Nurses are often the primary source of donor referrals to an organ procurement organization. Early exposure to donation information during nursing school may enhance nurses' ability to identify and refer potential donors once they are in nursing practice. Although organ procurement organizations strive to provide donation education to nursing students, this process can drain an organization's resources. Therefore, to facilitate the educational process with a minimum of disruption to the function of the organ procurement organization, a standardized approach to donation was developed. After the program had been in place for more than a year, students and organ procurement organization staff alike reported great satisfaction with this standardized approach.

This study has purposes to discover whether pressure, opportunity, rationalization and capability influences towards fraud of procurement goods and services in Aceh Government with ethic cultural organization as a moderator. Testing was conducted to 20 SKPD in Aceh Government which arranged an event of procurement goods and services. This study uses primary data of questioner which was distributed to all 60 respondents that consist of Head of minister, Firma, Institute, Secretary, and Head of finance, the sample of study is taken by purposive sampling. Testing is conducted by using moderated analyzing Regression (MRA). The result of study shows that partially pressure and capability influences towards fraud of procurements good and service, meanwhile opportunity, rationalization, and ethic cultural organization were not influenced towards fraud of procurements goods and services. In testing of moderate regression analyzing uses interaction test, partially ethic cultural organize is able to moderate the relationship between opportunity and rationalization towards fraud of procurement. But, ethic cultural organization is not able to moderate the relationship between pressure and capability towards fraud of procurement goods and services

The main purpose of this paper is to examine empirically the influence of organizational factors on the adoption of e-procurement in government institutions.The research design used is a survey research. This study examines theoretical models involving 185 respondents from 130 work units of all local government agencies in Central Java, Indonesia. Data analysis was done by using structural equation to know influence of organization value in e-procurement adoption process in government institution. The result of the research shows that organizational polychronicity values influence the behavior of e-procurement. Characteristics of dynamic organizational functions and tasks directly enhance the use of e-procurement behavior. Another finding, the learning organization has an effect on the e-procurement intention. The ability or capacity of the organization provides an opportunity for individuals to do individual learning will further activate the process of adoption of various applications of e-procurement. An important result of this study is that organizational value is one of the main determinants of successful adoption of technology. The findings of this study provide insight into the importance of organizational value in supporting the successful implementation of e-procurement.

Nowadays, the quality of virtual service is diminishing, in which different aspects of E-business industry is signifying, especially in the business to business (B2B). E-procurement is part of the e-business, therefore, quality factors of E-procurement originates from e-business. Much research has focused on the critical success factors of E-procurement, however, when it comes to implementation, many E-procurements fail, which can be very costly. This article attempts to increase the success rate of E-procurement, and ensures that the success of E-procurement is more sustainable. This research estimates the structural equation model by collecting data from 208 managers to employ quantitative analysis to investigate the relationship between E-procurement quality factors. The result of this research shows that the quality of the organization culture has partial mediator relationship to the success of E-procurement. Meanwhile, the quality of IT infrastructure does not have a mediator relationship with the success of E-procurement. Lastly, quality of knowledge management has a full mediator relationship with the success of E-procurement and it does not affect the dynamic capability of organization directly.

Excessive attrition among organ procurement coordinators has been a suspected problem for many years. In 1994 the United Network for Organ Sharing undertook a procurement coordinator attrition study. Initially, focus groups were conducted in conjunction with the 1994 North American Transplant Coordinators Organization's annual meeting. In 1996, 69 executive directors from organ procurement organizations were surveyed on the subject of procurement coordinator attrition. Thirty-five executive directors responded, resulting in a 51% response rate. The UNOS procurement coordinator attrition study explored actual attrition rates, relationships of certain demographic factors to attrition rates, economic impact of attrition on the organizations, and various job tenure issues. The period under study was January 1, 1990 through December 31, 1993. Results did not demonstrate an industry-wide attrition problem. Additionally, the study revealed no enduring attrition problem in any single organization, and some organizations were found to have no attrition during the entire study period.

Purpose The purpose of this study is to examine procurement professionals’ perceptions of public-private partnerships in contract arrangements and to explore decision-making that takes place in the contracting process. Design/methodology/approach A grounded theory approach is applied to Simon’s (1947) model of decision-making to better understand the perceptions of procurement professionals, especially because it pertains to public vs private sector contexts. The researchers collected data by conducting interviews and observing a compliance webinar of federal contracting employees. Findings The results show that in the decision-making process, Simon’s illustration of a means-end hierarchy is applicable for procurement decision-making because it is driven by activities that are evaluated using aims established by the organization. Practical implications The implications are that, in the procurement decision-making process, a means-end hierarchy is driven by the activities that are evaluated using aims established by the organization. Essentially, the activities are associated to a mean, a mean is associated to a sub-goal and the sub-goal supports the main aim of the organization. Social implications This study supports the notion that training, information and procedures are a way for organizations to control behaviors and promote consistent results from their subordinates. Originality/value This study contributes by examining the drivers of procurement decision-making. Despite previous literature that focuses on practitioner discretion or emphasizes on socio-economic factors, this study highlights the linkages between practitioner decision-making and organizational aims and objectives. As such, the paper serves to illustrate the vital connection between procurement activities and outputs.

The article explores the mechanism of public procurement in the sphere of providing the remote sensing services to public entities. Authors emphasize on the benefits of the centralized procurement of remotely sensed data that will lead to cost savings of state funds through the avoidance of duplicate purchases. Authors give special consideration to the difference in products obtained within the Earth observation (EO) process, the purchase of which can be carried out according to different procedures, as well as the duality of the status of the National Center for the Management and Testing of Space Facilities (NCMTSF) as a supplier and intermediary in public procurement legal relations. It is determined that NCMTSF as a centralized procurement organization will collect requests from contracting authorities (public consumers) for remote sensing services, analyze them for the possibility of satisfying it with products from the existing own fund or the need to purchase remote sensing data. It is argued that in case of impossibility to provide relevant services from the available resources of the remote sensing fund, but economic feasibility of purchasing raw remote sensing data, considering the consolidated application of public consumers, NCMTSF will act as a centralized procurement organization. It is emphasized that, unlike other centralized procurement organizations, the procurement contract with the winner of the procurement will be concluded by NCMTSF. NCMTSF will provide free of charge public authorities, enterprises, institutions, and organizations with raw data information products which were purchased at the expense of state budget according to their requests. It is suggested that in case of impossibility and economic inefficiency of providing data processing services, NCMTSF as a centralized procurement organization organizes procurement in the interests of public consumers. The procurement contract is concluded between the public consumer and the winner of the procurement. That is, in this case, the NCMTSF performs an intermediary function of procurement organization, which can professionally qualify the participants and determine the most economically advantageous tender. In addition, several procedures have been discovered that will unify suppliers’ offers according to contracting authorities’ technical requirements and optimize budget spending, that was based on an analysis of domestic legislation on public procurement and models for the procurement of remote sensing products in space states such as the USA, Australia and India. The article provides an in-depth analysis of the implementation of multi-use supplier list as prequalification system for potential economic operators of remote sensing services.

Контрактная система в сфере закупок, как совокупность участников контрактной системы в сфере закупок и осуществляемых ими операций, направленных на обеспечение государственных и муниципальных нужд, внесла кардинальные изменения в содержание управления государственными закупками, результатом которых стала необходимость пересмотра отдельных аспектов устоявшихся управленческих механизмов, внедрения новых методов и инструментов анализа системы управления (технологических, управленческих, экономических и организационных), предназначенных для обеспечения интересов общества и государства. Посредством контрактной системы был реализован системный подход к сфере планирования и осуществления государственных закупок, обеспечена гласность и прозрачность данной сферы, внедрены механизмы предотвращения коррупции и других злоупотреблений в сфере закупок. В основу контрактной системы в сфере закупок заложены принципы открытости и прозрачности, конкуренции, профессионализма, стимулирования инноваций, единства контрактной системы в сфере закупок, ответственности за результативность и эффективности осуществления закупок. Для сферы образования, включающей элементы государственного централизованного и децентрализованного управления, потребовались отдельные подходы к организации управления закупками для эффективного расходования бюджетных средств. Данная статья посвящена систематизации основных аспектов закупочной деятельности в государственной организации, осуществляющей образовательную деятельность, выявлению особенностей контрактной деятельности государственных образовательных организаций, а также вопросам эффективного управления закупочной деятельностью образовательной организации. The procurement contract system, as a set of participants in the procurement contract system and their operations aimed at meeting state and municipal needs, made fundamental changes in the content of public procurement management, which resulted in the need to revise certain aspects of established management mechanisms, the need to introduce new methods and tools for analyzing the management system (technological, managerial, economic and organizational), designed to protect the interests of society and the state. Through the contract system, a systematic approach to the planning and implementation of public procurement was implemented, transparency and transparency of this area were ensured, mechanisms were introduced to prevent corruption and other abuses in procurement. The contract system in procurement is based on the principles of openness and transparency, competition, professionalism, stimulation of innovation, unity of the contract system in procurement, responsibility for efficiency and efficiency of procurement. Education, which includes elements of centralized and decentralized public administration, required separate approaches to the organization of procurement management in order to effectively spend budget funds. This article is devoted to the systematization of the main aspects of procurement activities in a state organization conducting educational activities, the identification of the features of contract activities of state educational organizations, as well as issues of effective management of procurement activities of an educational organization.

The idea of sustainability is widespread, but it often remains unclear how the idea travelled and how it is translated into practice. In this thesis it is analysed how public organizations translate sustainability into action through Sustainable Public Procurement (SPP). First, an overview of translation theory and previous research on SPP is given. Basing on an empirical analysis, two cases of public organizations in Sweden and Germany that integrated SPP in their strategies are described and analysed. It is revealed that translation theory applies to the two cases and that the theory is useful to explain how the concept of sustainability is acted upon. Characteristics of processes of translation can be observed in both cases, indicating that the translation of the same idea can result in different practices and outcomes. It is found that although both public organizations use the same term, the way SPP is implemented and practiced differs highly. The thesis includes reflections on this different outcome and considers the importance of local contexts and actors.

This thesis explores the adoption of a Value-Based Procurement Strategy. A procurement strategy is value-based when it facilitates procurement to develop attractive value propositions for both suppliers and internal stakeholders. The procurement function, including its activities and organization, and the collaboration with suppliers, are shaped to achieve this goal. SAAB, a Swedish military fighter airplane manufacturer, has been driven to adopt such a strategy by its surrounding context and market position, which demand that SAAB find new ways to attract key suppliers. SAAB responded to this demand by offering suppliers alternative benefits in terms of, for example, knowledge, intelligence, standardization, co-marketing, and prioritization. SAAB offers the empirical opportunity taken by this thesis to explore Value-Based Procurement. A theoretical framework built on literature on procurement in terms of procurement context, procurement activities, and procurement organization informs this study. The framework also encompasses literature on value and value propositions. A value perspective describes well both how SAAB’s procurement function has been shaped, and the work that the procurement department does. Nearly thirty hours of interviews with people of different roles within the procurement organization of SAAB and a workshop involving multiple key informants form the empirical base for this explorative, qualitative, single-case study. A thick empirical description of SAAB’s Strategic Sourcing department and its work allows the reader to assess generalizability. The analysis building thereon results in nineteen propositions for how the adoption of a Value- Based Procurement Strategy has implications for procurement activities and organization. This study contributes in several ways to research. It recounts an in-depth revelatory case of the adoption of a Value-Based Procurement Strategy and a customer taking a leading role in developing value propositions for suppliers and itself, thus providing insight into an unexplored area. The procurement context encourages the adoption of a Value-Based Procurement Strategy and plays a role in determining what is valuable to suppliers. The procurement activities and procurement organization play enabling roles in successfully implementing Value-Based Procurement, and act as drivers of value proposed to suppliers. Value propositions are tools for developing procurement strategy and for execution thereof through procurement. This thesis also deepens the understanding of value by promoting a parallel view of co-developed customer and supplier value. Finally, it contributes to procurement literature by showing that the buying side has value propositions to make. This thesis contributes to managers by illustrating how a Value- Based Procurement Strategy can be adopted, and possible reasons why it should. It also proposes “value actions” as possible Value-Based Procurement Strategy improvement efforts.
Denna avhandling utforskar införandet av en Värdebaserad inköpsstrategi. En inköpsstrategi är värdebaserad när den underlättar för inköp att utveckla attraktiva värdeerbjudanden till både leverantörer och interna intressenter. Inköpsfunktionen och dess aktiviteter och organisation, och samarbetet med leverantörerna, formas för att uppnå detta mål. SAAB, en svensk tillverkare av militära stridsflygplan, har drivits till att införa en sådan strategi av dess omgivande kontext och marknadsposition, vilka kräver att SAAB hittar nya sätt att attrahera nyckelleverantörer. En utförlig beskrivning av SAABs avdelning Strategic sourcing och dess arbete möjliggör för läsaren att bedöma generaliserbarheten. Analysen resulterar i nitton propositioner för hur införandet av en Värdebaserad inköpsstrategi har implikationer på inköpets aktiviteter och organisation. Denna studie har flera bidrag forskningen. Studien återger en djupgående och avslöjande fallstudie av införandet av en Värdebaserad inköpsstrategi och en kund som tar en ledande roll i utvecklingen av värdeerbjudanden för leverantörer och sig själv, och därmed bidrar den med insikt i ett outforskat område. Inköpets kontext befrämjar införandet av en Värdebaserad inköpsstrategi och spelar en viktig roll i avgörandet av vad som är värdefullt för leverantörer. Inköpsaktiviteter och inköpsorganisation spelar möjliggörande roller i ett framgångsrikt införande av Värdebaserat inköp, och driver upp det erbjudna värdet till leverantörer. Värdeerbjudanden är verktyg för att utveckla inköpsstrategi och för att exekvera på sådan strategi i inköps arbete. Denna avhandling fördjupar också förståelsen för värde genom att förespråka en parallell syn på samutvecklat värde för kund och leverantör. Slutligen bidrar den till inköpsliteraturen genom att visa att den köpande sidan också kan erbjuda värde. Denna avhandling bidrar till företagsledare genom att illustrera hur en Värdebaserad inköpsstrategi kan införas och möjliga anledningar till varför den borde införas. Den föreslår också ”value actions” som möjliga satsningar på att förbättra Värdebaserad inköpsstrategi.

Problem:The importance of purchasing is often neglected, and the possibilities for continuous improvements in order to reap advantages, such as cost reductions, are often overlooked. Furthermore, the subject of purchasing has not been explored to a large extent in academic research. Therefore, we found the subject to be of great interest and possibly containing opportunities for companies, including Saab Avitronics, to seize.

Purpose:The purpose of the thesis is to present recommendations after evaluating the purchasing organization and strategies regarding the strategic purchases within Saab Avitronics, Sweden.

Methodology:To receive a deeper understanding of the purchasing department, we found it necessary to use a qualitative method approach. Through a target-oriented selection we choose to do our empirical case study at Saab Avitronics. The empirical study consists of interviews with the selected respondents as well as written documents.

Analysis:The analysis is structured according to the theoretical framework; purchasing, purchasing objectives, purchasing organization, purchasing process and purchasing strategies.

Conclusions:The conclusions are the recommendations we have been able to suggest to Saab Avitronics in order to improve its purchasing function and increase the purchasing power. We find it appropriate for the business unit to rationalize and diversify its supply-base. Another recommendation is to remove the monetary range each purchaser can authorize purchases of.

Анотація:

The aim of this master thesis is to investigate how a procuring organization can use personas and scenarios to gather user-requirements in the procurement of software. To reach this understanding a case study is carried out to answer the questions of research; which is a definition that suits IKEA Components, which tools and how to use them; and what are the obstacles and enablers for working with personas and scenarios in procurement of software. The thesis consists of a theoretical study in the usability area followed by an empirical investigation with semi-structured interviews and observations. The study resulted in 4 personas and 8 connected scenarios that are based on user requirements. The first finding due to the question of research includes a usability definition applied to a real context. The second reveals examples of how personas and scenarios can make the development team understand the user requirements and thus contribute to procurement. The last finding is that the main obstacles and enablers for IKEA Components is the complexity of the main system, lack of resources and the management support.

This thesis analyzes the organization and conduct of the Procurement Management Review (PMR) program within the Marine Corps Field Contracting System. An attempt is made to identify, to the maximum extent possible, the goals, management philosophy, organization, and methods considered to be ideal for PMR by three sources: literature, previous studies, and contracting professionals. An analysis and comparison between this consensus and HQMC's current PMR policies and procedures, as well as field contracting personnel's perceptions of these policies and procedures is conducted to highlight similarities and differences, and to provide acquisition managers at HQMC with alternatives for improving current practices to optimize the effectiveness of the PMR program, given the Marine Corps Field Contracting System's peculiar acquisition needs and structure.

The second part of the textbook "State and municipal procurement" is devoted to the theoretical and methodological aspects of reforming the procurement system of products for public needs in Russia as a distribution mechanism that contributes to the achievement of economic policy goals. Special attention is paid to the institutional and behavioral factors of economic reforms, the place and role of public procurement in the structure of state regulation of the economy. A comparative analysis of conceptual approaches to the organization of the procurement is given, allowing the use of the state contract system as a mechanism of proactive economic policy aimed at the formation of economic orders. Developing information systems (IS) strategies and choosing the right IS portfolio for an organization require, among other things, identifying the most appropriate IS projects, determining how best to organize the IS staff, and arranging for IS procurement. All of these actions involve decision-making. This paper analyzes IS strategic decision-making in organizations, with the Garbage Can Model (GCM) of decision-making providing the theoretical framework. Our findings show that IS strategic decision-making often happens through GCM processes, and while these processes are hard to control and predict, the decision quality tends to be high at the organizational level. At the individual level, however, Garbage Can processes tend to return low-quality IS strategic decisions.

Derived from the calibration training provided by US Air Force up to the late eighties, German Armed Forces established an own calibration organization, to provide calibration services for most of the test & measurement equipment and for all branches. As test & measurement equipment has to be recorded and registered before coming into service, the program office for test & measurement/calibration has to be involved in the procurement of any product. The metrological confirmation according to ISO 10012 ensures, that the test equipment selected meets the requirements for the measurement or test needed. The metrological confirmation is also used for the procurement of test & measurement equipment and is the baseline for the calibration of the item. The presentation will show the concept of procurement of test & measurement equipment.

IO undertook a Design Review of ITER and the ITER baseline design was established as a basis for starting construction, together with the reference Integrated Project Schedule. In parallel, Japan Atomic Energy Agency (JAEA) performed extensive development work as procurement preparation including TF conductor, TF coil winding and TF coil structures. Based on the achievements from these developments, JAEA started the actual procurement from March 2008 by placing contracts on the industries in line with the Integrated Project Schedule.

As part of the campaign to increase readiness in northern regions, a near commercial off-the-shelf (COTS) solution was identified for the High Mobility Multipurpose Wheeled Vehicle (HMMWV); and used to assess the suitability of commercially available winter tires for operational deployment. Initial performance evaluations conducted during the winters of 2020 and 2021 demonstrated and quantified significant improvements to traction and handling on a variety of winter surfaces. User feedback from United States Army Alaska (USARAK) Soldiers confirmed these results in an operational environment. Results of this study provide new winter tire specifications for the Army and justify the procurement of a HMMWV winter tire for improved safety and capability for US Soldier and vehicle fleet needs. The data and Soldier evaluations support attaining a National Stock Number (NSN) and provide data to develop models of winter vehicle performance that include the impact of winter tires and chains. This work also paves the way for future development and procurement of winter tires for vehicles where COTS solutions are unavailable. The motivation is to provide Soldiers with state-of-the-art winter tires to increase safety, capability, and operational compatibility with North Atlantic Treaty Organization (NATO) partners in the European Theater of Operations, and mobility superiority in all environments.

We demonstrate that the use of Performance Frameworks for the procurement of construction projects by public sector organizations in the UK (specifically, in England) leads to significantly improved outcomes in terms of time, cost, quality, sustainability and closer relationships, than the traditional ‘open tender’ approach of procuring discrete projects, individually. We identify the factors that lead to such improvements. We label these: supplier’s task performance factors (project staff, execution approach, competence of firm and structure of firm); supplier’s contextual performance factors (trust and collaboration, culture and conscious behaviour); and client’s organisational factors (incentives, performance monitoring, procurement approach and communication). And we offer a performance improvement model that will help project managers to select the most appropriate suppliers at the procurement phase, to achieve successful project outcomes. The model can also be used to drive project performance further, by adopting client’s organisational factors during the procurement and construction phases. By applying the research conclusions, suppliers will be able to focus on communicating their strengths in the relevant aspects of task and contextual performance for technical tender proposals, and so increase the value of their services and the probabilities of winning work. And the analysis can be used by policy makers to help in drafting regulations and legislation on formal frameworks, in ways that will improve the delivery of policy objectives.
