The article considers the issue of the spread of criminal offenses in the regional centers of Ukraine in 2015–2019, as well as in the first half of 2020. The purpose of the article is to reveal the topic of crime in the regional centers of Ukraine, as one of the most important problems for the further development of Ukraine as a European state. The author focuses on the place of some Ukrainian regional centers in the ranking of criminal cities in the world. Using the statistical data of the State Statistics Service of Ukraine, the author calculated the intensity of crime in the regional centers of Ukraine for 2015–2019, as well as the intensity of crime in the regional centers of Ukraine for six months of 2020. Based on the data calculated by the formula of crime intensity, the author grouped regional cities of Ukraine by low, below medium, medium and above medium crime rate. The research identified the cities with the largest and smallest number of recorded serious and especially serious criminal offenses per 10 thousand inhabitants; cities with the largest and smallest number of recorded criminal offenses committed in the field of trafficking in narcotic drugs, psychotropic substances, their analogues or precursors and other crimes against public health per 10 thousand inhabitants; cities with the largest and smallest number of recorded criminal offenses committed in the field of economic activity per 10 thousand inhabitants; cities with the largest and smallest number of recorded criminal offenses committed in the field of official activities and professional activities related to the provision of public services per 10 thousand inhabitants; cities with the largest and smallest number of identified persons who committed criminal offenses per 10 thousand inhabitants in 2018. The article also calculates the number of detected 2018 minors and juveniles who committed criminal offenses per 10 thousand inhabitants. The author touches on the issue of latent crime, a victimological opinion polls and provides a list of measures that can prevent an increase in the number of criminal offenses in the regional centers of Ukraine.

The second part of the scientific article reveals the administrative and legal principles of Local Free Legal Aid Centers, clarifies the system of public institutions that ensure their functioning. It is noted that Local Centers are formed by the Ministry of Justice, they are non-profit organizations, have the status of a juridical person, and they are territorial branches of the Coordination Center. They provide free secondary legal aid to certain categories of the population. The activities of local centers are conditionally divided into the following areas of work: organization of work with lawyers, provision of free primary and secondary legal aid, internal management, legal education work, interaction with other subjects in the field of preventing and combating domestic violence. Today there are Coordination Center, 23 regional centers, 84 local centers with 428 bureaus. Free legal aid is provided by 6760 lawyers, who are competitively selected, and about 1500 full-time lawyers of the free legal aid system. Subsidiary bodies that ensure work of the free legal aid system are the Steering Board of the regional and relevant local centers for the provision of free secondary legal aid, the interregional resource and communication platform, the Supervisory Board. The Steering Board is a permanent advisory body at the regional level. It consists of the director of the regional center and the directors of the relevant local centers. The Chairman of the Steering Board is the Director of the Regional Center, who approves the personal stuff of the Board. The network of the interregional resource and communication platforms (legal clubs "Pravokator") operates at the Coordination Center in the cities of Dnipro, Kyiv, Lviv, Odessa, Kharkiv. The main purpose is the professional development of specialists of the free legal aid system. The Supervisory Board was established to ensure the effective implementation of state policy in the field of free legal aid, for independence and transparency in the management of the Free Legal Aid System. The main tasks of the Supervisory Board are: supervision of the system, promoting the activities of the Coordination Center and its territorial branches in the implementation of long-term tasks, ensuring the independence of system management, increasing public confidence to the system of free legal aid.

With the signing of the Association Agreement bet­ween Ukraine and the EU, the amendment of the Constitution of Ukraine regarding the implementation of Ukraine’s strategic course towards gaining full membership in the EU, approvement the National Security Strategy of Ukraine, in which European integration is recognized as the main direction of development of the Ukrainian state, Ukraine made the civilisational choice. The implementation of this civilizational choice obliges Ukraine to follow the path of the implementation of European integration reforms, to adopt the rules, norms and practices of the EU for successful integration into the European space and the system of formal institutions of the EU. This, among other things, concerns the need to implement the European approach to territorial division and regional policy, the introduce the smart specialisation approach into the system of strategic planning for regional development. The development of regional innovation ecosystems and the building of effective relationships between all their actors play a decisive role in the successful implementation of smart specialisation strategies. The system of interrelationships between the actors of the regional innovation ecosystem of the Prydniprovskyi economic area is analysed for their presence and intensity in comparison with other regions and Ukraine as a whole. It has been determined that both national and regional innovation ecosystems of Ukraine (including the Prydniprovskyi economic area) lack effective relationships between their key actors. The scientific and institutional provisions and recommendations for the formation of regional innovation ecosystems at the level of economic regions of Ukraine that meet the requirements of the European classification NUTS 1, in the context of the implementation of the Association Agreement between Ukraine and the EU and the smart specialisation approach, have been substantiated. They are the following: to empower of Regional Scientific Centers of NAS of Ukraine and MES of Ukraine with additional powers to coordinate relations between actors of regional innovation ecosystems within the areas of their action, as well as to amend and supplement of the Law of Ukraine «On Scientific and Scientific and Technology Activities» to expand the functions and powers of Regional Scientific Centers, turning them into effective interregional focal points for innovative development. An approach to the formation of the Podillya regional innovation ecosystem within the Podillya economic area has been proposed. On the basis of the Prydniprovskyi Scientific Center of NAS of Ukraine and MES of Ukraine, it has been proposed to implement several experiments, firstly, on the formation of the Prydniprovskyi regional innovation ecosystem; secondly, on the creation of interregional public union «Platform for innovative development «Pridneprovie»», which can become a «factory of thought» on ways and means of restarting relations between actors of the regional innovation ecosystem and neo-industrial revival of the Prydniprovskyi economic area.

The article defines the role and place of logistics infrastructure in the development of the country’s economy. The division of the transport and logistics centers of the European Union into five groups is substantiated: the main general, the main parts of European importance, secondary regional significance, auxiliary national and auxiliary regional centers. The problems of formation and development of logistic infrastructure of Ukraine are investigated. The state of development of logistic infrastructure of European countries and Ukraine is investigated, and their competitive advantages are determined. A comparative analysis of the transport infrastructure of Ukraine and Poland is carried out. The authors define the principles of forming logistics centers: security, competitiveness, openness, interaction and organizational management, implementation of which will enable the formation of an effective logistic infrastructure of Ukraine and, as a result, will increase its competitiveness in and positions in international ratings.

Based on correlation analysis, the main factors of trade-entertainment centers’ location in Ukrainian cities are defined. Transparency in public and local finance is one of the most important factors in building a democratic society with high level of public confidence in the government. Democratic shifts in a country will only take place if citizens perceive the country’s government and local self-government as fully transparent and controlled by them. Citizens will be able to support and cooperate with the government if it informs them of all public activities: decision-making, financial reporting, planning, local budget expenditures, etc. Transparency in the formation and use of local financial resources is the most sensitive issue.Local finance transparency has been studied from the perspective of 21 online portals of local authorities from four Ukrainian regions, geographically remote in the context of two main blocks, namely, the state of public procurement and the budget process. The portals of Lviv, Vinnytsia, Sumy, Mykolaiv administrative centers and the city of Kyiv were identified in each region (oblast), and in each oblast, four cities with the district status, which are the largest by population, were identified. Significant discrepancies in local finance transparency have been identified, as portals of regional centers and a small number of districts have high levels of transparency. The vast majority have low transparency in local finances. In addition, the level of community involvement in the regional development problems through social networks was analyzed. The population of small cities was found to be more active. Most local governments should pay attention to the low level of portals in terms of making them user-friendly.

The article presents the results of a questionnaire survey of the Southern Ukraine (Odessa, Mykolaiv, Kherson) regional centers’ residents — concerning self-esteem of their families welfare standards, their prospects about its improvement, and possible search for a better fate abroad. This research was carried out within the research project “Effective functioning and development of the regional socio-cultural environment in the context of decentralization as a pledge of Ukraine national security” (scientific project manager — Head of Sociology Sociological Cathedra of Petro Mohyla National University Iryna Meizys, timeframes for project implementation — 2017–2019). The survey revealed that a significant proportion of respondents assess their families' economic status and financial capabilities as critical, pointing to the limited ability or inability to sufficiently meet those needs that exceed current running costs. The results of the survey make it possible to evaluate the material status of regional centers residents (in a bigger or lesser extent) in the terminology of the scientific discourse of poverty by means of the categories “subjective poverty”, “relative poverty” and “deprivation” (restriction or complete deprivation). Moreover, for the most part, our respondents do not see any prospects for improving the economic situation in Ukraine in the near future: they don’t have confidence in the future, and therefore have a rather low estimate of the prospects for improving their own economic situation. The poll also showed the widespread emigration of the Southern Ukraine residents: more than half of respondents said that they were thinking about moving to a permanent place of residence in the “Western world”, that is associated in the mass consciousness of modern Ukrainians with wealth, high standards of pay, stability and prospects. In all cities of southern Ukraine, respondents' emigration / intentions still exceed the 50 percent limit. The results of the survey should also be used as indicators of social security for the functioning of the regional society. This is particularly relevant given the geopolitical challenges and threats that Ukraine is currently facing, including the Black Sea region, which is a region of strategic importance for Ukraine.

An increasing national focus on problems related to urban sprawl has fueled debate on the best way for urban areas to accommodate increasing populations. Portland, Oregon has attracted international attention for its growth policies, which are among the most stringent in the United States. Metro, the area's regional government in charge of long-range planning, has designated certain locations as regional centers where increased density and development are to occur. A logical question is whether or not these centers are developing as intended; do Metro's plans match reality on the ground? This study of Washington County, Oregon analyzes land value, building volume, road intersection density, and public transportation availability using ArcGIS to locate potential regional centers in the county to answer that question. Subjective criteria are used during field visits to these locations to determine whether potential centers identified in the ArcGIS analysis are truly regional centers. Change over time is analyzed from 2000 to 2010 to see if the variables mentioned above contribute to regional center development. This study's results show Metro's designated regional centers are, in fact, regional centers or emerging regional centers using the above criteria, meaning this aspect of Metro's plans do match reality on the ground. Commercial land value tends to be the strongest indicator of regional centeredness. This study's findings aid in the understanding of urban areas. They help urban planners in their efforts to create viable plans that accommodate population growth and future development.

Since Ukrainian independence, in 1991, issues of nation and statehood have become topics of concern to Western social scientists, and Ukrainian scholars and political and cultural activists. Nonetheless, the ways in which national identity is being conceptualised and constructed have not been studied in depth. This thesis aims to explore the processes through which national identity is being constructed at a time of rapid social, economic and political change. It does this at a variety of scales: at the state, regional and individual levels. The methods used are primarily qualitative in their nature, as these allow the researcher to capture the complexities and subtleties of identity issues. The study demonstrates that many interpretations of the new state and its people existed at the time of research, but that certain visions had more influence than others. It also highlights the ways in which concepts of ethnic, and civic identity were highly intertwined, which raises fundamental questions about social, political and cultural inclusion and exclusion. The thesis argues that a crucial aspect of establishing the state's identity has been a (re)imagining of its geography. This has involved defining and interpreting regional differences in Ukraine, and at the same time new geographies of power - between the regions and the centre - have been established. A case study of Zaporizhzhia, located in the eastern part of Ukraine, demonstrates that at the local scale some of the same ambiguities and tensions uncovered at the state scale could be identified. However, this was taking place through a local framework of debates and ideas. The study thus raises fundamental questions about whether an inclusive sense of national identity can be developed in Ukraine which celebrates and embraces diversity, and opens up new challenges for Western social scientists to develop concepts which can illuminate and incorporate Ukrainian and post-Soviet experiences.

Анотація:
The most important in the development of youth policy of Ukraine is the implementation, organization and realization of activities of the youth centers. As of 2017, the network of youth centers, the procedure for monitoring the activities of youth centers, financial support, organizers of youth spaces and youth work are clearly defined. Methods: systematic, problem-targeted, normative-comparative analysis of sources; content analysis of documentation of training the program "Effective management of youth centers", and of other training programs. The program covered 40 participants from different regions of Ukraine. Conclusions. Each training program, including "Effective management of youth centers" and others, are aimed at: improvement, effective activity of youth centers; development and improvement of professional competencies of managers, specialists and volunteers of youth centers and spaces; acquisition of new knowledge and skills connected to the financial direction of the centers; providing quality services by specialists of youth centers.

Анотація:
The article considers the prospects of innovative entrepreneurship in the preservation of labor resources and attracting young people to ensure sustainable development of rural areas. Rural areas of Ukraine due to social, economic, cultural, demographic and environmental processes lose their attractiveness for the population, which is mainly employed in their own households, such work in most cases leads to the loss of skills, is inefficient, exhausting and does not provide the desired standard of living. According to the results of modelling, which is presented in the article, the biggest part of population over the next decade is likely to focus on areas of activity related to intellectual work that requires higher education. As the opportunity to realize such advantages in rural areas is extremely limited, while maintaining modern conditions, the tendency to reduce the human potential of rural areas will increase. Therefore, according to the experience of the most competitive regions of the world, it is important for Ukraine to form and develop entrepreneurial regional innovation systems, whose main features are mobility, the ability to quickly respond and adequately change external operating conditions. In such systems, new knowledge is transferred between research centers and business structures through both formal and informal channels, by involving scientists in the implementation of innovative projects. Nowadays, about 20% of students want to get a modern higher education and after graduation to work in rural communities as entrepreneurs, but the ambition is higher and the current stage of the development shall be a transformational transition of rural regions of Ukraine to the model of innovative economy.

Анотація:
The article deals with the results of research which was carried out by the Ukrainian Hydrometeorological Institute and the Ukrainian Hydrometeorological Center in the framework of the WMO Project "Cataloging Hazardous Hydrometeorological Events". The cataloging methodology was elaborated by WMO experts and is based on a standardized procedure for identification and description of natural disasters caused by hazardous hydrometeorological events, beginning from a time of creation of warning of dangerous event and up to ending of estimation of damages caused by this event. A description of dangerous hydrometeorological events as well as an assessment of losses caused by these events, were recorded in the agreed EXCEL table format with standard definitions of event types. The filled tables were sent to the European Regional Climate Center (ERCC), which operates under the German Weather Service. The terms of the Project stipulate that the ERCC ensures a full methodological and technical coordination of the Project implementation, including an integration of data received from countries, their consolidation into a regional database and an integration of many events in one regional event that corresponds to their origin. The implementation of the Project first phase was completed in December 2018. During the second Project phase (January- May 2019) an analysis of results was carried out. The experience gained from the Project implementation, was used to create " the WMO methodology for cataloging hazardous weather, climate, water and space weather events" that was presented for consideration at the 18th World Meteorological Congress in June 2019. The Congress adopted the cataloging methodology and recommended to implement this methodology on an operational basis in the hydrometeorological services. The participation of the Hydrometeorological Service of Ukraine in the Project should be considered as very useful. The Ukrainian side got the opportunity: to get acquainted with an international experience in the field of standardization of description of negative influence of extreme hydrometeorological phenomena; to compare the state of affairs in this area of activity in the Hydrometeorological Service of Ukraine and in relevant services of European countries; to bring the contribution in international efforts aimed at reducing the risks of natural disasters. The obtained results showed an importance of reviewing a number of standards and other regulations which are currently used in organizations of the Hydrometeorological Service. The researches in this area is currently being carried out by the Ukrainian Hydrometeorological Institute.
