The main objective of the present research was to apply the sustainability approach to the management of sanitation systems carried out by community-based organizations (JASS) in rural villages with the support of the district municipality. Given the limited capacity of rural district municipalities to supervise, monitor and provide technical assistance to these community organizations, a proposal for municipal technical assistance (MTA) was developed based on an index for the evaluation of the sustainability of rural sanitation systems (IESSSR). Such index allowed to evaluate not only the sustainability, but also to identify the deficient and unsustainable aspects of each system, which was crucial to develop improvement plans for each JASS. A first measurement of the sustainability of the two intervened systems was made – of the rural population centres of Palmira and Dos de Mayo, both located in the district of Leymebamba –, a general sustainability index (IGS) for JASS Palmira of 3.010 (Stable) and for Dos de Mayo of 2.997 (Unstable) were obtained. In the second measurement, using 5 dimensions, 18 factors, 48 variables and 66 indicators, the IGS of JASS Palmira was 3.179 (Stable) and that of Dos de Mayo was 3.233 (Stable). The reliability of the index was analysed using the test-retest method by comparing the May and December measurements of each JASS, obtaining a Pearson correlation index of 0.631 for Palmira and 0.602 for Dos de Mayo. Finally, the index was developed into a software application to facilitate the storage, processing, monitoring, evaluation and presentation of the information, and is currently being tested in the municipality of Leymebamba.

In the past three decades, the competitiveness and productivity of the small enterprise have been favored by the government, business action and technical cooperation, which have made signifi cant contributions regarding promotion, development and provision of technical assistance. In the developing economies of the Asia Pacifi c region, these efforts are explained by the fact that the small enterprise contributes without question, to job generation, local economic dynamics, collective effi ciency of business network, and economic growth. In the economies of the region, most contributions have been channeled through public policies with a focus on capacity building. Nevertheless, according to preliminary studies in the main business clusters in Peru, the government’s promotion actions have not had a steady effect in competitiveness and productivity. Evidence suggests that business development services have a limited effect as they depend solely on external interventions. In contrast, successful entrepreneurship relies more on endogenous capacities. This article introduces a framework of promotion of the productivity and sustained competitiveness in the small enterprise, laying stress on endogenous capacities and an effi cient arrangement of external interventions.

The food security of Lima—Peru’s capital city, which shelters over 30% of the total country’s population—depends on the food production of its nearest agricultural areas, the Chancay-Huaral and Chillón valleys, wherein agrochemicals are widely used. This study primarily aimed to determine the characteristics of pesticide use in these two valleys, located 83 and 30 km north of Lima City, respectively. A second aim was to assess whether proximity to Lima provides access to technical assistance regarding agricultural activities. A questionnaire-based survey assessing socioeconomic aspects, occupational exposure, and agrochemical-related knowledge was conducted on a sample of 102 participants (farmers and fieldworkers). The results revealed that the average age for starting to handle pesticides was 15 years, while life-long occupational-exposure averaged 30 years. Most pesticides used were organophosphates and carbamates. Personal protective equipment was not used and, therefore, dermal exposure and inhalation were major routes of intoxication. Despite their proximity to Lima, both valleys lack an official agronomic advisory agency, and this void has been occupied by agrochemical manufacturing companies and trading houses focused on increasing their sales. Based on the results, it is urgent to implement an official technical advisory service and a capacity-building program on pesticide use in Peru, as well as the implementation of measures for improved control, trade, and storage of pesticides. Simultaneously, a permanent epidemiological surveillance at the country level is needed to improve public health and to contribute to achieving the Sustainable Development Goals of the United Nations’ 2030 Agenda in Peru.

The aim of the research is to gain an understanding of consumer behavior in developing countries in the electronic environment. For this purpose, the four constructs of the PREVEINCOSA scale were analyzed: purchase intention as the dependent variable and trust, perceived value, and satisfaction as the determining variables of the former. For this purpose, by means of convenience sampling, an online questionnaire was shared with citizens in Mexico, Peru, and Colombia. A total of 330 questionnaires were collected from people who knew or had bought clothes in an online shop of the small company. Structural equation modeling (SEM) was used to validate the model and test the hypotheses. The results indicate that trust and satisfaction directly and positively influence value perception and online purchase intention and that value perception directly and positively influences online purchase intention of the small business consumer in Mexico, Peru, and Colombia. These results may be useful for the small fashion business sector in developing countries since it is observed that the online sales channel is not yet developed, which makes it necessary to develop strategies to reach customers in a more effective way. On the other hand, given the importance of this sector for the economy of developing countries, this study can be useful to governments who can establish public policies to provide training and technical assistance to benefit the development and competitiveness of this sector.

Efforts to protect the wild Vicuña, an endangered relative of the domesticated Llama and Alpaca of the central Andes, and to increase the species' numbers, have been more successful in achieving technical wildlife management goals than in complementing agro-pastoral activities of the indigenous peoples of the region. In both Pampa Galeras National Reserve in Peru and in Lauca National Park in Chile, lack of consultation with native pastoralists, whose lands the reserves occupy, reflects weak commitment to broader social and economic goals on the part of national authorities, as well as the inadequacy of international technical assistance in involving local communities in such projects.Specifically, those projects have neglected to consider the importance of local patterns of land tenure, which are only in small part communal, and of economic differentiation with those communities. At the same time, authorities have controlled or monitored access to such subsistence resources as pasture and fuel for local residents, while failing to offer short-term alternatives for economic opportunity. This is in contrast to the free hand enjoyed by energy and agricultural irrigation projects such as those which benefit Chile's Atacama port of Arica. Continuation of such policies jeopardizes long-term success of wildlife protection as well as the economic future of the region's human inhabitants.

The article analyzes the evolution of the Soviet-Latin American military-technical cooperation in the period from 1955 until 1991. The Latin American aspect is considered in the context of the general dynamics of cooperation with the "third world" regions. The compilation of the US Agency for Arms Control and Disarmament statistical data on the supply of weapons from the USSR to Latin America was carried out. The periodization of the development of Soviet-Latin American military-technical cooperation has been developed according to the criterion of the USSR and the USA volume of military-technical cooperation with the region. The vector of development of the USSR military relations with the Latin American allies is traced from the total lag in the 50s and 60s to the qualitative and quantitative superiority by the end of the 80s of the twentieth century. It is proved that by the time of the collapse of the USSR, it had significant superiority over the United States in military supplies to the region in terms of the gross volume and variety of types of weapons. The superiority of the United States consisted in diversifying the arms market, while the USSR concentrated on the "left triumvirate" - Cuba, Peru and Nicaragua. Here is expressed the hypothesis that the objective goal of the USSR military assistance was the formation of an international pole of left and communist orientation, as a counterbalance to right-wing dictatorships.

The purpose of this work was focused on characterizing the value of the general law of land transportation in the inhabitants of Huanta, Ayacucho, Peru. The research corresponds to a quantitative method. (Héctor Cárcamo Vásquez, 2009) This law decrees the general, organizational and regulatory orientation of land transportation that governs the entire Peruvian territory (Palma, 2022). General Law of Land Transportation and Transit N. 27181, incorporated by Emergency Decree N. 019-2020, 4-A-1 establishes various obstacles for certain natural and legal persons to obtain authorized domain rights for the assistance of transportation or auxiliary services while the interference would be justified in the protection of the referred constitutional rights (Chafloque Tullume, 2022). Transportation in Peru is governed under free market principles, with legal facilities for permits and services under Law No. 27181, which establishes the general economic, organizational and regulatory criteria for road transportation and transit and applies throughout the territory of the Republic. The transporter, complying with regulatory requirements such as safety, technical condition of the vehicle, without monopolization or price standardization, has the opportunity to access, with prior authorization, on non-saturated roads, according to the services provided that are in areas or roads classified as saturated (Risco, 2020). So one of the criticisms to the people of Huanta is that they should put into practice the good management of the general transportation regulations, in order to stop committing accidents due to the same recklessness of the driver.

This study examines how smallholder coffee farmers’ perceptions may influence their engagement in peer mobilization and collective action. Forty smallholder coffee farmers were interviewed in the Central Highlands region of Peru using a closed-ended instrument. The sample of smallholder farmers was achieved using purposive and snowball sampling methods. Quantitative data on farmers’ attitudes and aspirations regarding working with peers, autonomy, and external support as well as knowledge, skills, and behaviors pertinent to collective actions were collected and analyzed using descriptive and correlational procedures. Key findings indicate farmers perceive a need for external support, feel there are benefits of collective actions, and aspire to work with their peers. Based on the findings, it is recommended that practitioners and farmer group leaders focus training efforts on building smallholders’ knowledge and skills in mobilization, encourage peer association/collective action as a source of external support, and target knowledgeable, skilled and confident farmers to lead collective actions. This study has implications to bolster support for farmer-to-farmer extension and technical assistance systems and inform the identification of leader farmers.

In countries with high seismicity, such as those located in the Pacific belt of fire, great disasters are generated because many houses are not designed to resist seismic forces; this is because they have been built without any professional technical assistance and using low quality materials that make them more vulnerable to an earthquake. In developing countries such as Peru, the problem is recurrent, because more than 80% of homes are self- built, causing construction errors that lead to 70% of these homes have no guarantees to withstand a major earthquake; the importance of solving this problem lies in the need to identify construction errors to study methods of reinforcement. This work investigates 371 houses of confined masonry, the most used construction system in South America, finding as a result that the most important construction error is the structural use of the tubular brick; in view of this, it is proposed to reinforce the walls with a construction system made up of tubular bricks reinforced with galvanized wire mesh to increase resistance and improve ductility.

The rural-urban interface (RUI) is a complex landscape impacted by a variety of social and economic processes. Substantial U.S. agricultural production occurs at the RUI despite non-farm development pressure. Notably, at a time when U.S. farming is increasingly dominated by a shrinking number of large scale operations, RUI agricultural production occurs primarily on small and medium farms. Importantly, RUI farms exhibit greater diversity in terms of operator demographics, production type, and marketing channels, than their large-scale counterparts. A critical resource in the persistence of diverse RUI farms is Technical Assistance (TA). While TA is provided by a number of different institutional actors, the focus here is restricted to the Extension Service, United States Department of Agriculture backed Natural Resource Conservation Service and Soil and Water Conservation District programs, and nonprofit sector organizations whose mission is focused on supporting U.S. agriculture. Through an analysis of qualitative and quantitative data collected as part of a multi-state study, the goal of this work is twofold. In the first place, this work seeks to assess the utilization of the different sources of TA by farmers operating at the RUI. Subsequently, the work investigates the resulting attitudes farmers hold about the TA they use. As such, this analysis is intended to examine how TA contributes to the persistence of the diverse agriculture operating at the RUI and to explore possible ways in which these critical resources can be further enhanced in order to support RUI farms and farmers.

La Seconde Guerre mondiale avait complétement interrompu les échanges entre la France et le Pérou. En revanche, au cours des Trente Glorieuses, la France réussit à rétablir une position appréciable au sein de l’économie péruvienne. Grâce à une diplomatie économique active et un engagement diversifié des entreprises privées et publiques, la France devint un partenaire notable de la coopération technique. Ce pays joua un rôle important dans les programmes d’industrialisation et de modernisation du Pérou. Cette thèse s’interroge sur l’évolution et la structure des relations économiques franco-péruviennes entre 1945 et 1975. L’étude se penche sur les échanges commerciaux ainsi que sur les domaines des échanges financiers, de l’industrie et de la coopération technique, combinant des analyses macro et micro-économiques. Il s’agira d’analyser les stratégies et performances des entreprises françaises au sein des grands projets au Pérou en considérant les succès et les limites de leurs engagements. Ainsi, la thèse présente une étude nuancée à propos d’un sujet jamais étudié auparavant et cherche à contribuer d’une manière novatrice aux recherches sur l’histoire des relations entre l’Europe et les pays latino-américains ainsi que sur les rapports Nord-Sud
The Second World War had completely severed the relations between France and Peru. Throughout the Golden Age of Capitalism, however, France managed to re-establish a considerable position within the Peruvian economy. Thanks to an active economic diplomacy and the various efforts of private and public companies, France became a notable partner in technical cooperation and played, henceforth, an important role in the Peruvian programmes of industrialisation and modernisation. This thesis deals with the evolution and structure of the economic relations between France and Peru from 1945 to 1975. Combining macro- and microeconomic methods, it equally investigates the bilateral trade relations as well as the domains of finance, industry and technical cooperation. The study analyses the strategies and performances of French companies in Peruvian large-scale projects considering their successes as well as their limits. In this way, the thesis presents a nuanced view on a subject, which has never been studied before. It contributes in an innovative way to the research on the relations between Europe and Latin America and between the Global North and South

Werkskrag is nodig sodat ontwikkeling kan plaasvind. Dit is ’n uitdaging om te bepaal hoe tegniese bystand voorsien moet word, en of sodanige bystand wél aan die ontvanger se behoeftes voldoen. Sommige is van mening dat Westerse lande geneig was om aan ontwikkelende lande voor te skryf watter soort tegniese bystand hulle sou benodig. Dit het daartoe gelei dat die meeste ontvangers nie verantwoordelikheid vir produksie aanvaar het nie. Navorsing verwys na die behoefte vir tegniese bystand asook die sukses wat tot nou toe behaal is op dié terrein, alhoewel dit gering was. Die meeste ontwikkelende finansiële instansies, insluitende die Wêreldbank, lewer bewys van tegniese bystandsprogramme. Hierdie programme dien as ondersteuning vir instansies in die uitbetaling van verdere fondse vir ontwikkeling. Die verslag dui aan dat, alhoewel tegniese bystand en ontwikkelingsfinansiering wél werk, vooruitgang steeds nodig is.
ENGLISH ABSTRACT: Technical assistance continues to be a topical issue in most developing countries. For many decades, technical cooperation has been used as a vehicle to build capacity building and, more importantly, as a way to implement projects. Capacity is required for development to take place. The challenge is how the technical assistance is provided, and whether such assistance is what the recipient needs. Western countries have tended to prescribe to the developing countries in terms of the kind of technical assistance they need, which has resulted in many recipients not taking responsibility for the output. The research alludes to the need for technical assistance and the successes that have been achieved until now in the field, even though they have been marginal. Most development finance institutions, including the World Bank, are shown to have technical assistance programmes. Such programmes assist the institutions in disbursing more development funds. The Report indicates that, although technical assistance and development finance do work, improvement is still required.

Climate change mitigation efforts are increasingly forming part of the agendas of African nations, particularly since the inclusion of voluntary targets for these countries within the United Nations Framework Convention on Climate Change (UNFCCC) Paris Agreement of 2015. This focus towards the mitigation of greenhouse gas emissions, together with the need to achieve development objectives, has become combined in the practice of ‘low carbon development’ within developing countries. Technical assistance programmes have been set up to support the achievement of low carbon development, and these activities typically flow from the global North to Africa. However the power structures and flows of benefit that underlie these practices have not been the subject of much enquiry and are largely occluded within the climate change mitigation community of practice. With the inclusion of climate change mitigation targets for developing countries together with a direct call for increased capacity building within the Paris Agreement, the volume of technical assistance support focused towards Africa is likely to increase. As such the need to consider what effective technical assistance, that is both equitable and appropriate to the African context, might look like becomes a priority. This study engages with these issues. By considering the literature arising from decolonial studies and development theory together with bringing to the fore the perceptions of African climate change mitigation professionals, it provides a critical analysis of the tacit assumptions that are legitimated within the technical assistance practice in climate change mitigation. The study finds that current modes of technical assistance practice within low carbon development continues to entrench the hegemonic nature of knowledge of the global North, and perpetuates the placement of Africa in a position of extraversion towards the North, assuming African government and climate change practitioners as lacking in knowledge and expertise. The study advocates for a more equal and bilateral flow of knowledge between the two regions in order for African nations to faster and more effectively reach the twin goals of development and mitigation within Africa. It considers the lack of the critical theories of decolonial studies and development theory in climate change scholarship (particularly the absence of African voices in the debate) and brings these alternative voices and theories into low carbon development technical assistance practice.

The international community has long sent democracy aid, and technical election assistance (TEA) has become increasingly popular in the last three decades. Despite these investments, little is known about the effects of TEA. This master thesis focuses on how TEA affects violence during elections and asks if and how does technical election assistance prevent electoral violence in some contexts and not in others? I argue the TEA that is provided to both state and non-state actors in combination can reduce electoral violence. I argue that this can make elections credible and that credible elections are less probable to turn violent. By conducting case studies on Kenya, Nigeria, and Zimbabwe using Structured Focused Comparison, this thesis finds that the hypothesis when a state receives comprehensive technical election assistance, it will experience a reduction in electoral violence gets limited support. The findings show that TEA can help reduce violence since violence was reduced in all three cases, but only two of them received comprehensive TEA.

A Robotic ‘Jack Spring’™ is a new type of mechanical actuator, which is based upon the concept of structure control. A Jack Spring™ mechanism is used to create an adjustable Robotic Tendon, which is a spring based linear actuator in which the properties of a spring are crucial to its successful use in gait assistance. Like its human analog, the adjustable Robotic Tendon uses its inherent elastic nature to reduce both peak power and energy requirements for its motor. In the ideal example, peak power required of the motor for ankle gait is reduced from 250W to just 81 W. In addition, ideal energy requirements are reduced from nearly 36 Joules to just 25 Joules per step. Using this approach, an initial prototype is expected to provide 100% of the power and energy neccessary for ankle gait in a compact 0.84kg package. This weight is 8 times less than that predicted for an equivalent direct drive approach.

Abstract The emission regulations for internal combustion engines are becoming more and more stringent with the aim to reduce the pollutants emitted to the atmosphere. One of the most efficient means to meet upcoming stringent emission regulations is by reducing the pollutants emitted during the warm-up time and at low-load operating conditions by using an oxidation catalyst. In the present work, a 1-D mathematical model of an electrical heater assisted oxidation catalyst has been developed to study the effect of heater on CO conversion at low operating loads and during cold start conditions. The study has been conducted considering different power levels, heating durations (continuous and temporary) and heating volumes, and it promises to be helpful in tackling the problem. The results revealed that heater assistance to the oxidation catalyst improved the light-off performance, and temporary heating was found to be as effective as continuous heating in reducing the CO emission. Moreover, an indication parameter (light-off time reduction per unit power) has been developed, which can be used to optimize the power requirement of the heater.

Industry-specific technology demonstration projects are key to facilitating deployment of solar industrial process heat technologies. Frito Lay North America (FLNA) is pursuing installation of a solar industrial process heat plant at the manufacturing plant in Modesto CA. FLNA contracted with Industrial Solar Technology Corp. for design and installation of the system and with National Renewable Energy Lab for technical assistance. The US Department of Energy and California Energy Commission both facilitate private companies implementation of technology demonstration projects with incentives, tax policy, and technical assistance. The solar plant would include: 5,387 m2 (57,969 sf) of parabolic trough solar collectors; pipe from solar array to unfired steam generator; unfired steam generator (USG); hot water heat exchanger (HWHX); pipe from hot water heat exchanger back to array field; and associated pumps, bypass piping, and controls. Performance of each component of the solar heating system varies with changing conditions of intensity of the sunlight, position of the sun, and ambient temperature. Since each of these parameters change throughout the day and throughout the seasons an hourly simulation of one year’s performance is performed. The simulation is used to estimate annual energy delivery as well as to inform design recommendations. The solar array inlet temperature is solved for iteratively for each hour of the year based on an energy balance of the entire loop including all components. Nested within this iteration are iterations for the operating temperature of each of the 16 modules in series. Hourly direct beam solar radiation (W/m2) data for Modesto CA for 8 years from 1998–2005 was provided by the National Renewable Energy Laboratory Renewable Resource Data Center and the minimum year, average year, and maximum year were used in the analysis. Results indicate that the system would deliver between 3,898 MWh and 4,308 MWh per year (13.3 and 14.7 billion Btu/year) with an average of 4,044 MWh/year (13.8 billion Btu/year). This average estimate of 13.8 billion Btu/year agrees with the contractors proposal and also with methods described in the Industrial Process Heat Handbook published by NREL. The simulation is able to model more detail and inform design recommendations, such as bypassing the steam generator and only making hot water on winter days.

Abstract Automotive electronics increasingly use high-performance semiconductors to enable a number of advanced driver assistance systems. Thermal management in chip-based electronic systems is quickly becoming one of the most significant impediments to enhanced performance and integration density. The ongoing downsizing and integration of semiconductor devices have increased by heat generated per unit volume of the chip. Thermal interface material (TIM) facilitates heat dissipation from chip to package and from package to heat sink. Exposure to the wide temperature ranges typical in automotive conditions may result in the early propagation of fractures at the TIM-to-Copper contact, leading to high thermal resistance and device thermal runaway. In this paper, bimaterial samples have been created by dispensing TIM materials onto the copper surface and curing them based on the specified conditions. A total of three different TIM materials are used in this study. Two types of samples are prepared, namely with and without pre-crack. The samples are tested in four-point bend monotonic and fatigue loading conditions. The pre-cracked samples are used for fatigue four-point bend loading, and the no-pre-crack samples are used for monotonic four-point bend loading. Before testing, to calculate the bi-material samples’ KIC and KIIC fracture toughness values, they are subjected to automotive-grade thermal cycling from −40°C to +125°C for up to 1000 cycles. Interfacial crack initiation, propagation, and failure mechanisms are investigated. The interfaces’ strain-energy release rate and fracture toughness are assessed.

A direct cardiac compression (DCC) device is a non-blood contacting sleeve placed around the failing heart to actively assist blood pumping function. For design optimization of a DCC device, it is necessary to monitor the surface pressure exerted on the heart surface at multiple points during active assist, and to correlate this with device performance and cardiac output. In this paper, we present the design, fabrication and characterization of a soft, elastic, conformable pressure sensing sleeve that is placed at the heart/device interface to monitor device performance without affecting device function. This sleeve enables identification of optimal pre-tensioning, positioning and user-controlled parameters of the DCC device. Individual sensors (8×8×3 mm) were fabricated using a surface mount device (SMD) barometer on a custom double-sided flexible printed circuit board and casting the assembly in urethane rubber. A typical sensor has a dynamic range of 2.5 kPa to 50 kPa with a sensitivity of 11.3 counts per kPa. An array of up to 24 sensors was integrated into a flexible, stretchable circuit embedded in a thin (500 micron) silicone sheet using a multi-step layering fabrication process. Continuous magnet wires were wrapped around an alignment fixture, soldered to individual sensors in place and the entire circuit was transfer printed on to a silicone sheet. This assembly allows stretch corresponding to the fractional shortening of the heart muscles (up to 50%). The sleeve successfully measured static and dynamic pressures with a mechanical tensile tester and did not affect DCC device performance. Preliminary results demonstrated that the sleeve is robust enough to withstand >10000 cycles, compression forces from the DCC device and can achieve sensing range and repeatability suitable for procedural pressure monitoring for a DCC device. In addition to allowing performance measurements for iterating DCC device designs, the sensing sleeve can enable increased understanding of the response of the cardiovascular system to compressive assistance.

Conditional Cash Transfer (CCT) programs have become the main social assistance interventions in Latin America and the Caribbean (LAC), reaching 129 million individuals in 18 countries in 2010. Programs shared key characteristics such as the payment of cash grants and the incorporation of co-responsibilities, but varied greatly in terms of coverage, infrastructure, routines, and even objectives. In this study, we analyze the experience of six countries (Brazil, Colombia, Honduras, Jamaica, Mexico and Peru) and attempt to identify important lessons for countries that have recently started or that are currently considering the introduction of a CCT. The methodology includes a review of scientific and technical literature, as well as interviews with key government and program personnel.
