The adequacy of police responses to intimate partner violence has long animated scholarly debate, review and legislative change. While there have been significant shifts in community recognition of and concern about intimate partner violence, particularly in the wake of the Victorian Royal Commission into Family Violence, it nonetheless remains a significant form of violence and harm across Australian communities and a key issue for police, as noted in the report and recommendations of the Royal Commission. This article draws on findings from semi-structured interviews (n = 163) with police in Victoria and pursues two key inter-related arguments. The first is that police attitudes towards incidents of intimate partner violence remain overwhelmingly negative. Despite innovations in policy and training, we suggest that this consistent dissatisfaction with intimate partner violence incidents as a policing task indicates a significant barrier, possibly insurmountable, to attempts to reform the policing of intimate partner violence via force-wide initiatives and the mobilisation of general duties for this purpose. Consequently, our second argument is that specialisation via a commitment to dedicated intimate partner violence units – implemented more consistently and comprehensively than Victoria Police has to date – extends the greatest promise for effective policing of intimate partner violence in the future.

Nationally, Aboriginal people experience high levels of psychological distress, primarily due to trauma from colonisation. In Victoria, Aboriginal Community Controlled Health Organisations (ACCHOs) provide many services to support mental health. The aim of the present study was to improve understanding about Victorian Aboriginal people and mental health service patterns. We located four mental health administrative datasets to analyse descriptively, including Practice Health Atlas, Alcohol and Other Drug Treatment Service (AODTS), Kids Helpline and Close The Gap Pharmaceutical Scheme data. A large proportion of the local Aboriginal population (70%) were regular ACCHO clients; of these, 21% had a mental health diagnosis and, of these, 23% had a Medicare Mental Health Care Plan (MHCP). There were higher rates of Medicare MHCP completion rates where general practitioners (GPs) had mental health training and the local Area Mental Health Service had a Koori Mental Health Liaison Officer. There was an over-representation of AODTS episodes, and referrals for these episodes were more likely to come through community, corrections and justice services than for non-Aboriginal people. Aboriginal episodes were less likely to have been referred by a GP or police and less likely to have been referrals to community-based or home-based treatment. There was an over-representation of Victorian Aboriginal calls to Kids Helpline, and these were frequently for suicide and self-harm reasons. We recommend primary care mental health programs include quality audits, GP training, non-pharmaceutical options and partnerships. Access to appropriate AODTS is needed, particularly given links to high incarcerations rates. To ensure access to mental health services, improved understanding of mental health service participation and outcomes, including suicide prevention services for young people, is needed.

This article was presented as a Victoria University of Wellington Centennial Lecture during Law Festival Week in 1999. The author notes that while the identification parade is officially the preferred method of identification in New Zealand, very few live parades are organised. Police officers prefer to use photographic identification, for which there is little procedural guidance or training resulting in an ad hoc development of police practice. It is argued in this article that regardless of the method used, a review of the supervision and training of police officers in the area of witness identification is urgently required.This article incorporates qualitative research on identification procedures in New Zealand, funded by a Victoria University Internal Grant. More extensive research in the United Kingdom was completed for the author’s doctoral thesis.

Objectives To determine the nature and extent of governance activities by health service boards in relation to quality and safety of care and to gauge the expertise and perspectives of board members in this area. Methods This study used an online and postal survey of the Board Chair, Quality Committee Chair and two randomly selected members from the boards of all 85 health services in Victoria. Seventy percent (233/332) of members surveyed responded and 96% (82/85) of boards had at least one member respond. Results Most boards had quality performance as a standing item on meeting agendas (79%) and reviewed data on medication errors and hospital-acquired infections at least quarterly (77%). Fewer boards benchmarked their service’s quality performance against external comparators (50%) or offered board members formal training on quality (53%). Eighty-two percent of board members identified quality as a top priority for board oversight, yet members generally considered their boards to be a relatively minor force in shaping the quality of care. There was a positive correlation between the size of health services (total budget, inpatient separations) and their board’s level of engagement in quality-related activities. Ninety percent of board members indicated that additional training in quality and safety would be ‘moderately useful’ or ‘very useful’. Almost every respondent believed the overall quality of care their service delivered was as good as, or better than, the typical Victorian health service. Conclusions Collectively, health service boards are engaged in an impressive range of clinical governance activities. However, the extent of engagement is uneven across boards, certain knowledge deficits are evident and there was wide agreement among board members that further training in quality-related issues would be useful. What is known about the topic? There is an emerging international consensus that effective board leadership is a vital element of high-quality healthcare. In Australia, new National Health Standards require all public health service boards to have a ‘system of governance that actively manages patient safety and quality risks’. What does this paper add? Our survey of all public health service Boards in Victoria found that, overall, boards are engaged in an impressive range of clinical governance activities. However, tensions are evident. First, whereas some boards are strongly engaged in clinical governance, others report relatively little activity. Second, despite 8 in 10 members rating quality as a top board priority, few members regarded boards as influential players in determining it. Third, although members regarded their boards as having strong expertise in quality, there were signs of knowledge limitations, including: near consensus that (additional) training would be useful; unfamiliarity with key national quality documents; and overly optimistic beliefs about quality performance. What are the implications for practitioners? There is scope to improve board expertise in clinical governance through tailored training programs. Better board reporting would help to address the concern of some board members that they are drowning in data yet thirsty for meaningful information. Finally, standardised frameworks for benchmarking internal quality data against external measures would help boards to assess the performance of their own health service and identify opportunities for improvement.

Health service management education programs emerged in the early 1980s in China as a result of changing demands on health service managers created by new directions in health policy. This paper reports on an evaluation of the Jiangsu-Victoria Health Management Training Program and discusses five of the main findings. Participants in the study believed that the Program has impacted positively on the health management practice of Jiangsu Province, and has made a significant contribution to health services management education in China. However, certain areas in teaching practice need to be improved and participants in the study provided suggestions to achieve this. The study also found that there were limitations to the impact of managerial education due to administrative and environmental factors.

Ambulance services play a key role in the Australian health system, as the primary providers of pre-hospital clinical care, emergency care and specialised transport.1 Although at present there is a strong focus on broad health system reform, and health workforce reform specifically, little attention has been paid to the place of pre-hospital clinical care and the paramedic workforce that provides these services. Despite their significant role in the health system, there is no strategic national approach by government to the development of ambulance services or the paramedic workforce. In this paper, we review current and emerging trends impacting on the paramedic workforce. We examine changes in patterns of ambulance service provision and the nature of clinical work undertaken by paramedics, as well as developments in education, training and career pathways. We focus on the current situation in Victoria to illustrate and identify a number of important implications of current changes, for the profession, service and training providers, and policy makers.

This paper reports on the development of a Priority of Access tool for Home and Community Care services provided by local governments in the Western Metropolitan Region of Victoria. Managing the demand for these services requires an equitable approach to service allocation decisions. The Priority of Access tool was developed with input from Western Metropolitan Region local government HACC representatives and the Department of Human Services. A literature review identified indicators of need that predicted use of community services; however, no substantial contributions were identified relating to prioritising access to health services in the home. The tool developed relies on cross-referencing responses from the Service Coordination tools developed through the Victorian Primary Care Partnership initiative. A pilot was conducted with assessment staff and their feedback led to modification of the tool. Staff found the tool a useful method of increasing objectivity in assessments and providing a framework to consistently determine priority. The importance of training in the use of the tool was reinforced during piloting of the tool. The Priority of Access tool provides a simple and consistent, yet comprehensive, approach for Western Metropolitan Region local government HACC services to equitably determine priority of access for clients.

RESPECTFUL BEHAVIOURS: PEOPLE IN SPORT - ADULT SEXUAL ASSAULT - was a presentation that was developed by Dr Angela Williams and Patrick Tidmarsh in conjunction with the Statewide Steering Committee to Reduce Sexual Assault, (established by the Chief Commissioner of Police in Victoria, Christine Nixon), to address the issue of sexual assault in the broader community. The education package was the first element to be implemented of a broader policy to be announced later this year. The package was designed to best educate men in our community whilst identifying specific needs of AFL elite players. It aimed to air the topics of sexual assault, violence against women and respectful behaviours. The education package was delivered to every club from May through to August 2005. Education of our community on these issues is extremely important and essential to cultural change. This discussion will address one effective way of educating our community as it looks more specifically at educating men on these topics. Purpose – Women from culturally and linguistically diverse communities face barriers to accessing perinatal mental health care. Victorian Transcultural Mental Health (VTMH) is a state-wide service in Victoria, Australia, that supports specialist mental health service providers to improve cultural responsiveness. VTMH provided training for perinatal health professionals in cultural responsiveness. The paper aims to discuss these issues. Design/methodology/approach – A curriculum was specifically developed based on a literature review, consultation forum, and input from members of an industry-based reference group. An Evaluation Tool was designed to collect participants’ feedback regarding the perceived relevance of the training content and its impact on practice. Responses were analysed using quantitative techniques and thematic analysis. Findings – Nine face-to-face training sessions were provided, in metropolitan and rural regions. In all, 174 professionals of various backgrounds (including midwives, mental health professionals, and maternal child health nurses) attended. In all, 161 completed evaluations were received and responses indicated that the training was of high relevance to the target workforce, that the training would have implications for their practice, and support was given for further training to be delivered using online methods. Research limitations/implications – First, an assessment of the cultural competence of participants prior to enrolment in the course was not conducted, and no matched control group was available for comparison with the participants. Second, generalisability of these findings to other settings requires further investigation. Third, the sustainability of the project is an area for further study in the future. Fourth, other methods including direct interviews of focus groups with participants may have yielded more detailed qualitative feedback regarding the effectiveness of the programme. Practical implications – To facilitate the sustainability of the project, following the face-to-face training, an online training module and a resource portal were developed, offering links to relevant web sites and resources for health professionals working in this field. Originality/value – The training addressed a significant unmet need for cultural responsiveness training for a diverse range of practitioners in the field of perinatal mental health. Online training can be adapted from face-to-face training and it is anticipated that online training will facilitate the sustainability of this initiative.

Problems associated with excessive alcohol consumption have prompted a range of legislative, regulatory and operational responses. One provision empowers licensees, in Australian jurisdictions such as Victoria and South Australia, to formally exclude patrons from their venues and the surrounding public area. The imposition of a licensee-barring order requires no demonstrable offence to be committed. No proof needs to be documented and the ban takes effect immediately. Non-compliance is subject to police enforcement and possible criminal breach proceedings. The process through which a barring order may be challenged can be ambiguous and time consuming, and the punishment is typically served regardless of the review outcome. However, limited data are available to enable assessment of the way in which barring orders are used. As such, this paper examines how licensee-barring orders extend to non-judicial and non-law enforcement officers an on-the-spot and pre-emptive power to punish. Yet, with no formal training, monitoring or meaningful oversight of their use, barring orders are open to abuse and constitute a summary power to punish that is opaque to scrutiny.

The topic of training specifically designed for investigators of sexual offences has received little attention from academic researchers to date. Previous studies have not described training provided to police investigators of sexual offences in Australia. This thesis developed Turnley’s Framework for the Examination of Police Training in Sexual Assault Investigation, to examine and describe a Sexual Offences and Child Abuse Investigative Teams (SOCIT) Course, provided to Victorian Police from 2009 to 2011. This entailed triangulation of findings from non-participant observations of one SOCIT Course, with quantitative and qualitative data sourced though an in-depth interview with course trainers; feedback sheets voluntarily completed by trainees who undertook the course and responses from an online survey of 44 police who completed a course between 2009 and 2011. A description of the course design, resourcing, content, delivery, individual and organisational outcomes are presented as findings. Trainees reported the SOCIT course to be highly relevant for the work of specialist sexual assault investigators, with 80% of survey respondents self-reporting a change in their attitudes towards victims of sexual offences as a result of the SOCIT training. Despite these self-reports, findings from the survey indicate the maintenance of negative attitudes by some police in relation victims. The findings of this thesis concur and support findings of the Policing Just Outcomes Project with regard to the need for police to focus on, and refine the process of selection and recruitment, for this specialised area of police work.

Arizona police officers are required by the Arizona Police Officer Standards and Training board to complete continuing training on an annual basis. Police continuing training has traditionally been offered as lecture-based classroom training. Online training offers an alternative method of providing training. The purpose of this study was to compare the effectiveness of an online version of a police training class to a classroom-based version of the same course. Participants consisted of sworn police officers employed by the Phoenix Police Department and taking the department’s Domestic Violence Investigation (DVI) course. The study compared student learning outcomes between the two course versions, as well as student attitudes and perceptions of training.

The study utilized a descriptive research design with a mixed methods approach. Research questions investigated the attitudes and perceptions of participants, compared student learning outcomes between the two course versions, and asked whether educational level and previous experience with online learning was linked to positive learning outcomes in the DVI course. Quantitative data consisted of demographic questionnaires, a 45-question assessment of the likelihood of success in online learning, a 10-question pre-test, and a 10-question post-test. Qualitative data was obtained through interviews with six participants who had taken the DVI course.

The results of the study indicated participants in the online version of the DVI course performed as well or better on the post-test than their counterparts in the classroom. Participants interviewed for the study enjoyed the online presentation of the course, and supported the development of additional online training options within their department. Positive student learning outcomes for the online DVI course provide support for the development of online police training programs.

'Equal Opportunities' (EO) in this research is taken as an umbrella term to encompass all forms of training in fair treatment issues including Community and Race Relations. The literature reveals that training police officers in EO issues falls short of what is needed and yet little research has been done into how trainers and learners engage with the content of EO training. A measure of the importance attached to this area of research lies in the fact that in April 1999 this project attracted Home Office Police Research Award Scheme funding. Police training in EO was examined from the point of view of the trainers who engage in it by exploring their experience. The consistent theme and the core question "what does good EO training look like?" had the object of constructing a model of good EO training where "good" has been defined out of the trainers' own expenence. Thirty interviews were conducted using well established phenomenographic principles to explore the experience of those engaged in the design or delivery of EO training for police officers. For the subsequent qualitative analysis of the data an approach similar to grounded theory was used. The results demonstrate that good EO training has four elements expressed in terms of its objects, the act of engaging in EO training, the process, and issues surrounding the skills and attributes required of trainers engaging in its delivery. Each of the elements had a number of component themes that were also used in the construction of the model. A key finding, consistent with other studies, was that learners and trainers alike may selectively emphasise or focus on a particular part of the model, and, in doing so, will inhibit the effectiveness of both the learning and the training.

Abstract This chapter offers an overview of developments in policy, practice and research since the advent of what was described as Victoria’s “new era” of therapeutic residential care a decade ago. Not all developments have been positive. However, advances have clearly been made in policy development. Raising the leaving care age in Victoria is one of the most important because it has the capacity to much improve post-care education and training outcomes. Reducing the size of residential homes to better meet individual need and facilitate best possible matching of young people is another welcome development. Practice improvements such as higher staff training benchmarks and more intensive therapeutic responses to young people and families are also noteworthy. Perhaps most important is the gradual reframing of Victorian therapeutic residential care as an opportunity for hope, healing, and moving forward; too often it has been deemed a “last resort,” signaling the young person’s arrival at the “end of the line” after a dispiriting out-of-home-care journey.

This chapter explores how the Polish secret police was transformed from a military-style institution into a police bureaucracy. It shows how thousands of new officials were brought into the service in the early 1950s as the regime waged a war on criminality in the security forces. It delves into the process of training, professionalizing, and establishing party control over the MBP. These disciplinary campaigns informed a shift in policing methods from military-style campaigns to prophylactic policing and covert surveillance. It ends by exploring the terror unleashed inside the Polish communist party in the late 1940s and early 1950s.

The post-financial crisis politics of austerity have required police forces to make unprecedented savings at a rapid pace. In response, some forces have turned to the market, outsourcing back office and frontline functions to commercial enterprises which promise to deliver the same service (or more) for less. This trend has unsurprisingly captured the attention of policing scholars who have begun to explore issues of policy, politics, accountability and service delivery in outsourced areas. This chapter adds another variable into the equation: labour force vulnerability. Specifically, it compares vulnerability in outsourced and non-outsourced frontline roles in police custody suites. It argues that in addition to traditional police labour force vulnerabilities such as the inherent complexity of police work, limited resources, lack of training and feeling over-scrutinised, those working in austerity-era outsourced roles may also suffer from identity crises, unwanted media attention and a particular kind of prejudice from detainees. In so doing, it makes a new contribution to the emergent literature on police outsourcing.

The training, performance appraisal, organizational support, and compensation are playing a very important role in enhancing employee service behavior in the police department. The main objective of this study is to examine the impact of training, performance appraisal, and organizational support on employee service behavior, with the mediating role of compensation. Data was collected from the employees of Punjab police through the questionnaire. The partial least square structural equation modeling (PLS-SEM) has been employed for data analysis. The results of the study found a positive and significant relationship between training, performance appraisal, organizational support, and employee service behavior. Furthermore, compensation plays the mediating role between training, performance appraisal, organizational support, and employee behavior in Punjab police, Pakistan. As per the findings of the study, employee behavior can be improved with the help of training, performance appraisal, organizational support, and compensation.

In order to optimize public and officer safety, law enforcement training needs to adequately prepare officers for the complex tasks they will experience in the field. The incorporation of carefully-designed scenario-based training (SBT) into pre- and in-service training is essential for the development of effective decision making during dynamic, potentially volatile interactions with the public. This chapter provides an overview of various frameworks that should be adopted when developing SBT before identifying some issues to consider throughout this process. Finally, this chapter provides practical examples of how the development process can be completed. Given the very challenging task that curriculum designers and police trainers have to develop skilled police officers, this chapter seeks to provide valuable guidance to those seeking to optimize limited resources to improve police training.

The foundation for a productive, efficient and effective workforce is high quality and relevant training and ideally, educators, policy makers and the industry practitioners should agree on what should be included in training programs. This chapter discusses views of automotive trainees about whether or not they believed their training was directed appropriately towards work within the automotive industry of the future. Data was collected from automotive trainees located in Kenya and Australia. Data was obtained by use of questionnaires and analyzed with both quantitative and qualitative foci. The questions asked regarded the emphasis of training, the content of training, the facilities in training and coping with technological change in the workplace. Data were discussed according to three themes on generic skills, adequacy of training to work requirements and training facilities. In both countries, it was found that there is a need for more realignment of training offering to the future industry requirements. It is recommended that a consultative approach should be used in the training programs design with a view to reducing the gap between industry requirements and training offerings.

Contemporary police organizations benefit from technological advances not only for preventing and fighting crime and criminals but also for training their officers for better service. Likewise, the Turkish police organization has established an e-learning portal to enable managers to attain required managerial competencies and to learn modern policing concepts in a cost-effective training environment. This research examines the perceptions of participants who attend management-training courses conducted via e-learning. Five factors of trainees’ e-learning perceptions are examined through a combination of qualitative and quantitative methods, consisting of a questionnaire, one-to-one and focus group interviews, and observation. SPSS program and quantitative methods are used to analyze and interpret the findings. Research has indicated some positive perceptions, such as place and time flexibility, enjoyment of learning, becoming acquainted with modern learning methods and technologies, being able to participate in training without leaving work and personal life. Conducting a management-training course via e-learning is positively perceived by the majority of course participants, and they recommend e-learning for upcoming management training courses, specialized training, and professional development courses. However, research has also revealed that some technical and administrative problems affect negatively the trainees’ perceptions of e-learning. Based on the findings in this chapter, recommendations are offered for similar projects.

The reform of the Indonesian NationalPolice (Polri) requires the change in the behaviour of its members to be more professional in their service to the public. ESQ 165 Training is chosen as one of the programs in an attempt of character building of the members of the Subregional Police (Polres) of Ciamis. ESQ 165Training is character-building training categorized as a type of motivation training which uses comprehensive and sustainable spiritual engineering.This research aims to evaluate ESQ 165 Training in an attempt to build the character of the members of the Subregional Police of Ciamis. The theory utilized in this research is Kirkpatrick’s Framework which consists of four studied levels, namely reaction level, learning level, behavioural level, and result level. This research uses a quantitative descriptive research method. Data-gathering technique uses questionnaires distributed among 179 members of the Subregional Police of Ciamis who has participated in ESQ 165 Training, observation and interviews. The result of the research shows that 87.9% of the respondents likes the training (reaction level), 92.6% of the respondents understand the material of training (learning level), respondents shows changes in motivation, attitude and behaviour (behaviour level), and the public appreciate the performance of the Subregional Police of Ciamis which has undergone significant changes (result level). Therefore, ESQ 165 Training can be recommended as one of training methods utilized in character building.

Enterprise Resource Planning (ERP) systems offer a software-based system that handles an enterprise’s total information system needs in an integrated fashion. Such systems have seen a significant growth in the last decade in the US, Europe and Australian markets and, more recently, increasing growth in Asian countries. This increase in demand for ERP systems in Asia offers opportunities for the provision of high-quality ERP education programs in the region. This paper describes the issues and barriers associated with integrating ERP systems into university curricula. It outlines the experiences of Victoria University in offering ERP education through a strategic alliance with SAP. The University is extending its offshore programs by offering ERP education in the region to take advantage of the current increase in demand in ERP applications. To assist with the delivery of offshore ERP education an ERP e-Learning model has been developed that integrates synchronous and asynchronous content. Asynchronous e-learning does not involve the presence of a teacher. Typically the learning content is located on a web server that students can access using the Internet. Synchronous e-learning requires the learner and teacher to be present in the event at the same time. It is a real-time, instructor-led online learning event in which all participants are available at the same time and can communicate directly with each other. The model uses four technologies to facilitate teaching: application service provision (ASP), web-CT, computer-based training and virtual classroom technology. The ERP e-learning model provides an innovative and efficient means to deliver ERP curriculum. It is able to provide greater flexibility in offshore subject delivery and to maximise student learning outcomes. This is particularly relevant in light of recent international medical (SARS) and terrorists incidents.

The author of this paper points to the increasing problem of sexual violence and human trafficking at the global level, as well as in Serbia and the republics ex- Yugoslavia. Unfortunately, this problem has not drawn much attention and the allocated funds, before all those from government budgets, have not been enough for training staff at specialized and other facilities to offer support and protective services to the victims of these criminal acts. Particular emphasis is placed on the state bodies, as well as local authorities and their institutions of social welfare, health insurance fund, national employment service and their branches in local communities. In this paper, the author also points to the need to further train staff who work in the field of education and coaching at all levels, starting from the pre-school institutions, up to the centers for long-life learning. The similar situation exists at the Ministry of Internal Affairs since it is expected from the representatives of this important government department and the police departments throughout Serbia, to offer the services of physical protection and hiding the identity of potential victims, their personal data and addresses. Currently there are no adequate technical and communication means, appropriate facilities and professionally trained staff to execute all these activities. Finally, it should be noted that the situation in the judicial sector is much better based on the survey they was conducted among the organizations which govern the activities aimed at the prevention of sexual violence and human trafficking.
