Анотація:
The article reveals the basic theoretical principles of public administration. The stages of formation and development of public administration are studied. It was found that public administration, as a system of public administration in Ukraine, needs to be reformed in a market economy and democratization of society. The main problems of formation and development of the system of public administration in terms of compliance with the European political trend of integration of public and personal factors, expanding the sphere of state influence while maximizing rights and freedoms, absolutization of the administrative factor of social transformations are considered. It is established that public administration: provides implements the decisions of the authorities; applies democratic, public, liberal forms and methods of managing the social, social and economic development of the country. The main factors that influenced the emergence in many countries of the world of such a new form of government in the public sector as public administration. Based on the understanding of the peculiarities of the evolution of the management model in the public sector, the need to introduce the concept of "public administration" into scientific circulation is substantiated. Recommendations for decentralization of management in the context of domestic reforms to increase the efficiency of the system of public authorities on an innovative basis are offered. In this context, it is extremely important to implement initiatives on constitutional changes in the decentralization of power, the priorities of the Public Administration Reform Strategy of Ukraine for 2016-2020; development of a new version of the Law of Ukraine "On Civil Service", which regulates the basic principles, legal and organizational principles of public service.

In the past 25 years, an old social science task — management training and education for the public and private sectors — has spawned a variety of innovative approaches and created a new educational speciality. This new field, usually labeled Human Resources Development (HRD) or Organizational Development (OD), challenges conventional political science and public administration education in a number of important respects. HRD in the 1980s reflects the convergence of two contemporary approaches to learning and management. The first stems from humanistic psychology and its various applications in education; the second from the “behavioral science revolution” in management and organizational theory.

This study aims to investigate the impact online learning policy, issued Ministry of Education and Culture Republic of Indonesia, followed Rector of Cendrawasih University and Dean of Faculty of Social and Political Sciences. Policy impact drops semester grades students from seven program studies in Faculty of Social and Political Sciences: Governance Science, Public Administration, Business Administration, International Relations, Anthropology, Welfare, and Library. To analyze problem, Merilee S. Grindle’s policy theory was used. Qualitative research method. The study was conducted in Faculty of Social and Political Sciences of Cenderawasih University year 2020-2021. Study involves 20 respondents: 8 are lecturers of Faculty of Social and Political Sciences and 12 are students of Faculty of Social and Political Sciences. Qualitative analyzed method was used; data collection methods interview, observation, documentation have been analyzed according to the reality. The result shows that the second semester grades of students of batch 2021 drastically drop due to internet trouble, unavailable facilities, infrastructures, and server building for Wi-Fi in Faculty of Social and Political Sciences, Cenderawasih University, districts in Papua Province, and districts in West Papua Province. Recommendation for Dean of Faculty of Social and Political Sciences of Cenderawasih University, Rector of Cenderawasih University, Ministry of Education and Culture Republic of Indonesia is to allow face to face learning with number of students grouped into several daily shifts and good implementation of covid-19 health protocols in Faculty of Social and Political Sciences of Cenderawasih University.

Анотація:
The article substantiates the theoretical and methodological foundations of public administration, which determined its evolution from the idea of management as a hierarchically organised system to the concept of a network structure of interaction between public, private and non-governmental organisations. Approaches to understanding the subject of public administration science, its content and place among other social sciences are analysed. It is proved that the network approach is currently the most effective methodology for analysing the modern political process. The author emphasises that under the influence of the information technologies, the very nature of the State as the most important political and legal institution is changing, and its functions are being redistributed at the supranational and subnational levels.

Public administration is a complex social phenomenon which has its own sociological, political, legal, organizational and other features. Accordingly, the "angle" of its observation can be quite different. Public administration is therefore studied in numerous higher education institutions, both in the field of political science, sociology, law and others. Woodrow Wilson, former US president and the Nobel Prize winner, is considered the founder of the scientific approach to administration. In his scientific work from 1887, entitled "The Study of Administration", Wilson pointed out three "dichotomies" related to public administration: (1) between politics and administration; (2) between political and administrative sciences, and (3) between politicians and civil servants. Wilson thus raised a whole series of issues that are still the subject of polemics and discussions, and his scientific thought has become a permanent legacy and the subject of study by numerous authors in both theoretical and practical analysis of public administration, which still has an impact on its changes and development.

This article aims to discuss the health of the public administration discipline in the US higher education system. In particular, it debates two possible alternatives: decline or reposition. The paper analyzes the academic offers of political science, public policy, and public administration programs at both undergraduate and graduate levels. The Results highlight that the public administration discipline is currently at a crucial point. The core attention within both governments and higher education is more focused on politics and policies than on management. Accordingly, this scenario has two main effects. First, it creates an imbalance between the political discourse, the formulation/execution of public policies, and the managing of effective public sector organizations. Second, it might lead the discipline of public administration into a decline. Nevertheless, public administration can find a reposition within social sciences by developing more openness and a process of cross-contamination with other humanistic disciplines.

This research examines the planning and organization of municipal inter-agency crime prevention through a case study of Prince George's Community Social Development Board. The focus of the Board is on social development: it attempts to tackle the social causes of crime. The methodology for the study includes an analysis of available documentation, including letters, memorandums and reports; interviews in Prince George with the ten members of the Community Social Development Board and the RCMP officer who initiated the Board and; observation of one Board meeting (May 1, 1991). Results of the interviews show that although the Board did have some benefits, it did not have clear objectives, it lacked leadership and it desperately needed a full-time executive director. In conclusion, municipal inter-agency crime prevention is a promising strategy to lower crime, and deserves to be given a second chance. (Abstract shortened by UMI.)

The millennial generation has become the largest generation in the United States. Yet as more members of this generation reach voting age, their propensity to vote remains stagnant. For instance, in the 2016 U.S. presidential election, less than 50% of eligible millennials voted, in comparison to the 69% of baby boomers and 63% of Generation X. Voting is a civic duty essential to a successful democracy; therefore, it is imperative to find solutions to increase millennial political engagement. As millennials represent the largest proportion of users of social media, the purpose of this quantitative study was to examine the relationships between voter registration and voting rates and social media usage. To provide clarification on the issue of millennial voting and voter registration, a conceptual framework was used to explore whether a connection exists between millennial political participation and social media because existing theory was insufficient to address this issue. Using secondary data from the 2016 Millennial Impact Report, 1,050 millennial survey responses were gathered on millennial social media usage, intent to vote, and voter registration. A 2 proportions z-test was used to conclude that there was no difference in voter registration and voting rates between millennials who posted 1 to 3 times per week and those who posted 4 to 7 times per week on social media. This study may promote social change by informing those who seek solutions to increase millennial voting and voter registration rates for the continuation of the American democratic system.

The 2001 destruction of the World Trade Center and the subsequent anthrax attacks highlighted the inability of an antiquated public health system in the United States to respond effectively to emergencies. Little documentation exists to define how public health agencies can improve performance. The overarching research question was the extent to which drills and exercises improve performance in public health emergencies. Adult learning theory and deliberate practice theory were explored in this context. The research data were from 50 state public health departments, which were required to report performance information to the U.S. Centers for Disease Control and Prevention. The data were examined using Poisson analysis and logistic regression. Results indicated that drills and exercises had no statistically significant impact on public health performance for the 3 performance measures examined; of all predictors, what explained the most variance in reaching performance targets was the number of real emergencies to which a health department had responded in the past. Performing drills and exercises did not predict the likelihood of reaching performance targets. These findings have implications for positive social change for Congressional leaders and other government representatives. Such public servants could use this information to guide their efforts to redirect public health emergency preparedness funds away from drills and exercises and toward other fundamental public health activities. These more focused efforts could facilitate the improvement of public health laboratory capacity, the training of field epidemiologists, and the advancements in technology for enhanced reporting and surveillance.

There is an emerging consensus among public health practitioners and policymakers alike that, given the existence of shared risk factors, the treatment of food insecurity and obesity requires integrated research and policy action. Referred to as the food systems approach, this perspective applies an ecological public health model for the conceptualization of the shared food environments from which food insecurity and obesity stem, and identifies opportunities for intervention centered on the promotion of healthy and sustainable food systems. One such food systems-based intervention that has garnered significant support is the redemption of the Supplemental Nutrition Assistance Program (SNAP) benefits at farmers' markets. However, the vast majority of studies that have examined the implementation of SNAP at farmers' markets have been conducted within a single market and have been designed to measure program impact, rather than the contextual determinants of program adoption and success. This study operationalizes the food systems approach and ecological model in order to examine the relationship between the implementation of SNAP at farmers' markets and macro-level physical food environment characteristics. Results indicate that the prevalence of SNAP-authorized farmers' markets is positively related to food system characteristics relating to local food production and distribution. The findings of this study contribute to the legitimacy of the food system approach and its application of an ecological public health model in the identification, formulation, and implementation of interventions designed to combat food insecurity and obesity. When enriched by the science of food environment assessment and measurement, the ecological model employed by the food systems approach provides a suitable framework for the systematic analysis of the macro-environmental context in which food systems-based interventions are implemented.

AbstractPolitical science in the Netherlands has a long tradition and a history of institutionalization. It developed as a broad discipline, together with public administration, and grew into separate research and education programmes. Does this segmented nature of political science appear in the external activities of those scholars concerned? Or is the overall consensus-style and neo-corporatist (‘polder’) advisory system in which political scientists are placed a more important determinant? What about developments in the policy advisory system itself, pressures on institutions and trends in the environment and their consequences for the supply and demand of scholarly political science advice? These are the central questions we examine in this chapter. We first present the development of the discipline in the country. Then we look at the main features and trends of the advisory system and the niche occupied by political scientists. As we will show on the basis of the survey results, political scientists in the Netherlands gauge their visibility and their social and political impact as relatively high, and a large majority of them engage in advisory activities. Our findings also highlight that the effects of the segmented structure of political science on the type of advisory role are relatively limited.

AbstractReliable cross-section and longitudinal data at national and regional level are crucial for monitoring the evolution of a society. However, data now available have many new features that allow for much more than to just monitor large aggregates’ evolution. Administrative data now collected has a degree of granularity that allows for causal analysis of policy measures. As a result, administrative data can support research, political decisions, and an increased public awareness of public spending. Unstructured big data, such as digital traces, provide even more information that could be put to good use. These new data is fraught with risks and challenges, but many of them are solvable. New statistical computational methods may be needed, but we already have many tools that can overcome most of the challenges and difficulties. We need political will and cooperation among the various agents. In this vein, this chapter discusses challenges and progress in the use of new data sources for policy causal research in social sciences, with a focus on economics. Its underlying concerns are the challenges and benefits of causal analysis for the effectiveness of policies. A first section lists some characteristics of the new available data and considers basic ethical perspectives. A second section discusses a few computational statistical issues on the light of recent experiences. A third section discusses the unforeseeable evolution of big data and raises a note of hope. A final section briefly concludes.

AbstractThe decision-making processes in the field of radioactive waste in the Federal Republic Germany have been dominated for long time by the decide-announce-defend (DAD) strategy. In response, the movement against nuclear power and the transport and storage of nuclear waste grew strong and continues to be a key political actor in the current siting process. Following the decision in 2011 to phase out nuclear power by 2022 and with a view to the failures of the past, an ambitious Site Selection Act (StandAG) was passed in 2013 and amended in 2017. This provided the frame for the establishment of new institutions and a far-reaching participation procedure. In this respect, the StandAG represents a key milestone for the new start of the site search for high-level waste (HLW) based on the principle of the blank map and has contributed to modify the nuclear waste governance system. In 2020, following the release of a preliminary report with an evaluation of regions with potentially suitable host rock formations for a geologic nuclear repository, the operator BGE designated around 90 potential areas. The search for a site that provides the greatest possible safety and security potential sites is being accompanied by a participative process involving various stakeholder groups. It was planned to find a suitable, accepted location by 2031. However, in November 2022 the operator BGE announced that the search for a site would last longer, possibly between 2046 and 2068. The process is thus confronted with significant challenges and Germany must work out a concept for a long-term temporary storage facility as in several European countries. This chapter analyses the long-term multi-level governance of HLW in Germany and the evolution of new institutions with a focus on the domains: politics & administration, legislation, science & technology and civil society and the interaction between them.Procedural fairness and inclusiveness of the process remain important and necessary prerequisites for building public confidence and for the social acceptability of the political siting decisions. The chapter maintains that the legal framework and the StandAG leave many unresolved issues, but still permits extensive room for manoeuvre and represents an opportunity for new and expanded forms of participation to be pursued.

AbstractComputational Social Science (CSS), which brings together the power of computational methods and the analytical rigour of the social sciences, has the potential to revolutionise policymaking. This growing field of research can help governments take advantage of large-scale data on human behaviour and provide policymakers with insights into where policy interventions are needed, which interventions are most likely to be effective, and how to avoid unintended consequences. In this chapter, we show how Computational Social Science can improve policymaking by detecting, measuring, predicting, explaining, and simulating human behaviour. We argue that the improvements that CSS can bring to government are conditional on making ethical considerations an integral part of the process of scientific discovery. CSS has an opportunity to reveal bias and inequalities in public administration and a responsibility to tackle them by taking advantage of research advancements in ethics and responsible innovation. Finally, we identify the primary factors that prevented Computational Social Science from realising its full potential during the Covid-19 pandemic and posit that overcoming challenges linked to limited data flows, siloed models, and rigid organisational structures within government can usher in a new era of policymaking.

AbstractThis chapter investigates whether modern economics’ shortcomings with respect to inclusion, sustainability and resilience—its treatment of living standards as a residual consideration—can be attributed to the original conceptualization of liberal political economy or a subsequent misapplication of its founding principles. It finds that the discipline’s most influential early theorists and codifiers—Adam Smith, John Stuart Mill and Alfred Marshall—explicitly contextualized their insights about the power of market-based resource allocation in a larger perspective and complementary set of prescriptions. These emphasized the important role of institutions—legal and other norms, policy incentives and public administrative capacities in multiple domains—in helping to translate the increased economic growth enabled by market-based resource allocation into broad improvement in social welfare. Each of these pioneers considered increased production and national income, the wealth of a nation, as a means and not an end in itself. Each emphasized that the ultimate purpose of an economy is to advance the material well-being, or standard of living, of society as a whole. The chapter makes extensive reference to their original texts and traces how their shared view of the crucial institutional underpinnings of inclusion, sustainability and resilience got lost in translation during the evolution of eighteenth- and nineteenth-century political economy into twentieth-century economic science.

AbstractThe chapter examines the challenges that six Central European Democracies (Bulgaria, the Czech Republic, Hungary, Poland, Romania and Slovakia) have faced in the development of political science during the last three decades. We argue that political science as a new social science has gone through many structural reforms: it has acquired a relatively well-institutionalised position, gained autonomy and managed to form its identity. Nevertheless, its position is endangered by the erosion of its legitimacy.In this chapter, we show that political science as a new social science in the Central and Eastern Europe region has acquired a relatively stable position. The discipline has gained autonomy and managed to form its own identity, and has shown a capacity to cope with several challenges that have arisen. However, some of the structural reforms, including the commodification of higher education and the proliferation of political science at universities and other teaching institutions, have recently undermined the stability it had previously gained, as it progressively suffers from a loss of public recognition. We argue that the oversimplified, technocratic approaches of governments in recent years have impaired the legitimacy of the social sciences, and of political science in particular. This common trend is observable in all of the selected countries, albeit with certain variations from one country to another.

AbstractThis study, financed by the Austrian “Dokumentationsstelle Politischer Islam”, attempts an analysis of what can be said about the phenomenon of “political Islam” in the Arab world and what can be said about religiously motivated political extremism (hereafter abbreviated RMPE) in an international comparison from the perspective of international, empirically oriented social sciences. We use open, internationally accessible data from the Arab Barometer and the World Values Survey to analyse these two phenomena. In this chapter, we describe the general outline of our study. We emphasise that we follow the example of Cammett et al. (2020), in attempting to present our own empirical data from recognised social science surveys on political Islam. In doing so, the focus is on a tradition influenced by the mathematical logic and analytical philosophy of the Vienna Circle through Rudolf Carnap (1988), of relying on the extension of a contested concept. In our case—of “political Islam”—the research of the Arab Barometer as well as Francois Burgat, but also Jocelyne Cesari, John Esposito, Gilles Kepel and Oliver Roy have in any case very clearly outlined which important value patterns the adherents of political Islam represent (five items from the Arab Barometer) and which political movements and governments of countries can be assigned to the extension of the phenomenon, such as the Muslim Brotherhood in Egypt, Sudan and Jordan, Jamaat-i-Islami in South Asia, the Refah Party in Turkey, the Islamic Salvation Front in Algeria, al Nahda in Tunisia, Hizballah in Lebanon, Hamas and Islamic Jihad in the Palestinian territories and Gamaa Islamiyya and Jihad in Egypt. It is certainly also legitimate, in the light of the above literature, to describe the current AKP government in Turkey and the Islamist regime in Iran as “political Islam in power”. Our measurement of “political Islam” thus adopts this perspective without “ifs” and “buts” and 1:1. After all, according to the “Arab Barometer” team, “political Islam” occurs whenever the following opinions are held in the region: It is better for religious leaders to hold public office Religious leaders should influence government decisions Religious leaders are less corrupt than civilian ones Religious leaders should influence elections Religious practice is not a private matter.

AbstractScience in the recent past promised to society to contribute to the grand challenges of the United Nations, UNESCO, WHO, the EU agenda and national agendas for change and improvement of our life, the human condition. In this chapter it will be briefly discussed how this social contract between science and society has developed since 1945. In the context of this book I distinguish three time periods, but I do realize slightly different time periods may be preferred, based on the perspective taken. The first phase from 1945 till 1960 is characterized by autonomy, building on the successes of the natural sciences and engineering in World War II. In the second phase, the late sixties till approximately 1980, government and the public lost trust and saw the downside of science and technology. The response from politics and the public was to call for societal and political responsible research inspired by broader socio-political developments in society. The third phase from 1990 till 2010 was one of renewed enthusiasm and hope that science and technology would bring economic growth, which should make nations internationally competitive. There increasingly was also room for societal problems related to environment and sustainability, health and well-being. In this approach of the so-called knowledge economy, with the world-wide embracing of neoliberal politics, strong relations with government and the private sector were established. This was accompanied by short-term accountability, control from government and funders at the level of project output, using accordingly defined metrics and indicators. Because of this, this model became firmly and globally institutionalized.

AbstractRefused knowledge communities (RKCs) can be analytically framed as specific social worlds, in the context of which questioning science-related epistemic, professional, and political arrangements is a crucial dimension of mutual concern. Hence, understanding refused knowledge followers’ attitudes to biomedical theories and their part in public health and healthcare systems and professional healthcare practice is urgent if we are to cast light on the conditions nurturing the legitimacy of knowledge emerging outside the boundaries of science. Against this backdrop, the aim of this chapter is to shed light on how RKCs engage in a contentious relationship with the conditions under which biomedical knowledge is shaped and mobilised by health professionals. In so doing, it elucidates how these contentious dynamics are entangled with the ways in which RKCs confer credibility and reliability on refused knowledge itself. Indeed, RKCs are not merely concerned with challenging the content of scientific and biomedical knowledge. They also question its epistemic, professional, and economic roots, that is, RKCs argue that claims and knowledge elaborated and enacted in the context of biomedicine, and the life sciences in general, are enmeshed with specific social, political, and material interests, and therefore either not to be believed or at least treated with scepticism.

AbstractThe most well-known representation of the globe, the Mercator Projection, often provokes surprise for its considerable distortions: despite appearances, Greenland is almost five times smaller than Canada, and Russia is, in fact, approximately half the size it appears. Since the oldest civilizations, maps have relied on shifting knowledges to become more accurate and efficient, a process accelerated with science and technological development. But the unrealistic proportions of the Mercator map point to a critical reflection: maps show no absolute truths, nor are they neutral. Maps tell stories; they represent ideas as much as spaces, and exactitude is no synonym for neutrality. On the contrary, mapping is a cultural and political act. In the 1990s, geographers started to defy the power relationships of mapmaking with critical cartography. This critique, strongly supported by activists, opened new debates and representational possibilities in which scientific principles started to matter less than social and environmental justice, political participation, and storytelling. Within this framework, this chapter reflects on two alternative mapping methods used in the humanities and social sciences: social cartography and deep mapping. Each section introduces origins, theoretical frameworks, reception, and applications. Because these methods aim to rectify the abuse of power often enabled by scientific mapping, they use non-prescriptive mapmaking to legitimize neglected perspectives. Social Cartography is intrinsically participatory and uses mapping as a collaborative and critical practice. It challenges the role of traditional cartography in socio-political spheres, creating opportunities for new narratives and communities to be heard and understood. Deep maps represent abstract characteristics of a place. They can transcend the boundaries of bi-dimensional and pictorial representation, and consequently, reach different publics. The method is flexible, combining literature and immersive experiences to convey personal or subjective qualities of a place. Other expressions of deep mapping include audio and performative documentations. Social cartography and deep mapping operate against traditional mapmaking by reinforcing the notion that non-institutionalized maps are just as valid in guiding public actions and projects. As participatory practices within communities, these methods promote dialogue, empowerment, and transformation. Therefore, they are indispensable in ensuring democratic research and decision-making.

In the present article we aim to analyze the fact that the quality of public administration and governance of a country is essential for its economic performance, and also for the well-being of the citizens of that country. Effective public administrations are at the service of citizens and businesses. It is essential that public authorities can adapt to changing circumstances. The European Commission helps EU Member States undertake reforms in public administration and governance by providing technical support. Areas of intervention include central public administration, local public administration, egovernment, public procurement, better regulation, the judiciary, the fight against corruption and fraud, and better absorption of European structural and investment funds. A key element of the technical support provided by the European Commission is aimed at improving the performance of public administration. An effective, flexible, and efficient administration is a prerequisite for the good management of a country, as well as a determining factor of economic growth. A functioning public administration provides a robust platform for business development and provides quality services to citizens and professionals. And this, in turn, attracts investment, being also an essential tool for structuring the government's activities and transforming political orientations into reality.

The role of the autonomous institutions is significant in the elaboration of the specific strategies conducive for the political elite of either regional autonomy or central state to achieve their territorial, political and economic goals. Functional autonomous institutions enable the political elite to mobilize its ethnic group and radicalize demands. Rational assessment of the geographic location, instrumentalization of primordial markers (focus on historical memory) and constructivist ascriptions along with structural situation in and out of both, the autonomy and central state defines contemplated ethnic politics with far-going consequences of the both, central state and autonomy. Autonomy’s political elite activates primordial ascriptions, as well as, constructionist attitudes, considers geographic location to mobilize ethnic followers, press claims for secession and influence central authority to upgrade autonomous status through negotiations or violent confrontation. The Central state political elite’s decision about action strategy selection depends on the structure of situation inside and outside of the country. While operationalizing selected strategy central administration applies primordial and constructivist approaches to impact local authority’s decision- making process. Two autonomous republics of the Russian Federation, Tatarstan and Chechnya, are explored in the first decade after collapse of the Soviet Union to test theoretically identified factors impacting formation of ethnic politics and action strategies in the central state and autonomy. The methods’ triangulation (process-tracing method, discourse analysis of the official document and public speeches and semi-structured interviewing) was utilized to validate the research findings. On its way to upgrade autonomous status, Tatarstan built civic nationalism guaranteeing peaceful coexistence of the ethnic groups. Chechnya’s oppressive historic experience intensified rigid ethnic politics leading to protracted ethnic confrontation.

In the decades of the seventeenth and 20th century, the predominant phrase was Computer Science, with ideas and trends that targeted an informational society. Gradually the concept of Information Society has gained ground and has become a reality since the explosion of the Internet, the main vector of this society. This has happened in the last decade of the 20th century. Starting with the 21st century, the concept of the Knowledge Society has moved. New concepts that benefit from the suffix e are discovered and launched every year. From the timely attempts of the 95s to 96s to introduce the concept of e-commerce, 1998-2005 came to the promotion of e-business concepts, e-learning, e-procurement, e-voting, e-democracy, e-referendum, e-library and e-government. Practically starting with 2006 we can talk about the concept of e-everything. That is why the true information society must ensure the legal and social guarantees of every citizen who, anywhere and anytime, can access (receive) all the information necessary for his activity and solve the problems of each individual. If such safeguards do not exist, then society can not be considered informational. It is possible to imagine a society in which industry, public administration and other specialized structures of power will be fully computerized and included in the system of current communication networks, yet information in such a society proves to be a good asset of the administrative and political elite. Whole masses of people, after which their potential creator and social activity can be isolated from the knowledge that is circulating and those created in these networks.

There is a large body of research regarding Web 2.0 supported learning, but most of it seems to start from the hypothesis that collaborative Web 2.0 supported learning can be applied using the same methodology to all subject domains. No study has been conducted on the correlation between gender and the variables of Web 2.0 Anxiety, perceived Web 2.0 efficacy and attitude towards Web 2.0 technology with Romanian students. Another purpose of this research was to test the variables of Web 2.0 anxiety, perceived Web 2.0 efficacy and attitude towards Web 2.0 on students with different subject domain: Engineering (the sample of participants were students from The Polytechnic University ) and Social Sciences (the sample of participants were students from The National School of Political Studies and Public Administration). Following those variables we investigated whether there was a difference in student recall of information or in student interaction. This work explores some methodological challenges in designing a collaborative Web 2.0 learning environment for students with a different subject domain. Quantitative and qualitative results shown in this work illustrate a clearer picture of the design guidelines for classes with a different subject domain. The participants perception on their learning was investigated with surveys and interviews. The purpose is helping instructors design an innovative collaborative Web 2.0 practice that takes into account the difference of the subject domain. Based on these findings, this study suggests that when using collaborative Web 2.0 learning, instructors should consider the characteristics of the subject domain of the student and design their teaching activities accordingly.

The Iraqi agricultural sector suffers from a package of challenges that require the state to intervene, direct and indirect, financial, informational and technological support, and direct more investments for the purpose of its development and facing those challenges. Public and private direct investments witnessed a significant decline due to a number of economic, social and political factors, which led to a deterioration in production and a decrease in its contribution to the gross domestic product. Iraq became dependent on global markets to provide its food security at very high rates, which constitutes a threat to national security. The problem of research is summarized by the fact that government and private agricultural investments are weak in Iraq, which negatively affected the overall agricultural development process, given that investment is the driving dynamic of economic and social activity. However, the volume of governmental and private investments is still very low, due to the fact that the agricultural environment repels investment due to a group of factors, including the destroyed infrastructure, administrative and financial corruption, the legal environment, agricultural land problems, environmental problems, desertification, water, poor performance of financial, monetary and commercial policies, stalled development, and so on. As a result, the deterioration of agricultural production, which led to Iraq losing billions of dollars annually to import food, and the accompanying import of damaged, adulterated or expired food. This research studies the impact of two important factors affecting the subject of investment in the agricultural sector, namely the volume of government investment spending and the amount of loans granted to farmers during the period 2005-2022.

This paper analyzes the reaction of teachers' and doctors' unions to a series of social sector reforms in the region, including administrative decentralization, provider payment mechanisms, and the introduction of performance evaluation and private provision. It combines the literature of economics and political science to understand the conditions that shape different patterns of union behavior and their effect on policy implementation. The paper suggests that the main conditions influencing union behavior in the health sector are related to the structure of the market (size and level of competition) due to the predominance of the private-public mix in its employment. In education, where the public sector is the main employer, political alignments and the organizational features of teachers' associations also play an important role in explaining the behavior of providers' organizations. Considering the exogenous character of most of these variables, the paper concludes by making some policy suggestions to align the objectives of unions and policymakers through regulatory reforms.

This electronic resource contains a critical summary of the problems of sovereign statehood and the responsibility of public authority in the light of an interdisciplinary systemic organic approach. The author reveals the essence and content of the categories “sovereign statehood” and “responsibility of public authority” as key factors of the state legal system for ensuring the life of the Russian Federation in the conditions of the emergence of a new world order. It is shown that the multi-valued category of “statehood” (statehood, stateness, nationhood, nationness) reflects the complexity of the concept, which characterizes the status and ability of the state to carry out its functions, and on the other hand, reflects the cultural-historical and spiritual-ideological unity of society, which is the deepest internal semantic content both preceding the state and completing its sociohistorical formation in the course of state development and historical transformations. Based on the systemic-organic approach and within the framework of the structure of the Aristotelian tetrad, the author reveals an integral model of the political and legal phenomenon of “statehood”, in which the final cause (ethion) is determined by “sovereign statehood”, which presupposes unity, integrity, actual autonomy, independence, independence and self-sufficiency states in making decisions that ensure the historical existence and development of the country. The work presents a theoretical understanding of social (public) solidarity as a legal construct and instrument of social harmony and integrity of the state-legal body of the Russian Federation. It is shown that public solidarity, as a constitutional and administrative-legal phenomenon in its positive and negative forms, creates the necessary basis for the implementation of the principle of mutual responsibility of the individual, society and state. An idea of the responsibilities of the state, its bodies and officials to the individual and society is given, the role and place of public legal responsibility of holders of power in the solidary social mechanism is outlined. Ours is an age of pervasive political turbulence, and the scale of the challenge requires new thinking on politics as well as public ethics for our world. In Western countries, the specter of Islamophobia, alt-right populism, along with racialized violence has shaken public confidence in long-secure assumptions rooted in democracy, diversity, and citizenship. The tragic denouement of so many of the Arab uprisings together with the ascendance of apocalyptic extremists like Daesh and Boko Haram have caused an even greater sense of alarm in large parts of the Muslim-majority world. It is against this backdrop that M.A. Muqtedar Khan has written a book of breathtaking range and ethical beauty. The author explores the history and sociology of the Muslim world, both classic and contemporary. He does so, however, not merely to chronicle the phases of its development, but to explore just why the message of compassion, mercy, and ethical beauty so prominent in the Quran and Sunna of the Prophet came over time to be displaced by a narrow legalism that emphasized jurisprudence, punishment, and social control. In the modern era, Western Orientalists and Islamists alike have pushed the juridification and interpretive reification of Islamic ethical traditions even further. Each group has asserted that the essence of Islam lies in jurisprudence (fiqh), and both have tended to imagine this legal heritage on the model of Western positive law, according to which law is authorized, codified, and enforced by a leviathan state. “Reification of Shariah and equating of Islam and Shariah has a rather emaciating effect on Islam,” Khan rightly argues. It leads its proponents to overlook “the depth and heights of Islamic faith, mysticism, philosophy or even emotions such as divine love (Muhabba)” (13). As the sociologist of Islamic law, Sami Zubaida, has similarly observed, in all these developments one sees evidence, not of a traditionalist reassertion of Muslim values, but a “triumph of Western models” of religion and state (Zubaida 2003:135). To counteract these impoverishing trends, Khan presents a far-reaching analysis that “seeks to move away from the now failed vision of Islamic states without demanding radical secularization” (2). He does so by positioning himself squarely within the ethical and mystical legacy of the Qur’an and traditions of the Prophet. As the book’s title makes clear, the key to this effort of religious recovery is “the cosmology of Ihsan and the worldview of Al-Tasawwuf, the science of Islamic mysticism” (1-2). For Islamist activists whose models of Islam have more to do with contemporary identity politics than a deep reading of Islamic traditions, Khan’s foregrounding of Ihsan may seem unfamiliar or baffling. But one of the many achievements of this book is the skill with which it plumbs the depth of scripture, classical commentaries, and tasawwuf practices to recover and confirm the ethic that lies at their heart. “The Quran promises that God is with those who do beautiful things,” the author reminds us (Khan 2019:1). The concept of Ihsan appears 191 times in 175 verses in the Quran (110). The concept is given its richest elaboration, Khan explains, in the famous hadith of the Angel Gabriel. This tradition recounts that when Gabriel appeared before the Prophet he asked, “What is Ihsan?” Both Gabriel’s question and the Prophet’s response make clear that Ihsan is an ideal at the center of the Qur’an and Sunna of the Prophet, and that it enjoins “perfection, goodness, to better, to do beautiful things and to do righteous deeds” (3). It is this cosmological ethic that Khan argues must be restored and implemented “to develop a political philosophy … that emphasizes love over law” (2). In its expansive exploration of Islamic ethics and civilization, Khan’s Islam and Good Governance will remind some readers of the late Shahab Ahmed’s remarkable book, What is Islam? The Importance of Being Islamic (Ahmed 2016). Both are works of impressive range and spiritual depth. But whereas Ahmed stood in the humanities wing of Islamic studies, Khan is an intellectual polymath who moves easily across the Islamic sciences, social theory, and comparative politics. He brings the full weight of his effort to conclusion with policy recommendations for how “to combine Sufism with political theory” (6), and to do so in a way that recommends specific “Islamic principles that encourage good governance, and politics in pursuit of goodness” (8).
