Анотація:

Aaccording to the cases that the synthetic quality evaluation system for fabric is not reasonable at present, a new synthetic quality evaluation system for fabric on fuzzy theory is proposed. This new evaluation system is made of foundation layer, evaluating layer and result layer. In foundation layer, the quality standard model and evaluating data model based on multi-indexes are proposed, and the calculation method of each index value in these models is given. In evaluating layer, according to the problem that the result of existing closeness algorithm has greatly repeated, a new evaluation algorithm is proposed. In result layer, two formulas which are continuous result and discrete result are given. Also the accuracy and rationality of this evaluation system is validated by some examples in this paper, and the effect of evaluation result by the primary-secondary indexes, the significance of closeness, the expansibility of model, the accuracy of system and the application method are made analysis. At last, the conclusion shows that this system can make the synthetic evaluation for fabric quality rationally and accurately.

Анотація:

We describe an Interactive Genetic Algorithm (IGA) with tournament evaluation for applying win-lose results obtained from an evaluation using multiple people. In our previous study, we developed an IGA with tournament evaluation as a basic model for evaluating candidate solutions using votes from multiple people [13]. However, tournament evaluation requires that IGA users evaluate the same candidate solution multiple times. Therefore, our previous method can reduce a user’s motivation for evaluating the solution. In addition, the number of users participating in a vote may decrease because of the decreasedmotivation to evaluate. To overcome this difficulty, we propose the application of a win-lose result presumption based on the tournament evaluation records of multiple people. When a system-based presumption is possible, the win-lose result presumption automatically determines the preferred and non-preferred candidates in each round. This method can reduce the number of times that users need to evaluate the same candidate solution. The effectiveness of the proposed method is verified using a numerical simulation that employs multiple numerical evaluation agents instead of human evaluators. The simulation results show an initial convergent improvement with the proposed method.

Анотація:

Introduction: Hypertrophy and variation in the size of labia minora has long been recognized as a problem that can be bothersome for aesthetic, functional and psychosocial reasons. In the past labia minora reduction was usually performed by simple and straight resection of the protuberant segment and oversewing the edge. This paper presents a comparison of our results with each procedure. Materials and Methods: From March 1997 to February 2005, 100 women from 17 to 45 years old underwent reduction labioplasty. We performed w-shaped resections with interdigitated suturing in 50 cases and de-epithelialized reduction labioplasty in 50 cases. Results: Patients in both groups had minimal discomfort postoperatively and at 6 months reported improvement of their original problems with chronic irritation, inadequate hygiene, and sexual intercourse. Twenty-three patients underwent treatment of hypertrophic labia minora with excellent results and minimal postoperative discomfort. Three patients suffered from postoperative infection but were successfully treated with antibiotics. In group A, 5 patients were not satisfied with the appearance of the edge of the labia minora, and in 8 patients, it took up to 2 years for sensation to be restored to the labia minor. Conclusion: The deepithelialized reduction labioplasty gives the patient more satisfaction both in the appearance of the edge of the labia minora and the neurovascular preservations of the labia.

Анотація:

This study is to develop the standards and indexes for evaluating the open university as an institution. Having successfully taken root in their societies since their launching, Asian open universities now need to further up their teaching and learning system which demands a rigid evaluation and assessment of a university as an institution. For the past ten years, Korea National Open University (KNOU) was evaluated twice by Korean Council for University Education (KCUE), which is in charge of the evaluation of the Korean universities; the result was not so satisfactory. It was because its evaluation standards and indexes were not appropriate for KNOU as an open university. They were primarily for the conventional universities. Thus KNOU needed its own assessment indexes, and this is a research looking for the proper ones for evaluating KNOU within the frame of university evaluation in Korea. Other open universities in Asia also have experienced or will face such problems in terms of the university evaluation. The result of this research will be helpful not only for KNOU but for other Asian open universities preparing for the university evaluation.

Анотація:

One of the important factors of successful milk production is group of secondary traits: health, longevity, type and milking traits. These traits have become increasingly significant. In order for productive life of cows used in production of milk to be as long and as successful as possible, special attention must be directed to traits of body type and constitution. In selection of cows into the category of bull dams all heads are measured - exterior traits, and evaluated linearly for traits of type or body frame, body muscular characteristics/muscularity, form (appearance) and udder according to Regulation on method of evaluation of traits of breeding livestock (Official journal of RS, No. 21,1996). The effects of rearing region and year of measuring, i.e. evaluating were analyzed in detail using the Least Squares Method (Harvey 1987). Average values of linear evaluations of investigated heads obtained by method of Least Squares were: body frame 7,85; muscularity 7,74; form 7,66; udder 7,62. The effect of region on linear evaluation was highly significant (P<0,01). Evaluation year also influenced highly significantly (P<0,01) obtained evaluation result for form, significantly (P<0,05) obtained evaluation result for body frame and muscularity, but no effect was established on evaluation result for udder.

This paper adopts the multi-factor comprehensive evaluation to conduct spatial superposition calculation of the classified index of single-factor evaluation result through evaluating soil erosion sensitivity, land desertification sensitivity, susceptibility to stress of water resource and water environment pollution sensitivity, etc, thus getting the result of comprehensive evaluation of ecological environment sensitivity in Chengde. Chengde’s ecological environment has four levels which are extremely sensitive area, medium sensitive area, slightly sensitive area and general area.

In order to find information before an e-commerce purchase, Swedish young adults almost exclusively uses the Google search engine. Previous research contains quantitative data, which showcases how the users utilize search engines as online tools. However, qualitative data regarding the user behaviour on generic search engines were lacking and a gap in the literature was found. In order to collect empirical data to try to fill the gap, six participants were interviewed about their behaviour when using Google. The interviews aimed to discover how the user chooses one result over another at the search engine result page and why. The empirical data showed that the users used the search engine in order to obtain quick and accurate information, in the most convenient process possible. Two major factors were shown to highly contribute to the choice of a user’s perception of the search engine result page. Previous experience and the trustworthiness of a result, strongly affected if a user would choose to click on that result. As a support to both these factors, the user used the technical components: title, URL and snippet. We believe that our findings will contribute to a deeper understanding within search engine user behaviour.
För att hitta information inför ett köp av produkter över Internet, används sökmotorn Google av merparten av svenska unga vuxna. Tidigare forskning inom området innehåller uteslutande ett kvantitativt undersökningsperspektiv, som belyser hur användarna utnyttjar sökmotorerna som ett verktyg. Dock saknas det kvalitativ forskning som utförligt beskriver användarbeteendet. Med målet att hitta empirisk data för att fylla tomrummet, intervjuades sex deltagare om deras beteende och användning av sökmotorn Google. Intervjuerna syftade till att undersöka hur och varför användaren väljer ett resultat framför ett annat. Den empiriska undersökningen visade att användarna nyttjade sökmotorn för att få snabb och korrekt information, på ett så bekvämt sätt som möjligt. Framförallt två faktorer visade sig vara starkt bidragande till varför användarna väljer ett resultat på sökresultat sidan. Tidigare erfarenhet och tillförlitligheten av ett resultat, var båda starkt bidragande orsaker till om användaren skulle välja ett specifikt resultat. Som ett stöd till båda dessa faktorer, använde sig användaren av tekniska funktioner såsom resultats titel, URL och beskrivningen, för att bilda sig en egen uppfattning. Vi tror att vårt resultat kommer att bidra till en djupare förståelse för användarbeteendet inom sökmotorer.

In 2010, the Louisiana legislature passed Act 54, a law that requires public school teachers to undergo a performance-based accountability evaluation. COMPASS (Clear, Overall Measure of Performance to Analyze and Support Success) asks principals to evaluate teachers using a rubric with components of Charlotte Danielson’s Framework for Teaching to evaluate teacher effectiveness (Act 54). Act 1, passed in 2012, ties Louisiana public school teacher’s pay and tenure to their score on COMPASS. Principals of Louisiana are now asked to evaluate teachers in a high stakes evaluation that is linked to teacher tenure and pay. A qualitative study using narrative research design was conducted to explore how principals described their roles as high-stakes evaluators through the implementation of COMPASS. Data was collected from seven participants in the form of in-depth interviews and each was recorded and transcribed for data analysis. Restorying and story mapping were used to compose narratives that describe the roles of the participants in their implementation of COMPASS. Using the theoretical frameworks of Contingency theory and Instructional Leadership theory, two roles emerged from their narratives: Instructional Coach and High Stakes Evaluator. The information gleaned from this study can help to inform future policy about possible issues with COMPASS in implementation as well as impact future practice for evaluators from the stories of the participants.

Анотація:

Translation from one human language to another has been using the help of the capabilities of computer advances. There are a lot of machine translators nowadays, each adapts to different machine translator approaches. This thesis presents the distinction between two selected machine translator approaches, statistical machine translator (SMT) and hybrid machine translator (HMT). The research focuses on creating evaluation for two machine translator of different approaches by both textual studies and evaluation experiment. The result of this research is an evaluation of the translator system and also the translation result. This result is then hoped to add information into the history of machine translators.

This thesis studies and compares existing Numerical Result checking algorithms for FFT computations under faults. In order to simulate faulty conditions, a fault injection tool is implemented. The fault injection tool is designed so as to be as non-intrusive to the application as possible. Faults are injected into memory in the form of bit flips in the data elements of the application. The performance of the three result checking algorithms under these conditions is studied and compared. Faults are injected at all the stages of the FFT computation by flipping each of the 64-bits in the double-precision representation. Experiments also include introducing random bit flips in the data array, emulating a more real-life like scenario. Finally the performance of these algorithms under a set of worst-case is also studied

The purpose of this research was to evaluate user interaction with learning object metadata surrogates both in terms of content and presentation. The main objectives of this study were: (1) to review the literature on learning object metadata and user-centred evaluation of metadata surrogates in the context of cognitive information retrieval (including user-centred relevance and usability research); (2) to develop a framework for the evaluation of user interaction with learning object metadata surrogates in search result interfaces; (3) to investigate the usability of metadata surrogates in search result interfaces of learning object repositories (LORs) in terms of various presentation aspects (such as amount of information, structure and highlighting of query terms) as a means for facilitating the user relevance judgment process; (4) to investigate in-depth the type of content that should be included in learning object metadata surrogates in order to facilitate the process of relevance judgment; (5) to provide a set of recommendations—guidelines for the design of learning object metadata surrogates in search result interfaces both in terms of content and presentation.

Анотація:

Problem. The purpose of this study was to assess the effectiveness of elementary school teachers who had received intensive training in the Essential Elements of Instruction model, a teaching methodology composed of specific teacher behaviors. Teacher effectiveness was measured by analyzing student achievement results in reading. Procedure. Elementary teachers at specified grade levels in two selected school districts were divided into two groups: Group A, teachers who had received training in the Essential Elements of Instruction, and Group B, teachers who had not received this training. In School District I, a student population of approximately two hundred and twenty-five students was selected as the treatment group and a student population of approximately two hundred and ten students was selected as the control group. In School District II, a student population of approximately one hundred and forty-five students was selected as the treatment group and a student population of approximately one hundred and forty students was selected as the control group. The Gates-MacGinitie Reading Test (Form A-E) was used as the post test measure of achievement for all students. This test was used to determine if a teacher's training in the Essential Elements of Instruction model would result in greater student achievement gains as measured by the selected reading test. Results. The analysis of variance treatment of the data indicated that there were significant differences between the reading scores of students whose teachers had received training in the Essential Elements of Instruction model and those students whose teachers did not receive this training. Thus, the data did allow for the rejection of null Hypothesis 1. The analysis of variance treatment of the data indicated that there were no interaction effects of teacher training and student reading achievement by the grade level of the student, the socioeconomic level of the student, or the interaction of student grade level and student socioeconomic level. Thus, the data did not allow for the rejection of null Hypothesis 2, null Hypothesis 3 and null Hypothesis 4.

Efforts in the United States and abroad to address the chronic disease epidemic have led to the emergence of voluntary industry agreements as a substitute for regulatory approaches to improve the healthfulness of foods and beverages. Because of the lack of access to data and limited budgets, evaluations of these agreements have often been limited to process evaluation with less focus on outcomes and impact. Increasing scientific scope and rigor in evaluating voluntary food and beverage industry agreements would improve potential public health benefits and understanding of the effects of these agreements. We describe how evaluators can provide formative, process, and outcome assessment and discuss challenges and opportunities for impact assessment. We explain how logic models, industry profiles, quasi-experimental designs, mixed-methods approaches, and third-party data can improve the effectiveness of agreement design and evaluation. These methods could result in more comprehensive and rigorous evaluation of voluntary industry agreements, thus providing data to bolster the public health impacts of future agreements. However, improved access to data and larger evaluation budgets will be needed to support improvements in evaluation.

This study investigated the causes for premature, transverse cracking on urban jointed plain concrete pavements in Illinois. A field survey of 67 sections throughout Illinois coupled with ultrasonic evaluation was completed to synthesize the extent of premature cracking on urban JPCP. The visual survey showed some transverse and longitudinal cracks were a result of improper slab geometry (excessive slab length and width). Ultrasonic tests over the contraction joints determined some notched joints had not activated and adjacent transverse cracks were likely formed as a result. Three-dimensional finite-element analyses confirmed that cracking would not develop as a result of normal environmental factors and slab-base frictional restraint. The concrete mixture also did not appear to be a contributing factor to the premature cracks. Finally, the lack of lubrication on dowel bars was determined to potentially be a primary mechanism that could restrain the transverse contraction joints, produce excessive tensile stresses in the slab, and cause premature transverse cracks to develop.

This report presents the findings of the first phase of an evaluation of IDB Lab, which until 2018 was known as the Multilateral Investment Fund (MIF). The mandate for this independent evaluation stems from the second capital replenishment of the MIF (MIF III), which was approved by MIF Donors in April 2017 and became effective in March 2019. The Agreement Establishing the MIF III lays out the expected functions of the Fund and establishes that, any time after the first anniversary of the MIF III, IDB's Office of Evaluation and Oversight (OVE) is to conduct an independent evaluation to: i. Review MIF results in light of the purpose and functions of the MIF III Agreement; ii. Assess MIF operations for relevance, effectiveness, efficiency, innovation, sustainability, and additionality; iii. Determine to what extent progress has been made on implementing the approved recommendations of OVE's 2013 evaluation of the MIF. Donors requested that OVE deliver an evaluation of IDB Lab in 2021 to inform discussions about the Lab's future and funding model. As a result, OVE included this evaluation in its 2020/2021 work program and developed an Approach Paper (Annex V) issued in October 2020. OVE is conducting the evaluation in two overlapping phases. The first phase, conducted from April 2020 to May 2021, evaluated the relevance of IDB Lab's mandate, strategic focus, and corporate setup. Its findings are presented in this report. A second phase of the evaluation, currently ongoing, evaluates IDB Lab operations. This is OVE's third independent corporate evaluation of the MIF requested by Donors.

This article is based on the evaluation of the German research funding programme “FONA - Forschung für Nachhaltigkeit” (Research for Sustainability.) It reflects upon the methodological challenges confronting the evaluation. These challenges result from the specific objectives and design of the FONA programme (a strategic portfolio of heterogenious interventions). FONA’s ambition is to fund activities under the emerging field of ‘sustainability research’. The core characteristics of sustainability research are: interdisciplinary and trans-disciplinary research processes; orientation towards transferring the research results (into society) and the interdependency with a wider system and global perspective.

This review found no sources of straightforward indicators for use in measuring diplomatic influence. The literature and evaluations found to recommend the use of tailor-made evaluations to account for “differences in diplomatic settings, diplomatic activities and policy fields”. They hinge on developing a theory of change alongside questions and evaluation criteria that are context-specific. They rely on assessing intermediate goals as a ‘proxy’ for the immeasurable long-term influence, and causal contributions (contributed to a result) rather than causal attributions (caused a result). It was also frequently mentioned that programme designers tend to design programmes to support diplomatic influence without specific and measurable objectives because influencing processes are by nature non-linear. In these cases, evaluations will be correspondingly unable to provide specific and measurable indicators of achievement.

Construction activities entail substantial disturbance of topsoil and vegetative cover. As a result, stormwater runoff and erosion rates are increased significantly. If the soil erosion and subsequently generated sediment are not contained within the site, they would have a negative off-site impact as well as a detrimental influence on the receiving water body. In this study, replicable large-scale tests were used to analyze the ability of products to prevent sediment from exiting the perimeter of a site via sheet flow. The goal of these tests was to compare products to examine how well they retain sediment and how much ponding occurs upstream, as well as other criteria of interest to the Illinois Department of Transportation. The products analyzed were silt fence, woven monofilament geotextile, Filtrexx Siltsoxx, ERTEC ProWattle, triangular silt dike, sediment log, coconut coir log, Siltworm, GeoRidge, straw wattles, and Terra-Tube. Joint tests and vegetated buffer strip tests were also conducted. The duration of each test was 30 minutes, and 116 pounds of clay-loam soil were mixed with water in a 300 gallon tank. The solution was continuously mixed throughout the test. The sediment-water slurry was uniformly discharged over an 8 ft by 20 ft impervious 3:1 slope. The bottom of the slope had a permeable zone (8 ft by 8 ft) constructed from the same soil used in the mixing. The product was installed near the center of this zone. Water samples were collected at 5 minute intervals upstream and downstream of the product. These samples were analyzed for total sediment concentration to determine the effectiveness of each product. The performance of each product was evaluated in terms of sediment removal, ponding, ease of installation, and sustainability.

The main objectives of this research was to detect the specific polymorphisms responsible for observed quantitative trait loci and develop optimal strategies for genomic evaluations and selection for moderate (Israel) and large (US) dairy cattle populations. A joint evaluation using all phenotypic, pedigree, and genomic data is the optimal strategy. The specific objectives were: 1) to apply strategies for determination of the causative polymorphisms based on the “a posteriori granddaughter design” (APGD), 2) to develop methods to derive unbiased estimates of gene effects derived from SNP chips analyses, 3) to derive optimal single-stage methods to estimate breeding values of animals based on marker, phenotypic and pedigree data, 4) to extend these methods to multi-trait genetic evaluations and 5) to evaluate the results of long-term genomic selection, as compared to traditional selection. Nearly all of these objectives were met. The major achievements were: The APGD and the modified granddaughter designs were applied to the US Holstein population, and regions harboring segregating quantitative trait loci (QTL) were identified for all economic traits of interest. The APGD was able to find segregating QTL for all the economic traits analyzed, and confidence intervals for QTL location ranged from ~5 to 35 million base pairs. Genomic estimated breeding values (GEBV) for milk production traits in the Israeli Holstein population were computed by the single-step method and compared to results for the two-step method. The single-step method was extended to derive GEBV for multi-parity evaluation. Long-term analysis of genomic selection demonstrated that inclusion of pedigree data from previous generations may result in less accurate GEBV. Major conclusions are: Predictions using single-step genomic best linear unbiased prediction (GBLUP) were the least biased, and that method appears to be the best tool for genomic evaluation of a small population, as it automatically accounts for parental index and allows for inclusion of female genomic information without additional steps. None of the methods applied to the Israeli Holstein population were able to derive GEBV for young bulls that were significantly better than parent averages. Thus we confirm previous studies that the main limiting factor for the accuracy of GEBV is the number of bulls with genotypes and progeny tests. Although 36 of the grandsires included in the APGD were genotyped for the BovineHDBeadChip, which includes 777,000 SNPs, we were not able to determine the causative polymorphism for any of the detected QTL. The number of valid unique markers on the BovineHDBeadChip is not sufficient for a reasonable probability to find the causative polymorphisms. Complete resequencing of the genome of approximately 50 bulls will be required, but this could not be accomplished within the framework of the current project due to funding constraints. Inclusion of pedigree data from older generations in the derivation of GEBV may result is less accurate evaluations.

This project developed a three-dimensional (3D) seepage model to evaluate efficiency of 84 relief wells and factors of safety (FoS) along the Profit Island vicinity levee (PIVL), north of Baton Rouge, Louisiana. The PIVL model was built based on US Geological Survey MODFLOW-USG. Moreover, a 3D seepage model of RocScience RS3 was also built for a specific study of relief well experiments conducted by the US Army Corps of Engineers in the 1930s and 1940s. The PIVL model was calibrated with measured piezometric head data and relief well flow rates in 1997. Six flood scenarios were conducted: the extreme flood (56 feet), design flood (52.4 feet), 1997 flood (50 feet), 2008 flood (49.22 feet), 2017 flood (45.55 feet), and 2018 flood (49.1 feet). The modeling results show that FoS are all above 1.5 given relief wells at the 1997 design condition. FoS calculated by the blanket theory are more conservative than those by the PIVL model because designed discharge rates were not observed in the field. In comparison with measured flow rates in 2008, the PIVL modeling result indicates potential clogging at many relief wells. New piezometric data and well discharge data are recommended to re-evaluate factors of safety.
