As initially, Australia supported the integration of Timor Leste into the Republic of Indonesia, many events occurred which caused the relationship between Indonesia and Australia to be slightly disturbed. The changes that have taken place in Australia's relationship with Indonesia illustrate the real effects of Timor-Leste's independence. As a result of Australia's role in the East Timorese independence process, its relationship underwent many changes, especially in the political and military fields. The changes taking place in military relations are evident. First, the Agreement on Mutual Security (AMS) was released. Second, the joint training was cancelled, and the troops that used to work together became enemies. Eventually, Australian arms sales to Indonesia were stopped. Changes in the political and diplomatic sphere, including all political visits, were cancelled, and politicians within Australia and Indonesia publicly denounced others. Furthermore, cooperation within the global framework is limited, and the Ambassador's 'high alert' status is. Overall, Australia's relations with Indonesia became hostile. This study aims to determine how the influence of Australian foreign policy on Indonesia after the independence of Timor Leste. This research shows that the independence of Timor Leste and Australia's role in this process directly influenced government relations between Australia and Indonesia. Most Indonesians view the Australian government's actions and policies as separate from its relationship with Australian citizens. However, the relationship between people must still be considered when making policies about Indonesia because of widespread reactions to Australia's role in the East Timorese independence process.

Abstract Australia has been among the most prominent advocates of the increasingly popular Indo-Pacific concept. This article argues that Canberra's enthusiasm for the concept stems from its appeal to the two dominant traditions of Australian foreign policy—a ‘dependent ally’ tradition and a ‘middle power’ approach. While these two traditions are typically seen as being in tension, the Indo-Pacific concept provides a rare point of convergence between them. The article begins by outlining the appeal of the Indo-Pacific concept to each of these traditions. Using a case-study of recent Australian policy toward the South China Sea disputes, however, the article then demonstrates that Australia has in practice implemented its stated Indo-Pacific strategy far less consistently than its very vocal support would appear to suggest. This disjuncture is attributed to the growing influence of a third, generally understudied, ‘pragmatic’ Australian foreign policy tradition. Because Australia has been such a prominent champion of the Indo-Pacific concept, the article concludes that this divergence between the rhetoric and the reality of Australia's Indo-Pacific strategy threatens to have a negative impact on the concept's broader international appeal and sustainability, particularly among Australia's south-east Asian neighbours.

This article challenges the position that genuine and substantive Australian engagement with Asia began only in the 1980s during the final phase of the Cold War. In reality, the deepest points of Australia's political and security engagement occurred much earlier, from 1950 to 1971, with the most intense phase from 1966 to 1968. The Cold War instilled a sense of solidarity with the non-Communist states of East Asia, with which Australia fostered and mostly enjoyed close relationships. These relationships were grounded in shared values and a non-Communist identity that transcended the narrow security interest of Australia's “forward defence” strategy. The conditions for this solidarity were eroded from 1967 to 1972 by a series of compounding factors that transformed Cold War geopolitics in East Asia. By 1974, Australia had been politically distanced from the region with its engagement premised on a broadening but shallower transactional basis.

In recent decades, Australian states and territories have introduced a raft of legislation aimed at stripping those involved in criminal activity of their ill-gotten gains. However, in doing so, this far-reaching legislation has the potential to undermine legal principles and protections. We recently completed a study into proceeds of crime legislation in Western Australia, New South Wales and Queensland. From our findings it is clear that Western Australia’s legislation is the most far-reaching and potentially the most inequitable. In this article, we provide a critique of Western Australia's legislation informed by our research, and identify pressing areas for reform.

Abstract Migration from the African continent to Australia has increased in volume and diversity in the last three decades, with the most recent census identifying 2.6 % of the total Australian population as either born in, or having at least one parent born in, Africa. In examining demographic and socioeconomic characteristics, and interrogating political, economic, social and cultural transnational practices, using an interdisciplinary approach that combines demography, political science and sociology, this paper seeks to identify in what ways and for what purposes this population might be considered a pan-African diaspora. We argue that there is some evidence of (i) pan-African consciousness underpinning the collective identity of African-Australian community organisations; (ii) governments, NGO s, communities and individuals engaging in activities that contribute meaningfully to Australian society, countries of origin and identity formation; (iii) significant diversity and important cleavages among these populations. Broader research is required to more adequately identify and measure the multifaceted transnational contributions of African-background peoples in Australia.

This paper considers the trends and current realities of science journalism in Australia. It also examines the role that science journalism is playing in setting the agenda for media coverage of science and technology in Australia, and the influence of that coverage in developing an informed public willing to be involved in science debates. Surveys show that media attention to science and technology has increased considerably over the past decade. Yet coverage seems shallow and technology-based, and does not appear to have succeeded in making a real impact on people or in changing the ways they think about science and technology and its impact on their lives. The challenges currently facing science journalism in Australia include: the need for more in-depth and critical analysis of science and technology; overcoming the negative or trivial perceptions of editors, chiefs of staff, news directors and other gatekeepers about the importance of science and technology stories; and integrating science and technology with social, economic and political issues.

Among the plethora of minor parties fielding candidates in Australia's 2016 federal election was a relative newcomer called Sustainable Australia. Formed in 2010 and campaigning with the slogan ‘Better, not bigger’, the party's policy centrepiece calls for Australia to slow its population growth through a combination of lower immigration, changes to family payments, and the withdrawal of government agencies from proactive population growth strategies (Sustainable Australia, n.d.). At a global level, the party also calls for Australia to increase foreign aid with a focus on supporting women's health, reproductive rights and education. Like most minor parties, its candidates polled poorly, attracting too few votes to secure seats in the Senate. But in the ensuing months, the South Australian branch of The Greens broke from the national party platform by proposing the aim of stabilising South Australia's population within a generation (The Greens SA, 2017). Just this August, Australian business entrepreneur Dick Smith launched a ‘Fair Go’ manifesto, similarly calling for reductions in Australia's population growth to address rising economic inequality and a “decline in living standards” (Dick Smith Fair Go Group, 2017).

This study explores the puzzle of why Australia and Canada have followed significantly different paths in national-level child care policy despite their otherwise similar welfare state structures. Australia has developed a relatively generous system of public subsidies to support the provision of care for young children, while at the same time relying increasingly on the market to deliver child care. In contrast, Canada has extremely low levels of public spending and service provision, resulting in a less expansive system of regulated child care. I trace these divergent outcomes to the impact of post-WWII child care policy legacies in these countries and the way that these legacies interact with the changing politics of the welfare state to produce variation. In Canada, child care policy was first established within a social assistance framework as a service intended to combat poverty, while in Australia, child care was introduced as an economic policy to facilitate women's workforce participation. The differences in the intended goals of these policies affected the subsequent patterns of child care politics and policy development in these two countries, leading to the divergent outcomes observed today.

The appointment of a judge, regardless of the process followed, is a political act. With the global expansion of judicial power, the topic of judicial appointments has become one of growing political importance. However, comparative research on judicial appointments reform has so far been limited. This dissertation proposes and tests a theory for understanding the timing and nature of reforms to judicial appointments systems, the Judicial Politics Trigger Theory, by looking at the final courts of appeal in Canada, Australia, and the United States. Examining these three courts from their respective origins to the present day, the dissertation situates contemporary interest in judicial appointments reform within the larger framework of each court's institutional history. Drawing upon in-depth interviews and archival research, it finds that changes to judicial appointments systems in these cases have tended to evolve incrementally over time. In addition, the dissertation highlights the importance that institutional rules can play in structuring the opportunities for and outcomes of reform, and confirms that there is a correlation between the perception of increased judicial empowerment and calls for judicial appointments reform. Consequently, as the judicial branches in various countries continue to gain political power, interest in and attempts to reform the judicial appointments processes of these courts are likely to continue, making research of such reform all the more essential.

The impact of globalisation on Australia has reverberated from white settlement in the eighteenth century to the present. Only at the turn of the twenty first century are the contradictions and tensions of the democratic state being exposed by the activism of indigenous peoples across the globe seeking redress for historical grievances. By focusing on the Australian experience I highlight the ways in which liberalism and colonialism have worked together under conditions of globalisation to dispossess Aboriginal Australians. Together, liberalism and colonialism have worked to legitimise the dispossession of Aboriginal Australians. Yet under contemporary conditions of globalisation Aboriginal Australians have worked to prise apart the underpinnings of a state-centred discourse rooted in colonialism. This thesis seeks to address the issues raised by Aboriginal demands for territorial rights in the context of globalisation and to assess their impact on the Australian state. In what way are the assumptions that underpinned the notions of democracy and territoriality being transformed and what are the options for the future of democracy in a postcolonial environment?

This thesis analyses an international crisis in the mid-1960s known as the Malaysian-Indonesian Confrontation (Konfrontasi). It began in January 1963 and effectively ended with the establishment of military rule in Jakarta during late 1965. The focus of the thesis is to examine how the four western powers most involved in the crisis - Britain, the United States, Australia and New Zealand - responded to Confrontation and, as a consequence, how they intended to protect their respective strategic interests in Southeast Asia. In particular, the thesis seeks to place both the crisis, and the reactions of these allies, within the regional and international context of the period under review. Accordingly, issues such as Britain's continued military presence east of Suez, the escalation by the US of the war in Vietnam, the West's containment of an increasingly assertive communist China and the role of the Australasian dominions in British and American policies regarding Southeast Asia, are all examined in detail. Finally, the thesis is developed chronologically. It begins in 1961 when Britain finalised its plans for decolonisation in the region by establishing a greater Malaysia federation. It ends with the 'coup' in Jakarta and the latter months of 1965, when the Wilson government commenced preparations for a British withdrawal east of Suez. Extensive research was carried out in the archives of the four western powers. In Britain this mostly consisted of viewing recently declassified documents at the PRO. In the United States materials were gathered from the JFK and LBJ presidential libraries, the US national archives and the State Department's Foreign Relations of the United States series. In Australasia, research was primarily conducted at Australian Archives, Canberra and the Ministry of Foreign Affairs and Trade, Wellington.

Nuo šalies užsienio politikos formavimosi pradžios Australijos užsienio politikai didžiulę įtaką daro JAV, dėl šios priežasties Australijai JAV nuo pat jos diplomatinės tradicijos formavimo pradžios tapo pagrindine partnere. From a historical perspective, it is important to note that Australia's foreign policy, as an autonomous and independent from the United Kingdom, began to take shape quite late. It was the Second World War when the weakening Great Britain remained unable to maintain the colonial government in many of its colonies and overseas territories. Australia used this situation to seek closer relations with the United States. Since the formation of the country's foreign policy beginning in Australia's foreign policy a U.S made the major impact. It is emphasized that Australia's foreign policy not only could not be seen without the U.S., but the country would mean the loss of Australia’s main strategic partner and key defensive capacity. On the other hand, the U.S. is actively engaged, Australia to turn their satellite. De facto this country can be called the ambassador of the U.S. in Southeast Asia and Oceania. While Australia can be considered one of the region's leaders, however, Australia is a country characterized by an inferiority complex. This circumstance complicates the spread of its influence in the region and aims to become a strong “Medium Power”. Australia's interest in the region cannot be denied, however, has seen its capacity levels to those of the world, which not only does not affect the development of the country, and provide questionable benefits to the Australian policies. Discipline formation in information management is investigated through a case study of the origination and development of information services for scientific and technical information in Australia. Particular reference is made to a case of AESIS, a national geoscience, minerals and petroleum reference database coordinated by the Australian Mineral Foundation. This study provided a model for consideration of similar services and their contribution to the discipline. The perspective adopted is to consider information management at operational, analytical and strategic levels. Political and financial influences are considered along with analysis of scope, performance and quality control. Factors that influenced the creation, transitions, and abeyance of the service are examined, and some conclusions are drawn about an information management discipline being exemplified by such services.

This paper argues that liberal democratic politics in Australia is in a life-threatening crisis. Australia is on the verge of slipping into a techno-feudal (post-capitalist) and post-political (new Centrist) state of perpetual emergency. Citizens in Australia, be they of the Left or Right, must make an urgent attempt to wrest power from an increasingly non-political Centrism. Within this Centrism, government is deeply captured by the international corporate interests of Big Tech, Big Natural Resources, Big Media, and Big Pharma, as beholden to the economic necessities of the neoliberal world order (Big Finance). Australia now illustrates what the post-political ‘new normal’ of a high-tech enabled bio-security state actually looks like. It may even be that the liberal democratic state is now little more than a legal fiction in Australia. This did not happen over-night, but Australia has been sliding in this direction for the past three decades. The paper outlines that slide and shows how the final bump down (covid) has now positioned Australia as a world leader among post-political bio-security states.

Higher education related to water is a critical component of capacity development necessary to support countries’ progress towards Sustainable Development Goals (SDGs) overall, and towards the SDG6 water and sanitation goal in particular. Although the precise number is unknown, there are at least 28,000 higher education institutions in the world. The actual number is likely higher and constantly changing. Water education programmes are very diverse and complex and can include components of engineering, biology, chemistry, physics, hydrology, hydrogeology, ecology, geography, earth sciences, public health, sociology, law, and political sciences, to mention a few areas. In addition, various levels of qualifications are offered, ranging from certificate, diploma, baccalaureate, to the master’s and doctorate (or equivalent) levels. The percentage of universities offering programmes in ‘water’ ranges from 40% in the USA and Europe to 1% in subSaharan Africa. There are no specific data sets available for the extent or quality of teaching ‘water’ in universities. Consequently, insights on this have to be drawn or inferred from data sources on overall research and teaching excellence such as Scopus, the Shanghai Academic Ranking of World Universities, the Times Higher Education, the Ranking Web of Universities, the Our World in Data website and the UN Statistics Division data. Using a combination of measures of research excellence in water resources and related topics, and overall rankings of university teaching excellence, universities with representation in both categories were identified. Very few universities are represented in both categories. Countries that have at least three universities in the list of the top 50 include USA, Australia, China, UK, Netherlands and Canada. There are universities that have excellent reputations for both teaching excellence and for excellent and diverse research activities in water-related topics. They are mainly in the USA, Europe, Australia and China. Other universities scored well on research in water resources but did not in teaching excellence. The approach proposed in this report has potential to guide the development of comprehensive programmes in water. No specific comparative data on the quality of teaching in water-related topics has been identified. This report further shows the variety of pathways which most water education programmes are associated with or built in – through science, technology and engineering post-secondary and professional education systems. The multitude of possible institutions and pathways to acquire a qualification in water means that a better ‘roadmap’ is needed to chart the programmes. A global database with details on programme curricula, qualifications offered, duration, prerequisites, cost, transfer opportunities and other programme parameters would be ideal for this purpose, showing country-level, regional and global search capabilities. Cooperation between institutions in preparing or presenting water programmes is currently rather limited. Regional consortia of institutions may facilitate cooperation. A similar process could be used for technical and vocational education and training, although a more local approach would be better since conditions, regulations and technologies vary between relatively small areas. Finally, this report examines various factors affecting the future availability of water professionals. This includes the availability of suitable education and training programmes, choices that students make to pursue different areas of study, employment prospects, increasing gender equity, costs of education, and students’ and graduates’ mobility, especially between developing and developed countries. This report aims to inform and open a conversation with educators and administrators in higher education especially those engaged in water education or preparing to enter that field. It will also benefit students intending to enter the water resources field, professionals seeking an overview of educational activities for continuing education on water and government officials and politicians responsible for educational activities

Introductory political science courses are usually considered Gateway courses to student success in college, yet those courses often use minimal high impact practices. This study investigates a Course-based Undergraduate Research Experience (CURE) as a means to increase students’ self-assessed learning gains and motivation to acquire critical thinking skills. This study used a quasi-experiment across two online sections of POLS 1101, American Government, taught at a large public Southeastern university. The experimental section made use of a CURE, and the control section did not. Pre- and post- surveys indicated significant differences in self-assessed learning gains. The section with the CURE showed more confidence and a better understanding of political science. No difference was found in motivation for acquiring critical thinking skills.
