Nel 1945 le risaie ufficialmente si ridussero, rispetto al '39, da 156.824 ettari a 97.035 in Italia e da 44.430 a meno di 23.000 in provincia di Pavia, con una perdita notevole soprattutto nell'ultimo anno. La risicoltura dipendeva dai mercati esteri per la collocazione delle eccedenze (circa il 50% del prodotto nazionale); inoltre, per combattere la disoccupazione a ogni azienda era imposto un forte carico di mano d'opera. I risicoltori erano per 2/3 affittuari e nei periodi di crisi faticavano ad aver un bilancio in attivo. La guerra di Corea (1950-53) tolse momentaneamente dal mercato un forte esportatore. La superficie nazionale e provinciale aumentò, ma dal '54 ricomparvero le difficoltà e il Ministero di Agricoltura, nel '56, fissò un limite di 140.000 ettari alla superficie (ridimensionamento). Tra la fine degli anni Cinquanta e i primi Sessanta sempre più lavoratori agricoli trovarono impiego nel ramo dell'industria e dal '62 la superficie a riso tornò libera: in pochi anni la risicoltura cambiò volto, affrontando le difficoltà derivanti da una meccanizzazione ancora imperfetta e dalle nuove sfide del Mercato Europeo Comune.

İran tarih yazıcılığı, İlhanlılar devrinde büyük bir gelişme göstermiştir. Tarih-i Cihan-guşa, Cami' al-Tavarih ve Tarih-i Vassaf gibi İran tarihçiliğinin en büyük eserleri hep bu dönemde kaleme alınmıştır. Siyasi tarih kitaplarının yanında, inşâ, siyak ve devlet muhasebesine dair yazılan kitaplar da bu gelişmeden nasiblerini almıştır. Bugün, İlhanlı devleti mali tarihi üzerine çalışmak isteyen araştırmacılar için beş önemli eser bulunmaktadır. Bunlar: 1- Falak 'Ala-yi Tabrizi'nin, Kanun al-Sa'ada'si, 2- Falak 'Ala-yi Tabrizi'nin, Sa'adat-nama'si, 3- 'Imad al-Saravi'nin, Cami' al-Hisab'ı, 4- 'Abdallah b. Muhammad Kiya al-Mazandarani'nin, Risala-yi Falakiy-ya'si, 5- Muhammad b. Hinduşah al-Nahcavani'nin, Dastur al-Katib fi Ta'yin al-Maratib'idir. Burada tanıtımı ve konumuzla ilgili bir kısmının neşri yapılacak olan risalenin muhtevası da bu cümledendir. Söz konusu risale VIII/XIV. yüzyıla aitti ve anonim bir siyak ve münşe'at mecmû'asının içerisinde, Safevî devrine ait inşâ örnekleri ile, Falak 'Ala-yi Tabrizi'nin Sa'adat-nama'sinin ikinci kısmı arasında bulunmaktadır. Eserin ismi, mecmû'anın 11. sayfasında "Risala al-Şahibiyya" şeklinde kaydedilmiştir. Eserin baş ve son kısımlarındaki eksiklikler sebebiyle müellifinin ismi tesbit edilememiştir.

In the battle for minds and hearts of young Muslims in Eastern Anatolia, the Risale-i Nur movement inspired by the writings of Said Nursi may prove to be the most effective peace-oriented alternative to the xenophobic teachings of isis. As the most influential Muslim thinker in Turkey in the 20th Century, Nursi still attracts the attention and loyalty of great number of Turks and Kurds. Nursi was one of the earliest to call for Muslim-Christian cooperation in the struggle against ignorance, poverty, and disunity. His message of peace and dialogue offer a sound foundation for both ethnic tolerance and interreligious harmony.

Les grandes menaces collectives sont le produit intentionnel et non intentionnel des activités humaines, dont les effets forment loin du regard des hommes des complexes imprévisibles à l’origine de dynamiques singulières de risque collectif. Depuis la fin du XXe siècle, les grandes forces de la modernité mondialisée projettent ces dynamiques sur l'ensemble du monde social et vivant. Leur prévalence résulte d’un phénomène d’échappement hors des dispositifs censés les maîtriser. L'abord de ces dynamiques par disciplines séparées ne permet ni la reconstitution de leurs trajectoires singulières ni leur traitement effectif. Nous proposons ainsi une représentation commune des dynamiques de risque collectif dans une perspective pluridisciplinaire. La thèse étudie en particulier ses manifestations dans quatre domaines clés de la modernité mondialisée : financier, nucléaire, biopolitique et biotechnologique
Large collective threats are intentional and unintentional products of human activities, whose effects form away from the gaze of men unpredictable complexes causing singular dynamics of collective risk. Since the late twentieth century, the great forces of globalized modernity project these dynamics on the entire social and living world. Their prevalence is the result of an exhaust phenomenon off devices supposed to control. The approach of these dynamics through separate disciplines does not allow the reconstitution of their singular trajectories nor their effective processing. We thus propose a common representation of dynamics of collective risk in a multidisciplinary perspective. The thesis examines in particular its manifestations in four key areas of global modernity: finance, nuclear issue, biopolitics and biotechnology

La determination du risque assurable et du risque garanti, longtemps laissee a la seule initiative de l'assureur et de l'assure, est aujourd'hui largement dictee et controlee par le legislateur et la jurisprudence. Chacun attend de l'assureur qu'il trouve une reponse en termes d'assurabilite et qu'il propose un contrat efficace. Mais l'assurance est une technique qui comporte des limites : le risque assurable doit etre aleatoire et doit reposer sur une mutualite; le risque garanti doit evoluer au sein du risque assurable et etre economiquement supportable par l'assureur. Hors de ces limites, il faut faire appel a la solidarite qui s'exprime a travers un fonds de garantie ou d'indemnisation. Des lors comment repondre aux besoins d'assurance nes de l'apparition de risques qui bouiversent l'approche traditionnelle de l'assureur ? la reponse exige que soit clairement tracee la frontiere entre les risques assurables et ceux qui ne peuvent l'etre. Lorsque le risque est assurable, l'assureur doit lever les difficultes techniques en delimitant le risque garanti au sein du risque juridiquement assurable defini par le legislateur. L'intervention du legislateur, repondant a une demande de securite grandissante, peut s'averer necessaire tant dans la determination du risque assurable, avec par exemple le recours aux assurances ou garanties obligatoires, que dans la delimitation du risque garanti ou il designe a l'assureur, qui a selectionne le risque, ceux qui font necessairement partie de l'objet de sa garantie. Le legislateur est assiste par la jurisprudence qui, soit precise sa pensee, soit se substitue a la volonte des parties, qui s'est mal exprimee, ou s'est placee en marge de la regle de droit issue notamment du droit des assurances et du droit de la consommation prohibant les clauses abusives. L'intervention du couple legislateur-jurisprudence dans les rapports assureur-assure, souvent souhaitable et justifiee pour les risques de masse, doit cependant etre mesuree.

Tämä kandidaatintyö on kirjallisuuskatsaus projektin riskien tunnistamiseen. Työn tavoitteena on luoda lukijalle käsitys projektista, riskeistä sekä niiden tunnistamisesta. Työssä käydään läpi projektin kokonaisuus sisältäen sen luonteen, tavoitteet sekä yleisimmät tyypit. Lisäksi projektista määritetään sen organisaatiotyypit, työnjako, sidosryhmät sekä sen elinkaari. Seuraavaksi tärkeänä osana käsitellään riskejä, jossa määritetään riski sekä sen tyypit ja lähteet. Keskeisenä osana tässä on epävarmuuden ja riskin välinen ero. Riskien jälkeen käsitellään riskienhallinnan roolia projektissa. Tämä on tiiviisti kytköksissä riskien tunnistamiseen, joka on viimeisenä asiana työssä. Viimeisessä osiossa käydään lävitse tunnistamisen merkitystä ja työkaluja sekä menetelmiä, joita voidaan soveltaa lähes jokaiseen projektiin. This Bachelor’s thesis is a literary review of project risk identification. The thesis purpose is to create an idea to its reader of what are projects, risks and how is their identification implemented. The thesis consists of definition of the project and its objectives and character. In addition, the thesis includes definitions of different project organization, division of labour in projects, stakeholders and project’s life cycle. Second part of the thesis consists of risk. It defines the risk, different types of risks and its sources. Major topic in this part is difference between uncertainty and risk. After defining this the thesis handles on project risk management. This management is strongly linked in identifying risks which is the last part of this thesis. In the last part thesis goes through identification techniques and tools which can be applied to all projects. The thesis is focused on defining matters on general level and it doesn’t go deep into case situations. However, there are few visualizing examples in some chapters. All in all, the reader gets competent information about projects and how risks are connected to projects, together with how important is risk identification

La Sécurité sociale toute entière repose sur un fondement simple : le risque social. Si nul ne l'ignore, personne ne semble avoir souhaité expliciter cette notion. Ainsi, de nombreux présupposés ont conduit à raisonner en fonction de l'institution gestionnaire du risque. Pourtant, la Sécurité sociale ne peut plus, à l'évidence, être abordée comme rendant seulement compte des risques énumérés dans le Code de la Sécurité sociale. L'étude nouvelle qui est proposée autour du concept de risque social tend à s'écarter de l'approche institutionnelle et a pour effet de situer l'analyse sur un plan plus élévé d'abstraction. A cet effet, la réflexion en terme de "risque social" est porteuse. Elle conduit notamment à faire peu à peu disparaître les distinctions réglementaires entre les différentes entités institutionnelles gérant les risques sociaux. Le risque social a-t-il une particularité ? La réponse à cette question, fondamentale, ne présente pas qu'un intérêt purement doctrinal. Elle a des implications pratiques importantes puisque selon la définition retenue, l'appréhension du rattachement de chaque risque social à une structure et ses conséquences diffèrent. A partir de deux conceptions opposées du risque social, la réflexion énoncée invite ainsi les pouvoirs publics à se recentrer autour d'un socle intangible d'ordre public.

La santé est une construction dynamique et multifactorielle qui a une dimension individuelle et une dimension sociale. Cette dernière peut avoir un effet direct ou indirect sur les comportements des individus et sur leurs choix de vie. L’étude de Framingham a révélé que le risque cardiovasculaire était multifactoriel et donc son estimation devait être globale. Mais les méthodes d’estimation du risque cardiovasculaire ne prennent pas en compte l’environnement de vie des individus qui favoriserait le développement des facteurs de risque modifiables. A travers ce travail, nous mettons en lumière les caractéristiques de l'environnement de diffusion des facteurs de risque cardiovasculaires modifiables : métaboliques et comportementales. Depuis des décennies, la région Nord enregistre pour les maladies cardiovasculaires des taux élevés de mortalité globale et prématurée. Nous nous sommes interrogés sur les déterminants de cette situation de la région Nord, en la comparant aux autres régions françaises, et en explorant le lien entre un risque cardiovasculaire élevé et une situation économique défavorable. Dans ce but, nous avons étudié le lien entre la distribution du risque cardiovasculaire et la distribution du revenu, en employant des critères normatifs basés sur la notion de dominance sociale en termes de pauvreté.Ce travail permet d’analyser les connaissances en rapport avec l’environnement de vie des individus et ainsi une meilleure compréhension des mécanismes de diffusion des facteurs de risque modifiables, ce qui s’inscrit dans une double perspective, réduire l’incidence et la prévalence des maladies cardiovasculaires et diminuer les inégalités sociales de santé
Health is a dynamic and multifactor construction which has both an individual and a social dimension. The latter may have a direct or indirect effect on the behaviour of individuals and their life choices. The Framingham study has revealed that cardiovascular risk is multifactorial and, as such, its estimate should be global. However, the assessment of global cardiovascular risk methods do not take into account the living environment of individuals, which would factor the development of modifiable risk factors. Through this work, we highlight the characteristics of the environment of dissemination of modifiable cardiovascular risk factors: metabolic and behavioural. Since decades, the North region of France has, for cardiovascular diseases, a high level of global and premature mortality. We are asked about the determinants of the situation of this region, by comparing it to other French regions and by exploring the link between a high cardiovascular risk and an unfavourable economic situation. Thus, we are interested in the link between the distribution of cardiovascular risk and the distribution of income, using normative criteria based on the concept of expected social dominance in terms of poverty. Shedding a light on factors favouring the occurrence of cardiovascular problems and analyzing the knowledge about the individual’s life environment allows a better understanding of the mechanisms of diffusion of the modifiable risk factors, with a double objective to lower the incidence and prevalence of cardiovascular diseases and to reduce the social inequalities in health

Islam meaning peace becomes an important point in the discussion of inner peace; Muslims believe the religion of Islam is a source of inner peace for them, citing various Qur’ānic verses and ḥadīth in support of this notion. Furthermore, tasawwuf (Islamic mysticism) is rich with discussion of concepts relating to inner peace, such as riḍā (contentment), sakīna (serenity) and iṭmīnān (peacefulness). This further strengthens the idea that inner peace is part and parcel of Islam. However, when Islamic literature is reviewed, very little is found on the topic of inner peace. Based on the approach of Said Nursi (d. 1960), a twentieth century Islamic scholar, I would argue that the little information found on inner peace can be attributed to a consensual assumption among Muslims scholars that one who has belief has inner peace; that is, inner peace is a default state for one who believes. According to Nursi, the intellectual and spiritual decline within the Muslim world in the twentieth century has shaken belief, so certain states and specific beliefs can no longer be assumed to be inherent in a believer; inner peace as a state and belief in the hereafter as a specifi belief would be prime examples. This awareness becomes Nursi’s driving force in his writings; the Risale-i Nur (Treatise of Light), a commentary of the Qur’ān. This puts Nursi in a unique position, where seeks to convincingly argue and thus establish the foundational beliefs and states which are necessary for a prosperous life and after life for a believer. Specific to this thesis his emphasis on the notion Islam gives its adherents inner peace. Thus the objective of this thesis is to draw out Nursi’s understanding of how one attains inner peace though Islam. However, the description of inner peace is not so simple and necessitates formulating based on inductive research of the Risale-i Nur. Through the research, it becomes apparent that inner peace is a process, according to Nursi, a process that has three phases. The process commences with belief and knowledge of God with great emphasis on the names of God while still remaining focused on the oneness of God (tawḥīd). This is followed by x knowledge of one’s self, which feeds back to knowing God, since knowing the self means knowing God. But it also becomes the starting point to understanding how to best use the self for optimal outcomes. The final part of the process is the tawḥīd-centric worldview one should have, particularly in relation to suffering and calamities. The previous two steps (knowing God and knowing one’s self) become the building blocks to construct the worldview. It is a cyclic process so the worldview further enhances belief and knowledge of God, and so the cycle continues spiralling upwards. Based on this process, inner peace is attained when the world is decoded through the names of God, so life and events can be given meaning in a way that satisfies the heart and mind. More briefly, it is giving life and events a tawḥīd-centric meaning. If this is the definition of inner peace according to the Risale-i Nur, then Nursi become the lived example of inner peace. While one is the theory, the other is the practise.

La problématique de cette thèse propose d'étudier l'impact de l'information comptable de la liasse fiscale sur le risque de faillite et le risque boursier pour les entreprises. En ce qui concerne le risque de faillite, nous avons montré que la théorie financière n'est pas unifiée à ce sujet. Notre réflexion méthodologique sur la construction de modèle de prévision de faillite nous a permis d'améliorer la qualité de la différenciation entre les entreprises faillies et les entreprises non faillies. La cotation comprend en amont, un système expert de détection des manipulations comptables afin de fiabiliser l'analyse statistique et propose une méthode optimale de construction pas à pas du modèle sous deux contraintes statistiques et financières. La cotation prend en compte l'activité sectorielle des entreprises et intègre les derniers développements comptables (trésorerie nette au bilan de R. Dornier). Le modèle a été construit sur 901 entreprises et testé sur près de 5000 bilans appartenant à la clientèle entreprise de la banque SNVB. Pour les entreprises cotées sur le marché financier, nous avons réalisé successivement une recherche phypthetico-déductive formelle, empirique et positiviste pour appréhender l'impact de l'information comptable sur le risque boursier. Nous avons montré dans les deux modèles théoriques que l'évaluation du risque boursier peut être enrichie par des variables comptables notamment celles liées à la croissance de l'entreprise. Finalement, nous avons montré sur un petit échantillon exploratoire de 155 cas, que l'impact de l'information comptable peut être amélioré par des fonctions mathématiques de saut au sens de Rothschild et Stiglitz sur les distributions de rentabilité
The problematic of this thesis is the impact of accounting information on the risk or failure and on the market risk form firms. We have showed that the financial theory is not unified about the risk of failure. We have improved the prediction of failure risk with expert system and with a new building method of discrimination model. The expert system detects some accounting handing. Therefore the statistical analysis is more reliable with the expert system. The improvement of discrimination model is the use of step by step building under two constraints (statistical and financial constraints). The risk of failure rating includes the sectorial activity and the last accounting innovation (The cash flow of R. Dornier). The model is conceived with 901 firms and tested with 5000 balance sheets belonging to SNVB customers. For firms rating on the stock exchange, we have successively realised an analytical and empirical approach to apprehend the impact of accounting information on the market risk. We pointed out in two theorical models that the evaluation of market risk may be improved by accounting variables such as the firm growth. Finally, we have showed, on a small sample (155 cases) that the impact of accounting information may be improved by mathematical fonction of jump on the share returns distributions

Анотація:

Les épidémies de grippe, dont le caractère saisonnier est désormais admis et prouvé, sont majoritairement étudiées par des équipes de recherche en santé publique. La composante saisonnière de ces épidémies sous-tend l'influence de paramètres climatiques, préalablement isolés par la méthode dite des types de temps. Une analyse fine des conditions climato-météorologiques a aboutis à la mise en lumière de " types de temps à grippe ". Si le climat joue un rôle important, d'autres facteurs liés à la promiscuité ou les réseaux de transports expliqueraient certainement les disparités régionales observées en termes d'incidence grippale. Après une discussion des facteurs jouant potentiellement un rôle dans l'augmentation de la vulnérabilité, nous avons aboutis à une cartographie de cette vulnérabilité. Dans un second temps, nous avons intégré certains de ces facteurs dans le cadre d'un modèle afin de prédire le taux d'incidence grippale : cet essai de modélisation semble concluant. Finalement, en croisant la carte d'exposition aux types de temps à risque avec celle de la vulnérabilité globale, il devient possible de cartographier le risque grippal en France métropolitaine. La conception géographique du risque devient dès lors complémentaire de celle employée en épidémiologie.

Les entreprises ayant des activités industrielles à risque d’accident majeur mettent en place différentes dispositions pour traiter les risques liés à leurs installations. L’une des techniques de traitement du risque est l’assurance, qui permet à un exploitant de transférer une partie de la composante financière des pertes éventuelles à un assureur, ou un groupe d’assureurs. En contrepartie du paiement d’une prime d’assurance, les assureurs garantissent que les victimes éventuels des sinistres seront compensées et facilitent un traitement rapide des dossiers de demande d’indémnisation. Malgré l’importance du rôle de l’assurance d’entreprise dans la gestion des risques industriels, cette activité reste relativement peu connue. Dans ce document, l’auteur cherche à décrypter le rôle de l’assurance dans le management des risques, en nous présentant les différents intervenants (risk manager, assureur, réassureur, courtier, expert d’assurance, ingénieur préventionniste), les types de contrats qui peuvent être souscrits, et la typologie de garanties disponibles sur le marché de l’assurance.

This document concerns the regulatory oversight and governance of high-hazard industrial activities. A complex set of laws, regulations and institutions contribute to the social control of these activities, reinforcing and serving as a complement to the risk prevention mechanisms put in place by operating companies. This document focuses in particular on the relationship between regulators and the regulated entities and the impact of the quality of this relationship on industrial safety. The scope is the prevention of major accident hazards in different industry sectors (process industry, transport, energy), in France and at an international level. The document addresses a broad range of meanings for the term “regulator”, including the entities and people who play an official role in regulatory control and societal governance: legislators, control authorities, inspectors, as well as certified third parties with a mandate to control specific activities, and the internal risk control organizations within firms. This document aims to outline the impacts of the regulator-regulatee relationship, its contribution to the governance and control of major accident hazards, and the factors that determine the quality of this relationship and its capacity to contribute to safety.
