The Queensland sugar industry between 1880 and 1950 faced a major agricultural crisis. The annual cane crops were attacked periodically by white grubs, the larvae of different species of native beetles found along the Queensland coast. Both canegrower and miller suffered considerable financial losses during these outbreaks. Entomologists engaged by the Queensland Government sought strategies to reduce this damage. This paper begins by discussing the biology of the beetles that troubled the Queensland sugar industry. The organizations and personalities involved in the research to combat the depredation by the white grubs are outlined in the second part of this paper. The extent of the canegrowers' adoption of the entomologists' advice on ways to reduce the impact of white grubs is reviewed in the third section of this paper. In the final section, the solution to the canegrowers' woes is discussed, although it will be highlighted that the widespread adoption of benzene hexachloride in the 1950s only provided protection until the Queensland Government banned the use of this insecticide in 1987.

Water quality condition and trend are important indicators of the impact of land use on the environment, as degraded water quality causes unwelcome changes to ecosystem composition and health. These concerns extend to the sea, where discharges of nutrients, sediments and toxicants above natural levels are unwelcome, particularly when they drain to the Great Barrier Reef World Heritage Area and other coastal waters of Queensland. Sugarcane is grown in 26 major river catchments in Queensland, most in environmentally sensitive areas. This puts pressure on the Queensland Sugar Industry to manage the land in ways that have minimum adverse off-site impacts. Sugar researchers including CRC Sugar have been associated with water quality studies in North Queensland. These include investigations and reviews to assess the role of groundwater as a pathway for nitrate loss from canelands in the Herbert Catchment, to find causes of oxygen depletion in water (including irrigation runoff) from Ingham to Mackay, to use residues of superseded pesticides as indicators of sediment loss to the sea, and to assemble information on water quality pressure and status in sugar catchments. Key findings, plus information on input pressures are described in this paper, and areas of concern and opportunities discussed.

Between 1920 and 1950, the Queensland sugar industry was troubled by many of the diseases that plagued sugar cane, often in serious proportions. Financial losses from these disease outbreaks in the 1920s prompted the Colonial Sugar Refining Company (CSR) and the Queensland Bureau of Sugar Experiment Stations (BSES) to employ university-trained plant pathologists who undertook research into identifying the diseases, understanding their etiology and devising control strategies to reduce their impact. Archival records, annual reports of both organizations and published scientific papers are used to reconstruct the programmes of research undertaken into these diseases. Control strategies developed as a result of this research included restrictions on the movement of cane plants, the establishment of quarantine districts, use of disease-free planting material, pre-treatment of planting material with hot water and/or solutions of organic mercurial fungicides, and 'roguing' of diseased cane plants. Consequently, by 1950, gumming, Fiji and downy mildew diseases — three of the most troublesome cane diseases in Australia — had been virtually eliminated in sugar-producing districts.

The ‘gentlemen of the flashing blade’ laboured in an occupation that no longer exists in Australia: canecutting. It was a hard job done by hard men, and its iconic figure – the canecutter – survives as a Queensland legend, so extensively romanticized in the popular culture of the time as to constitute a subgenre characterized by subject matter and motifs particular to the pre-mechanization sugar country culture. Yet, it may seem like the only canecutters immortalized in the arts are Summer of the Seventeenth Doll’s Roo and Barney. To show the breadth and diversity of this subgenre, and the legend of the canecutter and sugar country culture, this article reviews a selection of novels, memoirs, plays, short stories, cartoons, verse, song, film, television, radio and children’s books. These works address the racial, cultural and industrial politics of the sugar industry and its influence on the economic and social development of Queensland. The parts played by the nineteenth-century communities of indentured South Sea Islanders and the European immigrants who followed are represented along with those of the itinerant Anglos. These works depict, and celebrate, a colourful, often brutal, part of Queensland’s past and an Australian icon comparable with the swaggie or the shearer.

The Australian sugar industry in the 1890s faced an agricultural crisis, as the standard cane varieties succumbed to the disease gummosis. Australian scientists were engaged by the Queensland Government and the Colonial Sugar Refining Company (CSR) to identify new, gummosis-resistant cane varieties. This paper begins by outlining the organizations and personalities involved in this research. The distribution of the new varieties throughout Australian sugar-producing districts is reconstructed in the second part of the paper. In the final section, the economic benefits of the new varieties are reviewed. The scientists involved not only sought gummosis-resistant cane varieties, but also those that were sucrose-rich. Hence, what began as a potential agricultural catastrophe, benefited the Australian sugar industry in the long-term, since the new varieties yielded more sugar and a damaging disease was defeated, albeit temporarily.

History is replete with debates between health professionals with concerns about practices and products and others who either challenge scientific evidence or believe that the greatest public good is achieved through maintenance of the status quo. This paper provides a 1950s socio-scientific perspective on a recurring problem for health professionals. It analyses dentists' promotion of oral health by discouraging sugar consumption and the sugar industry's defence of its staple product. Despite scientific evidence in support of its case, the dental profession lacked influence with government and large sections of the Australian community. The division of powers within the Australian Constitution, together with the cause, nature and ubiquity of caries and Australians' tolerance of the disease, were relevant to the outcome. In contrast, the sugar industry was a powerful force. Sugar was a pillar of the Australian and Queensland economies. The industry contributed to the history of Queensland and to Queenslanders' collective psyche, and enjoyed access to centralized authority in decision-making. The timing of the debate was also relevant. Under Prime Minister Robert Menzies, the Australian Government was more concerned with promoting industry and initiative than oral health. This was a one-sided contest. Patterns of food consumption evolve from interactions between availability, culture and choice. Food and associated etiquettes provide far more than health, nutrients and enjoyment. They contribute to economic and social development, national and regional identity and the incidence of disease. The growing, milling and processing of sugarcane and the incorporation of sugar into the Australian diet is a case study that illuminates the interface between health professionals, corporations, society and the state. Today, for a variety of reasons, health professionals recommend limits for daily intake of sugar. Calls for dietary reform are not new and invariably arouse opposition. The issue came to the fore between 1945 and 1960, when dentists contended that the consumption of sugar either caused or contributed to a major health problem, namely dental caries (tooth decay). Representatives of the sugar industry defended their staple product against these claims, which emerged at a critical time for the industry. With hindsight, these exchanges can be seen as a precursor to more diverse and recurring debates relating to contemporary health campaigns. This paper documents and analyses the contemporaneous scientific and socio-political backgrounds underpinning these engagements

This Research Project examines methodology used by the Mapping and Surveying Industry, Industry Advisory Council to respond to change occurring within Queensland's Geographic Information "Industry". The word industry is written in "parenthesis" because it yet has to be proven that a definable Queensland Geographic Information Industry exists. This project also examines that question as a side issue. The perception that change is occurring is evident in the Industry Strategic Plan, formulated in 1986, and in public statements by prominent members of the industry. The Industry Advisory Council convened three search conferences during 1989, and this study of action learning is based on participant observation at those conferences with comparison drawn through individual interviews with "industry" members. The questions addressed are: 1.Is the search conference action learning construct appropriate to achieve the kind a change and management of change sought by the "industry" leaders? 2. Did negotiated learning take place at the actions search conferences? 3.Are the base assumptions revealed at the search conferences reflected in the wider "industry?"; and 4. Did the search conferences achieve change? Revans (1982) defines action learning as "Learningby- Doing", or in more detail: "Action learning is a means of development, intellectual, emotional or physical, that requires its subject, through responsible involvement in some real, complex and stressful problem, to achieve intended change sufficient to improve his observable behaviour henceforth in the problem field" (Revans 1982, p.626). Ethnographic methodology is used to study the three search conferences as a participative observer. Verification or refutation of opinions stated and conclusions drawn from this observation is sought through direct interviews conducted with 18 "industry" members. Examination of available literature leads to the conclusion that the answer to the first question addressed is yes. However, the other three questions were answered in the negative. Observation of activity at the search conferences did not indicate that action learning was taking place, or that opinions expressed were reflected in the wider "industry". The research carried out for this project did not find evidence to suggest that the search conferences promoted change. Two suggestions are given for possible future action by the Industry Advisory Council and the "industry".

This Master Thesis “Application of defecation lime from sugar industry in Uzbekistan” is done in the Master’s Programme in Sustainable Technology at the Royal Institute of Technology (KTH).In this project Khorezm Sugar Company, operations in the factory and environmental problems in it have been studied.Impacts of defecation lime were described. The waste causes a lot of environmental and economical problems in the region. As it is dry and consists of particles with small size, defecat is easy spread able with the wind. It swells to nearest areas and could have impact on biodiversity as well as on health of people. Different modern methods of handling the defecation lime in Europe and Asian countries and new methods that are not in practice in large scales yet, were also described. These methods, such as: use of defecation lime as a soil improver, as a fertilizer, as an additive in greenhouse soil mixture, as a sorbent to treat waste water, as a micro filler incement production and foam concrete production and as a mineral additive in animal feeding.Advantages and disadvantages of these methods were examined. As an example the British Sugar and the Lime X division of the company were described. They obtain the same type of waste from sugar production. And use defecationlime as a soil improver to stabilize soil pH, to add organic matters to soil and improve soilstructure. The defecation lime is sold by 3 brands in the company, like: LimeX 45, LimeX 70and LimeX Super70 M. What they are doing and how they treat are described. As the main treatment method in the other sugar manufacturing companies, use of defecat as a soil improver was studied deeply. Therefore, soil characters of Uzbekistan have also been described. The fertilizer need in the country, especially in Khorezm region andcrops need for organic matters were overviewed. Different treatment methods of defecation lime, which are described in the thesis, are discussed to apply them in Khorezm Sugar. During discussing and suggesting methodstechnological and economical features have been taken into account. As a main type of treatment to use defecation lime in cement and foam concrete production were suggested. Also, use defecat as a soil improver and as additional methods, use of defecation lime as an additive in greenhouse soil mixture and to use as a sorbent to treat waste water were recommended.

This study is an attempt to analyse the process of proletarianisation in Swazi society with particular reference to the sugar industry in that country. We have also tried to explain why women's labour tends to be located in both subsistence and commodity agriculture, and what the implications of this are for the social, economic and political status of women in Swazi society. Through an analysis of the historical processes which led to colonisation and the consequent land alienation, labour migration, taxation and exploitation of the Swazi people, the study has tried to show the socio-economic and political consequences of capitalist development within Swaziland over the last century. We have also discussed the emergence and decline of white settler agriculture and shown how, together with the collaboration of the colonial state, white commodity agriculture laid the basis for the development of agribusiness in the economy, especially in relation to the sugar industry. Within the sugar industry itself, which has dominated the Swazi economy for the last thirty years in terms of land use, numbers of workers employed, and the size of national revenue generated, there is an ongoing struggle between labour and capital, which manifests itself in various forms, both overt and covert. The history of working class resistance in the industry vis-a-vis capital and the colonial and neo-colonial state, is discussed with a view to better understanding this section of the Swazi proletariat in anticipation of the revolutionary changes which are sweeping across the Southern African sub-continent.

Queensland Resource Industry Development Plan: Progress to Date We know that the world is changing, and trends such as decarbonisation, increased scrutiny on corporate social governance, and emerging technologies are impacting on Queensland’s resources industry. The Queensland Resources Industry Development Plan sets out a 30-year vision for the State’s resources sector that will enable the resources industry to successfully transform by 2050. This plan identifies six key focus areas, each containing actions for government and the resources industry to deliver in partnership, to help us achieve our vision. The 2022-23 Queensland Budget committed $68.5 million over five years, across 7 agencies, to implement the Plan. Our presentation will provide a brief overview of these focus areas and the actions and provide a deeper dive on progress the Department of Resources has made to-date.

Recently, the vegetable corn industry has shifted from the use of traditional cultivars with the sugary1 (su1) endosperm mutation to newer hybrids homozygous for the shrunken2 (sh2) or sugary enhancer1 (se1) genes. With greater kernel sucrose content, these hybrids are preferred by consumers and retain sugar for longer post harvest periods, providing the industry with more time to marker products with superior quality. Commercialization has been hindered, however, by reduced field emergence, and the establishment of stands with heterogeneous uniformity and maturities. This investigation was conducted to identify key biochemical and physiological characteristics in sh2 and se1 maize kernels associated with improved emergence, and stand establishment; and in immature ears at fresh harvest maturity, properties associated with eating quality. The location of genes or QTL controlling these kernel characteristics and other traits were then mapped to specific chromosomal regions by their linkage to molecular markers using two segregating F2:3 populations. This database was used to compare the efficiency of marker-assisted selection of key alleles with phenotypic selection for trait improvement. A model designed to uncover and quantify digenic interaction was applied to the datasets to evaluate the role of epistasis in the inheritance of quantitative traits.

Preventing non-communicable diseases (NCDs) in an effective and sustainable way will require forward-looking policy solutions that can address multiple objectives. This was true pre–COVID-19 and is even more true now. There are already examples from across the globe and within the United States that show how these may be possible. Although there are still many unknowns around how the design, targeting, level, sequencing, integration, and implementation of fiscal policies together can maximize their NCD prevention potential, there is already clear evidence that health taxes and particularly sugar-sweetened beverage (SSB) taxes are cost-effective. Nonetheless, policies alone may not succeed. Political will to prioritize well-being, protections against industry interference, and public buy-in are necessary. If those elements align, pricing policies that consider the context in question can be designed and implemented to achieve several goals around reducing consumption of unhealthy SSBs and foods, narrowing existing nutritional and health disparities, encouraging economic and social development. The US and its local and state jurisdictions should consider these pricing policy issues and their contexts carefully, in collaboration with community partners and researchers, to design multi-duty actions and to be prepared for future windows of opportunities to open for policy passage and implementation.

Marshall, Amber, Krystle Turner, Carol Richards, Marcus Foth, Michael Dezuanni, and Tim Neale. A case study of human factors of digital AgTech adoption: Condamine Plains, Darling Downs. Queensland University of Technology, December 2021. http://dx.doi.org/10.5204/rep.eprints.227177.

As global agricultural production methods and supply chains have become more digitised, farmers around the world are adopting digital AgTech such as drones, Internet of Things (IoT), remote sensors, blockchain, and satellite imagery to inform their on-farm decision-making. While early adopters and technology advocates globally are spruiking and realising the benefits of digital AgTech, many Australian farmers are reluctant or unable to participate fully in the digital economy. This is an important issue, as the Australian Government has said that digital farming is essential to meeting its target of agriculture being a $100billion industry by 2030. Most studies of AgTech adoption focus on individual-level barriers, yielding well-documented issues such as access to digital connectivity, availability of AgTech suppliers, non-use of ICTs, and cost-benefit for farmers. In contrast, our project took an ‘ecosystems’ approach to study cotton farmers in the Darling Downs region in Queensland, Australia who are installing water sensors, satellite imagery, and IoT plant probes to generate data to be aggregated on a dashboard to inform decision-making. We asked our farmers to map their local ecosystem, and then set up interviewing different stakeholders (such technology providers, agronomists, and suppliers) to understand how community-level orientations to digital agriculture enabled and constrained on-farm adoption. We identified human factors of digital AgTech adoption at the macro, regional and farm levels, with a pronounced ‘data divide’ between farm and community level stakeholders within the ecosystem. This ‘data divide’ is characterised by a capability gap between the provision of the devices and software that generate data by technology companies, and the ability of farmers to manage, implement, use, and maintain them effectively and independently. In the Condamine Plains project, farmers were willing and determined to learn new, advanced digital and data literacy skills. Other farmers in different circumstances may not see value in such an undertaking or have the necessary support to take full advantage of the technologies once they are implemented. Moreover, there did not seem to be a willingness or capacity in the rest of the ecosystem to fill this gap. The work raises questions about the type and level of new, digital expertise farmers need to attain in the transition to digital farming, and what interventions are necessary to address the significant barriers to adoption and effective use that remain in rural communities. By holistically considering how macro- and micro-level factors may be combined with community-level influences, this study provides a more complete and holistic account of the contextualised factors that drive or undermine digital AgTech adoption on farms in rural communities. This report provides insights and evidence to inform strategies for rural ecosystems to transition farms to meet the requirements and opportunities of Agriculture 4.0 in Australia and abroad.

Research Objectives 1) Reviewing the rich economic literature on contracting and agricultural contracting; 2) Conducting a descriptive comparative study of actual contracting patterns in the U.S. and Israeli agricultural sectors; 3) Theoretical analysis of division of assets ownership, authority allocation and incentives in agricultural production contracts; 4) Theoretical analysis of strategic noncompetitive choice of agricultural production and marketing contracts, 5) Empirical studies of contracting in agricultural sectors of US and Israel, among them the broiler industry, the citrus industry and sugar beet sector. Background Recent decades have witnessed a world-wide increase in the use of agricultural contracts. In both the U.S. and Israel, contracts have become an integral part of production and marketing of many crops, fruits, vegetables and livestock commodities. The increased use of agricultural contracts raises a number of important economic policy questions regarding the optimal design of contracts and their determinants. Even though economists have made a substantial progress in understanding these issues, the theory of contracts and an empirical methodology to analyze contracts are still evolving. Moreover, there is an enormous need for empirical research of contractual relationships. Conclusions In both U.S. and Israel, contracts have become an integral part of production and marketing of many agricultural commodities. In the U.S. more than 40% of the value of agricultural production occurred under either marketing or production contracts. The use of agricultural contracts in Israel is also ubiquitous and reaches close to 60% of the value of agricultural production. In Israel we have found strategic considerations to play a dominant role in the choice of agricultural contracts and may lead to noncompetitive conduct and reduced welfare. In particular, the driving force, leading to consignment based contracts is the strategic effect. Moreover, an increase in the number of contractors will lead to changes in the terms of the contract, an increased competition and payment to farmers and economic surplus. We found that while large integrations lead to more efficient production, they also exploit local monopsonistic power. For the U.S, we have studied in more detail the choice of contract type and factors that affect contracts such as the level of informational asymmetry, the authority structure, and the available quality measurement technology. We have found that assets ownership and decision rights are complements of high-powered incentives. We have also found that the optimal allocation of decision rights, asset ownership and incentives is influenced by: variance of systemic and idiosyncratic shocks, importance (variance) of the parties’ private information, parameters of the production technology, the extent of competition in the upstream and downstream industries. Implications The primary implication of this project is that the use of agricultural production and marketing contracts is growing in both the US and Israeli agricultural sectors, while many important economic policy questions are still open and require further theoretical and empirical research. Moreover, actual contracts that are prevailing in various agricultural sectors seems to be less than optimal and, hence, additional efforts are required to transfer the huge academic know-how in this area to the practitioners. We also found evidence for exploitation of market powers by contactors in various agricultural sectors. This may call for government regulations in the anti-trust area. Another important implication of this project is that in addition to explicit contracts economic outcomes resulting from the interactions between growers and agricultural intermediaries depend on a number of other factors including allocation of decision and ownership rights and implicit contracting. We have developed models to study the interactions between explicit contracts, decision rights, ownership structure, and implicit contracts. These models have been applied to study contractual arrangements in California agriculture and the North American sugarbeet industry.
