The employment law client newsletter project (the Project) runs during each academic year within the Student Law Office (SLO) at Northumbria University. Under the supervision of their clinical supervisor the students research and design a newsletter for distribution to HR professionals employed by an external organisation. The students participate in the Project alongside their live client work. The aim of the Project is to enrich the students’ clinical experience and develop their skills whilst at the same time update and educate the client recipient. Through a pilot study the value of participating in the Project is explored. The findings of the study suggest that the students develop their professional skills from a different perspective, increase their employment law knowledge, gain the commercial awareness of the importance of a well drafted newsletter in practice, and really value the experience.Key Words: Client Newsletter, Employment Law Updates, Clinical Legal Education, Legal Education

What can library workers learn about student-centered programming and outreach from student employees who design, advertise, and lead programs for college students as part of their employment in a student housing or residence life department? This study draws on cognitive work analysis to understand how employees of the Office of Residence Life (ORL) at a public research university host outreach programs for students. Fourteen interviews were conducted and analyzed to ascertain the definition and purpose of RA-led programming, challenges in this work, and strategies for overcoming challenges. Findings indicate that as these student employees do their programming work, they build community while meeting ORL’s requirements, assess students’ needs, design relevant or fun programs, and advertise programs in multiple ways. This study offers recommendations for program planners in libraries and extends the literature on co-curricular programming, offering detail from student employees’ perspectives.

Several institutions of higher education recently have adopted policies requiring students to take computer courses and/or own personal computers. Typically, these decisions have been made by faculty and administrators without input from students. The purpose of this study was to analyze student opinion regarding such policies. To this end, the Student Affairs Research and Evaluation Office at the University of Massachusetts at Amherst conducted a telephone survey of a random sample of 308 undergraduates. The results show that students generally favor mandatory computer instruction but not mandatory computer ownership. Subsequent regression analyses of these data indicate that whether or not computer proficiency is seen as a salient skill for future employment is a key explanatory variable that determines support for either computer policy.

Clerical staff in the campus office (secretaries and registrars) perform critical functions essential to the operation of schools, yet do not receive research attention regarding their contributions. This study describes turnover rates of K–12 campus clerical employees in order to establish base information in the field. Eight years of employment data within a large suburban school district in Texas are examined to determine the number of clerks moving to different positions and/or leaving campus clerical employment. Findings reveal that the average clerical employee in this district is female, 50 years old, White or Hispanic, has 11 years of experience, changed positions at least once, and earns $15.61 an hour. The demographics of clerical staff more closely resembles student demographics that of than the teachers within the district. Turnover averaged 22% per year, with 16% representing leavers and under 7% representing movers; 25% of clerks left in their first year. Although teacher turnover is more frequent in high-poverty schools and varies based on level of campus, clerical staff turnover is significantly based on the level of position and pay. Results confirm findings from research on paraprofessionals (who have similar levels of pay) that level of pay and perceived lack of support are reasons for leaving. By providing induction activities and additional training, districts can reduce turnover costs of clerical staff despite the added cost of training.

The purpose of this study was to determine the level of student satisfaction who received the services of education personnel at FIS Unima in the fields of student affairs, academics, general affairs, and finance/employment. For processing and analyzing data in this study, two approaches were used, namely,the quantitative approach, which a descriptive approach to describe the data is obtained by researchers in the field. The point is that before the data is interpreted qualitatively, it is presented in the form of percentage tables, then the existing data will be analyzed qualitatively with descriptive statistical analysis, total sampling of all employees in FIS, and student samples taken randomly stratified. The results of the study indicate that students show very high satisfaction with the services provided, where employees work to show real performance in providing services, discipline in entering the office and doing work, perseverance in work, commitment to decisions, and fairness in providing services to students by not discriminating attitudes and behaviors.

During the COVID-19 pandemic many students undertaking professional placements and internships had to leave their physical place of employment due to restrictions. Some students doing professional experiences lost their placement, while others entered work arrangements where they worked online remotely. This paper investigates the potential advantage from their experiences in terms of now being more capable in online work skills due to remote working, as the professional world potentially moves to a more flexible working arrangement that may include a remote working environment mixed with an office environment. It investigates, through a case study methodology analysing assessment content from student experiences, the type of new professional purpose that may evolve as a result of a changing workforce environment.

The marketisation of higher education (HE) has resulted in an increasingly diverse student population and a need for providers to support students from underrepresented groups to access, succeed in and progress from HE. Embedding widening participation (WP) can pose a challenge to HE providers as it is not only about access, but also about offering support throughout the student cycle to graduate employment or further study. This phenomenographic study explores how a whole provider approach to WP is understood, created and sustained to improve equality of opportunity for underrepresented groups. Twelve semi-structured interviews were conducted with staff and students involved in the design and delivery of WP initiatives at Kingston University, the institution in which this study took place. A phenomenographic approach to design and analysis was applied. The Office for Students (OfS) encourage providers to outline a whole provider approach within their access and participation plans (APPs) and this paper seeks to contribute to an understanding of this approach in practice. The results of this study revealed that improved channels of communication are needed to increase staff and student awareness of, engagement in and learning from WP practices to achieve a holistic approach.

The COVID-19 pandemic has reinforced, amplified and created new health inequalities. Examining how COVID-19 prevalence varies by measures of work and occupation may help to understand these inequalities. The aim of the study is to evaluate how occupational inequalities in the prevalence of COVID-19 varies across England and their possible explanatory factors. We used data for 363,651 individuals (2,178,835 observations) aged 18 years and over between 1st May 2020 and 31st January 2021 from the Office for National Statistics Covid Infection Survey, a representative longitudinal survey of individuals in England. We focus on two measures of work; employment status for all adults, and work sector of individuals currently working. Multi-level binomial regression models were used to estimate the likelihood of testing positive of COVID-19, adjusting for known explanatory covariates. 0.9% of participants tested positive for COVID-19 over the study period. COVID-19 prevalence was higher among adults who were students or furloughed (i.e., temporarily not working). Among adults currently working, COVID-19 prevalence was highest in adults employed in the hospitality sector, with higher prevalence for individuals employed in transport, social care, retail, health care and educational sectors. Inequalities by work were not consistent over time. We find an unequal distribution of infections relating to COVID-19 by work and employment status. While our findings demonstrate the need for greater workplace interventions to protect employees tailored to their specific work sector needs, focusing on employment alone ignores the importance of SARS-CoV-2 transmission outside of employed work (i.e., furloughed and student populations).

Kerem Schamberger is a doctoral student at the Ludwig Maximilian University of Munich’s Department of Communication Studies and Media Research. He is also a left-wing activist and member of the German Communist Party (DKP). In the course of his appointment, the Bavarian Office for the Protection of the Constitution (Verfassungsschutz), based on Bavarian legislation, assessed whether Kerem should be considered as being a threat to the constitution and whether he should be denied employment. In German media sociology, there was a comparable case in the 1970s when an occupational ban was carried out against Horst Holzer. tripleC interviewed Kerem and asked him to explain the background in more detail. Christian Fuchs and Thomas Allmer conducted the interview in German and translated it into English.

In this doctoral thesis one of the most important social problem, which is the performance of the university graduates on the labour market has been undertaken. For this reason the analyses of the Polish labour market as well as the challenges faced by young people entering vocational life has been conducted. The thesis also deals with the role of the state as the main administrator of higher education system. The beginnings of the involvement of the state in the matters of higher education date back to the end of the 18th century when the states started to look for engineers and administrators on a mass scale. The roles of the universities have been changing. The new multi-faced public policies have arisen. Their aim is to resolve some social tension which are far from education of the elite professional groups. Higher education becomes mass education, the science becomes institutionalized, which limits the area of previous freedom of learning, teaching and researching. The additional platform of university evaluation becomes the market. The relation between the higher education sector and other important actors are getting more complex. That is why the term "academical governance" which is translated as a participatory management in higher education system has been used. As a result of market oriented approach to education the concept of human capital (HC) is being used which, for more than 50 years, is applied as one of the main tool for evaluation of education. This influences the way education is being described by subduing the education process to the market criteria. At the same time the market uncertainties are being implicated to the education system. Despite the long-standing criticism of human the capital theory (HCT), it is being used in many countries` public policies. In the case of Poland the HC theory seems to be certainly powerful, perhaps because of the willingness to catch up the "West" by simple copying the patterns of western countries model of development (dependence development). The above mentioned tendencies contributed to the assignment of complex roles to the modern university. In order to present those tasks the term of multiuniversity, which firstly was developed by Clark Kerr in the middle of the `60-ies, was applied. This concept is not a new one, but because of being elastic, it allows to show a few roles of modern university. In this thesis five tasks of the university in 21st century has been presented. The first one concerns the obligation of the academy to be the school of practical skills which, among others, opens the discussion about what the practical and the theoretical skills are. The next one for a university is to deliver the HC both to the economy and individuals. The third task says that the university is supposed to be responsible for the employability of graduates, which makes it one of the labour market institutions. The next one is to be in charge of the state modernization which opens the debate about the relations between education and economical development. The last one role for the university is building social capital - for the students and for the local community, in which the school is situated. This is especially important in smaller towns. The above presented tasks of the university do not form a closed set as there might be a few more. The term of a multi-university helps to develop more accurate description and renewed with proper context of functioning higher education institutions (HEI) in the beginning of the 21 century. The last part of the thesis is dedicated to the research of career offices conducted by the author. The offices are an institution founded as a result of market pressure on the HEI. A closer look into the career offices enables us spotting the problems which are connected with the idea of marketization of university. The description of career offices was widened by presenting the point of view of the authorities of HEI and the employees involved in the cooperation with HEI. At the end of the thesis the two case studies of positive cooperation between employees and universities have been presented. The more precise analysis enabled the author showing obstacles which occur when the theoretical concept of cooperation between HEI and entrepreneurs is being practically applied.
W pracy tej podęto się przedstawienia jednego z najważniejszych obecnie problemów społecznych, jakim jest sytuacja absolwentów uczelni wyższych na rynku pracy. W tym celu dokonano charakterystyki polskiego rynku pracy oraz głównych wyzwań, z jakimi przychodzi mierzyć się młodym osobom wkraczającym w życie zawodowe. Następnie ukazano rolę, którą odgrywa państwo, będące głównym regulatorem funkcjonowania szkolnictwa wyższego. Początki tych działań przypadają na koniec XVIII i pierwszą połowę XIX wieku, gdy państwa zaczynają na masową skalę poszukiwać inżynierów i administratorów. Zadania, które są stawiane przed uniwersytetami z upływem czasu ulegają przeobrażeniom – powstają polityki publiczne mające realizować złożone i zmieniające się cele, odbiegające już od kształcenia elitarnej grupy profesjonalistów. Szkolnictwo wyższe ulega umasowieniu, a nauka instytucjonalizacji, co znacznie zmniejsza obszary swobody, którymi początkowo cieszyły się uczelnie. Dodatkową płaszczyzną, na której oceniane zaczynają być uniwersytety, staje się rynek. Relacje między sektorem szkolnictwa wyższego, państwem oraz szeregiem innych ważnych aktorów przybierają na złożoności. Zaradzić im się stara termin 'academical governance' - tłumaczony jako ład akademicki lub zarządzanie partycypacyjne w szkolnictwie wyższym. Wyrazem urynkowienia edukacji - nie tylko tej na poziomie wyższym - jest koncepcja kapitału ludzkiego, która już od ponad 50 lat stanowi jeden z głównych mechanizmów służących ocenie kształcenia. W sposób zasadniczy wpływa to na dokonywany opis szkolnictwa, podporządkowując go kryterium rynkowym przy jednoczesnym implikowaniu do niego szeregu niepewności związanych z funkcjonowaniem mechanizmu rynkowej alokacji dóbr. Mimo narosłej wokół niej krytyki, teoria kapitału ludzkiego z powodzeniem funkcjonuje w politykach publicznych wielu krajów, a w przypadku Polski wydaje się być szczególnie silna, co może być wyrazem chęci dogonienia krajów "Zachodu" przez prostą kopię ich wzorców rozwojowych (tzw. rozwój imitacyjny). Powyższe tendencje przyczyniły się do przypisania dzisiejszemu uniwersytetowi szeregu ról. Do ich opisu posłużono sie terminem 'multiuniversity', wprowadzonym do debaty o szkolnictwie wyższym przez Clarka Kerra już w połowie lat`60 XX wieku. Koncepcja zatem nienowa, jednak dzięki swojej elastyczności pozwala na zawarcie w jej ramach szeregu ról współczesnego uniwersytetu i ukazania ich we wspólnym kontekście. Wyróżniono zatem pięć zadań, które są realizowane przez szkoły wyższe. Po pierwsze, dzisiejsza akademia ma być szkołą praktycznych umiejętności, co między innymi otwiera dyskusję na temat tego co jest praktyczne a co teoretyczne. Po drugie szkoła wyższa ma dostarczać kapitał ludzki - tak dla gospodarki jak i dla jednostek. Po trzecie uczelnia ma odpowiadać za zatrudnialność swoich absolwentów, co czyni z nią jedną z instytucji rynku pracy. Po czwarte szkolnictwo akademickie ma być odpowiedzialne za modernizację kraju, głównie w wymiarze ekonomicznym, co skłania do postawienia pytań o zależności między poziomem kształcenia a wskaźnikami rozwoju gospodarczego. I na koniec uniwersytet jest miejscem tworzenia się kapitału społecznego - tak dla uczących się w nim studentów jak i dla miejsca, w którym jest usytuowany; w szczególności rola ta jest ważna dla mniejszych miejscowości. Powyższe pięć zadań szkoły wyższej zapewne nie stanowi zbioru zamkniętego, ale niewątpliwie pozwala dokonać znacznie pełniejszego, bo uzupełnionego o złożony kontekst, opisu funkcjonowania uniwersytetu na początku XXI wieku. Ostatnia część pracy poświęcona jest zrealizowanemu przez Autora badaniu akademickich biur karier (ABK), które są instytucją powołaną w efekcie oddziaływania presji rynkowej na szkołę wyższą. Przyglądając się im bliżej widać szereg problemów, które wiążą się z ideą urynkowienia uniwersytetu. Opis ABK został uzupełniony o głos władz uczelni oraz pracodawców, którzy z tymi uczelniami współpracują. Na zakończenie przedstawiono dwa przykłady pozytywnych efektów kooperacji uczelni z przedsiębiorstwem, przy czym ich bliższa analiza umożliwiła pokazanie trudności, jakie napotyka koncepcja współpracy uniwersytetu z pracodawcami, gdy przystępuje się do praktycznej realizacji jej teoretycznych postulatów.

AbstractHuman trafficking is a legal issue which can be found taught in standalone undergraduate modules and whose relevance reflects the volatility of today’s global world. Human trafficking is a criminal offence in most jurisdictions and consequently subject to judicial processes. However, it is also an example of a topic which is challenging to teach using legal frameworks alone. Drawing on a longstanding case study, this chapter argues that for students to make sense of the inherent complexity, law must take a backseat to the understanding of migration, criminology, policymaking, economics, employment and other key forces. That is the overconfidence that creating an Offence can solve an identified problem. The paper argues that there is a need to develop Learning and Teaching methods which cultivate adaptable and transferable skills which enable students to see the relationships between all of these elements, especially in light of recent trends (i.e. Covid-19 and the Fourth Industrial Revolution) that have markedly reshaped the socio-political landscape.

Health professions schools eagerly look for applicants who demonstrate a commitment to service, the potential for leadership, and the ability to work effectively with others as reflected by their core competencies. While these attributes can be developed through clinical experience and research, there are myriad ways for students to gain these important skills in many other contexts as well. Health professions advisors are uniquely positioned to help students explore the activities they would like to pursue and guide them in identifying how their extracurricular endeavors and employment will positively contribute to their development as future healthcare professionals. This chapter offers the importance of community service, leadership, employment, and extracurricular involvement in creating well-rounded pre-health students and suggests strategies that pre-health advisors can use to aid their students and their own offices in these areas.

Education is both the foundation for a thriving society and the core of what it is to be human. COVID-19 has accelerated the adoption of information technology in educational environments, which is a logical conclusion. As a result of this circumstance, opportunities for the employment of digital methods in education have arisen. Students and educational institutions were forced to convert to online learning methods. Even before COVID-19 began, it was evident that digital education methods would soon be used. Nonetheless, the educational environment had to be rethought as a direct consequence of the pandemic, and we became more conscious of the importance of technology in education. Blended learning combines offline and online education by allowing students to interact with the instructor, study materials, and other students via conventional classroom settings and other online platforms. Blended education has immense potential in the long run and is destined to become the mainstream form of teaching since it makes learning easier and more rewarding. Within the current educational system, it is critical to give technology the attention it deserves and to include new pedagogical techniques, such as blended learning, as the last component of the teaching and learning process. The goal of this chapter is to discuss the value of blended learning in the context of the pandemic, as well as the many obstacles that come with it. This chapter aims will discuss further the importance of blended learning for the education system’s future.

The trend of online shopping has increasingly replaced offline shopping, even nowadays, due to how rapid the growth is currently. Being introduced as a new type of buying pattern, E-commerce has been adopted on a global scale by businesses nowadays, aiming to reach more online consumers throughout the world. Nevertheless, this shopping method is still active in the local community, especially for the twenties that show high reliance on it. It can be seen from the increasing rate of online transactions made by university students. This study mainly aims to study the relationship between online shopping via e-commerce and higher education institutions (HEI) students’ behaviours as to learn more about the impact of online shopping behaviours,. Thus, a questionnaire survey as research design is applied and distributed among university students who are currently pursuing their studies at Tunku Abdul Rahman University College (TARUC) Pahang Branch, Malaysia (as a case study for this research work). The questionnaire consists of two parts, Part A is the demographic information with six questions and Part B is online shopping-related questions with a total of 18 questions measured with 5-Likert-scale. Among these HEI students who were the sample of this study, the questionnaires distributed were considered valid to be analysed and proved the hypothesis. All the data collected were then analysed using GNU PSPP Version 3. Afterward, the Bivariate Correlation is implemented to analyse data for hypothesis testing. The findings of this study have analysed and revealed the weak correlation between the demographic information (gender, age, race, family income and employment status) and online shopping factors. However, the online shopping factor does greatly impact the consumers’ shopping behaviours and shopping impacts, implying the more convenient the e-commerce platform, the more acceptable the e-commerce platform among consumers, which has shown the positive impact of shopping behaviour during COVID-19 pandemic.

The use of innovative technologies is one of the important foundations for the development of the educational institution in modern conditions. Such technologies contribute not only to improving the quality of the educational process, but also to the creation of an information system for managing an educational institution. Prolonged quarantine forced to pay due attention to distance education. Expanding the information potential before the higher school sets the task of training specialists capable of ensuring the comprehensive development of the enterprise. Therefore, the study and use of innovative teaching technologies in the higher education system of Ukraine is extremely important. The aim of the work is to study the essence, types and use of innovative technologies of training in the training of accounting specialists in higher educational institutions of Ukraine in conditions of distance learning. The paper reveals the definition of innovations in the pedagogical process. The innovative teaching methods common in higher education of Ukraine are considered. There are signs of active learning. Generalization of modern achievements of world practice in the field of higher education was carried out. The role and requirements for a modern accountant and the advantages of innovative teaching methods in the training of accounting specialists are disclosed. Methodology. The research methodology is based on fundamental and general scientific principles. Methodological provisions and principles have found their tactical embodiment in such research methods as: analysis, synthesis, induction, deduction, analogy. Results of the study showed that the main task of the information space of the educational institution, in the conditions of distance learning, is to create safe comfortable conditions for the exchange of information between participants in the educational process. The introduction of technologies for combining online and offline learning in one chain contributes to the development and improvement of the capabilities of all participants in the educational process: students and teachers. A mixed teaching model enables students to improve learning efficiency by improving self-employment skills and the ability to highlight the main thing in the learning process. At the same time, this model contributes to improving the professionalism of teachers. Practical implications. The introduction of active learning methods should encourage students to study accounting disciplines. When preparing higher education applicants for the educational program “Accounting and Taxation” at Vinnytsia National Agrarian University, modern innovative methods are actively implemented in the organization of the educational process. Value/originality. Distance learning is only a forced step in the general stage of education applicants. It is impossible to ignore it, so it is necessary to establish a clear organization of effective and effective training. Analysis of the main possibilities of organizing and implementing distance learning in the educational process of training higher education applicants of the specialty “Accounting and Taxation” makes it possible to assert that in wartime conditions in Ukraine, the remote form of organization of the educational process has become the most optimal and safe. In this situation, mixed and distance learning models developed during the coronavirus pandemic in synchronous and asynchronous modes are becoming useful.

The US Department of Energy Office of Environmental Management (DOE-EM) oversees one of the largest and most technically challenging cleanup programs in the world. The mission of DOE-EM is to complete the safe cleanup of the environmental legacy from five decades of nuclearweapons development and government-sponsored nuclear energy research. Since 1995, Florida International University’s Applied Research Center (FIU-ARC) has supported the DOE-EM mission and provided unique research capabilities to address some of these highly technical and difficult challenges. This partnership has allowed FIU-ARC to create a unique infrastructure that is critical for the training and mentoring of science, technology, engineering, and math (STEM) students and has exposed many STEM students to “hands-on” DOE-EM applied research, supervised by the scientists and engineers at ARC. As a result of this successful partnership between DOE and FIU, DOE requested FIU-ARC to create the DOE-FIU Science and Technology Workforce Development Initiative in 2007. This innovative program was established to create a “pipeline” of minority STEM students trained and mentored to enter DOE’s environmental cleanup workforce. The program was designed to help address DOE’s future workforce needs by partnering with academic, government and private companies (DOE contractors) to mentor future minority scientists and engineers in the research, development, and deployment of new technologies and processes addressing DOE’s environmental cleanup challenges. Since its inception in 2007, the program has trained and mentored 78 FIU STEM minority students. Although, the program has been in existence for only six years, a total of 75 internships have been conducted at DOE National Laboratories, DOE sites, DOE Headquarters and field offices, and DOE contractors. Over 100 DOE Fellows have participated in the Waste Management (WM) Symposia since 2008 with a total of 84 student posters and 7 oral presentations given at WM. The DOE Fellows participation at WM has resulted in three Best Student Poster Awards (WM09, WM10, and WM11) and one Best Professional Poster Award (WM09). DOE Fellows have also presented their research at ANS DD&R and ANS Robotics Topical meetings and this year two Fellows will present at the International Conference on Environmental Remediation and Radioactive Waste Management (ICEM13) in Brussels, Belgium. Moreover, several of our DOE Fellows have already obtained employment with DOE-EM, other federal agencies, DOE contractors, commercial nuclear power companies, and other STEM industry (GE, Boeing, Lockheed Martin, Johnson & Johnson, Beckman-Coulter, and other top companies). This paper will discuss how DOE Fellows program is training and mentoring FIU STEM students in Department of Energy’s Office of Environmental Management technical challenges and research. This training and mentoring has resulted in the development of well-trained and polished young scientists and engineers that will become the future workforce in charge of carrying on DOE-EM’s environmental cleanup mission. The paper will showcase FIU’s DOE Fellows model and highlight some of the applied research the DOE Fellows have conducted at FIU’s Applied Research Center and across the DOE Complex by participating in summer internship assignments.

исследование вторичной занятости студентов – актуальное и востребованное научное направление. Раннее приобщение студентов очной формы обучения к трудовой деятельности имеет как положительные, так и отрицательные последствия. С одной стороны, вторичная занятость может отрицательно повлиять на учебу, приводит к повышенной утомляемости студентов, но с другой стороны, – способствует накоплению их человеческого капитала. Автор приводит результаты исследования, выполненного под его руководством, проведенного методом онлайн-интервью со студентами российских вузов. Было выяснено, что больше всего студентов работает в сфере обслуживания и торговле, но предпочтения в сфере вторичной занятости у них совершенно иные. Самыми привлекательные виды деятельности для студентов – работа в офисе крупных компаний и фриланс. the study of secondary employment of students is an actual and popular scientific direction. Early introduction of full-time students to work has both positive and negative consequences. On the one hand, secondary employment can negatively affect students ' studies, leads to increased fatigue of students, but on the other hand, it contributes to the accumulation of their human capital. The author presents the results of a study conducted under his supervision, conducted by the method of online interviews with students at Russian universities. Most of the students work in the service sector and trade, but their preferences in the field of secondary employment are completely different. The most attractive activities for students are working in the office of large companies and freelancing.

Unemployment is a factor that affects the economic security of individuals and society as a whole. The poverty risk rate is one of the main factors related to social inequality and social protection. Unemployment and long-term unemployment can increase the poverty risk rate because individuals have limited or insufficient income and employment opportunities. The relationship between unemployment, long-term unemployment and poverty rates is currently the subject of various research topics. This paper focuses on these interrelationships in Slovakia. The aim is to analyse the data and explore the correlations between these variables. The thesis mainly used statistical data provided by the Slovak Statistical Office and other relevant studies. The methods of analysis, synthesis and correlation were used. These data highlight the relationship between unemployment, long-term unemployment and poverty. The results of the article are intended to provide information for reducing unemployment, limiting long-term unemployment, and reducing the risk of poverty in Slovakia.

Focus on decentralisation as a way to improve service delivery has led to significant research on the processes of education-policy adoption and implementation at the district level. Much of this research has, however, focused on understanding the working of the district education bureaucracies and the impact of increased community participation on holding teachers to account. Despite recognition of the role of political elites in prioritising investment in education, studies examining this, especially at the district-government level, are rare. This paper explores the extent and nature of engagement of political elites in setting the education-reform agenda in two districts in the state of West Java in Indonesia: Karawang (urban district) and Purwakarta (rural district). The paper shows that for a country where the state schooling system faces a serious learning crisis, the district-level political elites do show considerable levels of engagement with education issues: governments in both districts under study allocate higher percentages of the district-government budget to education than mandated by the national legislation. However, the attitude of the political elites towards meeting challenges to the provision of good-quality education appears to be opportunistic and tokenistic: policies prioritised are those that promise immediate visibility and credit-taking, help to consolidate the authority of the bupati (the top political position in the district-government hierarchy), and align with the ruling party’s political positioning or ideology. A desire to appease growing community demand for investment in education rather than a commitment to improving learning outcomes seems to guide the process. Faced with public pressure for increased access to formal employment opportunities, the political elites in the urban district have invested in providing scholarships for secondary-school students to ensure secondary school completion, even though the district-government budget is meant for primary and junior secondary schools. The bupati in the rural district, has, on the other hand, prioritised investment in moral education; such prioritisation is in line with the community's preferences, but it is also opportunistic, as increased respect for tradition also preserves reverence for the post of the bupati—a position which was part of the traditional governance system before being absorbed into the modern democratic framework. The paper thus shows that decentralisation is enabling communities to make political elites recognise that they want the state to prioritise education, but that the response of the political elites remains piecemeal, with no evidence of a serious commitment to pursuing policies aimed at improving learning outcomes. Further, the paper shows that the political culture at the district level reproduces the problems associated with Indonesian democracy at the national level: the need for cross-party alliances to hold political office, and resulting pressure to share the spoils. Thus, based on the evidence from the two districts studied for this paper, we find that given the competitive and clientelist nature of political settlements in Indonesia, even the district level political elite do not seem pressured to prioritise policies aimed at improving learning outcomes.
