Rule Responder is a Pragmatic Web infrastructure for distributed rule-based event processing multi-agent eco-systems. This allows specifying virtual organizations — with their shared and individual (semantic and pragmatic) contexts, decisions, and actions/events for rule-based collaboration between the distributed members. The (semi-)autonomous agents use rule engines and Semantic Web rules to describe and execute derivation and reaction logic which declaratively implements the organizational semiotics and the different distributed system/agent topologies with their negotiation/coordination mechanisms. They employ ontologies in their knowledge bases to represent semantic domain vocabularies, normative pragmatics and pragmatic context of event-based conversations and actions.

Hanabi is a multiplayer cooperative card game, where only your partners know your cards. All players succeed or fail together. This makes the game an excellent testbed for studying collaboration. Recently, it has been shown that deep neural networks can be trained through self-play to play the game very well. However, such agents generally do not play well with others. In this paper, we investigate the consequences of training Rainbow DQN agents with human-inspired rule-based agents. We analyze with which agents Rainbow agents learn to play well, and how well playing skill transfers to agents they were not trained with. We also analyze patterns of communication between agents to elucidate how collaboration happens. A key finding is that while most agents only learn to play well with partners seen during training, one particular agent leads the Rainbow algorithm towards a much more general policy. The metrics and hypotheses advanced in this paper can be used for further study of collaborative agents.

In this study, we tackled the problem of distributed reasoning in environments in which agents may have incomplete and inconsistent knowledge. Conflicts between agents are resolved through defeasible argumentation-based semantics with a preference function. Support for dynamic environments, where agents constantly enter and leave the system, was achieved by means of rules whose premises can be held by arbitrary agents. Moreover, we presented a formalism that enables agents to share information about their current situation or focus when issuing queries to other agents. This is necessary in environments where agents have a partial view of the world and must be able to cooperate with one another to reach conclusions. Hence, we presented the formalization of a multi-agent system and the argument construction and semantics that define its reasoning approach. Using example scenarios, we demonstrated that our system enables the modeling of a broader range of scenarios than related work.

Purpose Reactive rules are used for programming rule-based Web agents, which have the ability to detect events and respond to them automatically and can have complex structure and unpredictable behavior. The aim of this paper is to provide an appropriate formal framework for analyzing such rules. Design/methodology/approach To achieve this goal, the authors give two alternative semantics for the basic reactive rules’ families which allow us to specify reactive rule-based agents and verify their intended behavior. The first approach expresses the functionality of production and event condition action rules in terms of equations, whereas the second methodology is based in the formalism of rewriting logic. Both semantics can be expressed within the framework of CafeOBJ algebraic specification language, which then offers the verification support and have their advantages and downsides. Findings The authors report on experiences gained by applying those methodologies in a reactive rule-based system and compare the two methodologies. Originality/value Finally, the authors demonstrate a tool that translates a set of reactive rules into CafeOBJ rewrite rules, thus making the verification of reactive rules possible for inexperienced users.

This dissertation describes ESCAPE (Expert Systems in Computer Animation Production Environments), a multi-agent animation system for building domain-oriented, rule-based visual programming environments. Much recent work in computer graphics has been concerned with producing behavioural animations of artificial life-forms mainly based on algorithmic approaches. This research indicates how, by adding an inference engine and rules that describe such behaviour, traditional computer animation environments can be enhanced. The comparison between using algorithmic approaches and using a rule-based approach for representing multi-agent worlds is not based upon their respective claims to completeness, but rather on the ease with which end users may express their knowledge and control their animations with a minimum of technical knowledge. An environment for the design of computer animations incorporating an expert system approach is described. In addition to direct manipulation of objects on the screen, the environment allows users to describe behavioural rules based upon both the physical and non-physical attributes of objects. These rules can be interpreted to suggest the transition from stage to stage or to automatically produce a longer animation. The output from the system can be integrated into a commercially available 3D modelling and rendering package. Experience indicates that a hybrid environment, mixing algorithmic and rule-based approaches, would be very promising and offer benefits in application areas such as creating realistic background scenes and modelling human beings or animals either singly or in groups. A prototype evaluation system and three different domains are described and illustrated with preliminary animated images.

L’objet de cette thèse est d’analyser l’évolution du marché des paiements de détail avec en toile de fond la constitution d’un espace unique pour les paiements en Europe. Notre analyse révèle notamment que ce marché évolue selon la théorie de la Reine Rouge ; en effet, sous le poids de la concurrence, les prestataires de service ne cessent de créer des moyens de paiement de plus en plus innovants afin de maintenir leur part de marché. Paradoxalement, la demande, elle, évolue plus lentement, essentiellement à cause des habitudes difficiles à changer. Pour la dynamiser, régulateur et industrie bancaire ont mis en œuvre de nombreux moyens. Notre étude révèle ainsi que bien que les facteurs sociodémographiques, technologiques et économiques déterminant les comportements de paiement varient et n’ont pas le même impact d’un pays à un autre, certains Etats présentent néanmoins suffisamment d’homogénéité pour appartenir à une même zone de paiement optimale. En outre, nous démontrons que l’harmonisation des pratiques bancaires et des réglementations mise en place pour la réalisation du marché unique a conduit à une convergence des comportements de paiement en Europe. Par ailleurs, en analysant le cas particulier des paiements par carte, nous développons un modèle multi-agents permettant de mettre en évidence l’importance des pratiques tarifaires telles que la commission d’interchange ou la règle de non-discrimination sur la concurrence entre instruments, intermédiaires et systèmes de paiement. L’expérimentation artificielle de ce modèle dévoile les conditions nécessaires à l’efficacité de la réglementation de ces pratiques par l’Etat
The purpose of present thesis is to study the evolution of the retail payment market. This work is set against a backdrop of the creation of a single payment area in Europe. Our analysis reveals that this market is subject to the Red Queen dilemma; indeed, because of intense competition, payment service providers are forced to a constant evolution of technology in order to maintain their market share. Paradoxically, the demand for payment instruments tends to move slowly, basically because habits are difficult to change. To improve the dynamism of the demand response to innovation, regulator and banking industry have implemented new policies and procedures that encourage the development of trans-border payments. Thereby, although the sociodemographic, technological and economic factors which influence payment behaviours vary and don't have the same impact from one country to another, we find some remarkable homogeneity across countries that are eligible to form an optimal payment area. Besides, we show that the harmonization of the banking laws and products led to a convergence of the payment behaviours in Europe. In addition, by analyzing the case of the payment card industry, we develop an agent-based model which highlights the effects of the tariff practices such as the interchange fee or the no-surcharge rule, on competition within and between payment systems. The computational simulation of this model reveals necessary conditions to achieve the desired result of the regulation of these practices

In this work, we addressed the problem of developing an agent-based artificial general intelligence that can be implemented in compact and power-efficient electronic hardware. We proposed an approach intended to show the feasibility of using this conceptual hardware-based architecture to replicate simple cognitive behaviours. This research started with surveys on cognitive behaviours and their decision-making architectures and compared them with a production rule-based parallel processing computation architecture. In order to demonstrate their potential, a sample case study of the homing behaviour of honey bees was undertaken to demonstrate the possibility of reproducing cognitive behaviours using a production rule-based cognitive architecture. We developed rule-based agents for a mobile platform which, under experimental conditions, made decisions to retrace its path back to a target position by comparison with the reference images. The agent made consistent overall cognitive decisions using fuzzified elements and guided the system reliably to target positions. Then, the research shifted to finding cognitive data representations and constructing cognitive decision-making structures in that production rule-based system. We introduced a new symbolic way of describing the significant features in an image, which is to use a collection of fuzzy symbolic elements to describe the characteristics of the current environmental information. It filtered out any unnecessary details, yet retained sufficient information describing the frame to enable reliable comparisons between images for the purposes of navigation. Numerical data were converted into fuzzy symbolic representations of the surrounding environment. The modified Fuzzy Inference System includes the reasoning rules used to support the cognitive decision-making process. One of the main disadvantages of a rule-based approach is the effort spent on developing rules. In order to reduce the workload of developing rules manually for agents, a modified Association Rules Mining (ARM) method was introduced to discover effective rules for agents autonomously, based on training data sets. This novel rule development method has been demonstrated through a trainable autonomous parking system, which can develop rules for autonomous parking agents.

With the rapid development of computer and internet technology. After the Information Revolution, E-commerce is more and more popular. In recently year, the demand of E-commerce increases gradually. So designing and developing the platform for E-commerce are very important. In this virtual market, there are great mount of data, which like transaction data, customer data, etc. This is a challenge that to search and collect data in this market completely, and apply the suitable data mining technique to extract summary information and rule from very large historical data in this E-commerce platform. We can derive knowledge and obtain more commercial information. So we use mobile agent technique to construct an E-commerce infrastructure. In this infrastructure, we apply data warehouse, data mining and OLAP technique to derive and extract knowledge and rule information. Integrated all useful information to dispose these information optimizations in this market. Mining hided pattern and finding information, which have commerce value from data warehouse on this platform. In order to make decision rapidly and precisely in marketing, we apply data mining and OLAP techniques appropriately, and construct an E-commerce infrastructure completely. The major contribution of this paper is using mobile agent to construct an E-commerce infrastructure. In this platform we collect data completely to build a data warehouse. By applying OLAP and data mining techniques, we can extract data, integrate and manage information. And then we will combine ERP (Enterprise Resource planning) and CRM (Customer Relation Management) to E-commerce marketing to complete our system.

This commentary focuses on Article 2.2.8 of the UNIDROIT Principles of International Commercial Contracts (PICC) concerning sub-agency. In most countries, the default rule is that the agent is not permitted to delegate its authority. This rule is generally based on the confidential nature of the agency relationship. Art 2.2.8 stipulates that an agent has implied authority to appoint a sub-agent to perform acts which it is not reasonable to expect the agent to perform itself. This commentary discusses the requirements of sub-agency, the consequences of delegation of authority, cases where the sub-agent affects the legal relations of the third party, and burden of proof relating to sub-agency.

This chapter begins with a brief discussion of the need for a new approach to modeling party competition. It then makes a case for the use of agent-based modeling to study multiparty competition in an evolving dynamic party system, given the analytical intractability of the decision-making environment, and the resulting need for real politicians to rely on informal decision rules. Agent-based models (ABMs) are “bottom-up” models that typically assume settings with a fairly large number of autonomous decision-making agents. Each agent uses some well-specified decision rule to choose actions, and there may be considerable diversity in the decision rules used by different agents. Given the analytical intractability of the decision-making environment, the decision rules that are specified and investigated in ABMs are typically based on adaptive learning rather than forward-looking strategic analysis, and agents are assumed to have bounded rather than perfect rationality. An overview of the subsequent chapters is also presented.

This book addresses the politics of higher education in Imperial China during the Northern Song period (960-1127). How did different political agents -- namely emperors, scholar-officials, teachers and students -- interact in shaping the Imperial University and compete over different agendas? Earlier studies often conceived the Imperial University as a static institution and framed questions within the context of institutional and social history. Building on recent insights/developments in new political history, this book is distinctive for its emphasis on the fluid political processes shaping institutional changes and the interaction of the people involved. Based on a close reading of the surviving records of court archives, chronological accounts and biographical materials of individual agents, the author shows the agendas behind the structures and regulations of the Imperial University and the ways in which they actually functioned, among them the assertion of autocratic rule, the elimination of political opposition, and the imposition of strict morality. Competitions and negotiations over these agenda, the author proposes, lead to changes in educational policies, which did not occur in a linear or progressive fashion, but rather back-and-forth due to ongoing resistance.

Postoperative and acute pain remains uncontrolled in many instances, leading to the risk of development of chronic pain syndromes. After tissue damage, activation of postsynaptic NMDA receptors, also induced by opioid administration, plays a key role in postoperative pain sensitization, allodynia, and hyperalgesia. Pain intensity may depend on sex, age, anxiety, and genetic factors but in clinical practice, surgical procedure is the main determinant of pain, although pain may vary from one patient to one another. Serial pain measurements are mandatory to assess pain intensity and to guide pain treatment. They are based on unidimensional simple pain scales. Multimodal analgesia combining opioid and non-opioid agent and regional block or infiltration is the rule postoperatively, although evidence is sometimes lacking to support all the combinations commonly used. Opioids should be used on demand while other agents are administered systematically. Non-steroidal anti-inflammatory drugs decrease opioid demand as well as paracetamol although to a less extend. Antihyperalgesic agents including NMDA blockers (ketamine) and α‎2-δ‎ ligands (gabapentin, pregabalin) have an opioid-sparing effect and may prevent the occurrence of chronic pain syndrome after surgery. Regional blocks and infiltration provide good quality analgesia but the balance between advantages and drawbacks of central block need to be evaluated carefully for each surgical procedure.

We examine the problem of adversarial reinforcement learning for multi-agent domains including a rule-based agent. Rule-based algorithms are required in safety-critical applications for them to work properly in a wide range of situations. Hence, every effort is made to find failure scenarios during the development phase. However, as the software becomes complicated, finding failure cases becomes difficult. Especially in multi-agent domains, such as autonomous driving environments, it is much harder to find useful failure scenarios that help us improve the algorithm. We propose a method for efficiently finding failure scenarios; this method trains the adversarial agents using multi-agent reinforcement learning such that the tested rule-based agent fails. We demonstrate the effectiveness of our proposed method using a simple environment and autonomous driving simulator.

This project presents several successful case studies in 15 categories of dredged material along with the statutory and regulatory requirements for beneficial use of dredged material in Illinois. The Illinois Environmental Protection Agency classification criteria for contaminated and uncontaminated dredged material are included with emphasis on Illinois requirements and characterization. Nine sites that have sandy dredged material stockpiles in Illinois are presented with suggestions for beneficially using the material. Based on this study, there is a high potential for beneficially using dredged material in Illinois for a range of projects. Currently, it is a state policy in Illinois to formally evaluate the history of possible nearby sources of chemicals that may have impacted the project sediments and to test the dredged material for chemical contamination before accepting for use on any highway project. However, the research team suggest that if the dredged material is mainly uncontaminated sand (e.g., greater than 80% sand) and is from a local site that does not have a history of contamination as determined by a formal evaluation, then the material is unlikely to be contaminated and may be easier to use and require little to no contaminate testing. Nevertheless, this proposed rule needs more testing and examination to be verified.

This rapid literature review finds that humanitarian actors responded in a variety of ways to Taliban actions limiting principled aid in the country during the period of their rule (1996-2001). The report is focused on the findings around humanitarian negotiation and the strategy of humanitarian actors in response to Taliban policies limiting women's ability to work for humanitarian organisations or access services. The findings are not intended to imply parallels with the current situation in Afghanistan. Evidence is in the form of a number of evaluations, academic articles and lessons learned papers on negotiating with the Taliban. It discusses the methods of negotiating with the Taliban (e.g. co-ordination, working with the leadership or rank-and-file), the content of negotiations and particularly the question of reaching agreement on women’s rights, as well as humanitarian actors’ negotiating capacity. There is less discussion on the negotiation of specific programmes (e.g. anti-gender-based violence programmes). Due to the different goals and principles of humanitarian actors, as well as different ideas of feasibility, conclusions on the effectiveness of negotiating tactics vary. Strategies therefore cannot be judged as 'successful' without reference to a conception of what is most important in humanitarian programming, and the constraints of the situation. The review highlights lessons on good negotiating practices. The main issue being negotiated was the clash between the Taliban's restrictions on women and humanitarian actors' aim of providing aid to all, including women, according to need. Various strategies were used to persuade the Taliban to consent to principled aid. This review considers aid agency negotiating strategy and tactics, as well as the underlying interests and constraints that may make negotiations more or less successful.

Groundwater represents 97% of the world’s available freshwater resources and is extensively abstracted throughout the world. While abundant in a global context, it can only de developed to a certain extent without causing environmental impacts. Also, it is highly variable across the globe, and where it is heavily relied on, it is less renewable. Hence, it is critically important that this resource is managed sustainably. However, the Sustainable Development Goals (SDGs) of the 2030 Development Agenda do not, as a rule, account explicitly for the significant role that groundwater plays and will continue to play in sustainable development. This report aims to unpack and highlight this role through consistent analysis of the interlinkages between groundwater and the targets of the SDGs. The key features of groundwater relevant to the SDGs are its use, management and sustainability. The methodology used to analyse groundwater interlinkages with SDG targets includes, first, identification of ‘evidence-based’ and ‘logical’ interlinkages. The first type of interlinkages is supported by existing data, while the second is by information and logic that needs to be drawn from existing bodies of relevant research. While only a few interlinkages may be seen at present as “evidence-based”, more data are continuously emerging to make more interlinkages supported by hard-core evidence. Subsequently, the interlinkages are classified into either ‘reinforcing’, ‘conflicting’ or ‘mixed’ – depending on whether achievement of a target will have predominantly positive, negative, or mixed impact on groundwater. The interlinkages are also classified into ‘primary’ and ‘secondary’, depending on how strong and direct the impacts on groundwater from achieving the targets may be. The report presents a summary of key interlinkages, and subsequently provides the narrative of all ‘primary’ ones. The analysis suggests that more than half of interlinkages are ‘reinforcing’, while only a few are ‘conflicting’. From a policy perspective i) conflicting interlinkages are the most critical and difficult ones to manage, and ii) it is important to draw synergies between SDG initiatives and groundwater to allow reinforcing interlinkages to materialise. Nearly a third of all identified interlinkages were classified as ‘mixed’. This means that when target activities are planned, careful consideration must be given to possible impacts on groundwater to avoid unintended negative outcomes that may not be evident at first. Primary interlinkages that constitute 43% of all may be the easiest to understand and the most important to plan for. However, there are even more secondary interlinkages. This means that groundwater experts need to be able to share knowledge to a range of actors involved in addressing the targets with secondary interlinkages to groundwater, and vice versa. It is also shown that i) the importance of groundwater to sustainable development is poorly recognised and captured at the SDG target level; ii) there is a lack of globally useful, up-to-date and SDG-relevant groundwater data available, which makes it difficult to make globally, and even locally, relevant recommendations for groundwater use, management and sustainability in the SDG era, and iii) there are often poor links between targets and their indicators. This may signal that all groundwater-related and groundwater-relevant aspirations may not be translated into real, let alone, measurable action. This report is not a comprehensive analysis and involves an element of subjectivity, associated primarily with the data and information paucity on one hand, and with the imperfection of the SDG target and indicator system itself – on another. However, even with these limitations, the report shows how significant groundwater is in sustainable development, even if the current SDG framework is implicit about this. Furthermore, it suggests a structured way to improve the visibility of groundwater in the SDG framework as it continues to develop.
