AbstractPrototypes have the potential to provoke discussion and to encourage stakeholders to play an active role during design engagements in the front-end phases of a design process. However, detailed descriptions of stakeholder engagement strategies in front-end design are lacking. The aim of this research study was to understand how design practitioners prepare and manage stakeholders for engagements involving prototypes in the front-end phases of a medical device design process. Design practitioners at companies developing mechanical and electromechanical medical devices for use in low- and middle-income countries were interviewed following a semi-structured interview guide. Interview transcripts were analysed, and inductive codes were developed. The findings suggest that design practitioners manage the group composition of stakeholders, review the project and prototype(s) with stakeholders at the start of the engagement, and show the progress of prototypes to stakeholders over multiple engagements. These strategies shed light on the importance of handling interpersonal relationships during stakeholder engagement with prototypes.

Purpose The purpose of this paper is to investigate organisational accountability to less economically powerful stakeholders in the absence of formal corporate social reporting (CSR) guidelines. In addition, this study emphasises the role of administrative and institutional reforms in empowering stakeholders in a developing country context, namely, Bangladesh. Design/methodology/approach Consistent with prior literature, this qualitative study collected data through semi-structured interviews with 23 representatives from NGOs, media, civil society, customers, regulators, trade union leaders and employees who are considered as less economically powerful stakeholders. This paper draws on the demand for administrative reforms along with an institutional support structure (Owen et al., 1997) to enhance CSR and corporate accountability. Findings The empirical evidence shows that there is a need for a stand-alone mandatory CSR to achieve stakeholder accountability. It also shows that there are demands from “stakeholders to right to know” about the company’s social and environmental performance along with stakeholder engagements. There is a perceived demand for administrative reform along with institutional supports that can contribute to the CSR development in Bangladesh. These administrative reforms would encourage transparent corporate social and environmental practices. Given the socio-economic and vulnerable environmental conditions of Bangladesh, stakeholders in this study suggested contextually relevant CSR guidelines towards greater accountability. Research limitations/implications This paper is one of the few engagement-based studies which explore the perceptions of less economically powerful stakeholders towards CSR developments in an emerging economy – Bangladesh. The findings of this study using the theoretical lens of accountability with administrative and institutional reforms lead us to conclude that companies in Bangladesh have low level of CSR towards stakeholder accountability and stakeholder engagements. Originality/value The paper contributes to the CSR literature by highlighting the needs of CSR from the stakeholder’s accountability perspective.

A shareholder theory of firm and a stakeholder theory of firm may differ in their respective evaluation method of firm performance. Both theories however recognize the importance of value creation as the economic role of firms as institutions. The New Institutional Economics (NIE) emphasizes incentives alignment, while also viewing stakeholder engagements as methods to expand the boundaries of firms. The difference in performance evaluation between the two approaches can be reduced if stakeholders, while formulating incentive alignment, also evaluate the mechanisms of establishing a common currency value. The concomitant development of stakeholder engagement, incentive alignment, and value currency creation is argued to be an evolutionary process with the efficiency implications of the two theories tending to converge.

Political CSR scholars have sought to apply the concept of deliberative democracy to the practice of global corporate engagement with stakeholders. Recently, much of this work has focused on the conditions under which the decisions made within multi-stakeholder initiatives (MSI’s) should be considered democratically legitimate while relatively less attention has been paid to the practical benefits that such engagements can bring for their effectiveness when properly structured. The arguments in this essay support a shift in focus away from the former and towards the latter.

Various stakeholders from science, policy and practice aspire to shape public policy. What are the engagement spaces they operate in, and what are the characteristics of these spaces and the implications for effective policy making? The literature on the public policy formulation process in developing countries is sparse, and this study attempts to bridge this gap. We analyzed India's recent environmental policy making engagements using the lens of 'policy spaces'. We found that strong civil society coalitions have successfully 'claimed' the policy making space. Conventional policy making operating in 'closed' and 'invited' spaces is yet to accept this change, resulting in frequent standoffs. However, when policies emanated from the 'deliberative' space, there have been successes as well. The policy development space has consequently become contested, with nature conservation, forest-based livelihoods and corporate interests all staking their claim. To break this impasse, we recommend a graduation from confrontational and authoritative engagement approaches to deliberative arenas.

Sustainability science strives to hone our ability to tackle problems that involve interconnected economic, social, and environmental systems. Addressing the root causes of these problems requires a more nuanced understanding of how human behaviour can undermine stakeholder engagement efforts towards effective conflict management and resolution. Participatory modelling—the co-production of knowledge via facilitated modelling workshops—plays a critical role in this endeavour by enabling participants to co-formulate problems and use modelling practices that aid in the description, solution, and decision-making actions of the group. While the difficulties of modelling with stakeholders are widely acknowledged, there is still a need to more concretely identify and categorize the barriers and opportunities that human behaviour presents to this type of engagement process. This review fills an important gap in participatory modelling practice by presenting five broad categories of barriers, along with strategies that can assist in overcoming them. We conclude with a series of actions and future research directions that the participatory modelling community as a whole can take to create more meaningful and behaviourally-attuned engagements that help stakeholders take concrete steps towards sustainability in natural resource management.

This paper analyses environmental accountability practices (EAP) in the mining sector from the perspectives of multi-stakeholders. The study adopts a purely qualitative approach to research in terms of research method, data collection and data analysis. Interview data was gathered from a sample of twenty-one predominantly large-scale mining firms in Ghana. Based on responses from the interview respondents, themes from the literature and empirical material, stakeholders’ perspectives were analysed regarding (1) motivations for EAP; (2) effectiveness of EAP; (3) performance assessment based on EAP; and (4) stakeholder engagements regarding EAP. This paper analyses EAP in Ghana’s mining industry from the viewpoint of multi-stakeholders – regulatory bodies, mining companies, environmental managers, community partners, environmental consultants, and mining association. The findings reveal the commonality of acceptable and responsible EAP that can lead to a ‘win-win’ situation for all stakeholders in the mining industry. Mining firms should increase their focus on practicing value-added EAP in all facets of mining operations. They should also strengthen their engagement with indigenes, and not only local elites, and align their EAP efforts with the immediate needs of the local communities. The novelty of this paper is the determination of the drivers (the ‘why’), outputs (the ‘how’), and outcomes (the benefits) of EAP which is missing in the EAP literature.

IntroductionUniversal availability and affordability of essential medicines are determined by effective design and implementation of relevant policies, typically involving multiple stakeholders. This paper examined stakeholder engagements, powers and resultant influences over design and implementation of four medicines pricing policies in Ghana: Health Commodity Supply Chain Master Plan, framework contracting for high demand medicines, Value Added Tax (VAT) exemptions for selected essential medicines, and ring-fencing medicines for local manufacturing.MethodsData were collected using reviews of policy documentation (n=16), consultative meetings with key policy actors (n=5) and in-depth interviews (n=29) with purposefully identified national-level policymakers, public and private health professionals including members of the National Medicine Pricing Committee, pharmaceutical wholesalers and importers. Data were analysed using thematic framework.ResultsA total of 46 stakeholders were identified, including representatives from the Ministry of Health, other government agencies, development partners, pharmaceutical industry and professional bodies. The Ministry of Health coordinated policy processes, utilising its bureaucratic mandate and exerted high influences over each policy. Most stakeholders were highly engaged in policy processes. Whereas some led or coproduced the policies in the design stage and participated in policy implementation, others were consulted for their inputs, views and opinions. Stakeholder powers reflected their expertise, bureaucratic mandates and through participation in national level consultation meetings, influences policy contents and implementation. A wider range of stakeholders were involved in the VAT exemption policies, reflecting their multisectoral nature. A minority of stakeholders, such as service providers were not engaged despite their interest in medicines pricing, and consequently did not influence policies.ConclusionsStakeholder powers were central to their engagements in, and resultant influences over medicine pricing policy processes. Effective leadership is important for inclusive and participatory policymaking, and one should be cognisant of the nature of policy issues and approaches to policy design and implementation.

Purpose This study explores corporate strategic orientations as important drivers of firms’ philanthropic engagement. Specifically, the purpose of this paper is to empirically examine the relationship between two broad corporate strategic orientations – domain offense (DO) and domain abandonment (DA) strategies – and the level of philanthropic engagement. Design/methodology/approach The authors propose that firms pursuing aggressive DO strategies are more likely to invest in corporate philanthropy as part of their market expansion efforts. On the contrary, firms pursuing DA strategies are less likely to invest in corporate philanthropy because of decreased slack resources, rather conservative external stakeholder expectations as well as a firm’s conscious decision to disengage with external stakeholders. Hierarchical multiple regression analysis was conducted using data from 122 publicly traded US corporations from 2008 to 2013. Findings The findings provided empirical support for a significant positive relationship between DO strategies (acquisition and strategic alliance intensity) and firms’ philanthropic engagement. However, the relationship between DA strategies (divestiture and plant/facility closing) and firms’ philanthropic engagement was not found to be significant. Overall, the findings indicated that philanthropic engagements along with carefully crafted DO strategies help firms expand their market presence. Practical implications Organizational leaders that systematically target philanthropic causes that effectively converge with important corporate strategies do benefit in the long run by achieving better brand equity and overall enhanced corporate reputation. Originality/value By empirically investigating the relationship between corporate strategic orientations and philanthropic engagement, this study contributes to the on-going scholarly discussion on the link between corporate strategies and philanthropic engagements.

Purpose The aim of this paper is to conduct an initial exploratory investigation to systematically identify and classify the stakeholders associated with the mining sector in West Africa into key and non-key stakeholders through the use of the comprehensive project stakeholder management tools and processes. The results can be used as an initial identification and classification of stakeholders associated with a typical mining project and can also be used as a basis for confirmation analysis to develop further knowledge and an improved understanding of the management of multiple stakeholders in mining sector projects. Design/methodology/approach This exploratory work used mine managers from West Africa, asking them to identify stakeholders that are of importance to a typical open pit mining project and also to make some objective assessments of their attitudes and influence of the stakeholders identified. From this, a stakeholder power/interest grid was developed to classify stakeholders into key and non-key stakeholders. Findings The findings present an initial exploratory result indicating that the key stakeholders for a mining project are the Environmental Protection Agency, Minerals Commission, Geological Survey Department, Member of Parliament, the Ministry in charge of mining, Forestry Commission, farmers, Lands Commission, non-governmental organizations, Department of Feeder Roads, traditional chiefs, district or municipal assembly and youth associations within the concession area. Research limitations/implications The research was limited to only respondents working in the mining sector in three West African countries. Practical implications Practically, this study highlights for mining companies and operators, some preliminary understanding of stakeholders that are critical for engagements to be successful in their operations. Social implications This study, essentially, reveals the importance of the various stakeholder groups interested in a mining project and the level of influence. Originality/value This study contributes to the debate on project stakeholder management in the mining sector, especially from a developing country’s point of view.

This thesis explores how governance networks prioritise and engage with their stakeholders, by studying three exemplars of “Regional Road Group” governance networks in Queensland, Australia. In the context of managing regionally significant road works programs, stakeholder prioritisation is a complex activity which is unlikely to influence interactions with stakeholders outside of the network. However, stakeholder priority is more likely to influence stakeholder interactions within the networks themselves. Both stakeholder prioritisation and engagement are strongly influenced by the way that the networks are managed, and in particular network operating rules and continuing access to resources.

Stakeholder involvement is widely acknowledged to be an important aspect of program evaluation (Mertens, 2007; Greene, 2005a; Brandon, 1998). However, limited work has been done to empirically study evaluators’ practices of stakeholder involvement and ways in which stakeholder involvement is affected or guided by various factors. As evaluators interact with and place value on the input of stakeholders, social, cultural, and historical backgrounds will always be infused into the context (Mertens & Wilson, 2012; MacNeil, 2005). The field of evaluation has done little to critically examine how such contexts impact evaluators’ perceptions of stakeholders and their involvement. The present study attempts to fill these gaps, focusing specifically on the relationships among evaluator identities and characteristics, evaluation models, and stakeholder involvement. Using the frameworks of critical evaluation theory (Freeman & Vasconcelos, 2010) and a theory of capital (Bourdieu, 1986), the present study utilized a sequential explanatory mixed methods approach. A sample of 272 practicing program evaluators from the United States and Canada provided quantitative survey data, while a sample of nine evaluators provided focus group and interview data. Regression analyses and thematic content analyses were conducted. Findings from the quantitative strand included relationships between: (1) measures of individualism-collectivism and stakeholder involvement outcomes, (2) contextual evaluation variables and stakeholder involvement outcomes, (3) use of use, values or social justice branch evaluation models and stakeholder involvement outcomes, and (4) whether the evaluator identified as a person of color and the diversity of involved stakeholders. Findings from the qualitative strand demonstrated the role of dominant frameworks of evaluation serving to perpetuate systems of power. Participating evaluators revealed ways in which they feel and experience systems of power acting on them, including participation in, recognition of, and responses to oppression. The qualitative strand showed that evaluation models may be used to help recognize power dynamics, but that they are also used to reinforce existing power dynamics. Implications and recommended directions for future research are discussed

In destination development and planning literature much emphasis has been placed upon structural and geographical interpretations of how destinations can be viewed. There is a lack of attention to agency and stakeholder perspectives in destination development and planning. This research has sought to address this gap by focusing upon stakeholder power and engagement with tourism policy development in an English seaside context. Not only is the English seaside context important conceptually, practical connotations are also evident, particularly following the disbanding of the Regional Development Agencies in the summer of 2010 and the impact this has had on tourism organisation in Britain. The research objectives of this study focus upon compiling a conceptual framework which draws upon how power can be used in an enabling and not constraining fashion as an empowerment of people, by focusing on key concepts in stakeholder theory literature. The aim is to provide an alternative to a purely structural and geographical interpretation of the organisation of tourism policy, by focusing on agency and structure, as well as utilising the theory of planned behaviour in determining stakeholder engagement with tourism policy development. This research contributes to the stakeholder theory literature, particularly in defining the power of a stakeholder and how this can help address stakeholder engagement in tourism policy development. In addition contributions are made to the literature on English seaside tourism in utilising insights from the literature on power, structure and agency and stakeholder theory. From a methodological perspective a mixed method research approach has been adopted to add to the emerging qualitative research in the tourism literature in gaining rich contextual insights to the research problem.

Stakeholder management relates to how business organisations manage their relationships not only with their market stakeholders, but also with their nonmarket stakeholders. It requires firms and business managers to identify and develop effective strategies to balance the interests of many diverse groups or constituents. This requirement has of course been judged to be impractical by those who uphold narrow traditional views about how a firm operates; and is unsupported by those who believe that asking managers to focus on the interests or concerns of groups of constituents that do not directly contribute to the economic achievements or strategic objectives of a firm, is a distraction and an attempt to derail corporate objectives. However, in spite of the criticisms levelled against the notion of stakeholder management, firms can no longer ignore the fact that there are constituents who can affect, and are affected by their business objectives. The aim of this research is to illustrate the practical implications of stakeholder management by exploring how multinational oil corporations operating in the Nigerian oil and gas industry manage their relationships with nonmarket stakeholders; such as the local communities who are affected by their operations. In order to achieve the aims of this research, a case study approach has been adopted; the case study companies include Shell Petroleum Development Company (Shell), Total Exploration and Production (Total), and the Nigerian Agip Oil Company (AGIP). Furthermore, to achieve a balanced perspective regarding the stakeholder management practices of the oil companies, the research incorporates the views of stakeholders from local communities, and those from non-governmental organisations (NGOs). A mixed methods research strategy is employed in the data collection and analysis process to achieve not just triangulation, but also to assist in the comprehension of the research findings. The research established that each of the companies being studied has employed different stakeholder management strategies in order to manage their relationships with the local communities. The strategies employed by the companies, however, appear not to address the issue of environmental impact; the concern which triggered the breakdown in the relationship between the oil companies and the local stakeholders in the first place. They have instead mostly focused on ameliorating the socio-economic issues resulting from oil exploration and production activities, in part as a consequence of pressure from the local communities themselves. Additionally, the findings indicate that the companies have employed hostile and controlling engagement strategies such as intimidation, appeasement, and manipulation, when dealing with local community stakeholders. These strategies are believed to have undermined the quality of their relationship with the local communities. The most notable consequence of these engagement practices is damaged trust amongst community members, as well as between the communities and the oil companies. The findings of this research have strong implications for stakeholder theory, as well as future research into stakeholder management practices, particularly in relation to non-contractual or nonmarket stakeholders; they also shed light on several important practical issues in business management.

The current study investigates the mechanisms employed for analyzing and engaging stakeholders through the planning and implementation phases of the mobility management project Sustainable Travel in Umeå Region (Sweden). In alignment with researchers' epistemological and ontological assumptions, an abductive approach and the case study strategy were selected. The qualitative data collected through conducting interviews with the five project team members and through examining project's documentation were analyzed using the pattern matching technique and leading to the findings presented in detail in Chapter 4 and discussed in Chapter 5. The core finding of the study is a model of the use of mechanisms through the planning and implementation phases of a MM project. The planning phase of the project coincides with the stakeholders' analysis process, thus identifying, classifying, characterizing and a very complex process of designing the engagement strategy for citizens, which includes also deciding and starting implementing the strategy for organizations. The correspondent analysis and engagement mechanisms, developed by the project stakeholders‟ scholars for each of these stages, are mostly unwittingly used by the project team. Once the engagement strategy for citizens is decided, the implementation phase is initiated. The implementation phase is characterized by a blend between MM mechanisms and classic stakeholders' engagement mechanisms, which are constantly reassessed through project's lifecycle. In addition, the main challenges emerged in the process of stakeholders' engagement in this project are discussed, concluding that the lack of alignment between some of the regulations coming from the national and supranational level and the project's aim, combined with communication issues and the unwillingness of the targeted organization to interfere in the personal lives of their employees, are the elements that most endanger the success of the stakeholders' engagement process and implicitly of the MM project.

Stakeholders are important to the financial sustainability of a nonprofit organization; however, heavy reliance on 1 stakeholder over another can place a nonprofit organization at financial risk. The purpose of this single case study was to explore strategies used by 3 senior leaders of a nonprofit organization in New York who have experience with stakeholder engagements efforts. The conceptual framework used for this study comprised general systems theory and transformational leadership theory. Data were collected using semistructured interviews, and review of organizational documents and online databases. Using thematic analysis, the 4 key themes that emerged from process and results strengths were leadership involvement in engaging stakeholders, persistent promotion of the organization's mission and vision, connection with the community, and workforce engagement activities. The implications of this study for positive social change include the potential to increase nonprofit leaders' understanding of practical approaches that may facilitate stakeholder engagement for improving financial sustainability, improve nonprofit leader–stakeholder relationships, and bolster philanthropic efforts to improve the economic stability of the nonprofit organization and the community.

This thesis seeks to understand how the influences of privatisation and an increased expectation of transparency and engagement impact and drive airport planning and stakeholder engagement processes, particularly regarding the management of aircraft noise. Despite the economic and social significance of airports, little is known about this context. The research draws on interview, policy, and survey data from three international case study airports. A central conclusion of this thesis is that potential negative influences of private interests at airports are often minimised through deliberative engagement practices employed within airport planning processes.

It's widely acknowledged that the identification and engagement of stakeholders is a critical success factor for Business Process Management (BPM). Despite this, to date there has been a limited and inconsistent approach to stakeholder identification and scant attempts to holistically identify the factors which impact their engagement. This research addresses these gaps, presenting two models. The first model is a BPM stakeholder model designed to identify and enumerate all important stakeholders. The second model presents a holistic, systems-view of the factors influencing stakeholder engagement. Both models synthesises existing knowledge and provides empirical support from an in-depth case study.

Abstract Stakeholder engagement with prototypes during the front-end phases of medical device design can support problem identification, problem definition, and early concept generation. This study examined what prototypes were leveraged to engage specific types of stakeholders during front-end medical device design. Analysis of semi-structured interviews with 22 design practitioners in the medical device industry revealed some common associations of prototype choice for particular stakeholders. A few associations are highlighted: designers engaged users with physical three-dimensional (3D) prototypes, financial decision-makers with physical 3D and two-dimensional (2D) prototypes, government and regulatory stakeholders with 2D prototypes, and expert advisors with digital 3D prototypes. The rationale provided by practitioners revealed the intentional selection of prototype form for specific stakeholder engagements.

Abstract Five years have passed since the liberalization of retail electricity sales in Japan. Consumers are now free to choose their own power company and can make a contract with power companies that better suit their lifestyles. As a result of this liberalization, many electric power companies have come up with their own plans. In this trend, emerging community energy business entities that aim for "local production for local consumption" have recently begun to increase. This paper attempts to identify the strategies and challenges from the experience of stakeholder engagement in community energy initiatives. Stakeholder engagement in this context is a form of community engagement used to develop a viable agenda and implementation plan in line with the interests and needs of key stakeholders and constituencies. It is important to seek strategies to involve more stakeholders in decision-making when building new energy systems within a community, especially for in the development of remote island areas with rapidly declining populations. This paper focuses the case study of Nagasaki Prefecture, which has the largest number of remote island municipalities in Japan. Based on semi-structured interviews and document analysis, this research identifies the scope and engagement strategy of the community energy initiatives, and discuss lessons learned and challenges from the experience of energy stakeholder engagement. In the context of remote islands, a geographically isolated and resource-constrained area, both theoretical and practical issues are presented. This paper also presents options and outreach issues to encourage the broader range of stakeholder participation than just energy projects. Abstract Engaging stakeholders during medical device design processes, especially during front-end design activities, is a critical consideration for successful product design, which includes the safety and effectiveness of devices. The use of prototypes with stakeholders is encouraged by proponents of human-centered design, but guidelines for front-end stakeholder engagement with detailed descriptions of prototyping practices are lacking. One important question design practitioners must ask for each stakeholder engagement is how many prototypes to use. This study investigated reasons design practitioners chose to use one or more prototypes to engage stakeholders during front-end design activities within their design projects. Participants described using multiple prototypes, for example, to allow stakeholders to compare across different design alternatives, and to convey to stakeholders that multiple alternatives are being explored. Participants described using a single prototype, for instance, to probe for deep responses about a narrow topic and to refine a single concept through feedback. These results have the potential to inform design decisions and pedagogical approaches to prototyping use.

The Legacy Ponds and Silos (LP&S) facilities are part of the UK nuclear legacy located at the Sellafield Site, Cumbria. There are four individual facilities containing nuclear wastes that have accumulated over a period of approximately 50 years. Waste retrieval and conditioning, in preparation for decommissioning, is currently being carried out by the site operator. LP&S have recently proposed a re-engagement with stakeholders following the initial engagement in December 2005. This paper reviews this earlier engagement in terms of the nature of dialogue that was carried out when compared against definitions of deliberation provided in the literature. The aim of this paper is to provide those planning future engagement with a better understanding of how the nature of dialogue can vary and uses participation and deliberation as indicators of effective engagement. A concern of those working towards a programme of effective stakeholder participation in 2005 was how to ensure genuine dialogue and stakeholder representation in such a strictly controlled and regulated environment with a technical complexity that challenges technical specialist and layperson alike. LP&S recognised that effective dialogue with stakeholders on the available technical options and their associated societal impacts would form a significant part of this process if options were to prove resilient. However, the challenge presented to LP&S was how to engage stakeholders on a variety of projects, whilst ensuring the output could be used by the projects as part of their technical decision making. Initial contact was made with stakeholders in December 2005, as part of a ‘Baseline’ Best Practicable Environmental Option (BPEO) study. A BPEO study leads to decisions on waste management based on an integrated assessment of alternative options, on the basis of factors such as the occupational and environmental risks, the environmental impacts, costs and social implications of the options. An engagement framework was also developed by LP&S to understand the engagement within the context of that taking place nationally and internationally. LP&S plan to reconvene stakeholders as part of the commitment made to them in 2006 to review progress on decommissioning projects. Currently, the strategy by which this will be achieved is unclear, however it is proposed that rather than full engagement, LP&S will provide a series of information updates to the West Cumbria Site Stakeholder Group (WCSSG). Representing local interests only and potentially reducing the opportunity for deliberation, further research is recommended to assess the nature of dialogue and the role of deliberation in this type of forum.

In its infrastructure development work, the US Army Corps of Engineers (USACE) engages and collaborates with numerous local, state, and national stakeholders. Projects incorporating innovative approaches, such as beneficial use (BU) of dredged materials and other natural and nature-based features (NNBF), are often not well-understood by stakeholders, including those at the community level. This often results in conflicts and project delays. By sponsoring the development of a Community Engagement Framework, the Dredging Operations and Environmental Research (DOER) program hopes to systematically improve how project teams design, conduct, and measure effective community engagement on infrastructure projects. The purpose of this focused Review was to assesses leading stakeholder and community engagement practices that reflect the state of practice of stakeholder engagement within USACE, and by other leading organizations in the US and internationally, to inform development of the Community Engagement Framework. While the resulting Framework will be particularly well-suited for community engagement on projects incorporating BU and other NNBF, it will be applicable to a broad range of USACE Civil Works’ initiatives where effective stakeholder engagement is critical to project success. The assessment showed the practice of stakeholder engagement has evolved significantly over the past 30 years, with much more focus today on ensuring that engagement processes are purposeful, meaningful, collaborative, and inclusive - reflecting stakeholders’ desire to participate in co-creating sustainable solutions that produce environmental, economic, and social benefits. This, and other key findings, are informing development of the Community Engagement Framework which is scalable and adaptable to a broad range of projects across the USACE missions.

Stakeholder engagement is an important component in developing policies on critical issues such as the use and development of novel methods and technologies, including biotechnologies and nanotechnologies. Understanding the perspectives, needs, and concerns of stakeholder groups can facilitate the development of transparent and trusted policy recommendations. Innovative online research platforms have been developed as alternatives to typical stakeholder engagement methods such as in-person focus groups, interviews, and online and paper surveys. These platforms facilitate the engagement of geographically and linguistically (i.e., individuals who speak different languages) diverse stakeholders using a wide range of methods, from virtual focus groups to surveys. Stakeholders can participate at their own leisure and anonymously, which can facilitate more open interactions on issues where viewpoints may differ. In this work, we used an online stakeholder engagement platform (OSEP) to engage stakeholders and capture their perceptions and views about the application of nanotechnology in food and agriculture (nano-agrifood) and the role of responsible innovation in the development of nano-agrifood products. The OSEP provided a reliable and interactive environment for stakeholders to share their views and exchange ideas. Such OSEPs should be further explored as novel tools for engaging stakeholders on a range of issues from emerging technologies to public health.
