Анотація:
This study examined the impact of four categories of variables (demographics, neighborhood context variables, contact with the police, and vicarious influence variables) on juveniles’ perceptions of the police and police services. Data analyzed in this study were collected as part of a larger research evaluation that examined the impact of law enforcement efforts in relation to violent crime. Survey responses collected from 423 middle school students were analyzed using a series of OLS regression models. The study found significant results for both dependent variables within all four categories of independent variables. Findings emphasize the importance of including influences from multiple sources into studies that examine juveniles’ perceptions of the police. Policy implications and suggestions for further research are discussed.

Best practices in juvenile justice call for the individualized matching of services to assessed dynamic risk factors, with services delivered at sufficient dosage. However, prior work has largely ignored whether this recipe for recidivism reduction is as effective for adolescents with extensive traumatic exposure as it is for those without. The current study leverages a statewide sample of 1,666 juveniles released from residential placement (84.6% male, 59.8% Black, 11.9% Hispanic). We examine the associations of individual-level service matching and achieving dosage targets established by Lipsey’s Standardized Program Evaluation Protocol (SPEP) during residential placement with changes in dynamic risk during placement and recidivism post-release among juveniles with extensive adverse childhood experiences (ACE) exposure and those without. Results demonstrate heightened traumatic exposure is related to smaller reductions in dynamic risk and to an increased probability of reoffending, but that youth receiving matched services coupled with adequate dosage leads to greater treatment progress (dynamic risk reduction) and lower recidivism post-release for both low-ACE and high-ACE youth. Implications for juvenile justice practice and policy are discussed.

Although there is a vigorous national debate regarding effective drug policy, such policies are implemented at the local level. Using a national sample of prosecutors, we examine reported typical processing for first-time juvenile marijuana, cocaine, or crack possession/sales offenders. The relationship between drug offense charge and adjudication outcomes providing treatment versus a deterrence/punitive approach is explored. Findings indicate that marijuana offenses and possession offenses generally are more likely to result in access to treatment services for juveniles whereas cocaine/crack offenses and sales offenses generally are more likely to result in the application of punitive penalties such as transfer to criminal court.

Rising rates of youth-involved knife crime in London and Croydon have created a culture of fear, drawing criticism of criminal justice practices which aim to tackle this issue. Research shows there is no one core motivator for knife crime among juveniles, but instead an array of possibilities for why young people engage in knife crime. Ranging from lack of community and youth centers to gangs preying on vulnerable young people, different reasons for involvement means creating a layered solution that isn’t one-size-fits-all. Opposing political approaches from the Conservative and Labour parties demonstrate how policy and political agendas play a role in juvenile crime, as well as present potential strategies for combating youth crime. The fallout of austerity measures and financial cuts to community and social services has been cited as a major factor in the rise of juvenile knife crime. This report seeks to demonstrate the aspects and potential causes of juvenile knife crime and criminality, and present possible solutions. Ultimately, a public health approach shows the potential to be effective, as noted by both researchers and young people at risk. Methods used to aid juveniles at risk of engaging in knife crime should account for the intersections of vulnerability. Resources including youth centers, mental health services, and a collaboration of social services would be beneficial in reducing levels of youth-involved knife crime.

An early onset of delinquency prior to age 13 years increases the risk of later serious, violent, and chronic offending by a factor of 2–3. Also child delinquents, compared to juveniles who start offending at a later age, tend to have longer delinquent careers. This article summarizes the report of the Office of Juvenile Justice and Delinquency Prevention's Study Group on Very Young Offenders, chaired by Rolf Loeber and David P. Farrington. The Study Group, consisting of 16 scholars and 23 coauthors, worked for 2 years on preparing a report, undertaking extensive secondary data analyses, and writing chapters in different speciality areas. The report consists of a state of the art review of the developmental background of child delinquents. The report also summarizes risk and protective factors in the individual, family, peer group, school, and neighborhood that affect that development. Lastly, the report renews relevant preventive and remedial interventions in the juvenile justice system, families, peer groups, schools, and neighborhoods, and makes a case for improvement in the integration of services for child delinquents. Policy recommendations are presented to improve methods of dealing with child delinquents by juvenile justice, child welfare, and mental health agencies.

Crack cocaine first appeared in German drug markets during the mid-1990s. For several years the drug could only be found in Frankfurt and Hamburg, major cities with large open drug scenes and well-established transportation infrastructures (these cities contain the largest airport and the biggest harbor in Germany). More recently, however, crack cocaine has been found in other cities as well. Police and drug treatment service data suggest that there has been a continuous, although not dramatic, increase in its use. Crack use is typically part of a poly-drug use pattern (used in combination with heroin, benzodiazepines, methadone and alcohol) in metropolitan areas. Most users are well known to the institutions providing counseling and basic care (contact and sleeping houses and methadone treatment centers), and to the police. In addition to well-known members of the visible/open drug scene, three other groups are using crack: marginalized juveniles, young male and female prostitutes and young migrants. At present there is no research data indicating whether these groups have established a stable pattern of use or if they are drifting into a poly-drug use pattern. This paper provides epidemiological data on crack use in Germany, an assessment of future prevalence estimates and speculation about the impact increasing crack use is likely to have on local drug treatment services.

On the basis of the norms of administrative law and current legislation analysis, the preventive activities of the National Police on juvenile prevention were investigated. Consideration of the specified problems within the scope of the article allows to expand the traditional approach to juvenile prevention, not only to connect the issue of prevention of offenses with the prevention of criminal offenses among children, but also to develop measures aimed at preventing administrative offenses committed by this category of persons, as well as the implementation of activities, related to the protection of children’s rights. For this purpose, the role of the National Police units for juvenile prevention in the prevention and counteraction of criminal and administrative offenses through the prism of the main tasks that rely on the latter was clarified and disclosed, and measures aimed at improving preventive and prophylactic work to ensure the rights and legitimate interests of children were also highlighted. It has been found that in the context of the formation of the National Police and the creation of a body aimed at providing high-quality police services to the population, juvenile prevention units direct their efforts to ensure and protect the rights of children. It has been proven that the preventive activity of the National Police on juvenile prevention is regulated by the norms of administrative law, the activity of juvenile prevention units, the content of which is preventive and prophylactic work to ensure the rights and legitimate interests of children, prevent children from committing criminal and administrative offenses, identify the causes and conditions that this is facilitated by taking measures to eliminate them, as well as implementing the norms of current legislation in terms of preventing and countering domestic violence committed by and in relation to children, preventing child neglect and carrying out pre-trial investigation of criminal offenses in the form of an inquiry within the scope of competence.

Анотація:
The socio-economic development of Ukraine is accompanied by a number of contradictions and difficulties, involving the displays of social policy mechanisms to protect and support people in difficult life circumstances. The complex work is to become an effective tool for the implementation of constitutional rights and freedoms of citizens of Ukraine in terms of social security. The purpose of the study − to highlight the structural elements of the system of social services of Ukraine, in particular, the centers of social services for families, children and youth as a center for social work implementation. Another task – to prove the validity of the Center’s multi-vector activities by analyzing the documents of the Khmelnytskyi City Center for Social Services for Families, Children and Youth. Social services are differentiated as a form of social work of the network of social work bodies, whose professional activity is aimed at implementing the state social policy for socially vulnerable groups of people to support their livelihoods. Based on practical data, we emphasized the effectiveness of multidisciplinary work of social workers in the application of an interdisciplinary form of work, helping individuals to overcome difficult life circumstances. A number of institutions (Khmelnytskyi City Center for Work with Children and Adolescents at the place of residence, Khmelnytskyi City District Department of the State Institution «Probation Center», Khmelnytskyi City Employment Center, Juvenile Prevention Department of the Headquarters of the National Police of Khmelnytskyi region, Remand Prison, the Service for Children of the Khmelnytskyi City Council) habe been characterised, which make up the system of social services, the Center for Social Services for Families, Children and Youth including (example of Khmelnytskyi). The areas of work (individual and group counseling, informational and educational work in educational institutions, social and preventive work with different categories of clients, psychological and motivational work, social support, advertising and information activities in the social sphere) have been disclosed proving the sufficiently high level of efficiency of institution polyvector activity.

Purpose The purpose of this paper is to report on a systematic review that examined police social work and social service collaboration strategies implemented to address social problems. Design/methodology/approach A systematic review was conducted to identify the components of police social work and social service collaboration strategies. A total of 11 databases were searched. The inclusion criteria centered on the social problem, focus population, service providers, collaboration components and geographic location. Any methodological approach was included provided that a collaboration between police and social service providers focused on addressing a social problem was implemented and described. Findings The database searches identified 3,065 hits. After first eliminating duplicate titles, then reviewing and eliminating titles and abstracts that did not met the inclusion criteria, 119 full-text studies were reviewed. Among the 81 studies included in the systematic review, 83 implemented collaborations were found. The most collaborations were implemented in the USA, whereas only one implemented collaboration was found among the majority of the countries. Interpersonal violence was the most frequent social problem addressed by the collaborations followed by mental illness, crime, juvenile delinquency, and alcohol and substance use and abuse. Interventions were predominantly delivered by social workers who provided referrals and collaboration with social service agencies that assisted adults. Practical implications Given that police officers are first responders to a wide range of social problems, investigating and disseminating information about the characteristics of police social service collaboration strategies is an important endeavor. Whereas investigating the effectiveness of collaborations was not the aim of this review, several practical implications can be derived from the findings. These findings show the types of social problems, partners and tasks that comprise the collaborations. The present findings suggest that law enforcement agencies do not have accessible name brand social work and social service collaboration models that can be replicated. The majority of the collaborations found appear to be unique models implemented between law enforcement and social service agencies. More outcome studies are needed that investigate whether the social problem has improved among citizens that received services from the collaboration. Originality/value This paper is the first systematic review focused on police social work and social service collaboration strategies implemented to address social problems.

Objectives: The use of youth sexual and reproductive health (YSRH) services is low in poor nations like Ethiopia. This puts individuals at risk for a variety of sexual and reproductive health issues. Thus, the goal of this study is to evaluate how young people in East Wollega, Western Ethiopia, perceive and use YSRH services. Methods: A community-based cross-sectional quantitative study mixed with a qualitative inquiry was conducted among 771 participants from February 1 to 28, 2020. Data were collected through face-to-face interviews using pretested structured questionnaires adopted from reviewed works of literature on YSRH services. Data were entered using Epi Info version 7.0 and analyzed by SPSS version 20. The qualitative data was collected using interview guides and checklists. These data were analyzed using a thematic framework approach. Results: In this study, 48.2% of teens felt that the YSRH service units’ location within the medical facilities was inconvenient and difficult to access. More than half, 71.3% of participants, concurred that the health providers offer services that are technically sound. The confidentiality of information is disputed by 18% of participants at YSRH service locations. The limited awareness and use of YSRH services was investigated. Because of their fear of embarrassment, lack of privacy, the providers’ attitudes and workload, and the service unit’s awkward location, the adolescents believe they lack the confidence to use YSRH services. Conclusion: Due to low awareness, providers’ attitudes, and characteristics specific to health facilities, such as poorly placed service sites inside such facilities, a lack of services offered there, and a terrible work environment, youth had a negative opinion of YSRH services. Therefore, it is advised that families, local authorities, the medical field, the educational field, and the media all collaborate to alter public opinions of juveniles by utilizing youth-friendly strategies. The authors advise health facilities to respect young people’s privacy, alter health workers’ attitudes, let them use the services, remove obstacles to payment, designate enough health workers for both working and non-working hours, and reorganize the services.

Current research indicates an association between intense adolescent work (twenty hours or more per week) and delinquent behavior. It has been widely speculated that this relationship is spurious, occurring only as a result of other factors which are common to both offending and intense employment. The current study attempts to fill a gap in the literature by utilizing the Pathways to Desistance dataset to examine the evolution of the relationship between work and self-reported offending in a longitudinal sample of juvenile offenders. Work intensity and consistency, social capital, and expectations for success were analyzed as potential predictors of recidivism or desistance as juvenile offenders mature into adulthood. Variations in the significance of these variables throughout the first seven waves of data collection were examined from the life course perspective. Results provide support for the theory of age graded social control and suggest that high risk youth self-select into intensive work roles as adolescents. No statistically significant differences in lifetime offending were found between respondents across varying levels of work intensity.

It is of primary concern, both from the perspective of the individual and of society at large, to take measures to prevent the occurrence of a negative development amongst young people. The starting point of this dissertation is the notion that interpersonal interactions that occur between people contribute to a process of learning, thus focus is placed upon the pedagogic interactions between society's authorities and young people in trouble. How such interactions contribute to the process of learning regarding the young people, and what that learning entails, is seen as a vital pedagogic question. The overriding aim of the dissertation is to identify aspects of learning that occur during the interactions between society's authorities and young people in trouble, in order to contribute to an understanding of how such interactions can be developed in a constructive manner. The thesis is based on the theories of man as a social being, dependent on relationships and interaction for the process of knowledge. The empirical study includes interviews with teachers, social workers, police officers and young people. Vignettes have formed the basis of discussions about the measures and initiatives taken by society and the types of experience the young people feel the measures and initiatives have led to. Since an element of authority is a component of the relationship between the representatives of society and the young people, the concept of governmentality formulated by Foucault has been used in the process of analysis. Also von Wright's concepts of punctual and relational perspective have been used in this process. The purpose of this study is to attempt to determine what consequences the various perspectives taken in the interactions may lead to, in relation to the knowledge these young people develop about themselves and about society. The result shows that society's representatives among themselves have different views of young people in trouble. Young people's experiences of interactions with society's representatives argue for the fact that their backgrounds often direct the course of the interaction and its contents. Young people testify about irrelevant measures and initiatives taken by society; that they are subject to prejudice and that the principle of "equality before the law" is not observed. Their experience has led them to feel that they have less of human dignity. The dissertation ends up in a discussion about the prerequisites necessary, in order that pedagogic interactions between a person in authority and young people in difficulties may proceed from a relational perspective. The ability to take the young person's perspective would thereby be a central aspect in the discussion about what measures and initiatives taken by society are appropriate to change a troubled lifestyle.

Jerome Skolnick’s (2011) "symbolic assailant" is a result of police attributing particular demeanor, gestures, language, and a style of dress to people they believed were most likely to commit violent crimes. The challenge became when police applied these characteristics to specific groups such as juveniles. Literature published before and after Skolnick (2011) indicated police were more likely to stop, arrest, interrogate, or surveille juveniles based on their demeanor, gestures, style of dress, lack of respect, deference to authority, the severity, and remorse for their offenses in addition to race. However, current research indicated race, gender, and Socioeconomic Status (SES) determined if police perceived juveniles as the symbolic assailant regardless of offense type. The current research also suggested the symbolic assailant is the foundation for related theories such as racial profiling and the “juvenile offender type-script.” Thus, this dissertation sought to determine if juveniles’ demeanor, gestures, race, gender, and offense type predicted if police perceived them as having characteristics analogous to the symbolic assailant. The researcher conducted a nonexperimental predictive correlational research design analyzing secondary data from Connecticut’s Effective Police Interactions with Youth’s Pretest Survey. The results showed weak to moderate relationships between the predictor and criterion variables such as police believed juveniles’ fidgeting, pacing, and mouthing off as signs of guilt indicated a weak relationship. The strongest predictor was a combination of race and offense type as the patrol officers responded all races and ethnicities were most likely to carry weapons equally in the past 30 days, which differed from the current symbolic assailant and related literature.

The rapid growth of social media platforms coupled with the technological savviness of juveniles has led to their delinquent behavior involving social media. Researchers should investigate this phenomenon in order to establish its extent and to minimize the harmful effects this behavior may have. The purpose of this qualitative study was to investigate and explore potential connections between social media and delinquent acts committed by juvenile offenders through the use of police officers' perceptions of those types of acts. The primary research question focused on determining what the perceptions and experiences of police officers in a southeastern state were relative to the phenomenon and relating policies. The conceptual framework focused on policy analysis through the use of police perceptions relating to social media and juvenile delinquency, with deterrence theory serving as a guide. Ten of 50 officers responded to an anonymous online open-ended questionnaire, and the data- were analyzed both inductively and through coded outlines to look for patterns regarding types of delinquency, perceptions of deterrence in present policies and perceived efficacy of educational programs. One hundred percent of the officers responding indicated first-hand experience with cases involving the phenomenon and believed all parts of deterrence theory were lacking in each of the present policies, in general, in order to effectively deter this behavior. Positive social change can be effectuated through creating or further implementing penalties at each level of public policy and ensuring sufficient educational programs exist to inform juveniles of the possible ramifications of these acts. These measures could lead to decreased rates of juvenile delinquency and victimization relative to this phenomenon.

Ungdomar är den mest brottsutsatta gruppen i samhället och många av de brott som begås av ungdomar kommer aldrig till polisens vetskap. Det finns en kunskapslucka när det gäller anledningar att vittna och anmäla brott. Detta för att få en tydligare bild av ungdomars synpunkter på att anmäla brott och syftet i denna studie var därför ungdomar benägenhet/attityd till att vittna och anmäla brott. Studien gjordes i form av en kvalitativ intervjustudie, där 15 gymnasie elever i åldrarna 16-18 år varav nio manliga och sex kvinnliga från två olika skolor deltog. Resultatet visar att erfarenheter, förtroendet för rättsväsendet och rädsla är bidragande faktorer i beslut om man ska kontakta eller samarbeta med polisen. Rädsla i olika former beroende på brott var den mest betydande anledningen. För att öka benägenheten för ungdomar att våga vittna och anmäla brott krävs kunskap och förtroende för polisen.

This research examined challenges social workers face when delivering mental health services to juveniles who have been incarcerated due to drug use. Through the use of a web-based survey program a total of ten research questions were examined statistically. The research questions discussed what challenges social workers face when trying to administer services to juveniles who have been incarcerated for drug use and also what services are available to juveniles with or without a mental health problem who have been incarcerated for drug use. Questionnaires were sent out electronically, with a response rate of twenty-seven participants. SurveyMonkey® was used to analyze the data. The results indicated that the participants felt very strongly about the recidivism rate being high in juveniles returning to jail due to drug use and that social workers have the opportunity to make a difference in the lives of these juveniles. As for social work practice we must make every opportunity to help our juveniles out of the juvenile justice system and into society to be productive citizen.

Social work and crime prevention are synergistically linked: crime prevention and treatment of offenders are an integral part of social policy, and solving social problems is a strong factor in crime prevention, which is why social work presents an important segment of the formal social response to crime. Social protection institutions have a particularly important role in combating juvenile delinquency. The paper analyzes the place and role of social work and social protection services in the formal reaction of society to juvenile criminality in the context of contemporary criminological knowledge about the etiology of juvenile delinquency. The situation, problems and perspectives of social work in the function of prevention of juvenile criminality in Serbia are especially analyzed.

The responsibility of every police officer is to protect his or her fellow citizens in times of emergency. However, it can be very difficult for police officers in headquarters to know the specific location in which their dispatched officers are when they receive an emergency call citizen. Sometimes, when the officers in headquarters receive an emergency phone call, they might not have enough officers to deploy to that particular location. Other times, some officers may be very close to a particular location, which might not be known to the officers in headquarters because of the limitation of the technologies they are using for communication. We are proposing an RFID system to help overcome this limitation. The RFID (Radio Frequency IDentification) is a technology that can be used to track an object even when it is not in the line of sight. This research work designed a ubiquitous system for the Police force to enhance the performance level of police functions. This system provides police officers in their headquarters with real time information about where their dispatched officers are located. This will help police performance and efficiency in the following ways: first and foremost, response times in attending to emergency calls will decline significantly and secondly, the resources wasted by the police force in dealing with false alarm calls will be reduced. The aim of tracking officers’ locations is to minimise the response time of police in times of emergency.

The analytical and practical field of restorative justice is linked to the debates on the new social conflict management that challenge the institutional design of criminal justice and the Brazilian legal system. When starting from the problematization of the Brazilian criminal justice, we assume that the penalty under neoliberalism presents itself as a societal project that is sustained by the paradox of the potentiation of the police and penitentiary State and the minimization of the economic and social areas of action of the State. Thus, restorative justice emerges as an efficient conflict resolution mechanism, mainly because its criminal approach is based on equating relationships and repairing the damage caused to individuals and communities. In this context, this research aims at analyzing the impact of the implementation of the Restorative Justice Program of the General Department of Social and Education Actions (DEGASE, abbreviation in Portuguese) established by Ordinance 441 of September 13, 2017, within the scope of the social and education units, as well as the challenges presented to those responsible for implementing the law in the state of Rio de Janeiro, Brazil (judges, public defenders, members of the Public Prosecution Service and the DEGASE System) inthe management of restorative practices directed at juvenile offenders deprived of freedom. This problematization raises questions about the limits of the definition of crime and punishment; the relationship between criminal law; and the protection of human rights. The research is structured in three stages: systematic review of the academic field of restorative justice and the Brazilian criminal justice system; elaboration of a framework of the experiences of policies developed in the field of restorativejustice in the state of Rio de Janeiro; and the elaboration of the sociodemographic profile of adolescents and their family structure –analyzing the variables:gender, infraction, age group, monthly family income, education, family structure, and territoriality. It is expected to obtain a critical view of the state of the art of literature on restorative justice in the Brazilian criminal justice system and the debate in the field of conflict resolution criminalized by juvenile offenders served by the Restorative Justice Program of the General Department of Social and Education Actions (DEGASE).

Ce texte se divise en quatre parties. La première présente l’agglomération de Montréal, ses dépenses et ses mécanismes de financement. L’agglomération crée en 2006 couvre le territoire administratif de l’île de Montréal. Ce territoire englobe la Ville de Montréal (qui regroupe 88% de la population) et 15 municipalités de banlieue. En 2020, les principales dépenses de l’agglomération comprennent les services policiers (28%), le transport en commun (25%), le service d’incendie (16%) et le service d’eau (10%). Son financement se fait par quotes-parts. Ces dernières reflètent à plus de 90 % la répartition de la richesse foncière entre les municipalités membres. Les municipalités de banlieue s’exprimant par leur association jugent leur contribution au financement des dépenses d’agglomération trop élevée. La deuxième partie du rapport présente les grands principes pouvant être utilisés pour choisir le mode de financement des services publics. On y examine comment les services de l’agglomération génèrent plus ou moins d’externalités et correspondent plus ou moins à la notion de bien collectif. La troisième partie présente des exemples de formule de partage des coûts entre municipalités pour cinq services publics : police, incendie, transport en commun, matières résiduelles et eau. La dernière partie indique que l’insatisfaction des banlieues ne s’explique pas par une détérioration de leur situation à travers le temps. L’utilisation de la population dans le calcul des quotes-parts ne constitue pas une pratique plus équitable que les valeurs foncières, mais peut représenter un compromis advenant un nouveau partage de la charge fiscale entre les municipalités.

This paper provides a broad overview of how multilateral peace operations have responded to cholera and Ebola epidemics and the HIV/ AIDS and Covid-19 pandemics over the past 20 years. Such public health crises can be especially lethal in fragile and conflict-affected areas. Peace operations possess resources and capacities that enable them to contribute in varying ways to state and humanitarian responses. Multilateral peace operations have acted to protect the health of peacekeepers and to prevent peacekeepers from spreading infectious diseases. They have also directly provided security to health and humanitarian personnel, health services and supplies to some non-mission personnel and local communities, and communications capacities to dispel dis/misinformation and inform local populations about health measures. Another area where peace operations have given indirect support to epidemic/ pandemic response measures is by offering political engagement, coordination, training and material support to host state actors as well as supporting the rule of law and capacity building of local security and police personnel. The paper concludes by considering arguments against and in favour of more strategic involvement of peace operations in future epidemics and pandemics.

This research report applies the Attitudes-Behaviors Corrective (ABC) Model of Violent Extremism to map personal journeys in and out of al-Shabaab, the al-Qaeda affiliate operating in Somalia and the wider Horn of Africa. The ABC Model provides a framework through which to analyze individual trajectories in relation to sympathy for and actual involvement in violent extremism. The study was designed to deliver key insights for policy and practice by revealing the extent to which these journeys vary between respondents. The ABC Model was also designed as a platform through which to explore drivers of attitudinal and behavioral change, offering a granular understanding of the processes of joining and leaving the group. This report features the findings from interviews with thirteen ex-members of the group, including those from its intelligence agency (the Amniyat), military wing (the Jabhat), and police force (the Hizbah), as well as drivers, teachers, and others in support roles. These findings provide important considerations for the design of interventions to prevent further involvement and to facilitate disengagements from the group, including recommendations for communications campaigns, rehabilitation services, and the relevance of territorial control.

This rapid literature review finds that authorities use a range of methods to reduce insecurity in camps. Security in camps can be addressed through better planning of services by camp management, by more involvement of refugees, and through the use of outside security support. However, the militarisation of camps is a broader problem that requires political support from a number of stakeholders. The review focuses on insecurity arising from conflict (militarisation) and from crime and disputes within and around camps. It starts from the position that camps for refugees or internally displaced persons (IDPs) should be ‘civilian and humanitarian in character’, and thus, they should not host active combatants or fighters or support conflict. The rights of camp residents - e.g. non-refoulment of refugees - should be respected. In the case of insecurity arising from crime and disputes within and around camps, security measures should be proportionate and consider refugee protection. This review surveys evaluations and academic papers on camp security management. There is a significant body of evidence on the problem of camp militarisation in settings including Zaire/DRC, Thailand, Lebanon and the former Yugoslavia. However, the review has found relatively little evidence on successful efforts to counter militarisation in cases of conflict. It has found case studies and evaluations of a number of programmes to improve lower-level camp security, or in cases where conflict has abated. There are several reviews of UNHCR ’security packages’ involving support to host state police in African countries. These lessons are focused on how to engage with refugee and host populations, as well as host states, and how to manage security services. Guidance on camp management is also surveyed. There is very little evidence discussing liaison arrangements beyond stating the need to provide protection training and oversight for security forces; and the need for principled engagement with states and non-state conflict parties.
