The British Broadcasting Corporation occupies what is often considered to be a unique position within UK culture as both a respected national institution that is a pillar of enlightenment values and, increasingly, an agile, entrepreneurial business that has to deliver ‘value-for-money’. This study will contribute to the existing body of literature examining the impact of a neoliberal marketisation discourse on BBC policy by focusing specifically on the provision of arts programming as a key indicator of how the logic of the marketplace has permeated the BBC’s commissioning culture. In doing so, it argues that the loss of the topical arts magazine and discussion formats from BBC television, in contrast to radio, is symptomatic of the ways in which arts broadcasting has been reimagined both in the corporation’s internal production culture and in its public pronouncements as a product for consumers rather than a service for citizens.

Australia, as compered with some overseas countries, has a stable and continuous radio and television history. The price has been the creation of an oligopolistic commercial sector which is much stronger than the national broadcaster, the Australian Broadcasting Corporation. Public (community) broadcasting is still confined to a sector starved of funds; public TV still a pipedream. Ethnic radio and multicultural television, through the Special Broadcasting Service, have a short history which is far from smooth and under constant threat for TV to be merged with the ABC.

AbstractEstablished in 1939, the Turkish radio of the BBC World Service underwent a series of metamorphoses vis-à-vis the ever-changing expectations in Turkey, in the United Kingdom and within the BBC. Once a propaganda apparatus during the Second World War, the Turkish Service became a device of British cultural diplomacy during the Cold War. Since its foundation, interaction with Turkey and its intellectual circles was lively, and transformed the radio into a well-received media outlet, especially appreciated during times of political censorship. In the post-Cold War world, however, the liberalization and privatization of media in Turkey forced the Turkish Service to adjust its broadcasting by improving access to audiences and shifting the focus of news coverage to international issues. This article explores the history of the Turkish Service vis-à-vis the political and social situations in Turkey, the conditions of the British Broadcasting Corporation and the broader political environment.

This article explores the roles of some of the key women producers, broadcasters and writers who were able to work within the British Broadcasting Corporation (BBC) and Australian Broadcasting Corporation (ABC) from their foundational periods to the 1950s. Despite the predominantly male culture of radio broadcasting from the 1920s to the 1970s, this article considers the significance and long-term impacts of some of these overlooked female pioneers at the forefront of developing a range of new reality and ‘talk’ forms and techniques. While the article draws on primary BBC research, it also aims to address these openings, cultures and roles as they existed historically for women in the ABC. How did the ABC compare in its foundational period? Significantly, this paper contrasts the two organisations in the light of their approaches to modernity, arguing that BBC features, the department it engendered, and the traditions it influenced, had far reaching impacts; one of these relating to those opportunities opened for women to develop entirely new forms of media communication: the unrehearsed interview and actuality documentary programmes.

Abstract: The Stingray or IMSI-catcher is a surveillance device for cellular phones that was initially developed by theHarris Corporation for military use. Nowadays, various local and state law enforcement agencies across countries such as Canada, the United States, and the United Kingdom use similar devices widely. The term Stingray has also become a general term for thistype of device. The IMSI catcher has two modes of operation- active and passive. In the active mode, the device pretends to be a cell tower, tricking all nearby mobile phones and cellular devices to connect to it. It can be mounted on vehicles, low flying airplanes and helicopters, UAVs, etc. It broadcasts signals that seem stronger than the cell tower, and thus, it forces each compatible cellular device to disconnect from its service provider (e.g., Jio, BSNL, etc.) and establish a newconnection with the device. Cellular communications protocols require mobile phones and cellular devices to connect to the strongest signal. We have used a Software Defined Radio (SDR) to replicate the Stingray device manufactured by the Harris Corporation. Commentary: On 25 July 1972, the Board of the New Zealand Broadcasting Corporation decided to terminate the editorship of Alexander MacLeod with three months' pay, effective immediately. The Listener had only had three editors since its launch as a broadcasting guide in 1939. Its founder Oliver Duff and successor Monty Holcroft, the revered editor of 18 years, built it up as a magazine of culture, arts and current events on top of its monopoly of listings of radio and television programmes. Both men managed to establish a sturdy independence for the magazine which was still the official journal of the New Zealand Broadcasting Service, later to become the New Zealand Broadcasting Corporation. So, the dismissal of the editor was a sizable event. The National government of the day in New Zealand ordered a Commission of Inquiry into whether the sacking was above board and whether it was politically influenced. This article is the story of the commission's findings.

Este trabajo, tras analizar brevemente la evolución del servicio público de televisión en la legislación audiovisual, se centra en el estudio de la configuración de la televisión de titularidad del Estado como servicio público en el marco de la Ley 17/2006, de 5 de junio, de la radio y la televisión de titularidad estatal. Con esta finalidad, analiza, en primer lugar, la configuración de la radio y la televisión de titularidad estatal como servicio público esencial, el objeto de este servicio público y las obligaciones de servicio público que se derivan para la Corporación RTVE; y, en segundo lugar, los tres nuevos instrumentos que se incluyen en la Ley para la concreción de la función de servicio público: el mandato-marco (aprobado en diciembre de 2007 por el Pleno del Congreso de los Diputados y por el Pleno del Senado), el contrato-programa y el sistema de contabilidad analítica. This article outlines the evolution of sports broadcasting on Canadian television, focusing on the broadcast of the Olympic Games. I argue that history of the Olympics on national television exemplifies the evolution of the idea of public service television in Canada. Specifically, it reflects the delicate balance between the nation’s public and private broadcasters, whose relationship extends far beyond mere competition. The public service raison d’être and mission have nonetheless been called into question throughout the development of television. Incidentally, the values of the Olympic movement were also called into question in this period, during which the Games evolved from an all-amateur Olympiad to a fully commercial spectacle designed for (and by) television.

The dissemination of fake news is an increasing issue in the media ecosys­tem, which has worsened with the current healthcare crisis. Pandemic-re­lated hoaxes challenge media, which have not hesitated to implement dif­ferent plans to combat these contents. The objective of this research is to ana­lyse the structure, make-up and proce­dures of fact-checking units that have been created in the newsrooms of the public service media (PSM) in Spain to refute false and unreliable information related to coronavirus. Two initiatives were studied: RTVE Verifica, belonging to the Spanish Radio and Television Corporation, and Coronabulos, from the public entity of the Basque govern­ment, EiTB. The method used is based on case studies, web content analysis and in-depth semi-structured inter­views with those responsible for these departments. Such a triangulation of techniques has allowed us to draw conclusions and provide interesting ex­amples to the research. The results re­veal that these sections use traditional techniques and technological applica­tions to verify content related mainly to healthcare and pseudoscientific infor­mation, which are published on corpo­rate websites and social media. 1992 marked a turning point in Nigeria’s broadcasting history as the country formally deregulated her broadcast space. However, it was not until March 2002 that the first commercial radio station was established in Rivers State, a broadcast environment hitherto monopolised by Radio Rivers. The coming of the first independent radio station in Rivers State in March 2002 was followed by the establishment of two other stations in October 2003 and November 2003 respectively. As important as these events in broadcasting in Rivers State are, however, media scholars have argued that in most societies where such change has taken place, public service broadcasters have tampered with their values of being an open space where individuals and groups can come together to be educated, informed, and entertained. This study investigates the extent to which the proliferation of commercial broadcasting outlets has affected Radio Rivers’ public service programming and scheduling. Using a combination of qualitative and quantitative research methods, through in-depth interviews and analysis of the mandate and programme schedules, the study established that while Radio Rivers still maintains some public service values, its current programming policy is driven by the need to compete with the commercial broadcasters. This is evidenced in the decrease in the programme space allocated to current affairs and educational programmes on the schedule, (the genre of public service broadcasting), and the increase in attention to advertisements and entertainment programmes, (the genre of commercial broadcasting). The study also confirms the adverse effects of dwindling financial resources as forcing public service radios to compromise on their public service values, as majority of programmes on Radio Rivers current programme schedules are now geared towards attracting advertisers rather than serving the public good and interests. However, the study proved that it is not in all cases that the entry of commercial broadcasters into Rivers State broadcast space has undermined Radio Rivers public service values. Indeed, in leading to the expansion of interactive, news, and the diversification of entertainment programmes spaces on Radio Rivers’ programming schedules, the proliferation of commercial broadcasters has yielded some positive effects on Radio Rivers public service values and contribution to the public sphere. The study further highlights the need for some policy reforms at Radio Rivers, such as the introduction of licence fees, increased government funding and loosening government’s current control over the station. In addition, there is the need for the edict establishing the station to be amended to reflect the current trends in broadcasting in Rivers State, and above all to reposition Radio Rivers to sustain public good and public interests in its programming.

Cultural and educational functions of public service broadcasting come at a fortuitous time, as the changing environment of broadcasting is on various agendas. At the heart of this is the question of the present and future status of public service broadcasting. Major changes have taken place in the political economy of the media and the world economy at large, technological advancement has resulted in privatization and commercialization of the media. In most societies where these changes have taken place, public service broadcasting has been threatened by the rapid rise of commercial institutions, resulting in stiff competition for audiences. This study will examine the extent to which the adoption of the Commercialization Act (No 26) of 2001 in Zimbabwe has affected Radio Zimbabwe’s role as a public broadcaster. The study is based on the hypothesis that with the adoption of the Commercialization Act, Radio Zimbabwe is no longer playing its public service role effectively. The current nature of programming at Radio Zimbabwe as the research hopes to show will highlight tremendous changes towards a commercial logic. The study uses a combination of document analysis, secondary literature and qualitative interviews.

While much has been written on the Australian film and television industry, little has been presented by actual producers, filmmakers and technicians of their time and experiences within that same industry. Similarly, with historical documentaries, it has been academics rather than filmmakers who have led the debate. This thesis addresses this shortcoming and bridges the gap between practitioner experience and intellectual discussion, synthesising the debate and providing an important contribution from a filmmaker-academic, in its own way unique and insightful. The thesis is presented in two voices. First, my voice, the voice of memoir and recollected experience of my screen adventures over 38 years within the Australian industry, mainly producing historical documentaries for the ABC and the SBS. This is represented in italics. The second half and the alternate chapters provide the industry framework in which I worked with particular emphasis on documentaries and how this evolved and developed over a 40-year period, from 1970 to 2010. Within these two voices are three layers against which this history is reviewed and presented. Forming the base of the pyramid is the broad Australian film industry made up of feature films, documentary, television drama, animation and other types and styles of production. Above this is the genre documentary within this broad industry, and making up the small top tip of the pyramid, the sub-genre of historical documentary. These form the vertical structure within which industry issues are discussed. Threading through it are the duel determinants of production: ‘the market’ and ‘funding’. Underpinning the industry is the involvement of government, both state and federal, forming the three dimensional matrix for the thesis. For over 100 years the Australian film industry has depended on government support through subsidy, funding mechanisms, development assistance, broadcast policy and legislative provisions. This thesis aims to weave together these industry layers, binding them with the determinants of the market and funding, and immersing them beneath layers of government legislation and policy to present a new view of the Australian film industry.

This study is aimed at investigating the capital structures of the Johannesburg Stock Exchange listed South African IT firms and compare these to the capital structures of NASDAQ listed US IT firms in order to better understand the capital structures that JSE listed South African firms employ. The study made use of secondary data in the form of ratio analysis from public sources, as well as the published annual financial statements of the firms. The Generalised Method of Moments regression analysis technique was used in order to test the data for relationships between certain ratios. The study found positive relationships between the firm’s capital structure and its return on equity; meaning that firms should make use of their capital structures to maximise their return on equity and as a result, returns for its shareholders.

This chapter looks at the work of the BBC after it became a Corporation, established by royal charter, in 1927. This change was more than cosmetic: it was a recognition that the BBC was owned by the nation, and answerable to parliament. While free of day-to-day government intervention, it was part of the state and, in practice, close relationships developed between BBC officers and civil servants. It also developed an increasingly symbiotic relationship with the monarchy. The Corporation moved ahead with establishing its national networks and came to offer listeners a choice of two alternative services, the National Programme and the Regional Programme. During the late 1920s and early 1930s, the BBC broadcast a predominantly ‘highbrow’ schedule of radio programmes, particularly on Sundays. However, the widening class profile of its audience, and the threat of commercial stations broadcasting from Continental Europe, obliged it to change during the 1930s. It broadcast more comedy, popular drama, and light music: programmes began to take on some of the forms that are still recognizable today. The BBC also extended its broadcasting empire, ensuring that its monopoly of British broadcasting applied to the new television service and to international broadcasting. During this period, it established the Empire Service and, at the request of the government, a number of services in foreign languages. These are the ancestors of today’s World Service.

This chapter discusses the preparations for World War II in relation to advances in radio broadcasting to the Indian public. Responsibility for radio broadcasting in British India became part of the portfolio of the Labour Bureau and thus one of the state’s apparatus surrounding the maintenance of colonial power. The arrangement in India was different from that of radio broadcasting in the UK during the 1920s, 1930s and 1940s where the British Broadcasting Corporation (BBC) had been created under Royal Charter with editorial independence from government and commercial interests. In contrast, the British Government of India, and several of Britain’s other colonial territories set up public communications departments that were attached to central government bureaus primarily because the notion of public service broadcasting sat awkwardly against colonial power structures.

Thema probandi of this chapter is how some necessary social-human rights are provided thru management decisions in the public institutes. Although the term CSR focuses primarily on the corporations, in this research, the authors believe that in a broad sense CSR also covers other similar organizations than only business corporations. Public institutes do not have a legal form of profit organizations (i.e., corporations or companies). Those are organizations as schools (primary schools., grammar schools, high schools), graduate and postgraduate institutes (public universities), public hospitals (general hospitals and clinical centres), research institutes, nursery or elderly homes, museums, theatres, public radio, and television, mandatory health insurance public institute and mandatory retirement insurance public institute. A lot of human rights are covered as social services provided by public institutes. The concept of bridging human rights in CSR emphasizes that public institutes must contribute positively to society.

This chapter argues that there is still a need for public service television. Public service broadcasters fulfil a role that neither the independent young creators nor the big media corporations can really fill. There is a sweet spot there in the middle that is so important. This is also the time for young people to get behind the BBC and Channel 4, and re-appropriate young people's vision of public service broadcasting. There are so many ways in which public service broadcasters do well for under-25-year-olds: from incredibly high production values, well thought out dramas and documentaries on Channel 4 to the BBC 6 Music, 1Xtra, the World Service, Radio 4. The news is another area where there has been a big change for a lot of the young people, given their active presence in social media.

As a central and previously untested mass medium in the context of war, radio served as a resonant chamber through which British writers articulated, on behalf of a series of newly empowered publics, the social and political changes brought on by the Second World War. In mediating the conflict for British citizens, broadcasting bound listeners together in an auditory imagined community—a radio public—that was affiliative and participatory; though cut off from “speaking back” directly via radio, this public made itself known through listener surveys (both internal and external to the BBC), letters to the editors of publications (both radio-specific and non-), and direct correspondence with broadcasters. The affective connections enabled by the medium amplified structural changes underway during the conflict, as the pressures of total war demanded that the BBC modify its top-down model of broadcasting in favour of more demotic forms of address and cultural content. Though complex, the Corporation’s wartime renegotiation of its national role traces a shift away from the paternalism of the interwar BBC, under the direction of Sir John Reith, and towards a postwar model of multiple wavelengths serving multiple audiences in multiple registers.

National Public Radio (NPR) was designed with two clear mandates: to engage listeners more directly in civic discourses and to represent the diversity of the nation. The degree to which NPR has delivered on these mandates has been a point of contention. Critics of NPR have argued that, by creating programming for white, middle-class boomers, NPR has consistently served an audience that is already inclined to engage civically. In recent years, however, profound demographic change has put NPR at odds with an American electorate that is becoming increasingly culturally, ethnically, and linguistically diverse. In this chapter, the author explores how NPR defines its ideal Latinx listener and the resources it invests in creating relevant programming for that listener. At 18 percent of the US population, Latinxs are becoming an increasingly important part of the American electorate that NPR is tasked with serving. Based on interviews with public radio practitioners and a review of NPR and Corporation for Public Broadcasting (CPB) strategic documents, the author argues that NPR has defined its ideal Latinx listener in ways that are congruent with its current target-audience profile. Such targeting practices have important implications for who gets to participate in civic discourses and who is excluded.

Julian Medford Budden (1924–2007), a Fellow of the British Academy, was the finest scholar of nineteenth-century Italian opera of his generation. He will be remembered for his achievements as a producer at the British Broadcasting Corporation (BBC), for his broadcasts and reviews, and above all for his books on Giuseppe Verdi and Giacomo Puccini. Indeed, his passing leaves a huge gap in the field of opera studies. Budden was born in Hoylake, near Liverpool, on April 9, 1924, the only child of Lionel Budden and Maud Budden. In 1951 he started at the BBC, where he remained for his entire working life. Budden's first post was as a clerk and script editor; he then rose through the ranks to become a producer, Chief Producer of Opera, and finally External Services Music Organizer. Two aspects of Budden's background were likely to have been fundamental to his scholarly achievement: his exposure to Classics at Oxford University and his career in BBC Radio.

This chapter examines how the landscape of American broadcasting in the second half of the twentieth century evolved from a situation in which values of liberal independence acted as a front for the sway of network corporations to one in which the incremental fragmentation of the increasingly global media market posed a challenge to the rhetoric of national space. It considers how the spatial dynamics inherent within American culture have been represented in American writers such as Toni Morrison, Philip Roth, and Don DeLillo, and contrasts this with the perspectives of a younger generation, in particular those of David Foster Wallace and Dave Eggers. It explains how the “Voice of America” (VOA), the official radio and television service of the U.S. federal government, became “the nation's ideological arm of anti-communism,” while the minds of supposedly free-thinking citizens at home were also shaped surreptitiously by the new power of electronic media.

This paper reports the findings of a questionnaire survey on the adoption and utilization of information and communication technology (ICT) – an important tool to enhance efficiency and responsiveness in modern-day supply chains – in the Chinese third-party logistics (3PL) industry. As a global manufacturing base, China has a burgeoning 3PL industry serving a large number of domestic firms as well as multinational corporations. With more and more organizations outsourcing their logistics function to 3PL firms, the latter have to make use of ICT for efficient communication with clients and coordination of activities in order to work hand-in-hand with customers to meet their day-to-day logistics needs. To investigate the status quo of ICT utilization in China, a questionnaire survey was conducted in 2009 to investigate the level of ICT adoption by the 3PL firms. For comparison, the findings of the Annual Third-Party Logistics Studies from 2007 to 2013 in this regard were also analyzed. The questionnaire survey results reveal that ICT is being widely adopted in the Chinese 3PL industry suggesting a high level of awareness of its significance and benefits to both the service providers and the clients. The ICT used ranges from low-tech telephone, facsimile, Internet access, to more advanced and sophisticated radio frequency identification technology and enterprise resource planning system. While small 3PL companies are using less expensive ICT at a tactical level mainly to cut costs and reduce errors in the day-to-day logistics operations, medium-sized and large firms have evolved to make use of more expensive ICT for planning and strategic purposes, such as business control, customer integration, and service differentiation. Transportation management system is regarded as the most important IT for business to most 3PL firms surveyed whereas the significance of other systems for warehouse management, order management, and inventory management, etc. varies depending on the services provided and the resources available. A follow-up review of the recent literature suggests that ICT adoption in the 3PL industry of China has not significantly increased since the 2009 survey but the general awareness of the importance of ICT capabilities is growing.

Abstract The Cold spray method of material deposition is widely used for surface enhancement, to improve properties such as corrosion and wear. A detailed microstructural analysis of cold sprayed Ni based coatings (IN625 (Inconel 625 is a Trademark of Huntington alloys corporation) using the transmission electron microscope, revealed the occurrence of three distinct types of microstructures in the as sprayed condition, adjacent to each other. These include the occurrence of large (> 1 μm) grains having a high dislocation density, along with regions comprising shear bands (20-30 nm wide) and twins with a large aspect ratio (> 1000), along with locations having a very fine grained structure (20-30 nm). The crystallite size, using a Hall-Williamson plot measures an average 50 nm. The substrate deformation indicates a bilayer dynamic recrystallization, as a means to accommodate the strain. The microscopy studies will serve to correlate the bonding mechanism of cold sprayed IN625 on 4130 steel.

Covid-19, a disease that transformed into a pandemic at the beginning of 2020, caused catastrophic results in the world and Turkey. There have been some restrictions on trade, education, tourism, and art. Daily life was not interrupted but some services and events that they have not primary functions (for some people) like “art” were on the verge of stopping and carried to the digital platforms. In this context, some corporations opened their archives and sometimes actual events to the public free of charge or for a certain amount of money. Art, which has always had “healing”, “mediating” and “unifying” effects, was consumed by the billions of people through digital devices. Considering art is both a sector and an industry, the unexpected phenomenon of Covid-19, which is a kind of crisis that occurs one in a hundred years and takes longer than expected, led to the temporary or permanent closure of some art and culture institutions. Due to these results, some supportive programs have been organized by official or non-official institutions to solve financial problems. In Turkey, all the movie theaters closed down on the 16th of March 2020 by the Ministry of Internal Affairs. Some halls opened in July and August, however, because of lack of audience and of the increasing number of patients they have closed down again in November. 2019 was a bad year for the sector yet 2020 was even worse with the decline of the audience by the ratio of %90. Before the pandemic, there were some problems in terms of halls. In this context, some movie theaters tried to find solutions not to lose the audience and find financial support. Beyoğlu Movie Theater that began operating in 1989, had some financial problems before the pandemic. The managers of the hall created a project called “Beyoğlu 1989”, which was a kind of electronic bulletin, and started sending e-mails to the subscribers. This project, which was implemented for the first time in Turkey, has reached the 57th issue and 800 subscribers today and has turned into a kind of weekly electronic-digital cinema newspaper that is also promoted on the Instagram account of the Beyoğlu cinema with 45 thousand followers. The broadcast also follows the cinema agenda and undertakes the task of a written-visual archive. In conclusion, a movie theater that started operating in the analog age, today use all the possibilities and utilities of the digital age and also with the help of its owners and followers, creates a communication ecology to prevent the shutdown. The aim of this article is to examine an electronic bulletin (also a film magazine) “1989”, which is first in Turkey, with the qualitative method.
