Grounded in dynamic network theory, this study examined network goal analysis (NGA) to understand complex systems. NGA provides new insights by inserting goal nodes into social networks. Goal nodes can also represent missions, objectives, or desires, thus having wide applicability. The theory ties social networks to goal nodes through a parsimonious set of social network role linkages, such as independent goal striving, system supporting, feedback, goal preventing, supportive resisting, and system negating (i.e., those who are upset with others in the pursuit). Moreover, we extend the theory’s system reactance role linkage to better account for constructive conflicts. Two complex systems were examined: a team’s mission and an individual’s work project. In support of dynamic network theory, using the Quadratic Assignment Procedure, results demonstrated significant shared goal striving, system supporting, and shared connections between goal striving and system supporting. These findings manifest what we coin as multipendence: Systems having some actions independently involved with goals, while others are dependently involved in the associated network. NGA also demonstrated that the goal nodes manifested strong betweenness centrality, indicating that goal striving and feedback links were connecting entities across the wider system. Strategies to plan network goal interventions are illustrated with implications for practice.

Purpose – The purpose of this paper is to explore a class of social information systems which are purposefully designed to address wider social objectives. Specifically, the paper investigates the embedding of ICTs into the wider networks of social policy action and explores issues associated with the integration of social information systems into complex problem domains. Design/methodology/approach – A case study of a social information system and its integration into networks of actors with an interest in the underlying social concern is presented. The system under analysis is first described in terms of the emerging characteristics used to define this class of social information system. The wider policy network in which the social information system is implemented is then described and the integration of the social information system into the wider network is discussed. Findings – The case study illustrates that for complex social problems, there can be multiple interests embedded in an ecology of sub-networks. Each sub-network can make use of the social information system in different ways which creates difficulties in the social information system gaining sufficient legitimacy to be institutionalised into the wider policy network. Originality/value – The paper extends understanding of social information systems by proposing that a class of social information systems are developed to pursue human benefit. Recognising the context in which these systems are integrated as an ecology of interests, shifts the focus of social information systems design from examining the requirements of a relatively homogenous community of actors to understanding how social information systems can be developed to enable information exchange within and across heterogeneous communities.

Social networks depict complex systems as graph theoretic models. The study of the formation of such systems (or networks) and the subsequent analysis of the network structures are of great interest. For information systems research and its impact on business practice, the ability to model and simulate a system of individuals interacting to achieve a certain socio-economic goal holds much promise for proper design and use of cyber networks. We use case-based decision theory to formulate a customizable model of information gathering in a social network. In this model, the agents in the network have limited awareness of the social network in which they operate and of the fixed, underlying payoff structure. Agents collect payoff information from neighbors within the prevailing social network, and they base their networking decisions on this information. Along with the introduction of the decision theoretic model, we developed software to simulate the formation of such networks in a customizable context to examine how the network structure can be influenced by the parameters that define social relationships. We present computational experiments that illustrate the growth and stability of the simulated social networks ensuing from the proposed model. The model and simulation illustrates how network structure influences agent behavior in a social network and how network structures, agent behavior, and agent decisions influence each other.

The proliferation of rich social media data revolutionizes the way people perceive and understand the world. Unfortunately, so far, there does not exist a single social media system that efficiently globalizes users around the world. Two well-known social media systems, Twitter and Facebook, are strictly blocked in mainland China for political reasons, which means 21.97% of Internet users are excluded from these systems. Similarly, the second-largest microblogging system in the world, Sina Weibo, features a default system language of Chinese, which rules out many users from other countries. This creates what we call language, network, and culture bubbles. As a result, if we are interested in modeling the knowledge of the world, all research findings based on a single social media system (within a bubble) can be biased, and the social networks or knowledge networks generated from a single system or social community cannot fully represent people from around the world. In this study, we generate a pseudo-social heterogeneous network - Pseudo Global Social Media Network (PGSMN), which bridges the topics of Twitter and Weibo. On this network, all Weibo and Twitter nodes are interconnected via an interim knowledge layer, and user or topic nodes from Twitter can randomly walk to the nodes on Weibo (via different kinds of paths), and vice versa, which enables cross-network information recommendation and knowledge globalization.

The development of online social networks has increased the importance of social recommendations. Social recommender systems are based on the idea that users who are linked in a social trust network tend to share similar interests. Thus, how to build an accurate social trust network will greatly affect recommendation performance. However, existing trust-based recommender approaches do not fully utilize social information to build rational trust networks and thus have low prediction accuracy and slow convergence speed. In this paper, the authors propose a composite trust-based probabilistic matrix factorization model, which is mainly composed of two steps: In step 1, the existing explicit trust network and the inferred implicit trust network are used to build a composite trust network. In step 2, the composite trust network is used to minimize both the rating difference and the trust difference between the true value and the inferred value. Experiments based on an Epinions dataset show that the authors' approach has significantly higher prediction accuracy and convergence speed than traditional collaborative filtering technology and the state-of-the-art trust-based recommendation approaches.

Social ties are crucial for humans. Disruption of ties through social exclusion has a marked effect on our thoughts and feelings; however, such effects can be tempered by broader social network resources. Here, we use fMRI data acquired from 80 male adolescents to investigate how social exclusion modulates functional connectivity within and across brain networks involved in social pain and understanding the mental states of others (i.e., mentalizing). Furthermore, using objectively logged friendship network data, we examine how individual variability in brain reactivity to social exclusion relates to the density of participants’ friendship networks, an important aspect of social network structure. We find increased connectivity within a set of regions previously identified as a mentalizing system during exclusion relative to inclusion. These results are consistent across the regions of interest as well as a whole-brain analysis. Next, examining how social network characteristics are associated with task-based connectivity dynamics, we find that participants who showed greater changes in connectivity within the mentalizing system when socially excluded by peers had less dense friendship networks. This work provides insight to understand how distributed brain systems respond to social and emotional challenges and how such brain dynamics might vary based on broader social network characteristics.

Common friend and place recommendation services in Location-based Social Network (LBSN) is based on user’s location tracking. However, since each user can do different activities even in the same place, location data is not enough to provide accurate recommendation for LSBN. To address this problem, Activity-based friend and place Recommendation System (ARS) is proposed. ARS considers two additional factors to improve recommendation accuracy: time and activity. ARS collects the time-related activity and location data from users through the developed scheduler application and then performs the recommendation for users based on the calculated similarity among them. Performance evaluation shows that ARS can provide accurate recommendation between users who have similar activity and location patterns according to time.

Social media recommendation differs from traditional recommendation approaches as it needs considering not only the content information and users' similarities, but also users' social relationships and behavior within an online social network as well. In this article, a recommender system – designed for big data applications – is used for providing useful recommendations in online social networks. The proposed technique represents a collaborative and user-centered approach that exploits the interactions among users and generated multimedia contents in one or more social networks in a novel and effective way. The experiments performed on data collected from several online social networks show the feasibility of the approach towards the social media recommendation problem.

Tangible social network system is a home-based communication solution specifically designed for elders. Former researches indicate that insufficient communication among elders cause several challenges in their daily activities such as social isolation, loneliness, depression and decreased appetite. In addition, lack of social participation increases the risk of Alzheimer´s (Ligt Enid, 1990). The major cause of these challenges are that elders are increasingly removed from communication technology using emails, text messaging, interact with social network systems and mobile phones due to cognitive and physical difficulties. To overcome this problem, new suggested social network system incorporates photo frame and photo album based interaction which allows instantaneous participation to the social network. By designing the new social network system, I tried to create an easier venue for more active cross-generational communication between elders and younger family members. This paper discusses the early results of the marker based social networking system aiming to propose digital technologies to enhance the social life of older people, who live alone their home. A prototype combining a touch screen, photo frame and a camera are described. It allows the older people to manage their participation to the social network system and get in touch with their loved ones. This paper demonstrates a User Sensitive inclusive Design (USID) process from the generation of user needs to the evaluation prototype. A key theme of tangible social network system shows how usable and emotional design derived from a user inclusive design process can encourage elders to adopt new modern technology. A first evaluation has shown the usability as well as the good acceptance of this system.

Although there has been much work done in the industry and academia on developing the theory and application of social networks as well as recommender systems, the relation between these research areas is still unclear. An innovative idea, which enables to integrate these areas, and applies recommendation systems to the online social network systems, is proposed in this thesis. Recommendation systems for social networks differ from the typical kinds of recommendation solutions, since they suggest human beings to other ones rather than inanimate goods. Thus, conventional recommendation methods should be enhanced by social features of the networks and their members. This thesis presents the result of the study on the recommendation framework for virtual communities. It also contains an overview of recent approaches to recommendation systems and social networks, as well as description of the online social network systems.

Email, Instant Messaging, Voice Over IP (VOIP) and other means of online communication have become so ubiquitous today that we rarely take a moment to acknowledge how the internet has changed and redefined the ways in which we communicate and collaborate with fellow human beings. The internet has empowered us to collaborate with others in ways that were not possible till just a few years ago. As we communicate and interact with each other and form relationships, we weave intricate Social Networks that can be analyzed and exhibit communication patterns that can be quantified. In this thesis I have applied Social Network Analysis based techniques that constitute Coolhunting (Gloor & Cooper, 2007) to analyze E-Mail and WebEx communications of sales professionals of a large technology company. I have quantified communication patterns and computed metrics of social network prominence such as degree and betweenness centralities using Condor, a Social Network Analysis and Coolhunting software. Several significant correlations between the success of sales professionals and these quantified communication patterns and centrality measures were found. The communication patterns and centralities of the sales professionals exhibited several traits of Collaborative Innovation Networks or COINs (Gloor, 2006). I have assessed the implications of these communication patterns and correlations and applied the concept of Coolfarming (Gloor, 2011 a) to make recommendations to the technology company on how it could leverage the power of these COINs to their advantage. This thesis aims to design and develop a deep neural network for friendship recommendations, and quantify its superior performance over a non-learned model for a given social network platform. The given social network consists of a large number of users over 120,000. It is important to characterize each user to offer relevant services on the platform such as friendship recommendations. Some users fill their profile information while some do not. Some users have made friends while some are just new to the platform and have no friends. A good recommender system should be able to tackle such realistic cases by utilizing the available (although limited in few cases) information about each user. It must be able to incorporate both the user profile information as well as the user friendship connection information. It is challenging for traditional non-learned models to incorporate both these set of information and recommend well. The field of deep learning has recently evidenced many innovations and advances and one of them is Graph Convolutional Networks (GCN). Lately, GCN-based models have proved their excellence in several recommendation tasks and shown state-of-the-art performance [1]. A Social network can be expressed as a graph with users as nodes and friendship connections as edges. Here, we examine the usage of a graph convolutional network to tackle the recommendation problem. Also, this thesis employs state-of-the-art pre-trained language model S-BERT for semantic representation of user textual data. This thesis investigates the viability of GCN-based models for friendship recommendations for individual social network users. In particular, a GCN model shall be developed based on PinSage architecture [1]. Then the GCN models shall be evaluated for three different setups. The obtained results show that the GCN-based model outperforms the non-learned model by a definitive margin. In particular, the findings show that a GCN model trained on a single city with rich user features yields the best results. This exhibits the versatility of GCN and corroborates its recent success in recommendation systems. This work demonstrates the rich characterization of each node in the graph (or user), which not only can be used to offer friendship recommendations but also to recommend other entities on the platform.

The selection of targeted survey questions and the design of survey questionnaires are instrumental in the social networks research. With the accelerating growth of theory and experimental knowledge in the area of social network analysis, there is a need for a centralized questionnaire database system for the collection and appropriate utilization of these questions and feedbacks used for social networks research. Our project aims to provide a content-driven back-end database system and an online user interface to assist researchers to make intelligent selection of survey questions and design of questionnaires based on current area-specific knowledge within social network analysis.

As interaction takes place between individuals, relationships are formed and collaboration and innovation emerge. In this thesis I have applied Coolfarming (Gloor, 201 lb), a social network analysis method using Condor, a software tool to quantify communication patterns based on various data sources. I analyzed the Enron email archive to see if communication patterns of convicted employees differ from ordinary ones. Toward that goal, I compared the dynamic semantic social network metrics of 17 Enron employees convicted in the criminal trial following Enron's implosion with a control group of ordinary employees. I focused on 17 mailboxes of 24 Enron executives that were convicted. Identifying criminals based on email behaviors is possible depending on the sampling strategy. When sampling based on employees with comparable total emails, the statistical analysis of the Contribution Index (Ci) metric revealed that criminals were less active. When sampling based on employees with comparable total influence, the statistical analysis of Betweenness Centrality Oscillation (Bco) and Degree Centrality (Bc) metrics revealed that criminals were less connected to others and less creative.

With the ambition of providing teachers with a novel concrete tool called “Social Intelligent Learning Management System (SILMS)” for worldwide exploiting didactic contents to feature their courses, I faced the problem of creating a social platform with adequate functionalities to satisfy the teacher expectations. This goal involved many disciplines and practices ranging from DB management, content management, social networking, till the exploitation of new cognitive systems in the thread of WEB4.0 services. At the same time my approach was much oriented to realize a real tool of concrete usage, still with distinguishably advanced features. Thus, starting with a well designed architecture I endowed it with key functionalities that become the stakeholders of the emerging social networks: 1) a quality system ensuring the value of the materials the users put in the platform repository as their contribution to the social business, 2) a recommender system based on either ontology assisted navigator or computational intelligence techniques constituting the principal tool to guide teachers along the assembling of materials into courses. This work involved the cooperation of scientists in the mentioned disciplines, mainly at level of mentoring and discussing the best strategies. It also enjoyed contributions from foreign partners within the European Project NETT, which supported my PhD course and provided the lead case study as well. As a result we (me and the involved people) delineate an ecosystem where teachers exploit contents of a repository to which may contribute by themselves. They are encouraged in exploiting and contributing because the contents are of high quality; they are wisely assisted in the exploration of the repository by platform services yet under their full control; and they are variously reworded by this involvement. This thesis resumes all this work, highlighting the innovative aspects and the experimental evidences. It consists of 6 chapters plus introduction and conclusions. The first two (chapters 2 and 3) are devoted to needs’ analysis and related state of the art. While a second block (chapters 4 and 5) deals with the platform design and implementation, the last two chapters are devoted to user experience and the mentioned cognitive tools employed in the realization of a recommender system which learns from the users how to better satisfy their inquiries. The innovative contributions are reckoned in the Introduction, whereas a short appraisal of the work done and forewords are provided in the Conclusions chapter.

How do local homeland security organizations respond to catastrophic events such as hurricanes and acts of terrorism? Among the most important aspects of this response are these organizations ability to adapt to the uncertain nature of these “focusing events” (Birkland 1997). They are often behind the curve, seeing response as a linear process, when in fact it is a complex, multifaceted process that requires understanding the interactions between the fiscal pressures facing local governments, the institutional pressures of working within a new regulatory framework and the political pressures of bringing together different levels of government with different perspectives and agendas. This dissertation has focused on tracing the factors affecting the individuals and institutions planning, preparing, responding and recovering from natural and man-made disasters. Using social network analysis, my study analyzes the interactions between the individuals and institutions that respond to these “focusing events.” In practice, it is the combination of budgetary, institutional, and political pressures or constraints interacting with each other which resembles a Complex Adaptive System (CAS). To investigate this system, my study evaluates the evolution of two separate sets of organizations composed of first responders (Fire Chiefs, Emergency Management Coordinators) and community volunteers organized in the state of Florida over the last fifteen years. Using a social network analysis approach, my dissertation analyzes the interactions between Citizen Corps Councils (CCCs) and Community Emergency Response Teams (CERTs) in the state of Florida from 1996- 2011. It is the pattern of interconnections that occur over time that are the focus of this study. The social network analysis revealed an increase in the amount and density of connections between these organizations over the last fifteen years. The analysis also exposed the underlying patterns in these connections; that as the networks became more complex they also became more decentralized though not in any uniform manner. The present study brings to light a story of how communities have adapted to the ever changing circumstances that are sine qua non of natural and man-made disasters

The civil rights and other social justice movements, such as the fight against child sex trafficking are examples of an informal context where information and communications technologies (ICTs) have been actively applied in hopes of furthering social justice causes. But while we see that informally organized, grassroots groups have shown considerable interest in ICTs, the actual effectiveness of ICTs for these groups remains largely unknown. This is particularly so when combining both the complexity of the technology landscape and large grassroots interorganizational networks. Given the enormous challenge of social justice issues, there are pressing needs that go beyond connecting more just individuals to help nonprofits. A central need of nonprofit social justice organizations is the connection and coordination of many different groups into interorganizational networks (or groups of groups). In my research, I conducted an in-depth qualitative study of such a network engaged in fighting child sex trafficking. In doing so, I have identified some of the challenges of information sharing and coordination in this context. I gained insight into their information sharing needs and practices for connecting within an interorganizational network. I also conducted a design exploration by building a technology intervention to understand how ICTs can better accommodate the interorganizational needs of information sharing for connecting. My research findings point towards an initial framework in understanding information sharing technologies for informal interorganizational networks.

The PLAC Network's Pension Indicators are a dataset containing information related to the labor markets and pension systems of the nineteen PLAC Network member countries: Argentina, Bahamas, Barbados, Brazil, Chile, Colombia, Costa Rica, Dominican Republic, El Salvador, Guyana, Haiti, Honduras, Jamaica, Mexico, Panama, Paraguay, Peru, Trinidad and Tobago, and Uruguay. The indicators are divided into five main categories: environment, performance, sustainability, society's preparedness for aging and reform, and pension system design. Each one of these categories are divided into a few subcategories as well. These indicators were constructed with the objective of becoming an important tool for the improvement of the following aspects of pension systems: coverage, sufficiency of benefits, financial sustainability, equity and social solidarity, efficiency, and institutional capacity. An important characteristic of this dataset is the comparability of these indicators since it permits the identification of areas of cooperation and knowledge exchange among countries. The dataset is accompanied by a User's Manual, which can be found in this link https://publications.iadb.org/en/users-manual-idb-plac-network-pension-indicators

Hamilton, Carolyn. Review and Recommendations for Strengthening Transitioning-from-State-Care Services for Youth in the Protection System. Inter-American Development Bank, July 2022. http://dx.doi.org/10.18235/0004354.

Research studies from a range of countries indicate that, despite differences in policies, youth who age out of state care have significant similarities in outcomes globally. These young people have difficulty finding stable and affordable housing; accessing a social network, healthcare, and supportive and safe social relationships; and engaging in education, training, and employment. The present report, focused on youth aging out of residential care and detention in Belize, aims to contribute to the growing literature on frameworks, models, programs, and best practices to address service gaps and barriers and improve outcomes for youth transitioning to post care. The report presents a diagnostic of available services to support youth in Belize to successfully transition to post-care and provides recommendations to strengthen services that improve their post-care outcomes.

Governments often found it challenging to mitigate the negative socioeconomic impacts of Covid-19 for households in and near poverty. Local efforts were critical to supplement government measures and implement government guidelines. In Ethiopia, these efforts mobilised a pre-existing, government supported village network system. In Bangladesh, a network of formal and informal strategies played an important role in increasing assistance to people affected by the pandemic, including through industry-based corporate social responsibility (CSR) initiatives. This policy brief outlines local responses to and lessons learnt from mitigating the negative socioeconomic impacts of Covid-19.

The publication explores the features of the digital technologies’ usage to organize the work of the Young Scientists’ Councils and describes the best practices. The digital transformation of society and the quarantine restrictions caused by the COVID-19 pandemic have forced the use of various digital technologies for scientific communication, the organization of work for youth associations, and the training of students and Ph.D. students. An important role in increasing the prestige of scientific activity and encouraging talented young people to participate in scientific projects belongs to the Young Scientists’ Councils, which are created at scientific institutions and higher education institutions. It is determined that the peculiarities of the work of Young Scientists’ Councils are in providing conditions for further staff development of the institution in which they operate; contribution to the social, psychological and material support of young scientists and Ph.D. students; creating an environment for teamwork and collaborative partnership; development of leadership and organizational qualities; contribution to the development of digital competence. The advantages of using electronic social networks in higher education and research institutions are analyzed, namely: general popularity and free of charge; prompt exchange of messages and multimedia data; user-friendly interface; availability of event planning functions, sending invitations, setting reminders; support of synchronous and asynchronous communication between network participants; possibility of access from various devices; a powerful tool for organizing the learning process; possibility of organization and work of closed and open groups; advertising of various events, etc. Peculiarities of managing the activity of the Young Scientists’ Council with the use of digital technologies are determined. The Young Scientists’ Council is a social system, and therefore the management of this system refers to social management. The effectiveness of the digital technologies’ usage to manage the activities of the Young Scientists’ Council depends on the intensity and need for their use to implement organizational, presentation functions and to ensure constant communication. The areas to apply digital technologies for the work managing of Young Scientists’ Councils are sorted as the presentation of activity; distribution of various information for young scientists; conducting questionnaires, surveys; organization and holding of scientific mass events; managing of thematic workgroups, holding of work meetings. It is generalized and described the experience of electronic social networks usage for organizing and conducting of scientific mass events.

This paper presents an analysis of the role of decentralised institutions to understand the learning and challenges of the grass-roots-led pandemic response of Kerala. The study is based on interviews with experts and frontline workers to ensure the representation of all stakeholders dealing with the outbreak, from the state level to the household level, and a review of published government orders, health guidelines, and news articles. The outcome of the study shows that along with the decentralised system of governance, the strong grass-roots-level network of Accredited Social Health Activists (ASHA) workers, volunteer groups, and Kudumbashree members played a pivotal role in pandemic management in the state. The efficient functioning of local bodies in the state, experience gained from successive disasters, and the Nipah outbreak naturally aided grass-roots-level actions. The lessons others can draw from Kerala are the importance of public expenditure on health, investment for building social capital, and developing the local self-delivery system.

In many parts of the world, the centralized grid provides energy to the population only to a limited extent. The electrification for sub-Saharan Africa countries is the lowest in the world, representing half of the world's population withoutelectricity. However, during the last years there has been an increased attention to rural areas in the Global South beyond the centralised grid, especially with respect to improved possibilities of solar power systems. The transition from one dominant form of energy provision to various alternatives includes different dimensions and depends on specific socio-spatial contexts. Energy systems are framed within systems of spatial practices, performed by a variety of involved actors, like consumers, local suppliers, international for-profit companies, international development donors as well as national and regional authorities. As such power systems arealways cause and effect of socio-technical change This study takes the example of Rwanda to analyse the marketization of decentralised energy systems. Based on empirical field work with energy entrepreneurs it combines Post-Colonial Theory with Science and Technology-Studies to theorise the role of energy to the social production of space beyond the grid.

The modern understanding of the state as a complex social system allows us to assert that its resilience is based on ensuring systemic homeostasis as a stabilizing dynamic mechanism for resolving contradictions arising in society associated with the threat of losing control over the processes of public administration and legal regulation. Public administration is a kind of social management that ensures the organization of social relations and processes, giving the social system the proper coordination of actions, the necessary orderliness, sustainability and stability. The problem of state resilience is directly related to the resilience of state (public) administration requires a «breakthrough in traditional approaches» and recognition of «the state administration system as an organic system, the constituent parts and elements of which are diverse and capable of continuous self-development». Within the framework of the «organizational point of view» on the control methodology, there are important patterns and features that determine the viability and resilience of public administration and regulation processes in the state and society. These include: W. Ashby's cybernetic law of required diversity: for effective control, the degree of diversity of the governing body must be no less than the degree of diversity of the controlled object; E. Sedov’s law of hierarchical compensations: in complex, hierarchically organized and networked systems, the growth of diversity at the top level in the structure of the system is ensured by a certain limitation of diversity at its lower levels; St. Beer’s principle of invariance of the structure of viable social systems. The study was supported by the RFBR and EISI within the framework of the scientific project No. 21-011-31155.
