The combination of the Contrary Space Sequence is the rule of the composition of landscape space which the majority historical towns followed. the charm of several hundred years’ ancient town space is just as before, all these are related to the ingenious composition of landscape space and long-term harmonious sustainable. The ancients have utilized the philosophy which integrated by Chinese traditional garden and the ideal condition, situation and the conditions of the object form calligraphy and painting in the construction of towns, Therefore in the modern town space is still deducting the scenery drawing of harmony between humans and landscape as before. The research of the contrary space sequence inherits this town landscape space building method, Carries forward the sustainable development idea of the traditional town construction, and applied to some present small towns and new rural planning, design and construction properly, to provide valuable reference for build a town or a new village with the true harmony between humans and natural world and a beautiful natural environment.

Among ancient Russian towns, Pereslavl-Zalessky stands out for the rare preservation of its historical town-planning structure. The basis for such estimation is provided by the evidence of sources on the town’s history during the 12th — 17th centuries and a comparative analysis of cartographical documents of the early modern time. The views on the formation of Old Russian towns and assessment of the factors affecting the town-planning have recently undergone considerable changes. The comparison of historical and archival as well as archaeological evidence with the present-day topography of Pereslavl allows us to trace the modification of the planning structure that has retained not only separate architectural objects of the 12th — 17th centuries but also parcels of the medieval town layout. The article presents examples of the ‘exceptions to the rule’ during the execution of a regular plan at the end of the 18th century that, together with historical evidence on the composition and occupations of the trading quarter’s population, permit to more precisely determine the historical peculiarity of Pereslavl.

In this paper I endeavour to show that town planning in Britain, although placed within the ‘public domain’, is largely operating in accordance with the principles of private law. I also argue that town planning is an integral part of the land and property market which itself is conditioned by the definition of the rights in land and property. These rights are shown to be grounded in the traditions of the private land law as evolved over centuries from the feudal system of land and property relations. I therefore begin with an examination of development under the leasehold system in London during the 18th and 19th centuries and find that landowners, in their efforts of maintaining the value of their estate, conducted a form of environmental control very similar to what planners do nowadays as part of their activities in development control. It is then shown how the old system was unable to cope with the pressures of industrialisation and rapidly expanding urban areas. Politicians, royal commissions, and expert committees sought to adapt the leasehold system and to reform existing property rights to accommodate a newly emerging property market. These efforts finally culminated in the 1925 Property Statutes. At the same time governments pursued efforts of devising new structures of urban governance. However, these measures generally were piecemeal and their implementation was fraught with difficulties. A new approach, recognising the interdependence between market processes, market regulation, and ‘public improvement’, were championed by the radical Liberals towards the end of the 19th century. This philosophy is reflected in the enactment of the first planning statutes of 1909 and 1919. Both Acts made provisions for the retainment of development value for reasons of social justice and the funding of urban infrastructure. Subsequent enactments have tended to isolate town planning not only from housing but also from the land market and the issue of betterment, and thus from urban governance. The reason, it is argued, is that property as well as planning legislation are still hemmed in the strait-jacket of the private land law. I conclude that the isolation of town planning within a fragmented ‘public domain’ bodes ill for the future of our cities.

Анотація:
In the late nineteenth century the city of Kavala, a town by the sea in northern Greece, was developed to one of the most important tobacco processing centers in the Balkan area. Powerful tobacco merchants mainly from the Hapsburg and Ottoman empires built a considerable number of tobacco warehouses thus redefining the center of the city, its character, as well as its borders. I argue that the architecture of those warehouses deeply configured the identities of tobacco workers and provided the means to tobacco merchants to publicly present themselves and their achievements. At the same time those early industrial buildings subverted the boundaries between the city and the factory, shedding light on the work culture and every day lives of Greece’s tobacco workers.

Abstracttitle SUMMARY /title In the years following 1820, when the town became part of the Kingdom of Italy, Rome was seeking to forge its new identity. The scientific culture of the town is a little known feature of this process, and yet it offers important insights into the economic planning and the cultural policy of those years. These features are also at the basis of today's roman scientific museums. In 1873, on the occasion of the celebration of the fourth centenary of Copernicus' birth, it was proposed to establish a Museo Astronomico e Copernicano. The original proposal for a museum devoted to collecting documents and memorabilia of Copernicus' italian period, soon became the project for a more ambitious Museum.

Globally speaking, Asian countries, especially East Asian countries, are facing acute national depopulation situation and severe rural shrinkage development. Based on the continuous surveys of town and village development in Japan, South Korea, and China, this study aims to provide an overview of social policies that have been implemented in the past or more recently in these three countries in response to rural shrinkage, and to outline the core philosophy of these practices to cope with the repercussions. In this paper, we analyze the overall process of rural depopulation and the present features of town and village development in three countries. We subsequently present the social policies over the last few decades and summarize them into four major groups. Furthermore, we highlight that the focus of social policies is not to seek possible ways to reestablish growth but to provide positive support and effective reform to adjust and satisfy the changing needs of towns and villages under the circumstances of shrinking development, including the optimization of public resource allocation, exploring institutional innovation to valorize abandoned assets, and developing endogenous potentials for future sustainable development. Qualitative methods from a combination of literature review, policy review, and field surveys have mainly been adopted in this research. The study of East Asian practices may be instructive for other Asia-Pacific countries, as well as European countries that have been experiencing or will eventually face the challenges of rural shrinkage.

This article examines how Väestöliitto, the Finnish Population and Family Welfare League, developed into a housing policy expert during the 1940s and 1950s. Through frame analysis, I outline how Väestöliitto constructed urbanisation and ‘barrack cities’, i.e. an urban, tenement-based environment, as a social problem and how, respectively, it framed ‘garden cities’ as a solution. In the 1940s, Väestöliitto promoted a national body for centralised housing policy and national planning. When the ARAVA laws (1949) turned out to be a mere financing system, Väestöliitto harnessed its expertise into more concrete action. In 1951, together with five other NGOs, Väestöliitto founded the Housing Foundation and embarked on a project for constructing a model city. This garden city became the residential suburb Tapiola. This marked a paradigm shift in Finnish town planning and housing policy, which had until then lacked a holistic and systematic approach. Along the 1940s–1950s, Väestöliitto thus constructed and developed its expertise from an influential interest organisation to a concrete housing policy actor.

This paper looks at Joseph Chamberlain's Birmingham and claims that George Dawson's famous ‘civic gospel’ which laid the ground for the municipal reforms was permeated by a consensus view of the moral and civic role of art. It suggests that it was this combination of philosophy in action through art which created the special Birmingham context for a vibrant civic culture which led to the political and artistic achievements of the 1870s and 1880s. For a few brief years, this combination enabled Birmingham to stand above other British cities and lay claim to the titles of ‘the best-governed city in the world’ and ‘perhaps the most artistic town in England’.

We contemplate Deleuze and Guattari's discussion of in/compossibility through engagement with practices of spatial planning and development at the urban fringe in Australia. In such sites of ecosystem transformation, the presence of wildlife, such as mosquitoes, is often deemed incompossible with felicitous human habitation. We suggest that regarding worlds like those of mosquitoes and humans as divergent, rather than incompossible, opens up opportunities for inclusive disjunctive syntheses which affirm the disjoined terms without excluding one from the other. Relating inclusive disjunction to intensive milieu, we call for development of a more milieu-based approach to planning to facilitate more-than-human coexistence differently.

L'usage abondant et varié d'images biologiques apporte une commodité épistémologique mais aussi bien des confusions. Les idées d'évolution et d'organisme induisent chez les urbanistes des représentations de la mémoire et de l'histoire urbaine qui stimulent le débat et qui font apparaître la difficulté de poser de façon certaine les lois de l'urbain. L'idée de loi, rapprochée du temps et du vivant, permet de toucher une des ambiguïtés majeures des discours : le passage de la loi de développement et de fonctionnement urbains, qu'on considère comme naturelle, à la loi normative ou prescriptive. C'est dans la conception du temps politique urbain que se nouent ces problèmes. Et le récit de la ville, rédigé ou implicite, est l'objet où se lisent le mieux les enjeux du débat. French town planning, born at the beginning of the 20th century, seeks scientific bases and a method. The abundant and varied use of biological images brings epistemological convenience but also confusions. The ideas of evolution and organism induce in town planners representations of memory and urban history which stimulate debate and which reveal the difficulty of laying down the laws of the urban with certainty. The idea of law, approximated to time and the life, makes it possible to touch one of the major ambiguities of discourse : the passage from the law of urban development and functioning, which is considered to be natural, to normative or prescriptive law. It is in the conception of urban political time that these problems arise. And the narrative of the city, written or implicit, is the object where the issues of the debate are best read. We study here the texts of town planners by making them dialogue with each other, and by referring to the philosophers, to whom town planners sometimes refer, in order to clarify as much as possible the representations of time and of life which govern the elaboration of the the knowledge and know-how of the town planner from the 1900s to the 1970s

Cette thèse propose d'explorer les textes que Henri Lefebvre (1901-1991) a consacré à un projet de connaissance des rythmes, une « rythmanalyse », terme qu'il emprunte à Gaston Bachelard, pour contribuer à ce que nous appelons une poétique urbaine. Henri Lefebvre a laissé une œuvre fondatrice dans les études urbaines contemporaines en théorisant l'avènement de la société urbaine moderne et en produisant une théorie critique de l'urbanisme et des espaces et des temps sociaux qui en résultent. Nous montrons que la théorie critique est solidaire d'une poétique issue du romantisme révolutionnaire de l'auteur, qu'il développe au contact de pratiques artistiques, notamment celles de l'Internationale Situationniste. À l'encontre de ce qu'il analyse comme le processus d'abstraction de l'espace et du temps urbain, la rythmanalyse fait partie de la quête d'un espace-temps approprié à même de métamorphoser la société urbaine et de restituer le corps total, afin que l'urbain devienne l’œuvre de l'homme. Lefebvre ne propose pas seulement une méthodologie qualitative d'observation des rythmes, mais une expérimentation rythmanalytique, dont nous pouvons imaginer la pratique sous la forme de l'utopie expérimentale. La rythmanalyse fournit ainsi les idées directrices d'une poétique appliquée, à même de créer des formes, des textures et des styles pour l'habiter urbain. Cette poétique urbaine, à la fois création et connaissance, procède par des pratiques expérimentales et restitue le jeu rythmique qui enrichit l'expérience esthétique de l'espace et du temps urbain
This thesis proposes to explore the texts that Henri Lefebvre (1901-1991) devoted to his project of understanding rhythms, his « rhythmanalysis », a term borrowed from Gaston Bachelard, to contribute to what we call an urban poetics. Henri Lefebvre has produced fundamental work in contemporary urban studies in both his theorization of the advent of modern urban society, and his elaboration of a critical theory of urban planning with its resultant social spaces and temporalities. We show that this critical theory unfolds in line with his construction of a poetics, which is inspired by the revolutionary romanticism that the author developed through his contact with artistic practices, especially those of the Situationnist International. Against his analysis of abstraction as an inherent process of urban space and time, his rhythmanalysis contributes to the creation of an appropriate space-time, with its ability to transform urban society and reconfigure the Total body so that what is urban can be instead considered a work of art. Lefebvre provides not only a qualitative methodology for the observation of rhythms, but also the outline of a rhythmanalytic experimentation, which can be associated with the practices of an experimental utopia. Rhythmanalysis offers guidelines for an applied poetics; it goes as far as creating forms, textures and styles for urban living. This urban poetics, simultaneously a creative act and one steeped in knowledge, proceeds through experimentation and restores the rhythmic game that enriches our aesthetic experience of urban space and time

"Prehistoric Town Planning in Crete" was published in 1950 by Richard Hutchinson. He determined there was no evidence of town planning on Minoan Crete except for two instances. Hutchinson's approach compared the layout of the few excavated Minoan towns to other contemporary sites, such as Kahun, Egypt and Harrappa, India. These towns were laid out in grid-like squares, on flat, level ground. Compared to these sites the settlements on Crete appeared as an amalgamation of disorganized, organic growth. More than half a century has elapsed between Hutchinson's article and this study. Within that time many more Minoan sites and towns have been excavated and published. This greater corpus offers an opportunity to examine Minoan town planning with a new eye. This greater number of excavated Minoan towns allows for a study of town planning by comparing Minoan communities to one another. When an investigation is done comparing sites within Crete only, a pattern starts to emerge. To accomplish this analysis nine elements of Minoan town planning are defined, examined at individual sites, and compared among settlements. These nine elements are: 1. A street system adhering to the natural contours of the land 2. Buildings arranged in irregular, attached blocks defined by the street system 3. A large plateia or centrally located community court easily accessible from all parts of the town 4. Other open public spaces throughout the settlement 5. An elite building near the plateia 6. Public buildings in which there is no habitation 7. Semi-public buildings 8. Built fortifications 9. Extramural dependencies, which are structural features or natural areas outside the borders of the town proper but are an integral part of the community This comparison elucidates a very specific and existing type of Minoan town planning. It began at least as early as Early Minoan II and reached its apogee in Late Minoan I. What at first glance looks random, is not. Minoan towns were laid out within the constraints of the local landscape and with the desired aesthetic. The result was a lifestyle in LM I far beyond subsistence living.

Le diagnostic de Rem Koolhaas sur les métropoles actuelles montre une ville générique, sans fin, sans identité, sans passé, sans rues, la seule activité qui reste est le shopping et la condition « in-transit » devient universelle. À cette analyse manque une partie très importante, la condition biopolitique de la métropole, qui expliquerait plusieurs des caractéristiques de ce Junkspace, comme le fait qu’il contient la possibilité de résistance face au générique.

À la lumière de ce constat et suivant les directions de pensée que Gilles Deleuze et Félix Guattari ouvrent dans Mille Plateaux, cette thèse propose d’identifier les intervalles témoignant de la dimension biopolitique du Junkspace au travers d’une mobilisation de la théorie des agencements comme hypothèse pour la théorie architecturale et urbaine. Le postulat général est que ces intervalles seraient des territoires entre-deux qui fonctionneraient comme des laboratoires d’agencements témoignant d’une pratique architecturale politique redéfinissant le rôle même de l’architecte.

Trois axes de recherche sont déployés. Le premier interroge la pertinence d’une pensée architecturale en termes d’agencements dans le contexte des transformations actuelles des territoires. À la suite d’un croisement avec la pensée de Deleuze et Guattari l’architecture se comprend dans son processus d’agencement et réagencement. Le second axe interroge la dimension biopolitique du Junkspace identifiant les points critiques de ses agencements et évaluant le paradoxe de l’entre-deux. Le troisième axe met à l’épreuve le potentiel des territoires entre-deux de créer des opportunités pour de nouvelles configurations spatiales.

Rem Koolhaas’s diagnostic of the modern metropolis shows a generic city with no end, no identity, no past, no streets where the only activity remaining is shopping and the « in-transit » condition is becoming universal. An important part is missing from this analysis: the biopolitical condition of the metropolis, that could explain a number of Junkspace’s characteristics, like the fact that it contains the possibility to resist the generic condition.

In the light of this review and in accordance with the philosophical directions that Gilles Deleuze and Félix Guattari draw in A Thousand Plateaus, this research intends to identify the intervals witnessing the biopolitical dimension of Junkspace by rallying the assemblage theory as hypothesis for the architectural and urban theory. The general postulate is that these intervals are in-between territories functioning as laboratories of assemblages that show a political and resistant architectural practice redefining the very part of the architect.

Three lines of research are deployed. The first one questions the relevance of an architectural assemblage thinking in the context of the current territorial transformations. Operating a crossing with Deleuze and Guattari’s thought, architecture is understood as a process of assembling and re-assembling. The second line of research is questioning the biopolitical dimension of Junkspace identifying the critical points of its assemblages and evaluating the in-between paradox. The third research line is testing the in-between territories potential to create opportunities for new spatial configurations.

This creative project has provided an example of a community participatory planning process in a small town setting. In this study the process specified by The Small Town Planning Handbook by Daniels, Keller And Lapping (1988) was compared to and supplemented by other contemporary small town and general planning literature. The specified process was designed to be a self help means for a small town to plan and subsequently compile an abbreviated town plan ("Miniplan"). The process was then applied to the Town of Lynn, Indiana as a case study. This study includes discussion and analysis of the study process as it occurred and resulted in several lessons learned. The most significant conclusion is that small towns cannot entirely plan on a self help basis. A visiting planner (eg. circuit rider or consultant) or a trained facilitator is necessary to guide the process. The resulting town planning study document (plan) is appended to this study for reference.

Similarly, in 1841 Joseph Paxton designed a glass conservatory at Chatsworth for the tropical Victoria regia water lily, which literally referenced the lily pad veins as structural system. This preoccupation with nature as a design generator continues in the 20th century with digital tools that derive architectural form using biomimicry, in the work of R & Sie. All these projects are based on a dialectic relationship between architecture and nature, where the particular model of nature is translated into form. This relationship in landscape architecture is discussed through the idea of the biomorphic. Applied as a guiding principle to investigate vegetation and plant form in the 17th Century Company’s Gardens arguing that the generation of the biomorphic can be adjusted to serve as a mechanism to understand plant form in terms of effect.

Making the most of daylight in town planning is one of the important ingredients in the attempts for the sustainable city. Exactly 150 years ago Ildefons Cerdà presented his great work “Teoría General de la Urbanización” including methods for taking care of sunlight. However, with modern software, the possibilities to do comprehensive preparations are much better. This paper presents an urban typology considering daylight with basic geometric forms, shapes and patterns. Later this will be elaborated more in detail. The research includes three steps; choosing typical alternatives for settlements and designing some new principle urban solutions, calculations and evaluations of the alternatives considering especially energy saving. The quality and the quantity of daylight are dependent of the geometry of the urban spaces. That means the volumes for the buildings as well as the empty spaces in between. The accessibility for diffuse daylight from the sky and for direct rays from the sun is measurable by computer calculations where the sun angles and the skylight from the hemisphere are simulated. Relevant parameters are height, width and length. In a settlement with a high urban density it is more difficult to distribute daylight than in a settlement with low density. However the economy for exploitations is also worse with lower density. Therefore the comparisons between different settlements are with the same density. The orientation of the settlements according to the compass is of crucial importance looking to the direct sunlight and the shadows. TMG’s Urban Food Futures programme closes its scoping phase with a series of reports summarising the main insights lying the foundation for the next phase of action research. This working paper, written in collaboration with partners African Centre for Cities (ACC), FACT and Muungano AMT, argues that for the progressive realization of the right to food in urban settings, food sensitive planning and urban design must be integrated into urban governance actions. Findings from Ouagadougou, Nairobi, and Cape Town indicate the necessary steps that need to be taken toward more food-sensitive planning: clearly defining the mandate to govern urban food systems by national and local governments; drawing from community knowledge and experience for strategic thinking around food systems, and politicising urban food system issues to create the momentum needed in holding relevant authorities accountable.

Has remote work post-pandemic expanded the influence of Nordic capitals on surrounding towns? Through case studies in five Nordic towns, the report focused on how remote work opportunities influence small-town attractiveness, population retention, and planning strategies. It explores the effects on populations, urban-rural landscapes, and planning needs. The findings reveal a shift in population dynamics, with people moving from capitals to smaller towns, leveraging remote work's flexibility. This shift presents opportunities and challenges for regional development, highlighting the need for further research to navigate the complexities of remote work's long-term implications. Despite remote work becoming common, the study found little proof that remote work opportunities have made these towns more attractive. Remote or hybrid work can attract new populations and highly qualified personnel, enhancing towns' attractiveness without necessarily increasing the population. Ongoing research is needed to fully understand remote work's potential and inform policy and planning to attract new residents and visitors.

Under rapid urbanization that took place from around 1960 to 1990, the Republic of Korea has been facing various urban problems such as the expansion of urban slum, traffic congestion and environmental pollution. Among the various responses to these challenges, New Town development can be regarded as one of the most successful and effective strategies, which hasover 50 years of development history in five phases. Korea's New Towns were developed with three main purposes according to the periodic needs: industry support, housing supply, and nationwide balanced development. Phase I New Towns (1962-81) responded to the country's need for industry promotion. Phase II (1967-86), Phase III (1989-95) and Phase IV (2001-present) New Towns were built in response to the severe lack of housing emerged due to over-concentration in the capital and later its metropolitan area, by providing large-scale housing inside Seoul, in the outer ring of Seoul, and in the Capital Area respectively over time. Finally, the most recent Phase V New Towns (2005-present) provided response to the issue of equitable and balanced development across the country. These development yielded outcomes such as housing market stabilization, improvement of housing condition, securement of public and green spaces, economic effect on related industries, and expansion of urban infrastructure. The paper suggests three success factors of Korea's New Town development. First is feasible planning and concrete implementation strategies that enabled the implementing organizations to overcome conflicts and carry on with the project until completion. The second factor is institutional driving force and legal support which involved establishing a dedicated bureau, defining clear organizational structure and stakeholder roles, and providing timely Acts to support the land acquisition and construction. The third success factor is reasonable land acquisition methodologies which evolved over time from Land Readjustment to Publically Management Development. This paper also presents Sustainable New own Design Criteria as an important implication for the LAC to consider, which includes social, economic and environmental sustainability that pursue outcomes such as social inclusion, self-sufficiency, connectivity, green space and smart resource management. Exchanging these experience of Korea and promoting mutual cooperation would be highly valuable for the cities in LAC to minimize the trial and error and maximize the success factors experienced by Korea as an attempt to relieve the challenges of rapid urbanization they are faced with at present. In this regard, it is anticipated that Korea can actively share its accumulated New Town experience and knowledge and act as one of the promising development partners of the countries in LAC.
