The inclusive boarding school model is not only a form of embodiment of education that respects diversity and eliminates discrimination. However, it is more critical as a form of application, essence, and religion, the theological substance that teaches the equality of human rights, tolerance, and respect for others in all aspects of life. This research was conducted to know the inclusive boarding school education model initiated by the founder of An-nur Islamic boarding school, Tengku Drs H. Zainal Abidin. The research method used in this study is a type of qualitative research. Data collection techniques using participant observation, namely by way of researchers mingling with the object of research. The research was conducted at the An-nur Islamic Boarding School, Tingkem Asli Village, Bukit District, Bener Meriah Regency, Aceh. The research was conducted from July 2020 to July 2021. The results of this study are that the pesantren model initiated by the founder is an integrated, inclusive boarding school that was officially established in 2010. Inclusive Integration is a pesantren education model that unites regular (typical) students with ABK students (Children with Special Needs) in one Islamic boarding school environment. with an integrated education model, namely the Integration between the concepts of Islamic boarding school education and entrepreneurship with a learning approach that emphasizes emotional and familial. Through this model, Pesantren An-Nur can transmit cultural values for persons with disabilities through the process of enculturation, socialization, acculturation with a Chinatown style building. Cultural transmission is applied to disability in inclusive boarding schools through vertical transmission, oblique transmission, and horizontal transmission. These three cultural transmissions are carried out in the educational process at Islamic boarding schools for 24 hours through theological understanding and translating at the practical level in the form of self-accustoming, exemplary, formal and informal learning, and life skills activities for students in Islamic boarding schools.

We aimed to describe the epidemiology of COVID-19 in schools and school-aged children to understand their roles in transmitting SARS-CoV-2 in Korea.DesignRetrospective cohort study.SettingAll schools in KoreaPatientsAll school-aged children in Korea.InterventionsNone (observational study).Main outcome measuresIncidence rate, proportion of affected schools.ResultsBetween February and December 2020, the incidence rate was lower among school-aged children (63.2–79.8 per 100 000) compared with adults aged 19 and above (130.4 per 100 000). Household was the main route of transmission (62.3%), followed by community (21.3%) and school clusters (7.9%). Among the schools in Korea, 52% of secondary schools had COVID-19 cases, followed by 39% of primary schools and 3% of kindergartens.ConclusionsWe found that schools and school-aged children aged 7–18 years were not the main drivers of COVID-19 transmission. The major sources of transmission were households.

ObjectivesTo systematically reivew the observational evidence of the effect of school closures and school reopenings on SARS-CoV-2 community transmission.SettingSchools (including early years settings, primary schools and secondary schools).InterventionSchool closures and reopenings.Outcome measureCommunity transmission of SARS-CoV-2 (including any measure of community infections rate, hospital admissions or mortality attributed to COVID-19).MethodsOn 7 January 2021, we searched PubMed, Web of Science, Scopus, CINAHL, the WHO Global COVID-19 Research Database, ERIC, the British Education Index, the Australian Education Index and Google, searching title and abstracts for terms related to SARS-CoV-2 AND terms related to schools or non-pharmaceutical interventions (NPIs). We used the Cochrane Risk of Bias In Non-randomised Studies of Interventions tool to evaluate bias.ResultsWe identified 7474 articles, of which 40 were included, with data from 150 countries. Of these, 32 studies assessed school closures and 11 examined reopenings. There was substantial heterogeneity between school closure studies, with half of the studies at lower risk of bias reporting reduced community transmission by up to 60% and half reporting null findings. The majority (n=3 out of 4) of school reopening studies at lower risk of bias reported no associated increases in transmission.ConclusionsSchool closure studies were at risk of confounding and collinearity from other non-pharmacological interventions implemented around the same time as school closures, and the effectiveness of closures remains uncertain. School reopenings, in areas of low transmission and with appropriate mitigation measures, were generally not accompanied by increasing community transmission. With such varied evidence on effectiveness, and the harmful effects, policymakers should take a measured approach before implementing school closures; and should look to reopen schools in times of low transmission, with appropriate mitigation measures.

This study examines the transmission mode of the "The Five Major Tunes of Lunan" in schools from the perspective of ethnomusicology. Using the "Twelve Continuum Transmission Framework" (TCTF) proposed by Huib Schippers in 2010 as the research framework, the researcher conducted semi-structured face-to-face interviews with nine interviewees, including inheritors of the "The Five Major Tunes of Lunan," music teachers of Tancheng County's First Experimental Primary School, teachers from Shandong University of the Arts and School of Music of Linyi University. The interview content mainly involves 11 questions in three fields: issues of context, modes of transmission, and dimensions of interaction. The results show significant differences in the modes of "The Five Major Tunes of Lunan" in school education and folk natural transmission. What worries the researcher is that when traditional music that is naturally inherited in folk is taught in a formal school setting, the risk of unsuccessful transmission will increase. Finally, based on the viewpoint of ethnomusicology that focuses on cultural context, the researcher puts forward suggestions for improving the teaching strategies when "The Five Major Tunes of Lunan" is transmitted in schools.

Objective To determine whether modified K–12 student quarantine policies that allow some students to continue in-person education during their quarantine period increase schoolwide SARS-CoV-2 transmission risk following the increase in cases in winter 2020–2021. Methods We conducted a prospective cohort study of COVID-19 cases and close contacts among students and staff (n = 65,621) in 103 Missouri public schools. Participants were offered free, saliva-based RT-PCR testing. The projected number of school-based transmission events among untested close contacts was extrapolated from the percentage of events detected among tested asymptomatic close contacts and summed with the number of detected events for a projected total. An adjusted Cox regression model compared hazard rates of school-based SARS-CoV-2 infections between schools with a modified versus standard quarantine policy. Results From January–March 2021, a projected 23 (1%) school-based transmission events occurred among 1,636 school close contacts. There was no difference in the adjusted hazard rates of school-based SARS-CoV-2 infections between schools with a modified versus standard quarantine policy (hazard ratio = 1.00; 95% confidence interval: 0.97–1.03). Discussion School-based SARS-CoV-2 transmission was rare in 103 K–12 schools implementing multiple COVID-19 prevention strategies. Modified student quarantine policies were not associated with increased school incidence of COVID-19. Modifications to student quarantine policies may be a useful strategy for K–12 schools to safely reduce disruptions to in-person education during times of increased COVID-19 community incidence.

ImportanceSchool-associated SARS-CoV-2 transmission is described as uncommon, although the true transmission rate is unknown.ObjectiveTo identify the SARS-CoV-2 secondary attack rate (SAR) in schools and factors associated with transmission.Design, Setting, and ParticipantsThis cohort study examined the risk of school-based transmission of SARS-CoV-2 among kindergarten through grade 12 students and staff in 10 Massachusetts school districts during 2 periods: fall 2020/spring 2021 (F20/S21) and fall 2021 (F21). School staff collected data on SARS-CoV-2 index cases and school-based contacts, and SAR was defined as the proportion of contacts acquiring SARS-CoV-2 infection.ExposureSARS-CoV-2.Main Outcomes and MeasuresPotential factors associated with transmission, including grade level, masking, exposure location, vaccination history, and Social Vulnerability Index (SVI), were analyzed using univariable and multivariable logistic regression models.ResultsFor F20/S21, 8 school districts (70 schools, >33 000 students) were included and reported 435 index cases (151 staff, 216 students, and 68 missing role) with 1771 school-based contacts (278 staff, 1492 students, and 1 missing role). For F21, 5 districts (34 schools, >18 000 students) participated and reported 309 index cases (37 staff, 207 students, and 65 missing role) with 1673 school-based contacts (107 staff and 1566 students). The F20/S21 SAR was 2.2% (lower bound, 1.6%; upper bound, 26.7%), and the F21 SAR was 2.8% (lower bound, 2.6%; upper bound, 7.4%). In multivariable analysis, during F20/S21, masking was associated with a lower odds of transmission compared with not masking (odds radio [OR], 0.12; 95% CI, 0.04-0.40; P < .001). In F21, classroom exposure vs out-of-classroom exposure was associated with increased odds of transmission (OR, 2.47; 95% CI, 1.07-5.66; P = .02); a fully vaccinated vs unvaccinated contact was associated with a lower odds of transmission (OR, 0.04; 95% CI, 0.00-0.62; P < .001). In both periods, a higher SVI was associated with a greater odds of transmission.Conclusions and RelevanceIn this study of Massachusetts schools, the SAR for SARS-CoV-2 among school-based contacts was low during 2 periods, and factors associated with transmission risk varied over time. These findings suggest that ongoing surveillance efforts may be essential to ensure that both targeted resources and mitigation practices remain optimal and relevant for disease prevention.

Background: Globally, the education of students at primary and secondary schools has been severely disrupted by the implementation of school closures to reduce the spread of coronavirus disease 2019 (COVID-19). The effectiveness of school closures in reducing transmission of COVID-19 and the impact of re-opening schools are unclear. Methods: Research criteria for this rapid review included empirical studies, published or pre-published worldwide before January 25, 2021, that assessed the effectiveness of school closures in reducing the spread of COVID-19 and the impact of school re-openings on COVID-19 transmission. Results: Twenty-four studies on the impact of school closures and re-openings on COVID-19 transmission were identified through the seven databases that were searched. Overall the evidence from these studies was mixed and varied due to several factors such as the time of implementation of public health measures, research design of included studies and variability among the levels of schooling examined. Conclusion: Preliminary findings suggest that school closures have limited impact on reducing COVID-19 transmission, with other non-pharmaceutical interventions considered much more effective. However, due to the limitations of the studies, further research is needed to support the use of this public health measure in response to the COVID-19 pandemic.

Introduction Although adolescents have the highest force of Mycobacterium tuberculosis infection1 and rapidly increasing burden of tuberculosis (TB) disease through 10–19 years of age,2 there are few studies on adolescent Mycobacterium tuberculosis infection, transmission, and TB disease in the WHO African region. Adolescents in the high TB burden countries of Africa are therefore an important, but neglected risk group for global TB control efforts. Adolescents spend a considerable amount of their time in school classrooms, but there is paucity of data on classroom risk of Mycobacterium tuberculosis transmission. To the best of our knowledge, no published study has conducted measurement of air quality and air sampling for Mycobacterium tuberculosis DNA in school classrooms, a novel approach that may support targeted TB disease case–finding strategies which may be more efficient than symptom–based TB screening in the congregate school setting. The overall aims of this PhD project were: 1) To conduct a systematic review of adolescent latent TB infection (LTBI) and TB disease prevalence, and to examine the relationship between adolescent Mycobacterium tuberculosis infection and TB disease rates, in high TB burden African countries. 2) To describe temporal changes in prevalence of LTBI among adolescents living in a single TB endemic South African community, across two time periods spanning the decade 2005–2015. 3) To describe temporal changes in adolescent TB disease notification rates in the same community for the decade 2005–2015. 4) To determine classroom ventilation risk for Mycobacterium tuberculosis transmission in tandem with a pilot study of air sampling for Mycobacterium tuberculosis DNA; and to investigate the operational feasibility and yield of a pragmatic, symptom–based approach to TB disease surveillance in high schools. Methods To achieve Aim 1, we performed a bibliographic database search for studies conducted and published between 1990 and 2018 on prevalence of adolescent (10–19 years) LTBI and TB disease in high TB burden African countries. We calculated the ratio between the number of Mycobacterium tuberculosis infections based on Annual Risk of TB Infection (ARTI) estimates and the number of microbiologically–confirmed TB disease cases per year, and compared the observed ratio to the expected ratio of 8–12 published by Styblo et al.3 To achieve Aim 2, we collected adolescent LTBI (defined by positive QuantiFERON® –TB Gold In–Tube test) prevalence data from eight South African high schools, spanning the decade 2005–2015, from databases of an adolescent cohort study (2005–2007) and an adolescent vaccine trial (2014–2015). We used the two–sample test of equality of proportions to compare changes in LTBI prevalence over the two periods. To achieve Aim 3, we collected adolescent TB disease notification data from the same community (using an electronic tuberculosis disease register) for the decade 2005–2015 and we used the Mann–Kendall test to explore temporal changes in notification rates. To achieve Aim 4, we conducted a cross sectional study of 72 classrooms occupied by 1,836 high school learners, in addition to 7 comparator clinic spaces selected for high a priori risk of Mycobacterium tuberculosis transmission, and performed ventilation (carbon dioxide concentration) measurement to define spaces with high ventilation risk (>1,000 ppm) and ddPCR air sampling for Mycobacterium tuberculosis DNA, with active TB symptom screening among learners. Results 1) There is paucity of data on adolescent LTBI and TB disease prevalence in high TB burden African countries (1990–2018). Based on the limited available data, both LTBI (16%–55%)4–8 and TB disease prevalence rates are high (180–679 cases per 100,000),6–10 but corresponding infection–to–disease ratios are inconsistently low compared to that expected from Styblo's Rule.3 2) Overall adolescent LTBI prevalence remained high and relatively unchanged (44–49%) between 2005– 2015. 11 However, although average LTBI prevalence was unchanged in lower socio–economic quintile schools, prevalence increased in highest socio–economic quintile schools (from 20% to 38%).11 3) Adolescent TB disease notification rates fell 45% (662 to 361 per 100,000) in the same community over the same period. Despite this decrease, recent TB disease prevalence remains high and is three– fold higher in older (15–19 years) than younger (10–14 years) adolescents (566 vs. 151 per 100,000 in 2015). 4) More than one–third of 72 high school classrooms were inadequately ventilated and one–fifth of classrooms had evidence of airborne Mycobacterium tuberculosis DNA detected by ddPCR air sampling. The average risk of inhaling 1 Mycobacterium tuberculosis DNA copy was similar between clinics and classrooms. Across all classrooms the average risk of a classroom occupant inhaling 1 Mycobacterium tuberculosis DNA copy over 1 lesson (35 minutes) was 0.71%; and the estimated risk over 1 academic year was 100%. However, yield from symptom–based TB screening was low, consistent with the presence of undiagnosed subclinical TB cases and risk of ongoing transmission in the school setting. Conclusion Despite the encouraging decline in adolescent TB disease notification rates observed between 2005–2015 in the study area, adolescent LTBI prevalence remains high, consistent with ongoing medium–term transmission. The relatively high proportion of inadequately ventilated classrooms would place learners at high risk of Mycobacterium tuberculosis transmission if exposed to an infectious occupant. This risk appears material, given the proportion of classrooms with a positive ddPCR air filtrate sample and the estimated cumulative risk of inhaling of at least one copy of Mycobacterium tuberculosis DNA. The presence of previously undiagnosed TB cases among learners is inferred from our classroom ddPCR air sampling data, which further suggest that pragmatic school–based TB symptom screening is an inefficient surveillance strategy that likely missed learners with subclinical TB. Improved ventilation in school classrooms is a low–cost intervention that may reduce the risk of TB transmission in schools. New and more efficient targeted TB disease case–finding strategies are needed for congregate settings, including schools, in high TB burden countries. Based on our preliminary data, classroom ddPCR air sampling for Mycobacterium tuberculosis DNA appears feasible for this purpose, but requires further research to optimise diagnostic accuracy and demonstrate cost–effectiveness and public health value in high TB burden countries.

The development of physical education and school sport (PESS), a once ‘marginalised’ subject within the school curriculum, over the period 2003-2010 has often been referred to as the ‘quiet revolution’. An increased political interest in PESS and the idea that sport could be used to address wider social issues resulted in two major strategies, Physical Education, School Sport and Club Links (PESSCL 2003-2008) and Physical Education and Sport Strategy for Young People (PESSYP 2008-2013) and £2.4billion of funding. Drawing on Bernstein’s concept of the pedagogical device, this thesis seeks to understand how these two strategies were transmitted, transformed and realized in the secondary field and examines the extent to which they impacted on the pedagogic practice of PESS. This research study, conducted from within a School Sport Partnership, draws on a range of ethnographic methods including in-depth interviews with Partnership Development Managers, School Sport Coordinators, Primary Link Teachers and physical education teachers across a sub-regional area of London. This data was supplemented with extensive field diaries, partnership documentation and emails. Analysis of the data was conducted using grounded theory in NVivo9. The research findings are presented in three data chapters. The first examines the positioning of the PDM in the space at the interface between the recontextualising and secondary fields. The second results chapter investigates the realization of the PESS strategies and specifically examines the process of transmission and transformation of discourse as it passes through the complex infrastructure of School Sport Partnerships. The final data chapter discusses the impact of the PESS strategies on the pedagogic practices of teachers, and focuses extensively on the target driven culture which dominated practice within the secondary field. The lack of impact on pedagogic practice, particularly within secondary physical education, emerges as a key issue. The dominance of policy targets as the core evaluative rules of the PESS strategies emerged as a limiting factor in the realization of change. The thesis concludes with a discussion of the key findings and the implications for agents and/or agencies tasked with implementing and enacting change in the school setting. In applying the pedagogic device, we are able to analyse the role that the evaluative rules have in prioritising aspects of policy implementation and investigate the challenge of innovation and change. However I argue that Bernstein’s theory is not sufficiently sensitive to a number of the complexities of the contemporary educational landscape and needs further development and adaptation if we are to continue to use the pedagogic device to examine the process of recontextualisation and realization of policy in PESS.

This thesis proposes methods to both estimate optimal aggregate investment levels for a system of transmission towers by means of an integrated corrosion and failure simulation as well as a method to identify specific assets in need of investment through a statistical model of structural health. Limited tower replacements over the past decade have resulted in an overall aging of PG&E's transmission system, leading to managerial concerns about potential increased maintenance and replacement costs going forward. The utility is seeking to be able to forecast its future needs despite a minimal history of asset failure. This work establishes long-term investment scenarios by simulating asset aging due to atmospheric corrosion and integrating those simulations with maintenance, replacement, and failure cost estimates. In addition, the aggregate investment forecasts are supplemented with an asset health ranking methodology that enables more targeted resource deployment. Implementation of the simulation based forecasting provides long-term spend estimates - on the order of many decades - and enables the production of sensitivity analyses based on underlying parameters grounded in physical system properties. This advances current industry spend forecasting which relies on qualitative risk assessments and past cost trends. Asset health indices generated from structural properties and environmental data are also shown to correctly rank a structure with a historic reported structural issue as at higher risk than a structure without a reported issue at a rate of 70%.

High temperature superconductors were discovered in 1987. World-wide, many groups are presently engaged in the research and development of these materials for power transmission cable applications. This thesis examines the competitive potential, on a cost-performance basis, of high-temperature superconductors as compared to conventional transmission lines. Toward this end, a broad survey of the literature on high-temperature superconducting (HTS) cables and tapes was performed. An analysis of the critical interdependencies between HTS technology and their cost-competitiveness for power transmission are presented. This thesis makes clear that there are technical characteristics unique to HTS which place them at a significant economic handicap for alternating-current power transmission as compared to direct-current power transmission. HTS tape is the integral component of a HTS cable. In turn, silver metal is an integral component of HTS tapes and there is little technological scope for reducing the amount of silver required for HTS tape. While the cost of silver was found to be a minority fraction of the total cost of HTS tape, this cost alone, on a cost performance basis, would approach the entire final installation cost of a standard overhead direct-current transmission line for a I km length. However, because the properties of HTS tape continuously deteriorate with distance, their competitiveness would also progressively deteriorate for longer transmission distance. The reduction of transmission losses is not a compelling source of competitive advantage for HTS cable. A HTS direct-current cable would not eliminate all transmission losses and there is considerable technical debate over whether such a cable would have any loss-savings advantage over a standard direct-current transmission line. However, were a completely loss­free transmission line possible, it would merit a premium, under the most optimistic scenario, of approximately 76% over the final installation cost of a standard direct-current overhead transmission line, and about 7.6% more than the cost of an equivalent underground direct­current cable.

A critical step in many improvement methodologies is the identification of process bottlenecks. The techniques for identifying bottlenecks that are suggested by many improvement methodologies are no more than simple heuristics. These simple heuristics may prove inadequate in a complex manufacturing environment. This thesis asserts that the use of analytical tools is often required for successful bottleneck identification. This claim is supported by two examples from a research internship conducted in ,m automotive manufacturing plant. The first example describes the process used to reduce the average cycle time of a system consisting of two production cells that shared a resource. In this system, the average cycle time is strongly influenced by the manner in which the two cells contend for the shared resource. Depending on the system parameters, reducing the cycle time of one cell may actually increase the average cycle time of the system. Two methods for analyzing this system are described, and applied to identify a low-risk, low-cost cycle time reduction opportunity. The second example describes the process used to identify the bottleneck operations in a complex serial production line. The line consisted of 31 machines performing 15 different operations. Parts were automatically processed and transferred between operations. Minimal buffers existed between operations, making common bottleneck identification heuristics infeasible. The bottleneck operations were identified through the use of an analytical software tool. The identified bottlenecks were different than those predicted without detailed analysis. Once developed, an analytical tool may not be accepted by those responsible for implementing improvements. Sources of resistance to the tools are discussed and methods are suggested for overcoming this resistance. Three benefits of implementing analytical tools for bottleneck identification are discussed. These benefits are: the correct identification of bottlenecks, the enhanced alignment of improvement teams around the identified bottlenecks, and the opportunity for the team to improve the bottleneck identification process.

This paper focuses on a key contradiction in nineteenth-century nationalist ideology, namely the opposition between the emphasis on the sacred status of the mother tongue, on the one hand, and the use of universal mandatory schooling as a means of homogenization, on the other. The influential philologist Jacob Grimm insisted that only people whose mother tongue was German counted as members of the German nation; the mother tongue was the key criterion of authentic belonging. Yet Grimm also realized that mandatory schooling imposed a uniform language across a wide territory, wiping out local dialects and effectively giving shape to a more linguistically unified people. He thus witnessed how modern mass instruction forged a more standardized culture at the expense of the more natural-seeming transmission of language within families. In Grimm’s writings on education, the valorization of the mother is continually disturbed by the presence of a surrogate figure, the school teacher.

AbstractBased on a long-term ethnographic fieldwork, this study applies the cultural-ecological theory to understand reasons for making and maintaining a segregated school in a Romanian town, and those community forces which track and maintain Roma children there. As findings indicate, creating and sustaining such an institution reflects the flipsides of Romanian national policies, which due to the financing strategies and centralized curricula—involuntarily—block the chances to provide quality education to marginal groups. Tracking and staying of Roma children into such schools is a result of their parents’ ambivalent experiences with formal economic activities and formal education. Experiences with work and schooling shared by this urban group of Roma reveal that parents have clear expectations towards school: transmission of practical knowledge, good treatment and isolation of the school problems from family life, which not always can be fulfilled by the educational units.

Abstract Ontenna is a device that can be worn on the hair, earlobe, collar, or sleeve, and it transmits sound characteristics to the human body using vibrations and light. It can serve as an auxiliary acoustic sensory device for the Deaf and Hard of Hearing (DHH), whereas for others, it can serve as a novel acoustic perception device. A condenser microphone mounted on the main body of Ontenna acquires sound pressure data and drives the vibration motor and light-emitting diode in real-time according to the input signals. This allows the user to perceive various sonic features such as the rhythm, pattern, and strength of sound. Furthermore, by simultaneously controlling several Ontenna devices using a controller, rhythms can be transmitted to each user. In this paper, we present the design of Ontenna for DHH and its fabrication process, which was improved through digital fabrication methods. Additionally, we present case studies regarding the usage of Ontenna in a hearing-impaired school and case studies on the application of Ontenna in the entertainment field for hearing-impaired people and others. Furthermore, we discuss the effects of programming education using Ontenna.

The paper examines the effects of nonpharmaceutical interventions on transmission of the novel coronavirus disease (COVID-19) as captured by its reproduction rate 𝑅t. Using cross-country panel data, the paper finds that while lockdown measures have strong effects on 𝑅t, gathering bans appear to be more effective than workplace and school closures. Ramping up the testing and tracing of COVID-19 cases is found to be especially effective in controlling the spread of the disease where there is greater coverage of paid sick leave benefits. Workplace and school closures are found to have large negative effects on gross domestic product compared with other measures, suggesting that a more targeted approach can be taken to keep the epidemic controlled at lower cost.

This paper uses a natural policy experiment to estimate how changes in the costs of engaging in criminal activity may influence adolescents¿ decisions in crime participation and school attendance. The study finds that, after an exogenous decrease in the severity of judicial punishment imposed on Colombian adolescents, crime rates in Colombian municipalities increased. This effect appears to be larger in municipalities with a higher proportion of adolescents between 14 and 15 years of age. The study provides suggestive evidence that one possible transmission channel for this effect is a decrease in the effort of the police force to capture teenage suspects. The study also finds that the probability that boys of this same age group attend school decreased following the change in the juvenile justice system. This effect is stronger for boys from homes where the heads of household are less educated.

Given the health, social, and economic upheavals of the COVID-19 pandemic, there is understandable anxiety about another virus, monkeypox, quickly emerging in many countries around the world. In West and Central Africa, where the disease has been endemic for several decades, monkeypox transmission in people usually happens in short, controllable chains of infection after contact with infected animal reservoirs. Recent monkeypox infections have been identified in non-endemic regions, with most occurring through longer chains of human-to-human spread in people without a history of contact with animals or travel to endemic regions. These seemingly different patterns of disease have prompted public health investigation. However, ending chains of monkeypox transmission requires a better understanding of the social, ecological and scientific interconnections between endemic and non-endemic areas. In this set of companion briefs, we lay out social considerations from previous examples of disease emergence to reflect on 1) the range of response strategies available to control monkeypox, and 2) specific considerations for monkeypox risk communication and community engagement (RCCE). We aim for these briefs to be used by public health practitioners and advisors involved in developing responses to the ongoing monkeypox outbreak, particularly in non-endemic countries. This brief on social considerations for monkeypox response was written by Syed Abbas (IDS), Soha Karam (Anthrologica), Megan Schmidt-Sane (IDS), and Jennifer Palmer (LSHTM), with contributions from Hayley MacGregor (IDS), Olivia Tulloch (Anthrologica), and Annie Wilkinson (IDS). This brief sets out key considerations for risk communications and community engagement (RCCE) to promote adherence to COVID-19 preventive measures in greater Kampala, Uganda. It looks at adherence to COVID-19 preventive measures, assesses the challenges to their adoption and outlines key considerations for partners working in RCCE and the wider COVID-19 emergency response. The brief responds to concern (as of March 2022) about COVID-19 transmission in informal urban areas in Uganda due to their high population density, limited sanitary infrastructure, and reported low uptake of vaccination. Ensuring effective communication and engagement with a series of preventative measures is essential in limiting the spread of COVID-19. The Ministry of Health and response partners have been proactive, however interventions and guidance for COVID-19 have taken limited account of social science research about the perceptions and practices related to COVID-19 regulations. This brief aims to address this gap so these data may be used to inform more effective and practicable guidance for vulnerable groups. This brief draws primarily on an analysis of existing scientific and grey literature. Additional primary data was collected through consultation with six social science and RCCE experts who focus on this geographical area. The brief was requested by UNICEF Uganda in consultation with the Uganda Ministry of Health (MoH) RCCE subcommittee and the RCCE technical working group for the Eastern and South Africa region (ESAR). It was developed for SSHAP by Theresa Jones (Anthrologica) and supported by Elizabeth Storer (London School of Economics), with contributions and reviews by colleagues at Anthrologica, the Institute of Development Studies (IDS), UNICEF ESARO and Uganda, Makerere University, the London School of Hygiene and Tropical Medicine (LSHTM), Dreamline Products and the IFRC.

La présente note stratégique relative aux considérations clés énonce les perceptions, la compréhension et les expériences de la vaccination contre la COVID-19 parmi les « personnes en déplacement » en Italie. Pour un nombre croissant de ces personnes, l’Italie est considérée comme une destination de transit pour atteindre d’autres pays européens. Les considérations exposées dans cette note stratégique sont pertinentes pour les pays situés le long des routes migratoires de la Méditerranée orientale et centrale. Les décideurs de l’UE ont exprimé leur inquiétude quant à la vulnérabilité des populations mobiles – un groupe qui comprend les réfugiés, les demandeurs d’asile et des migrants sans papiers – en ce qui concerne la COVID-19. En raison de l’extrême mobilité de ces populations, associée à la frayeur vis-à-vis des autorités de l’État, les experts en santé publique ont relié les communautés à un risque accru de transmission de la COVID-19 à l’intérieur et au-delà des frontières nationales. Pourtant, les mêmes facteurs reliant les populations mobiles à la transmission de la COVID-19 rendent également ces personnes difficiles à atteindre par le biais de campagnes de vaccination menées par l’État. Cette note stratégique met en évidence les complexités de cette situation humanitaire et fournit des conseils concernant les approches de vaccination qui tiennent compte des vulnérabilités et des priorités spécifiques des populations. Cette note stratégique s’appuie sur des recherches menées le long de la frontière alpine italienne en 2021. Elle a été rédigée pour la SSHAP par Costanza Torre (LSE) en collaboration avec Elizabeth Storer (LSE) et Sara Vallerani (Université de Rome III).
