In a network of autonomous cooperating agents, complex distributed objects can be shared and exchanged. The novel feature presented in this paper is handling complex distributed objects, that we claim to be essential for cooperating teams of engineers e.g. in CIM, and in an environment that supports the integration of a group of expert systems. A model is presented here for the creation, retrieval, and modification of complex objects that are distributed in a federation of cooperating agents. The information that agents are willing to share with others in the federation is uniformly represented as inter-related objects. This defines a distributed object graph that spans over the entire federation of agents. Complex objects form a connected subgraph of this distributed object graph. To support safe cooperation and sharing of complex objects, while preserving agents’ autonomy, agents can bilaterally negotiate the access rights and deletion policies on distributed complex objects and when necessary these rights are propagated. Since the access rights are negotiated among agents, and not imposed by a central authority, the autonomy of each agent is fully maintained. To enable application programs to define and retrieve a complex object as a single entity, a linearization mechanism is introduced in the paper. The model described here has been developed as a part of the PEER system. PEER is a federated objectbase, designed and implemented as part of the Archon abstract machine, which provides an environment for the integration of heterogeneous cooperating expert systems.

With help of internet technology today people can process, store and share data easily moreover, cloud computing model has provided various application services to users such as storage because cloud provide pay as you go environment. Storage helps data owner to share their data among users or employees of organization. But there is a need for data owners to provide flexible access control such that unauthorized users cannot have access to the data and confidentiality can be maintained. In addition, there is a need that only encrypted data is shared over the cloud. Encryption schemes have a major role in security domain of cloud computing model. In this article, DHSE scheme which is a hybrid technique and uses AES, ABE and IBE for key and data encryption is proposed. Furthermore, to validate and to do the security investigation of our plan we have verified our results using AVISPA tools.

Cloud Communication Environment is an internet-based computing, where shared resources, software, and information are provided with computers and devices on-demand. They guarantee a way to share distributed resources and services that belong to different organizations. In order to develop cloud computing applications, security and trust to share data through distributed resources must be assured. This paper offers a study of the different mechanisms used in open cloud environments such as keys generation and management, and encryption/decryption algorithms. In addition, the paper proposes a new cryptographic environment, annotated as “CCCE” that deploys the combination between quantum key distribution mechanisms (QKD) and advanced encryption standard (AES), and demonstrates how quantum mechanics can be applied to improve computation.

AbstractMetabolites are small molecules involved in cellular metabolism where they act as reaction substrates or products. The term ‘metabolomics’ refers to the comprehensive study of these molecules. The concentrations of metabolites in biological tissues are under genetic control, but this is limited by environmental factors such as diet. In adult mono- and dizygotic twin pairs, we estimated the contribution of genetic and shared environmental influences on metabolite levels by structural equation modeling and tested whether the familial resemblance for metabolite levels is mainly explained by genetic or by environmental factors that are shared by family members. Metabolites were measured across three platforms: two based on proton nuclear magnetic resonance techniques and one employing mass spectrometry. These three platforms comprised 237 single metabolic traits of several chemical classes. For the three platforms, metabolites were assessed in 1407, 1037 and 1116 twin pairs, respectively. We carried out power calculations to establish what percentage of shared environmental variance could be detected given these sample sizes. Our study did not find evidence for a systematic contribution of shared environment, defined as the influence of growing up together in the same household, on metabolites assessed in adulthood. Significant heritability was observed for nearly all 237 metabolites; significant contribution of the shared environment was limited to 6 metabolites. The top quartile of the heritability distribution was populated by 5 of the 11 investigated chemical classes. In this quartile, metabolites of the class lipoprotein were significantly overrepresented, whereas metabolites of classes glycerophospholipids and glycerolipids were significantly underrepresented.

With the rapid development of information technology, the financial sharing service is a new type of financial management that saves human capital, changes management concepts, improves management efficiency, and improves the internal control environment by centralizing the simple and repetitive work of enterprises. Financial shared services will strengthen the innovation capabilities of enterprises in terms of financial personnel, management personnel, and internal control environment. Therefore, in order to explore whether the new management model of financial shared services can bring about an improvement in the level of corporate innovation, this article starts from the perspective of financial shared services, takes A-share listed companies as the research sample, and uses the DID regression model to empirically analyze the relationship between financial shared services and the correlation between corporate innovation performance. The results of the research show that implementing financial sharing service can significantly improve enterprise innovation performance.

Managing data is one of the main challenges in distributed systems and computer science in general. Data is created, shared, and managed across heterogeneous distributed systems of users, services, applications, and devices without a clear and comprehensive data model. This technological fragmentation and lack of a common data model result in a poor understanding of what data is, how it evolves over time, how it should be managed in a distributed system, and how it should be protected and shared. From a user perspective, for example, backing up data over multiple devices is a hard and error-prone process, or synchronising data with a cloud storage service can result in conflicts and unpredictable behaviours. This thesis identifies three challenges in data management: (1) how to extend the current data abstractions so that content, for example, is accessible irrespective of its location, versionable, and easy to distribute; (2) how to enable transparent data storage relative to locations, users, applications, and services; and (3) how to allow data owners to protect data against malicious users and automatically control content over a distributed system. These challenges are studied in detail in relation to the current state of the art and addressed throughout the rest of the thesis. The artefact of this work is the Sea of Stuff (SOS), a generic data model of immutable self-describing location-independent entities that allow the construction of a distributed system where data is accessible and organised irrespective of its location, easy to protect, and can be automatically managed according to a set of user-defined rules. The evaluation of this thesis demonstrates the viability of the SOS model for managing data in a distributed system and using user-defined rules to automatically manage data across multiple nodes.

Les récentes avancées en matière de systèmes d'acquisition et de modélisation ont permis la mise à disposition d'une très grande quantité de données numériques (e.g. images, vidéos, modèles 3D) dans différents domaines d'application. En particulier, la création d'Environnements Virtuels (EVs) nécessite l'exploitation de données nu-mériques pour permettre des simulations et des effets proches de la réalité. Malgré ces avancées, la conception d'EVs dédiés à certaines applications requiert encore de nombreuses et parfois laborieuses étapes de modélisation et de traitement qui impliquent plusieurs experts (e.g. experts du domaine de l'application, experts en modélisation 3D et programmeur d'environnements virtuels, designers et experts communication/marketing). En fonction de l'application visée, le nombre et le profil des experts impliqués peuvent varier. Les limitations et difficultés d'au-jourd'hui sont principalement dues au fait qu'il n'existe aucune relation forte entre les experts du domaine qui ont des besoins, les experts du numérique ainsi que les outils et les modèles qui prennent part au processus de déve-loppement de l'EV. En fait, les outils existants focalisent sur des définitions souvent très détaillées des formes et ne sont pas capables de supporter les processus de créativité et d'innovation pourtant garants du succès d'un pro-duit ou d'une application. De plus, la grande quantité de données numériques aujourd'hui accessible n'est pas réellement exploitée. Clairement, les idées innovantes viennent souvent de la combinaison d'éléments et les don-nées numériques disponibles pourraient être mieux utilisées. Aussi, l'existence de nouveaux outils permettant la réutilisation et la combinaison de ces données serait d'une grande aide lors de la phase de conception conceptuelle de formes et d'EVs. Pour répondre à ces besoins, cette thèse propose une nouvelle approche et un nouvel outil pour la conception conceptuelle d'EVs exploitant au maximum des ressources existantes, en les intégrant et en les combinant tout en conservant leurs propriétés sémantiques. C'est ainsi que le Modèle de Description Générique de Formes (MDGF) est introduit. Ce modèle permet la combinaison de données multimodales (e.g. images et maillages 3D) selon trois niveaux : Conceptuel, Intermédiaire et Données. Le niveau Conceptuel exprime quelles sont les différentes parties de la forme ainsi que la façon dont elles sont combinées. Chaque partie est définie par un Elément qui peut être soit un Composant soit un Groupe de Composants lorsque ceux-ci possèdent des carac-téristiques communes (e.g. comportement, sens). Les Eléments sont liés par des Relations définies au niveau Con-ceptuel là où les experts du domaine interagissent. Chaque Composant est ensuite décrit au niveau Données par sa Géométrie, sa Structure et ses informations Sémantiques potentiellement attachées. Dans l'approche proposée, un Composant est une partie d'image ou une partie d'un maillage triangulaire 3D. Quatre Relations sont proposées (fusion, assemblage, shaping et localisation) et décomposées en un ensemble de Contraintes qui contrôlent la po-sition relative, l'orientation et le facteur d'échelle des Composants au sein de la scène graphique. Les Contraintes sont stockées au niveau Intermédiaire et agissent sur des Entités Clés (e.g. points, des lignes) attachées à la Géo-métrie ou à la Structure des Composants. Toutes ces contraintes sont résolues en minimisant une fonction énergie basée sur des grandeurs physiques. Les concepts du MDGF ont été implémentés et intégrés au sein d'un outil de design conceptuel développé par l'auteur. Différents exemples illustrent le potentiel de l'approche appliquée à différents domaines d'application
Due to the great advances in acquisition devices and modeling tools, a huge amount of digital data (e.g. images, videos, 3D models) is becoming now available in various application domains. In particular, virtual envi-ronments make use of those digital data allowing more attractive and more effectual communication and simula-tion of real or not (yet) existing environments and objects. Despite those innovations, the design of application-oriented virtual environment still results from a long and tedious iterative modeling and modification process that involves several actors (e.g. experts of the domain, 3D modelers and VR programmers, designers or communica-tions/marketing experts). Depending of the targeted application, the number and the profiles of the involved actors may change. Today's limitations and difficulties are mainly due to the fact there exists no strong relationships between the expert of the domain with creative ideas, the digitally skilled actors, the tools and the shape models taking part to the virtual environment development process. Actually, existing tools mainly focus on the detailed geometric definition of the shapes and are not suitable to effectively support creativity and innovation, which are considered as key elements for successful products and applications. In addition, the huge amount of available digital data is not fully exploited. Clearly, those data could be used as a source of inspiration for new solutions, being innovative ideas frequently coming from the (unforeseen) combination of existing elements. Therefore, the availability of software tools allowing the re-use and combination of such digital data would be an effective support for the conceptual design phase of both single shapes and VR environments. To answer those needs, this thesis proposes a new approach and system for the conceptual design of VRs and associated digital assets by taking existing shape resources, integrating and combining them together while keeping their semantic meanings. To support this, a Generic Shape Description Model (GSDM) is introduced. This model allows the combination of multimodal data (e.g. images and 3D meshes) according to three levels: conceptual, intermediate and data levels. The conceptual level expresses what the different parts of a shape are, and how they are combined together. Each part of a shape is defined by an Element that can either be a Component or a Group of Components when they share common characteristics (e.g. behavior, meaning). Elements are linked with Relations defined at the Concep-tual level where the experts in the domain are acting and exchanging. Each Component is then further described at the data level with its associated Geometry, Structure and potentially attached Semantics. In the proposed ap-proach, a Component is a part of an image or a part of a 3D mesh. Four types of Relation are proposed (merging, assembly, shaping and location) and decomposed in a set of Constraints which control the relative position, orien-tation and scaling of the Components within the 3D viewer. Constraints are stored at the intermediate level and are acting on Key Entities (such as points, a lines, etc.) laying on the Geometry or Structure of the Components. All these constraints are finally solved while minimizing an additional physically-based energy function. At the end, most of the concepts of GSDM have been implemented and integrated into a user-oriented conceptual design tool totally developed by the author. Different examples have been created using this tool demonstrating the potential of the approach proposed in this document

This dissertation presents a framework which supports a group-based exploratory approach to learning and integrates 3D gaming methods and technologies with an institutional learning environment. This provides learners with anytime-anywhere access to interactive learning materials, thereby supporting a self paced and personalised approach to learning. A simulation environment based on real world data has been developed, with a computer games methodology adopted as the means by which users are able to progress through the system. Within a virtual setting users, or groups of users, are faced with a series of dynamic challenges with which they engage until such time as they have shown a certain level of competence. Once a series of domain specific objectives have been met, users are able to progress forward to the next level of the simulation. Through the use of Internet and 3D visualisation technologies, an excavation simulator has been developed which provides the opportunity for students to engage in a virtual excavation project, applying their knowledge and reflecting on the outcomes of their decisions. The excavation simulator enhances the student learning experience by providing opportunities for students to engage with the archaeological excavation process in a customisable, virtual environment. Not only does this provide students with an opportunity to put some of the theories they are familiar with into practice, but it also allows for archaeology courses to place a greater emphasis on the practical application of knowledge that occurs during the excavation process. Laconia Acropolis Virtual Archaeology (LAVA) is a co-operative exploratory learning environment that addresses the need for students to engage with archaeological excavation scenarios. By leveraging the immersive nature of gaming technologies and 3D multi-user virtual environments (MUVEs), LAVA facilitates the adoption of exploratory learning practices in environments which have previously been inaccessible due to barriers of space, time or cost.

Grids, multi-clusters, NUMA systems, and ad-hoc collections of distributed computing devices all present diverse environments in which distributed computing applications can be run. Due to the diversity of features provided by these environments a distributed application that is to perform well must be specifically designed and optimised for the environment in which it is deployed. Such optimisations generally affect the application's communication structure, its consistency protocols, and its communication protocols. This thesis explores approaches to improving the ability of distributed applications to share consistent data efficiently and with improved functionality over wide-area and diverse environments. We identify a fundamental separation of concerns for distributed applications. This is used to propose a new model, called the view model, which is a hybrid, cost-conscious approach to remote data sharing. It provides the necessary mechanisms and interconnects to improve the flexibility and functionality of data sharing without defining new programming models or protocols. We employ the view model to adapt distributed applications to their run-time environment without modifying the application or inventing new consistency or communication protocols. We explore the use of view model properties on several programming models and their consistency protocols. In particular, we focus on programming models used in distributed-shared-memory middleware and applications, as these can benefit significantly from the properties of the view model. Our evaluation demonstrates the benefits, side effects and potential short-comings of the view model by comparing our model with traditional models when running distributed applications across several multi-clusters scenarios. In particular, we show that the view model improves the performance of distributed applications while reducing resource usage and communication overheads.

Nomadic Pastoralism among the Mongol Herders: Multispecies and Spatial Ethnography in Mongolia and Transbaikalia is based on anthropological research carried out by the author between 2008 and 2016 and addresses the spatial features of nomadic pastoralism among the Mongol herders of Mongolia and Southern Siberia from a cross-comparative perspective. In addition to classical methods of survey, Charlotte Marchina innovatively used GPS recordings to analyze the ways in which pastoralists envision and concretely occupy the landscape, which they share with their animals and invisible entities. The data, represented in abundant and original cartography, provides a better understanding of the mutual adaptations of both herders and animals in the common use of unfenced pastures, not only between different herders but between different species. The city is a complex object. Some researchers look at its shape, others at its people, animals, ecology, policy, infrastructures, buildings, history, art, or technical networks. Some researchers analyse processes of in- or exclusion, gentrification, or social mobility; others biological evolution, traffic flows, or spatial development. Many combine these topics or add still more topics beyond this list. Some projects cross the boundaries of research and practice and engage in action research, while others pursue knowledge for the sake of curiosity. This volume embraces this variety of perspectives and provides an essential collection of methodologies for studying the city from multiple, interdisciplinary, and transdisciplinary perspectives. We start by recognizing that the complexity of the urban environment cannot be understood from a single vantage point. We therefore offer multiple methodologies in order to gather and analyse data about the city, and provide ways to connect and integrate these approaches. The contributors form a talented network of urban scholars and practitioners at the forefront of their fields. They offer hands-on methodological techniques and skills for data collection and analysis. Furthermore, they reveal honest and insightful reflections from behind the scenes. All methodologies are illustrated with examples drawn from the authors own research applying them in the city of Amsterdam. The exchanges between sex workers and their clients are often hidden from view, making it difficult to understand how the prices paid to sex workers vary depending on city, time of the year, where they solicit, and the demographics and attitudes of the sex worker. The Internet and computer-mediated communications, however, enable an investigation of prostitution as the customers of various sex workers discuss their sexual exploits and share tips and information with others online. This research uses data collected from 10 city-specific Web forums to examine the price structures of prostitution and the attitudinal, behavioral, and demographic factors affecting the prices paid to sex workers. The implications of this study for our understanding of the various environmental, individual, and situational factors that affect the supply and demand of the sex trade from the client’s perspective will be explored in detail.

The Brussels Effect challenges the prevalent view that the European Union (EU) is a declining world power. It argues that notwithstanding its many obvious challenges, the EU remains an influential superpower that shapes the world in its image through a phenomenon called the “Brussels Effect.” The Brussels Effect refers to the EU’s unilateral power to regulate global markets. Without the need to resort to international institutions or seek other nations’ cooperation, the EU has the unique ability among nations today to promulgate regulations that shape the global business environment, elevating standards worldwide and leading to a notable Europeanization of many important aspects of global commerce. Different from many other forms of global influence, the Brussels Effect entails that the EU does not need to impose its standards coercively on anyone—market forces alone are often sufficient to convert the EU standard into the global standard as multinational companies voluntarily extend the EU rule to govern their global operations. In this way, the EU wields significant, unique, and highly penetrating power to unilaterally transform global markets, including through its ability to set the standards in diverse areas such as competition regulation, data protection, online hate speech, consumer health and safety, or environmental protection.

This chapter, “Environmental Activism in Emerging Adulthood” reviews what is known about the personality and lives of environmental activists, paying particular attention to the emerging adulthood years. The chapter adopts a developmental framework by positioning the paper within Erikson’s psychosocial theory. Hence, the focus is on the important stages of identity and generativity, which, it is argued, shape the life trajectory of environmental activists. The chapter also draws on the authors’ own longitudinal data, highlighting the importance of identity, political ideology, and generativity variables in predicting later environmental behaviors, and provides narrative excerpts to illustrate the influence of these variables. Finally, the chapter ends by making a plea for the scientific community to draw greater attention to understanding people’s environmental actions and inactions given the current state of the planet.

AbstractOur submission to SV-COMP’21 is based on the software verification framework "Image missing" and implements the extension to the thread-modular approach. It considers every thread separately, but in a special environment which models thread interactions. The environment is expressed by projections of normal transitions in each thread. A projection contains a description of possible effects over shared data and synchronization primitives, as well as conditions of its application. Adjusting the precision of the projections, one can find a balance between the speed and the precision of the whole analysis.Implementation on the top of the "Image missing" framework allows combining our approach with existing algorithms and analyses. Evaluation on the sv-benchmarks confirms the scalability and soundness of the approach.

AbstractIn this contribution, we propose a reflection on the potential of data visualisation technologies for (informed) public policy making in a growingly complex and fast changing landscape—epitomized by the situation created after the outbreak of the Covid-19 pandemic. Based on the results of an online survey of more than 50 data scientists from all over the world, we highlight five application areas seeing the biggest needs for innovation according to the domain specialists. Our main argument is that we are facing a transformation of the business cases supporting the adoption and implementation of data visualisation methods and tools in government, which the conventional view of the value of Business Intelligence does not capture in full. Such evolution can drive a new wave of innovations that preserve (or restore) the human brain’s centrality in a decision making environment that is increasingly dominated—for good and bad—by artificial intelligence. Citizen science, design thinking, and accountability are mentioned as triggers of civic engagement and participation that can bring a community of “knowledge intermediaries” into the daily discussion on data supported policy making.

AbstractTypically, data cannot be shared among competing organizations due to confidentiality or regulatory restrictions. We present several technological alternatives to solve the problem: secure multi-party computation (MPC), trusted execution environments (TEE) and multi-key fully homomorphic encryption (MKFHE). We compare these privacy-enhancing technologies from deployment and performance point of view and explain how we selected technology and machine learning methods. We introduce a demonstrator built in the DataBio project for securely combining private and public data for planning of fisheries. The secure machine learning of best catch locations is a web solution utilizing Intel® Software Guard Extensions (Intel® SGX)-based TEE and built with the Sharemind HI (Hardware Isolation) development tools. Knowing where to go fishing is a competitive advantage that a fishery is not interested to share with competitors. Therefore, joint intelligence from public and private sector data while protecting secrets of each contributing organization is an important enabler. Finally, we discuss the wider business impact of secure machine learning in situations where data confidentiality is a concern.

AbstractThe DataBio’s agriculture pilots were carried out through a multi-actor whole-farm management approach using information technology, satellite positioning and remote sensing data as well as Internet of Things technology. The goal was to optimize the returns on inputs while reducing environmental impacts and streamlining the CAP monitoring. Novel knowledge was delivered for a more sustainable agriculture in line with the FAO call to achieve global food security and eliminate malnutrition for the more than nine billion people by 2050. The findings from the pilots shed light on the potential of digital agriculture to solve Europe’s concern of the declining workforce in the farming industry as the implemented technologies would help run farms with less workforce and manual labor. The pilot applications of big data technologies included autonomous machinery, mapping of yield, variable rate of applying agricultural inputs, input optimization, crop performance and in-season yields prediction as well as the genomic prediction and selection method allowing to cut cost and duration of cultivar development. The pilots showed their potential to transform agriculture, and the improved predictive analytics is expected to play a fundamental role in the production environment. As AI models are retrained with more data, the decision support systems become more accurate and serve the farmer better, leading to faster adoption. Adoption is further stimulated by cooperation between farmers to share investment costs and technological platforms allowing farmers to benchmark among themselves and across cropping season.

The advances in mobile devices and wireless communication techniques have enabled anywhere, anytime data access. Data being accessed can be categorized into three classes: private data, shared data, and public data. Private and shared data are usually accessed through on-demandbased approaches, while public data can be most effectively disseminated using broadcasting. In the mobile computing environment, the characteristics of mobile devices and limitations of wireless communication technology pose challenges on broadcasting strategy as well as data-retrieval method designs. Major research issues include indexing scheme, broadcasting over single and parallel channels, data distribution and replication strategy, conflict resolution, and data retrieval method. In this chapter, we investigate solutions proposed for these issues. High performance and low power consumption are the two main objectives of the proposed schemes. Comprehensive simulation results are used to demonstrate the effectiveness of each solution and compare different approaches.

Abstract This paper describes the information model and data management methods developed for the global database of a Concurrent Engineering environment for mechanical system design and evaluation. The environment considered has a CAD system and four CAE applications. The information model supports these engineering disciplines through multiple, unrestricted product composition hierarchies and a shared product definition. The dependency between the shared product definition and application models and between attributes of the parameterized, shared product definition are analyzed. The data management method employs a versioning policy that maintains consistent representations and history of the design as it undergoes design change transactions.

Increasingly, both industry and academia, in fields ranging from biology and social sciences to computing and engineering, are driven by data (Provost & Fawcett, 2013; Wixom, et al, 2014); and both commercial success and academic impact are dependent on having access to data. Many organizations collecting data lack the expertise required to process it (Hazen, et al, 2014), and, thus, pursue data sharing with researchers who can extract more value from data they own. For example, a biosciences company may benefit from a specific analysis technique a researcher has developed. At the same time, researchers are always on the search for real-world data sets to demonstrate the effectiveness of their methods. Unfortunately, many data sharing attempts fail, for reasons ranging from legal restrictions on how data can be used—to privacy policies, different cultural norms, and technological barriers. In fact, many data sharing partnerships that are vital to addressing pressing societal challenges in cities, health, energy, and the environment are not being pursued due to such obstacles. Addressing these data sharing challenges requires open, supportive dialogue across many sectors, including technology, policy, industry, and academia. Further, there is a crucial need for well-defined agreements that can be shared among key stakeholders, including researchers, technologists, legal representatives, and technology transfer officers. The Northeast Big Data Innovation Hub (NEBDIH) took an important step in this area with the recent "Enabling Seamless Data Sharing in Industry and Academia" workshop, held at Drexel University September 29-30, 2016. The workshop brought together representatives from these critical stakeholder communities to launch a national dialogue on challenges and opportunities in this complex space.

The Association of Research Libraries (ARL)/Canadian Association of Research Libraries (CARL) Joint Task Force on Research Data Services formed in 2020 with a two-fold purpose: (1) to demonstrate and commit to the roles research libraries have in stewarding research data and as part of institution-wide research support services and (2) to guide the development of resources for the ARL and CARL memberships in advancing their organizations as collaborative partners with respect to research data services in the context of FAIR (findable, accessible, interoperable, and reusable) data principles and the US National Academies’ Open Science by Design framework. Research libraries will be successful in meeting these objectives if they act collectively and are deeply engaged with disciplinary communities. The task force formed three working groups of data practitioners, representing a wealth of expertise, to research the institutional landscape and policy environment in both the US and Canada. This report presents the task force’s recommendations for the roles of research libraries with regard to research data principles, policies, and approaches to managing research data. The report also offers strategies for discipline-specific research data approaches, priorities for automation of processes, economic models to scale and sustain shared resources, prioritization of research data to steward, and decision-making rubrics.

In 2018, the Government of Ethiopia committed to large-scale, donor-supported reforms aimed at improving equitable learning in the basic education system—the General Education Quality Improvement Program for Equity (GEQIP-E). In this paper, we examine the reform design process in the context of Ethiopia’s political environment as a strong developmental state, assessing the influence of different stakeholder priorities which have led to the focus on equity within the quality reforms. Drawing on qualitative data from 81 key informant interviews with federal and regional government officials and donors, we explore the negotiation and power dynamics which have shaped the design of the reforms. We find that a legacy of moderately successful reforms, and a shared commitment to global goals, paved the way for negotiations of more complex and ambitious reforms between government actors and donors. Within government, we identify that regional governments were only tokenistically included in the reform process. Given that regions are responsible for the implementation of these reforms, their limited involvement in the design could have implications for success.

Empirical analyses that rely on micro-level panel data have found that exporters are generally less pollutant than non-exporters. While alternative explanations have been proposed, firm level data has not been used to examine the role of destination markets behind the relationship between exports and pollution. In this paper we argue that because consumers in high-income countries have higher valuations for clean environments than consumers in developing countries, exporters targeting high-income countries are more likely to improve their environmental outcomes than exporters targeting destinations where valuations for the environment are not high. Using a panel of firm-level data from Chile we find support to this hypothesis. A 10 percentage point increase in the share of exports to high-income countries is associated with a reduction in CO2 pollution intensity of about 16%. The results have important implications for firms in developing countries aiming to target high-income markets.

Investigations of recent firefighter line of duty deaths caused by rapid fire progression have highlighted a deficiency in firefighters’ understanding of how certain tactics affect the fire dynamics of ventilation-controlled fires. Many fires are in a ventilation-limited, decay state by the time firefighters arrive at the scene, meaning that introducing additional ventilation to the environment has the potential to cause rapid and intense fire growth. To more effectively teach firefighters about the potential effects of ventilation on a compartment fire, ventilation-controlled fires should be gener- ated during training. Safely creating such fires while maintaining compliance with NFPA 1403: Standard on Live-Fire Training Evolutions allows instructors to educate students on this important principle of fire dynamics in the training environment. Structures utilized for live-fire training have evolved from typical concrete burn buildings to now include smaller purpose-built props, like those constructed from steel shipping containers or wood and gypsum board. Such props have been embraced by organizations due to their cost-effectiveness and potential to improve fire behavior training. Obtaining a thorough understanding of the capa- bilities and limitations of such props is critical for instructors to convey accurate messages during training and properly prepare firefighters for scenarios they’ll encounter in the field. Experiments were conducted to quantify the fire environment in L-shaped props with different wall constructions. One prop had an interior wall lining of gypsum board over wood studs and fiberglass insulation. The two other props were constructed from metal shipping containers with corrugated steel walls; one had ceilings and walls comprised solely of the corrugated steel, while the other had ceilings and walls comprised of rolled steel sheeting over mineral wool insulation with the corrugated steel wall as its backing. Three fuel packages were compared between the props: one contained furnishings mainly composed of synthetic materials and foam plastics; another contained wooden pallets and straw; and the third contained wooden pallets, straw, and oriented strand board (OSB). A stochastic approach was used to compare data between replicate tests and quantify the repeatability of the different props and fuel packages, all of which were deemed sufficiently repeatable. Comparisons of data between the three props revealed that thermal conditions between experiments in the two metal props were indistinguishable, suggesting that the additional layer of insulation did not significantly alter the fire environment. Additionally, thermal conditions in the gypsum-lined prop were more severe than those in the metal props. The effects of ventilation changes on fire conditions were also analyzed across various prop and fuel load combinations. Lastly, the response of the thermal environment in each prop during interior suppression was evaluated, and the results implied that the thermal exposure to the firefighter was more severe in the metal props than the gypsum prop for a brief period following the start of suppression.

A growing area of mathematics topological data analysis (TDA) uses fundamental concepts of topology to analyze complex, high-dimensional data. A topological network represents the data, and the TDA uses the network to analyze the shape of the data and identify features in the network that correspond to patterns in the data. These patterns extract knowledge from the data. TDA provides a framework to advance machine learning’s ability to understand and analyze large, complex data. This paper provides background information about TDA, TDA applications for large data sets, and details related to the investigation and implementation of existing tools and environments.

At the AIAA SciTech 2020 conference, the Meshing, Visualization and Computational Environments Technical Committee hosted a special technical panel on In Situ/In Transit Computational Environments for Visualization and Data Analytics. The panel brought together leading experts from industry, software vendors, Department of Energy, Department of Defense and the Japan Aerospace Exploration Agency (JAXA). In situ and in transit methodologies enable Computational Fluid Dynamic (CFD) simulations to avoid the excessive overhead associated with data I/O at large scales especially as simulations scale to millions of processors. These methods either share the data analysis/visualization pipelines with the memory space of the solver or efficiently off load the workload to alternate processors. Using these methods, simulations can scale and have the promise of enabling the community to satisfy the Knowledge Extraction milestones as envisioned by the CFD Vision 2030 study for "on demand analysis/visualization of a 100 Billion point unsteady CFD simulation". This paper summarizes the presentations providing a discussion point of how the community can achieve the goals set forth in the CFD Vision 2030.
