PurposeComparative research provides a mechanism to understand how justice systems throughout the world operate. McPhedran et al. (2017) conducted a comparative examination of police officer attitudes about domestic violence (DV) in the USA and Australia and reported fairly high levels of agreement among male and female officers within each country. The current study builds on these findings by examining officer attitudes toward DV among male and female officers cross-nationally. This was accomplished by examining whether American and Australian male and female officers agree with one another on a number of DV issues.Design/methodology/approachTwo-way ANOVA was used to examine the effect of two factors (gender and country) on law enforcement officer attitudes about DV.FindingsThe results suggest that male and female officers from the USA and Australia significantly differ on 14 of 24 attitudes about DV with the greatest number of attitudinal differences found between American and Australian male officers.Research limitations/implicationsScholars who conduct future research examining police officer attitudes about DV should use the instrument from this study as a springboard to develop an updated survey in terms of content and one that would be applicable to cross-national analyses. Methodological study limitations are described in depth in McPhedran et al. (2017).Originality/valueWhile gender differences in attitudes have received scholarly attention, questions remain regarding the degree to which attitudes align among male and female officers across different countries. The current study seeks to fill these gaps in knowledge by examining attitudes about DV between American and Australian law enforcement officers.

Purpose The purpose of this paper is twofold. The first goal is to conduct a cross-national examination of law enforcement officer attitudes about domestic violence (DV) by comparing officer attitudes in the USA to officer attitudes in Australia. The second goal is to examine law enforcement officer attitudes about DV using a gender lens to identify whether patterns in attitudes among male and female officers in the USA are similar to those among Australian male and female law enforcement officers. Design/methodology/approach The current study involves a comparative analysis of DV attitudes in two different countries (the USA and Australia). Officers in the USA were asked to indicate their level agreement with 28 attitudinal statements about DV. The Australian survey adapted the Gover et al. (2011) instrument by including 24 of the 28 attitudinal statements. The survey followed a mixed-methods design with both quantitative and qualitative components. Bivariate analyses were conducted to determine whether attitudes varied by country and gender of the responding officers. Analyses of attitudinal questions and categorical variables (e.g. gender) were conducted using t-tests. Findings According to survey data gathered from police officers in Colorado (USA) and Queensland (Australia), male and female officer attitudes within each country are more similar than different. When comparing the overall sample of American officer attitudes to Australian officer attitudes, they significantly differ about half the time. Research limitations/implications The Australian survey had a considerably low response rate, and therefore it cannot be stated with certainty whether the responses given are truly representative of the views of Australian officers as a whole, although the demographic characteristics of the sample were comparable with the overall police population demographics. Another limitation is that not all demographic and background variables were collected by both surveys. For example, the US survey asked about officers’ ethnicity, while the Australian survey did not, and the Australian survey asked about how many DV jobs officers attended per month, while the US survey did not. Practical implications Improving knowledge about police attitudes towards DV can help to inform future policy or practice implementation, as well as training programmes and better overall responses to the pervasive and ongoing problem of DV internationally. Originality/value This is a unique and original piece of research as it is a partial cross-national replication of an existing survey. This work does have the potential for great impact in understanding and developing innovative law enforcement responses to DV. In developing such responses officer attitudes need to be considered and integrated into the response, as their opinions will guide the support of future interventions.

The adequacy of police responses to intimate partner violence has long animated scholarly debate, review and legislative change. While there have been significant shifts in community recognition of and concern about intimate partner violence, particularly in the wake of the Victorian Royal Commission into Family Violence, it nonetheless remains a significant form of violence and harm across Australian communities and a key issue for police, as noted in the report and recommendations of the Royal Commission. This article draws on findings from semi-structured interviews (n = 163) with police in Victoria and pursues two key inter-related arguments. The first is that police attitudes towards incidents of intimate partner violence remain overwhelmingly negative. Despite innovations in policy and training, we suggest that this consistent dissatisfaction with intimate partner violence incidents as a policing task indicates a significant barrier, possibly insurmountable, to attempts to reform the policing of intimate partner violence via force-wide initiatives and the mobilisation of general duties for this purpose. Consequently, our second argument is that specialisation via a commitment to dedicated intimate partner violence units – implemented more consistently and comprehensively than Victoria Police has to date – extends the greatest promise for effective policing of intimate partner violence in the future.

Recent research in the United States has argued that the threat of confirming the “racist cop” stereotype may paradoxically increase the propensity for coercive policing by depressing officers’ self-legitimacy. The current study aimed to assess the influence of the threat of the “racist cop” stereotype on officers’ self-legitimacy and their attitudes toward force in an Australian policing jurisdiction. An online survey was completed by 306 frontline officers in Queensland, Australia. Structural equation modeling was used to assess the influence of stereotype threat on officers’ attitudes toward force, and the extent to which this is mediated by perceptions of self-legitimacy. The findings confirmed previous findings, with increased officer perceptions of stereotype threat associated with increased support for coercive policing, mediated by reduced self-legitimacy. The findings are discussed with reference to how the validity and salience of the “racist cop” stereotype can be diminished.

In the 21st century, policing of all citizens requires officers to have an increased awareness of minority communities. Yet in the wake of public complaints and mass demonstrations regarding police misconduct, it is clear that police bias toward minority communities often negatively influences engagement. To better understand police awareness of minority communities and how officers’ levels of awareness and perceptions of policing influence their perceptions of engagement, data were collected from police recruits and protective service officers (N = 1585) training at one of the largest police academies in Australia. The results show significant differences in awareness levels and perceptions of engagement of police recruits and protective service officers toward members of minority communities, as well as the factors influencing awareness during police–citizen engagement. These include the police recruit’s and protective service officer’s gender and sexuality, the frequency of socialization they have with diverse people, as well as the type of social interaction experienced. The results from this study offer suggestions to increase officers’ levels of awareness of minority communities, and how this may improve on-the-job performance overtime.

The constituents of job satisfaction and morale amongst police workers have received some research attention overseas, but to date there has been relatively little work in this area in Australia. Recent controversy has been generated in Victoria concerning the issue of police morale amidst the introduction of a new superannuation scheme which has seen a dramatic increase in voluntary departures from the Victoria Police since 1987. This article reports the findings of a survey of departed and serving members of that organisation, conducted to identify the reason for departure and to gauge the importance of work-related attitudes in the decision to leave. The findings suggest that work dissatisfaction was strongly implicated in the decision to leave, particularly for those departures who resigned before 50 years of age. A comparable degree of work dissatisfaction was found amongst a sample of serving police workers, who expressed significantly more negative attitudes towards police work than those who retired early after reaching 50 years. The most prominent sources of dissatisfaction appeared to derive from the organisation and management of the Victoria Police, rather than from the nature of police work itself or factors external to the police organisation.

The problems associated with illicit drug use in general, and the illicit use of heroin in particular, have led to stringent attempts by Australian governments to enforce the laws against drug abuse. The strongest reaction of the criminal justice system has been toward heroin, with a total prohibition on heroin importation, manufacture, distribution, possession, and use. Before attempting to evaluate the extent and costs of heroin use today, this paper reviews the evolution of laws and social attitudes toward heroin in Australia. Using an economic framework for analyzing the black market in heroin, the paper examines proposals for enforcing the prohibition by tightening the supply side, and by reducing the demand for heroin. It argues that attempts to restrict the supply have had the effect of increasing the costs borne not only by the users but by society at large, through increases in acquisitive crime and police corruption. On utilitarian grounds it concludes that the costs to society of the prohibition far outweigh the costs of a policy of freer availability, and suggests that a policy of government supply of price-controlled heroin and methadone would be far preferable to today's failed policy of prohibition.

Automatic facial recognition technology (AFR) is increasingly used in criminal justice systems around the world, yet to date there has not been an international survey of public attitudes toward its use. In Study 1, we ran focus groups in the UK, Australia and China (countries at different stages of adopting AFR) and in Study 2 we collected data from over 3,000 participants in the UK, Australia and the USA using a questionnaire investigating attitudes towards AFR use in criminal justice systems. Our results showed that although overall participants were aligned in their attitudes and reasoning behind them, there were some key differences across countries. People in the USA were more accepting of tracking citizens, more accepting of private companies’ use of AFR, and less trusting of the police using AFR than people in the UK and Australia. Our results showed that support for the use of AFR depends greatly on what the technology is used for and who it is used by. We recommend vendors and users do more to explain AFR use, including details around accuracy and data protection. We also recommend that governments should set legal boundaries around the use of AFR in investigative and criminal justice settings.

Changes to sentencing legislation are often introduced or justified on the basis of satisfying public opinion. If sentencing policy is a reflection of public opinion we should see a concordance between different sentencing policies and public opinion. This paper provides a comparison between Australian States and Territories in terms of two key measures of public attitude concerning sentencing: confidence in sentencing and punitiveness. These results are based on acomprehensive telephone survey ( N = 6005) of Australian adults which utilized a stratified random sample of households from the Electronic White Pages. It was found that there were only minor differences in the key measures of public attitude despite the notable differences between the States and Territories of Australia with respect to sentencing policy. Differences in public attitudes across jurisdictions were small, accounting for less than 2 per cent of variation in confidence in sentencing and punitive attitudes scores. In addition, despite the predicted moderately negative association between confidence in sentencing and punitiveness, neither of these variables was related in any systematic way to jurisdictional differences in imprisonment rates. The major implication of these findings is that the wide differences in sentencing practice and policy between jurisdictions in Australia are not linked to differences in public attitudes, supporting Beckett's (1997) argument that sentencing policy is better understood as a function of political initiative rather than a direct articulation of public attitude.

This article attempts to forge new links between social attitudes and social policy change in Australia. Drawing on four survey waves of international social survey data and using multivariable regression analysis, this article sheds new light on the determinants of Australian attitudes towards the welfare state in a comparative perspective. It examines their variations across time and social groupings and then compares Australian welfare attitudes with those found in other leading western economies. While there is popular support for government actions to protect Australian citizens in old age and sickness, views about social protection and labour market policy for the working-age population are divided. The comparative analysis and the focus on class-attitude linkages allows for further critical reflection on the nature of social relations and recent social reforms enacted by the Liberal-National coalition government.

A perception of escalating social disorder and allegations of police corruption and ineptitude have led to a social and political imperative to reform policing. Fundamental to this reform is the modification of the core mission of the police and the operational practices of the uniformed Constable. The core characteristics of policing and the operational practices of the uniformed Constable are determined by the core mission and the operational context of policing. -- Despite an imperative to reform the quality and provision of police services to the community the core mission of the police has not fundamentally altered during the last half century and remains crime control (Zaho, 1996). The core mission of contemporary policing has been criticised for being in direct conflict with basic democratic principles and for being simply unachievable. This thesis will establish that the origins and occurrence of crime, its prevalence and persistence is detennined by social, economic and cultural factors that are beyond the control of the police. It will be argued that long-term successful law-enforcement in a democratic society requires the acceptance, cooperation and approval of the community. Community oriented policing may provide the theoretical framework for internalising normative controls and for enhancing public participation in and sharing responsibility for crime control. -- It will be demonstrated that the strategc shift in policing implicit within the theoretical framework of community policing has significant implications for the reform of police . education and training. Several commentators and various Commissions of Inquiry have recommended upgrading police education and training, and the participation of police in tertiary education. -- The reform of police practice is contingent upon the reform of the core mission and the operational context of policing. The core mission and the operational context of policing is substantially defined, controlled and manipulated by the perceptions, expectations and actions of stakeholders. Directly or indirectly these have been found to be antithetical to alternative models of policing that are service orientated; thus blocking, diluting or redirecting efforts to implement community policing. -- Unless the core mission of the police and the operational context of policing are substantially modified then police education will continue to have a limited impact upon the operational practices of the uniformed Constable.

This thesis contributes to the ongoing discussion of modern Chinese identity by pro-viding a case study of Cheok Hong CHEONG. It necessarily considers Australian atti-tudes towards the Chinese during the 19th century, not least the White Australia Pol-icy. The emergence of that discriminatory immigration policy over the second half of the 19th century until its national implementation in 1901 provides the background to the thesis. Cheong was the leading figure among Chinese-Australian Christians and a prominent figure in the Australian Chinese community and the thesis seeks to iden-tify a man whose contribution has largely been shadowy in other studies or, more commonly, overlooked by the parochialism of colony/state emphasis in many histo-ries of Australia. His role in the Christian church fills a space in Victorian religious history. Although Cheong accumulated great wealth he was not part of the Chinese mer-chant class of the huagong/huaquiao traditions of the overseas Chinese diaspora of the 19th and 20th centuries. His wealth was accumulated through property investments following the spectacular collapse of the Victorian banking system during the 1890s. His community leadership role arose through his position in the Christian Church rather than, as was generally the case, through business. His English language skills, resulting from his church association, were the key to his role as a Chinese community spokesman.¶ Cheok Hong Cheong left an archive of some 800 documents in the English lan-guage covering the major people, incidents and concerns of his life and times. His Let-terbooks, together with the archives of the various Christian missions to the Chinese in Australia in the 19th and early 20th centuries, shed light on one person’s life and more broadly, through his involvements on the complex relationships of Chinese emigrants, with the often unsympathetic majority of Australians.¶ This is a case study of a Chinese identity formed outside China and influenced by a wider set of cultural influences than any other Chinese-Australian of his time —an identity that justifies the description of him as an ‘Alien Son’. Cheong’s story is a con-tribution to the urban and family history of an important ethnic sub-group within the wider immigrant history of Australia.¶ While Cheong remained a Chinese subject his identification with Australia cannot be questioned. All his children were born in Australia and he left just twice after his arrival in 1863. He visited England in 1891-2 and in 1906 he briefly visited China. Identity and culture issues are growing in importance as part of the revived relation-ship between the Chinese of the diaspora and the economic renewal of the People’s Republic of China and this thesis is offers a contribution to that discussion.

Three groups of health care professionals were canvassed for their views on euthanasia - student nurses, practising nurses and doctors. The aim of the research was to make a possible contribution to a formalised health policy on this issue for the ACT. The following forms of euthanasia were covered by the research: (i) voluntary active euthanasia: (ii) voluntary passive euthanasia: (iii) involuntary active euthanasia: (iv) involuntary passive euthanasia. Passive forms of euthanasia were found to be the most acceptable. Voluntary forms of euthanasia were not found, in general, to be more approved of than involuntary forms of euthanasia. However, active forms of euthanasia were much less acceptable than passive forms. In order to adapt the research findings to a methodology for policy use. Allison's models (1971) of public policy development were modified into a single model. This provided an application of the research results in such a way as to allow for the development of a possible formalised policy on euthanasia, and practical applications. The conclusions drawn from the research findings and the subsequent recommendations are supportive of law reform and the implementation of a new policy on the issue of euthanasia.

This is a cross-national qualitative study with the purpose of obtaining perspectives held by people with quadriplegia and leading figures in disability movements in the Netherlands and Australia on the issues of euthanasia and physician-assisted suicide (EPAS). A disability voice is not prominent in public debate on EPAS in Australia or the Netherlands, even though people with disabilities are often thought to be vulnerable in relation to EPAS policies. Disability perspectives are potentially valuable in illuminating issues in relation to euthanasia and physician-assisted suicide, because issues of dependence, independence, and individual autonomy play important roles in relation to both EPAS and to living with disability. The study's methodology uses a phenomenological approach and incorporates aspects of heuristics and grounded theory. Police training is seen as inadequate to prepare police officers to identify and deal with persons with a mental illness. This chapter describes one approach of writing a proposal to conduct a comparison of attitude-training programs with police cadets. The main aspects of writing a proposal are covered: the background, problem statement, hypothesis, and the design of the treatments for comparison. Isolating the main features of each treatment requires designing some instruction based on factors that can influence police attitude toward suspects with a mental illness. Contemporary design guidelines are recommended, which should be informed by the designer's personal assumptions about how people learn from multimedia.

This chapter addresses the issue of marketing higher education institutions through education agents, focusing on ways to gain a competitive advantage over other institutions in the context of increasing global competition while maintaining close management and governance of this distribution channel. Qualitative in-depth interviews were conducted with 31 Australian university international marketing managers and staff, and 16 education agents based in Australia and overseas. The findings show seven main themes, namely, service and support, joint promotion, incentives, training, gifts, social activities, and relationship enhancement. The contributions of this chapter are the provision of experiences, ideas, attitudes, and perspectives of how Australian universities work in partnership with education agents throughout the world to recruit international students in an increasingly competitive marketplace, whilst ensuring obligations are met under Australian international education legislation. This chapter provides marketing specialists, educational administrators, and policy makers with practical real life examples of motivational and management techniques.

Given the nature of the e-market, both regulatory and self-regulatory measures have been employed by Australia to protect e-consumers. However, the efficiency and effectiveness of the current framework of e-consumer protection have not been sufficiently evaluated. This chapter aims to (i) discuss the current approaches to protect e-consumers in terms of security in Australia, (ii) find out the level of awareness, the view and attitudes of e-consumers regarding online security and institutes involved in e-consumer protection, (iii) investigate how e-consumers protect themselves from online incidents, and (v) discuss policy implications for protection of e-consumers in terms of security. Overall, this chapter provides a better insight of how e-consumers are protected regarding security in Australia. It will help relevant stakeholders in developing and fine tuning policies to ensure a secure e-market for all. Finally, it will elicit further research on how to better protect e-consumers in the e-market.

Since European settlement of Australia began in 1788, drought has been viewed as a major natural threat. Despite warnings by scientists (e.g., Ratcliffe, 1947) and many public inquiries, government policies have, in the past, encouraged closer land settlement and intensification of cropping and grazing during wetter periods. Not surprisingly, drought forms part of the Australian psyche and has been well described in poetry, literature (e.g., Ker Conway, 1993), art, and the contemporary media (newspapers and television). Droughts have resulted in social, economic, and environmental losses. Attitudes toward drought in Australia are changing. Government policies now consider drought to be part of the natural variability of rainfall and acknowledge that drought should be better managed both by governments and by primary producers. Nonetheless, each drought serves as a reminder of the difficult challenges facing primary producers during such times. We begin this chapter with a brief overview of drought in Australia and its impacts on agricultural production, the environment, rural communities, and the national economy. We outline some of the ways governments and primary producers plan for and respond to drought and describe in detail an operational national drought alert system. Australia has mainly an arid or semiarid climate. Only 22% of the country has rainfall in excess of 600mmper annum, confined to coastal areas to the north, east, southeast, and far southwest of the country (http://www.bom.gov.au/climate/ahead/soirain.shtml). Australia also has high year-to-year and decade-to-decade variation in rainfall due, in part, to the influence of the El Niño/Southern Oscillation (ENSO) phenomenon (http://www.bom.gov.au/climate/ahead/soirain.shtml). The Interdecadal Pacific Oscillation (IPO) also contributes to the rainfall variability at annual and decadal scales and modulates ENSO impacts on rainfall (Power et al., 1999). The current geographic boundaries of agricultural production were reached in the late 19th century, and the entire agricultural region has experienced drought, in some form, over the past 100 years. Protracted dry periods occurred during the period from late 1890s to 1902 in eastern Australia, during the mid to late 1920s and 1930s over most of the continent, during the 1940s in eastern Australia, during the 1960s over central and eastern Australia, and during 1991–95 in parts of central and northeastern Australia.

This chapter presents historical overviews of in-home childcare in Australia, the UK and Canada. It discusses the policy trajectories across these countries within the context of early childhood education and care policy and migration policy. Particular attention is given to debates about how childcare policies and funding positioned home-based care arrangements – in both the caregiver and child’s home – across the public, private, informal and formal domains. In all three countries similar debates took place regarding the role of care versus education across the public and private, and formal and informal spheres. Dominant ideas about the care of young children being the responsibility of the family hindered the success of advocacy efforts, particularly by the feminist movement, for regulated, centre-based early childhood education and care. However, by looking at the details of the debates, pressures and actors through the lens of in-home childcare, contrasting attitudes are revealed.

This chapter reports the results of nationally representative surveys in fourteen countries, investigating the attitudes of people towards nudges and nudging, with a particular focus on environmental and health nudges. The countries covered are Australia, Brazil, Canada, China, Denmark, France, Germany, Hungary, Italy, Japan, Russia, South Africa, South Korea, and the United Kingdom. There is strong majority support for both health and environmental nudges in all countries, with the exception of Japan, Denmark, and Hungary. China and South Korea stand out with particularly high acceptance rates. Beyond reporting the results of the combined dataset for the first time, the chapter provides an explanation first, of why policy makers might be interested in public approval or disapproval of nudges, and second, how information of public acceptance can inform both uses of and constraints on nudging.

People with disabilities face unique challenges to access work and participate in a work culture and environment. The increasing uptake of telework is promising from a digital inclusion perspective for people with disabilities. This qualitative study explored barriers and problems of including people with disabilities through telework in Australia. The study focused on management and worker perspectives and findings indicate that both parties face unique challenges to accommodate and include people with disabilities in telework arrangements. Worker barriers to access telework relate to management attitudes, physical and infrastructure problems, social isolation misconceptions, lack of management trust, insufficient telework opportunities and inadequate management knowledge of IT support and reasonable adjustment for people with disabilities. Management issues involve cultural intolerance towards diversity and disability in general, as well as a lack of policies and processes that create a supportive environment for people with disabilities who wish to telework.

People with disabilities face unique challenges accessing and participating in work. From a digital inclusion perspective, an uptake of anywhere working arrangements may hold significant promise for people with disabilities. This qualitative study explored barriers of flexible work for people with disabilities in Australia. The study focused on manager and worker perspectives and findings indicate that both parties face unique challenges to accommodate people with disabilities in flexible work. Barriers encountered by disabled workers seeking access to flexible working arrangements include management attitudes, physical and infrastructure problems, social isolation misconceptions, insufficient flexible work opportunities, and inadequate management knowledge of IT support and reasonable adjustment for people with disabilities. Going to bed each night in a sleepout—a converted verandah, balcony or small free-standing structure was, for most of the 20th century, an everyday Australian experience, since homes across the nation whether urban, suburban, or rural, commonly included a space of this kind. The sleepout was a liminal space that was rarely a formal part of a home’s interior, although it was often used as a semi-permanent sleeping quarter. Initially a response to the discomfort experienced during hot weather in 19th century bedrooms and encouraged by the early 20th century enthusiasm for the perceived benefits of sleeping in fresh air, the sleepout became a convenient cover for the inadequate supply of housing in Australian cities and towns and provided a face-saving measure for struggling rural families. Acceptance of this solution to over-crowding was so deep and so widespread that the Commonwealth Government built freestanding sleepouts in the gardens of suburban homes across Australia during the crisis of World War II to house essential war workers. Rather than disappearing at the war’s end, these were sold to homeowners and occupied throughout the acute post-war housing shortage of the 1940s and 1950s, then used into the 1970s as a space for children to play and teenagers to gain some privacy. This paper explores this common feature of Australian 20th century homes, a regional tradition which has not, until recently, been the subject of academic study. Exploring the attitudes, values and policies that led to the sleepout’s introduction, proliferation and disappearance, it explains that despite its ubiquity in the first three-quarters of the 20th century, the sleepout slipped from Australia’s national consciousness during a relatively brief period of housing surplus beginning in the 1970s. As the supply of affordable housing has declined in the 21st century, the free-standing sleepout or studio has re-emerged, housing teenagers of low-income families.

Practical examples are presented here from Uganda, Zambia, Timor-Leste, Papua NewGuinea (PNG), Solomon Islands, Bangladesh, India, Indonesia, Vanuatu,and Nepal. Each of these examples, all of which are from projects funded by the Australian Government’s Water for Women Fund, describe interventions that employed different gender-transformative approaches to engage with and reach men and boys. They also describe the projects’ successes and challenges.
