Background The Refugee Health Program (RHP) is a nurse-led community initiative, introduced in 2005 with the aim of responding to complex health issues of refugees arriving in Victoria, Australia. Little is known about refugee health nursing in the resettlement context and the impact of dedicated refugee healthcare. Aim To explore the experiences and perspectives of Refugee Health Nurses (RHNs), Refugee Health Managers (managers) and refugees, gaining insight into professional relationships and the complexities of offering a specialised refugee health service. Method A focused ethnographic approach incorporated semi-structured interviews with five RHNs, two managers and eight refugees, two focus groups with refugees and participant observation within the RHP during April 2017 to December 2017. Data collection was undertaken across two sites and interviews, focus groups and observations were transcribed and thematically analysed. Social constructionism asserts that the focus of enquiry should be on interaction, group processes and social practices. Emphasis is placed upon relationships between RHNs, managers and refugees, with knowledge viewed as relational and interactional. Results Professional relationships between RHNs and refugees are complex, with power oscillating between them. Contrary to discourses of ‘vulnerability’ of refugees, both RHNs and refugees demonstrated power in their relationships with each other. Nurses also suggested that these relationships were stressful and could lead to burnout. Key themes were developed: (1) nursing autonomy and gatekeeping; (2) vicarious trauma and burnout; and (3) refugee negotiation of care. Conclusions The balance of power is central to therapeutic relationships. In relationships between RHNs and refugees, power fluctuates as RHNs are exposed to vicarious trauma and symptoms of burnout, while refugees exercise agency by recognising benefits to specialised care. In developing effective therapeutic relationships between RHNs and refugees, attention should be paid to how care is delivered to protect RHNs from burnout while ensuring that refugees receive appropriate care.

This study examines catch-up immunisation for people of refugee-like background in Victoria, exploring effective models of service delivery to complete catch-up vaccinations. The analysis is based on: (i) review of the medical literature, Commonwealth and Victorian government immunisation policy and immunisation patient information; (ii) review of vaccination coverage and service delivery data; and (iii) stakeholder interviews completed in 2014 with 45 people from 34 agencies, including 9 local government areas in Victoria. Although refugees and asylum seekers all need catch-up vaccinations on arrival, they face significant barriers to completing immunisation in Australia. Analysis suggests missed opportunities by service providers and perceptions that catch-up vaccination is time-consuming, difficult and resource-intensive. Service delivery is fragmented across primary care and local government, and pathways depend on age, location and healthcare access. There are strengths, but also limitations in all current service delivery models. Gaps in vaccine funding for refugee-like populations have now been addressed through Commonwealth initiatives, however migration is still not well considered in immunisation policy, and existing systems for notification payments do not capture catch-up vaccination for these groups. Providers identify areas for improvement in professional development and support, patient information, patient-held records and immunisation surveillance data.

Recently arrived older refugees in resettlement countries are a particularly vulnerable population who face many risks to their health and well‐being, and many challenges in accessing services. This paper reports on a project undertaken in Victoria, Australia to explore the needs of older people from 14 recently arrived refugee communities, and the barriers to their receiving health and aged care. Findings from consultations with community workers and service providers highlight the key issues of isolation, family conflict and mental illness affecting older refugees, and point to ways in which policy‐makers and service providers can better respond to these small but deserving communities.

Sri Lankan Tamil refugees are among the largest group of refugees to resettle in Australia in the last decade. The aim of this study is to characterise the narratives of health-seeking among unwell Sri Lankan Tamil refugees in Melbourne, Victoria, Australia. Drawing on a qualitative, phenomenological perspective, we conducted in-depth interviews in Tamil and English with 12 participants who identified as being unwell for 6 months or more. Findings revealed three narratives of health-seeking: the search for the ‘good life’ that was lost or never experienced, seeking help from familiar channels in an unfamiliar context, and the desire for financial and occupational independence. These three narratives are undergirded by the metanarrative of a hope-filled recovery. These narratives of Tamil refugees’ lived experience provide new insights into clinical care and health service delivery.

There are approximately 155,000 Vietnamese born people in Australia, with 46,000 in Victoria. The majority came to Australia as refugees. Many were subjected to the reality or threat of war, persecution, imprisonment, discrimination, economic deprivation, violence, the loss of family or other major stressors. These stressors have included the hazards of the escape, lengthy stays in refugee camps and, on arrival in Australia, lack of familiarity with English and with the culture. The Vietnamese Community in Australia was expected to have a high prevalence of mental illness, especially when newly arrived from refugee camps. In a study published in 1986 as “The Price of Freedom” [1] 32% of the young Vietnamese adult group was found to suffer from psychiatric disorder. At follow-up two years later, the prevalence of psychiatric disorder, without any major intervention, had dropped to 5–6%, a prevalence lower than that in the Australian-born community. In addition, the Vietnamese community's use of mental health services (inpatient and community-based) is lower than that of any other ethnic group.

Objective: Explore the healthcare needs of Sudanese refugee women settling in Australia.Background: Refugees from Sudan are the fastest growing community in Australia. Nurses who care for people from the Sudan will be required to be familiar with the needs of this emerging community and offer culturally competent and safe care.Methods: Integrative review of the literature.Results: Sudan is one of the countries in Africa where the practice of female genital mutilation (FGM), cutting or circumcision is considered a social norm. This is a deeply rooted traditional cultural practice that is still prevalent in many developing countries. Healthcare professionals in Australia are ill equipped to care for women and children who have undergone this procedure. This paper explores the Sudanese refugee community in Shepparton, Victoria to explore the nursing considerations caring for women affected by FGM within the Australian health care context.Conclusions: There is a need for more education in undergraduate, postgraduate and continuing professional education on the healthcare needs of women who have undergone female genital mutilation in order to provide appropriate care and support for these women.

There are few studies exploring the need to develop and manage culturally competent health services for refugees and migrants from diverse backgrounds. Using data from 50 interviews with service providers from 26 agencies, and focus group discussion with nine different ethnic groups, this paper examines how the Victorian state government funding and service agreements negatively impact on the quest to achieve cultural competence. The study found that service providers have adopted ?one approach fits all? models of service delivery. The pressure and competition for resources to address culturally and linguistically diverse communities? needs allows little opportunity for partnership and collaboration between providers, leading to insufficient sharing of information and duplication of services, poor referrals, incomplete assessment of needs, poor compliance with medical treatment, underutilisation of available services and poor continuity of care. This paper outlines a model for cultural consultation and developing needs-led rather than serviceled programs.

In the nineteenth century, amidst the rise of anti-Catholicism in the Western world, narratives served as a persuasive medium to influence the reading public. Anti-clerical sentiment was conveyed in various forms of text, often depicting the Catholic convent as a place of sinister confinement. This thesis offers an alternative representation of the French nineteenth-century convent. Considering the prevailing social, economic, and political environment in France, along with the conception of social space, I argue that the convent represents a place of sanctuary and opportunity for some women and girls. Further, in view of Victor Hugo's Les Mis�rables, I examine the representation of the convent as a place for rebirth. Likewise, in analyzing George Sand's autobiography Histoire de ma vie, I explore the representation of the convent as a haven for reviving creativity. Thus, by close reading and critical examination of these literary representations, I contend that the nineteenth-century convent can provide a place of refuge.

Following the French Revolution of 1789, two opposing ideologies gathered momentum in France: monasticism and anti-clericalism. Beginning in 1815, enlistment of nuns in religious congregations doubled every fifteen years until the end of the century. During this period, anti-clericalism remained a potent political and social force. As with any institution of power, narratives served as a persuasive medium to influence the reading public. Anti-clerical sentiment was conveyed in various forms of text, often depicting the Catholic convent as a place of sinister confinement. These diverse depictions of the convent as a nefarious enclosure seem to contradict the growth and appeal of female religious orders during the epoch. This thesis offers an alternative representation of the French nineteenth-century convent. Partially owing to prevailing social, economic, and political structures that limited women's opportunities, convents attracted women from middle- or upper-class families who desired to serve in the public domains of healthcare and education. Considering this environment in France, along with the conception of social space, I argue that the convent represents a place of sanctuary and opportunity for some women and girls. Further, in view of Victor Hugo's Les Mis�rables, I examine the representation of the convent as a place for rebirth. Likewise, in analyzing George Sand's autobiography Histoire de ma vie, I explore the representation of the convent as a haven for reviving creativity. This thesis is a qualitative study of health practices of resettled Vietnamese refugees in Victoria, B.C. This thesis looks at the past and present sociocultural and political experiences of forced migration and resettlement which have influenced definitions, understandings and practices of medicine among refugees today. Previous studies of Vietnamese refugee groups have identified traditional Chinese medicine and biomedicine as complementary healing systems which are used. These studies report that Vietnamese refugee groups still experience sociocultural barriers to care after resettlement to their host country. This research found that resettled Vietnamese refugees in Victoria, B.C. still demonstrate a syncretic approach to medical practice which is also inclusive of traditional Vietnamese medicine (TVM). Using semi-structured interviews and participant observation methods to collect materials and gain a detailed understanding of how medicine is understood and used by resettled Vietnamese refugees, this study is based on interviews from a sample of 7 resettled Vietnamese refugees, six female and one male. I demonstrate that medicine is much more complex than simply practicing different forms of medicine. There are underlying sociocultural and political issues that continue to shape how medicine is defined and represented by resettled Vietnamese refugees today. This thesis identifies TVM as a recognized healing system and shows how perceptions of medicine and health have changed over the course of resettlement. Although forced migration and long term resettlement has resulted in the internalization of certain socio-cultural and political norms and expectations regarding medical practice, some of these changes have been beneficial for resettled Vietnamese refugees in Victoria, B.C.

The spatial and temporal pattern of fire occurrence within landscapes is a principal factor influencing species distributions and a core driver of biodiversity. However, climate change, land use change, invasive species and detrimental land management practices are altering the distribution, frequency, scale and intensity of large wildfires globally. This poses a major challenge to biodiversity management as ecosystems adapt to novel patterns of fire occurrence. Within fire-affected landscapes, areas which experience unique disturbance regimes may act as refuges for biota, reducing the impacts of fire on species and increasing their likelihood of survival. However, very few studies have attempted to quantify the desirable spatial attributes of such areas within fire mosaics for faunal conservation. This thesis aimed to quantify the ecological role of fire refuges by examining the factors responsible for refuge establishment, how the spatial properties of refuges influence their use by fauna, and the mechanisms underpinning faunal responses. To investigate the factors responsible for the spatial distribution of fire refuges in montane forests I tested the operational validity of a pre-constructed fire simulation model with actual fire severity patterns produced following a large fire in the modelled landscapes. I found that for fires which occurred in extreme fire conditions, severity patterns were largely determined by stochastic factors, such as weather. When fire conditions were moderate, physical landscape properties appeared to mediate fire severity distribution. The study highlighted that fire refuges are a potentially ecologically important outcome of large wildfires. I recommend that detrimental land management practices are minimized to enable the ecological processes relevant to the establishment and subsequent use of fire refuges to be maintained. In recently burnt Mountain Ash forests in south-eastern Australia, I examined how fire severity, patch size and landscape context influenced the abundance of arboreal marsupials. We aimed to determine if fire refuges are an important mechanism for facilitating the survival within extensively burnt landscapes. I found the mountain brushtail possum had a positive response to a particular kind of topographic refuge (unburnt peninsulas connected to larger areas of unburnt forest), whereas the greater glider had a negative response to fire in the landscape. The study highlighted the need for a more developed understanding of how post-fire habitat patterns facilitate species survival within burnt landscapes. In a correlative landscape-scale study, I examined how bird use of potential refuges was influenced by 1) the size and connectivity of each refuge, 2) the extent of fire severities at different scales in the surrounding landscape, and 3) the interaction between severity patterns, vegetation structure and environmental gradients. I found that unburnt mesic gullies facilitated the retention of forest birds within extensively burnt montane forest landscapes. The study presented a key advance, in that the effects of fire-induced habitat patterns on the distribution of fauna varied between areas depending on their spatial relationships with key biotic and abiotic landscape patterns. I demonstrated that developing contingent theory by examining ecological interactions between fire induced habitat patterns and biotic and abiotic gradients is essential to understanding complex faunal responses to fire. Using GPS telemetry within a replicated landscape scale study design, I examined how the spatial patterns of fire severity created by a large wildfire influenced the spatio temporal movement patterns of an arboreal marsupial, the Mountain Brushtail Possum, Trichosurus cunninghammi. I found a difference in temporal movement dynamics, habitat selection and spatial movement patters between forested landscapes which were burnt to differing extents. Forest systems recently burnt at high severity may provide suitable habitat for some species, if protected from subsequent disturbance such as salvage logging. However, spatial and temporal patterns of habitat selection and use differed considerably between burnt and undisturbed landscapes. The spatial outcomes of ecological disturbances such as wildfires have the potential to alter the behaviour and functional roles of fauna across large areas. Employing a qualitative research approach, I identified the barriers and enablers to spatially managing fire for biodiversity. I then developed a conceptual framework and set of key steps to achieve the integration of spatial approaches to fire into management. I identified that spatial approaches to fire management must co-exist within a complex system of social and ecological feedbacks between landscapes, academic research, socio-political land management systems, and environmental pressures. I suggest that the integration of spatial approaches to fire can be achieved by developing community understanding of fire science, improving the relevance of fire research outputs to land management, amending existing government policy approaches and refining management tools, structures, scales and monitoring to meet biodiversity and fire risk objectives. The insights into fire refuge ecology provided by the papers in this thesis are highly relevant to faunal conservation. Collectively, this thesis constitutes an important contribution to global forest fire ecology and management and has implications for both understanding the impacts of ecosystem disturbances on faunal persistence and distributions, and for developing effective future research and conservation strategies.

Insensitive urban renewal projects and invasive freeway constructions in the inner‑city of Sydney provoked widespread resistance throughout the 1970s. This thesis traces the interconnections between the highly contentious squatting campaigns that took place in 1973 in Victoria Street, Kings Cross, and the concurrent Glebe anti-expressway movement which opposed the decimation of the historic suburb by the New South Wales state government’s planned radial expressway system. Both of the mobilisations claimed a “right to the city” and demanded the decentralisation of political control over the urban environment, the retention of low-income housing and community participation in the decision-making processes. The Victoria Street occupation demonstrated the power of people over their living conditions and uniquely combined self-help with protest while simultaneously expressing an alternative vision for social organisation in an urban environment. At the same time, the Glebe anti-expressway movement successfully halted the state government’s radial expressway scheme, saving not only housing in the historic suburb of Glebe from demolition but also all of the remaining houses purchased by the Department of Main Roads in the eastern suburbs. These actions together paved the way for the Glebe Estate to become a microcosm of alternative living and politics. This thesis argues that the alternative political and social spaces created by the Victoria Street squatters ignited city-wide squatting campaigns. Drawing on oral history interviews with the participants and personal archival materials, and informed by theories of urban social movements, this research also explores the collective social enterprises and women’s services initiated by the feminist movement and ex-Victoria Street squatters in vacant houses on the Glebe Estate. The study identifies other protest actors who realised the potential of collective empowerment through autonomous political action and who established housing co‑operatives and creative social enterprises in vacant Department of Main Roads properties on the other side of the city in Darlinghurst and council properties in Pyrmont. In contextualising and identifying the interconnectivity of these protest actions, this research presents a case study of a mid-20th century international phenomenon: the ways in which contested urban environments could generate radical experiments in alternative living arrangements, social services and political action which challenged not only conventional government decision-making but also the authority of the state in the realm of daily life.

This chapter explores how the Chinese people present in America on temporary visas as students, technical trainees, diplomats, sailors, and so forth suddenly found themselves stranded by the Communist victory in the Chinese Civil War. For instance, C.Y. Lee, the author of Flower Drum Song, was rescued from refugee status by changes in immigration laws and procedures that allowed resident Chinese in good standing to receive permanent status. Lee's transformation from student to refugee and then to legal immigrant mirrors that of thousands of other Chinese intellectuals who received American assistance to remain, enter the U.S. workforce, and become citizens.

Research involving resettled refugees presents many complexities. In particular, how do we engage ethically with research participants and also ensure that the data we produce is rigorous and makes a productive contribution to knowledge about refugee health? This chapter reflects on two qualitative research projects involving people from refugee backgrounds who have resettled in Victoria, Australia: one project with refugee-background women living in the capital city, Melbourne; another with refugee-background youth living in Bendigo, a regional city. Both projects focused on refugee settlement and psychosocial health. Focusing on three key aspects of the research process: conceptualizing the field site, ethics in practice and qualitative research methods, we suggest that the dual imperatives of refugee research—significance to people with refugee backgrounds and relevant agencies, institutions and governments, and ethical and rigorous research practice—are best served by a reflexive, sensitive and creative relationship with both the research process and with refugee-background participants.

Although ignored in current treatments of Roman political culture, women were active in the streets of Rome and throughout Italy in the war-torn mid-Republic. Comedy is the best contemporary witness, developing as it did from the 270s BCE onward. City sackings entailed rape, enslavement, loss of kin, and the movement of refugees across Italy, and the resulting issues inflect the content of comedy, emblematized in a slave-woman’s fake jewelry in the shape of the goddess Victoria. Comedy addresses women in the audience, while, onstage, women move through the city and participate in political actions and discourse, laying claim to rights. In Livy’s later accounts of the Punic Wars, women appear in religious worship and reacting to war news, demonstrating bereavement like the Mothers of the Plaza de Mayo. They even join in the fighting, in ways seen in Vietnam and Northern Ireland, or as Cicero’s wife Terentia defended her own home.

Chapter 1 examines the U.S. government’s response to the Haitian “boat people” from 1973 to 1980, finding that the government immediately met them with a policy of denial of asylum, implementing a set of practices, including detention, meant to deter Haitians from seeking asylum on American shores. This first chapter also chronicles the earliest resistance to detention by detained refugees and their allies and the advocacy campaign for Haitian refugees that developed in the 1970s that included political mobilization and legal resistance. The most notable achievement of the resistance came in the landmark case Haitian Refugee v. Civiletti, striking a lethal blow to the government’s Haitian Program which involved the detention and expedited removal of Haitians. Despite this victory for the refugees, the government’s efforts to exclude and deter Haitian asylum seekers during the 1970s cleared the way for the return of immigrant detention in the following years.

This chapter examines how victory for the Union could bring loss for the residents of the refugee camps. The army’s gradual demobilization meant the loss of employment and the loss of wages for many of them, as well as the loss of physical protection. President Andrew Johnson’s decision to return abandoned and confiscated land to ex-Confederates, rather than pursue a policy of land redistribution for freedpeople, also brought another kind of loss. Most of the refugee camps were built on these lands and therefore were closed by federal authorities over the course of 1865 and 1866. This resulted in the loss of houses, gardens, churches, schools, and stores built by the refugees, despite their vigorous protests. They were then uprooted and forced to confront the extreme difficulty of trying to purchase property from hostile ex-Confederates and resettling elsewhere.

The chapter treats a set of writers, Louis-Philippe Dalembert, Gary Victor, and Néhémy Pierre-Dahomey, whose fictions imagine experiences of migration and refuge in the wake of political and natural disaster. Their texts are meditations on the stakes of social and political institutions that support life in common in an age of ecological reckoning. The first part of the chapter returns to key questions of the Anthropocene, raised in the introduction, in order to demonstrate the ways that Caribbean thinkers have long anticipated scientific debates about the links between political violence and the future of the planet. Literary eco-archives contribute to these debates with stories about social worlds migrating and colliding. The chapter argues that Dalembert’s Ballade d’un amour inachevé, Victor’s Maudite éducation and its sequel L’Escalier de mes désillusions, and Pierre-Dahomey’s Rapatriés cast doubt on the future of a shared humanity with portraits of Haitian lives that foreground an ethics of vulnerability amidst widespread inequality. Through poetic representations of time and space, each writer ponders the ephemeral beauty of the present, always in flux between past and present, and each imagines the frailty of human lives in increasingly inhospitable climes.
