AbstractMathematical programming-based systems analysis is used to examine the consequences of alternative operation configuration for the agricultural operations within the Texas Department of Criminal Justice. Continuation versus elimination of the total operation as well as individual operating departments are considered. Methodology includes a firm systems operation model combined with capital budgeting and an integer programming based investment model. Results indicate the resources realize a positive return as a whole, but some enterprises are not using resources profitably. The integer investment model is found to be superior for investigating whether to continue multiple interrelated enterprises.

As microfluidics has been applied extensively in many cell and biochemical applications, monitoring the related processes is an important requirement. In this work, we design and fabricate a high-throughput microfluidic device which contains 32 microchambers to perform automated parallel microfluidic operations and monitoring on an automated stage of a microscope. Images are captured at multiple spots on the device during the operations for monitoring samples in microchambers in parallel; yet the device positions may vary at different time points throughout operations as the device moves back and forth on a motorized microscopic stage. Here, we report an image-based positioning strategy to realign the chamber position before every recording of microscopic image. We fabricate alignment marks at defined locations next to the chambers in the microfluidic device as reference positions. We also develop image processing algorithms to recognize the chamber positions in real-time, followed by realigning the chambers to their preset positions in the captured images. We perform experiments to validate and characterize the device functionality and the automated realignment operation. Together, this microfluidic realignment strategy can be a platform technology to achieve precise positioning of multiple chambers for general microfluidic applications requiring long-term parallel monitoring of cell and biochemical activities.

Aims The aim of this study was to report the outcome of femoral condylar fresh osteochondral allografts (FOCA) with concomitant realignment osteotomy with a focus on graft survivorship, complications, reoperation, and function. Patients and Methods We identified 60 patients (16 women, 44 men) who underwent unipolar femoral condylar FOCA with concomitant realignment between 1972 and 2012. The mean age of the patients was 28.9 years (10 to 62) and the mean follow-up was 11.4 years (2 to 35). Failure was defined as conversion to total knee arthroplasty, revision allograft, or graft removal. Clinical outcome was evaluated using the modified Hospital for Special Surgery (mHSS) score. Results A total of 14 grafts (23.3%) failed at a mean of 8.6 years (1.4 to 20.1). Graft survivorship was 87.3% (95% confidence interval (CI) 79.0 to 96.6), 85.0% (95% CI 75.8 to 95.3), 74.8% (95% CI 62.2 to 90.0), 65.2% (95% CI 49.9 to 85.2), and 59.8% (95% CI 43.5 to 82.1) at five, ten, 15, 20, and 25 years, respectively. A total of 23 patients (38.3%) developed complications, and 26 (43.3%) had a further operation. Persistent postoperative malalignment occurred more frequently in failed grafts (28.6% vs 4.3%; p = 0.023), and was a risk factor for graft failure (hazard ratio 6.55; 95% CI 1.61 27.71; p = 0.009). The mean mHSS score improved from 74.1 (40 to 91) preoperatively to 89.0 (66 to 100) at final follow-up (p < 0.001). Conclusion Femoral condylar FOCA with concomitant realignment osteotomy provides excellent long-term graft survival and reliable functional improvement. Persistent malalignment may increase the risk for graft failure.

An environmentally controlled sample stage for Scintag's six-position XRD sample changer is described. Unlike the commercial environmental stages for Scintag XRD units which require removal of the sample changer, and installation and alignment of the sample stage, the stage described herein is designed to fit directly on the sample changer with no realignment. Such a stage provides for more convenient operation for an X-ray diffractometer with multiple users in both routine (ambient environment) and nonroutine (nonambient temperatures up to 250 °C and varying relative humidities) modes. In addition, the new stage uses a window made of a material that is safer to machine compared to beryllium (which is toxic).

Category: Midfoot/Forefoot Introduction/Purpose: To characterize clinical treatment of the malunion after midfoot injury. Methods: 22 cases of malunion following complex midfoot injury from 2004 to 2012. They were 19 men and 3 women with mean age of 37.8. The foot deformity was categorized into 3 types and 3 subtypes, with type? indicating normal foot arch (type ?a forefoot abduction, ?b forefoot adduction and Ic forefoot normal), type? Cavus deformity (subtype is same as?), and type ? flatfoot deformity (subtype is same as?) . There were 2 cases of type?a, 4 cases of type?c, 9 cases of type?a, 4 cases of type ?a, 3 cases of type ?c in our cohort. According to the malunion typing, osteotomy, joint arthrodesis, or realignment was used to correct deformity. Clinical outcomes were evaluated by AOFAS score and VAS. Results: All the patients were followed up for average 34.7 months.The mean VAS score was 2.0 points (0-6) and mean AOFAS score was 83.9±2.3 points (73-94) at the last follow-up, giving an excellent to good rate of 81.8%. All cases obtained favorable functional outcomes without bone nonunion, except one patient who still suffered from midfoot walking discomfort 3 years after operation. Conclusion: Operative management of malunion following midfoot injury is effective and good results can only be obtained by stabilizing injured joint, realignment and recover foot arch.Our typing of the midfoot malunion is helpful in the operative treatment.

As we all cope with an e-everything world, libraries are moving to accommodate WOW (words on the web) as well as POP (print on paper) in their collections. This has led to a realignment in organisational structures, particularly in university contexts. This paper addressed two major issues: firstly the challenges that major institutional reorganisations in Australia have placed on universities and, in particular, on art schools; secondly the way these challenges may be met, based on actions and solutions to improve access to Australian visual arts information resources which followed from an extensive survey by the National Library of Australia in co-operation with ARLIS/ANZ. These results encourage art libraries to develop partnerships and networking with their parent institution and other libraries and cultural institutions on a national level.

This article aims to analyze the relations between the UN and Bolsonaro government in 2019 in the scope of foreign policy –considering the importance that the United Nations Stabilization Mission in Haiti (MINUSTAH) has for the Armed Forces and the international projection of Brazil. The methodology used in this article consists of bibliographical research relating primary and secondary materials (theses, articles, and dissertations) with recent journalistic material on federal management. The result found in this article demonstrates that, despite the divergence between sectors of the federal government regarding the directions of Brazilian foreign policy, due to issues of realignment at the international level, the approximation of the viability of relations with the UN through peace missions it’s not present in the plans of the Executive and the Armed Forces, although the military has prestige for this type of operation.

It is known that realignment crierion is necessary but not a sufficient criterion even for a two-qubit system. We have derived necessary and sufficient condition based on realignment operation for a particular class of two-qubit system and thus solved this problem partially for two-qubit system. We have shown that the lower bound of the trace norm of realigned form of the particular form of the density matrix exists if and only if the two-qubit state is entangled. The derived necessary and sufficient condition detects two-qubit entangled states, which are not detected by the realignment criterion. Further, we have obtained the upper bound of the minimum singular value of the realigned form of the density matrix for the d ⊗ d dimensional separable states. Moreover, we provide the geometrical interpretation of the derived separability criterion for d ⊗ d dimensional system. Moreover, we show that our criterion may also detect bound entangled state. Our criterion is beneficial in the sense that it requires to calculate only minimum singular value of the realigned matrix while on the other hand realignment criterion requires all singular values of the realigned matrix. Thus, our criterion has computational advantage over the realignment criterion.

AbstractIn this chapter, we will provide an overview of the evolution of Japan’s peacekeeping policy from the enactment of the Peacekeeping Operations (PKO) Act in 1992 to the era before the return of Prime Minister Shinzo Abe in 2012 (we will also briefly mention more recent issues where relevant). The chapter consists of three sections. First, we will outline Japan’s experiences with personnel contribution to United Nations Peacekeeping Operations (UNPKOs) and other related activities. For this purpose, we will pay particular attention to Japan’s policy concept of International Peace Cooperation (IPC), in which UNPKO participation is embedded. Because the two variations of IPC (narrow vs. broad) coexist within the Government of Japan (GoJ) policy framework, we will evaluate its actual performance within these respective categories. Second, we will trace how Japan tried to follow the trends of “robustness” and “integration” from the early 1990s to 2012. Above all, we will investigate how the fifth item of the Five Principles, namely the restriction on the use of weapons only for self-preservation, caused practical problems for the Self-Defense Forces (SDF) peacekeepers on the ground, widening the gap between Japan and the international standard. Lastly, however, we will summarize how political realignment and shifts in public opinion were related to the decline of anti-militarism, which once restrained Japan’s UNPKO participation.

Distal junctional kyphosis (DJK) is a major concern following cervical deformity (CD) correction, leading to failed realignment and revision surgery. In this chapter, we describe our approach to the treatment of cervical deformity and the steps taken to minimize the risk of DJK post-operatively by tailoring the construction to the individual patient. In this chapter, we describe our approach to the treatment of cervical deformity and the steps taken to minimize the risk of DJK post-operatively by tailoring the construction to the individual patient. First we focus on characterization of the baseline deformity. Secondly, we assess our patients clinically. Thirdly, we simulate the correction with the use of novel in-construct measurements. The fourth step is to develop a DJK prevention strategy tailored to the individual. The last step is to perform surgery and check correction during the operation.

Abstract Federal intervention in telecommunications escalated in the 1910s as both business conflict and class confrontation intensified. On the eve of World War I, meanwhile, telecommunications workers continued to struggle for postalization, believing that it would improve working conditions and enhance service. A threatened telegraph strike in 1918 precipitated an actual takeover of the nation’s networks by the Post Office on grounds of wartime necessity. Unionized women telephone operators in particular, however, found government control a bitterly antagonizing experience; their spring 1919 strike brought postal operations in New England to a halt, and helped precipitate a reprivatization of telephones, telegraphs, and submarine cables mere months later. The Post Office’s year-long stint running the nation’s wireline systems brought a halt to decades’ of antimonopoly effort as, amid the repression that followed World War I, telecommunications was restabilized around those—suppliers and business users alike—who could demonstrate a property interest.

In Chapter 7, we completed our formal examination of environmental politics, policy, and administration. In our analysis throughout the book we examined the histories of the Council on Environmental Quality (CEQ) and the Environmental Protection Agency (EPA) as seen through the lens of conceptual agency life cycle models. In this postscript, we step outside this theoretical framework to offer some thoughts on the path U.S. environmental policy and administration have been taking, in halting steps, toward the ambitious processes and goals of sustainability. In considering the practical implications of this emerging realignment of focus, we use climate change as an example. As we discussed in Chapter 2, the National Environmental Policy Act of 1969 (NEPA) was a prescient document helping chart new directions in environmental management both in the United States and globally. Although NEPA does not specifically mention sustainability, the act includes text that clearly anticipates current understanding of the concept, declaring it a policy of the federal government “to create and maintain conditions under which man and nature can exist in productive harmony, and fulfill the social, economic, and other requirements of present and future generations of Americans.” In 1987 the United Nations World Commission on Environment and Development built on this language to define sustainable development as “development that meets the needs of the present without compromising the ability of future generations to meet their own needs.” At the 1992 Earth Summit, 178 nations committed to adopting this framework in promoting future development. While this declaration, known as Agenda 21, did not immediately transform global priorities, it did put sustainability on the international agenda. Since then, the Organisation for Economic Co-operation and Development (OECD), a multilateral group of thirty-four nations made up primarily of developed economies, has been particularly active in encouraging member countries to incorporate sustainability into policymaking. Over the past decade or so, sustainability has become a more visible part of the vocabulary of U.S. environmental policy and administration.

As part of the DoD Base Realignment and Closure process, the unique Navy capability to test aircraft engines under various environmental conditions is being transitioned to the Air Force. A new facility, using two modified sea-level Air Force T-9 test cells as building blocks, formed the basis of the new design. The structural design of the test cells and test control building was based on the aerodynamic and acoustic requirements for testing large afterburning turbojet/turbofan engines. Major construction has passed the 90-percent completion milestone. Aerodynamic criteria were defined in 1/12th-scale model tests of an engine installation using an F110 engine simulator. Modifications were then made to the basic T-9 test cells to allow ram air duct direct-connect capability. Following construction, activation/validation of the test facility will be conducted with an actual F110 engine, run in both direct-connect and bellmouth inlet configurations. Initial Operational Capability is scheduled for September 1998. Technical aspects of the facility design, construction, and ram air duct are described. Final system capabilities are airflow of 249.48 kg/sec; inlet air temperature range of 219 to 503 K; and inlet air pressures up to 206.85 kPa (1.1 Mach number). Environmental conditions of high and low temperature, water and ice ingestion, sand ingestion, and salt air corrosion can be duplicated. Engine transient operation, and mission profile endurance tests with simulated inlet conditions of forward flight velocities will be available to both government and industry users.

In a LCTV-VIDIC system, infrared plane polarizers are really needed. Because of the high technology precision and price of wired-grid polarizers, we have hoped to obtain infrared plane polarizers as we have in the visible region. In our experiments, we obtained them by field controlling homogeneously aligned LC (Δε > 0); molecular realignment to tended to be parallel with the direction of the field and the incident unpolarized light. The conditions for realizing n-LC infrared plane polarizers are an infrared n-LC (Δε > 0 for us), an infrared film electrode, and a controlling field. There are two kinds of these polarizers: a direct field controlling n-LC to realign (V=2 v, T=100 ms, P=85%) and field controlling polymer dispersed n- LC (V=30 v, T=40 ms, P=80%). The properties (V, t) are the same as in a display. V and Δε are important factors of P (P increases with V). The polarizer is not ideal in P and lifetime, but it is satisfactory for simulation experiments. Its mechanism is that liquid crystal molecules' absorbtion is different for the two lights of bifraction. One direction of field vibrational energy is heavily absorbed, while the other is hardly absorbed at all. This device's advantages are IR operation, a large plane parallel to incident light, and an infrared plane LC modulator. Therefore it is very convenient in an LCTV-VIDIC system.

The O&M Code was developed when it was decided to move Pump and Valve Inservice Testing (IST) Requirements from the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel (B&PV) Code, Section XI to a standalone Code. The Code review process structure at the time was quite small and generally consisted of changing Section XI Subsections IWP and IWV into OM language. At the same time, new testing techniques were being developed that included check valve condition monitoring and current trace testing of motor actuated valves. This necessitated adding groups that were specific to these new initiatives. Although that was several decades ago, these groups remained and, over the years, it was identified that actions, such as Inquiries, were taking much too long to process. This became abundantly clear with the development of the newly published Mandatory Appendix IV for Air Operated Valve Testing. This paper discusses how the Code Committee became the organization that it is and how a new realignment will streamline the Code process and make it more efficient and responsive to the industry/regulatory needs. Structural health monitoring and control (SHMC) for Post-earthquake realignment and repairs (PERR) is one of the most challenging issues facing earthquake engineers worldwide. Currently, neither SHMC nor PERR are parts of contemporary curricula and codes of practice. The ultimate aim of SHMC is to help achieve a viable degree of structural sustainability (SS) under predictable environmental conditions. In the present context SHMC refers to the effort that aims at achieving structural operability before and after severe earthquakes. SHMC is generally associated with the use of piezoelectric sensors to measure changes in stresses and strains of critical elements of important engineering structures. Regardless of the effectiveness of the SHMC systems no structure can lend itself well to PERR or remain seismically sustainable unless it has been designed specifically for the purpose, otherwise it would be disposable with no gains from the SHMC effort. A SS structure is one that can be designed to prevent actual collapse, overcome residual effects and lend itself well to PERR. All indications are that the use of multifunction design in conjunction with SHMC can lead to the evolution of viable SS archetypes. The purpose of the current article is to introduce a practical basis for efficient use of SHMC concepts in multi-objective earthquake resisting structures (ERSs). Replaceable energy dissipating moment connections (REDMC), rigid rocking cores (RRCs), high strength tendons, built-in stressing devices and support level grade beams have been introduced as natural instruments of structural control. The use of monitoring devices has been directed towards evaluation of the effects of formations or elimination of plastic hinges and the variations of the global drift of the system. The proposed methodologies impose and control the desired modes of lateral response and facilitate the PERR operations. An industrial gas turbine had a reoccurring failure with its accessory gearbox. The gearbox would run for a few days and then begin to show increased vibrations. The vibration level would gradually increase until the turbine alarm and trip signals operated. Studies at the time suggested alignment and accessory coupling issues were the cause. After many realignments and gears being changed the problem persisted. Eventually the gearbox replaced as it was suspected the original had internal alignment issues. This proved to be unsuccessful and the problem continued. At the time of the unit’s last overhaul it was discovered the generator’s non-drive-end bearings insulation had failed and could not be rectified in time for its return to operation. It was then decided to install a second rotor earthing brush to the non-drive-end of the generator. The writer reviewed all the historical and current date including a site inspection of the plant. Initial inspection of the gear damage indicated excessive misalignment and gear tooth overload. Finally, examination of the shell bearing liners had indications consistent with Electrical Static Discharge [ESD]. This had been overlooked; interpretation of the marking was due to unusual misalignment and the gear shaft.

In an article published some time ago [1], the authors investigated the idea of breaking down the [multi-stage] compressor component of the typical turbofan engine into modules. The motivation for this work stems from a “Lean Engineering” approach to gas turbine engine design. Five (5) modules were created; they are the inlet, front, core, rear, and exit modules. The intent is to maximize the size of the core module, as represented by the number of stages. Thus, many different compressors can share the core module, which will greatly reduce the Lifecycle costs for the fleet. The next stage of this work focuses on the Meanline and Throughflow design and analysis of two different compressors that share an 8-stage core. The first compressor, HPC-1, is a 10-stage compressor operating at 9,000 rpm, having 100 Kg/sec inlet mass flow rate, and a 13.5:1 overall pressure ratio. HPC-2 is a 13-stage modular upgrade of HPC-1, operating at 9,700 rpm, having an inlet mass flow rate of 140 Kg/sec, and a 27:1 overall pressure ratio. Applying the modular concept, the first and last stages (of HPC-1) have been removed and replaced by 2 and 3 stages, respectively. Additionally the inlet and exit modules have been redesigned as well. Preliminary Meanline analysis showed that this concept could present challenging boundary conditions for the design of the interface stage; the name assigned to the first stage of the core module. The conditions entering that stage represent a critical hurdle to the viability of this method. Slight variations in corrected speed and pressure ratios for stages 1 and 2 of the modular upgrade, HPC-2, provided the necessary realignment of the core module. The pressure ratio of the core module differs by less than 1% for both compressors. And in both instances, the corrected speed is virtually identical. Throughflow analysis, conducted using T-AXI [2], confirms the redesign and the viability of the method.
