As the volume of scientific papers grows rapidly in size, knowledge management for scientific publications is greatly needed. Information extraction and knowledge fusion techniques have been proposed to obtain information from scholarly publications and build knowledge repositories. However, retrieving the knowledge of problem/solution from academic papers to support users on solving specific research problems is rarely seen in the state of the art. Therefore, to remedy this gap, a knowledge-driven solution support system (K3S) is proposed in this paper to extract the information of research problems and proposed solutions from academic papers, and integrate them into knowledge maps. With the bibliometric information of the papers, K3S is capable of providing recommended solutions for any extracted problems. The subject of intrusion detection is chosen for demonstration in which required information is extracted with high accuracy, a knowledge map is constructed properly, and solutions to address intrusion problems are recommended.

Purpose – This paper presents an IT system – Student Connectivity Module (SCM) – designed to support administration of student exchange between universities in different countries, developed under the EU seventh Framework Program. The purpose of this paper is to share the acquired knowledge on existing difficulties in mobility management, propose solutions to those problems, and present results of system validation using its prototype deployed at two universities. Design/methodology/approach – Prior to the system design, the needs, plans and expectations concerning the academic IT services were surveyed among 100 universities. On this basis, in close with prospective system users, an original peer-to-peer system was developed using top-down model-driven and agile software development techniques. Findings – The barriers to effective interoperation of academic information systems (AIS) were revealed: first, diversity and heterogeneity of campus IT solutions; second, differences in patterns of international student mobility flow; third, diversity in national personal data protection policies; and fourth, lack of standards for e-data exchange. The SCM system overcomes these problems by adopting platform-independent IT solutions, web-services, a network of trusted authority servers, and a novel “quasi-standard” solution for e-data exchange, with the use of home university campus cards to access facilities at host institutions. Originality/value – The management of foreign student exchange is a complicated process. It involves students, faculty, administrative staff and external institutions. To the authors knowledge, there is no other comprehensive networked IT system available to facilitate administration of student mobility, make it better controlled, less laborious and faster, in a secure way. The IT solution contributes to overcoming the current barriers to academic mobility within Europe and elsewhere.

Computational methodologies and techniques are increasingly being used for agricultural purposes in recent years. This article presents a computational system composed of hardware and software elements that can be used in the Precision Livestock area. The objective is to support the management of the operation of providing nutritional supplements: a hardware module identifies the visits of the animals to the troughs and transmits the data to a software module, which processes them and generates reports to support decision-making. A case study indicated the viability of the solution and advantages of the system: portability and flexibility in the expansion of the functionalities through modularization, for less than one tenth of the cost of the current solutions available.

This study tries to provide a solution by engineering existing information re-sources, designing it into a support system to facilitate lecturers or teaching staff to create, load and present multimedia teaching materials, both to groups and personal, network-based or stand-alone. The use of HTML language as a basis for web-based applications and the use of local networks can make Computer Assisted Learning more flexible and have unlimited functions on the architecture de-signed by researchers to use the function data methods as a data framework stored by CAL. Broadly speaking, this research is divided into three stages, namely pre-development data collection, development and implementation, and post-development data collection. Pre-development data collection is intended to obtain a preliminary study of the core problems being faced, while the development and implementation phase focuses on modeling software design into diagrams and making programming code to implement the design that has been made. While the stages of post-development data collection are for the improvement of applications made, drawing conclusions, and suggestions for further re-search topics. From the results of this study, several conclusions were obtained, the CAL that was built made it easier for students in learning and CAL was built by utilizing HTML Sheets as a medium for presentation of teaching material because it was very effective for displaying teaching materials in the form of text, images, animation, audio, and video.

Human needs consist of primary, secondary, and tertiary needs. In primary needs, the house is one of the most critical primary needs in supporting one’s life. However, not all residents in Indonesia can meet these needs. Therefore, the government provides subsidized housing ownership programs for people with low income. This study aims to propose a decision support system in determining the proper housing subsidy recipients. The method used in weighting is Analytic Hierarchy Process (AHP). Previous research was still limited to the selection of subsidized housing for developers and potential buyers. This method is projected to provide results in the form of a priority sequence of alternative solutions based on test results. The results were considered capable of providing a better solution for selecting prospective recipients of the housing subsidy program.

Servicing a large number of customers in a city zone is often a considerable part of many logistics chains. The capacity of one delivery vehicle is limited, but, at the same time, it usually serves plenty of customers. This problem is often called a Street Routing Problem (SRP). Key differences between Vehicle Routing Problem (VRP) and SRP are presented here. The main problem of SRP is that when the number of customers is huge, the number of delivery path combinations becomes enormous. As the experimental results show in the case of SRP the error on the length of delivery routes based on an expert's judgment when compared to the optimal solution is in the range of 10–25%. As presented in the paper, only using decision support systems such as Geographical Information Systems (GIS) makes possible to effectively manage SRP. Besides classical measurements used in VRP, such as total length of routes or time required for delivery in each route, other measurements, mostly qualitative ones, are presented. All of these are named as visual attractiveness. This paper discusses possible relationships between quantitative and qualitative measurements that give a promise for finding better solutions of SRP. Several new types of heuristics for solving SRP are evaluated and afterward compared using the real data. One of the key properties of GIS to use routing software is its flexible interactive and user‐friendly environment. Routing software can find a good solution and explore the possibilities while an expert later can change the calculated routes to explore other possibilities based on the expert's judgment. This paper presents a practical use of new heuristics with the ArcView and solution of address mail for several cities in Slovakia served by Slovak Post ltd. Other Decision Support Systems that solve SRP are presented as TRANSCAD developed by Caliper Corporation or GeoRoute promoted by Canadian Post and GIRO.

Within the framework of this article, the analysis of the ways of building an automated decision support system for business and technological processes based on the thematic apparatus of the theory of fuzzy functions is carried out. The purpose of decision support systems is to help the decision maker (business owners, top managers of companies, heads of state organizations and law enforcement agencies) in choosing the most optimal solution based on the information at his disposal. It is proposed to use mathematical methods based onfuzzy multicriteria ranking as methods for making a decision. The paper proposes a model of an automated decision support system for business and technological processes of organizations based onthe mathematical apparatus of the theory of fuzzy functions, which allows automating the process of choosing a solution and eliminating the influence of subjective factors when assessing possible decisions.

In the big data context, the growing volume of textual data presents challenges for traditional structured data-based decision support systems (DSS). DSS based on structured data is difficult to process the semantic information of text data. To meet the challenge, this thesis proposes a solution for the Decision Support System (DSS) based on machine Learning and qualitative analysis, namely TLE-DSS. TLE-DSS refers to three critical analytical modules: Thematic Analysis (TA), Latent Dirichlet Allocation (LDA)and Evolutionary Grounded Theory (EGT). To better understand the operation mechanism of TLE-DSS, this thesis used an experimental case to explain how to make decisions through TLE-DSS. Additionally, during the data analysis of the experimental case, by calculating the difference of perplexity of different models to compare similarities, this thesis proposed a solution to determine the optimal number of topics in LDA. Meanwhile, by using LDAvis, a model with the optimal number of topics was visualized. Moreover, the thesis also expounded the principle and application value of EGT. In the last part, this thesis discussed the challenges and potential ethical issues that TLE-DSS still faces.

It is known the case of the public attorneys that, having the opportunity to settle a controversy aroused between the public entity and the contractor, prefer to submit that dispute to arbitration with higher costs that this decision cause to the State. The reason? The concern of having «the reasonableness of his decision to settle the dispute» subjected to an administrative responsibility procedure.This paper aims to discuss this problem and analyze a possible solution. Thus, taking into consideration the Colombian experience and the recent Peruvian regulation in the «Reglamento de la Ley de APPs», the authors suggest to include in the «Nueva Ley de Contrataciones del Estado» the «Amicable Compositor» as a mechanism of alternative dispute resolution.
Es conocido el caso del procurador público que ante la posibilidad de transar los conflictos que surgen entre las entidades públicas y los contratistas, prefiere llevarlos a arbitraje con los mayores costos que dicha decisión genera para el Estado. El motivo responde a la preocupación de que se cuestione «la razonabilidad de su decisión de transar» imputándole responsabilidad mediante acciones de control.El presente artículo tiene como finalidad traer a discusión esta problemática así como una posible solución. De esta forma, teniendo en consideración la experiencia colombiana así como su reciente regulación en el Reglamento de la Ley de APPs, los autores proponen incluir en la Nueva Ley de Contrataciones del Estado la figura del «Amigable Componedor» como mecanismo alternativo de solución amigable de conflictos.

Результати: розроблено концептуальну модель стратегії вибору постачальника для проектів; удосконалено модель вибору критеріїв оцінки постачальників шляхом інтеграції методів fuzzy DEMATEL та fuzzy based ANP, створено засіб, що реалізує єдину комбіновану модель без допомоги стороннього програмного забезпечення, розроблено метод вибору постачальника проектів, проведено відповідні розрахунки. Програмний продукт було розроблено з використанням мови програмування C#, інтерфейс — використовуючи технології Windows Form.

The aim of this master‘s thesis is to design a sports hall including an accommodation facility in Hradec Králové. Sports hall is situated in a town district called Věkoše. It is tree-storey building equipped with combined pillar‘s and wall‘s support system. Building is founded on solid slab and propped piles. Pillars are made of steel, walls are made of ceramic bricks and curved roof is made of gluelam beams and roof trusses with aluminum cover system Kalzip. There are two single ply flat roofs. Also basement is a part of the building. For spectators two separated auditoriums with steel support system are designed. The accommodation for twenty people was split into ten rooms. It is designed as barrier free building for both sportsmen and audience.

Cette thèse vise à contribuer à la compréhension des cycle de vie d’une opération humanitaire (HOLC). Gestion de la chaîne d'approvisionnement humanitaire (HSCM) dans un contexte de mise en perspective et dans l’objectif de proposer un modèle décisionnel qui s'applique aux phases de HOLC lors d’une situation réelle. Cela inclut la mise en oeuvre du modèle proposé pour concevoir et développer un outil d'aide à la décision afin d'améliorer les performances de la logistique humanitaire tant dans les opérations de secours nationaux qu’internationaux.Cette recherche est divisée en trois phases. La première partie vise à présenter le sens de l'étude ; la zone de recherche prise en compte pour la gestion de la chaîne d'approvisionnement (SCM) doit être clairement définie. La première phase consiste à clarifier et définir le HSCM HL, la gestion de la chaîne d'approvisionnement commerciale (CSCM) et le SCM, ainsi que la relation entre ces différents éléments. La gestion du cycle de vie du projet (PLCM) et les différentes approches sont également présentés. La compréhension de la différence entre la gestion du cycle de vie du projet (PLM) et la PLCM est également nécessaire, cela ne peut être abordé dans la phase de cycle de vie de l'opération humanitaire. De plus, les modèles Multiple-Criteria Decision Making (MCDM) et l’aide à la décision concernant le HL sont analysés pour établir le fossé existant en matière de recherche. Les approches MCDM qui mettent en oeuvre le système d'aide à la décision (DSS) et la manière dont le MAS a été utilisé dans le contexte HSCM sont étudiées.La deuxième phase consiste en la proposition d’un modèle décisionnel fondé sur l’approche MCDM à l'appui de la décision du décideur avant qu'il/elle prenne des mesures. Ce modèle prévoit le classement des alternatives concernant l'entrepôt, le fournisseur et le transport au cours des phases de HOLC. Le modèle décisionnel proposé est réalisée en 3 scénarios. I. La décision en 4phases HOLC – opération de secours internationale de la Croix-Rouge Française (CRF). II. La décision en3phases HOLC – opération nationale dela Croix-Rouge thaïlandaise (TRC). III. La décision au niveau de la phase de réponse HOLC – opération internationale du TRC dans quatre pays. Dans cette phase, le scénario I et II sont réalisés étape par étape au travers de calculs numériques et formules mathématiques. Le scénario III sera présenté dans la troisième phase. Pour établir trois scénarios, les données internes recueillies lors des entretiens avec le chef de la logistique de la Croix-Rouge Française, et le vice-président de la fondation de la Coix-Rouge thaïlandaise, seront utilisées. Les données externes proviennent de chercheurs qui sont des experts dans le domaine HL ou le champ du HSCM, de la littérature, et de sources issues des organismes humanitaires (documents d’ateliers, rapports, informations publiées sur leurs sites officiels).Dans la troisième phase, une application Internet multi-critères (decision support system MCDSS WB) mettant en oeuvre le modèle proposé est élaborée. Afin d'atteindre une décision appropriée en temps réel, le WB-MCDSS est développé sur la base d’un protocole client-serveur et est simple à utiliser. Le dernier mais non le moindre ; une application de validation du modèle est réalisée à l'aide de l'approche de l'analyse de sensibilité
This thesis aims to contribute to the understanding of HOLC in context of the HSCM and to propose a decision model which applies to the phases of HOLC the decision making regarding a real situation . This include the implementation of the proposed model to design and develop a decision support tool in order to improve the performance of humanitarian logistics in both national and international relief operations.This research is divided into three phases; the first phase is to clarify and define HL among HSCM, commercial supply chain management (CSCM) and SCM and their relationship. Project Life Cycle Management (PLCM) approaches are also presented. The difference between project life cycle management (PLM) and PLCM is also required to distinguish a clear understanding which can be addressed in the phase of humanitarian operation life cycle. Additionally, the literature of Multiple-Criteria Decision Making (MCDM) models and existing decision aid system for HL are analyzed to establish the research gap. The MCDM approaches which implement the decision support system (DSS) and lastly how DSS has been used in the HSCM context.The second phase is to propose a decision model based on MCDM approaches to support the decision of the decision maker before he/she takes action. This model provides the ranking alternatives to warehouse, supplier and transportation over the phases of HOLC. The proposed decision model is conducted in 3 scenarios; I. The decision in 4-phase HOLC, international relief operation of French Red Cross (FRC). II. The decision on 3-phase HOLC, national operation by the Thai Red Cross (TRC). III. The decision on response phase HOLC, international operation by the FRC in four countries. In this phase, the scenario I and II are performed step by step though numerical calculation and mathematical formulas. The scenario III will be presented in the third phase.In the third phase, an application of web-based multi-criteria decision support system (WB-MCDSS) which implement the proposed model is developed. The web-based multi-criteria decision support system is developed based on the integration of analytical hierarchy process (AHP) and TOPSIS approaches. In order to achieve an appropriate decision in a real time response, the WB-MCDSS is developed based on server-client protocol and is simple to operate. Last but not least, a validation application of the model is performed using the sensitivity analysis approach

More and more every terminal behaves as a window to the web, being computers, smartphones, tablets, etc. With the advent of web technologies and its globalization, more and more service providers have to adapt to the new reality and follow the trend in order to not loose clients and even the quality of service. This evolution towards web applications has been increasingly observed in the tools used in day-to-day tasks. When leading companies in their market segment propose to make this technological evolution in its products and services, several factors must be studied and taken into account. In the case of solutions using real time communications integrated with its own hardware, several solutions propose to solve the problem, each with its pros and cons, but giving priority to the cutting-edge technologies, which, preferably are originally designed to answer the matters in the product context. Hence a priority to a study to answer the relevant matters for the product as well as the necessary tests to validate the proposed theory.

With the globalisation and constant changes in the marketplace, enterprises are adapting themselves to face new challenges. Therefore, strategic corporate alliances to share knowledge, expertise and resources represent an advantage in an increasing competitive world. This has led the integration of companies, customers, suppliers and partners using networked environments. This thesis presents three novel solutions in the tooling area, developed for Seco tools Ltd, UK. These approaches implement a proposed distributed computing architecture using Internet technologies to assist geographically dispersed tooling engineers in process planning tasks. The systems are summarised as follows. TTS is a Web-based system to support engineers and technical staff in the task of providing technical advice to clients. Seco sales engineers access the system from remote machining sites and submit/retrieve/update the required tooling data located in databases at the company headquarters. The communication platform used for this system provides an effective mechanism to share information nationwide. This system implements efficient methods, such as data relaxation techniques, confidence score and importance levels of attributes, to help the user in finding the closest solutions when specific requirements are not fully matched In the database. Cluster-F has been developed to assist engineers and clients in the assessment of cutting parameters for the tooling process. In this approach the Internet acts as a vehicle to transport the data between users and the database. Cluster-F is a KD approach that makes use of clustering and fuzzy set techniques. The novel proposal In this system is the implementation of fuzzy set concepts to obtain the proximity matrix that will lead the classification of the data. Then hierarchical clustering methods are applied on these data to link the closest objects. A general KD methodology applying rough set concepts Is proposed In this research. This covers aspects of data redundancy, Identification of relevant attributes, detection of data inconsistency, and generation of knowledge rules. R-sets, the third proposed solution, has been developed using this KD methodology. This system evaluates the variables of the tooling database to analyse known and unknown relationships in the data generated after the execution of technical trials. The aim is to discover cause-effect patterns from selected attributes contained In the database. A fourth system was also developed. It is called DBManager and was conceived to administrate the systems users accounts, sales engineers’ accounts and tool trial monitoring process of the data. This supports the implementation of the proposed distributed architecture and the maintenance of the users' accounts for the access restrictions to the system running under this architecture.

The monograph is devoted to the methodology of material and technical support of railway transport. According to the types of activities, the nature of the material and technical resources used, technologies, means and management systems, Russian railways belong to the category of high-tech industries that must have high quality and technical level, reliability and technological efficiency in operation. For this reason, the logistics system itself, both in structure and in the algorithm of the functions performed as a whole, needs a serious improvement in the quality of its work. The economic situation in Russia requires a revision of the principles and mechanisms of management based on the corporate model of supply chain management, focused on logistics knowledge. In the difficult economic conditions of the current decade, it is necessary to improve the quality of the supply organization of enterprises and structural divisions of railway transport, directly related to the implementation of the process approach, the advantage of which is a more detailed regulation of management actions and their mutual coordination. In order to increase the efficiency of its activities and develop the management system, Russian Railways is developing a lean production system aimed at further expanding the implementation of the principles of customer orientation, ideology and corporate culture. At the present time, the solution of many issues is impossible without a cybernetic approach to the formulation of problems of material and technical support and logistics analysis of information technologies, to the implementation of the developed algorithms and models of development strategies and concepts for improving the business processes of the production system. The management strategy, or the general plan for the implementation of activities for the management of material resources, is based on a fundamental assessment of the alignment and correlation of forces and factors operating in the economic and political field, taking into account the impact on the specific form of the management strategy. The materials will be useful to the heads and specialists of the directorates of the MTO, CDZs and can be used in the scientific research of bachelors, masters and postgraduates interested in the economics of railway transport and supply logistics.

AbstractThe rise of artificial intelligence (AI) promises productivity gains in industrial practice. While IT technology offers a variety of technological advances, plant owners strive for stability and robustness of the production process. To overcome this tension field, we propose a set of 16 requirements for the development of industrial AI solutions to foster i) the adaptation process, ii) support the solution engineering and iii) ease the embedding into the existing system landscape while respecting iv) safety aspects to build up v) trust into industrial AI solutions. The proposed requirements can guide industrial stakeholders to focus on the right solution approach for specific production challenges and support them in voicing their own needs towards novel AI solutions. This will help AI developers to speed up time-to-market as well as to increase market acceptance of industrial AI solutions. Overall, specifying requirements on industrial AI will foster the acceptance and utilization rates of AI solutions in industrial practice.

AbstractA solution to cope with chaotic urban settlements and frenetic everyday life is refuging in nature as a way to reduce stress. In general—in recent years—it has been scientifically demonstrated how natural areas are an important environment for psycho-physiological health. As a consequence, it is important to plan dedicated spaces for stress recovery in order to increase the well-being of people. With respect to forests, there is a growing interest in understanding the marketing and tourist potential of forest-therapy activities and policies. This paper develops a decision support system (DSS) for decision makers, based on geographic information system to define the suitability of forest areas to improve psychological and physiological human well-being. Innovative technologies such as electroencephalography (EEG) and virtual reality (VR) are applied to test human status. The DSS combines four sets of indicators in a multi-attribute decision analysis and identifies the areas with the largest stress-recovery potential. Two multi-attribute model—one in summer and one in winter—are elaborated to obtain a dynamic evaluation of suitability. Results show significant differences among forest type, forest management, altitude range, and season in terms of stand suitability. EEG and VR seem to be promising technologies in this research area. Strengths and weaknesses of the approach, as well as potential future improvement and implications for territorial marketing, are suggested.

Piping stress analysis is performed by the manipulations of support type, location and pipe arrangement based on many specific design criteria. A classical way to find good engineering solutions satisfying design criteria among lots of combinations is obviously time-consuming work. In field practice, it also highly depends on engineer’s experiences and abilities. This paper proposes a hybrid method by combining several global search optimization algorithms and predication model generation in order to automatically control the combinations of support types as the engineering solutions. Here, we use some efficient and popular algorithms such as genetic algorithm, swarm intelligence and Gaussian pattern search to develop initial design of experiments. From the set of the initials, we build and update a prediction model by applying machine learning algorithm such as artificial neural network. As a result of using the hybrid method, the engineering solution is sufficiently optimized for the classical solution. Design variables for this problem are the types of restraints (or the pipe support type). The nonlinearity conditions such as gaps and frictions are also treated as key design variables. Each restraint is initially identified as a binary set of design variables, and transformed to integer numbers to run on the n-dimensional design space. The number of dimension corresponds to the number of pipe supports. Currently, pipe stress analysis problems are divided into a certain size that is enough to run on one computer for project management purpose. If we have bigger system with more design variables to consider, the hybrid machine learning method plays a key role in saving computation time with the help of additional parallel computation technique.

Telemedicine could be one of the solutions for challenges in healthcare, especially in this time of the Covid-19 pandemic. The results of the research about the state of telemedicine services in Slovenia are presented in this article. We found several telemedicine solutions in Slovenian healthcare. Metadata for them were collected. The solutions are placed in groups of telemonitoring, provision of healthcare services by remotely connecting patients with a doctor or healthcare professional and remote cooperation for the patient's treatment between doctors or healthcare professionals who are physically at different locations. The opinions of the research participants regarding the challenges associated with telemedicine services in Slovenia were also collected. They are placed in three main groups: financing, healthcare system and healthcare professionals. Telemedicine is a necessity and the future of Slovenian healthcare services. If a solution is to be applied successfully, business processes must be changed so that a practically useful service can arise from the solution.

The harmonic response of piping systems is in general estimated considering linear behavior, i.e. neglecting pipe-support dry friction, shocks between adjacent pipes or between pipe and supports, unidirectional supports, gaps, etc. Under this hypothesis, harmonic analysis is straight forward for a forcing frequency and not specially demanding in terms of computational cost. On the contrary, if any nonlinearity is taken into account, integration in time is required until the system achieves a steady-state solution, which demands dealing with initial conditions, intensive computation and long calculation times. In the particular case of support friction, vibration amplitudes calculated using the linear assumption may be well overestimated for some systems or conditions, thus misguiding designers and analysts, which traduces in excessive cost in system construction. In this work, the Hybrid Frequency-Time method (HFT) is used to calculate the steady state amplitudes of a piping system subjected to harmonic excitations and considering pipe-support friction. Comparisons between a full integration scheme and the proposed methodology are presented and discussed for a typical system. Results show that the HFT method is a valid practical option to estimate the harmonic response of a piping system when considering support friction.

These findings support the hypothesis that ethylene production may be enhanced by phosphorus deficiency, and that the degree of enhancement varies with genotype. In tomatoes the low-P level did not enhance significantly ethylene production by the roots. Wildtype cultivars and ethylene insensitive mutants behaved similarly in that respect. 2) Characterize the effects of phosphorus availability and ethylene on the architecture of whole root systems. Test the hypothesis that both ethylene and low phosphorus availability modify root architecture. In common bean, the basal roots give rise to a major fraction of the whole root system. Unlike other laterals these roots respond to gravitropic stimulation. Their growth angle determines the proportion of the root length in the shallow layers of the soil. A correlation between ethylene production and basal root angle was found in shallow rooted but not deep-rooted genotypes, indicating that acceleration of ethylene synthesis may account for the change in basal root angle in genotypes demonstrating a plastic response to P availability. Short-time gravitropic response of the tap roots of young bean seedlings was not affected by P level in the nutrient solution. Low phosphorus specifically increases root hair length and root hair density in Arabidopsis. We tested 7 different mutants in ethylene perception and response and in each case, the response to low P was lower than that of the wild-type. The extent of reduction in P response varied among the mutants, but every mutant retained some responsiveness to changes in P concentration. The increase in root hair density was due to the increase in the number of trichoblast cell files under low P and was not mediated by ethylene. Low P did not increase the number of root hairs forming from atrichoblasts. This is in contrast to ethylene treatment, which increased the number of root hairs partly by causing root hairs to form on atrichoblasts. 3) Assess the adaptive value of root architectural plasticity in response to phosphorus availability. A simulation study indicated that genetic variation for root architecture in common bean may be related to adaptation to diverse competitive environments. The fractal dimension of tomato root system was directly correlated with P level.

This paper present the findings of an extensive literature review on the housing systems in Germany and Sweden. The literature review majorly focuses on the rental housing sector but also touches upon other segments of the housing market, especially the cooperative housing sector. The report thus provides a general overview and situates the rental sector in the wider context of the overall housing market in the two countries. The paper adds valuable knowledge about the large differences in the post-war responses to the housing shortage in Germany and Sweden. While Sweden responded with a universal off-market approach to housing, (West) Germany implemented a dualist housing system within a social market economy. Despite differences in past solutions, the contemporary problems seem to be similar. The report concludes that, in the search of a response to the current housing crisis, Germany sees a re-emergence of the state, while Sweden’s next moves are uncertain.

The city of Montero, through the cooperative utility COSMOL, has successfully implemented on-site sanitation services for part of its population, in parallel to sewer-based services. However, additional solutions, capacity development and strengthening of governance systems are needed to allow for increased sustainability, for both the sewered and non-sewered sanitation services in the city. Technical improvements are still needed in wastewater and excreta management and treatment, to reduce health and environmental impacts. However, optimizing the existing sanitation systems could increase environmental, health and hygiene sustainability. Urine-diverting dry toilets (UDDTs) have the potential to reduce environmental impact the most, once optimized and if urine and faeces are collected and treated for reuse. Local farmers have expressed demand for sanitation reuse products, as long as low price and quality can be guaranteed. From a household perspective, demand exists for high levels of service and maintenance by providers, no matter the type of system, to ensure simple maintenance by users. But the sanitation system still needs to be affordable, match cleanliness expectations, and remain free of odours, mosquitos and rodents. Upscaling on-site sanitation systems depends strongly on the support of the public institutions and resources available, including legal, economic and technical resources, as well as having a long-term vision.

Population growth, increasing prosperity and changing consumer habits globally are increasing demand for consumer electronics. Further to this, rapid changes in technology, falling prices, increased affordability and consumer appetite for new products have exacerbated e-waste management challenges and seen millions of tons of electronic devices become obsolete. This rapid literature review collates evidence from academic, policy focussed and grey literature on e-waste value chains. The report should be read I conjunction with an earlier report on e-waste management. E-waste is any electrical or electronic equipment, including all components, subassemblies and consumables, which are part of the equipment at the time the equipment becomes waste. When e-waste is collected and treated formally, it normally includes the following steps: Collection, Sorting and disassembly, Size reduction, Separation. The following five pillars of a sustainable e-waste management system have been identified: • Business and finance • Policy and regulation • Technology and skills • Monitoring and control • Marketing and awareness As such, to support the development of a responsible e-waste value chain, the following elements must be addressed. • Understanding how e-waste is currently managed • There is no one-size-fits all solution to building a robust e-waste management system based on extended producer responsibility. • An e-waste system built without a participatory approach is likely to be hampered by a series of issues. • An overarching policy is necessary • The choices made for the sector should be founded on two crucial elements – data from on the ground, and inputs from stakeholders. • Enforcement is incumbent on the government mandate The push towards a circular economy has provided stakeholders across the value chain with an impetus to initiate systemic improvements and invest in infrastructure and awareness raising.

In what way and how can models for personalised support such as personal budgeting strengthen the implementation of the UN Convention on the Rights of Persons with Disabilities? Personal budgeting refers to a sum of money that is granted to the individual on the basis of an assessment of the need for service and calculation of a budget for this purpose. The individual can buy the service he needs for his budget. Personal budgeting is in use in social and health care in several countries. In the Nordic region, personal assistance is the main example of such solutions, but other models have also been tried and adopted in social and health care, such as systems of freedom of choice and increased opportunities for users to choose a provider. The report presents a number of personalised systems for support for people with disabilities that have been implemented in the Nordic countries and their experiences. The mapping was carried out jointly by the Nordic Welfare Center and the Finnish Institute for Health and Welfare (THL). The report will be considered when forming a proposal for a future reform of support and services for people with disabilities in Finland.

Foundational education system commonly referred to as K-12 school education is fundamental for people to succeed in life as noted in United Nations declaration of human rights. Consequently, decades of investments have helped K-12 sector evolve and respond to new demands but many of the traditional thinking has remained and thus hinder agility and disruptive evolution of the system. In most countries the national school education systems are perhaps the largest single enterprise and subjected to socio-cultural, economic and political influences, which in turn make it reluctant and/or difficult to change the system. However, as the world transitions from industrial revolution to information revolution and now to knowledge economy, the foundational education sector has been confronted with several simultaneous challenges. The monograph reviews and analyses how these challenges may be supported in a system that is reliant on traditional rigid time frames and confronted by complex external pressures that are blurring the boundaries of the school education landscape. It is apparent that doing more of the same may not provide the necessary solutions. There is a need to explore new opportunities for reforming the school education space, including system structures, human resources, curriculum designs, and delivery strategies. This analytical work critiques current practices to encourage K-12 educators recognize the need to evolve and embrace disruptions in a culture that tends to be wary of change. The key considerations identified through this analytical work is presented as a set of recommendations captured under four broad areas commonly used in school improvement literature
