) est un outil de conception électromagnétique puissant qui a permis la conception de nouveaux dispositifs tels que la célèbre “cape d'invisibilité”. Cette thèse s’inscrit dans la continuité directe de celle de M.D. Clemente Arenas (Application de la transformation d'espace à la conception d'antennes à diagramme de rayonnement contrôlé, 2014) et porte sur l’utilisation de la TO pour modifier drastiquement le rayonnement d’une antenne patch. Ces fortes modifications du rayonnement sont habituellement obtenues avec l’aide d’un superstrat encombrant et constitué de matériaux ayant une perméabilité et permittivité exotiques (métamatériaux). L’objectif est donc ici de réduire cet encombrement et de simplifier la réalisation en utilisant des matériaux diélectriques standards. Ainsi, grâce au superstrat développé, une antenne patch ayant un gain réalisé de 7 dB devient une antenne présentant deux lobes dans le plan azimutal de gain réalisé de 3.5 dB. Le superstrat, d’épaisseur 0.12λ, est conçu à l’aide de deux matériaux uniquement : Alumine (εr = 9.9) et Fullcure (εr = 2.8), alors que le profil initial comporte une permittivité variant entre 1 et 15 et une perméabilité entre 0.3 et 3. Divers degrés de libertés dans la conception permettent d'adapter notre solution pour concevoir d’autres superstrats avec des fonctionnalités différentes: diagramme ayant une ouverture de plus de 180° dans un plan, diagramme end-fire, etc. Les applications visées sont notamment celles de l’aéronautique pour lesquelles il existe aujourd’hui sur les aéronefs plusieurs dizaines d’antennes pour assurer toutes les liaisons nécessaires aux communications, à l’identification, au positionnement, etc. La géométrie du porteur conduit alors à utiliser plusieurs antennes protubérantes pour remplir cette mission. Cependant pour un avion, ces excroissances contribuent à dégrader l’aérodynamisme de l’appareil ce qui se traduit par une consommation plus importante. Le but est donc de proposer des solutions antennaires à rayonnement nonconventionnel et non protubérante compatible avec une intégration sur dérive ou fuselage. Le concept est validé à l'aide d'une maquette réalisée avec une imprimante 3D et avec le soutien d’Airbus Group Innovations<br>Transformation Optics (TO) is a powerful electromagnetic design tool that enables the design of new devices such as the famous "invisibility cloak". This thesis is in direct continuation of that of M.D. Clemente Arenas (Application de la transformation d'espace à la conception d'antennes à diagramme de rayonnement contrôlé, 2014) and focuses on the use of the TO to drastically change radiation of a patch antenna. These sharp changes in radiation pattern are usually obtained using bulky superstrates made of metamaterials having exotic permeability and permittivity values. The objective of this thesis is to reduce the thickness of the superstrate and simplify the fabrication by enabling the use of standard dielectric materials. Thus, a patch antenna with realized gain of 7 dB is transformed, with the help of proposed superstrate, into an antenna having two lobes in the azimuth plane withrealized gain of 3.5 dB. The 0.12λ thick superstrate is designed using two standard dielectric materials only: Alumina (εr = 9.9) and FullCure (εr = 2.8), whereas the previous solution had variation in permittivity between 1 and 15 and in permeability between 0.3 and 3. Various degrees of freedom in the design allow adapting this solution to develop new superstrates for other applications: radiation pattern with HPBW greater than 180 ° in one plane, end-fire radiation pattern, etc. Target applications include those of aeronautics. Today, dozens of antennas on an aircraft are required to ensure the necessary communications links, identification, positioning and other purposes. The structure of the aircraft necessitates use multiple antennas to fulfill this mission, which are fixed and protrude on fuselage or wings. However, for an aircraft, these protuberances contribute to the aerodynamic drag, which results in higher fuel consumption. Le but du travail etait de transformer les cires, residus de l'industrie de la parfumerie insolubles dans l'ethanol, en composes odorants solubles dans ce solvant. Les produits obtenus, dont certains sont a haute valeur ajoutee, permettent ainsi la valorisation de sous-produits industriels. Apres une etude complete de la composition chimique de ces cires, des methodes biologiques faisant intervenir des microorganismes ou des enzymes ont pu etre elaborees, afin d'optimiser leur transformation. Ces techniques permettent l'obtention de produits qui ont ete analytiquement caracterises et qui possedent le label naturel, tres important en parfumerie. Une methodologie faisant intervenir des lipases, et plus particulierement celle de rhizopus arrhizus, en milieu organique a ete retenue. Les reactions de transesterification par des esters courts, tels que l'acetate d'ethyle, ont donne les meilleurs resultats; elles permettent d'obtenir un accroissement des gains de solubilite dans l'ethanol et des produits possedant d'excellentes qualites olfactives. La technologie selectionnee a pu etre generalisee a tous les types de cires existant en parfumerie ainsi qu'a leurs concretes correspondantes. Le procede mis au point au cours de cette etude peut etre utilise, en fonction des necessites, soit dans un systeme discontinu de type batch, soit dans un systeme continu de type reacteur colonne. Les differentes etapes du procede font appel a des techniques qui sont classiques dans l'industrie de la parfumerie et tres faciles a mettre en uvre, ce qui a facilite son industrialisation. Les transformations chimiques realisables par condensation des carboxyles portes par des membranes constituees d'une base polyolefinique sur laquelle est greffe de l'acide polyacrylique ont ete envisagees en vue de diversifier les applications de ces membranes. Sauf pour la preparation d'esters aliphatiques, ces transformations impliquent une etape d'activation des carboxyliques menant a la formation de derives condenses acyles metastables enrichis en energie. Les anhydrides de polyacryloyle et les polyacrylates de paranitrophenyle constituent des formes activees qui peuvent etre preparees avec d'excellents rendements. Ces derives ont permis de realiser l'acylation d'alcools divers, d'amines et d'aminoacides. Ainsi ont ete fixes en milieu membranaire la n,n-dimethylethylenediamine qui possede, outre une fonction amine acylable, une fonction amine tertiaire qui peut etre facilement quaternisee, conduisant ainsi a l'obtention d'une membrane amphotere ou anionique. De meme la condensation de taurine qui possede un groupe acide sulfonique permet d'introduire des groupes echangeurs cationiques forts. L'histidine, dont le noyau imidazole est dote d'une activite catalytique, a egalement ete fixee selon cette voie. Ces reactions de transfert d'acyle a partir de formes activees des carboxyles (ester ou anhydride) peuvent etre realisees en milieu aqueux ou organique, a temperature ambiante, et de ce fait sont bien adaptees a l'immobilisation de molecules fragiles

Les techniques de description formelle (tdf) pour la specification de systemes communicants sont utilisees pour valider et tester des implementations de ces systemes. Dans le cas de systemes constitues de modules, il est interessant de savoir evaluer la testabilite de chacun des composants a travers l'environnement de test que constitue les autres composants interconnectes. Cette these presente deux contributions principales aux approches de validation et de test dans le cadre des tdf: 1) une caracterisation operationnelle des relations de conformite, avec derivation automatique de tests de conformite; 2) une approche d'analyse de la testabilite des systemes partiellement observables et commandables. Les deux contributions sont basees sur une structure de graphe doublement etiquete: le graphe de refus. La verification automatique de conformite est basee sur un calcul de bissimulation adapte a cette structure. L'analyse de testabilite est basee sur l'ordonnancement de modeles d'implementations erronees. La definition des operateurs de composition et restriction sur les graphes de refus permet d'ameliorer l'efficacite de la recherche des limites de testabilite. Un environnement logiciel a ete developpe sous environnement unix pour (1) la verification des relations de conformite dans le cas des systemes a etats finis; 2) la generation de tests de conformite, et pour; 3) la mise en uvre de l'analyse de testabilite d'un systeme a travers un environnement

En frottement sec, la formation des débris s'effectue généralement à partir d'une structure particulière appelée Transformation Tribologique Superficielle (TTS). De ce fait, toute modélisation de révolution du contact passe nécessairement par la compréhension de la formation et de la destruction de cette TTS. Dans cette étude, en utilisant le fretting comme sollicitation tribologique, nous nous sommes attachés aux mécanismes de formation. Nous avons abordé ce problème complexe qu'est la TTS au travers d'approches mécaniques simples, physicochimiques et analytiques, utilisant des techniques allant de l'observation métallographique à la microscopie électronique en transmission. Les travaux effectués au laboratoire ont montré que la TTS se forme très rapidement: - sa dureté est élevée (de 700 a 1000 Hvo. 025 pour des matériaux aussi différents que des alliages d'aluminium ou des aciers), - sa composition chimique est identique à celle de l'alliage avant frottement, - la TTS est formée de nanograins (20 a 60 nm) orientés aléatoirement et ayant la structure de la phase stable à température ambiante de l'alliage testé. Nous avons analysé deux modèles de formation. Le premier considère la TTS comme le résultat d'un phénomène de "Mechanical Alloying". Le second, proposé par le laboratoire, met en cause une recristallisation due aux fortes déformations plastiques. Par des analyses tres fines en perte d'energie (EELS), effectuées en microscopie électronique en transmission, nous avons montré que le premier modèle était peu probable. Quelles que soient les conditions de sollicitation étudiées (glissement partiel ou total, conditions d'élasticité ou de plasticité macroscopiques), la TTS se forme dès qu'il y a déplacement relatif entre les deux surfaces. De plus, par une approche énergétique du frottement, basée sur des considérations mécaniques simples, nous avons mis en évidence que la TTS se formait rapidement et en quantité importante à partir d'un seuil d'énergie.

ZusammenfassungDie digitale Transformation hat grundlegende Auswirkungen auf die Geschäftsmodelle von Unternehmen. Das Geschäftsmodell beschreibt eine taktische Ebene zwischen der Unternehmensstrategie und den Geschäftsprozessen. Es definiert die Logik, die ein Wertversprechen für den Kunden artikuliert, sowie eine tragfähige Struktur von Einnahmen und Kosten für das Unternehmen, das diesen Wert liefert. Durch die digitale Transformation werden digitale Technologien essenziell für den Unternehmenserfolg und erzeugen digitale Geschäftsmodelle, in denen digitale Technologie in der Infrastuktur, der Kundenschnittstelle und dem Wertversprechen eingesetzt wird. Um die Transformation der Geschäftsmodelle zu verstehen, definieren wir in diesem Beitrag zunächst das Geschäftsmodell und seine Elemente. Wir beschreiben danach Klassifizierungen und Erfolgsfaktoren in der Geschäftsmodellentwicklung. Daran anschließend erläutern wir, wie digitale Technologien in digitalen Geschäftsmodellen genutzt werden. Wir betrachten dann sowohl die Auswirkung der digitalen Technologien auf Geschäftsmodelle als auch die Auswirkungen digitaler Geschäftsmodelle zum Beispiel auf die Unternehmensleistung oder Industrielogiken. Abschließend erläutern wir noch die Rolle von Geschäftsmodellinnovationen, die nötig sind, um Geschäftsmodelle, zum Beispiel durch die Integration digitaler Technologien, zu verändern.

Cross-disciplinary technologies are noticeable phenomena in modern products, as found in renewable energy and electric vehicle industries. However, current conceptual design tools have been limited to respond these cross-disciplinary technology products. One of remarkable characteristics in this technology change is transforming an existing product with multiple cross-disciplinary technologies. This paper presents a new product design paradigm, called Transformative Product Design (TPD), to respond this phenomenon. In TPD, transformation is a design process to produce a new product (i.e., transformative product) from a base product by adding and/or converting functions/features with reference products or technologies. To accomplish the transformation process, this paper develops a new Functional Concept-based Detection method. Also, the proposed functional concept-based detection method is described with a case study in the context of transformative product design process.

Abstract As the Oil & Gas industry journeys towards net zero carbon emissions, a lot needs to be done, one of which is the adoption of digital transformation across companies. Decarbonization requires a transformational shift in the way companies operate, how they source, use, consume and think about energy and feedstocks. If the Oil & Gas sector will continue to exist, it must carry out its activities in the safest possible way and digitalizing it will help in achieving this. A survey by Newsweek shows that areas where transformative technologies are having the biggest impact are production-related, operations and maintenance, enhanced recovery, fracking/tight reservoirs, and exploitation at greater depths. Luis Abril of Minsait opined that digital technology enables companies to extract more value from data, using new platforms to share data with the entire organization, suppliers, contractors, and partners. The real-time visualization of data helps optimize decision making. Big data can be analyzed to find answers to questions such as: What piece of equipment is showing signs of wear and should be replaced? What sort of predictive maintenance can be leveraged? What is the most effective fracking approach for this well? AI helps to reduce routine flaring, employ methane capture, optimize production and reservoir management using digital tools such as IoT sensors, digital twins, and virtual reality to model scenarios, monitor operations, track emissions, energy usage and proactively maintain equipment, produce lower-emission products by moving from one hydrocarbon to another (e.g., from coal to natural gas) or creating another product (such as biofuels or syngas). Transformative technologies, particularly IoT, mobility and cloud applications are going to have a profound effect on the future of the oil and gas sector. Investment in these technologies cost a lot which might be difficult for private companies, but it is worth the money in the long run.

Currently, there are many reasons to improve digital transformation and the top reasons that SMBs are investing in digital technology are to attract new customers, improve employee productivity and streamline operations. At the same time with digital transformation comes change in the management of enterprises. Traditional, standard methods of management systems are becoming less effective. This paper includes the definition of the main aspects of digital transformation and identifies the results of influencing over results of national enterprises. Together with numerous advantages, digitalization also implies risks associated mainly with a lack of skills in the field of digitalization, digital crime, insufficient funds to support processes, and others. Considering that small and medium-sized enterprises in the Republic of Moldova are in a significant majority compared to other forms of business, the object of this study is small and medium-sized enterprises. The obvious advantages of SMEs associated with rapid adaptability, innovation, close communications, lack of bureaucracy, are often overridden by the problems inherent in this sector: low financial security, lack of specialists of various kinds, lack of strategic vision, and others. These and other specific problems can slow down the transformational processes that are rapidly affecting enterprises around the world. Therefore, today the state faces the task of supporting this sector on the path of upcoming transformations.

Abstract This study examines the potential of blockchain technology to streamline the Shipment Nomination and Preparation Process in the oil and gas sector. With the industry grappling with challenges related to inefficiencies, errors, and delays in traditional systems, there is a pressing need for digital transformation. The primary objective of this research is to explore how blockchain, with its inherent attributes of decentralization, immutability, and transparency, can enhance the efficiency, accuracy, and cost-effectiveness of this process. A custom-built blockchain application was designed and implemented, focusing on digitizing the entire process, including real-time data sharing, digitization of physical documentation, and enhancing the coordination and communication among multiple stakeholders. The transition to the blockchain-based digital process required meticulous planning, effective stakeholder cooperation, and a comprehensive understanding of the traditional system to successfully integrate the existing procedures into the new digital platform. The results revealed significant improvements in efficiency, accuracy, and cost savings, with reduced manual procedures, enhanced data accuracy, and considerable time savings. The blockchain application demonstrated a marked improvement by introducing digital capabilities into a traditionally manual system, mitigating many longstanding issues. Moreover, the study highlighted the potential challenges in such a transition, including the integration of existing procedures into the digital platform, ensuring seamless stakeholder communication and cooperation, and implementing robust security measures and protocols. The research findings provide valuable insights into the applicability of blockchain technology beyond its current applications, suggesting its potential to drive digital transformation across various industries and processes. The study also proposes avenues for future research, including an investigation into the integration of blockchain with other emerging technologies, expanding its transformative potential. It sets the stage for broader application and exploration of blockchain technology across various industries, emphasizing the transformative potential of digital technologies in streamlining operations and enhancing process transparency.

The modern world can hardly be imagined without digital technologies. They are used in any sphere of human activity, education being one of them. Using digital technologies in higher education is not just an option anymore; it is an imperious necessity conditioned by a number of factors. Digital technologies are widely used by students for developing their personalized learning environment. However, technology adoption and use by instructors is uneven and often quite modest. Of course, there are faculty members actively and effectively using and promoting available digital teaching tools, as well as those just willing (or unwilling) to do it due to various types of barriers. Sometimes it looks contradictory enough, as most instructors are active users of digital technologies in their personal lives, but in classrooms, some of them encounter serious technical, logistical, and pedagogical problems. Understanding the reasons for some reluctancy to incorporate technology, as well as teachers’ concerns in this respect, can essentially contribute to the enhancement of learning environment and professionalism. The present study aims to extend what is known about the factors and issues negatively affecting the adoption and use of modern technologies by faculty members, as well as to offer some recommendations for solving problems and reducing the barriers to technology adoption.

For over three decades, Bulgaria has been advancing the level of technology in the country. The strategy has evolved from e-government into digital transformation. In the beginning, the country’s e-Government program was focused primarily on developing and upgrading infrastructure elements and main systems. However, the existing regulatory framework was able to accommodate e-Government, but it did not stimulate it. In addition, difficult to achieve high efficiency achieve high efficiency due to a lack of a systematic approach to e-Government development. Some agencies had progressed significantly in implementing electronic administrative services, but in general, e-services were limited.The government forged a strategic framework to implement e-government, and a new e-government agency was established to guide the process. Tis strategy has been successfully implemented: the government has gone paperless, citizens have mobile access to government services, and schools receive curriculum materials electronically. e-Government system, part of an end-to-end solution to provide e-Government services The main components of Bulgaria’s e-Government infrastructure include portals, networks, eIdentificatin/e/Authorization, and knowledge management. The legal framework includes legislation, freedom of information, data protection/privacy, e-commerce, e-communications, and e-procurement.Bulgaria has obtained significant benefits from this program. In particular, it has contributed to a tangible reduction of the administrative burden on citizens and business. Going paperless by itself has saved hundreds of tons of paper and humdreds of thousands of dollars annually. In addition, government processes have been optimized, and systems are more reliable and secure.The program continues with Digital Bulgaria 2025. This program has a vision beyond government operations and seeks to bring the benefits of digital technology to all sectors of the economy and society. The goal is to create an environment to foster the widespread use of information and telecommunications technologies (ICT), along with new technologies for businesses and citizens. Continued progress in e-government is an important part of the program, as well as modernizing education, improving the digital ICT skills of the workforce, and increasing the number of highly qualified ICT specialists. Significant benefits are expected from the implementation of this strategy.It encompasses achievements so far and the new European strategic and programming guidelines for achieving a smart, sustainable and inclusive digital growth. L’introduction de l’intelligence artificielle (IA) dans l’administration publique est en pleine expansion et représente la phase plus récente de la transformation numérique. L’utilisation de systèmes d’IA est souvent associée à l’amélioration de l’efficacité et de la productivité, car elle permet d’exécuter rapidement des tâches routinières, de réaliser des activités à une plus grande échelle et de rendre les services accessibles à un plus grand nombre de personnes. Cette technologie a donc le potentiel de transformer plusieurs aspects du travail administratif comme la prise de décision automatisée, l’analyse prédictive, le traitement de documents et l’interaction avec les citoyens. À l’heure où les technologies d’intelligence artificielle occupent une place grandissante dans la vie des citoyens et que les administrations publiques introduisent progressivement ces technologies au sein de leurs services, il semble que les fonctions et possibilités associées aux systèmes d’IA (SIA) ne sont pas toujours clairement connues ou comprises par les décideurs, les usagers ou les employés du secteur public. Ce rapport a pour but de décrire des cas concrets d’utilisation de l’IA dans les organisations publiques de pays de l’OCDE. L’intention est d’enrichir la connaissance et la compréhension des potentialités de l’IA en présentant un éventail de systèmes aux capacités techniques variées.

Die Klimaschutzinitiative klimaaktiv hat in der vergangenen Programmperiode 2013 bis 2020 erfolgreich zur Unterstützung, Beratung, Kommunikation und Umsetzung von Maßnahmen zum Klimaschutz, insbesondere zur Reduktion der Treibhausgasemissionen, zur Steigerung der Energieeffizienz sowie zur Erhöhung des Anteils erneuerbarer Energieträger und zur Förderung der klimafreundlichen und aktiven Mobilität in Österreich beigetragen. Mit einheitlicher Organisation und effizienter Koordination verfügt die Initiative über ein leistungsfähiges Dachmanagement, das Impulse zur laufenden Weiterentwicklung der Initiative liefert. Um die Transformation zu einer klimaneutralen Gesellschaft zu begleiten, sollte klimaaktiv in der kommenden Programmperiode ambitioniert weiterentwickelt werden. Noch stärker als bisher sollte das Programm koordiniertes Handeln ermöglichen, Netzwerke stärken und passgenaue Werkzeuge in Abstimmung mit anderen Politikinstrumenten entwickeln. Um Zielgruppen noch besser zu erreichen, sollte klimaaktiv starke, programmübergreifende Kernbotschaften formulieren und kommunizieren. Die Qualitätsstandards von klimaaktiv sollten in zukünftige ordnungspolitische Vorgaben integriert werden und zugleich ambitioniertere freiwillige Standards entwickelt werden. Mit neuen und erweiterten Instrumenten könnte die Effektivität der Initiative steigen, etwa durch Bonus-Systeme in Form von Förderungen oder niedrigschwellig erreichbare Online-Schulungen. Die Anzahl der Angebote wie Beratungen, Ausbildungen und Zertifizierungen sollte erhöht werden, um flächendeckende Wirksamkeit zu erlangen. Durch die Integration neuer Themen und Handlungsfelder sowie der Vertiefung bestehender Maßnahmen kann klimaaktiv ebenfalls dazu beitragen, seine Effekte zu vergrößern. Hierzu gehören etwa Photovoltaik und Speicher, IKT, Integrierte Mobilitätssysteme, Kreislaufwirtschaft, Klimawandelanpassung und andere Themenfelder. Die Förderungen und zielgruppenorientierten Beratungsangebote im Rahmen von klimaaktiv mobil sollen ausgebaut und weiterentwickelt werden, um die Verkehrswende hin zu klimafreundlicher Mobilität zu beschleunigen. Die Implikationen der Corona-Pandemie sollten bei der Weiterentwicklung integral einbezogen werden. Hierbei sind besonders die Aspekte Digitalisierung, Lokalität und Resilienz von Bedeutung. Bestehende Partnerschaften sollten gestärkt und neue Partnerschaften geschlossen werden, um das Netzwerk um starke Multiplikator*innen zu ergänzen und die Koordination im Mehrebenensystem weiter zu verbessern.

Wie ist das österreichische Forschungs-, Technologie- und Innovationssystem (FTI-System) durch die Krise gekommen und welche Lehren können daraus für die Bewältigung zukünftiger Krisen gewonnen werden? Wie kann man in diesem Zusammenhang Resilienz beobachten und/oder messen? Diese Fragestellungen standen im Zentrum der vorliegenden Studie, die vom österreichischen Rat für Forschung und Technologieentwicklung beauftragt wurde. Methodisch stützt sich die Studie auf Interviews mit Expert*innen aus dem FTI-System, Workshops mit dem Rat, relevanten Stakeholdern und FTI-Akteuren sowie auf eine Recherche der einschlägigen Literatur und weiterer Quellen. Die Studie betrachtet die drei Resilienzdimensionen Absorption, Adaption und Transformation. Dahinter verbergen sich konzeptionelle Vorstellungen hinsichtlich der Abfederung externer Schocks, der Anpassung eines Systems an Krisenereignisse sowie nach der Fähigkeit eines Systems, sich aufgrund von Krisen oder der Antizipation von Krisen grundlegend und zukunftsgerichtet zu ändern. Die Dimension der Transformation bzw. des bounce forward wird dabei nicht als inkrementelle Veränderungen in einem System verstanden, sondern als Beitrag zu einem systemischen Wandel. Die wichtigste Empfehlung der Studie ist es, das Thema Resilienz zukunftsgerichtet zu verstehen und die Vorbereitung auf mit hoher Wahrscheinlichkeit erwartbare Krisenszenarien (Klimakrise, Biodiversitätskrise, etc.) zu intensivieren, z.B. durch mehr vorausschauende Aktivitäten in diesem Bereich sowie in Anlehnung an die europäischen Instrumente eine stärkere strukturelle und thematische Ausrichtung des Systems auf mögliche Krisen.

Ce rapport présente les principaux résultats d’une étude qualitative exploratoire visant à examiner l’impact de l’intelligence artificielle (IA), en tant que technologie à usage général (TUG) sur la productivité et l’emploi à l’échelle de l’entreprise. À la suite de l’analyse de sources de données primaires et secondaires (comprenant 27 entretiens, rapports et discussions de groupe), nous établissons d’abord une échelle de maturité de l’adoption de l’IA et un classement des petites et moyennes entreprises (PME) qui intègrent l’IA dans leurs processus de travail en quatre archétypes : l’Aspirant, le Fonceur, le Leader et le Visionnaire. Nous définissons chaque archétype de façon à mettre en évidence les changements particuliers à opérer pour qu’une entreprise puisse passer à l’étape suivante de l’adoption de l’IA. Deuxièmement, nous définissons et examinons sept obstacles à l’adoption généralisée de l’IA par les PME manufacturières. Troisièmement, à l’aide de trois études de cas, nous explorons trois projets d’IA menés par des entreprises québécoises axées sur l’IA afin de montrer, d’une part, l’apport de l’intégration de l’apprentissage automatique (AA) aux produits et aux processus de travail sur le plan de la productivité des entreprises, et d’autre part son effet sur leurs effectifs. Dans l’ensemble, les résultats de notre étude suggèrent que la réussite de l’intégration de l’IA nécessite une transformation numérique au niveau de l’entreprise, que nous présentons comme un continuum. Dans les premières étapes, où l’adoption de l’IA se fait autour de projets (en particulier pour les entreprises des catégories Aspirant et Fonceur), les effectifs des entreprises ont tendance à augmenter parallèlement aux gains de productivité en même temps que le perfectionnement indispensable des compétences de la main-d’œuvre existante. En outre, lorsque l’IA est déployée à l’échelle de l’entreprise (chez les Leaders et les Visionnaires) et que cette dernière rehausse le niveau de ses activités d’innovation, on enregistre plutôt des pertes d’emploi parallèlement aux gains de productivité. Par la suite, nous introduisons des indicateurs indirects de l’omniprésence de l’IA, car nous estimons qu’il s’agit de mesures plus réalistes pour évaluer le taux d’adoption de l’IA par les PME en phase fluide. Enfin, nous proposons quatre recommandations qui ont des implications pour les chercheurs, les praticiens et les responsables politiques.

Globalement, la bioéconomie peut être définie comme le domaine de l'économie basée sur les produits, services et processus dérivés des ressources biologiques. À cet égard, la biologie de synthèse réfère aux caractéristiques d’un domaine dérivé de la biologie qui s’est développé au cours des trente dernières années grâce aux progrès de la génétique appliquée et de la bio-ingénierie. Certains prédisent que l'économie future sera principalement une bioéconomie basée sur ces techniques émergentes, lesquelles sont cohérentes avec la décarbonisation de notre économie. Nous décrivons d’abord la réalité internationale de la « Révolution Bio » et tentons d’évaluer la position du Québec. Par la suite, nous présentons des politiques de soutien à la bioéconomie de diverses juridictions. Une étude de cas d’une entreprise de Montréal nous permet de mettre en évidence les problèmes auxquels elle a dû faire face pour attirer le capital financier nécessaire à sa croissance. Outre le financement, un autre enjeu critique dans le domaine est la montée en charge (scalability en anglais) des processus de transformation. Nous explorons davantage cet enjeu en agro-technologie, secteur à haut potentiel mais dont la réalisation comporte plusieurs défis socio-économiques. Cette analyse sert de toile de fond à nos recommandations qui portent sur l'élaboration d'une feuille de route pour le soutien gouvernemental à la biologie de synthèse.

Are firms in Latin America and the Caribbean lagging in terms of their adoption of digital technologies? Using the most updated and, in many cases, new data, this publication provides a 360-degree assessment on the adoption of technologies ranging from artificial intelligence, big data, and the internet of things, to “backbone” tools such as cloud computing and basic digital technologies (e.g., the percent of firms with websites). On certain dimensions, some firms in the region compare favorably with firms in OECD countries. However, in general, as with artificial intelligence and big data, the data point to considerable gaps in uptake. With a comprehensive outlook, this work also assesses enabling conditions for digital technology adoption and current trends in the digital economy.

Public employment services have a crucial role in the search for quality jobs, worker placement, labor market adaptation, and mitigating impacts during economic transitions. Globally, these services have been leveraging on digital technologies to transform, and those in Latin America and the Caribbean are no exception. These technologies are enabling the creation of new channels to expand outreach and service delivery, centralizing, and sharing data, facilitating collaboration, and improving processes. However, rapid technological advancements also pose risks in terms of access and equity. For instance, improper use of artificial intelligence (AI) may exacerbate existing labor market inequalities. Therefore, it is essential for public employment services to harness the potential of digital technologies while mitigating associated risks. To address these challenges, these institutions must consider five key dimensions. Firstly, they need to be aware of the strategic implications of digital technologies. Secondly, they need to manage the impact of technology on their administrative operations. Thirdly, they must effectively utilize technology in their interactions with the public. Fourthly, they should undergo organizational changes to enhance agility and adopt different structures, skills, and cultures. Lastly, they must grow into their role of data processing organizations to take advantage of new opportunities and tackle new challenges. This document provides relevant information on the opportunities and challenges of digitalization in public employment services in Latin America and the Caribbean across these dimensions, as well as their level of digital maturity. The data and results presented in this study are based on a survey conducted by the IDB's SEALC Network in 2019, which was expanded in 2022 to include fifteen countries in the region. Additionally, the effect of the COVID-19 pandemic on the digitalization efforts of public employment services in the region is evaluated. This information is relevant for public employment services as it enables them to identify strengths and weaknesses in their digital transformation processes.
