Safety and reliability assessment of instrumentation and control (I&C) systems used in different safety-critical industries is a responsible and challenging task. Different assessment models recommended by international and national regulatory documents and used by experts worldwide still have disadvantages and limitations. Therefore, studies of assessment model improvements and refinements are essential. This paper proposes that the assessment models be improved by taking into account different architectures of communications both between different systems and within one particular system. In most models, communication lines are considered absolutely reliable, but the analysis performed shows that the communications should be necessarily addressed. Several analytical models are described to assess the reliability of safety-critical systems for nuclear power plants with different communication options.

The variability of companies stakeholders’ engagement forms, communication channels, approaches to disclosure of companies’ corporate social responsibility (CSR) and strategies for CSR achievement cause the formation of benchmarks – patterns of responsible behavior of these companies. Determination of companies’ CSR patterns plays is a ground of (plays a role or is a ground of) improving their strategies for responsible activities. These patterns were highlighted on the basis of comprehensive three-component indicator that illustrates the combination of parameters: models of companies’ communication with stakeholders, approaches to the disclosure of information on CSR and strategies for incorporating CSR and Sustainable Development Goals. Positioning of 22 Ukrainian companies for the period 2005–2017 was made. Results of positioning allowed to determine such clusters of the companies in accordance with the pattern of responsible behavior as А – innovators, B – leaders, C – pursuer, D – followers, E – starters, F – outsiders; to develop the measures on the improvement of their CSR activity.

Reduction of power dissipation in digital circuits is a subject of research in industry and academia. A major component of power dissipation in modern microprocessors is due to their large interconnect networks which are responsible for the distribution of power and clocks as well as for the intra-chip communication. Communication is realized by data and address buses. In this paper we (i) discuss an analytical model for energy estimation in deep submicron buses, (ii) present statistical energy measures based on the analytical model, (iii) derive the energy limits of communication through buses, (iv) and introduce energy efficiency measures of communication.

The ideologeme is responsible for the category of interpersonality in the political discourse. The authors studied ideologemes in blogs published on the Yandex.Zen platform to identify their role in the discursive modeling of the social and personal opinions of the blogger, the recipient, and the political referents. The category of interpersonality revealed two models associated with the transformation of meaning. The first group was connected with recontextualization and included mocking, comparison, and referent replacement. The second group transformed the form and structure of the intentional component of the meaning by adding or replacing an element, as well as by demetaphorizing or secondary metaphorization.

This paper describes the first decade of crowdfunding (CF) experiences carried out in the Spanish university environment from the perspective of social responsibility and determines the impact of their campaigns in solving social problems. To do so, the literature, from traditional patronage practices to current models of micro crowdfunding in the digital environment, allow framing crowdfunding by putting the focus on the relationship of universities with their audiences and the agents involved in the campaigns they launch from 2012 to the present, as part of their purposes with society. To achieve the objectives, a content analysis of the 56 CF campaigns, launched by a dozen Spanish public universities, was carried out. The study concludes that the fluctuations in the evolution and development of university crowdfunding (UCF) and the scarce existence of their own platforms have not yet allowed its consolidation as a tool of their University Social Responsibility (USR). In addition, UCF campaigns in Spain place value on research at the service of society, moving away from philanthropy to exercise social responsibility, although they are generally focused on their internal audiences, so their social impact is limited.

The results showed that parents gave messages (decoding) to adolescents related to character education: religious, hard work, creative, independent, democratic, curiosity, love of the motherland, mutual respect, communicative, peace-loving, honest , diligent, care for the environment, responsible and social spirit. Parents convey character education to teenagers when they are relaxed, when children are happy, when there is togetherness in the family room, when watching TV or movies, and when playing sports together. Decoding and interpreting adolescents' responses to character education from parents, namely: accepting and rejecting on the grounds that parents consider them like small children, messages that are conveyed are too repetitive, dictate, and are conveyed in front of many people. Communication barriers in parents: style of speaking, time and place. Barriers to communication in adolescents: Mood / Situation, and do not want to act under threat. The Model of Parental Communication in the Character Education of Adolescents in Manado City is a Circular Communication Model, in which the process of parental communication in the character education of adolescents takes place continuously in a circular manner. Each communicator, namely parents and adolescents, will be involved in the process of encoding the message, interpreting the message, as well as receiving and decoding the message in turn.

The current transitions towards fair and sustainable models of social and economic relations represents a vital process for the maintenance of the ecosystems and the ways of inhabiting them. This paper is an empirical and epistemological study whose aim is to consider how to develop a responsible communication strategy with the eco-transitions sector. We take a specific region of Spain, Castilla-La Mancha, as a field of experimentation and case study. The analysis is based on a sample of 55 active eco-transition projects, out of a total census of 156. Our position assumes that communication strategy goes through several phases. Firstly, access to empirical and census-based knowledge of this sector; secondly, establishing a type of indicator that can measure the functioning and internal dynamics of these entities in terms of eco-transition; and thirdly, the expansion of responsible, realistic and proactive media coverage, which can encourage messages that contribute to an ever-increasing number of people moving towards eco-social issues. In order to measure the “internal health” of these entities, including the “communication environment,” we have elaborated and implemented the Eco-Transition Indicator (ETI), a measurement tool that allows us to place a project or initiative within a frame leading towards fair and sustainable models of social and economic relations. While the sector shows good “health” in some aspects, the results point very clearly to the need to strengthen the communicative strategy of the eco-transition initiatives and projects.

This study aims to analyze the influence of organizational communication climate and also the influence of leadership communication style on employee performance in one of the Riau Private Universities. The research method used in this study is descriptive analysis to provide an overview of respondents and quantitative analysis using multiple linear regression analysis models. The theory used is Organizational Communication Theory and organizational climate theory. The results of this study found that the communication climate in one of Riau's private universities is positive. Likewise, the leadership's communication style which is based on equality (The Equilitarian Style), makes the performance of employees have high trust between employees and leaders. Decisions are made based on mutual agreement, honesty, listening to each other both up and down, and mutual attention for high performance. The influence of a leadership style based on equality (The Equilitarian Style), also makes the organizational climate more responsive, responsible, and integrated and consistent accountability

On-line communication services were evolving from a simple text-based chats towards sophisticated videopresence appliances. The bandwidth consumption of those services is constantly growing due to the technology development and high user and business needs. That fact leads us to implement optimization mechanisms into the multimedia communication scenarios. In this paper, the authors concentrate on many-to-many (m2m) communication, that is mainly driven by the growing popularity of on-line conferences and telepresence applications. An overlay model where m2m flows are optimally established on top of a given set of network routes is formulated and a joint model where the network routes and the m2m flows are jointly optimized. In the models, the traffic traverses through replica servers, that are responsible for stream aggregation and compression. Models for both predefined replica locations and optimized server settlement are presented. Each model is being followed by a comprehensive description and is based on real teleconference systems.

The proliferation of emerging technologies, which are defined as new technologies or new use of old technologies (for example, artificial intelligence (AI)), presents both opportunities and challenges for society when used. These technologies promise to revolutionize various sectors, providing new efficiencies, capabilities, and insights, which makes them interesting to develop and use. However, their use also raises significant ethical, environmental, and social concerns. Organizations communicate through various modes, one of which is written discourse. Such discourse encompasses not only the structure of the message but also its content. In other words, the vocabulary (the structure) is used to express a specific point of view (the content). Within technology usage, there is a clear connection between communication and informed decision-making, as the information about the technology (its form and substance) is spread through communication, which in turn aids in making well-informed decisions. This thesis adopts a risk governance approach, which involves taking a preventive perspective to minimize (or avoid) future potential risks. This viewpoint acknowledges the importance of people making informed decisions about accepting or acting in light of potential future risks. It is to be noted that people's decisions are influenced by what they know about a technology and their perceptions (what they do not know but believe). Hence, our research aims to explore the theoretical perspectives on organizations' communication responsibilities and the actual practices employed by these entities. This choice stems from the apparent gap in the literature concerning responsible communication and the necessity to examine the topic, emphasizing practical considerations for further defining modes of organizational communication to analyze and take proactive action when communicating about emerging technologies such as AI. When an organization communicates about an emerging technology, elements focusing on the responsibility of sharing information can be found in the literature, but none on the responsibility (seen as an ethical behavior) of one organization regarding the impact of what is communicated on the decision-making process. Some responsibility is linked to corporate social responsibility (CSR), but the focus remains on the information. We propose a concept that addresses the intersection between three considered fields: emerging technologies, organizational communication and risk governance, which is the one of Responsible Organizational Communication on Emerging Technologies (ROCET) to address the responsibility of what is communicated as an ethical behavior. We aim to delve into the concept by bridging the divide between theory and practice, examining both simultaneously to garner a comprehensive understanding. This approach will help construct an understanding that meets halfway, building on knowledge accumulated from both areas. Therefore, two analyses will be conducted in parallel: a critical literature review around the “responsible communication” concept and a discourse analysis of standalone reports published by governmental bodies regarding the use of a specific emerging technology, namely artificial intelligence (AI). Using a single case analysis approach, the analysis aims to problematize one's communication regarding a public discourse while challenging such constitutions by exploring models of responsible communication. There is a gap in the literature in referring to this term as this research does. The literature focuses either on the communication conducted by organizations as part of their corporate responsibility strategy or from a communication theory perspective, concentrating on how to convey a message effectively. Alternatively, it looks at the matter from the emerging technologies perspective, where the focus is on information communication referring to the technology

Gambling confronts individuals to at least two paradoxes. The first one refers to control: on the one hand, gamblers think they can control the game in order to increase their chances to win (i.e. the illusion of control) and, on the other hand, they can lose control over their impulses. To gamble safely, gamblers should play in a controlled way instead of trying to control the game. The second paradox is that the gambling operators have financial interests in promoting gambling, but try at the same time to prevent the risks of gambling. In particular, they have to help gamblers to keep control of their impulses. To that end, gambling operators use prevention messages promoting Responsible Gambling (e.g., “So that gambling remains a game”). The central thesis of this dissertation is that these preventive messages often are ambiguous and tend to convey promotional contents rather than preventive ones. The aim of this dissertation was thus to examine the comprehension of messages promoting Responsible Gambling. We studied the ambiguity of their semantic content and the influence of extrinsic factors of the message (i.e. the characteristics of the source of the message and of the receiver) on the understanding of the message. We conducted four experiments online with 1438 participants. Results of these studies show that prevention messages promoting Responsible Gambling have a paradoxical effect on individuals: they are ambiguous (Experiment 1) and individuals understand them as being both prevention and promotional messages (Experiment 2). In a real game situation, messages promoting Responsible Gambling exacerbate risk-taking behavior when compared to non-ambiguous prevention messages (Experiment 3). Moreover, we showed that people better understand prevention messages when they see them as stemming from the government instead of a gambling operator and when the source is perceived as highly credible. However, gamblers’ attitudes toward gambling, familiarity with gambling or their level of risk of pathological gambling does not influence the comprehension of the message in our sample (Experiment 4). This dissertation shows that messages which are currently used by gambling operators are not appropriate to prevent excessive gambling. Our work thus contributes to the improvement of preventive communication strategies of gambling operators and governments

The main purpose of this study was to examine how a five hour communication course given to physiotherapists working at a habilitation center changes their communication when interacting with non-speaking children and teenagers with cerebral palsy. An instructional model for teaching learning strategies in eight steps was tested. Six physiotherapists took part of a five hour communication course on three occasions. The course contained receptive communication, environmental arrangements and aided language stimulation as suggested by previous research. Interaction between physiotherapist and child/teenager communicating with a communication board was videotaped just before the course, within two weeks after the course and also three month later. The course was analyzed using a combination of quantitative and qualitative methods. KOMMUNIKATIV is a quantitative method measuring ten communication abilities of the physiotherapists. Conversation Analysis (CA) was used as a detailed qualitative complementary analysis to KOMMUNIKATIV in order to examine the interaction between physiotherapist and child/teenager. Results from KOMMUNIKATIV showed a statistically significant change within two weeks after the course. Continued changes were measured between the second and the third point of measure but that change was not statistically significant. These results strongly indicate that the physiotherapists adopted a more receptive communication style after the course. They made it possible for the child/teenager to communicate with the communication board and they increased the number of AAC-modeling. One aspect, the physiotherapists’ ability to simplify the communication, declined from the first to the second and third point of measure. The child´s/teenager´s communication adapted in some ways to the changed communicational behavior of the physiotherapists. After the course, the child/teenager used longer phrases and started to make repairs. The detailed interaction analysis verified the change in communicative behavior in several ways. One significant change was the way the physiotherapists used an engaged voice quality to encourage the child/teenager to respond to requests for action. Before the course this voice quality was used in many different contexts, including communicatively problematic contexts, where it increased the problems. After the course the physiotherapists used a more varied set of strategies to solve problematic situations, thereby avoiding communicative problems. The instructional model for teaching communicative strategies in eight steps that was used in the study was successful in two ways. Firstly, the model provides the possibility to set individual goals for each member based on preassessments. Secondly, this model enables active learning which seem to consolidate the new ability. A conclusion from the evaluation of the eight step model is that it can be used for teaching communicative strategies to professionals.

Abstract How should learning in higher education best meet the challenges posed by the many changes in society and employment? If graduates are knowledgeable in a particular field of studies and are trained in key generic competences/transferable skills to allow for autonomy and responsibility, is that enough? Is it being achieved? Or are new and diverse sets of learning models (Lifelong Learning or the 60 Year Curriculum) needed? Learners must be empowered to operate as responsible and active citizens in their society and be successful participants in a dynamic labour market. Society will require continuous (re-)training to handle rapid technological and societal changes. To stay relevant as autonomous educational providers, higher education institutions will have to change their formats of learning and teaching. A revised higher education model demands a highly flexible format to cater for individualised learning pathways, based on three key components: (1) a particular field of studies (thematic or disciplinary)—the core—(2) a fully integrated set of transferable skills and (3) a large set of learning units of various sizes covering a flexible curriculum. Can it respond to five societal challenges in each component: interculturalism; processes of information and communication; processes of governance and decision making; ethics, norms, values and professional standards and the impact of climate change? Measuring and Comparing Achievements of Learning Outcomes in Higher Education in Europe (CALOHEE), an EU funded project envisages a new model. The paper will partly be based on the (initial) findings of this project. International cooperation in the context of the EHEA is essential to engage all, and make a change.

AbstractDeep learning architecture has become a cutting-edge method for automatic music generation, but there are still problems such as loss of music style and music structure. This paper presents an improved network structure of time series model based on multi-track music. A context generator is added to the traditional architecture. The context generator is responsible for generating cross-track contextual music features between tracks. The purpose is to better generate single-track and multi-track music features and tunes in time and space. A modified mapping model was further added to further modify the prediction results. Experiments show that compared with traditional methods, the proposed will partially improve the objective music evaluation index results.

The history of communication models' evolution has seen incredible progress, from the first classic model which underlined just the fundamentals of communication (sender, receiver, message, and media) to recent models which have been able to integrate other interesting parameters closely related to human behavior, communication platforms, specificities of the communicators' environment, etc. This chapter will aim to develop a new theoretical model of global marketing communication based on artificial intelligence. This proposed model will integrate new elements necessary to be able to meet the requirements of customer relationship management (CRM) and those of sustainable development. For example, the new model will have to open up to global customers in order to satisfy them and will also have to take into consideration the constraints of sustainable development (environment, human factor, etc.) in relation to the product and/or the brand marketed to show how conscious and responsible the company is.

Representations of the dead as social robots are on the rise. Communication and interaction with such representations constitute a specific segment within computational commemoration, i.e. memory that is based on digital methods. Case studies provide thought-provoking insights. Novel business models emerge in this area. Imagined dialogues with the dead via media result in social and personal challenges, which need to be addressed in order to arrive at responsible applications of innovative technologies.

Modern nation-states have become culturally diverse owing in part to changes in immigration law, globalization, and increased ease of transportation presenting both opportunities and challenges, particularly where religious diversity is concerned. The author proposes a conceptual framework that embraces an interpretation of public relations as a social function (Tilson, 2009a), a covenantal model as a theoretical ground (Koehn, 1994; cited in Baker, 2002), and expanded communicative conceptual parameters that include religion in definitions of diversity. Using telephone and e-mail interviews and textual analysis of media to obtain data on religious diversity and public relations practices in the U.S., a review of initiatives suggests that communicators are fostering tolerance and resolving religious conflict through dialogue in keeping with conceptual models that emphasize the social responsibility of the profession. The study also underscores that socially responsible behavior often has a foundation of faith and that the intersection of faith and institutional practice merits a closer look.

It is well accepted that the physical world itself, including communication networks, humans, and objects, is becoming a type of information system. Thus, to improve the experience of individuals, communities, organizations, and societies within such systems, a thorough comprehension of collective intelligence processes responsible for generating, handling, and controlling data is fundamental. One of the major aspects in this context and also the focus of this chapter is the development of novel methods to model human mobility patterns, which have myriad uses in crucial fields (e.g. mobile communication, urban planning, etc.). The chapter highlights the state of the art and provides a comprehensive investigation of current research efforts in this field. It classifies mobility models into synthetic, trace-based, and community-based models, and also provides insight into each category. That is, well-known approaches are presented, discussed, and qualitatively compared with each other.

Given the fact that we are in a time of uncertainty, when we cannot predict how a coronavirus-induced pandemic will affect community life, socially responsible behaviour as well as the impact of socially responsible marketing come to the fore in particular. The goal of socially responsible marketing is to educate and take actions that will positively affect the change of behaviour, and all participants from business entities to individuals must be aware of their responsible behaviour towards themselves and others in order to improve well-being and benefit the society we live in. The paper presents models of socially responsible marketing communication in the "new normal" as well as their impact on raising awareness of responsible behaviour and the adoption of new habits among consumers.

Abstract Sinfonia is a module for feature-based design which is configurable to users and applications within diverse CAD environments, particularly in the area of mechanical engineering. Sinfonia has an open and modular architecture that allows to modify and extend existing functionalities, and to integrate new modeling facilities and application tasks. This module enables the users to work with standard pre-defined design features delivered with the module, or to define dynamically their own specific design features during the design session. Furthermore, Sinfonia allows the interactive definition of constraints concerning the product semantics. Definition and administration of constraints in feature-based models provided by a consistency manager is supported to reach semantical correctness of the part models. The main modules of Sinfonia are the Feature Modeler and the Design Feature Manager. The Feature Modeler is responsible for the instantiation of features and the creation of the feature-based model. The Design Feature Manager allows feature data and design processes to be managed in a uniform way. The CAD system environment in which Sinfonia is integrated consists of the following modules: the User Interface System and the Application modules (offering tools for interaction of the user with application specific part models and for communication with external systems and applications, such as NC modules, etc.), the Solid Modeler (responsible for creating the shape representation of the feature-based model), the Consistency Manager (providing services to handle all kinds of different constraints within the design environment) and the Product Database which includes all services for storing and retrieving various product data.

Barriers in teaching are defined as all nuisances between the factors of the teaching process. Nuisances hamper the teaching process and affect the quality of educational communication and learning outcomes. The information won't become a part of student's knowledge, because he/she can't imagine it and understand it. Overcoming communicational barriers is everyone's need and obligation, this particularly applies to the people who are responsible for establishing the effective communication system. Depending on the criteria, barriers are classified as psychological, linguistic, educational, social, economic, technical and other barriers. Teaching in general, and the teaching of computer science can be organized and therefore studied in terms of cybernetic didactic theory, in other words, system's theory and communication models. In the teaching of Computer Science, educational barriers are in the form of complex, too extensive and outdated textbooks, as well as unavailable actual technical literature. The conclusions of the paper are derived from the research conducted on students from high and technical schools in Vojvodina. The sample includes high schools in several towns, while the pilot study additionally includes elementary schools. As independent appraisers, students of the University of Novi Sad give their opinion about educational barriers in high schools. In computer science teaching, several types of barriers were detected by students' evaluations and assessments based on interviewing techniques. The detected language barriers have low intensity, they permeate all other barriers: educational, psychological, technical, ergonomic, socioeconomic, and they vary depending on the demographic characteristics of the respondents. This paper points to the language barriers in teaching computer science, and also in IT education through systems theory and communication processes. Data were analyzed using statistical methods. For determining variables' interrelation, the multiple-regression factor analyses by Gutman-Kaiser criterion was applied.

The circular economy has been an emerging theme in the strategic decisions of different industrial sectors as an alternative to reducing the negative impact generated by the linear economy that extracts, transforms, uses, and discards our planet's resources without a second chance for reuse. In this way, most industrial sectors are looking for new business models based on circularity that can reduce the effects generated by the residues of their production processes and that can cause serious damage in the environmental, social, cultural, and economic. In the textile sector, issues related to waste management become even more evident, due to the relevance of this segment in the world economy and the extension of its production chain. In this context, the main objective of the article is to assess the potential and challenges of the Portuguese textile industry in the implementation of business models based on the circular economy for the reuse of textile waste. In the first phase, the work was carried out through systematic research of literature review in current indexed studies to investigate the theme of circular business models. In the second moment, qualitative research was carried out based on a case study in the textile industry RioPele in Portugal. Data collection took place through semi-structured interviews, in loco, in January 2020 with the managers responsible for the company's sustainability department. The results indicate as potential the fact that the company already integrates sustainability into its corporate values, applies circularity in the development of new products, is supported by class institutions, research centers and universities and recognizes this collaboration as a decisive factor for the success of its business model focused on waste reuse. However, it points out as a difficulty the still high costs for the transition to the circular economy and the need for more effective communication actions to share the principles of circularity and generate greater awareness in its customers and other stakeholders. The results of the investigation can help other industries in the textile segment to realize the advantages of reusing their waste for a more circular textile economy with strong brands that can generate positive impacts on society.

Germany is pursuing the ambitious goal of climate neutrality by 2045. In fact, the expansion of renewable energies is taking place far too slowly. There are several reasons for that. Project approval and planning processes are too lengthy and time-consuming; they are also often complicated by citizen protests against wind farms and ground-mounted photovoltaic parks. Various studies show that many protests are the result of perceived conflicts. The nature and extent of the conflicts vary, e.g., depending on the type of conflict, the stakeholders, technology, and local context. Overall, studies show that communication is a crucial factor in the success of infra-structure projects, e.g., as a means of conflict management. Many studies about energy infrastructure projects look at projects that are implement-ed by companies. This study changes the perspective on the ongoing transformation process to renewable energies. The focus is not on companies that need to interest and attract citizens to renewable energy projects but on citizens who join citizen energy cooperatives (CECs) and become local entrepreneurs themselves. The study aims to provide statements on how CECs function, what communication tasks they must master, and what challenges are in communicating internally with members and externally with stakeholders. This includes a deeper understanding of the perspectives for CECs regarding current legislation and planned business models, as well as conflicts that have arisen and are emerging. For the study, CECs were researched online, and executives (n=12) were asked for an interview. Before the in-depth interview, they were asked to complete a questionnaire where they provided information about their cooperative. The literature-based interview guideline addresses three topic areas: (1) CECs' expertise and scope of tasks; (2) communication tasks of the CEC; and (3) perceived risks and conflicts. The interviews were conducted in 2022. The data were anonymized, transcribed, and analyzed qualitatively (interview) and quantitatively (preliminary questionnaire). Results: The respondents understand communication as an essential and success-relevant part of the implementation of CEC energy projects. In recent years, the communication effort for CECs has steadily increased. The most important communication areas are project planning and acquisition, public relations, and member communication. Most respondents are convinced that local acceptance of energy projects is higher when CECs implement projects compared to companies since those responsible are themselves members of the community and therefore share local needs, desires, and problems of the community actors. To remain competitive, the CECs surveyed are expanding their portfolio structure, e.g., by communication-intensive models such as tenant electricity. CECs are developing many formats or pursuing novel approaches. Companies would be well advised to learn from this wealth of ideas from CECs, e.g., in public relations work and addressing new target groups.

This article introduces the concept of English for Specific Purposes (ESP) and explores its significance in preparing law students for effective communication within the legal field. In recent years, the potential of Artificial Intelligence (AI) as a powerful tool to enhance the ESP learning experience has gained attention. AI technologies offer unique opportunities to tailor instruction and provide personalized learning experiences for law students. AI-powered platforms can adapt to individual students' needs, progress, and learning styles, ensuring targeted instruction and maximizing language acquisition. Furthermore, AI tools can analyze students' language production, offering instant feedback on grammar, vocabulary usage, and pronunciation. Additionally, speech recognition tools powered by AI assist law students in improving their pronunciation, intonation, and overall oral communication skills. However, it is important to consider ethical considerations such as privacy, data security, and the responsible use of AI technologies. Through responsible implementation, AI becomes a valuable tool in augmenting the ESP learning experience for law students, preparing them for successful careers in the legal field

The effectiveness of a police officer’s professional performance depends on many social processes and phenomena, on socially-oriented and/or person-oriented communication with colleagues, different categories of citizens, on the level of organisation of this activity in general, on leadership and management processes. These days, such areas of psychology as communication between work colleagues, leadership in the circle of colleagues, and other factors impacting professional efficiency remain insufficiently covered. The authors have already touched on the issue of leadership and communication in our research, however, the authors have not carried out a specific study. The study is mainly aimed at the theoretical-methodological and empirical research into the phenomenon of leadership in the workplace team environment. Main research methods: observation, testing, mathematical-statistical analysis and socio-psychological influence methods. Key results: the scientific concept of ‘leadership’ and specificity of its manifestation in the service team was revealed; the problem regarding the lack of methods and techniques for the study of leadership and management processes in the service team was noted; in order to characterise the service team as an integrated system of interpersonal relations the indices of mutual acceptability/unacceptability, cohesion, coherence, etc. were calculated; the results of communicative activity and expression of leadership personality and management style, etc. were obtained; recommendations on how to organise joint activities and develop leadership skills are given. It is also noted that in order to develop leadership qualities in the workplace, it is advisable to develop the readiness of the individual to make responsible decisions, skills and abilities to quickly and correctly assess the personality, the situation, the socio-psychological climate of the workplace team, etc.

We investigated communicative reactions of people (N = 46), while telling stories to two companion robots, who reacted differently to the human gaze (head turning). In response to a human gaze the “aversive” robot averted its gaze away from the user, while the “responsive” robot, lifted its head and showed a responsive gaze. We found that users with high level of emotional intelligence prefer the gaze responsive robot and better recognize the difference between the robots. Thus, these users constitute the core group for the technology. In this paper, we further examine behavioral patterns of people in the experiment situation: (a) shift of attention to the story; (b) shift of attention to the robot; (c) joint attention. We also distinguish the communicative reactions of people, mainly from the core group, to the aversive and responsive gazes of the robots: positive responses to gaze contact and negative responses to gaze aversion. We show that for some users the responsive gaze behavior of the robot may serve as positive feedback, increasing the number of human iconic gestures, while telling a story to the responsive robot, and decreasing the number of iconic gestures in a story to the aversive robot.

Floods are major water-related disasters that affect millions of people resulting in thousands of mortalities and billiondollar losses globally every year. Flood Early Warning Systems (FEWS) - one of the floods risk management measures - are currently operational in many countries. The UN Office for Disaster Risk Reduction recognises their importance and strongly advocates for an increase in their availability under the targets of the Sendai Framework for Disaster Risk Reduction, and Sustainable Development Goals (SDGs). However, despite widespread recognition of the importance of FEWS for disaster risk reduction (DRR), there’s a lack of information on their availability and status around the world, their benefits and costs, challenges and trends associated with their development. This report contributes to bridging these gaps by analyzing the responses to a comprehensive online survey with over 80 questions on various components of FEWS (risk knowledge, monitoring and forecasting, warning dissemination and communication, and response capabilities), investments into FEWS, their operational effectiveness, benefits, and challenges. FEWS were classified as technologically “basic”, “intermediate” and “advanced” depending on the existence and sophistication of FEWS` components such as hydrological data = collection systems, data transfer systems, flood forecasting methods, and early warning communication methods. The survey questionnaire was distributed to flood forecasting and warning centers around the globe; the primary focus was developing and least-developed countries (LDCs). The questionnaire is available here: https://inweh.unu.edu/questionnaireevaluation-of-flood-early-warning-systems/ and can be useful in its own right for similar studies at national or regional scales, in its current form or with case-specific modifications. Survey responses were received from 47 developing (including LDCs) and six developed countries. Additional information for some countries was extracted from available literature. Analysis of these data suggests the existence of an equal number of “intermediate” and “advanced” FEWS in surveyed river basins. While developing countries overall appear to progress well in FEWS implementation, LDCs are still lagging behind since most of them have “basic” FEWS. The difference between types of operational systems in developing and developed countries appear to be insignificant; presence of basic, intermediate or advanced FEWS depends on available investments for system developments and continuous financing for their operations, and there is evidence of more financial support — on the order of USD 100 million — to FEWS in developing countries thanks to international aid. However, training the staff and maintaining the FEWS for long-term operations are challenging. About 75% of responses indicate that river basins have inadequate hydrological network coverage and back-up equipment. Almost half of the responders indicated that their models are not advanced and accurate enough to produce reliable forecasts. Lack of technical expertise and limited skilled manpower to perform forecasts was cited by 50% of respondents. The primary reason for establishing FEWS, based on the survey, is to avoid property damage; minimizing causalities and agricultural losses appear to be secondary reasons. The range of the community benefited by FEWS varies, but 55% of FEWS operate in the range between 100,000 to 1 million of population. The number of flood disasters and their causalities has declined since the year 2000, while 50% of currently operating FEWS were established over the same period. This decline may be attributed to the combined DRR efforts, of which FEWS are an integral part. In lower-middle-income and low-income countries, economic losses due to flood disasters may be smaller in absolute terms, but they represent a higher percentage of such countries’ GDP. In high-income countries, higher flood-related losses accounted for a small percentage of their GDP. To improve global knowledge on FEWS status and implementation in the context of Sendai Framework and SDGs, the report’s recommendations include: i) coordinate global investments in FEWS development and standardise investment reporting; ii) establish an international hub to monitor the status of FEWS in collaboration with the national responsible agencies. This will support the sharing of FEWS-related information for accelerated global progress in DRR; iii) develop a comprehensive, index-based ranking system for FEWS according to their effectiveness in flood disaster mitigation. This will provide clear standards and a roadmap for improving FEWS’ effectiveness, and iv) improve coordination between institutions responsible for flood forecasting and those responsible for communicating warnings and community preparedness and awareness.

The learning crisis in many developing countries has led to searches for innovative teaching models. Adoption of innovation, however, disrupts routine and breaks institutional inertia, requiring government employees to change their way of working. Introducing and embedding innovative methods for improving learning outcomes within state institutions is thus a major challenge. For NGO-led innovation to have largescale impact, we need to understand: (1) what factors facilitate its adoption by senior bureaucracy and political elites; and (2) how to incentivise district-level field staff and school principals and teachers, who have to change their ways of working, to implement the innovation? This paper presents an ethnographic study of Pratham, one of the most influential NGOs in the domain of education in India today, which has attracted growing attention for introducing an innovative teaching methodology— Teaching at the Right Level (TaRL) – with evidence of improved learning outcomes among primary-school students and adoption by a number of states in India. The case study suggests that while a combination of factors, including evidence of success, ease of method, the presence of a committed bureaucrat, and political opportunity are key to state adoption of an innovation, exposure to ground realities, hand holding and confidence building, informal interactions, provision of new teaching resources, and using existing lines of communication are core to ensuring the co-operation of those responsible for actual implementation. The Pratham case, however, also confirms existing concerns that even when NGO-led innovations are successfully implemented at a large scale, their replication across the state and their sustainability remain a challenge. Embedding good practice takes time; the political commitment leading to adoption of an innovation is often, however, tied to an immediate political opportunity being exploited by the political elites. Thus, when political opportunity rather than a genuine political will creates space for adoption of an innovation, state support for that innovation fades away before the new ways of working can replace the old habits. In contexts where states lack political will to improve learning outcomes, NGOs can only hope to make systematic change in state systems if, as in the case of Pratham, they operate as semi-social movements with large cadres of volunteers. The network of volunteers enables them to slow down and pick up again in response to changing political contexts, instead of quitting when state actors withdraw. Involving the community itself does not automatically lead to greater political accountability. Time-bound donor-funded NGO projects aiming to introduce innovation, however large in scale, simply cannot succeed in bringing about systematic change, because embedding change in state institutions lacking political will requires years of sustained engagement.

This report covers results of experiments conducted to obtain data on the fire and deflagration hazards from thermal runaway and its propagation through energy storage systems (ESS). The UL 9540A test standard provides a systematic evaluation of thermal runaway and propagation in energy storage system at cell, module, unit, and installation levels. The data from this testing may be used to design fire and explosion protection systems needed for safe siting and installation of ESS. In addition to temperature, pressure, and gas measurement instruments installed inside of the container, fire service portable gas monitors were placed at locations inside and outside the storage container during the experiments to assess their ability to detect products of thermal runaway and inform fire service size-up decisions. Review section 2.2.3 Fire Service Size-up Equipment to learn more. This research demonstrates a clear need for responding firefighters to have early access to data from instrumentation installed within an ESS, particularly gas measurement instrumentation, available through a monitoring panel. Additionally, it highlights the importance of communication between responding firefighters and personnel responsible for management of the ESS, who can aid in complete evaluation of system data to develop a more clear picture of system status and potential hazards.

The function of the 30-kilodalton movement protein (MP) of tobacco mosaic virus (TMV) is to facilitate cell-to-cell movement of viral progeny in infected plants. Our earlier findings have indicated that this protein has a direct effect on plasmodesmal function. In addition, these studies demonstrated that constitutive expression of the TMV MP gene (under the control of the CaMV 35S promoter) in transgenic tobacco plants significantly affects carbon metabolism in source leaves and alters the biomass distribution between the various plant organs. The long-term goal of the proposed research was to better understand the factors controlling carbon translocation in plants. The specific objectives were: A) To introduce into tobacco and potato plants a virally-encoded (TMV-MP) gene that affects plasmodesmal functioning and photosynthate partitioning under tissue-specific promoters. B) To introduce into tobacco and potato plants the TMV-MP gene under the control of promoters which are tightly repressed by the Tn10-encoded Tet repressor, to enable the expression of the protein by external application of tetracycline. C) To explore the mechanism by which the TMV-MP interacts with the endogenous control o~ carbon allocation. Data obtained in our previous project together with the results of this current study established that the TMV-MP has pleiotropic effects when expressed in transgenic tobacco plants. In addition to its ability to increase the plasmodesmal size exclusion limit, it alters carbohydrate metabolism in source leaves and dry matter partitioning between the various plant organs, Expression of the TMV-MP in various tissues of transgenic potato plants indicated that sugars and starch levels in source leaves are reduced below those of control plants when the TMV-MP is expressed in green tissue only. However, when the TMV-MP was expressed predominantly in PP and CC, sugar and starch levels were raised above those of control plants. Perhaps the most significant result obtained from experiments performed on transgenic potato plants was the discovery that the influence of the TMV-MP on carbohydrate allocation within source leaves was under developmental control and was exerted only during tuber development. The complexity of the mode by which the TMV-MP exerts its effect on the process of carbohydrate allocation was further demonstrated when transgenic tobacco plants were subjected to environmental stresses such as drought stress and nutrients deficiencies, Collectively, these studies indicated that the influence of the TMV-MP on carbon allocation L the result of protein-protein interaction within the source tissue. Based on these results, together with the findings that plasmodesmata potentiate the cell-to-cell trafficking of viral and endogenous proteins and nucleoproteins complexes, we developed the theme that at the whole plant level, the phloem serves as an information superhighway. Such a long-distance communication system may utilize a new class of signaling molecules (proteins and/or RNA) to co-ordinate photosynthesis and carbon/nitrogen metabolism in source leaves with the complex growth requirements of the plant under the prevailing environmental conditions. The discovery that expression of viral MP in plants can induce precise changes in carbon metabolism and photoassimilate allocation, now provide a conceptual foundation for future studies aimed at elucidating the communication network responsible for integrating photosynthetic productivity with resource allocation at the whole-plant level. Such information will surely provide an understanding of how plants coordinate the essential physiological functions performed by distantly-separated organs. Identification of the proteins involved in mediating and controlling cell-to-cell transport, especially at the companion cell-sieve element boundary, will provide an important first step towards achieving this goal.
