Institutional responses to high rates of youth unemployment in Western industrialized nations have been marked by costly labour market programs, career education services and systems of skill formation. The success of these responses has not been easy to demonstrate, and such programs ignore the fact that in imperfect labour markets the essential activity that does seem to be strongly related to successful job acquisition for any individual is that of structured job finding. Job-finding clubs (which use behavioural techniques to develop high levels of skill in obtaining jobs) have been demonstrated, both in the United States and in Australia, to be capable of significantly increasing the rates of employment among participating club members. The effectiveness and utility of this behavioural approach is outlined.

Counselling helplines or hotlines are key support services for young people with mental health concerns or in suicide and self-harm crises. We aimed to describe young peoples’ use of a national youth helpline (Kids Helpline, Australia, KHL) to understand how usage changed over time. A descriptive analysis was conducted on 1,415,228 answered contacts between 2012–2018. We described the trend of service usage over the observed period, the types of youth who used the service, and the problems young people contacted the service about. Phone (APC = −9.1, KHL: −10.4 to −7.8, p < 0.001) and email (APC = −13.7, 95%CI: −17.1 to −10.2, p < 0.001) contacts decreased over time whereas webchat contacts increased (APC = 16.7, 95%CI: 11.7 to 22.0, p < 0.001). With this increase in webchat contacts, there was an associated increase in total webchat contact duration. Concerns raised in contacts to the service were primarily related to emotional wellbeing and mental health concerns (53.2% phone, 57.3% webchat, 58.2% email) followed by social relationship issues (20.4% phone, 20.3% webchat, 16.8% email) and family relationships (19.4% phone, 17.2% webchat, 21.8% email). The increased preference for online text-based information and counselling services can help inform development of services for young people and allocation of staff/service training and resources.

Foetal alcohol spectrum disorder (FASD) is a non-diagnostic umbrella term encompassing a spectrum of disorders caused by prenatal alcohol exposure. This article reports on a qualitative research project undertaken in three Indigenous communities in the West Kimberley region of Western Australia, intended to develop diversionary pathways for Indigenous young people with FASD at risk of enmeshment in the justice system. Rates of FASD in some parts of the West Kimberley are comparable to the highest identified internationally. A diagnosis of FASD amplifies the chances of Indigenous youth being caught up in the justice system in Western Australia, including indefinite detention in prison if found unfit to stand trial. A fresh diversionary paradigm is required. Employing a postcolonial perspective, we explore issues surrounding law and justice intervention – and non-intervention – in the lives of Indigenous children and their families. The FASD problem cannot be uncoupled from the history of colonial settlement and the multiple traumas resulting from dispossession, nor can solving the problem be isolated from the broader task of decolonizing relationships between Indigenous people and the settler mainstream. The decolonizing process involves expanding the role of Indigenous owned and place-based processes and services embedded in Indigenous knowledge.

Internationally, youth access to primary health care is problematic due to documented barriers such as cost, concerns about confidentiality, and knowledge about when to attend and available services. The treatment of health problems earlier in life together with engagement in prevention and health education can optimise youth health and maximise the potential of future wellbeing. This study investigated the feasibility, acceptability and cost of establishing nurse-led youth clinics in Victoria, Australia. Three general practices in rural and regional areas of Victoria implemented the nurse-led youth health clinics. The clinics were poorly attended by young people. Practice nurses identified several barriers to the clinic attendance including the short timeframe of the study, set times of the clinics and a lack of support for the clinics by some GPs and external youth health clinics, resulting in few referrals. The clinics cost from $5912 to $8557 to establish, which included training the practice nurses. Benefits of the clinics included increased staff knowledge about youth health issues and improved relationships within the general practice staff teams. The implementation of youth health clinics is not feasible in a short timeframe and to maximise use of the clinics, all members of the general practice team need to find the clinics acceptable.

The prolific growth of social media in recent years has provided new forums which allow engagement in local town discussions; particularly via community Facebook groups. This study seeks to understand the role of community Facebook groups in a regional town in the Northern Territory (NT) of Australia; particularly how they are used to portray youth, and their relevance to a grassroots youth justice reinvestment process. This research arose due to direct concern from a community working group. Seventeen semi-structured interviews, with 18 participants, were conducted with service providers in Katherine, NT. The data was then inductively thematically analyzed, resulting in six themes: staying informed in a regional context; vilifying youth and combating this; racism; impact on youth; tensions in positioning youth: right versus left; and adopting a strengths-based approach to youth. Community Facebook groups were noted as an important factor for staying informed in a remote context. As a key medium within the town, Facebook groups should be considered a source of community discussion and an appropriate avenue to influence community opinion. The racialization of community discussions about “problem youth” indicates a segregation issue in the town, which has been noted for many years. Community education and the promotion of the youth justice work currently being implemented in the town were considered key in changing mindsets and ultimately behaviors. Importantly, research and community development programs alike should consider the community Facebook group as a medium for positive social action.

Objective: To investigate the incidence of mental health problems based on the DSM-IV [ 1 ] among adolescents in custody in Tasmania, using the Adolescent Psychopathology Scale (APS) [ 2 ]. Methods: The APS was administered to 50 adolescents admitted consecutively to a youth detention centre in Tasmania, Australia, using a structured interview format. Results: In this sample 46% scored positively for a mood disorder, 36% for posttraumatic stress disorder (PTSD), and 32% for an anxiety disorder excluding PTSD. Conclusions: Tasmania is no exception to the rule that adolescents in custody have a high proportion of mental health problems. This study confirmed findings of previous studies that detained adolescents had a roughly equivalent level of mental health problems as young people referred to mental health services and five times more than adolescents in the community. Therefore, all detained adolescents should be assessed for mental health problems as their risk is equivalent to that of young people referred to mental health services in the community. Youth detention centres are able to provide significant opportunities for individual therapy and group programmes for young people with mental health problems. However, to achieve a realization of this potential, detention facilities need to develop philosophies and procedures, which facilitate the development of therapeutic, as opposed to ‘punishing’, environments.

Quality mental health care is based on the integration of care across organisations and disciplines. The aims of this study were, first, to assess the extent, characteristics and reported outcomes of publications concerned with youth mental health service integration in Australia and internationally; and second, to investigate the study design quality of evaluative interventions and determine whether the studies report on the cost-effectiveness of the integration in order to inform the reform of youth mental health services by Queensland Health. A systematic search of the peer-reviewed literature and a narrative synthesis were undertaken of English language publications from 21 electronic databases. Inclusion criteria were: published 1998–2014 (inclusive); peer-reviewed research; focused on mental health services integration; reported data for youth aged 12–25 years. The methodological quality of evaluative interventions was assessed using the Quality Assessment Tool for Quantitative Studies developed by the Effective Public Health Practice Project (EPHPP). Twenty-five studies met the inclusion criteria: one (4%) was classified as a measurement research, 13 (52%) as descriptive, and 11 (44%) as interventions including five (45%) evaluative interventions. Four out of the five evaluative interventions reported positive effects of youth mental health service integration. Particular problems included ambiguity of definitions, absence of economic or cost analyses and insufficient consumer involvement. The methodological quality of the interventions was variable with, on average, a moderate level of selection bias and study design. Despite a slight increase in the number of studies in the last couple of years, there are important gaps in the evidence base for youth mental health service integration processes. The relatively small number of evaluative studies and lack of economic evaluations point to the need for additional research in this important area.

ObjectiveYoung adults aged 18–24 years often delay or avoid seeking help for their mental health concerns. eMental health, the use of the Internet to deliver mental health information, services and care, offers a low-cost, easy-access option. However the factors that influence online help-seeking among this cohort remain unclear. MethodsAndersen’s healthcare utilisation model was adapted to examine correlates of eMental health use among Australian youth. In all, 161 young adults completed an online survey comprising sociodemographic questions, online feature preferences, the Actual and General Help-seeking Questionnaires, Berkman–Syme Social Network Index, General Self-Efficacy Scale, Service Obstacles Scale and Depression, Anxiety and Stress Scales. ResultsAlmost 70% of young people reported having previously accessed some form of online support for their personal or emotional problems. This included informal information via social media and formalised counselling services. Notably, perception of service satisfaction was low. Hierarchical logistical regression identified two significant predisposing factors to subsequent online help-seeking: prior face-to-face service use and living or cohabitating with others. ConclusionseMental health is accessed by young people in Australia, yet more needs to be done to better integrate this service model into the healthcare system. This includes training and education for consumers and professionals about existing, effective programs. What is known about this topic?eMental health platforms can bridge the gap between technology and conventional mental health care. Despite its rapidly expanding evidence base, the implementation of eMental health into the Australian healthcare system remains slow. More work needs to be done to elucidate the factors underlying preferences for online help-seeking. What does this paper add?Young adult perspectives on the delivery of mental health information, services and care via the Internet are examined in accordance with a major conceptual model, namely Andersen’s behavioural model of health services use. The majority of those surveyed reported having accessed some form of online support for an emotional issue, although dissatisfaction with the quality of this support was expressed. Andersen’s model can guide future research in this area and potentially help target eMental health initiatives to individual service users’ needs. What are the implications for practitioners?eMental health interventions offer an alternative for young adults who have difficulty accessing traditional mental health care services, but are also an adjunct to those experiencing mild to moderate symptoms of mental illness. Practitioners can introduce young adults to eMental health by discussing the benefits and limitations and by providing information about available and secure online programs delivered by trusted service providers.

The 2011 Australian federal budget included a large investment in youth mental health and early intervention services. In this article, we focus on the critical role of agenda setting in the preceding 4 years to examine how and why these services were given such a high priority at this time. We undertook a systematic review of relevant literature, including parliamentary Hansard transcripts from the House of Representatives and Senate, the final reports of all available parliamentary committees, government policy documents, other pertinent documents held by the Commonwealth Department of Health and Aging, and media reports from five widely circulated Australian publications/news outlets. We used Kingdon’s multiple streams framework to structure analysis. We highlight three factors that were influential in getting youth mental health issues onto the policy agenda: (a) the strategic use of quantitative evidence to create a publicly visible “problem,” (b) the marshalling of the “public” to create pressure on government, and (c) the role of serendipity. Overall, we found the decision to prioritize youth mental health resulted from a combination of advocacy for a well-articulated policy solution by high-profile, influential policy entrepreneurs, and political pressure caused by an up swell of national support for mental health reform. Our findings highlight the socio-political factors that influence agenda setting and health policy formulation. They raise important ethical and strategic issues in utilizing research evidence to change policy.

The media coverage of foster care in Australia is replete with adoration for foster carers who look after disadvantaged and difficult children and youth. As this article is being written, New South Wales is holding a ‘foster care week’ with enhanced media coverage and praise for foster carers, the recruitment of new foster carers and acclaim for the ‘foster carer of the year’. Yet, there is another side to foster care that offers less than ideal circumstances for children in care. There is the worrying issue of multiple placements, the problem with children and young people running away from foster care before they reach the legal age for discharge, and evidence of increased incidence of poor educational attainment and involvement in juvenile offending for young people in foster care. In addition, there are cases of foster children being abused by foster carers. As adults, former foster-care children and youth are over-represented among the homeless, in adult correction centres, the unemployed and the users of mental health services. This article documents these negative outcomes of entering the foster-care system, and asks whether family (or non-relative) foster care can survive this evidence. For too many children and young people, family foster care may not provide better outcomes than less-than-optimal parental care from which the children were removed. An alternative is to reduce the use of family foster care and increase intensive support and parenting education services for birth parents who have limited parenting capacity. The aim should be to limit the number of children being taken into care.

This thesis locates, examines and interprets the written sources of information guiding how delinquent school-aged young people are viewed in relation to their education in Western Australia. The study involved an examination of texts discussing post industrial socio-historical events and currently policy, practice and research in relation to students who are alienated from school, including those who have criminal histories. An exploration of the discourses assembled around the costruction of Western Australian school-aged offenders as alienated students revealed an ongoing assumption that children and youth from low socio-economic backgrounds are often governed as low school achievers who are less likely to complete compulsory schooling. In the documents examined leaving school early was regularly discussed and linked to unemployment, poverty and criminal activity. This thesis presents an interpretation of the role these discourses have played in the construction of Western Australian school aged offenders as alienated students (Gubrium & Holstein 2000, p.503).

This research focuses on the development, implementation, and evaluation of a youth counselling program with an innovative service delivery model influenced by Maslow's Hierarchy of Needs. The Peel Youth Counsellor Program (PYCP) is a promotion, prevention and early intervention program conceived as a result of an identified local need for a specialised program to work alongside mainstream mental health to provide services to youth aged 15 to 25 years. The PYCP began operation in January 2001 and is administered by the Peel Community Mental Health Service although is located fulltime in a community youth centre. The central service provision framework and understanding of youth engagement is based on youth friendly mental health services and Maslow's research into human motivation and its application to service delivery. The research outlines a comprehensive evaluation that was conducted using Austin's (1982) 'Objectives-Orientated' approach that uses a six step process to guide the implementation and analysis of what the program has achieved. The results suggest that the use of a community based youth counselling program adjunct to mainstream mental health, improves opportunities for promotion and prevention, and early (prodrama) intervention with a range of youth health and mental health issues, especially depression and suicide. With this information it is hoped that consideration will be made about current practice as well as the future development of mainstream mental health both giving priority to "youth" as an important entity in service provision.

ENGLISH ABSTRACT: Adolescence is a challenging development stage because youths engage in risk-taking behaviour, including anti-social and criminal acts. Factors which contribute to youth becoming involved in crime include having a poor self-concept, being male, the negative behaviour of parents, family dysfunction, low socio-economic status, low literacy levels or being illiterate, peers who exercise a negative influence, and poor role models. Diversion strategies are practised worldwide, including South Africa, to deal with the growing number of youth in conflict with the law. After diversion practice was legalised in South Africa, some challenges have been experienced with implementation. However, the views of social workers are limited regarding diversion practices after the Child Justice Act no 75 of 2008 was introduced. The objective of the study is to gain insights from social workers who facilitate diversion programmes with male juvenile delinquents. In this study, attention was paid to explaining the nature of juvenile delinquency of male adolescents in a South African context; describing diversion programmes in terms of the Child Justice Act no 75 of 2008 to deal with children outside the criminal justice system; discerning the scope, nature and contribution of diversion programmes for the rehabilitation of delinquents; investigating the views of social workers on diversion programmes for male juvenile delinquents; and to make recommendations regarding the facilitation of diversion programmes with male juvenile delinquents. A combination of quantitative and qualitative research approaches were used in the study. The study further assumed an exploratory and descriptive research design due to the limited information available regarding the views of social workers on diversion programmes with male juvenile delinquents. A purposive sampling method was used to select the participants. Data was gathered by means of a structured questionnaire, which was administered during 20 individual interviews. This allowed for a holistic view to be gained of participants' opinions about and insights into the topic. The design of the questionnaire was based on the information obtained from the literature review. The findings of the empirical investigation mainly confirmed the findings of the literature study that males are more vulnerable to juvenile delinquency, that parents and families play substantial roles in the causes of juvenile delinquency and, lastly, that diversion programmes offer much benefit to youth offenders. The most important recommendations resulting from the study indicate that social workers should become more skilled and equipped to facilitate therapeutic groups as this will contribute to the reduction of re-offending. Parental and family involvement in diversion programmes is essential as it will increase the impact on the youth offender. In addition, the recommendations indicate the significance of monitoring and evaluation of diversion programmes, in this way ensuring the proper implementation of the Act. Lastly, it is suggested that more research be done about diversion practices internationally to increase knowledge regarding implementation.

This dissertation has explored the origins of the field of Behavioral Disorders via a qualitative approach. In order to collect data, interviews were conducted with respondents who were selected via purposeful sampling. All respondents have had a significant impact on the field of special education as evidenced by scholarship and leadership throughout their careers. Data analysis of the interview transcriptions was accomplished through the utilization of computer software. The data indicated six areas/topics that were seen among respondents as being significant to the development of the field of Behavioral Disorders.

ENGLISH ABSTRACT: Adolescence is the developmental stage between childhood and adulthood. This indicates a growth process the goal of which is maturity. This growth process is regarded as a turbulent phase as there are various adolescent developmental tasks to be mastered that bring about certain challenges. These challenges have resulted in youths engaging in risk-taking behaviour, such as antisocial behaviour and committing crime. Several factors or social problems in South Africa lead to the vulnerability of youths, which leads to crime. The purpose of this study was to investigate the perspectives of probation officers regarding the contribution of diversion programmes for male juvenile offenders to prevent re-offending. The research was done on the basis of an extensive literature review, which focused on the nature and extent of youth crime, the legal points of departure of the Child Justice Act (75 of 2008) and diversion programmes to prevent re-offending. A combined quantitative and qualitative research approach and an exploratory and descriptive research design was utilized in this study because the researcher wanted to develop a better understanding of the social problem or phenomenon and the perspectives of probation officers with respect to the contribution of diversion programmes for male juvenile offenders, as well as the factors that lead to re-offending in South Africa. The respondents consisted of all probation officers employed by government organizations in the Eden-Karoo Region who have the necessary knowledge and experience regarding the topic. A purposive, non-probability sampling was used. Data were gathered through a semi-structured questionnaire in 20 separate interviews. The composition of the questionnaire was based on the information obtained from the literature review. Based on the results arising from the literature and empirical research, appropriate conclusions and recommendations were made. The results were largely confirmed by the literature review, namely that diversion programmes contribute to the prevention of re-offending if correctly implemented, that significant resources in the intervention should be involved and follow-up care and monitoring after the programmes or interventions must take place.
AFRIKAANSE OPSOMMING: Adolessensie is die ontwikkelingstadium tussen die kinderjare en volwassenheid. Dit dui op ’n groeiproses waarvan die doelwit volwassenheid is. Hierdie groeiproses word beskou as ’n stormagtige fase aangesien die adolessent verskeie ontwikkelingstake moet bemeester wat sekere uitdagings meebring. Die uitdagings het tot gevolg dat die jeugdiges riskante gedrag toon, soos antisosiale optrede en die pleeg van misdaad. Verskeie faktore of maatskaplike probleme in Suid-Afrika lei daartoe dat jeugdiges kwesbaar is en betrokke raak by misdaad. Die doel van hierdie studie is om ondersoek te doen na die sieninge van proefbeamptes rakende die bydrae van afwentelingsprogramme vir manlike jeugoortreders om hermisdaadpleging te voorkom. Wadjela and Nyungar experts (of managerial, administrative, service staff), from the same South-West city location in Western Australia were randomly chosen from the non-government human service field for separate workshops and asked the question “what makes a non-government human service organisation effective?" The purpose was to compare the group consensus answer between the two separate workshop groups. The Nyungars are the Indigenous people in the South-West of Western Australia and the Wadjelas are the Non-Indigenous people living in the same area. The results listed five criteria, in order of priority that made non-government human service organisations effective. For the Wadjela community these were: I. A clear and shared vision of its task 2. Clear organisational structure which promotes strategic thinking and practice 3. Experienced and dedicated staff 4. Clear and client-based focus and strategies 5, Clarity of and relevant mission or goals. For the Nyungar community the results were: 1. A vision shared of Aboriginal culture and values 2. Appropriate management and finance incorporating Aboriginal culture and values 3. Recognition and identification of need 4. Diverse representation on Committee 5. Community involvement. Analysis and discussion of the findings were attempted from an Australian Indigenous perspective of people, place and parable. The conclusion is that the difference between Wadjela and Nyungar criteria in assessing organisational effectiveness in non-government organisations is that the former utilise a mechanical efficiency model and the latter a commitment to the whole community model. These differences were seen to be a contest between two world-views, that of a continuity of pragmatic relationships versus that of continuity of stewardship relationships.

AbstractIn this chapter we examine how the false election information problem has been managed so far in Australia. Up to this point, mainly non-legislative means, such as fact-checking services, voluntary codes of conduct and civil society remedies have been used. Defamation laws have also been invoked to address the problem and we assess their capacity to perform this function. Although there is value in these alternative methods, we question whether they will be sufficient to adequately combat the problem, particularly in the digital age. We conclude that they should be used in conjunction with the legal solution we propose.

AbstractIn the USA, crisis hotlines, such as the National Suicide Prevention Lifeline, have become a valued resource for individuals experiencing a suicidal crisis. Often staffed by trained counselors, crisis hotlines can provide immediate support and can help to identify a caller’s problem and potential solutions, ensure the caller’s safety, and connect them with appropriate resources. Notably, with the introduction of the 988 crisis system in the USA, it is important that crisis hotlines continue to improve their systems of care as their services will be used with increased frequency. This chapter highlights Behavioral Health Response (BHR), a regional crisis hotline located in St. Louis, Missouri, and details methods they have employed to address gaps in youth crisis response with the creation of the Youth Connection Helpline system. This chapter emphasizes the importance of integrating crisis hotlines with other community resources and the value of tracking outcomes to achieve intended goals. Guidance on how to implement and evaluate a youth-focused crisis system is provided.

AbstractPost-wildfire geological hazards are an emerging problem for a number of different environments, including areas not typically associated with these events such as the Alpine Region. The risk connected with post-fire processes such as debris-flows and flood-type events threatens people, infrastructures, services and economical activities. Apart from a few examples, such as in the USA and Australia, there is a lack of models available to quantify the increase in susceptibility of the aforementioned phenomena as a result of the modification induced by the wildfires. In this work we test the application of a modified version of the RUSLE, on GIS, to quantify the post-fire erosive phenomena for a case study in the north-western Italian Alps. The results of its application, taking advantage of high-resolution rainfall series and data deriving from field surveys, highlight the marked increase (more than 20 times) in erosion rates, quantified by expressing both the EI (erodibility index), the A (monthly soil loss) and the SL (monthly sediment loss) rise. The months of April, May and June represent the larger share of the total quantities. This is a consequence of the noticeable increase of the EI, which for the post-fire scenario is more than one order of magnitude higher than the pre-fire one.

This chapter will look at the current situation concerning youth mental health in Australia and provide information about youth mental health literacy, which was first coined by Jorm in 1997. A literature review of current Australian mental health promotion and education programs being offered in schools will be conducted as well as examples of some of the better-known ones that have been implemented internationally. The evolution of mental health education in Australian schools will be examined so as to provide a perspective of how some of the current programs came into being or existence. The main aim of this chapter will be to highlight the high prevalence of mental illness that exists amongst young people in Australia and how implementing mental health education in schools can be beneficial and helpful in improving their mental health and wellbeing. Mental health education in schools can help in breaking down the stigma surrounding mental illness. Another benefit is that young people will be able to identify mental health problems earlier amongst their peers and in themselves, which can lead to early help seeking, especially due to young people gaining a higher level of mental health literacy through mental health education programs.

It provides information which may assist youth justice services to provide similar structured interventions for client families.

This chapter focuses on how religious, civic and official bodies responded to youth in the sixties, giving particular attention to international ideas around youth services and associations. It examines so-called ‘problem youths’. It identifies how debates on juvenile delinquency, which were directly connected with new manifestations of youth culture internationally, featured in an Irish context and explores how these debates contributed to a reframing of what were considered appropriate responses to young offenders and to children and young people who, for a variety of reasons, were housed in residential institutions.

Lifetime experiences have equipped the author with a broad and diverse background in approaching counselling and problem resolution. This has ranged from grief counselling to management of rural financial counselling and spiritual counselling. In 2004, the author was appointed Inaugural Hindu Chaplain at the Flinders University of South Australia, a position held until late 2007 (although his counselling role has continued until this day). The chaplaincy to which he was appointed was one of several that collectively comprised a multi-faith chaplaincy involving a team approach. The concept was one in which chaplains of different faiths would respect each other's traditions, would eschew proselytization, and would work cooperatively to mount joint educational and community interest projects. However, at the more fundamental level, his role consisted of providing chaplaincy services to Hindu students and staff studying or employed at Flinders University. (Increasingly this role extended to members of the other two universities based in Adelaide, neither of which possessed a Hindu chaplain.)

The chapter examines policy implementation of compulsory income management, with consideration given to the limits of the consultation approaches used by government, the mixed economy of welfare in the delivery of compulsory income management, and the role of intermediaries such as front-line social services and for-profit companies that provide the cashless welfare technologies. The chapter details the range of practical and administrative issues that have been identified by research participants living on compulsory income management in Australia and New Zealand. The chapter also considers the perspectives of community stakeholders. What the empirical analysis highlights is that the majority of the people targeted by the policy do not see themselves as having a problem with alcohol or gambling, or in managing money. What they lack are the financial resources to meet their needs. The analysis also shows that, with some exceptions, the introduction of compulsory income management led to a further deterioration of people’s financial wellbeing.

This chapter focuses on strengths-based approaches to preventing school failure and dropout. The underlying assumption is that the most effective way to prevent school failure is to simultaneously enhance school completion by building social and emotional skills and enhancing both academic and vocational development. A tiered model is used to introduce prevention strategies for all students, remediation for students who are at risk, and recovery of those who have dropped out. The first tier encompasses schoolwide interventions that increase student engagement and promote student aspirations. The second tier involves targeted prevention programs for students who are at increased risk of school failure. The final tier is designed to provide high-risk students and those who have dropped out the support they need to transition back into school or alternative programs. School failure is a complex problem that requires tiered models of services to effectively deliver comprehensive programming options.

Анотація:
The article is devoted to the problem of developing digital services for the city. The advantages of applying the theory of media ecology in the development of digital services for the participation of a citizen in the management of the urban environment are considered, where the digital space is a logical continuation of the paradigm of thinking and behavior, the cognitive attitudes of users. The role of digital services for the city as a resource for the development of civic engagement and tools of e-democracy is substantiated. An ecosystem approach is proposed in the development of a digital services platform for the city, the feasibility of which is mediated by the widespread digitalization of many areas of human activity and the development of appropriate behavioral and cognitive habits. The role of decision-making services and cooperation services through the development of interactive cooperation technology and feedback, their importance in shaping the e-democracy environment as an alternative arena for the development of civic activity and political participation is considered.

Анотація:
The most important in the development of youth policy of Ukraine is the implementation, organization and realization of activities of the youth centers. As of 2017, the network of youth centers, the procedure for monitoring the activities of youth centers, financial support, organizers of youth spaces and youth work are clearly defined. Methods: systematic, problem-targeted, normative-comparative analysis of sources; content analysis of documentation of training the program "Effective management of youth centers", and of other training programs. The program covered 40 participants from different regions of Ukraine. Conclusions. Each training program, including "Effective management of youth centers" and others, are aimed at: improvement, effective activity of youth centers; development and improvement of professional competencies of managers, specialists and volunteers of youth centers and spaces; acquisition of new knowledge and skills connected to the financial direction of the centers; providing quality services by specialists of youth centers.

This work addresses the problem of encoding cognitive agents that are capable of complex reasoning beyond simple rules, within agent-based models (ABM). This is particularly important for social simulation where agents represent people. We provide a general solution to this problem through infrastructure that allows the integration of state-of-the-art Belief-Desire-Intention (BDI) and ABM systems. In this paper, we demonstrate how this infrastructure is being used to help emergency services in Australia plan for community evacuations.

Instruments for developing super-professional skills, such as entrepreneurial activity, creativity, teamwork, communication skills, are especially necessary for graduates whose professions are at risk of a decrease in employment opportunities in a changing labor market due to a pandemic. The problem is especially acute for graduates of areas related to services, tourism, catering and others. The paper presents the Lobachevsky University experience in the implementation of mass education competition of projects with use online platform i-generation. Such tools are important for gifted students, which motivation depends on the recognition and validation of their high results, from professional and behavioral content that help identify giftedness.

People in the developing countries who lack basic services and economic opportunities are primarily concerned with improving their living conditions. At present, unemployment problem in the rural areas of the developing countries are diversifying the moral values and social responsibilities of unemployed youth. To solve the problem, rural development centres (involving vocational training, IT services and other productive activities) can contribute significantly for the upliftment of these rural youths and can transform them into grass-root entrepreneurs. One critical factor hindering the establishment of such rural development centers is access to affordable and reliable energy services. Under this backdrop, environmentally benign renewable energy systems can contribute significantly in providing much needed energy in the unserved or underserved rural development centers in the developing countries to achieve both local and global environmental benefits. The paper demonstrates that energy deficient, economically backward communities in the off-grid areas of the developing countries, can be given an array of opportunities for income generation and social progress through rural development centers with the aid of renewable energy sources (such as wind, solar photovoltaics, solar thermal, biomass and micro-hydro), thereby improving their standard of living. Poverty alleviation in rural areas can be accomplished and the critical role of access to adequate level of energy services, Information Technology (IT) and modern communication facilities in it demonstrated. Furthermore, the production, implementation, operation and maintenance of renewable energy applications being labor-intensive, will also result in job growth in the village context, preventing migration of labor force, especially of young men, from rural areas to overcrowded industrial areas. An appropriately designed renewable energy systems can also have a significant role in reducing the impact of climate change through non production of green house gases.
