Nowadays most of the organizations tend to outsource their projects. In these cases, two major problems arise: project selection and contractor selection. There are many papers which have argued separately about project and contractor selections. In this paper, we propose a decision support system for selecting projects and related contractors. The proposed approach contains three phases including contractors' prequalification (Phase 1), computing success coefficient of each contractor in projects using fuzzy TOPSIS method (Phase 2), and selecting projects and assigning each project to the most appropriate contractor using a linear programming model (Phase 3). Finally, a numerical example is illustrated to show the application of the proposed method.

Since it is not all contractors that are suitable for collaboration and long-term relationships, and most clients are familiar with traditional practices of selecting contractors, there is need for an understanding on the critical attributes to consider in selecting contractors for long-term collaborative relationship contracts. The aim of this study is to determine the appropriate attributes required of contractors to successfully perform in long-term collaborative relationship contracts. The qualitative research methodology was adopted in this study, consisting of multiple case studies of organisations employing framework contracts in South Africa. Data for the study were collected via semi-structured interviews with 16 key informants of eight purposively selected organisations. The data were analysed with the aid of Nvivo 11 qualitative data analysis software utilising thematic qualitative data analysis techniques and presented using word clouds and direct quotes from key informants. The findings indicate that the critical attributes to consider when selecting contractors for long-term collaborative relationships are: team working attribute, commitment, innovativeness, and attributes relating to the behaviour and attitude of the contractors, such as openness, honesty, trust, transparency, ethical and being realistic. These critical attributes are add-ons to other general attributes (such as technical capacity, experience, and price) for contractor selection which are already sufficiently articulated in literature. The study result provides knowledge that can aid better decision making in selecting appropriate contractor for long-term collaborative relationship contracts in the construction Industry

This paper presents a fuzzy-logic-based system for selecting contractors. This tool, which was based on the fuzzy control technique, was created for the private sector client in traditional design–bid–build projects with one-step selection processes, but its philosophy can also serve other types of clients, industries, contracts, and selection processes. The system develops an assessment of different qualitative and quantitative issues that influence a contractor’s suitability for constructing a specific design in a specific environment (client’s needs and objectives, objectives prioritization, etc.), taking into account the risk of not achieving the client’s objectives. A computer application was developed and validated, including a Delphi analysis with professionals who are experts in contractor selection. The application covers the possibility of using different selection policies, when the essential project objective is cost, time or quality. As part of the validation process, a neural network was developed to prove that the fuzzy-control tool has a behavior that can be recognized by a neural network.

For managers and decision-makers, selecting the contractor is a key decision given this fact that the contractor plays a fundamental role in any outsourced project. So, identifying and evaluating the contractors selection criteria will result in eliminating inefficient contractors from the tender process. It is needed to collect and process these criteria in order to maximize the performance of selected contractors, and to minimize the errors and mistakes in fulfilling the society needs and organization standards. Obviously, many quantitative and qualitative indicators of different importance are involved in determining the contractors' eligibility. In this paper, we are to identify the factors affecting the selection of contractors, and then, to determine the importance levels of the factors and prioritize the contractors by combining the multi-criteria methods of fuzzy AHP and fuzzy PROMETHEE. This is the first time to implement this hybrid method for solving the contractor selection problem. In this regard, first, the criteria are identified and their weights are calculated using the fuzzy AHP technique, then premier contractor is selected using the fuzzy PROMETHEE method. A real application to select finance projects' contractor in the Water and Wastewater Company of Mashhad city is considered as the base problem.

Selecting suitable contractors directly influences product quality, corporate profits, and even sustainable development. The selection problem of contractors is, therefore, a critical issue for the sustainable development of an enterprise. However, traditional contractor selection techniques are unable to handle information regarding the relative importance of criteria or handle nonexistent or missing data in the assessment process of contractor selection. In order to effectively address this problem, this study proposes a new contractor selection technique that integrates the concept of soft set and the PROMETHEE II method to select suitable contractors. Three numerical examples are applied to prove the correctness and effectiveness of the proposed technique. This study also compares the simulation results achieved using the proposed method with those achieved using the traditional weighted arithmetic averaging method and the data envelopment analysis (DEA) technique. The simulation results show that the proposed method is a more general contractor selection technique for handling incomplete information than the traditional weighted arithmetic averaging method and the DEA method.

One of the responses to the critical failings of separation of design and construction processes of traditional procurement system is the development of management contracting (MC) procurement system. Several studies have indicated MC procurement system to be most suitable for large and complex projects, when on-time project delivery is required, and when flexibility during construction is desired. Owing to the involvement of the Management contractor at both design and construction stage of projects, the management contractors play more significant role in the benefits that MC system has shown to deliver. This study aims to investigate the duties performed by the management contractor and the required competencies for a management contractor, to provide knowledge and understanding on important considerations for the selection of a management contractor. Empirical data was collected using documentary analysis of three management contracts tender documents and a semi-structured interview with a key role player of two of the management contracts in South Africa. Findings revealed the duties performed by management contractors to be multitasking, covering both the pre-construction and construction stage of building projects. Also, owing to the increased responsibilities of management contractors, the competencies required to perform as a management contractor are distinguishable when compared to competencies needed of contractors to perform in other procurement systems. The knowledge and understanding of the duties and required competencies to perform as management contractors provided in this study will help construction clients and the construction industry in the selection process, performance management and evaluation of management contractors. This study uses a prequalification that is a financial ratios model to assess the contractor's financial capability in Taiwan. The first step to the success of any construction project at Al-Quds University is to choose the right contractor to construct a project. Therefore, the university’s engineering office must choose the contractors in a correct and practical method. Note that the process of selecting a contractor is a complex and not as simple as it may seem. As the selection of the contractor is subject to several criteria in various respects. Some of these criteria are important, but when compared with others, they become less important in the decision-making process. The importance of these criteria may differ from one project to another. Accordingly, this paper analyzes the current method for selecting contractors at Al-Quds University, studies the criteria and mechanisms for selecting contractors approved by the official authorities, and applies multi-criteria decision-making models that based on AHP-TOPSIS and AHP-MOORA to find the appropriate contractor for Al-Quds University construction buildings. The results from these two models are compared and investigated.

This thesis describes the results of research analysing the sub-contractor's risk elements in refurbishment projects. One of the main characteristics of refurbishment projects is that work is usually in small packages and scattered throughout the building making it unprofitable for one contractor to undertake. It is argued that the selection and appointment of the most suitable sub-contractors is very important in refurbishment projects as all other control measures have little effect once a totally unsuitable subcontractor has been appointed. The research methodology involved the extensive collaboration of a retired chief estimator with over thirty years experience in one of Britain's biggest construction firms with extensive knowledge in the management of sub-contractors and several other refurbishment contractors' senior management staff who were involved in choosing subcontractors for their contracts. Knowledge acquisition and representation and the evaluation of expert system shells are extensively reviewed. One of the important features of knowledge based systems is its ability to handle uncertain knowledge. Fuzzy set theory is shown to have certain advantages over other methods of dealing with uncertainty and has been employed in developing this knowledge based system. The research began with an evaluation of sub-contractors' selection and appointment as it is currently performed by refurbishment contractors. This exercise consisted of a wide range of criteria of which information is both qualitative and subjective in an unstructured intuitive manner with considerable reliance on the judgement of the evaluee. Thus, the research focused on a more formalised approach to the subcontractor's appointment. An adaptation of the Repertory Grid knowledge elicitation technique and subsequent grid analysis provides a methodology for organising logically related propositions into a hierarchical structure. A prototype knowledge based decision support system SSARC, for the selection and appointment of the most suitable sub-contractors for refurbishment projects, has been developed. This system represents a contribution in this area of research into refurbishment contracts which has been largely neglected to date.

The construction industry is one of the most significant industrial contributors to the economy in terms of gross product and employment. As a result, the success of a construction project is a fundamental issue to most governments, users and communities. The thesis addresses the role of the contractor in construction project success as one of the main stakeholders in the project.The research aims to study the impact of contractors’ attributes on project success from a post-construction evaluation perspective to identify what goes right and to recognise the most critical success factors (CSFs) of contractors that greatly impact on project success and link those factors to project success objectives. Initially, a literature review on construction project success was conducted to investigate the success criteria and CSFs of contractors in project success. This was followed by a survey to establish construction professionals’ perceptions of the CSFs of contractors that greatly impact on the success of construction projects.One hundred and sixty-four (164) completed surveys were returned, representing a 32% response rate. The data gathered was analysed using quantitative analysis tools (SPSS). Factor analysis reveals nine underlying clusters perceived to greatly impact the success of projects, namely: (i) health, safety and quality; (ii) past performance; (iii) environment; (iv) management and technical aspects; (v) resource; (vi) organisation; (vii) experience; (viii) size/type of previous projects; and (ix) finance.Four logistic regression and artificial neural network models were developed to predict the most important contractor factors associated with project success. The predictive ability of neural network models outperforms that of logistic models by 47.5% for scheduling model; 34.8% for budget model; 46.2% for quality model; and 46.5% for contractors’ impact model. Assuming that project success is repeatable, these findings provide a clear understanding of contractors’ performance and could potentially enhance existing knowledge of construction project success.

ENGLISH ABSTRACT: One of the most difficult and more important decisions taken by a client is the selection of the most appropriate contractor. It requires the assessment of various factors, often conflicting, in order to determine the most appropriate contractor and are therefore classified as a problem that can be resolved by using multiple criteria decision making methods. The act of decision making is never an easy one and requires a sound understanding of the requirement, the alternatives and the model used to assess the alternatives in terms of the requirement in order to instil confidence that the most appropriate alternative is selected. The appropriateness of the methods used in contractor evaluation has a vital impact on the cost of the transaction. The three broad categories, or schools of thought, relating to multiple criteria decision making (MCDM) methods are assessed in terms of their applicability to the contractor selection problem within a quasi-government organisation, namely Armscor. Of the three categories, only the methods of the value measurement category were found to be appropriate within the current legislative framework of the Preferential Procurement Act, which seeks to express the performance of an offer as a unique numerical function. The old contractor selection model of direct point allocation on a qualitative scale is shown to be inappropriate, especially in terms of the additive utility assumption of single dimensional units. The proposed new model makes use of the weighted product model that is not restricted by the additive utility assumption as it results in dimensionless analysis of the criteria. The utility functions associated with the quantitative criteria uses curves which are raised to the power of the confidence variable. The arithmetic mean of these variables represents the group’s confidence level associated with each contractor’s offer in the correctness and/or its ability to maintain the stated level of performance. Furthermore, the analytic hierarchy process is used for the assessment of the qualitative criteria. The new model, although not perfect, is an improvement over the old model with regards to the understanding of the requirement as well as the assessment of contractors’ proposals.
AFRIKAANSE OPSOMMING: Die keuse van ‘n kontrakteur is een van die moeilikste besluite wat ‘n kliënt moet neem, dit is egter ook een van die belangrikste besluite wat geneem word. Ten einde die mees geskikte kontrakteur te kies, moet daar ‘n waarde geheg word aan verskeie faktore, menigmaal teenstrydig, wat kontrakteur seleksie klassifiseer as ‘n probleem wat deur middel van meervoudige-kriteria-besluitnemingsmetodes opgelos kan word. Die handeling van besluitneming is nooit ‘n maklike een en vereis deeglike kennis van die behoefte, die alternatiewe, asook die model wat gebruik word om die alternatiewe in terme van die behoefte te waardeer in orde om vertroue in die gekose alternatief te hê. Vir die doeleindes van hierdie studie is die drie kategorieë van meervoudige-kriteria-besluitnemingsmetodes vergelyk in terme van hul toepaslikheid op die voorafgenoemde probleem binne ‘n Semi-Staatsinstelling, naamlik Krygkor, met die oogmerk om die beste metode te identifiseer. Slegs die metodes vervat in die waarde-meting kategorie is geskik binne die Wet op die Raamwerk vir Voorkeurverkrygingsbeleid wat die evaluasie van ‘n aanbod uitdruk as ‘n unieke numeriese funksie. Uit die studie blyk dit dat die vorige kontrakteur seleksie model van direkte punt allokasie op ‘n kwalitatiewe skaal onvanpas is, veral in terme van die sommerings-nutfunksie aanname van enkel dimensionele eenhede. Die model wat eerder aanbeveel word, maak gebruik van die geweegde-produk-model wat nie beperk word deur die bogenoemde aanname nie, aangesien dit dimensielose analise tot gevolg het. Nutfunksies wat geassosieër word met kwantitatiewe kriteria, word voorgestel deur kurwes wat tot die mag van die vertrouensvlak-veranderlike gehef word. Die rekenkundige gemiddelde van hierdie veranderlike verteenwoordig die groep se vertrouensvlak met betrekking tot elke kontrakteur se akkuraatheid en vermoeë om die gespesifiseerde vlak van werkverrigting te handhaaf. Die kwalitatiewe kriteria word beoordeel deur gebruik te maak van die analitiese hiërargie proses. This research study aims to contribute to the discussion around Information Systems, more precisely on Commercial Off-The-Shelf (COTS) software Based Systems, as a Business Process and as a Supply-Chain enabler tool, within the construction industry in Portugal. Concerned with efficiency improvement of management theory in the construction arena, central discussions of this study are about developing a methodology for demand-supply selection of COTS-Based Systems for leading contractors in Portugal and analysing market offerings of COTS-Based Systems covering Operations Management functional needs of leading contractors in Portugal. Demand-side and supply-side research is undertaken, eliciting contractors’ needs and analysing market offerings of COTS-Based Systems at Operations Management-level from a functional perspective. A multicompany informing case study approach contributes to a better understanding of COTS-Based Systems selection practice, within the demand-supply context of leading contractors in Portugal. Several other appropriate research methods and techniques are employed to collect rich field data. A specific Demand-Supply Selection (DSS) Methodology of COTS-Based Systems is developed, based on methods and techniques in use by practitioners and on review of literature, considering context/stakeholders interaction of leading contractors in Portugal. A systematised list of functional high-level requirements for COTS-Based Systems evaluation is obtained to produce a comprehensive Requirements Reference (RR) Model, so that the effort to elicit the (functional) needs of leading contractors’ Operations Management through further development of requirements models from scratch is reduced. A benchmarking report of leading contractors systems in use and a demand-supply cross analysis delivered on a COTS-Based Systems Market Offerings (MO) Report, answers the question about 'which are the actual market offerings of COTS-Based Systems supporting Operations Management functional needs of leading contractors in Portugal'. Based on these three perspectives, the research study aims to provide an original contribution to knowledge, developing a comprehensive study covering supply and demand viewpoints. In this respect, the direct and practical purpose of this study is to facilitate the planning phase at the beginning of a project and offer comprehensive information to construction industry players (e.g. consultants, COTS-Based Systems providers) that could lead to better products (e.g. changes in functions of COTS-Based Systems) and services (e.g. Requirements Engineering services, COTS-Based Systems selection services) for leading contractors in Portugal.

Sgraffito is a historical decorative technique applied in walls. This decoration could be seen in different European cities or villages. Nowadays, this decoration technique is almost disappeared because of decomposition, inexperience or lack of knowledge. Moreover, the preservation and restoration of sgrafitto technique is the most challenging and important task of cultural heritage buildings’ preservation. Therefore, the preservation of sgraffito depends not only the historic and architectural knowledge, studies or conservation projects of the cultural heritage buildings, but also demands the experience, proper qualification and knowledge of contractor. This paper presents criteria set for selecting sgraffito techniques’ contractor of heritage buildings. The study determines methods, set of criteria for sgraffito technique’s contractor selection, overview of sets the assessment criteria of selecting contractor. The research applies the Analytic Hierarchy Process method (AHP), seeking to determine the critical criteria and to get the weighting for each criterion.

The Department of Energy’s (DOE) Savannah River Site (SRS) High-Level Waste (HLW) Program is responsible for storage, treatment, and immobilization of HLW for disposal. The Salt Processing Program (SPP) is the salt (soluble) waste treatment portion of this effort. The overall SPP encompasses the selection, design, construction and operation of treatment technologies to prepare the salt waste feed material for the site’s Saltstone Facility and vitrification facility (Defense Waste Processing Facility). Major constituents that must be removed from the salt waste include actinides, strontium, cesium, and entrained sludge. In fiscal year (FY) 2002, research and development (R&D) on the actinide and strontium removal and Caustic-Side Solvent Extraction (CSSX) processes transitioned from technology development for baseline process selection to providing input for conceptual design of the Salt Waste Processing Facility (SWPF), a key component at the SRS SPP. This work included laboratory studies, bench-scale tests, and prototype equipment development. To implement the salt waste treatment technologies, DOE initiated a competitive procurement process to select Engineering, Procurement, and Construction (EPC) contractors for design of the SWPF. The Department awarded EPC contracts to Parsons Infrastructure & Technology Group, Inc. and Foster Wheeler USA Corporation for preparation of conceptual designs (Phase I) for the SWPF. The two EPC contractors began conceptual design activities in September 2002 and are scheduled to complete this work in January 2004. After evaluation of the conceptual designs, DOE will down select one EPC contractor to continue with final design, construction, and hot commissioning (Phase II). Hot startup of the SWPF is targeted for December 2009.

The GasPacífico Project involved the construction of 543 kilometres of NPS 20 and NPS 24 high pressure gas pipeline to connect the natural gas reserves in the Province of Neuquen, Argentina to the industrial and domestic demand in and near the city of Concepción, Chile. The pipeline crossed the Pampas of Argentina, the imposing Andes mountain range, the Coastal mountain range and the highly populated agricultural terrain of the Central Valley (740 individual landowners in total) leading to the west coast of Chile. TransCanada International Ltd. was responsible for the overall project management of the GasPacifico Project which included design, construction and contract administration. In March 1998, the Project Team began the procedure to pre-qualify bidders, to prepare contract documents and to call for bids in preparation for the selection of construction contractors for the project. Contracts were awarded on July 30, 1998. The proper selection of the Contractors was considered of paramount importance in the project because of the high degree of difficulty of the project, the budget constraints, and the very limited time available for construction. The details of the process established for the selection of the Contractors for the GasPacífico Project as presented in this paper include: • the criteria for the pre-qualification of the bidders; • the technical evaluation format; • the commercial evaluation format; • sensitivity studies for unit rate items and extra work; • the application of the technical/commercial evaluations to the final selection.

Advantageous (or propitious) selection occurs when an increase in the premium of an insurance contract induces high-cost agents to quit, thereby reducing the average cost among remaining buyers. Hemenway (1990) and many subsequent contributions motivate its advent by differences in risk-aversion among agents, implying different prevention efforts. We argue that it may also appear in the absence of moral hazard, when agents only differ in riskiness and not in (risk) preferences. We first show that profit-maximization implies that advantageous selection is more likely when markup rates and the elasticity of insurance demand are high. We then move to standard settings satisfying the single-crossing property and show that advantageous selection may occur when several contracts are offered, when agents also face a non-insurable background risk, or when agents face two mutually exclusive risks that are bundled together in a single insurance contract. We exemplify this last case with life care annuities, a product which bundles long-term care insurance and annuities, and we use Canadian survey data to provide an example of a contract facing advantageous selection.

This paper reports on a two-tiered experiment designed to separately identify the selection and effort margins of pay-for-performance (P4P). At the recruitment stage, teacher labor markets were randomly assigned to a pay-for-percentile or fixed-wage contract. Once recruits were placed, an unexpected, incentive-compatible, school-level re-randomization was performed, so that some teachers who applied for a fixed-wage contract ended up being paid by P4P, and vice versa. By the second year of the study, the within-year effort effect of P4P was 0.16 standard deviations of pupil learning, with the total effect rising to 0.20 standard deviations after allowing for selection.

We develop a theoretical framework for corporate ventures where corporations' know-how gives them an advantage over regular financiers in identifying profitable projects. Corporations and venture capitalists compete to fund entrepreneurs in an environment featuring risk, adverse selection, and limited liability. The expected surplus of each project is independent of the financier and the efficient scale of each project differs among entrepreneurs. We characterize the optimal financial contracts arising in equilibrium and use this characterization to explore the effect corporations' knowledge has in this environment. We show that the presence of corporations in the financial market could be detrimental to welfare when corporations' selection advantage is small. When large, corporate venture capitalists' knowledge reduces the extensive margin inefficiency arising from adverse selection, meaning less socially inefficient projects are enacted. We also show that increasing the depth or breadth of corporations' knowledge leads to higher aggregate gains.

With specific regard to interstates in the rural area, Indiana Department of Transportation (INDOT) has expressed a need for research that sheds light on this Maintenance of Traffic (MOT) issue so the agency [INDOT and the contractor] can make informed decisions regarding the crossover sections versus the closure in one direction with detour roads. A number of studies have investigated the advantages and disadvantages of various MOT strategies; however, there is no specific study that can help INDOT traffic engineers and design engineers make decisions by comparing direct and indirect benefits of crossovers and detours (full lane closures). This research examined the advantages and disadvantages of entirely closing one direction of traffic over traditional work zone techniques (such as partial lane closure through median crossover) from the perspectives of the agency, road users, and the community. In the case of full closure, the study (a) examined the alternative MOT strategies and best practices through an extensive literature review and survey of agencies (b) investigated risk, benefit, and costs associated with selected detour routes (c) validated the identified critical factors through case studies in Indiana and at other states, and (d) implemented best practices in an expected project to evaluate the safety, mobility, and cost benefits of closing one direction. Through the literature review and four case studies, eleven KPIs for MOT strategy developments were identified. This study prioritized these KPIs through the survey questionnaire. The top five KPIs are (1) safety, (2) mobility, (3) budget constraint, (4) project duration, (5) complexity of project sites. Based on these KPIs and other findings presented in Section 4.3.3, this study has proposed a comparison tool for predetermined MOT strategies in the form of a flow-chart. This tool is followed by the scores or weights associated with each KPI. These scores are normalized—i.e., the most important KPI which is safety, has the maximum weightage 1 and rest of the KPIs are weighed relatively. INDOT has a set of editable documents which are references for making MOT decisions. This proposed flow-chart tool will “walk” the INDOT team through the use of these spreadsheets corresponding to the identified KPIs through this study. It will be at the discretion of the INDOT team as to which KPIs are relevant to the situation at hand. Therefore, the flow-chart tool is flexible to incorporate the dynamic nature of MOT strategy selection.
