Abstract Rural tourism (agrotourism) in the world practice is a promising sector of the tourism industry, focused on the use of various resources of the rural area and its features to create a comprehensive tourist product. In Russia, such an understanding of agro-tourism has come in recent years, and the growing interest is confirmed by the interest not only of business representatives, but also of state authorities. The national project “Tourism and Hospitality Industry” will become an impetus for the development of domestic tourism and increase the competition of regions and territories in this area. The Orel region is fully involved in the development of agro-tourism. The region has a significant tourist and recreational potential for the development of rural (agricultural) tourism. The agro-industrial complex of the Orel region is the leading system-forming spheres of the region’s economy. Regional authorities actively support private businesses involved in the implementation of state programs in the field of rural tourism: “Development of investment and project activities in the Orel region” and “Development and support of small and medium-sized businesses in the Orel region”.

Анотація:
Recent studies highlight the need for a deeper understanding of the ways in which information systems, local government policy and community involvement affect the development of rural tourism. By using Structural Equation Modelling and Partial Least Squares (SEM-PLS), the current study aims to analyze the role of information systems, local government policy and local community engagement in rural tourism development. Using data from 69 participants in Watesjaya village, Bogor regency, the study analyzes multiple relationships among latent constructs. The data, encompassing variables such as system quality, information quality, local government policy, local community engagement, destination branding, and rural tourism development, undergoes meticulous reliability and validity assessments. Results from the SEM-PLS analysis unveil significant relationships and insights. Local community engagement emerges as a pivotal factor, positively influencing tourist satisfaction (0.499) and moderately affecting destination branding (0.239). However, local government policy exhibits a less pronounced positive impact on tourist satisfaction (0.069847) and a notable negative influence on destination branding (-0.300460), underscoring the need for policy realignment. Information quality paradoxically influences tourist satisfaction negatively (-0.185) and destination branding (-0.158), highlighting areas for strategic improvement. Meanwhile, information system quality positively affects tourist satisfaction (0.055) and significantly contributes to rural tourism development (0.783). This study provides a better understanding of stakeholders about rural tourism development by focusing on information system quality, information quality, local government policies, and local community engagement The study indicates that information system quality and local community engagement can be valuable indicators for boosting rural tourism development and improving tourist satisfaction.

The tourist itinerary concept refers to initiatives combining activities/attractions under a theme and stimulating business opportunities by developing products and services, in accordance with the cultural context and the interaction with the territory. Rural Development Policy serves as example. While not intended to promote tourism directly, it encourages the creation/rediscovery of tourist itineraries, including those that are food-related. We undertook a case study in northeastern Italy. Using a mixed research method, we aimed to appreciate the role played, within the EU Rural Development Programme of the Veneto region, by tourism and the tourist itinerary as a tool for territorial and traditional foods valorisation. Our first objective was to identify the correlations between the choice of certain types of tourism interventions and the territorial characterization by tourism. Through a correspondence statistical analysis, two analyses on the funding beneficiaries were carried out in particular on the period 2014–2020, depending on whether the issuing organization was the Veneto Region or a Local Action Group. The types of intervention on information and infrastructures for tourism, as well as on the redevelopment of cultural heritage, emerged of interest, in particular to public entities. Focusing on the LEADER areas, we examined, through semi-structured interviews, critical issues associated with the implementation of the Policy to grasp the degree of incisiveness of the examined Measures which place the tourist itinerary at the centre of the rural development. Our work shows that in the territories analysed, tourism is a driving force. There emerges, though, a need to refocus the Measures. This is to ensure that their effects are more durable, that eligible actors are more involved, and that there is less strategic redundancy in relation to other policies.

This research studies the rural development public policy and the rural tourism activity in Rosana and Presidente Epitácio municipalities in São Paulo State/Brazil and Santiago de Compostela and Padrón municipalities in Galicia/Spain. Thus, the general objective is to analyze the tourism territorialization process in rural areas and compare public policies for rural development based on case studies in the Pontal do Paranapanema region in the State of São Paulo and the Autonomous Community of Galicia/SP. The methodological procedures used comparative analysis, highlighting the experience of two Spanish municipalities, Santiago de Compostela and Padrón, to draw similarities and differences with the Brazilian cases. The main results obtained in Brazil derived from the actions of the National Program for the Strengthening of Family Agriculture (PRONAF). The research in Santiago de Compostela and Padrón identified the presence of rural tourism houses, which were restored through subsidies from European Union rural development policies. Rural tourism is the focus of major international scholarship. This paper contributes to policy debates about rural tourism in the Global South using the example of South Africa. Specifically, it points to a need for rethinking of rural tourism spaces for policy development in South Africa. Arguably, ‘rural spaces’ cannot be viewed homogeneously simply as places outside of cities; instead rural tourism spaces must be unpacked and differentiated. The South African case is of special interest in Global South scholarship because national government launched initiatives to prepare an appropriate rural tourism policy. It is argued that a spatially differentiated approach to rural tourism policy is useful and recommends as a starting point drawing upon best practice international research which identifies (at least) three different categories of rural space, namely fringe, exotic/remote and in-between rural spaces. Insight is provided of two examples of ‘in-between’ rural spaces in South Africa, namely Greater Giyani Local Municipality in Limpopo and Raymond Mhlaba Local Municipality in Eastern Cape.

Purpose: (1) Compile a baseline study of the potential of tourist objects and attractions as well as the readiness of community participation in the Community Based Tourism development model and forms of collaboration with relevant stakeholders; (2) Strengthening institutional and community empowerment in developing Kendran Tourism Village, as a community-based tourism village; and (3) Establishment of cooperation models and policies that can be developed by local governments and related stakeholders. Research methods: the method of documentation, questionnaires, interviews, and FGD. The collected data was then analyzed using existing condition analysis techniques, ADO-ODTWA assessment, participatory rural analysis (PRA), SWOT analysis, MACTOR analysis, and MULTIPOL analysis. Findings: Kendran Village as a tourist village, as well as its readiness for development were quite potential. The main policies that need to be prioritized include increasing the capacity of rural communities, strengthening village tourism institutions, packaging attractions / attractions for creating branding, and expanding and maintaining markets. Implications: the development of a single destination tourist village is the creation of branding, while the policy to increase the capacity of rural communities has the highest value in the multiple destination tourist village scenario. Tourism development policy in the Province of Bali refers to the concept of sustainable and quality tourism, through various multi-sector policies.

Rural tourism in foreign countries stably occupies a leading position in tourism industry. As practice shows, its establishment was accompanied by significant participation of the state in terms of the development of different measures and programs for supporting and promotion. The author has generalized foreign experience of such participation. This allowed distinguishing by criterion of the intensity of the efforts of state authorities aimed at the formation and development of the tourism industry in rural areas three types of state policy of development of rural tourism: active, passive and moderate. The article shows the features of these approaches in the formation of the base of strategic documents. As it can be seen from the materials of the article, along with the strategy and programs of development of rural tourism the special legal framework of rural tourism is formed. It is a part of an active state policy and regulates certain aspects, such as taxation, quality of service, etc. Moderate public policy of development of rural tourism is limited to the basic strategic documents, as well as individual measures of interagency cooperation and coordination of the instruments. Passive type of public policy in rural tourism is not systematic and consistent and is characterized by using of separate measures aimed at the development of rural tourism. The article shows the areas and peculiarities of building of interagency cooperation in the development of strategic decisions about the development of rural tourism in the framework of these public policy types. The differences in the coordination of the instruments of public policy of development of rural tourism at all levels of regulation are justified. Various intensities of cross-sectoral integration processes in the development of rural areas correspond to certain types of public policy in rural tourism.

Анотація:
The article considers the development of agritourism complexes of Ukraine during the last decade and the vectors of their further development. Factors of attractiveness of rural green tourism for urban residents have been identified. The peculiarities of recreation in the countryside have been clarified, namely: attractive time for recreation – summer vacations of tourists; acquaintance with the ethnicity and authenticity of the Ukrainian area; the compliance of the quality of services provided by agritourism farmsteads with the expectations of tourists. The motives for the creation of rural estates and the uniqueness of rural tourism are specified. In particular, the safety, environmental friendliness and accessibility of recreation in agritourism farmsteads are highlighted. The constraints on the development of green tourism are also the lack of funds to improve living conditions, rural infrastructure and the lack of clear legal support for the existence of this type of tourism, in particular the private sector, whose share in housing services is dominant. The gradual development of rural green tourism is demonstrated by expanding the scope of its services and improving their quality. Effective tools for promoting the tourist product in the countryside are public policy expressed in support of owners of agritourism farmsteads and «Strategy for tourism and resorts until 2026», implementation of effective communication policy with consumers of tourist services, and categorization and certification of rural farmsteads tourists (appropriate quality and environmental friendliness of the tourist product). The forecast of the number of rural estates by 2025 has been made. The importance of agritourism services is emphasized not only in the domestic market, but also in the international one. Attention is paid to the current situation in Ukraine, and not only the catastrophic consequences for the tourism industry, but also the prospects for the development of agritourism in the perspective of a full-scale Russian invasion.

Abstract Tourism in rural areas has been defined as all tourist activities conducted in rural areas. The development of tourism in rural areas is dependent on external factors (e.g. landscape attractiveness), as well as internal factors (e.g. involvement of local authorities and society). Hence, it is important to increase the tourism potential for further increase of local tourism, and in turn to intensify the social-economic development according to a sustainable policy and multifunctional rural development. The main aim of the present study was to indicate possibilities to improve tourism management of the Zbąszyń urban-rural commune. For this purpose the following detailed aims were set: to evaluate local society satisfaction with tourism development in Zbąszyń commune, to evaluate the natural-landscape state of the analyzed area, to designate a new tourist trail or to revise the existing trails, and to propose modernization of existing tourism infrastructure. The obtained results revealed that in the opinion of local society there is still not sufficient tourism development despite some natural-landscape values. Hence, activities connected with tourism enrichment should be mainly connected with designation of two new cycling trails and supplementation of tourist information signs and tables. All proposed activities leading to an increase of tourism potential should bear in mind social aspects as well as natural values and would have a positive effect on economic income of the area.

Rural tourism is a popular development tool in both developed and developing countries. However, rural economic development can be problematic when considering the diversity of resources and stakeholder groups. In the Republic of Armenia the current system of tourism development is not benefiting rural communities in the regions. This study seeks to provide a deeper understanding of community dynamics in the rural region of Goris through the study of tourism integration. A novel assessment tool is implemented which provides a systematic qualitative evaluation of stakeholder perceptions through which strengths and weaknesses of the local tourism sector are derived. Data extracted from semi-structured interviews provide a clearer understanding of current conditions that will provide valuable insight for policy and development initiatives that seek to maximize local cooperation and benefit. It is clear from this analysis that local strengths include endogenous natural, human, and historical resources, embedded community valuation of tourism, and complementarity. Local weaknesses are related to accessibility, inadequate infrastructure, information disparity and environmental stewardship. Recommendations are made for follow up, planning and implementation.

La poussée touristique chinoise s'est faite, et se fait encore, sur un modèle "quantitatif" aujourd'hui. Pourtant, des choses changent, en particulier dans les espaces ruraux et montagneux, avec l'accent mis par l'État chinois sur la revitalisation rurale et le nombre croissant d'une nouvelle génération de touristes de la classe moyenne. Cette thèse propose de s'interroger si un nouveau "modèle touristique chinois" émerge, à partir du district de Songyang, un territoire rural et montagneux en retard de développement situé dans la province parmi les plus riches et les plus innovantes. Il s'agit d'un modèle de mise en tourisme "qualitatif", éloignant de l'ancienne logique standardisée autour du tourisme qualifié comme "quantitative" ou "de masse". Ce travail met l'accent tout d'abord sur le rôle fondamental de l'État central et sur la construction de goûts "stéréotypés" dans l'esthétique paysagère des touristes afin de souligner le contexte politique, culturel et esthétique positif dans le développement du tourisme rural. Les rôles des investisseurs extérieurs et des architectes, en tant que porteurs de valeurs et de regards urbains, dans la mise en tourisme et dans la construction de l'image territoriale, ont été abordés. Néanmoins, nous remettons en question des hébergements ruraux de qualité et des architectures comme révélateurs du territoire et comme leviers du développement. Notre travail analyse ensuite les pratiques touristiques des touristes chinois dans la campagne. Nous nous interrogeons aussi sur la "ruralité" et l'"authenticité" recherchées par les touristes. L'intérêt de ce travail est également de montrer la valeur exemplaire et expérimentale du modèle de Songyang à d'autres zones rurales confrontées à des difficultés de développement
Tourism development in China has been, and still is, based on a "quantitative" model. However, the situation is changing, especially in rural and mountainous areas, with the Chinese government's focus on rural revitalization and the increasing number of new generations of middle-class tourists. This thesis proposes to examine whether a new "Chinese tourism model" is emerging, using Songyang County as the subject of this study, a rural and mountainous region located in one of the wealthiest and most innovative provinces. This is a "qualitative" model of tourism development, moving away from the "quantitative" or "mass" logic of standardization that has been described around Chinese tourism in the past. This thesis begins by emphasizing the fundamental role of the Chinese national government and analyzes the construction of "stereotypical" tastes in tourists' landscape aesthetics to highlight the active political, cultural and aesthetic context in rural tourism development. The role of outsider urban investors and architects, as bearers of urban values and perspectives, in tourism and territorial image building has been discussed. However, we question the role of high quality rural accommodation and architecture as levers for the revelation and development of the territory. This thesis then analyzes the tourism practices of Chinese tourists in the countryside. We also question the "rusticity" and "authenticity" sought by tourists. This work is also relevant to show the exemplary and experimental value of the Songyang model to other rural areas facing development difficulties

This study aimed at analyzing the new National Policy of Technical Assistance and Rural Extension in relation to rural tourism concerning the local development. More specifically, it tried to understand if tourism as a productive activity is being contemplated by the proposals of the Policy and if the practice of the extensionists from the Agronomic Institute of Pernambuco (IPA) incorporates tourism in the family agriculture. The theoretical background to new ruralities and rural tourism was based on authors such as: Del Grossi and Silva; Veiga; Almeida; Campanhola and Silva; Cavaco; Ruschman; Silva, Vilarinho and Dale; and Novaes. The insight into local development was brought by authors such as Franco; Oliveira, and Tauk Santos. In addition, the perspective of Rural Extention was strengthened by authors such as: Callou; Caporal; Lima and Figueiredo; and Tauk Santos. Employing a methodology based on qualitative research, with the use of bibliographic and documental analysis, direct observation and interviews, this study found that significant transformations have been taking place in the countryside. In this context, rural tourism emerges with a possibility of contributing in the building of local development. The public sector can play an important role in this process through the service of Ater. With the field research that was conducted, we could observe that Pernambuco’s extensionists have not used the guidelines for rural tourism in family agriculture yet created by the Federal Government. Although IPA has been undergoing some changes that have improved the working conditions of the Ater agents, there are still difficulties that hamper the support for tourism, such as: insufficient number of professionals, extensionists graduated mainly in Agricultural Sciences, inefficiency of tourism business training, and a view that reduces the possibilities of tourism in the family agriculture to the commerce of handcrafts. These findings point out that the actions concerning the support, implementation and investment for tourism in family agriculture in Pernambuco are far from ideal.
Este estudo teve como objetivo analisar a nova Política Nacional de Assistência Técnica e Extensão Rural em relação ao turismo rural, voltado ao desenvolvimento local. Especificamente, buscou-se avaliar se entre as propostas da Política está sendo contemplado o turismo como atividade produtiva e até que ponto as práticas de Assistência Técnica e Extensão Rural (Ater) dos extensionistas do Instituto Agronômico de Pernambuco (IPA) incorporam o turismo na agricultura familiar. O aporte teórico sobre novas ruralidades e turismo rural fundamentou-se em autores como: Del Grossi e Silva; Veiga; Almeida; Campanhola e Silva; Cavaco; Ruschmann; Silva, Vilarinho e Dale; e Novaes. O olhar sobre o desenvolvimento local foi trazido a partir de autores como: Franco; Oliveira; e Tauk Santos. Já a perspectiva da Extensão Rural foi fortalecida por autores como: Callou; Caporal; Lima e Figueiredo; e Tauk Santos. A partir de uma metodologia baseada em pesquisa qualitativa com uso de análise bibliográfica e documental, observação direta e entrevistas, o estudo constatou que significativas transformações vêm ocorrendo no campo e, nesse contexto, surge o turismo rural com a possibilidade de contribuir na construção do desenvolvimento local. O poder público pode desempenhar um importante papel nesse processo por meio do serviço de Ater. Através da pesquisa de campo realizada observou-se que os extensionistas de Pernambuco ainda não se apropriaram das diretrizes para o turismo rural na agricultura familiar concebidas pelo Governo Federal. Apesar do IPA estar passando por um processo de transformação que vem melhorando as condições de trabalho dos agentes de Ater, ainda existem dificuldades que atrapalham o apoio ao turismo, como: número insuficiente de profissionais, extensionistas formados quase exclusivamente nas Ciências Agrárias, ineficiência das capacitações voltadas ao turismo e interpretação que reduz as possibilidades do turismo na agricultura familiar ao comércio de artesanato. Esses resultados apontam que ainda são incipientes as ações voltadas ao apoio, implantação e fomento do turismo na agricultura familiar em Pernambuco.

Bicycling is a method of tourism transportation that is healthy, non-invasive, environmentally responsible, and economically sustainable. It allows freedom, mobility, and sightseeing potential that is not made possible by other modes of transit. Thousands of bicycle tourists travel from all over the globe annually to explore California on touring bikes via established cycling routes and robust determination. Thousands of additional domestic and international visitors take weekend trips, plan family vacations, travel for business, or tour California from abroad, many of whom are excellent candidates for local and regional bicycle touring at a more gentle intensity level. The increasing popularity and prominence of bicycle tourism, among both domestic and international travelers, carries great potential for economic benefit to local communities. Rural and agricultural communities can particularly benefit from bicycle tourism, as these communities do not normally experience the benefits of tourism as significantly as their urban, coastal or mountainous neighbors. Tourism that is developed in accordance with the size, scale, constraints and character of a particular community can have a beneficial effect on the economics and industry of the area. Infrastructure projects to this effect, such as development of a town or regional trail system, wayfinding features, or other resources come with benefits for visitors and locals in the form of recreation, public health, mobility, and access to food, drink, amenities, scenic areas, jobs and commerce. Trails may further improve the economy of the local housing market, as proximity to trails has a positive effect on housing values. Incorporation of agricultural destinations into local tourism planning creates a draw for visitors and can become a mutually beneficial relationship – contributing to the economic stability of the agriculture industry, preserving local farm lands, increasing tourism revenue and educating the public on the importance of local farming. Through careful planning of the touristic components of the destination, rural communities can achieve multifaceted economic benefits of diverse and versatile tourism amenities.

Resumo: o turismo no espaço rural, especialmente o agroturismo, intensifica-se no período da sociedade denominada pós-moderna. Pois, se durante o período da Revolução Industrial houve certo domínio das cidades sobre as atividades rurais, numa sociedade caracterizada como pós-industrial ou pós-moderna, parece haver uma revalorização do campo em função de seu espaço estar mais próximo da natureza, ou melhor, as transformações que aconteceram no seu território foram menores, pelo menos aparentemente, comparando-se àquelas que ocorreram nos espaços urbanos. As diversas modalidades do Turismo no espaço rural são encontradas pelos agricultores como complementação de renda em função das mudanças que ocorreram neste território. Diante da importância atribuída ao agroturismo, a primeira hipótese elaborada baseou-se em que o agroturismo contribui para aumentar a renda, gerar emprego, criar condições para fixar a população no campo, valorizar sua cultura e desenvolver práticas voltadas à apreciação da paisagem e à preservação ambiental. Desta maneira, o agroturismo aparece como uma alternativa para os agricultores familiares. A partir de observações iniciais, tanto em Cunha, como em Santo Antonio do Pinhal, elaborou-se outra hipótese na qual no espaço rural, se, de um lado o turismo é uma alternativa para os agricultores familiares, por outro lado está deslocando a população do campo por conta da valorização das terras, que essa atividade proporciona. Pela falta de alternativas para permanecer no campo, o agricultor vende sua.propriedade, muda-se para a cidade ou volta como empregado para trabalhar na sua antiga unidade de produção. E quem desenvolve o turismo são os neo-rurais, ex-citadinos que vêm fixando residência no campo. Objetivou-se neste trabalho analisar o desenvolvimento da atividade turística no espaço rural, em alguns municípios do estado de São Paulo, buscando entender de que maneira ele pode contribuir para o desenvolvimento local e qual é o papel das políticas públicas para sua concretização. Foram escolhidos os municípios de Cunha, Santo Antonio do Pinhal e Louveira com base no critério de possuir atividades turísticas no espaço rural e de ter presença significativa de agricultores familiares. Na verdade, a busca neste trabalho pela condição e valorização do turismo no espaço rural enquanto um fator de fixação do homem no campo através do aumento de renda e emprego, não se concretizou, com exceção do que se pôde analisar em Louveira. Ao invés disso, o que se detectou foi o fato de agricultores tradicionais darem lugar a atividades turísticas na forma de pousadas no espaço rural, desenvolvidas por uma população originária de outros centros urbanos que buscam atividades alternativas e o sossego do campo. Trata-se de wna nova categoria denominada de neo-rurais, a exemplo do que vem ocorrendo em países da Europa Ocidental
Abstract: The tourism in rural areas, specially the agro-tourism, intensifies in the society period called postmodem. Because, if during the Industrial Revolution there was kind of a domination from the cities on the rural activities, in a society characterized as postindustrial or postmodem, it seems to have a new appreciation on the countryside in function of its space be near to the nature, or in other way, the transformations that happened in its territory were smaller, at least apparently, comparing to the ones that happened on the urban spaces. The different modalities of the Tourism on the rural space are found by the agricultures as an income complementation in function from the changes that happened on this territory. In front ofthe importance attributed to the agro-tourism, the first hypotheses elaborated was based in that the agro-tourism contributes to improve the income, generates employment, create conditions to fix the rural population, values their culture and develop practices towards to the landscape appreciation and to the environment preservation. In this way, the agro-tourism appears as an altemative to the familiar farming. From this initial observations, as in Cunha, as in Santo Antonio do Pinhal, it was elaborated a hypotheses where the rural space, if, in one hand the tourism is an altemative to the familiar faming, in other hand is dislocating the countryside population because of the land valorization, that this activity provides. For the lack of altematives to stay in the countryside, the agriculturist sells his property, moves to the city or goes back working as an employee in his fotmer production unity. And who develops the tourism are the neo-rural, former city dwellers that come fixing residence in the countryside. It was aimed in the research analyzing the development from the touristy activities on the rural areas, in some cities from São Paulo State, seeking to understand in which way it can contribute to the local development and what is the role from the public policies the accomplishment. It was chosen the cities of Cunha, Santo Antonio do Pinhal and Louveira based on the criteria of possessing touristy activities in the rural space and the significant presence from the familiar farming. Actually, this research seek the tourism conditions and value on the rural space as a factor of man fixation on the countryside through the income and employment increasement, it didn't accomplish, with the exception on what was analyzed in Louveira. Instead of this, what was detected was the fact to the traditional framings giving space to the touristy activities in the way of small hostels on the rural space, developed by a population originated from other urban centers that searched for altematives activities and the peace from the countryside. It treats from a new category denominated by neo-rural, as example from what has happening on the Occidental Europe countries

This thesis aims to perform an analysis of the potential and challenges of rural tourism in the municipality of Apodi, RN, Brazil, considering the possible interfaces between family farming and tourism, in the context of the Regionalization Program of Tourism (PRT) and the National Program for the Strengthening of Family Farming (PRONAF). For this purpose, we collected primary and secondary data on these programs and on the socioeconomic context of the municipality. In addition to collecting and analyzing data, semi-structured interviews were performed with stakeholders directly and indirectly involved with tourism development and family farming. We found that, among these stakeholders, the PRT has not been adopted as a strategy for development of the tourism. Moreover, it is noted that actions are needed for planning of the tourism, for the implementation of infrastructure and for training of the local entrepreneurs. Matters of social organization of the rural population, consolidation of settlements and ways of agroecological production, were highlighted as elements that promote rural tourism and reflect on broader social issues in the municipality. Considering the PRONAF, the interlocutors stressed the importance of this program for the promotion of the development and improvement of the quality of life in Apodi. Besides the aspects related to infrastructure and equipments for agricultural production, it was also highlighted the importance of learning from training courses, which favored the strengthening of productive chains. Considering the integration of family agriculture and tourism, it is noteworthy that acquired experiences of agrarian reform settlements plays an significant role in the exchange of experiences between visitors and visited, having the knowledge and social mobilization as main vectors for the promotion of tourism. Thus, it is possible to broaden the participation of the local stakeholders and to promote tourism in a planned manner, favoring community-based initiatives and local identity.
Esta disserta??o tem o objetivo de realizar uma an?lise das potencialidades e dos desafios do turismo rural no munic?pio de Apodi (RN), considerando as poss?veis interfaces entre a agricultura familiar e o turismo, ? luz do Programa de Regionaliza??o do Turismo (PRT) e do Programa Nacional de Fortalecimento da Agricultura Familiar (PRONAF). Para tanto, foi necess?rio o levantamento de dados prim?rios e secund?rios sobre os programas em quest?o e o contexto socioecon?mico do munic?pio estudado. Al?m da coleta e an?lise de dados, foram realizadas entrevistas semiestruturadas com interlocutores envolvidos, direta e indiretamente, com o desenvolvimento do turismo e da agricultura familiar. Constatou-se, dentre os entrevistados, que o PRT n?o ? adotado como estrat?gia para o desenvolvimento do turismo. Al?m disso, foi salientada a necessidade de a??es direcionadas ao planejamento da atividade tur?stica, a implanta??o de infraestrutura e a capacita??o dos empreendedores locais. Quest?es relacionadas ? organiza??o social da popula??o rural, ? consolida??o dos assentamentos e ao modo de produ??o agroecol?gica foram destacadas como elementos que podem favorecer o turismo rural, al?m de repercutir em quest?es sociais mais amplas no munic?pio. Quanto ao PRONAF, os interlocutores entrevistados salientaram a import?ncia do programa para a promo??o do desenvolvimento e melhoria da qualidade de vida em Apodi. This research project examines resources and services to prevent families and children from entering the child welfare system in a rural town in Southern California. There is constant struggle to get the adequate services, resources and trained staff in this rural area because it is isolated and it takes about two hours’ travel time to get to the metropolitan cities. The literature review discusses child welfare services challenges, strengths and social capital to support families and children as well as the child welfare system itself in rural areas. Constructivism is the appropriate framework for this research project, because the goal of this study will be based on an exchange of understanding and ideas; therefore, the nature of the study is subjective. The engagement stage was an important stage for the constructivist approach. The researcher analyzed transcripts from the interviews and group meetings using thematic analysis to examine participants’ concerns and their perceptions of the community’s resources. Further, the participants, guided by the researcher, worked together to develop a strategic action plan to address child abuse and neglect in this community. This project encouraged community leaders to discuss the community’s strengths and main concerns related to child abuse and neglect. Interestingly, these strengths and concerns often mirror one another. Participants’ perceptions and recommendation are about safety, connectedness, human services access and child welfare of the focused rural town.

Проаналізовано стан розвитку сільського туризму в Одеській області, соціально-економічний розвиток регіону, його туристичний потенціал та інфраструктура розміщення сільського туризму. Запропоновано стратегічні напрямки розвитку сільського туризму в Одеській області. Розроблено комплекс рекомендацій щодо розвитку сільського туризму в Болградському районі на прикладі Сільськогосподарського обслуговуючого кооперативу «Ресурскомпані Кубей».
Diploma thesis deals with the theoretical and methodological foundations of the study of recreational activities in rural areas, highlights the concept of rural areas and the role of rural areas in tourism, examines the concept of rural tourism and regulations providing tourism in rural areas, comparative characteristics of rural tourism in Eastern Europe. The state of rural tourism development in the Odesa region, socio-economic development of the region, its tourist potential, and rural tourism infrastructure are analyzed. Strategic directions of rural tourism development in the Odessa region are offered. A set of recommendations for the development of rural tourism in the Bolgrad region has been developed on the example of the Agricultural Service Cooperative "Resource Company Kubei".

Abstract This chapter is a synthesis of proposed recommendations to authorities and agencies at all levels (national, regional, and local) relating to the development of creative tourism initiatives in small cities and rural areas. It is centrally informed by the needs of the CREATOUR ® pilot organizations in Portugal, which were articulated within discussions between researchers and practitioners. The study also considers public policies related to rural tourism development and the types of public policies needed to foster and support cultural and creative organizations in small cities and rural areas. The recommendations recognize and reinforce the need to develop new structures to foster ongoing interconnections between the cultural and tourism sectors.

AbstractAgent-based modelling (ABM) is a computer-based system to simulate the interactions, relationships and behavior of individual agents in a defined spatial context. Due to its stochastic and heterogenic nature, the method has the potential to represent the complexity of the tourism system with a broad range of possible applications. In the context of visitor flow management for instance, ABM can function as a possible decision support tool for policy makers to better understand and evaluate the dynamics of future scenarios and proposed policy changes towards a more economically, socially and environmentally resilient tourism development altogether. The following paper discusses the potential and implications of agent-based models in tourism research with a complex system approach in regard to ABM’s inherent elements of agents, interactions and environment. It introduces the planned application of ABM in an ongoing project dealing with visitor flows in an urban as well as rural destination context and draws up possible implications for sustainable tourism development.

Анотація:
Cooperation and research on related issues in the tourism sector is still topical as virtually no new tourism offer is possible without cooperation. This has been confirmed by previous studies. However, in the context of community initiatives, cooperation in tourism has not been analysed very much. The aim of the paper is to analyse community cooperation in rural tourism development on the basis of content analysis of the LEADER projects and previous studies on collaboration. Cooperation is based on the understanding and exchange of information facilitated by existing and new forms of common actions between public and private actors. The results reveal that community cooperation for the development of rural tourism in Latvia can be seen as structural with the Rural Support Service as a central actor, which is responsible for the uniform implementation of the state’s and European Union’s support policy in Latvia, monitors compliance with agricultural legislation and regulates the conditions of all involved. At regional level, cooperation is coordinated by rural partnerships and governed by their strategies that sets clear objectives for local action in communities.

Rural areas in Italy account for more than 90% of the national land area: in many of them, which are mainly dedicated to agriculture, poor socio-economic development is causing depopulation phenomena, so new means must be sought to develop the agri-food sector. The study highlights the role of ICT in the development of rural areas, describing, in particular, the functions of an innovative web portal that promotes typical food and “food & wine” tourism. Case study. We describe the design of the new web portal 'lacucinacampana.it', relating to a southern Italian region (Campania), which is, however, exportable to any area wishing to promote agri-food products. The portal intends to offer in an integrated manner all contents related to typical food from Campania: food products with their suppliers, local dishes with the restaurateurs that offer them, associated places with their tourist attractions, itineraries, food and wine experiences. All content is available in 11 languages to expand the online market and facilitate foreign tourists in Italy. The portal promotes the sale of typical food products and wine and food tourism, which are fundamental levers for the development of rural areas. This study complements the modest literature on portals used for agricultural development. It can act as a driver for fur ther developments in ICT technologies for agricultural development. The research highlights significant potential for gains for the suppliers registered for the portal, which should be brought to the attention of public policy and trade associations.

Анотація:
The problem of the research is maintaining the sustainability of tourism development in the regions of Latvia, taking into account COVID-19 pandemic impact and instable economic situation. The aim of the research is to analyse existing prerequisites of the sustainable tourism development and conformity of adopted measures to support tourism enterprises. The tasks of the research include analysis of existing industry indicators, supportive measures and strategical vision of long term development. The research question is to consider if short-term proposed measures and long-term strategical plans are enough to ensure the development and sustainability of the tourism industry in the country and its regions. The major differences exist in the tourism industries of different EU states and that there is no single solution for all. Existing UNWTO tourism recovery strategies as well as existing Latvian state short term supportive measures and long term strategical vision provide only partial solutions to a problem. However, the situation changes dynamically and requires a new kind of evidence-based policy to establish continuous sustainable tourism industry development in the post COVID-19 era taking into consideration state and regional existing prerequisites for industry development in the country.

Анотація:
The development of small towns in Latvia is strongly affected by the growth of the tourism industry. New tourism products and sightseeing objects are created to develop local tourism and increase the number of visitors to cities/regions owing to municipal support. It has been found that in artisanal quarters, product sales and educational masterclasses create a new added value for tourism, thereby contributing to the sustainable development of the area. The first part of the research explained the role of crafts and artisans in urban development. The second part of the research performed a comparison of the operational patterns of current houses and centres of crafts, conducted an expert survey of administrators of the houses and centres of crafts and identified the demand for artisan products by the population and their interests in the development of the Jelgava Old Town street quarter. The research has concluded that in order for crafts to survive, national and local government support is needed for creating houses, centres, quarters and streets of crafts, improving the infrastructure for artisans to work and for tourists to visit them. Municipalities need to develop and implement a policy and a programme for craft development. Crafts have transformed into the cultural industry and in many autonomous communities, the craft competences have merged with tourism and contributed to a broad supply of products and have become important for the development of the area. Overall, the number of visitors to some Jelgava city tourism facilities increased in 2018, yet the total number of visitors decreased. This indicates that the city needs new local tourism facilities. Four operational patterns of houses and centres of crafts were identified in Latvia. Crafts as an important and supportive activity to be developed are incorporated in a number of European, national, Zemgale planning region, Jelgava city and region development strategies and programmes, thereby emphasizing the support needed for traditional artisan activities. Respondents highly rated the need for a house of crafts in the Jelgava Old Town street quarter – 45% expressed very convincing opinions, while 42% rated it as average. The main benefits in the context of craft functions pertain to the cultural and historical heritage and social value. Further research studies are needed to analyse the economic and creative/innovative functions of crafts.

Анотація:
Sustainable and balanced recovery is a key factor to ensure the economic performance. Two-speed recovery pattern is already observed. Three-speed recovery represents the most likely pattern of recovery in majority in the EU countries in the post-COVID era due to the common dramatic decline in transport and tourism, relative minor impact on large part of essential manufacturing and services. It is believed that we will face large increase in air transport, minor increase in boomed courier and postal sector, and stability in other transport branches. The findings argue that urban areas are shocked more and modelled recovery scenarios reveal faster recovery compared to rural areas. Policy makers and government are encouraged to relocate and modify the recovery plans to stimulate balanced reginal recovery, reducing imbalances, rural-urban migration and rural-urban income inequality.

Анотація:
The main European policy for rural areas is the Common Agricultur­al Policy (CAP). Regarding the involvement of local communities, CAP, through the LEADER program, contributes to the promotion of a community-led local development strategy, supporting development projects initiated at the local level by Local Action Groups. For good functioning and achieving high efficien­cy, LAGs resort to the implementation of participative management in the or­ganization. In the presented work, we propose to analyze the importance of participative management within an organization of this type – LAG “Eremia Grigorescu 1863” Galati and the contribution to the establishment of new busi­nesses, the promotion of tourism, the creation of jobs, which lead to the sustain­able development of rural economy in the South-East Region of Romania. The involvement of the LAG staff in the decision-making process led to the enrich­ment of the level of culture and professional training of the employees, facilitat­ing the achievement of remarkable results in terms of the association. We used the Multi-criteria Analysis to check the way of making decisions within the Lo­cal Action Group.

Анотація:
The term creative industries began to be used in the second half of the nineties of last century, and since then it has started to appear in scientific research as well in the policy planning documents and processes in Latvia. For example, The Sustainable Development Strategy of Latvia until 2030 emphasizes both the importance of creative industries and the connection with the formation of a creative urban environment. The National Development Plan of Latvia for 2021-2027 highlights the importance of development of small businesses, including in creative industries and tourism in economically weaker regions. However, the development of creative industries entrepreneurship in the regions of Latvia is a little-studied topic so far. Previous studies on creative industries focus on their development in Riga, on their role in economic development and on general conceptual ideas. Aim of this study is to analyse activities set in the municipal planning documents to promote the development of creative industries and to assess the impact of creative industries entrepreneurship on regional development. The research is based on the analysis of the regional policy planning documents and on interviews with representatives of creative industries and with regional development planners. Research results showed that, while national policy planning documents stress that creative industries have an important role in the regional development, only a small number of local development plans highlight this role. Moreover, these documents are not always properly and effectively implemented. On the other hand, case studies showed that appropriate initiatives foster entrepreneurship in creative industries and they can play a key role in regional development.

With its agricultural policy, the European Union wants to encour­age member states to invest in agricultural production, production and pro­motion of quality agricultural products, care for the environment, develop­ment of rural areas, increase market transparency, and encourage innova­tion in agriculture. The main challenges for agricultural production in the European Union are global market competition, economic and political cri­ses, climate change and rising costs of production factors. The European Union wants to provide support for the sustainable income of agricultural holdings and the stability of the agricultural sector, and it contributes great­ly to the financing of agriculture in the member states. In this way, the aim is to ensure the long-term security of the food supply and the agricultural diversity of the member states. The paper states the objectives of the agri­cultural policy of the European Union, researches and analyzes data on the number of employees in agriculture, the age structure of farmers, the size of agricultural holdings, agricultural and livestock production, fishing and promotional activities of agricultural production in the European Union.
