Introduction: the article considers the concept of prevention in several aspects (social prevention, criminological prevention, situational prevention, evolutionary prevention). We describe the subjects implementing the prevention of offenses and consider the issue of public participation in this process in historical and modern periods. We focus our attention on the prevention of new crimes in the institutions of the Federal Penitentiary Service, emphasize its importance during the period of serving a sentence (educational techniques and methods) and after release (interaction of probation inspectorates with law enforcement agencies for the re-socialization of released convicts). We outline possible risks and difficulties of organizing crime prevention together with public organizations: determining preferences for activists; politicization of preventive work (obtaining additional electoral points); selection of activists (preventing the involvement of representatives of the criminal environment). In the context of considering ways to improve prevention, much attention is paid to the prevention of crime through technological innovations: control over people’s movement using a mobile phone; analysis of web browsing history; computer programs for crime prevention; compilation and maintenance of federal database programs; chipping, etc. The study is based on the accumulated experience of implementing preventive work, which is described in the sections “Prevention yesterday” and “Prevention today”. The article analyzes examples of crime prevention in Thailand, the U.S. etc., and reflects the results of implementation of the “Safe City” program in Moscow. The methodological basis of this study is represented by the axiological approach. Research problems were addressed with the use of general philosophical principles of dialectics and special methods of cognition: systematic, formal-legal, sociological, etc. Results: the public remains the most important element of the prevention system. It is necessary to develop and legally consolidate the relevant activities, for example, as it is done in Article 11 of the Federal Law “On the fundamentals of the system for prevention of neglect and juvenile delinquency”. Legal education should be the main weapon in the hands of the subjects of prevention. Elimination of crime should become the main direction of prevention.

Innovation has become a key factor of production, driving and sustaining firms’ productivity and competitiveness. Despite the growing importance attached to innovations, existing studies have produced different results on the factors driving firm-level innovations. This study investigates the factors driving innovations in the service and manufacturing sector firms in Thailand. The study tests proposed hypotheses using cross-sectional data on a sample of 613 firms from the World Bank enterprise survey of 2016. Our empirical results show that specific aspects of the business environment, such as policy instability, legal institutions, corruption, and informal competition, negatively influence non-technological innovations. Contrarily, we find that formal training, foreign technology licenses, research and development have marginal and additionality effects that positively enhance both technological and non-technological innovations. We provide practical implications for firm managers and policymakers in Thailand on adaptive measures to improve the business environment to make it conducive for firm-level innovations.

Areas of research in economics and management science become increasingly close – they overlap and become very similar. New events, new products of people’s actions, new patterns of behaviour arise with a pace unknown before. Institutionalisation of these phenomena aimed at their broad codification also takes on new forms. We live in an age of ubiquitous innovativeness. Naturally, the question arises: should innovations be perceived in the same way as in the past? Are there any new types of innovations that have appeared lately? Are the current definitions of market and social innovations still up to date? The aim of the article is to present a change in approach to innovations over time, with particular focus on their market and social aspects. The author attempts to answer the following questions: how did technological progress visible in the networking of economy influence the understanding of social innovations, what is the role of social production and exchange which replace gradually market exchange, in the social innovation definition, to what extent is the cooperation within a community in the virtual space characteristic of a special class of social innovation? The research method used by the author is based on literature studies on innovations and on the economics of cooperation (access, sharing, co‑use). It comprises an analysis of different concepts of innovation, in particular different definitions of the name, an analysis of different approaches to cooperation economics, comparisons of the obtained results, and conclusions formulation. The approach to innovation changes over time – from a technical, social and market approach to a differently understood today social approach. Contemporary, the criteria for innovation “society” are different. The understanding of innovation is influenced by the increased role of social production and exchange at the expense of market exchange. The networking of the information economy significantly strengthens the social aspect of innovation. Cooperation within a community, including co‑creation of goods, access to them, their co‑use and sharing, is an extreme example of the advantage of the social dimension of innovation over its market aspect.

Innovations are considered as a factor of consolidation of society, taking into account the definition of innovations as a complex phenomenon containing scientific, technical, technological, economic, environmental, social, legal, safety aspects. However, during the longtime scientific, technical, technological aspects of innovations were considered as driving force for the economy economic growth. Innovations directly or indirectly affect all spheres of social life, going far beyond the boundaries of purely market relations. Limitation of purely economic and scientific-technological definition and evaluation of innovations became obvious in 1960s on the wave of economic growth after the World War II and popularization of post-material values, on the one hand, and because of increasing social tensions, environmental crisis, deepening the gap between economically developed and developing countries, as well as between differed groups of the population within society, on the other hand. Social, ethical and environmental aspects of innovation were put on the agenda. Consequently, innovations should be measured not only in figured of benefit, but also in terms of health, education, safety, environmental impacts, saving energy and materials, etc. The study of the economic aspects of innovation were complemented by the following areas: 1) prevention of inequality due to innovative development; 2) combination of innovation with social entrepreneurship; 3) innovation as a factor in achieving sustainability; 4) innovations for environmental protection. This logically follows from the concept of sustainable development grounded on the coherence of social, economic and environmental parameters. Shortly, the complex of updated innovation criteria as a driving force of socio-economic development is formulated by the framework of «3Ps – profit, people, and planet», which accounts economic/financial, social and environmental aspects. The «3P» framework is a basis for development of new business ethics.

Water scarcity has prompted an increasing number of cities to look for non-conventional sources of clean water. One of these sources is reused water, or highly treated reclaimed or recycled wastewater, a worthy addition to the portfolio of water-resource alternatives that increasing cities are considering in view of demographic and environmental changes. In this paper, we analyse communications from the media, policymakers and utility managers on the technology used to produce reused water for potable purposes. The focus of our analysis is technology as a means for producing safe and reliable water supply in the long-term. Three places were selected because of their differing experiences with social acceptance: Singapore, Orange County (California, United States), and Queensland (Australia). We found distinct differences in the communications used in the three places, which we believe have strongly influenced public opinion on the provision of clean water through potable water reuse. In communicating technological innovations to the public, it is essential to also discuss the broader framework affecting reliable water supplies. In this light, planning, legal and regulatory frameworks, institutional coordination, financial sustainability, and operational aspects should also be communicated.

This paper describes an analytical approach based on a non-conventional ecological perspective to evaluate the quality of technological innovation projects. The approach is semi-qualitative and focuses on aspects of cooperation in projects and companies with favorable conditions regarding technological advancement and learning maturity, highlighting contributions of these aspects to the sustainability of R&D projects. Moreover, it considers the multidimensionality of a project in order to classify how its innovations align with sustainable principles, in terms of balancing the needs of all stakeholders. Beyond technology, the multiple dimensions associated to a project and its impacts comprise, for example, the economic, social, human and environmental spheres; similarly to the arrangement of forces for survival and evolution in comprehensive ecosystems, hence the allusive use of the term “extended ecological perspective”. Complexity theory and interrelation of the concepts of sustainability, cooperation, learning and multidimensionality underlie this analytical approach of innovations resulting from R&D efforts.

RadioVolunteer, a project launched by the Royal College of Radiologists of Thailand, combinedsocial, technological and management innovation, and integrated government, private and non-profit sectors, to overcome a complex task that only one sector could not seamlessly complete. Working on a digital platform which allowed radiologist volunteers from any part of Thailand to promptly read and report chest radiographs of patients with corona virus disease 2019 (COVID-19) who resided in prisons across the country. Its digitized reporting format helped triage patients with Covid-19 pneumonia, and also screen for tuberculosis.

In recent years, financial markets have been fundamentally transformed by innovations in information technology, in particular with regard to the web, social networks, high-speed computer networks and mobile technologies. We borrow the concept of Social Machines from Web Science as a single concept that captures the essence of all these recent technological changes to argue that the emergence of these Social Machines has aided the transformation of financial markets and society. This study explores the formation of these Social Machines with three sample disruptive technologies – automated/high-frequency trading, social network analytics and smart mobile technology. Through critical reflective analysis of these three case studies, we assess the impact of information technology innovation on financialisation. We adopt three case studies – automated trading; market information extraction using social media technologies; and information diffusion and trader decision-making with mobile technology on financial and real sector changes – which demonstrate the increasing trend of transaction velocity, speculative trading, increased complex information network, accelerated inequality and leverage. Our findings demonstrate that technologically enabled financial Social Machines harness crowd wisdom, engage disparate individual traders to produce more accurate price estimations, and have enhanced decision-making capability. However, these same changes can also have a simultaneously detrimental effect on financial and real sectors, in some situations exacerbating underlying distortions, such as misinformation due to complex information networks, speculative trading behaviour, and higher volatility with transaction velocity. Overall, we conclude that these innovations have transformed the fundamental nature of key aspects of the finance industry and society as a whole.

Digital Video Communication (DVC) is an emerging technology which ultimately extends to include applications of "Virtual Reality" where both computers and participants interact in created worlds: "worlds of information, hubs, data bases and networks," which overlay "the physical manifestations of power, walls, boundaries, highways and cities" (Mulgan, 1991, p.3). This new technology combines the power of the current visual media with the power of the computer, creating an intelligent communication system with increased data capacity, greater reliability and a greater potential for synergism. The direction and development of DVC can be influenced by the key stakeholders with interests in the business, industry service and entertainment sector of technology. Knowledge of the interpretive frameworks that key stakeholders use to understand DVC may help to clarify the present and future courses of DVC. In particular the possibility of public influence on the emergence of DVC is examined. This study, then, is an attempt to describe the ways in which key stakeholders understand the emergence of DVC as revealed by their communication about DVC. The analysis therefore emerges from the described experiences of the people who comprise the study group To achieve this, detailed secondary analyses of interviews with twenty of Australia's key stakeholders in the emergence of DVC were conducted. Follow-up interviews were conducted with twelve of the original respondents to review the original transcripts as well as to establish a longitudinal perspective. Theoretically, the study is anchored in the debate regarding technological determinism. The thesis takes the perspective that an extreme determinist stance must be rejected as part of the process of making decisions and implementation of this emerging technology. The themes of analysis revealed in the study were: • The Technological Mindset, • The Economic Rationalist Mindset, • Decision Making, Control and Knowledge, • Participation and Consultation, • New Technology and Information Access. In place of a deterministic model for technology, DVC will be viewed as being socially constructed. However, it is argued that a holistic, co-evolutionary approach be adopted for introducing new technologies such as DVC where there is an emphasis on human values and human actions which affect future systems outcomes (Stevenson, 1992). In sum, this thesis will argue that the process of technological development ought to be open to the influence by the "collective will." This development should not assume the diffusion of technology through society and thereby become a singular power of repressive interest to enforce ownership and participation (Hill, 1988), but rather it should merge economic and social goals with individual goals, and in doing so, recognise that different types of ends must necessarily co-exist in any system of communication (Mulgan, 1991).

ENGLISH ABSTRACT: The interface between science and technology and the society has led to the notion of science as a social contract, in which scientists, politicians and the general public are called upon to acknowledge the urgency of using all fields of science and technology to address human needs. Science and technology is used as an instrument of change for a better quality of life and sustainable development for the present and future generations. The object of science and technology policies is to achieve specific development objectives. It is thus imperative to adopt science and technology policies that support the national development strategies. It is also important to set up science and technology structures to facilitate the proper functioning of the science and technology system. Competitiveness constitutes one of the most important challenges facing Southern Africa today. With globalization and the expansion of world trade competition, it has become more difficult for Southern African enterprise to keep up with the pace of technological developments. In the light of these challenges, most countries are driving towards the adoption of a national system of innovation (NSI) to encourage the interaction of policies, research and development, human resource development and industrial development. The study is induced by major science and technology set backs, which are common across countries in Southern Africa namely, poor co-ordination mechanisms, poor science and technology infrastructure and a lack of funding. The study provides background information on the theoretical framework of the concept of NSI. For the research method, a qualitative research design was followed with content analysis of existing documents. Published documents were used to provide information on the three countries, which were used as case studies namely Malawi, Namibia and South Africa. The main focus of the case studies is on the following: an outline of the policy goals of each of the three countries, the concept of the NSI as it is expressed by each of the countries and the science and technology structures in the three countries. The study identified poor co-ordination of science and technology activities as the key problem of all three countries. The structures differ slightly and in particular, the placement of the management of science and technology determines the efficiency of the system. The South African NSI is well established as its network is strengthened by the National Advisory Council for Innovation and the National Research and Development Strategy. Next is Namibia which has a system in place, while Malawi is still at the initial stages of setting up its NS!.
AFRIKAANSE OPSOMMING: Die koppelvlak tussen wetenskap en tegnologie en die gemeenskap het gelei tot die siening van wetenskap as 'n sosiale kontrak waarin wetenskaplikes, politici en die algemene publiek versoek word om te erken dat dit nodig geword het om alle vertakkinge van wetenskap en tegnologie aan te wend om menslike nood te verlig. Wetenskap en tegnologie word gebruik as 'n instrument om verandering teweeg te bring ter bevordering van 'n beter kwaliteit lewe en volhoubare ontwikkeling vir die huidige en toekomstige generasies. Die doel van 'n wetenskap en tegnologiebeleid is om spesifieke ontwikkelingsdoelstellings te verwesenlik. Dit is dus noodsaaklik dat hierdie beleid in ooreenstemming met die nasionale onwikkelingsstrategieë ontwerp moet word. Dit is ook belangrik om wetenskap en tegnologiestrukture in plek te stel wat die effektiewe funksionering van die sisteem kan vergemaklik. Mededingbaarheid is een van die grootste uitdagings wat Suider Afrika tans in die gesig staar. Met globalisering en die uitbreiding van wêreldhandel het dit moeiliker geword vir Suider Afrikaanse ondernemings om in pas te bly met tegnologiese ontwikkeling. In die lig van hierdie uitdagings stuur die meeste lande in die rigting van 'n Nasionale Sisteem vir Innovasie (NSI) om interaksie tussen beleid, navorsing en ontwikkeling, menslike hulpbronontwikkeling en industriële ontwikkeling aan te moedig. Wat aanleiding gegee het tot hierdie studie is die wetenskap en tegnologieprobleme wat algemeen voorkom in die lande in Suider Afrikaanse, naamlik onvoldoende koërdinasie meganismes, swak wetenskap en tegnologie-infrastruktuur en 'n gebrek aan fondse. 'n Kwalitatiewe navorsingsontwerp is gevolg waarin analise van die inhoud van dokumente as navorsingsmetode gebruik is. Die studie verskaf agtergrond-inligting oor die teoretiese raamwerk van die NSI konsep. Gepubliseerde dokumente is gebruik om inligting te verskaf oor die drie lande wat as gevallestudies dien, naamlik Malawi, Namibië en Suid-Afrika. Die hooffokus van die gevallestudies is soos volg: 'n raamwerk van die beleidsdoelstellings van elk van die drie lande, die konsep NSI soos toegepas deur elkeen en die wetenskap en tegnologiestrukture in elk van die betrokke lande. Die studie het swak koërdinasie van wetenskap en tegnologie-aktiwiteite as die sleutelprobleem van aldrie lande geïdentifiseer. Die strukture verskil effens van mekaar en veral die plasing van die wetenskap en tegnologiebestuur bepaal die effektiwiteit van die stelsel. Die Suid Afrikaanse NSI is goed gevestig omdat sy netwerk versterk word deur die Nasionale Adviesraad vir Innovasie en die Nasionale Navorsing- en Ontwikkelingstrategie. Volgende is Namibië wat 'n sisteem in plek het, terwyl Malawi nog maar in die beginstadium is van die daarstelling van hul NSI.

This thesis studies the role of learning as a mechanism of economic change. Two areas are considered where this would seem to be important. First, how firms learn about new technology; and secondly, how agents learn to behave in interactive situations. A model of research and development is presented which models the process by which firms solve specific design problems. This may be by individual experimental search or by partial imitation. In the latter case, a close parallel is drawn between biological evolution, based on genetic reproduction, and technological evolution, based on firms blending existing technologies. Some economic implications of these processes are explored, including their application to stochastic learning curves, patent design and the transfer of technology to developing countries. The thesis continues by critically assessing the analogy between biological and cultural evolution often used to model how agents learn to behave in interactive situations. It is argued that the methods used by economists exploiting this analogy are often ill-suited to an economic context. Models are presented which deal with specific issues in the transition from a biological context to an economic context, including models of partnership formation, models of imperfect imitation, and models without payoff-monotonic dynamics. The issue of imperfect imitation is expanded upon in an evolutionary model of the infinitely repeated prisoners' dilemma, where it is shown that the problem of inter-generational copying fidelity may allow one to restrict attention to strategies with a very simple stochastic structure.

While most scholars agree that the development of increasingly sophisticated computer-based technologies over the past thirty years and their ubiquitous use in work settings are important technological transformations, it is still question whether they constitute large-scale and meaningful social transformations. In this dissertation, it is argued that transformations cannot be understood by studying technologies in isolated and circumscribed analyses, rather they must be understood in the historical and socio-political context of their development and use. Several important questions are being asked: Will social relations in work settings be transformed so that they are more collaborative and less hierarchical, as many proponents of new group support systems predict? Will workers in computer-using organizations share equally in the production and control of skills and knowledge? Or will the use of new technologies reinforce and reproduce the current distribution of power, authority and knowledge in organizations? In order to answer these questions, a meta-analytic framework is developed. It comprises a continuum from micro- to macro-social interaction contexts, including six key fields of action surrounding the use of new technologies: (1) design; (2) use; (3) infrastructure of support; (4) work group governance; (5) organizational contexts; and (6) organizational fields. Four field studies are conducted with in vivo, ongoing organizational work groups using three new computer-based information technologies. There is little indication that hierarchical forms of work group governance are being restructured along the lines of more flexible and collaborative forms of work organization. There is, however, some evidence for power shifts among relatively disenfranchised high status participants in ongoing project teams. In addition, distinctive cultures emerged in ongoing groups that used group collaboration systems. In the desktop computing and desktop group support system work groups, skills and knowledge about their own computing environment were differentially distributed, so that lower status workers were less knowledgeable. Thus, the routine use of new technologies is most likely to reinforce the current distribution of authority and power in organizations.

Activists are increasingly relying on online tactics and digital tools to address social issues. This shift towards reliance on the Internet has been shown to have salient implications for social movement formation processes; however, the effectiveness of such actions for achieving specific goals remains largely unaddressed. This study explores how the types of Internet activism and digital tools used by activism campaigns relate to success in meeting stated goals. To address these questions, the study builds on an existing framework that distinguishes between four distinct types of Internet activism: brochure-ware, which is oriented towards information distribution; e-mobilizations, which treats digital media merely as a tool for mobilizing individuals offline; online participation, which is characterized by wholly online actions such as e-petitions or virtual protests; and online organizing, where organization of a movement takes place exclusively via the internet with no face-to-face coordination by organizers. Ordinal regression models were conducted utilizing cross-sectional data from the Global Digital Activism Data Set (GDADS), a compilation of information on 426 activism campaigns from around the world that began between 2010 and 2012; additional data regarding the types of Internet activism used was also appended to the GDADS using source materials provided within the data set. The findings suggest that use of the Internet for mobilizing offline actions is negatively associated with campaign success, but that this does not hold true for protest actions organized without use of digital tools. E-petition use was also found to be negatively related to achievement of campaign goals.

The widely used mobile phone, as well as its related technologies had opened opportunities for a complete change on how people interact and build relationship across geographic and time considerations. The convenience of instant communication by mobile phones that broke the barrier of space and time is evidently the key motivational point on why such technologies so important in people's life and daily activities. Mobile phones have become the most popular communication tools. Mobile phone technology is apparently changing our relationship to each other in our work and lives. The impact of new technologies on people's lives in social spaces gives us the chance to rethink the possibilities of technologies in social interaction. Accordingly, mobile phones are basically changing social relations in ways that are intricate to measure with any precision. In this dissertation I propose a socioscope model for social network, relationship and human behavior analysis based on mobile phone call detail records. Because of the diversities and complexities of human social behavior, one technique cannot detect different features of human social behaviors. Therefore I use multiple probability and statistical methods for quantifying social groups, relationships and communication patterns, for predicting social tie strengths and for detecting human behavior changes and unusual consumption events. I propose a new reciprocity index to measure the level of reciprocity between users and their communication partners. The experimental results show that this approach is effective. Among other applications, this work is useful for homeland security, detection of unwanted calls (e.g., spam), telecommunication presence, and marketing. In my future work I plan to analyze and study the social network dynamics and evolution.

The national laboratories (NLs) play a critical role in the economic and social development of technological latecomer countries, yet no academic study has ever quantified how knowledge inflows and internal knowledge impact the performance of the NLs. This dissertation identifies and ranks the importance of factors pertaining to knowledge inflows and project-internal knowledge, which determine the success or failure of research projects in the NLs of Thailand. A survey of 123 project managers in the NLs, which covers 208 R&D projects, has been conducted. It consists of a questionnaire and unstructured interviews in which the project managers discuss their project(s). Data from the questionnaire are analyzed by factor analysis, multiple regression and logistic regression; qualitative data from the interviews are used to interpret the quantitative results from the questionnaire. The research finds that, regardless of a project's mission, knowledge inflows from outside the project group impact performance more significantly than knowledge from inside the project group does. Second, the capacity of R&D project groups within the NLs to absorb knowledge from external sources is very selective. Absorptive capacity does not just pertain to prior related knowledge; it is also a function of the source of external knowledge, the knowledge pathway into the project group, the source of complementary or substitutive knowledge that resides within the project group, and the mission to which the knowledge contributes. Third, the NLs face an ambidexterity challenge that is commonly observed in private industry--exploiting current capabilities interferes with the national laboratories' capability to explore. The discovery of selective absorption of knowledge provides practicing managers with a toolkit of micro-levers with which they can enhance performance as measured by a variety of metrics in highly specific ways. The dissertation also proposes and validates a theoretical framework for knowledge management that decomposes the national laboratory system into nine knowledge subsystems, which can be managed at a relatively low level of the organization. The methods by which this research has been conducted can be used as a tool to benchmark how knowledge management practices in different R&D organizations and environments impact performance. Guidelines for structural adjustments to the national innovation system, which are based on these contributions, should enable policymakers in most countries to implement an Open Innovation program for their national laboratories and enhance the ambidexterity of their organizations.

This thesis examines the theory of technological determinism, which espouses the view that technological change drives social change, through an analysis of the impact of new media on higher education models in the United States of America. In so doing, it explores the impacts of new media technologies on higher education, in particular, and society in general. The thesis reviews the theoretical shape of the discourse surrounding new media technologies before narrowing in on utopian claims about the impact of new media technologies on education. It tests these claims through a specific case study of higher education in the USA. The study investigates whether 'new' media technologies (eg the Internet) are resulting in new forms of higher education in the USA and whether the blurring of information and entertainment technologies has caused a similar blurring in education and entertainment providers. It uses primary data gathered by the author in a series of interviews with key education, industry and media representatives in North America in 1997. Chapter 2 looks at the literature and history surrounding several topics central to the thesis - the discourses of technological determinism, the history of technology use and adoption in education, and impacts of new media technologies on education. Chapter 3 presents the findings of the American case study on the relationship between media and higher education and Chapter 4 concludes and synthesises the investigation.

AbstractThis chapter will detail how the advent of the internet and smartphones has fundamentally transformed the nature of social support and its effects on quality of life and health. Technological change has altered: (1) The ways in which we assess social support, (2) The perception and effects of social support. First, we will examine how recent technological innovations have allowed for more detailed, objective, and accurate assessments of social support. Digital technology has enabled us to go beyond simple self-report measures to assess social support and quality of life in unprecedented ways. By leveraging big data across several accessible technological platforms, researchers can begin to understand how social support processes unfold in real time and the myriad ways technology can be used to measure meaningful aspects of social support. In the second section, we will discuss how the concept of social support has changed in the age of digital communication. We will focus on how the presence and use of technological devices influences face-to-face interactions, online groups, and family dynamics. Taken together, this chapter will recognize the changes in social assessment afforded by technology and consider several important areas in which technological tools have transformed social support.

AbstractQuality of life (QoL) refers to an individual’s well-being including their physical and psychological health, social relationships, and environmental domains. Current assessments of QoL are mostly qualitative and infrequent, following a self-reported approach. However, the recent widespread availability of personalized and miniaturized technological innovations, including mobile devices and applications, has enabled the continuous assessment of daily life behaviors that contribute to or result from the individual’s QoL. The continuous assessment of behaviors facilitates an enhanced understanding of an individual’s short-term as well as long-term health and QoL. This chapter outlines the World Health Organization Quality of Life (WHOQOL, and specifically the WHOQOL-BREF) instrument, which provides a way to categorize the behaviors and aspects of daily life that contribute to an individual’s QoL. As a result, the WHOQOL-BREF presented here serves as the organizational method for this book. Additionally, this chapter presents 71 technology-enabled daily life assessment studies conducted by “quantified-selfers” across the span of the last 6 years, and draws lessons learned by the community. Overall, this chapter illustrates how technology-enabled assessments of an individual’s daily life behaviors and QoL can complement current self-reported QoL assessments. Following this, each chapter within this book elaborates on technology-enabled assessments of a specific dimension of an individual’s QoL.

AbstractSince 2010, Sweden has a Vision Zero policy on fire safety: no one should die or be seriously injured as a result of fire. Compared to the traffic safety model, however, the preconditions for successful implementation appear more immature and less convincing in the fire area. The purpose of this chapter is to illustrate, using the Vision Zero policy on fire safety as an example, how a Vision Zero initiative in a new area, where the conditions for governance may differ significantly from the area of inspiration, can be dealt with as a dynamic process to gradually establish credibility and effectiveness.Globally, fire is a significant cause of death and injury. The general trend is toward a slow decline, especially among middle-income and high-income countries. The decline may be due to successful fire safety efforts, but also to other conditions affecting it indirectly. Both risk-increasing and risk-reducing factors determine fire safety. Risk increasing factors include an ageing population, an increasing diversity of possible ignition sources, and a change in the composition and amount of combustible materials present in our homes. The risk-reducing factors include generally favorable socioeconomic and technological developments, including concrete societal actions directed against fire risks such as the promotion of smoke detectors and sprinkler systems.Fire safety is one of the oldest documented examples of societal risk management. City planning and construction were early influenced by fire safety considerations, while in contrast, the legal responsibility for residential fire safety has largely remained a private and individual matter. The situation is similar to the one that for long prevailed in the traffic sector, that is, the primary responsibility rests with the system’s users, not with its designers.The launch of the Vision Zero on fire safety in 2010 represented a clear boost in ambition. Along with the vision, a strategy intended to guide the work toward the visionary goal was also presented. The strategy included four items: information, technical solutions, local collaboration, and evaluation/research. Several actions were taken in line with the strategy, including a significant research effort and the development of a set of indicators to monitor progress.Ten years later, the research effort has brought new knowledge that puts previous perceptions into partly new light. The notion that survival depends on the individual’s personal capacities is strengthened. Adverse outcomes such as death and serious injury appear mainly linked to specific vulnerabilities of certain groups for medical and social reasons. Most fires are handled by the residents themselves without injuries and without assistance from Rescue Services; on the other hand, even minor fires can be fatal for vulnerable residents. This turns the problem framing toward social aspects rather than technical, since broad groups of residents lack the capacities needed, conflicting with the prevailing view that the individual should bear the primary responsibility.Other findings relate to the proven inefficiency of certain measures for groups at elevated risk and the need for re-thinking and innovations to meet the challenges ahead. This includes extended inter-sectoral collaboration on a broader spectrum of residential risks besides fire, threatening the same groups for similar social and medical reasons.This updated state of knowledge is now being used as a basis for renewing current national fire safety strategies. With reference to general principles of systems control, this chapter will discuss obstacles and challenges to establish a more robust and systematic national control of the fire problem in line with the Vision Zero policy. The appropriateness of launching Vision Zero policies in fields that are not yet ripe for systematic governance is also discussed. It is concluded that a Vision Zero initiative can still be meaningful and successfully pursued, provided that limitations in the ability to influence crucial elements in the system are openly identified and systematically addressed in a process in which strategical and policy developments interact with research and innovation.

Approaches to innovation adoption often fail to explain why similar technologies in a single environment can have very different adoption outcomes. In this chapter, the single environment of education management systems in one country (Australia) are used to show how outcomes of similar technologies can be very different. An Actor-Network approach is used to explain how some technologies succeeded and others failed. Understandings reached in this case illuminate the power of the approach that includes listening to the technological actors in addition to the human. The chapter identifies actors and interactions and shows the connection between those interactions and the final outcomes of the innovations.

Public sector institutions continue to significantly invest in Information and Communication Technology (ICT) as a solution for many of their service provision challenges, for example, greater efficiency and quality of services. However, what has come to light is that there is a lack of research on understanding the contributory value or “success” of technological innovations. This chapter introduces a socio-technical view of public service innovation. The aim of this research is to extend on the notion of bureaucracy, which is traditionally focused on the politics of office environments. This socio-technical view extends this traditional view to include the politics of service networks, particularly within IT-enabled public service innovation. The chapter focuses on how service innovation is exploited to align specific interests through the process of translation and shifts the focus from value co-creation to value co-enactment. In essence, this chapter explains how public service technological innovations act as an agent of bureaucracy that alters the relational dynamics of power, risk, responsibility, and accountability. For demonstrative purposes, this chapter describes a case study that examines IT-enabled service innovation with an academic service environment.

Despite the rampant growth in technology-based service delivery options, the implementation of these contemporary forms of service channels continues to be risky and problematic for organisations. Current conceptualisations of IS implementation is rather narrow and highlights only particular aspects of this phenomenon. This paper adopts a socio-technical lens to enhance our understanding of the implementation of an Internet-based self-service technology (ISST) at a major South African healthcare insurance firm. Actor-Network theory’s (ANT) key conceptual elements of inscription and translation are used to describe how the design and use of this self-service technology emerged from the co-entanglement between the technological and social. Drawing from a field study, this paper demonstrates the complex interdependencies and interactions among contrasting social, political, economic and technological issues and therefore advances implementation theory for these contemporary service channels in yet another important way.

Consumer culture theory helps us take note of the cultural forces and dynamics in which technology consumption is entangled. It enables us to articulate the cultural processes (e.g., ideological, mythic, ritualistic) through which cultural meanings become granted to or denied to technological innovations, thus shaping the value of technologies as cultural resources sustaining consumer identities. In its urge to shed light on these aspects, CCT tends to reinforce the gaps and asymmetries between the “socio-cultural” and the “techno-material,” leaving plenty of room for further study. The authors outline the strengths and limitations of CCT to offer several tentative suggestions as to how ANT and CCT might draw on each other to enrich the understanding of technology consumption.

Climate change is a major risk for the global economy. Increased frequency of climatic events coupled with unsustainable economic development without considering environmental & social aspects has resulted in runaway climatic impacts. It became evident for all stakeholders to work in unison; which led to formation of Task force on climate-related financial disclosures (TCFD). Financial quantification of climate risk is a new area to be explored & could be an effective measure to tackle climate change. This chapter provides a general approach for financial quantification of climate change risk for businesses to understand & prioritize climate action. Though the approach is limited to the manufacturing sector, it can be used with some modifications for other sectors. It will help find impacts that climate change could pose to supply chain using various tools & evaluation of its usefulness. As 'Climate Action' is part of Sustainable Development Goals; it will be useful to understand how integrating TCFD could help enterprises tackle climate change by localizing SDG-13 into their businesses.

Анотація:
This chapter identifies the drivers and challenges of the fourth industrial revolution. The fourth industrial revolution consists of artificial intelligence, big data, robotics, and many others technological innovations. The recent transformation in the global environment is affecting the way businesses are conducted, managed, and the way governments and societies are run. Today, business analysts are faced with the challenge of managing both human and digital workforce effectively without making any stakeholder in the business environment worse off. Hence, human capital management in the fourth industrial revolution involves effective development and deployment of human resources, artificial intelligence, and robotics to achieve organisational goals and objectives. It is expected that the principles underlying human capital management—planning, staffing, development, compensation, and investment in digital workforce—will become more intense and complex.

Designing large, innovative ships is a complex assignment and an interesting one for every company: Ship designers are capable of supporting the client’s requests and deliver a design quicker than any other related industry involved in the design of complex objects. However, at the same time it is felt that the industry could improve their innovative output by applying a more focused method to design these innovative and complex ships. Existing methods either mitigate the complex relations between systems of a ship, or concentrate on the design of a single object. The design models evaluated in this paper, amongst others, the design spiral and system engineering, do not describe these important aspects of the ship-design cycle: To evolve beyond the current innovations, current design models do not suffice. The model presented in this paper takes the complex relations through different levels of decomposition into account and presents the possibility to track and support change during the design process. In future research, the model will be applied and developed further towards approaches and tools to support innovative design.

Knowledge combined with innovation has been shown to be a driving factor for the growth and development of sustainable economic markets and, given the reality of the current scenario in Brazil in relation to social, political and economic aspects, see the high rate of unemployment and informal workers that they need emergency governmental support to survive, the importance of cooperative union between academic centers, scientific society, government and private initiative to induce public and institutional policy strategies that cause scientific, technological and social advances, transforming the knowledge in market innovations that generate jobs and income for social actors. In this scenario, stricto sensu postgraduate courses, especially doctorates, have contributed to the advancement of Innovation, Science and Technology, considered to be driversof economic and social change. Thus, assuming that all theses created in university centers precede an intellectual innovation, this research aims to highlight the reasons that lead to low entrepreneurial applicability among doctoral and doctoral student research. The hypothesis raised is that the lack of disciplines interconnected to entrepreneurship in graduate studies creates an imprisonment of Brazilian scientists' ideas in the academic field without other ramifications. The methodological procedures used will be of a qualitative quantitative approach, with regard to the objectives, the research is presented as descriptive and exploratory, having as a procedure bibliographic studies and the creation and application of a questionnaire for doctors and doctoral students in the city of Campos dos Goytacazes-RJ. As a result of this research, I hoped to understand the reasons that lead to the low applicability and insertion of academic ideas in local entrepreneurship and the statistical survey of alternatives for interconnection between researchers and the market.
