This article presents a semi-automatic procedure to restore the visual appearance of aged paintings converted to a digital form. The innovative implementation of an image-processing algorithm based on the Retinex theory of human vision alleviates layers of yellowed varnish and dust, restores chromatic balance and contrast, and recovers some of the original painted details. This virtual cleaning of artwork is totally non-intrusive and can be applied automatically to color images of paintings or ancient illustrations. Cleaned virtual reproductions help art historians and restorers in their research and classification work, and also show the artwork in good condition to a wide audience while avoiding an always costly and dangerous manual restoration.

Previous studies implicated cardiotonic steroids, including Na/K-ATPase inhibitor marinobufagenin (MBG), in the pathogenesis of preeclampsia (PE). Recently, we demonstrated that (i) MBG induces fibrosis in rat tissues via a mechanism involving Fli1, a negative regulator of collagen-1 synthesis, and (ii) MBG sensitive Na/K-ATPase inhibition is reversed by mineralocorticoid antagonists. We hypothesized that in human PE elevated MBG level is associated with the development of fibrosis of the umbilical arteries and that this fibrosis can be attenuated by canrenone. Fifteen patients with PE (mean BP = 118 ± 4 mmHg; 34 ± 2 years; 38 ± 0.3 weeks gest. age) and twelve gestational age-matched normal pregnant subjects (mean BP = 92 ± 2 mmHg; 34 ± 1 years; 39 ± 0.2 weeks gest. age) were enrolled in the study. PE was associated with a higher plasma MBG level, with a four-fold decrease in Fli1 level and a three-fold increase in collagen-1 level in the PE umbilical arteries vs. those from the normal subjects (p < 0.01). Isolated rings of umbilical arteries from the subjects with PE exhibited impaired responses to the relaxant effect of sodium nitroprusside vs. control vessels (EC50 = 141 nmol/L vs. EC50 = 0.9 nmol/L; p < 0.001). The effects of PE on Fli1 and collagen-1 were blocked by the in vitro treatment of umbilical arteries by 10 μmol/L canrenone. Similar results were obtained for umbilical arteries pretreated with MBG. These data demonstrate that elevated MBG level is implicated in the development of the fibrosis of umbilical arteries in PE, and that this could be blocked by mineralocorticoid antagonists.

AbstractThe hypothesis of this article is that Anselm describes two consequences of sin for the human will in De casu diaboli, and these two consequences structure Anselm's later account of human salvation in the Cur Deus homo. First, sin causes us to deserve punishment for injustice; and, second, sin removes the grace by which humans were able to attain the goal of their creation, which is the happiness of heaven. Book 1 of the Cur Deus homo, then, deals with the need for satisfaction in the face of punishment, while book 2 addresses the need for a supererogatory gift that elevates human nature and restores it to its heavenly end. The article argues that, for Anselm, only a God-man can provide both the satisfaction and supererogatory gift necessary to restore humans to their original divine purpose.

Abstract Immune thrombocytopenia (ITP) is a common autoimmune bleeding disorder in which loss of immune tolerance leads to platelet destruction. Human leukocyte antigen-G (HLA-G) is a non-classical major histocompatibility complex class I antigen including four membrane-bound (mHLA-G, HLA-G1 to -G4) and three soluble (sHLA-G, HLA-G5 to -G7) isoforms due to alternative splicing of the HLA-G primary transcript. HLA-G exerts immunosuppressive functions by interacting with its inhibitory receptors, immunoglobulin-like transcripts (ILTs), expressing differentially on natural killer cells, T cells, and antigen presenting cells. Upon binding to ILTs, HLA-G suppressed lymphocyte proliferation, promoted apoptosis of cytotoxic lymphocytes and natural killer cells, inhibited antibody secretion from activated B cells, and induced expansion of suppressive T cells, tolerogenic dendritic cells and myeloid-derived suppressor cells. HLA-G supports immune escape, and high level of HLA-G is associated with unfavorable outcomes in cancer patients. Meanwhile, HLA-G-induced tolerance can benefit human allotransplantation and autoimmune diseases, such as rheumatoid arthritis and systemic lupus erythematosus, but the role of HLA-G in the treatment of ITP is still unclear. Here we observed significantly less soluble HLA-G in plasma from ITP patients positive for anti-glycoprotein (GP) IIb/IIIa and/or anti-GPIb/IX autoantibodies compared with autoantibody-negative patients or healthy controls. However, no significant difference was found in the sHLA-G levels between anti-glycoprotein (GP) IIbIIIa and anti-GPIb-IX autoantibodies groups. Interestingly, sHLA-G is positively correlated with platelet counts in ITP patients both with and without autoantibodies, suggesting that HLA-G can also protect platelets from destruction through other mechanisms. To elucidate this, we then analyzed both expression of membrane HLA-G and ILTs on PBMCs. Our data found less membrane-bound HLA-G and ILTs on CD4+T cells and CD14+cells in ITP patients. Moreover, recombinant human HLA-G (rhHLA-G) upregulated expression of ILT2 on CD4+and ILT4 on CD14+cells. The upregulation of ILT by rhHLA-G indicates that sHLA-G might also benefit ITP patients negative for anti-platelet autoantibodies. To determine whether rhHLA-G affects T cell differentiation, we tested 17 cytokines by ELISA to investigate the immune environment with or without rhHLA-G, and found that rhHLA-G upregulated Interleukin (IL)-4 and IL-10, and downregulated tumor necrosis factor-α, IL-12, and IL-17 secreted by ITP patient peripheral blood mononuclear cells (PBMCs), indicating a promotion of helper T(Th)2 and inhibition of Th1 and Th17 differentiation. However, our results indicated that rhHLA-G did not expand the CD4+CD25+Foxp3+regulatory T cells(Tregs). In addition, rhHLA-G exerted their immunosuppressive effects by upregulating IL-1β, IL-2, Granulocyte colony-stimulating factor (G-CSF), and granulocyte-macrophage colony stimulating factor (GM-CSF). By reprogramming the cytokine profile in ITP patients, HLA-G established an optimal environment for the impaired cell populations, such as dendritic cells (DCs), to regain their tolerogenic function. Our results showed that rhHLA-G inhibited monocyte-derived DCs maturation by downregulating CD80 and CD86 expression. To further assess whether the rhHLA-G modulated-DCs were functionally tolerogenic, PBMCs were then cocultured with rhHLA-G modulated-DCs. Our results showed that rhHLA-G-modulated DCs from ITP patients suppressed CD4+T cell proliferation by 38.8% compared to unmodulated cells. Besides, PBMCs exposed to rhHLA-G were less cytotoxic toward plateletsfrom ITP patients or healthy subjects. This study provides a potential strategy to protect exogenous platelets from destruction in ITP patients. In conclusion, our data demonstrated that impaired expression of HLA-G and/or ILT is involved in the pathogenesis of ITP, and recombinant human HLA-G can restore immune tolerance in ITP patients via upregulation of ILTs, which indicates that HLA-G can be a diagnostic marker and also a therapeutic option for ITP treatment. Background The terminally failing human myocardium exerts a negative force-frequency relationship (FFR), whereas a positive FFR occurs in nonfailing myocardium. To study the possibility of pharmacologically influencing this defect of the failing human heart, the effect of halothane on the basal FFR and the FFR in the presence of isoproterenol and ouabain was investigated. Methods Experiments were performed on isolated, electrically driven (0.5-2 Hz, 37 degrees C, Ca2+ 1.8 mmol/l) ventricular preparations. Myocardium from human failing and nonfailing hearts was obtained at cardiac surgery. To further characterize the studied myocardium, the positive inotropic effect of isoproterenol and the density of beta-adrenoceptors were measured using the radioligand 125I-CYP. Results Halothane produced a negative inotropic effect. The anesthetic (0.38 mmol/l) reversed the negative FFR in failing myocardium, antagonized the effect of isoproterenol (0.1 mumol/l) on FFR, and restored the FFR in the presence of ouabain. Conclusions Halothane restores the FFR in human failing myocardium possibly by influencing the intracellular Ca2+ homeostasis. These findings provide evidence that pharmacologic interventions, e.g., during anesthesia, may influence contractility also as a result of a depressed or enhanced FFR.

This research study is about partnership working in the human services using community mental health as a context. The purpose of this type of research has relevance today as governments at all levels in Australia are adopting partnerships as social policy tools to address social problems. The rationale for these policies appears to be based on recognition that large social problems require holistic responses through the working together of multiple agencies. However despite the volumes of material about the programmatic means for enacting partnerships I found little which attended to the micro practices of partnership. The lack of guidelines on how to engage in partnership becomes problematic as partnerships in social service contexts have complexities and can be difficult to enact. Moreover actors may feel undermined when it is taken for granted that they have the necessary knowledge and skills to enact partnerships. A case study is conducted on how partnerships are enacted within Bethany Outreach Services, a pseudonym used to represent a psychosocial support service in the Perth metropolitan area. Semi-structured in-depth interviews are conducted with seven participants engaged in a partnership within community mental health. The literature is analysed for its contribution to the critical question of how to “do” partnership. Case examples are utilised to contextualise key principles of partnership. Key elements of theoretical perspectives are applied as a way to better understand how partnerships might work better. Narratives from the literature and the experiences of people as seen through this case study are examined to arrive at some key elements of partnership. Despite their complexities partnerships provide an opportunity for actors to engage their humanity and build relationships based on human qualities such as respect, communication and the sharing of resources. These qualities build social capital, which can be developed in new partnership contexts to address new problem domains. It is through these qualities that partnerships might give meaning to the 'Human' in Human Services.

Unplanned IT outages can cost businesses money, as well as lost customer satisfaction, and a variety of additional hidden costs. Incident managers are employed by organisations to restore service from unplanned IT outages as expeditiously as possible. This research focused on two components employed by incident managers in doing their job to determine if particular components, or combinations of these components, result in a shorter amount of time to restore service than do others. The components are the characteristics displayed by incident managers and the problem-solving approaches used by incident managers when working to restore service from unplanned IT outages. The characteristics studied were being authoritative, being communicative, being decisive, being demanding, being entrepreneurial, being facilitative and being pragmatic. The two problem-solving approaches used by incident managers and investigated were a solution-focused approach to solving problems and a problem-focused approach to solving problems. The research further determined whether the particular characteristics or problem-solving approaches or combinations of these in a reduction in the amount of time to restore service compared to others.

A análise do mtDNA vem sendo empregada, recentemente, em Ciência Forense, para identificação de indivíduos e resolução de casos criminais. Também vem sendo utilizada em estudos de genética de populações contribuindo com processos relacionados com o grau de miscigenação dos povos e com a ocupação dos diferentes continentes por populações humanas. O DNA mitocondrial está presente em inúmeras cópias por célula, é de origem materna e não sofre processos de recombinação, o que faz com que essa molécula seja uma poderosa ferramenta nesta área. A análise por mtDNA só é recomendada quando não existe mais fonte de DNA nuclear, ou quando este se encontra altamente degradado, como em amostras forenses. Um dos problemas encontrados é a interferência de artefatos durante as etapas pré e pós sequenciamento, na qual pode se obter uma seqüência de má qualidade. O presente estudo comparou e otimizou dez métodos de purificação de DNA mitocondrial, para amostras de restos mortais e in vivo, nas etapas pré e pós sequenciamento. A metodologia empregada consistiu em extrair o DNA da amostra biológica, amplificar por PCR, seqüenciar as referidas regiões do mtDNA das amostras selecionadas e analisar após eletroforese capilar. A enzima colagenase foi testada com o objetivo de avaliar sua eficiência na etapa de extração do DNA. Interligado a esta etapa, outro objetivo foi avaliar o grau de polimorfismo das regiões HVS-I e HVS-II do mtDNA em amostras da população do estado do Rio de Janeiro como forma de entender o fluxo gênico associado à formação da nossa população. Como conclusão, os melhores métodos de purificação utilizados foram o Centricon, seguido da purificação dos produtos amplificados pela resina da Amershan e dos produtos da reação de sequenciamento pela resina Sephadex. Houve baixa eficiência da enzima colagenase, indicando a presença de possíveis inibidores. Em relação ao banco de dados, foram encontrados 95 polimorfismos distintos na região HVS-I e 52 na região HVS-II. O polimorfismo mais freqüente na região HVS-I foi 16223 (74,5%), enquanto que na região HVS-II foi o 263 (60%). Foram encontrados 92 diferentes haplótipos na região HVS-I e 42 na região HVS-II. Podemos dizer que a população do Estado do Rio de Janeiro, via herança materna, é constituída, em maior parte, pelos africanos (50%), seguidos dos ameríndios (30%) com uma pequena participação dos europeus (21%), demonstrando a grande miscigenação do nosso estado.
Analysis of mtDNA has been employed, recently, in Forensic Science, for identification of peoples and solves criminal cases. So has been used in genetic populations studies and had contributed for understand of process related with degree of mixture people and with occupation of different continents by populations humans. Mitochondrial DNA is present in many copies by cell. It is maternal inheritance and not suffer recombination. So, this cell is powerful tool in this area. Analysis of mitochondrial DNA is recommend when not exist more nuclear DNA or it be degraded as in forensic samples. One of problems find are the artifact encountered during the phases before and after sequencing where can obtained the bad quality sequence. The present study compared and optimized methods of mitochondrial DNA purification to samples human remains and in vivo in phases before and after sequencing. The methodology of analysis by mitochondrial DNA consist in extract it of biological sample, amplify the regions HVS-I and HVS-II of control region, sequence the products amplified and analysis after electroforesis capilar. The colagenase was tested with objective of value its efficiency in phase DNA extraction. In relation that fase, other objective was value the degree polymorphisms in regions HVS-I and HVS-II of mtDNA in samples of population of Rio de Janeiro to contribute for understand of flow genetics associated to formation of our population. As conclusion, the best methods of purification used was Centricon, follow by purification of amplifications products by Amershan and purification od products sequencing by Sephadex. It had fall efficiency of colagenase indicate the presence of probable inhibitors. In relation of data base, was encountered 95 polymorfisms distincts in region HVS-I and 52 in region HVS-II. The polimorfism more often in region HVS-I was 16223 (74,5%), while in region HVS-II was 263 (60%). It was encountered 92 differents haplotypes in region HVS-I and 42 in region HVS-II. It had lower rates of heteroplasmy. We can said that the population of Rio de Janeiro state, by maternal inheritance, was determined, in more portion, by Africans (50%), follow by Amerindians (30%) with small portion of Europeans (21%), showing the bigger miscegenation of our state.

The Earliest Human Remains of Northern Perú: Balances and PerspectivesGenerally in American prehistory the very first protagonists have been kept outside of the main discourse. This absence of information is evident if we review the construction of this history and accept that there has been a preconceived pact of indifference towards skeletal remains. The north of Peru is a good example and choice for the objectives of this paper. Given this lack of information, we present our findings about these "lost" bodies in order to finally integrate these data into the study of the earliest people of the Americas.
De manera genérica, la prehistoria americana ha mantenido fuera de su discurso a los restos de sus propios protagonistas. Semejante afirmación adquiere sentido si observamos la confección de esta historia pasada y aceptamos una cierta indiferencia pactada hacia los restos óseos. El norte peruano resulta un buen ejemplo y compromiso de intereses encontrados. Con este trabajo se busca cómo entender esta ausencia, encontrar los cuerpos "ausentes" y finalmente integrarlos al acervo de los materiales de estos primeros grupos humanos.

Baseado na Teoria Crítica e em uma Antropologia de arquivo, este trabalho objetiva (re)apresentar e contextualizar a coleção colonial de restos humanos recolhida pela equipa chefiada por Santos Júnior, Chefe da Missão Antropológica de Moçambique (MAM), que está armazenada no Museu Nacional de História Natural e de Ciência (MUHNAC). Esta investigação desdobra-se, ainda, na identificação do Outro, raça e ciência na Antropologia física realizada na ex-colónia portuguesa, Moçambique, entre os anos de 1936 e 1956; apresenta, também as discussões atuais sobre os museus universais ocidentais que detém coleções coloniais, além de mostrar os argumentos da Nova Museologia e as questões de repatriamento em voga na atualidade. Based on the Critical Theory and on an archival anthropology, this paper aims to (re) introduce and contextualize the colonial collection of human remains collected by the team headed by Santos Junior, Head of the Anthropological Mission of Mozambique (MAM), which is stored at the National Museum. of Natural History and Science (MUHNAC). This investigation also unfolds in the identification of the Other, race and science in physical anthropology carried out in the former Portuguese colony, Mozambique, between 1936 and 1956; It also presents the current discussions on Western universal museums that hold colonial collections, as well as showing the arguments of the New Museology and the current repatriation issues. Ahead, it contextualizes historically and socially Portuguese anthropology in the twentieth century and highlights the role of the School of Porto and António Mendes Correia in the production and influence of the discipline in the colonial policies of the state. Finally, it presents Santos Júnior's colonial archive, the colonial collection of human remains, the material and symbolic institutional trajectory of the estate and initiates a debate about the ethical and scientific contexts of the collection.

Coastal zones are subjected to human pressure and it is necessary to protect and manage these productive and sensitive ecosystems. Artificial Reefs (AR) are relevant tools to overcome these challenges. For nearly a decade they have been used in ecological engineering in order to restore specific habitat functionalities. In the meantime, they are also employed to manage human activities. The review of the latest projects on the French Mediterranean coast shows that apart from the ecological objectives, AR are also social tools that could help to enlarge an integrated approach of an ecosystem.

AbstractFreshwater is essential to the health and wellbeing of both human and ecological communities. In Aotearoa New Zealand, the freshwater systems are affected by ongoing degradation directly connected to human activities over the last two centuries. Recently scholars have begun to question the efficacy of established management approaches, the extent to which current land-use practices are to blame and whether continued environmental decline in our waterways is inevitable. The continued degradation of freshwater systems under conventional management approaches necessitates a rethinking of how freshwater systems are governed, managed, and restored. In this introductory chapter we explore the origins of the freshwater crisis (a manifestation of multiple environmental injustices) within a single freshwater system: the Waipā River (Te Waipā o Awa).

Standing at the precipice of civilisational collapse, we see and make visible the forces set in motion by hegemonic powers past and present—these run deep, strong undercurrents throughout our globalised capitalist human systems, today and tomorrow. Our ability to dance with complexity and chaos, even if awkwardly at first, underscores the emergent experimentation desperately needed to find new routes to our possible futures. A pluriverse already exists and awaits us, where restored and newly fostered ecosystems co-evolve with our freshly reinvigorated humanity.

AbstractWe argue that it is important to acknowledge that river restoration (both in theory and practice) still remains largely located within the realm of the hegemonic Western knowledge systems. In this chapter we challenge the Eurocentrism of dominant ecological restoration projects by documenting the different framing and approaches to restoration being employed by Māori (the Indigenous of Aotearoa New Zealand). We focus our attention on the collective efforts of one tribal group (Ngāti Maniapoto) who are working to decolonise how their ancestral river is managed and restored through the use of Indigenous Knowledge, augmented by Western scientific techniques. A key focus is on restoration that is underpinned by the principle of kaitiakitanga (environmental guardianship) and devoted to healing fractured relationships between humans and more-than-humans.

The actualization of the development of inclusive tourism is enhanced by the fact that for people with disabilities tourism is not only a means of recreation and rehabilitation, promotes the activation of motor functions and support of physical fitness, but also a source, creating an environment for full interaction and elimination of feelings of inferiority, that in turn mobilizes mental health resources and restores the psycho-emotional mood of a person, and therefore, increases the level of his/her self-esteem and self-significance. The article examines possible ways of developing inclusive tourism as a social service for people with disabilities. The state of the provision of rehabilitation services for people with disabilities to improve the level of full-quality life has been determined, and the feasibility of providing rehabilitation services through inclusive tourism among social field professionals. Recommendations for the development and implementation of inclusive tourism as a social service for people with disabilities are offered.

Like other bird and mammal species whose populations have been restored through conservation efforts, wild turkeys are treasured by many recreationists and outdoor enthusiasts. Wild turkeys have responded positively to wildlife habitat and population management. In some areas, however, their increased populations have led to increased damage to property and agricultural crops, and threats to human health and safety. Turkeys frequent agricultural fields, pastures, vineyards and orchards, as well as some urban and suburban neighborhoods. Because of this, they may cause damage or mistakenly be blamed for damage. Research has found that despite increases in turkey numbers and complaints, damage is often caused by other mammalian or bird species, not turkeys. In the instances where turkeys did cause damage, it was to specialty crops, vineyards, orchards, hay bales or silage pits during the winter. In cultured crops or gardens where wood chips, pine straw or other bedding materials (mulch) are placed around plants, wild turkeys sometimes scratch or dig up the material and damage plants when searching for food. Wild turkeys are a valuable game species, treasured by recreational hunters and wildlife enthusiasts.

Human activity has modified and deteriorated natural ecosystems in ways that reduce resilience and exacerbate environmental and climate problems. Physical measures to protect, manage and restore these ecosystems that also address societal challenges in sustainable ways and bring biodiversity benefits are sometimes referred to as “nature-based solutions” (NBS). For example, reducing deforestation and restoring forests is a major opportunity for climate mitigation, while protecting or restoring coastal habitats can mitigate damage to coastal areas from natural hazard events, in addition to potentially providing co-benefits related to livelihood, recreation, and biodiversity. There is now an impetus to shift towards greater deployment of nature-based solutions. Not only do they offer an alternative to conventional fossil fuel-based or hard infrastructure solutions but, if implemented correctly, they also hold great promise for achieving multiple goals, benefits and synergies. These include climate mitigation and resilience; nature and biodiversity protection; and economic and social gains. 2020 saw an explosion in publications about NBS, which have contributed to filling many of the knowledge gaps that existed around their effectiveness and factors for their success. These publications have also highlighted the knowledge gaps that remain and have revealed a lack of critical reflection on the social and economic sustainability aspects of NBS. Building on these gaps, we decided to launch this mini-series of four briefs to provoke a more nuanced discussion that highlights not only the potential benefits, but also the potential risks and trade-offs of NBS. The purpose is not to downplay the importance of NBS for biodiversity, ecosystems, and coastal mitigation and adaptation, but to ensure that we establish a dialogue about ways to overcome these challenges while leaving no one behind.

Approaches integrating environmental management practices have been gaining importance in recent years. Sustainable Land Management (SLM), Ecosystem-based Adaptation (EbA), Ecosystem-based disaster Risk Reduction (Eco-DRR) and Nature-based Solutions (NbS) are widely applied approaches that tackle certain drivers of challenges such as food insecurity, water scarcity, decline in biodiversity and threats to livelihoods, while also considering both human well-being and ecosystem functions and services. Better understanding the similarities, differences and relationships between these approaches helps to improve efficiency in implementation and leverage synergies. By shedding more light on where these approaches align, investments in land-based solutions in response to different types of environmental challenges can be more effectively designed to achieve multiple targets. In response to the United Nations Convention to Combat Desertification (UNCCD) decision 19/COP.14 paragraph 4, the main objective of this report is to understand and elaborate upon the characteristics of SLM, EbA, Eco-DRR and NbS. The report begins with an overview of the historical backgrounds and origins of SLM, EbA, Eco-DRR and NbS. Despite differences in their specific goals and targeted benefits, all approaches aim for the support of biodiversity, land-based ecosystems and ecosystem services and functions, and employ measures to conserve, restore and sustainably use land to support ecosystem services and functions, including SLM technologies. Furthermore, irrespective of their different goals, the projects developed under any approach can generate comparable co-benefits, especially due to their support of biodiversity. The capacity for all these approaches to deliver multiple co-benefits means that projects of each approach can directly contribute to implementing the specific goals of the other approaches as well. Thus, multiple global and national targets, frameworks, strategies and conventions which call for the implementation of one or more of these approaches, can benefit from this report by avoiding duplication and reducing the overall investments necessary to achieve the set targets and goals. This is critical for achieving the ambitious Agenda 2030, including voluntary land degradation neutrality (LDN) targets and climate action under the Paris Agreement. It will also be the case for the post-2020 global biodiversity framework currently under development. The added value that will come from optimizing the links among these approaches extends from national policymakers to the practitioners of SLM, EbA and Eco-DRR projects, which all share the ultimate goal of sustainable development. To capture the coherence and alignment among these approaches, their similarities and differences have been summarized in a conceptual framework. The framework has been designed to help practitioners understand the specific goals of each approach, and to link these to the relevant global and national targets, frameworks, strategies and conventions, which can support monitoring and evaluation as well as reporting processes. The synergies among these approaches are further illustrated based on three case studies in order to demonstrate opportunities for leveraging multiple co-benefits and targets at implementation level irrespective of the different objectives under each. The results of this assessment demonstrate that activities under one approach can be beneficial to achieve the specific goals of other approaches with little additional effort. It is essential for policymakers, project developers and practitioners to recognize that. This is key to the achievement of sustainable development.

“Sustainable prosperity” denotes an economy that generates stable and equitable growth for a large and growing middle class. From the 1940s into the 1970s, the United States appeared to be on a trajectory of sustainable prosperity, especially for white-male members of the U.S. labor force. Since the 1980s, however, an increasing proportion of the U.S labor force has experienced unstable employment and inequitable income, while growing numbers of the business firms upon which they rely for employment have generated anemic productivity growth. Stable and equitable growth requires innovative enterprise. The essence of innovative enterprise is investment in productive capabilities that can generate higher-quality, lower-cost goods and services than those previously available. The innovative enterprise tends to be a business firm—a unit of strategic control that, by selling products, must make profits over time to survive. In a modern society, however, business firms are not alone in making investments in the productive capabilities required to generate innovative goods and services. Household units and government agencies also make investments in productive capabilities upon which business firms rely for their own investment activities. When they work in a harmonious fashion, these three types of organizations—household units, government agencies, and business firms—constitute “the investment triad.” The Biden administration’s Build Back Better agenda to restore sustainable prosperity in the United States focuses on investment in productive capabilities by two of the three types of organizations in the triad: government agencies, implementing the Infrastructure Investment and Jobs Act, and household units, implementing the yet-to-be-passed American Families Act. Absent, however, is a policy agenda to encourage and enable investment in innovation by business firms. This gaping lacuna is particularly problematic because many of the largest industrial corporations in the United States place a far higher priority on distributing the contents of the corporate treasury to shareholders in the form of cash dividends and stock buybacks for the sake of higher stock yields than on investing in the productive capabilities of their workforces for the sake of innovation. Based on analyzes of the “financialization” of major U.S. business corporations, I argue that, unless Build Back Better includes an effective policy agenda to encourage and enable corporate investment in innovation, the Biden administration’s program for attaining stable and equitable growth will fail. Drawing on the experience of the U.S. economy over the past seven decades, I summarize how the United States moved toward stable and equitable growth from the late 1940s through the 1970s under a “retain-and-reinvest” resource-allocation regime at major U.S. business firms. Companies retained a substantial portion of their profits to reinvest in productive capabilities, including those of career employees. In contrast, since the early 1980s, under a “downsize-and-distribute” corporate resource-allocation regime, unstable employment, inequitable income, and sagging productivity have characterized the U.S. economy. In transition from retain-and-reinvest to downsize-and-distribute, many of the largest, most powerful corporations have adopted a “dominate-and-distribute” resource-allocation regime: Based on the innovative capabilities that they have previously developed, these companies dominate market segments of their industries but prioritize shareholders in corporate resource allocation. The practice of open-market share repurchases—aka stock buybacks—at major U.S. business corporations has been central to the dominate-and-distribute and downsize-and-distribute regimes. Since the mid-1980s, stock buybacks have become the prime mode for the legalized looting of the business corporation. I call this looting process “predatory value extraction” and contend that it is the fundamental cause of the increasing concentration of income among the richest household units and the erosion of middle-class employment opportunities for most other Americans. I conclude the paper by outlining a policy framework that could stop the looting of the business corporation and put in place social institutions that support sustainable prosperity. The agenda includes a ban on stock buybacks done as open-market repurchases, radical changes in incentives for senior corporate executives, representation of workers and taxpayers as directors on corporate boards, reform of the tax system to reward innovation and penalize financialization, and, guided by the investment-triad framework, government programs to support “collective and cumulative careers” of members of the U.S. labor force. Sustained investment in human capabilities by the investment triad, including business firms, would make it possible for an ever-increasing portion of the U.S. labor force to engage in the productive careers that underpin upward socioeconomic mobility, which would be manifested by a growing, robust, and hopeful American middle class.
