Анотація:

When and why do national movements succeed? What explains variation in the use and effectiveness of political violence employed by nationalist groups? Groups pursue common strategic goals against external enemies, such as the founding of a new state, while engaging in zero-sum competition for organizational dominance with internal rivals in their national movement. The distribution of power within a national movement provides its structure, which serves as the key variable for both the internal and external struggle. The hierarchical position of groups within the movement drives their actions, while the number of significant groups in the movement drives its effectiveness. Contrary to existing scholarship that treats nonstate coercers as unitary or suggests that united or fragmented movements perform best, hegemonic movements with one significant group are most likely to succeed. Hegemonic movement structure incentivizes the pursuit of shared strategic goals; reduces counterproductive violent mechanisms and foreign meddling; and improves the movement's coherence in strategy, clarity in signaling, and credibility in threats and assurances to yield strategic success. Analysis of seventeen campaigns involving sixteen groups within the Palestinian and Algerian national movements reveals that the power distribution theory explains greater variation in the effectiveness of national movements than previous scholarship.

Анотація:

Cooperation between movements and political elites are frequently associated with the risk of cooptation. Because it undercuts contentious actors, cooptation may seem rational for elites that seek to protect their interests. However, recent scholarship questions whether this view is empirically valid. Adding to these debates, this article demonstrates that even if we accept, for the sake of argument, that elites always act to maintain power, cooptation may often not be the rational choice of strategy. This article presents a typology of elite responses that focuses on three phases of elite–movement interaction: preparatory, term-setting, and confrontation phases. In each phase, elites’ choice between cooptation and conditional cooperation depends on whether legitimacy appears instrumental to achieve their goals. Cooperation, as opposed to cooptation, generates legitimacy and can, therefore, be used strategically by movements.

Drawing upon activist interviews and framing theory this article proposes that the Black Consciousness Movement (BCM) is better understood not by focusing on the objective status of its leadership as middle-class intellectuals, but by instead looking at what these ‘movement intellectuals’ subjectively did to link their philosophy of liberation to the lifeworlds of those they sought to engage. It argues that this shift reveals three important features of social movements and movement intellectuals more generally. Firstly, it uncovers the meaningful, value-driven, emotional and collective-identity bases for action, alongside the more familiar instrumental motivations. Secondly, given the inevitable clash between movement intent and the contingent constraints under which movements invariably operate, it argues that movement success is better judged not by external criteria that are assumed to hold universally, but instead by reference to the unique strategic intentions articulated by movements themselves. Finally, it shows how, given heterogeneous audiences, the deployment of a diversity of grounded intellectual strategies can help augment the resonance of a movement’s core political message.

Анотація:

Recent research suggests that the strategic use of violence may increase a group’s chance of gaining independence. We investigate this topic using comprehensive data on all secessionist movements between 1900 and 2006 and an original data set on the institutional and extrainstitutional methods that secessionists have used from 1946 to 2011. Our analysis yields several important findings. First, strategy depends on context. Not all secessionist movements are the same, and many have legal and/or institutional routes to independence that shape the methods that they employ. Second, no secessionist movement challenging a contiguous state has won its sovereignty without using institutional methods, either exclusively or in combination with extrainstitutional methods. Finally, we identify four successful combinations of secessionist methods and discuss how these movements develop in relation to their strategic setting. Overall, we find no evidence that violence helps a secessionist movement to gain independence.

Анотація:

Research using a kinematic approach has revealed that users often exhibit strategic biases in their movement behavior to minimize the effort required to reach a target. However, a recent exploration of these effects in a virtual reality (VR) environment yielded conflicting results, calling into question whether strategic patterns observed in movements to physical targets can be expected to generalize to VR environments. In the present study, we re-analyze the data from Clark and Riggs (2020) using principal component analysis (PCA) to empirically distinguish between alternative explanations for the unexpected results. Our findings clarify the source of these results for downward versus upward movements and provide a preliminary look at how adaptations to manage perception- and execution-related motor variability may impact users’ movement strategies in VR.

This article explores how successful digitally native activism generates social change. Digitally native movements are initiated, organized, and coordinated online without any physical presence or pre-existing offline campaign. To do so, we explore the revelatory case of Sleeping Giants (SG)—an online movement that led more than 4,000 organizations to withdraw their programmatic advertising spend from Breitbart, a far-right publisher. Analyzing 3.5 million tweets related to the movement along with qualitative secondary data, we used a mixed method approach to investigate the conditions that favored SG emergence, the organizing and coordinating practices of the movement, and the strategic framing practices involved in the tuning of the movement’s language and rhetoric toward its targets. Overall, we contribute to research on online movements and shed light on the pivotal role of peer production work and of language in leading an impactful online movement that aimed to counter online disinformation and hate speech.

Анотація:

Current social movement literature does not adequately analyze how a movement's strategies may change once a member or even leader of that movement assumes the country's highest office. Movements, especially those in which identity plays a key role, gain the tool of identity-based appeals once their leader takes office, that is, claiming that the new leader should act favorably to the movement because of their common characteristics. Analysis of the Bolivian indigenous movement shows that since indigenous leader Evo Morales has assumed the presidency, the movement has used this tactic toward various audiences in response to Morales' incomplete meeting of their policy demands. The movement first appealed directly to Morales, but has since shifted its focus to the public, attempting to increase agitation by emphasizing the contrast between Morales' discourse and actions. This case shows that contrary to assumptions made in the ethnic parties literature, an ethnic leader will not necessarily favor his base uniformly once he takes office. Rather, the movement continues, but now with a different type of "target"—one which had previously been an ally. The relationship between the Ecuadorian indigenous movement and president Rafael Correa also demonstrates how a movement targets appeals first at the president and then at the public. Analysis of the women's movements in Argentina and Chile, on the other hand, highlights two factors that can cause identity-based appeals to deviate from this pattern: a leader not embracing his or her shared identity with the social movement, and a leader facing policy constraints from other actors, respectively.

This research explores one avenue for achieving sustainability within the fashion industry; which as it exists today is unsustainable. The Slow Fashion movement has an existing foundation in the larger fashion industry and is already making strides towards sustainability. The authors used this opportunity to examine a strategic approach, as its current approach is ad hoc. First, the authors assessed the Slow Fashion movement using the 5 level Framework for Strategic Sustainable Development. To analyze the Slow Fashion movement further, the concept of Leverage Points was used to provide a focused lens to assist the author’s in navigating through the fashion industry’s complex system. Findings were synthesized into thirty strategic recommendations that target various players in the Slow Fashion movement. Three key recommendations will provide the most leverage in strengthening the Slow Fashion movement: 1) Co-create Slow Fashion Principles to represent the values of the movement and a shared definition of sustainability 2) Establish an overarching global network and local chapters for the Slow Fashion movement 3) Harmonize global garment and textile labelling initiatives under a Slow Fashion label.

Food Hubs are in a unique yet precarious position to help the local food movement reform unsustainable aspects of the conventional food system but they themselves face challenges in strategic planning and managing growth. Due to the lack of consensus on what local food’s values are, the construction of meaning and the local food movement itself is at risk of being coopted by the very systems it seeks to reform. This research aims to explain the role of key stakeholders and their impact on the local food movement through a sequential explanatory design which seeks to answer the questions of who and what really counts among Food Hub stakeholders. Relying on stakeholder theory, stakeholder salience and social movement frameworks, the research has shown that Food Hubs consider their internal and customer stakeholders as highly important to strategic planning, yet could work more effectively at engaging regulatory and community stakeholders to construct and advance their own objectives as well as those of the local food movement.

An important problem in robotics is to determine and maintain the position of a robot that moves through a previously known environment with indistinguishable reference points. This problem is made difficult due to the inherent noise in robot movement and identification of reference points and due to multiple identical reference points. Monte Carlo Localization (MCL) is a frequently used technique to solve this problem and its performance intuitively depends on how the robot explores the map. In this paper, we evaluate the performance of MCL under different navigation policies. In particular, we propose a novel navigation policy that aims in reducing the uncertainty in the robot's location by making a greedy movement at every step. We show that this navigation policy can significantly outperform random movements, particularly when the map has few reference points. Moreover, differently from random movements, the performance of the proposed navigation policy is not monotonic with the number of reference points on the map.

Анотація:

Estimations on people movement behaviour within a country can provide valuable information to government strategic resource plannings. In this paper, we propose to utilize multi-domain statistical data to estimate people movements under the assumption that most population tend to move to areas with similar or better living conditions. We design a Multi-domain Matrix Factorization (MdMF) model to discover the underlying consistency patterns from these cross-domain data and estimate the movement trends using the proposed model. This research can provide important theoretical support to government and agencies in strategic resource planning and investments.

Tourism is one of the most competitive, lucrative, and socially important economic segments in the world. Therefore, understanding the behavior of tourists is strategic for improving services and results. Many studies in the literature explore this issue using traditional data, such as surveys. These approaches provide reliable, precise information, but it is hard to obtain on a large scale, making studying worldwide patterns difficult. Location-Based Social Networks (LBSNs) could minimize these problems due to the ease of acquiring large amounts of detailed behavioral data. Nevertheless, before using such data, it is imperative to determine whether the information reveals behaviors comparable to traditional data - our ground truth. Thus, this work investigates whether the international flow of tourists measured with LBSN data is similar to the behavior estimated by the World Tourism Organization with traditional data sources. Our results suggest that LBSNs data represent the studied behavior well, indicating that they could be used in research regarding tourism mobility at different levels.

Locomotive planning has been a popular application of classical optimization models for decades, but with very few success stories. There are a host of complex rules governing how locomotives should be used. In addition, it is necessary to simultaneously manage locomotive inventories by balancing the need for holding power against the need for power at other yards. At the same time, we have to plan the need to return foreign power, and move power to maintenance facilities for scheduled FRA appointments. An additional complication arises as a result of the high level of uncertainty in transit times and delays due to yard processing, and as a result we may have to plan additional inventories in order to move outbound trains on time despite inbound delays. We describe a novel modeling and algorithmic strategy known as approximate dynamic programming, which can also be described as a form of “optimizing simulator” which uses feedback learning to plan locomotive movements in a way that closely mimics how humans plan real-world operations. This strategy can be used for strategic and tactical planning, and can also be adapted to real-time operations. We describe the strategy, and summarize experiences at Norfolk Southern with a strategic planning system.

The present work is a case study conducted on the Indian operations of a leading white goods manufacturer in the world, with a focus on the alignment and planning of the primary movements in the distribution resource planning cycle/manufacturing cycle. The present system at the company is analyzed for the three components viz. supply chain design, supply chain planning and supply chain operations. The characterization of the present system is based on high-implied demand uncertainties, high forecast errors, provisions for mixed order matching, seasonality of demands, end of month peak characterization and the irregular flow of information. The initial analysis is based on a simple queuing model that incorporates the theory of constraints to evaluate the criticality of the information flow in the system. This model is then extended to incorporate other parameters required in the strategic alignment of the system with the corporate objectives. The current initiatives in the company are then developed further into a strategic plan that incorporates considerations of new product launches, decreasing product life cycles, fragmentation of supply chain ownership, globalization and other difficulties in execution.

Natural oil and gas transmission pipeline networks often traverse regions where potential slow ground movements may affect pipeline structural integrity. One of the primary causes of slow ground movement in any region involves the duration, amount, and intensity of rainfall. The phenomenon of rainfall-induced slow ground movement is characterized by both spatial and temporal variability, and involves uncertainties that are best modeled using a probabilistic methodology. A random field modeling strategy is formulated in this study, in which spatial and temporal correlations between rainfall and ground movement are accounted for. The random field formulation advanced in the current study has a number of significant features and capabilities, including modeling the spatial and temporal relationship between rainfall and slope movement for specified pipeline routes, predicting the likelihood of exceeding slope movement thresholds for various precipitation levels and intensities, and providing maps of risk for slope movement, which can be used as a guide in pipeline route planning, selection, and adaptation strategies for the design and maintenance of oil and gas infrastructure. These capabilities have been implemented and encapsulated into the software tool VSLOPE, which has been tested using monthly rainfall and field data for various locations.

Using data from an enumerated network of worldwide flight connections between airports, we examine how sampling designs and sample size influence network metrics. Specifically, we apply three types of sampling designs: simple random sampling, nonrandom strategic sampling (i.e., selection of the largest airports), and a variation of snowball sampling. For the latter sampling method, we design what we refer to as a controlled snowball sampling design, which selects nodes in a manner analogous to a respondent-driven sampling design. For each design, we evaluate five commonly used measures of network structure and examine the percentage of total air traffic accounted for by each design. The empirical application shows that (1) the random and controlled snowball sampling designs give rise to more efficient estimates of the true underlying structure, and (2) the strategic sampling method can account for a greater proportion of the total number of passenger movements occurring in the network.

The article studies the results of the research aimed at the improvement of the methodology of develop- ment of the health-preserving competence of a Physical Education teacher in conditions of post-graduate education on the basis of Nikolai Bernstein’s theory of movement construction using virtual reality technologies. Based on the use of AR/VR technologies a software application “Virtual Model Illustrating Nikolai Bernstein’s Theory of Movement Construction” was developed. The stated model is one of the tools of the “Methodology of development of the health preserving competence of a Physical Educa- tion teacher on the basis of Nikolai Bernstein’s theory of the levels of movement construction”. The experimental study determines that the application of the virtual model within the stated methodology is an effective tool for the development of the health preserving competence of a Physical Education teacher. The application of the virtual model allows the actualization of the health preserving, conceptual, gnoseological, biomechanical, inclusive, corrective potentials of Nikolai Bernstein’s theory of movement construction. The use of the virtual model presents the ways of targeted and meaningful use of Nikolai Bernstein’s theory of the levels of movement construction by a Physical Education teacher and the improvement of physical and recreational technologies and concrete physical exercises and movement modes. Due to the application of virtual reality tools, health-preserving, preventative, corrective and developmental strategies are being formed among which the significant ones are: “Application of syner- gistic movements to adaptation to movement activity, and recreation”, “Application of spatial movements for actualization of the orientation and search activities and development of spatial thinking”, “Use of movements with a complicated algorithm for intellect development”.

Discussions of extremist ideologies naturally focus on how in-groups criticize and attack out-groups. But many important extremist ideological texts are disproportionately focused criticizing their own in-group. This research report will use linkage-based analysis to examine Siege, a White nationalist tract that has played an important role shaping modern neo-Nazi movements, including such violent organizations as Atomwaffen Division and The Base. While Siege strongly attacks out-groups, including Jewish and Black people, the book is overwhelmingly a critique of how the White people of its in-group fall short of Nazi ideals. Siege’s central proposition—that the White in-group is disappointing, deeply corrupt, and complacent—shapes its argument for an “accelerationist” strategy to hasten the collapse of society in order to build something entirely new. Finally, this report briefly reviews comparable extremist texts from other movements to draw insights about how in-group critiques shape extremist strategies. These insights offer policymakers and law enforcement tools to anticipate and counter violent extremist strategies. They also highlight less-obvious avenues for potential counter-extremist interventions and messaging campaigns.

We propose a simple theoretical and empirical approach to differentiate between common and idiosyncratic exchange rate movements in 5 Latin-American economies: Brazil, Chile, Colombia, Mexico, and Peru. Our approach allows us to distinguish the effects on exchange rates of a regional exchange rate common factor and macroeconomic fundamentals differentials. The methodology and estimation strategy are suitable for both low and high frequency settings. We provide evidence that the regional common factor has a significant effect on the dynamics of the Latin-American exchange rates. In our estimations the relation between exchange rates and the common factor is contemporaneous and stable during the studied period.

As the Taliban’s forces swept across Afghanistan in July and August, their triumphalist—and fundamentally revolutionary—discourse became exponentially more pronounced. The moment it seized Kabul, however, the Taliban had to reorder its communications priorities. As Afghanistan’s new de facto government, it needed to expand on what its outreach strategists had been doing to date, i.e., setting out political aspirations, emphasizing military capabilities, and attacking the legitimacy of adversaries. Now, it had to take on a more complex strategic communications task: demonstrating that its new state would be able to follow through on what as a movement it had been promising for decades. Drawing on tens of thousands of data points ingested by ExTrac’s automated crawlers from the Taliban’s online networks on Telegram and Twitter as well as an array of pro-Taliban static websites, this report examines how the fall of Kabul impacted the Taliban’s outreach strategy.
