This article, based on a qualitative methodology that includes in-depth interviews with 43 Mexican sex traffickers, analyses the strategies used by sex traffickers to recruit women from Mexico and Central America demanded by the US illegal sex industry. We conclude that trafficking is a demand-led industry. Traffickers recruit vulnerable women from Mexico and Central America who fit with US procurers’ requirements. Foreign girls smuggled into the United States should be young (in many cases underage girls), beautiful, slim and healthy. Mexican sex traffickers’ job is to entice with salaries in US dollars impoverished Latin American girls who do not want to migrate or enter prostitution. Maintaining trafficked women captive against their will is more time consuming and less profitable than wining women’s will with a salary

Abstract Research examining biological risk is critical given that both the Mexican and U.S. populations are aging. Biomarkers can help us understand underlying disease patterns among Mexican-origin individuals in Mexico and the U.S. to help inform disease-prevention efforts for these populations. Using data from the 2012 Mexican Health and Aging Study and the 2010/2012 Health and Retirement Study, we examine seven biomarkers known to predict health risk: systolic and diastolic blood pressure, pulse rate, total cholesterol, HDL cholesterol, glycosylated hemoglobin, and C-reactive protein. Logistic regression models, controlling for age and sex, are used to predict high-risk for each biomarker among Mexico-born Mexicans, Mexico-born Mexican-Americans, and U.S.-born Mexican-Americans. Results show that Mexico-born Mexicans exhibit higher biological risk for systolic blood pressure, pulse rate, low HDL cholesterol, glycosylated hemoglobin, and inflammation than Mexico-born and U.S.-born Mexican-Americans. Additionally accounting for socioeconomic status and health behaviors did not explain differences in high-risk among Mexican-born Mexicans.

This article examines how some Catholic women, through their participation in an Acción Católica campaign, protested what they believed was the immoral nature of an expanding consumer culture: the movies, magazines, fashions, and comic books that inundated Mexico—particularly Mexico City—in the 1950s. Through this campaign, these women sought to construct an ideal form of Catholic womanhood that was both modern and moral—one that embraced modesty and sexual purity as a way for Mexico to modernize and progress. While the campaign had its roots in papal directives and was part of transnational discourses about morality, the Mexican women who participated saw their actions, nevertheless, in nationalistic terms. A modern Mexico, they argued, needed to have a strong moral base in order to be economically and politically successful; thus the morality they espoused centered on constraining women’s sexual expression.

Background:One of the goals of Healthy People 2020 is to increase physical activity (PA) and reduce health disparities among different racial and ethnic segments of the U.S. population. Few studies have been conducted to examine PA differences by birthplace and sex in youth of Mexican heritage.Methods:Participants were 101 youth (43 boys, 58 girls, 59% U.S.-born, 41% Mexico-born) who wore a sealed New Lifestyles NL-1000 pedometer for 7 consecutive days.Results:Mexico-born youth took more steps, on average, than their U.S.-born counterparts (P = .038). However, moderate-to-vigorous intensity (MVI) time did not differ between Mexico- and U.S.-born youth (P = .146). By contrast to birthplace, sex-related differences were more consistent, as boys took more steps (P = .005) and accumulated more MVI time (P = .043) than girls. Only 4% of our sample met either one or both of the PA recommendations.Conclusions:We conclude that PA may differ by birthplace and by sex in youth of Mexican heritage, as U.S.-born girls were the least active segment of our sample. Culturally sensitive interventions to increase daily PA must become a higher public health priority for youth of Mexican heritage, in particular, for U.S.-born girls of Mexican heritage.

Maya Goded’s photography and filmmaking career has been tackling issues surrounding sex work in Mexico for more than two decades. Her first feature-length documentary, Plaza de la soledad (2016), set in Mexico City’s La Merced, probes issues of violence, resilience and love, with the main protagonists, who are ageing sex workers, negotiating their precarious positions between traumatic past events and uncertain futures. This paper examines Goded’s representation of prostitution as one designed to challenge dominant narratives about sex work in Mexico by shedding light on the private lives of women against their stereotypical portrayals.

We use a risk environment framework to qualitatively examine pathways into substance use and abuse among Mexican female sex workers on the U.S.–Mexico border. Life history interviews and ethnographic observations were conducted with female sex workers to uncover how the border context shapes patterns of substance use. The findings illustrate that, for many women, initiation into sex work is contextualized within immigration, the global economy, and demands and desire for financial autonomy. Paradoxically, many find autonomy within sex work as they increase their ability to support their families and themselves. As women become more entrenched in sex work, however, they are put on a path toward substance abuse beginning with alcohol then cocaine and heroin. This identification of specific substance use pathways and trajectories has important implications for the development of prevention and intervention programs that can help curtail problematic drug use that can lead to negative health consequences.

This project studies one of the most intense moments of the judicialization of Mexican politics: the Mexican Supreme Court of Justice’s intervention in the legal reforms on abortion and same sex marriage approved by the Legislative Assembly in Mexico City in 2007 and 2009. The cases stimulated the optimism of a transnational sexual rights agenda with images of progressive legal reforms and a responsive Court. But a study of the cases, it is argued here, reflects little engagement of the Supreme Court with human rights agendas of progressive images of judicial activism; instead, the momentum of judicialization speaks of a critical period of readjustment of authority in Mexico’s democratic institutions. Judicialization in Latin America is generally studied as the opening of constitutional courts to the citizenry and the establishment of tools for judicial review as the guarantor of constitutional rights in the new democracies. The Mexican experience of judicialization has been of a Court becoming the arbiter of conflicts between the executive and legislative branches of the government; it was historically initiated as a project to guarantee the stability of the political regime and the federal order. The Mexican Supreme Court evolved in democracy with a narrow formalist and self-constrained interpretation of human rights. The sexual rights cases were accepted by the Court when it was going through a compromising political period, and their successful decisions helped to moderate the legitimacy of the judicial tribunal, encouraging the attachment of social movements towards the Court, seen as a vehicle for social change. The thesis recognises sexual rights as a location of enunciation and production of subversive knowledge, generating intimate processes of subjective empowerment that inform new relationalities across a political sphere which includes legal culture. Sexual rights guide the study of the Court and the desire of a better trajectory of judicialization. The legal reforms and their judicial interventions are presented as optimistic promises, as signs that anticipated something good to come, even though they did not fully deliver against such hopes. Part 1 presents a theoretical frame to engage with optimism and promises, aiming to relate to the strategies of critical optimism with which one as a researcher can evaluate the conditions in which different people can relate (or not) to desired futures. Chapter 1 is a theoretical consideration of promises and optimism, chapter 2 presents the optimistic development in the new constitutionalism in Latin America embodied in constitutional moments, or constitutional reforms. Part II presents the political context that precedes the cases: first, in chapter 3, with the history of Mexico City and the institutionalisation of opposition, and then, in chapter 4, with the establishment of tools for constitutional review in the Supreme Court. Part II is dedicated to the case studies.

This dissertation is a feminist ethnography about on-street sex work and transgender politics in contemporary Mexico. It focuses on the socioeconomic and symbolic tensions existing between trans activists and trans vendors, mostly of sexual services, in Mexico City. It is based on ethnographic research consisting of participant-observation, formal interviews, informal conversations, and travel companionships with low-income female-gendered transpeople and self-identified trans activists in places of work, homes, social gatherings, and activist events about sexual diversity. The fieldwork for this study was conducted between 2010 and 2011, with shorter research periods spanning 2009 to 2014. The research also draws on bill proposals and official stenographic transcripts of socio-legal discussions held in Mexico City’s Legislative Assembly between 2001 and 2013. This study shows that, while not all transpeople are sex workers, a sizeable number of low-income trans women work as sexual labourers on the streets of Mexico City. Trans women have gained increasing visibility in on-street sex trade areas. Impoverished transpeople suffer the symbolic and material expressions of a generalized disrespect and disregard affecting on-street sex workers and low-income female-gendered transpeople. A sexual labour framework is thus critical to understand the ways in which social class and informal on-street vending shape the circumstances, livelihoods, and aspirations of low-income trans women. Their daily realities are shaped but not subsumed or exhausted by gender expressions and subjectivities or sex–gender systems alone. A class and labour lens, in addition to a gender lens, is necessary to shed light on the often-overlooked dimensions of socioeconomic standing and employment background that frame the lives of trans activists and trans sex workers. This project applies an intersecting critical trans and sexual labour analysis to understand the socioeconomic concerns and livelihoods of female-gendered transpeople. It contributes to the ethnographies of Mexico by underscoring regional and class diversity in the experiences and circumstances facing Mexicans. Lastly, this work helps refine feminist anthropology by demonstrating the utility of classic concepts to understand shifting intersecting realities and, more broadly, by refusing to conflate trans and sex work issues in Mexico with those found in other contexts.

The most speciose group of fishes in the Gulf of Mexico is the dragonfishes (Family: Stomiidae). These fishes are dominant mesopelagic predators occurring throughout the world’s oceans, including the Antarctic seas. Little is known regarding their reproductive ecology, a consequence attributed to insufficient sample sizes of mature adults due to inadequacies of sampling gear; larger, sexually mature stomiid adults are more adept at net avoidance, thereby obfuscating synoptic reproductive biology studies. Between 2010-2011, the Offshore Nekton Sampling and Analysis Program was initiated in the northern Gulf of Mexico over all four seasons using a discrete-depth sampling system (MOCNESS) and a large, commercial-sized midwater trawl (Irish herring trawl). Gonads were dissected from 714 individuals belonging to 47 species of stomiids, of which the most 12 abundant species were subjected to detailed analysis. Female ovaries possessed an asynchronous oocyte development, suggesting that females are iteroparous. Males exhibited a similar pattern. Chauliodus sloani had an overall sex ratio that favored females, and was the only species in which the overall sex ratio significantly differed from the expected 1:1 ratio (male:female) (P < 0.05). Considering just mature specimens, Aristostomias xenostoma, Malacosteus niger, Eustomias fissibarbis, and Eustomias schmidti had sex ratios that favored males, and were the only species in which the sex ratio significantly differed from even (P < 0.05). Eustomias hypopsilus was the only species in which mean biomass significantly differed between sexes. Histological analysis and binomial regression indicated that females of the 12 most abundant species matured at larger lengths than males. Generally, only females were present in the larger size classes, suggesting that females also become larger than males. Size distribution plots by gear type to assess gear selectivity revealed two patterns: the MOCNESS caught fewer specimens per species than the Irish herring trawl, and the MOCNESS caught predominantly smaller specimens. These data are essential for ecosystem-based modeling of global deep-pelagic ecosystems, which contain the overwhelming majority of Earth’s fish biomass.

I examine some of the ecological and evolutionary implications of body size in hermit crabs, with special emphasis on the upper intertidal species Clibanarius digueti. In Chapter 1 I show that body size had a far greater effect than species identity on desiccation tolerance for shell-less individuals of C. digueti, Paguristes anahuacus, Pagurus lepidus, and Phimochirus roseus. In contrast with other intertidal taxa, there was no correlation between the upper tidal limit of a species and the expected desiccation tolerance of an average-sized, shell-less individual of that species. This suggests that the gastropod shell that normally houses the hermit crab is sufficient to eliminate desiccation as a community-structuring force in this guild. Clibanarius digueti exhibits strong sexual dimorphism in body size, with almost no overlap in size between adult males and females. In Chapter 2 I show that sexual differences in the intensity of selection on size favor this dimorphism. Specifically, male mating success depended more strongly on body size than did female fecundity. In fact, the rate of increase in fecundity with body size equalled the lowest previously recorded for decapod crustaceans, suggesting that sexual size dimorphism in this species may depend more on weak fecundity selection on females than on strong sexual selection on males. Documenting contemporary selection on a character, however, is not the same as documenting that selection caused the character to evolve. Chapter 3 presents the first empirical test in a single species (C. digueti) of the hypothesis that sexual size dimorphism represents an evolutionary response to sexual differences in selection on size. The test is based on a general model that predicts crab body size as a function of shell limitations, shell fit and body size. Both males and females occupied optimally sized shells of non-preferred species, but the greater the desirability of a shell species, the greater the tendency for males to occupy tighter-fitting shells than females. Males also apparently suffere higher mortality than similarly-sized females. According to the general model, these results agree with the hypothesis that differential selection is causally involved in the evolution of sexual size dimorphism, and contradict the alternative hypothesis that energetic constraints on females produce the dimorphism.

DIE LEGALISIERUNG DER INTIMITÄT IN MEXIKO von Manuel Castillo Diese Dissertation wurde zur Erlangung des akademischen Grades Doctor iuris (Dr. iur.) an der Juristischen Fakultät der Humboldt-Universität zu Berlin in Deutschland vorgelegt. Das Hauptthema der Forschung ist die Legalisierung der Intimität, am Fallbeispiel des mexikanischen Rechts. Mit der Prämisse, dass das Recht auf Intimität sich aus dem Recht auf Privatsphäre ergibt, bespricht diese Forschungsarbeit die grundlegenden Menschenrechte, die einen Rahmen für die Legalisierung der Intimität ermöglichen. Die Einführung, der Sphären und Strukturen der Intimität, liefert eine Vorgehensweise zur Analyse dieses Themas. Es erfolgt eine Betrachtung der Frage der Geschlechter in ihrer Beziehung mit dem Recht und der Intimität. Aus einer „queer“ Perspektive hinterfragt diese Dissertation die Gleichstellung von Ehe und gleichgeschlechtlicher Ehe, mit dem Argument, ob eine neue Form der Legalisierung der Intimität für alle notwendig ist. Darüber hinaus, liefert diese Arbeit eine vergleichende Bewertung der mexikanischen Rechtsvorschriften im Rahmen des Völkerrechts. THE LEGALIZATION OF INTIMACY IN MEXICO by Manuel Castillo This dissertation has been submitted in partial fulfillment of the requirements for the degree of Doctor iuris (Dr. iur.) at the Faculty of Law, of the Humboldt-Universität zu Berlin in Germany. The main scope of the research is the legalization of intimacy, using Mexican law as a case study. Considering that the right to intimacy arises from the right to privacy, this research discusses the fundamental human rights that constitute a framework for the legalization of intimacy. The research provides an approach to the analysis of this subject that includes what has been introduced as the Spheres of Intimacy and the Structures of Intimacy. The issue of gender is discussed in its relationship with the law and intimacy. From a queer perspective, this dissertation questions the equality of marriage and same-sex marriage, arguing that a new form of legalization of intimacy for all is needed. Furthermore, this study provides a comparative review of Mexican legislations within the framework of international law. At the end, this dissertation offers a proposal for the legalization of intimacy in the twenty-first century.

This dissertation examines the influence of love and other emotions on sexual and drug-related HIV risk among female sex workers who inject drugs and their intimate, non-commercial partners in Tijuana, Mexico. My work on a public health study along the Mexico-U.S. border and independent ethnographic research in Tijuana suggests the importance of emotions in shaping sex workers' relationships and health risks. Love is a universal human emotional experience embodied within broader cultural, social, and economic contexts. A growing body of cross-cultural research suggests that modern relationships have transformed to emphasize love and emotional intimacy over moral or kinship obligations. Particularly in contexts of risk and uncertainty, intimate relationships provide emotional security. Drug-using couples may engage in unprotected sex or even needle sharing to convey notions of love and trust and help sustain emotional unity, but such acts also place partners at heightened risk for HIV. For female sex workers in Tijuana who endure poverty, marginality, and an increased risk of contracting HIV, establishing and maintaining emotional bonds with intimate partners may be of paramount importance. Yet little is known about how female sex workers' intimate male partners shape their HIV risk perceptions and practices. Moreover, male partners' perspectives are critically absent in HIV prevention strategies. This dissertation is nested within Proyecto Parejas, a study of the social context and epidemiology of HIV among sex workers and their non-commercial male partners in Tijuana and Ciudad Juarez, Mexico. Through semi-structured and ethnographic interviews, photo elicitation interviews, and participant observation, I got to know seven of the couples in Tijuana who are enrolled in Parejas. I examine their relationships through the lens of critical phenomenology, which combines concern with experience, emotions, and subjectivity with political economy perspectives that argue sex work, drug use, and HIV/AIDS is not randomly distributed but historically and structurally produced. My work suggests that female sex workers and their intimate partners experience their relationships in gradations of love and emotional content. These relationships hold significant meaning in both partners' lives for emotional and material reasons, and shape each partner's HIV risk within and outside of the relationships. Couples choose not to use condoms with each other, often to define themselves as a couple. Sex outside of the relationship occurs for economic and culturally conditioned reasons, but does not necessarily diminish the meaning of the primary relationship. Motivations and ability to use condoms with clients and outside partners are context dependent and, in order to preserve trust and unity, sexual risks are typically not discussed. Partners share drugs and syringes with each other as a sign of care within a context of scarce material resources. Emotionally close couples tend to confine their sharing within the relationship, whereas less close couples also share with friends and family in more social forms of drug use. Given their vulnerability within a milieu of poverty, social marginalization, and discrimination, love alone cannot explain the HIV risk that female sex workers and their partners face. Nevertheless, emotions are significant factors in both risk taking and risk management. This study encourages researchers, practitioners, and policy makers to consider the affective dimensions of HIV risk within sex workers' intimate relationships as an integral part of a multi-level strategy to address each partner's health and wellbeing.

Pre-exposure prophylaxis (PrEP) has limited availability across Latin America, though access is increasing. We explored PrEP uptake in Mexico via an online survey completed by Spanish-speaking, Hornet geosocial networking application (GSN app) users without HIV (n = 2020). Most (81.3%) had heard of PrEP, 3.5% were current users, and 34.2% intended to take PrEP within six months. Current PrEP use was associated with PrEP eligibility (aOR 26.07 [95%CI 13.05–52.09], p < 0.001), recent STI testing (aOR 3.79 [95%CI 1.10–13.11], p = 0.035), and recent chemsex (aOR 3.02 [95%CI 1.02–8.93], p = 0.046). Recent STI testing was associated with hearing about PrEP from a doctor (aOR 3.26 [95%CI 1.98–5.36], p < 0.001), and those who lived in large cities were less likely to have learned about PrEP via Hornet (aOR 0.52 [95%CI 0.32–0.85], p = 0.009). Interventions to increase PrEP uptake in Mexico should build upon existing health networks and utilize GSN apps for PrEP information dissemination, particularly in less populated areas.

AbstractSex workers face a number of health and human rights challenges including heightened risk for HIV infection and suboptimal care and treatment outcomes, institutional and interpersonal violence, labour rights violations, and financial insecurity. In response, sex worker-led groups have been formed and sustained across geographic settings to address these challenges and other needs. Over the last several decades, a growing body of literature has shown that community empowerment approaches among sex workers are associated with significant reductions in HIV and other sexually transmitted infections. Yet legal and policy environments, as well as funding constraints, have often limited the reach, along with the impact and sustainability, of such approaches.In this chapter, we first review the literature on community empowerment and mobilisation strategies as a means to collectively address HIV, violence, and other health and human rights issues among sex workers. We then utilise two case studies, developed by the sex worker-led groups APROASE in Mexico and Ashodaya Samithi in India, to illustrate and contextualise community empowerment processes and challenges, including barriers to scale-up. By integrating the global literature with context-specific case studies, we distil lessons learned and recommendations related to community empowerment approaches among sex workers.

Coronavirus (COVID-19) has been affecting more than 213 countries worldwide since December, 2019. With more than 3.42 million deaths and more than 165 million infections. COVID-19 also is blamed for billions of dollars as an economic loss. It also has placed a huge burden on the healthcare system worldwide. Like other disease, COVID-19 initially was diagnosed by symptoms and later using laboratory tests. In some developing countries, symptoms are the only available method for diagnosis. In this study, Radial Base Function (RBF) neural network and Frequency Ratio (FR) were employed to classify COVID-19 data set and find the factors that are highly correlated with COVID-19 infection. Data set was obtained from ministry of health in Mexico. It includes 10 factors (attributes) age, sex, obesity, asthma, hypertension, CKDs, CVDs, tobacco, diabetes and pneumonia. 10-cross validation methods were employed in training RBF. RBF was initially trained using the 10 factors and later trained using the important factors that are chosen based on FR. The performance of RBF was evaluated using specificity, sensitivity and accuracy. FR model shows that only 7 factors have a strong relation with COVID-19: Age, pneumonia, Diabetes, CVDs, hypertension, asthma, sex and CKDs. The simulation results showed that RBF trained with selected factors have higher specificity, sensitivity and accuracy in comparison with using all 10 factors. In addition, RBF is compared with 5 different well-known methods.

Se destaca la importancia de las edificaciones pioneras del centro urbano y lo poco que queda de las construcciones industriales, defendiendo la hipótesis de que este territorio se ordena diferente al resto del país y que el patrimonio industrial actual puede ser relevante en la transformación de la ciudad en base a su identidad. This article tries to approach the urban origin of the cities of Mexicali and Calexico located in the border they share between Mexico and the United States on the geographical beginning of the peninsula of Baja California. The city of Mexicali in the mexican side was in its beginnings better connected to the United States instead of Mexico. The original urban grids that the companies develop arrive with the railroad and the complex systems of irrigation from the Colorado River, this started the urban growth: in the US, the Imperial Valley and the Mexicali Valley in Mexico. We put special interest in the first industrial buildings in the city center defending the hypothesis that the industrial heritage can be important in the transformation of the city based on their identity.

This article presents the “Why?” to modernize the electrical systems in the six refineries in Mexico, derived that since 1979 there has not built a new refinery, and the primary electrical equipment at each refinery to process fuel requires of imperative upgrading. It also presents the “How?” partial changes are being implemented in some refineries such as replacing electrical equipment in the short-term and implementation of new distribution systems in the long term. Also, it comes in “Where?” They are making the necessary changes including the integration of new electrical generators to supply the energy deficit. The state of the art in operational reliability today in Mexico is presented as part of a projection to fulfill the following objectives: a) optimize the security of personnel integration of new electrical equipment meeting international standards, b) Contribute the least damage to the primary electrical equipment in each refinery and c) allow tangible service continuity in the process of oil production. The result of this work is to show conditions change in Mexican refineries with an electric approach and culture in the safety of staff and the facilities themselves.

Using microdata from the censuses of eight countries in Latin America (Argentina, Brazil, Chile, Colombia, Guatemala, Mexico, Peru, and Uruguay), this paper describes matching patterns by age, ethnicity, and education among same-sex and different-sex couples. It shows that same-sex couples are more diverse than different-sex couples in terms of age, ethnicity, and education, although for ethnicity and education the differences are not large or statistically significant in all countries. It also reports notable differences between male and female same-sex couples, particularly in age and education matching.

Economic research on sexual minority individuals in developing countries has been constrained by the scarcity of nationally representative surveys asking about sexual orientation. This paper merges and harmonizes census data from eight Latin American countries to document socio-economic disparities between different-sex and same-sex couples. Overall, although there are some exceptions, individuals in same-sex couples are on average younger than women and men in different-sex couples, are less likely to identify as Indigenous (while differentials for African descendants vary by country), have higher education levels, and are less likely to live with children. Gaps in unemployment rates by couple type and sex differ by country. Both women and men in same-sex couples have higher average incomes in Brazil. The same holds for women in Mexico, while men in same-sex couples have lower average incomes. Finally, homeownership rates are lower among same-sex couples, while welfare differentials as proxied by ownership of assets and dwelling characteristics vary by country.

We contribute to understanding the challenges for estimating the size of the LGBTQ population and discriminatory sentiment against it by surveying 10,003 individuals, whom we randomize into a direct question or an Item Count Technique (ICT) elicitation group. The fractions of the population that self-identify as LGBTQ, that reports having had same-sex sexual experiences, and that has felt same-sex attraction are higher for our sample than those obtained from government surveys. However, the difference between estimates recovered from our direct questions and through the ICT does not always have the expected sign. The negative relationship between age and self-identifying as non-heterosexual is present both in the government survey and in our direct question sample but vanishes when measured with the ICT. The positive correlation between age and homophobic sentiment is present across samples and elicitation techniques. We find no significant variation in all measures for formal vs informal workers.

This study examines the gendered effects of early and sustained exposure to high-performing peers on female educational trajectories. Exploiting random allocation to classrooms within middle schools, we measure the effect of male and female high performers on girls' high school placement outcomes. We disentangle two channels through which peers of either sex can play a role: academic performance and school preferences. We also focus on the effects of peers along the distribution of baseline academic performance. Exposure to good peers of either sex reduces the degree to which high-achieving girls seek placement in more-selective schools. High-achieving boys have particularly strong, negative effects on high-performing girls' admission scores and preferences for more-selective schools. By contrast, high-achieving girls improve low-performing girls' placement outcomes, but exclusively through a positive effect on exam scores.

This paper reports socio-economic and health outcomes for intersex people in Mexico using data collected between 2021 and 2022. This is the first study relying on a large nationally representative survey including information on sex variations to document substantial negative outcomes for intersex individuals. Around 1.6% of individuals aged 15-64 are intersex. There are significant disparities in mental, physical, and sexual health when comparing intersex individuals to the general population, including higher rates of bullying, stigmatization, harassment, and violence throughout the life cycle, as well as higher rates of suicidal intention. Additionally, intersex individuals have lower education levels and face substantial barriers in the workplace and healthcare environments.

Offshore hydrocarbon resources have been developed for many decades, and with technology improvements, many fields which were once impossible to develop, are now economically and technologically feasible. This has led to a growing difficulty in determining the legislative and regulatory framework for resources that straddle the recognized borders between two states. In this paper, we examine a successful framework agreement governing the transboundary resources between the United Kingdom (“U.K.”) and Norway in the North Sea, and the agreement between the United States and Mexico governing the Gulf of Mexico. Following the 2013 Energy Reform, the Mexican energy sector has been revitalized, leading to greater exploration, development, and production than ever before. This means that in the near future transboundary resources may be licensed for production, bringing the issues highlighted in this paper to the attention of multiple government and international entities. This paper seeks to recommend improvements to the transboundary framework in the Gulf of Mexico based on the successful framework agreement utilized in the North Sea. This paper begins by introducing international law for offshore resources in Part II. Part III discusses the offshore regulatory regimes in the U.K. and Norway, analyzing how the two states have successfully used bilateral agreements to facilitate cooperation regarding effective exploitation and apportionment of costs from cross-boundary offshore oil and gas projects in the North Sea. Part IV discusses the offshore regulatory regimes in the United States and Mexico and analyzes the current transboundary agreement in place for the Gulf of Mexico. Part V compares the transboundary agreement governing the North Sea and the same governing the Gulf of Mexico. We highlight the major differences in the agreements and suggest changes to the Gulf of Mexico agreement based on the successful North Sea agreement. Finally, this paper concludes and provides key policy recommendations to improve the rules and regulations surrounding the exploitation of transboundary hydrocarbons in the Gulf of Mexico.

The proliferation of free trade agreements around the world has accentuated the role of preferential rules of origin (RoO) in global companies¿ sourcing and investment decisions. However, there are few theoretical and practically no empirical analyses on the effects of RoO on foreign direct investment (FDI). This paper strives to shed light on the relationship between RoO and FDI. We put forth a set of hypotheses on the impact of RoO on FDI, and perform an empirical exercise on the effects of RoO of the North American Free Trade Agreement (NAFTA) on FDI in 122 Mexican manufacturing industries 1994-2000. The findings indicate that NAFTA RoO have played a central role in foreign investors' cost assessments of locating production to Mexico, and that FDI in post-NAFTA Mexico has flowed in sectors with flexible RoO. This suggests that NAFTA-era investment in Mexican final and intermediate goods industries has been made by efficient, globally competitive firms that thrive on flexible RoO.
