Abstract People with intellectual and developmental disabilities (IDD) often rely on long-term services and supports (LTSS) to live and work in the community or with their families. As policy reforms continue, it is important that we have research goals to guide the field. In August 2015, an expert panel met to discuss the future of LTSS for people with IDD and reached consensus that future work should ensure adequate funding and quality standards are in place, especially with the growth of managed long-term services and supports (MLTSS) programs, the increasing variety of Medicaid funding authorities used to finance supports for people with IDD, the changes in public policy regarding LTSS, and the application of behavioral supports, particularly positive behavior support (PBS).

Medicaid, the federal-state financed program that assists people to gain access to health services when they cannot afford them, has been inthe news of late. Unfortunately the news is disquieting for people who count on this program for health care and rehabilitation services. Change is not always the friend of vulnerable people, and in this instance, it can be downright disruptive when it comes to accessing services. Because they are not well organized, people with Medicaid coverage do not have political clout, even though more people are covered by Medicaid than Medicare (e.g., the public insurance program for almost all people over the age of 65 and some people with disabilities). New Bush administration proposals and ongoing practices could be particularly harsh for people with disabilities.

Abstract Older adults and people with disabilities have high needs for Long-Term Services and Supports (LTSS). Disability status, financial difficulties, and health and well-being are likely not uniformly experienced by all people with LTSS needs. Subgroups of older adults and people with disabilities, such as racial/ethnic minorities, may be at significant risk of experiencing financial difficulties and stress about making ends meet. This study used the first cycle of data (2019-2020) from the California Long-Term Services and Supports (CA-LTSS) survey, merged with select data from the California Health Interview Survey (CHIS) (N = 2,030). Multivariate Regressions and Conditional Process Analysis (CPA) were applied to test the hypothesized relationships. Findings show that black/African American and Asian participants with LTSS needs were more likely to have cognitive impairments. Black/African American participants with LTSS needs were more likely to report difficulties in activities of daily living. Racial/ethnic minorities with LTSS needs experienced diverse and more financial difficulties on average than their white counterparts. Asian participants with LTSS needs reported worse psychological distress than other racial/ethnic groups. American Indians and Alaska Natives with cognitive impairments were more likely to have more financial difficulties, and those with difficulty in instrumental activities of daily living were more likely to report worse self-rated health. This study moves beyond the typical white/black disparities analyses and focuses on diverse racial/ethnic groups. We need to address the financial needs of various racial/ethnic groups of people with LTSS needs and target policies and service programs to meet their mental health needs.

China has a large population with disabilities. In China, there may be varieties of barriers for disabled users to access library resources and services. Joint libraries are a new type of libraries constructed by local government and one or more colleges (universities), playing a dual role as both academic library and public library. Therefore, the users of joint libraries include not only college students and teachers, but also other people from all walks of life. Undoubtedly, the resources and services of these joint libraries must be provided for all kinds of users. Since 1997, more than ten joint libraries have been constructed and opened in China. In this article, we first briefly discussed the causes for the barriers to users with disabilities in libraries. Second, taking joint libraries as a case, we focused on the services to remove barriers and to ensure information equity for disabled people. Provision of equal services for disadvantaged groups is an essential indicator of joint libraries. The present article may provide recommendations for the future sustainable development of joint libraries in China and other developing counties.

The research defines financial inclusion as the process of making sure vulnerable groups, like low-income individuals and the less privileged, have access to financial services and reasonable credit when they need it, at an affordable cost. This study focused on enhancing financial inclusion and socio-economic empowerment among individuals with disabilities in the Rwanda Union of the Blind. Using a descriptive and correlation research design, the researcher employed two primary data collection methods: questionnaires and interviews with structured questions for the respondents. The study involved 2400 members of the Rwanda Union of the Blind, with a sample size of 96 visually impaired individuals selected using the Yamane formula. Both quantitative and qualitative methods were used for data analysis, with Pearson’s correlation coefficient used to establish relationships between variables. The study's findings highlighted a 43% positive impact of financial inclusion on the socio-economic empowerment of people with visual impairment. Some respondents, particularly those who accessed loans from banks, acknowledged that financial services enabled them to excel in economic activities. Nevertheless, most respondents faced challenges due to discrimination and the absence of collateral, especially among disabled youth, hindering their access to finance. To achieve full financial inclusion, the study recommended that Microfinance Institutions or Banks should ensure equal opportunities and access to credit and financial services for individuals with disabilities. This can be achieved by providing information in formats accessible to them and making service points physically accessible. The government should promote awareness and involvement of visually impaired individuals in incomegenerating activities. Additionally, it was suggested that people with visual impairment should be encouraged to confidently apply for financial services. The aim of the article is to assess the significance (importance) and level of inconvenience of selected attributes of tourist services provided at particular stages of the supply chain in tourism (information, accommodation, transport, organization and intermediation) in relation to people with various types and degrees of disability. The survey conducted among the disabled helped to identify quality gaps in the provision of tourism services, taking into account their complementarity and accessibility at every stage of delivery. The method of Importance-Performance Analysis (IPA) and basic measures of descriptive statistics were used to analyze empirical data. The study will help to indicate to what extent the tourist experience of a disabled person and the type of disability affect the assessment of the significance (importance) and inconvenience of selected attributes of tourist services. The results of the research can be used by entrepreneurs to analyze the quality and reliability of services provided by their partners and the behavior and needs of the disabled in tourism. They will also be useful for local and regional authorities responsible for ensuring the competitiveness and inclusiveness of tourism regions.

Introduction: Rehabilitation services aim to optimise individuals’ functioning and reduce disability. However, people with disabilities, who represent a key population of users of rehabilitation services, continue to have unmet needs for rehabilitation services that include the provision of assistive devices. This paper examines the availability and accessibility of rehabilitation services in a rural district of South Africa in order to explore why unmet needs for rehabilitation services persist. Methods: All nine district hospitals in a rural district of South Africa were included in the study. Rehabilitation services capacity was assessed by examining the available assistive devices, consumables and human resources at the level of the health facility. Data collection was conducted using the Global Co-operative Assistive Technology [GATE] Assistive Products List, AT2030’s ATScale priority list and the South African National Catalogue of Commodities for Primary Health Care Facilities. Descriptive statistics were then used for the analysis. For the qualitative component, semi-structured interviews were conducted with adults with physical disabilities at household level to explore barriers to accessing assistive device inclusive rehabilitation services and the consequences thereof in the same rural district. An interview guide based on the WHO health system building blocks was used. Thematic content analysis guided the analysis of the interview transcripts. Findings: The findings of the research demonstrate that rehabilitation service capacity in the district was constrained as a result of low availability of assistive devices [2–22%] and consumables [2–47%], as well as, possibly, a shortage of rehabilitation providers [n = 30] with an unequal distribution across health facilities [n = 9]. In addition, people with physical disabilities reported poor referral pathways, financial constraints, transport and road consideration and equipment unavailability as barriers to accessing rehabilitation services. Moreover, these barriers to access predisposed individuals to finance-, health- and person-related harm. Conclusion: Rehabilitation service availability is constrained by a lack of service capacity in rural South Africa. In addition, the rehabilitation services in district hospitals are not adequately accessible because of existing barriers to enable key populations to achieve optimised functioning.

Taxes are a source of state revenue used to finance government spending and development. One of the taxes that the government imposes on its people is income tax including income from dissability. Referring to the large number of persons with disabilities in Indonesia, indeed there should be no difference in the treatment of the fulfillment of rights between normal people and disabilities. Philosophically and constitutionally, based on Pancasila and the 1945 Constitution, every citizen has a chance which is equally good in terms of work, accessing public facilities, get a decent life and livelihood, and so on. This is emphasized for the fulfillment of the rights of disabilities. Innovation of online accessibility for public services is one solution for disabilities taxpayers in Indonesia. The presence of efilling intended for makes disability taxpayers easier to participate in carrying out their tax obligations as citizens, but there is contrast in the field often taxpayers with special needs have not felt much benefit from the existence of this technology, for this reason the researcher decides to examine whether e-filling can affect the increase in taxpayer knowledge among disabilities, 85 samples taken from disabilities SMes in Bandung West Java, The data is processed using the partial least square method and using a quantitative approach, result shown as much as 58.47% the existence of e-Filling enchance the tax knowledge of persons with disabilities and non significance impact the tax compliance, they argue that all it needs is advanced technology on a disability-friendly website..

A literature review examines how mental health difficulties may differ for people with learning disabilities (PwLD) and the general population; with respect to their vulnerability to mental ill-health and the definition, presentation and treatment of mental health problems. Factors which have been found to positively impact on the mental health of PwLD are then explored. The review considers methodological limitations and gaps in our understanding, highlighting a need for further research focusing on mental health recovery for individuals with learning disabilities. Section B presents a study exploring what recovery means for people with learning disabilities and mental health difficulties. Interviews were conducted with nine individuals and Interpretative Phenomenological Analysis used. A model was developed which described participants’ entry to the therapeutic service and their progression towards recovery. The model firstly describes how participants felt entering the service, their Mental Health/Therapy Experience, and explains how these experiences were validated and the recovery process enabled through the therapeutic alliance. Once enabled, the second dimension of the model is detailed, that of the Client Recovery Experience which extends across three phases of recovery. The first phase, Feeling Better describes elements perceived as integral to improved mental health. The second phase, Recovery Ongoing identifies that more input is required. Thirdly, Attainability?: Reality, Ideals and Fantasy, reveals PwLD’s perceptions of recovery and the techniques used in striving to achieve this. Salient features of recovery specific to PwLD are recognised as important to clinical practice, and results suggest there is a need to openly discuss LD identity, and address idealisations surrounding a non-LD one. This would involve setting realistic goals and managing expectations accordingly and focussing on social integration as a way of enabling ongoing recovery.

Particularly the past two decades have witnessed the integration of people with disabilities into mainstream society. This is one of the top political issues in many countries. For a long time disabled people have been excluded from mainstream education, employment and various community activities on the grounds of individual disabilities. As a result many of them have been left unproductive and dependent. That society to some extent has a negative attitude towards disabled people cannot be disputed. Until recently all attention to disabled people had focussed on their physical wellbeing rather than on how to integrate them effectively into mainstream society. This negative attitude coupled with less integration has in many respects prevented disabled people from developing their potential and using their ability to live an independent life. In this respect library services for disabled people are regarded as part of the integration of disabled people into mainstream society. Especially public libraries can be seen as the most important institutes for the integration of disabled people into society. The purpose of this research is to identify current problems faced by mainstream libraries for the provision of library services for disabled people and also to present practical solutions that are appropriate to the Korean situation. Although the study covers other disabilities such as hearing and mobility impairment, it is mainly concerned with visual impairment. Visually impaired people are the most disadvantaged in libraries because they are unable to read printed materials.For purpose of data collection, the study relied on literature review, observation and interview. The study is organised into three parts. The first part outlines the background information about the integration of disabled people, the characteristics and difficulties of disabled people, and the development of library services for disabled people from earliest time to the present. The second part presents the findings of research in the areas of physical, technological and human factors. The last part proposes solutions to problems and draws conclusions. The emphasis throughout the study is to create awareness among library professionals in Korea about the need of library services for disabled people in mainstream libraries.

Prior research examining persons with intellectual disabilities who have committed criminal offenses has focused primarily on correctional populations, or those who reside in secure forensic settings in the United Kingdom and Australia. This study describes 235 persons with intellectual, developmental, and cognitive disabilities who reside in a secure forensic psychiatric hospital in the Midwestern United States. Participants were further divided into groups of persons with pervasive developmental disorders (n = 35), fetal alcohol syndrome (n = 18), traumatic brain injuries (n = 52), or IQ scores falling within the range of moderate (n = 20) or mild (n = 55) mental retardation or borderline intellectual functioning (n = 55). These participants presented with significant histories of childhood maltreatment and adversity, serious psychiatric impairment, criminal histories marked by multiple arrests and serious violent behavior, and frequent histories of institutionalization and out-of-home placement. Their adaptive functioning within the community was characterized by limited histories of normative intimate relationships; sporadic, unskilled employment; and difficulties with maintaining residential and psychiatric stability. Important commonalities and future research needs are discussed. Important differences and similarities between groups are discussed and compared with other available literature.

Purpose – The aim of the article is to assess the significance and level of inconvenience of selected attributes of tourist services provided for people with various types of social exclusion, the disability among them. It may be helpful for understanding the possibility of separating customer groups and seeing their needs at particular stages of the supply chain in tourism (information, accommodation, transport, organization and intermediation). Methodology – The survey was conducted among disabled and seniors helped to identify quality gaps in the provision of tourism services, taking into account their complementarity and accessibility at every stage of the delivery. The empirical data were obtained as a result of a survey conducted with the use of the CAPI (Computer-Assisted Personal Interview) method among persons with disabilities (n=610). The survey aimed to acquire respondents’ opinions on the significance (importance) and individual inconvenience to the respondent of a number of services related to a tourism trip. The method of Importance-Performance Analysis (I.P.A) and basic measures of descriptive statistics were used to analyze empirical data. Findings – The survey results show how much the expectations of people with disabilities differ from the stereotyped perception of both the community itself and barriers to information services and participation in the tourism market. The important gap related to the widespread use of modern information technologies in tourism services was particularly highlighted. The results of the study will help to indicate to what extent the tourist experience of a disabled person and seniors affect the assessment of the significance and inconvenience of selected attributes of tourist services. It can point out stereotyped perception of restrictions and expectations. Contribution – The results of the author’s original research are mostly of practical and social character. They can be used by entrepreneurs to analyze the quality and reliability of services provided by their partners and the behavior and needs of the disabled people and seniors in tourism. They will also be useful for local and regional authorities responsible for ensuring the competitiveness and inclusiveness of tourism regions.

EU is promoting social innovation - the European Disability Strategy is part European Pillars of Social Rights. It is estimated that more than 80 million Europeans with disabilities are in need of special services. People with disabilities experience a lot challenges that arise from socializing, so that they cannot fully enjoy their life's. Innovating or anticipating disability-related social innovations can contribute to product and services for disabled people, but also to eliminate social barrier and to integrate them into society. The aim is to analyse the ways for implementation of social innovation which is bringing maximum value of life for people with disabilities. We expect that factor values affecting people with disabilities may vary since we have different regional infrastructure, social support and services. This literature review study sheds researches social inclusion among people with disabilities. Results: We investigated main domains and factors representing main values for people with disabilities. Findings from this study indicate that people with disabilities may feel deep depression and anxiety in response to social isolation. This study may contribute to values of perceived isolation and promote social barrier elimination. Conclusion: The social tasks associated with regional disability-oriented infrastructure as support require attention in literature. Offering social innovation and assessing current level of needs in regions to people with disabilities will significantly increase social value.

The actualization of the development of inclusive tourism is enhanced by the fact that for people with disabilities tourism is not only a means of recreation and rehabilitation, promotes the activation of motor functions and support of physical fitness, but also a source, creating an environment for full interaction and elimination of feelings of inferiority, that in turn mobilizes mental health resources and restores the psycho-emotional mood of a person, and therefore, increases the level of his/her self-esteem and self-significance. The article examines possible ways of developing inclusive tourism as a social service for people with disabilities. The state of the provision of rehabilitation services for people with disabilities to improve the level of full-quality life has been determined, and the feasibility of providing rehabilitation services through inclusive tourism among social field professionals. Recommendations for the development and implementation of inclusive tourism as a social service for people with disabilities are offered.

In what way and how can models for personalised support such as personal budgeting strengthen the implementation of the UN Convention on the Rights of Persons with Disabilities? Personal budgeting refers to a sum of money that is granted to the individual on the basis of an assessment of the need for service and calculation of a budget for this purpose. The individual can buy the service he needs for his budget. Personal budgeting is in use in social and health care in several countries. In the Nordic region, personal assistance is the main example of such solutions, but other models have also been tried and adopted in social and health care, such as systems of freedom of choice and increased opportunities for users to choose a provider. The report presents a number of personalised systems for support for people with disabilities that have been implemented in the Nordic countries and their experiences. The mapping was carried out jointly by the Nordic Welfare Center and the Finnish Institute for Health and Welfare (THL). The report will be considered when forming a proposal for a future reform of support and services for people with disabilities in Finland.

The World Health Organization and World Bank (2011) estimate that there are more than 1 billion people with disabilities in the world. To address this population’s diverse needs, the United Nations drafted their Convention on the Rights of Persons with Disabilities (CRPD) in 2006. Article 24 (Education) of the CRPD requires ratifying countries to develop an inclusive education system to address the educational needs of students with disabilities alongside their peers without disabilities. Despite substantive improvements and movement toward inclusive education, many low- and middle-income countries (LMICs) continue to struggle with accurately identifying and supporting students with disabilities, including knowing how to effectively screen, evaluate, and qualify students for additional services (Hayes, Dombrowski, Shefcyk, & Bulat, 2018a). These challenges stem from the lack of policies, practices, and qualified staff related to screening and identification. As a result, many students with less-apparent disabilities—such as children with learning disabilities—remain unidentified and do not receive the academic supports they need to succeed in school (Friend & Bursuck, 2012). This guide attempts to address the lack of appropriate, useful disability screening and identification systems and services as countries look to educate all students in inclusive settings. Specifically, this guide introduces viable options for screening and identification related to vision, hearing, and learning disabilities in inclusive classrooms in LMICs. It also provides guidance on how LMICs can transition from an assessment-center model toward a school-based identification model that better serves an inclusive education system.

Medicaid is the largest source of public health insurance in the U.S. In 2018, Medicaid provided public health insurance for 97 million low-income citizens in the U.S. including 9 million people with disabilities of all ages. In 2020, nearly one in every five people in the U.S. were ensured by Medicaid. Medicaid is important for autistic people and their family members. Yet, we know that autistic people and their families face difficulties navigating the process to enroll in Medicaid and then accessing the services Medicaid covers. While there are many publications that explain basic facts about Medicaid, and information about Medicaid for autistic individuals, few focus on the how autistic people use this public insurance or on what services Medicaid covers for children, youth, and adults on the autism spectrum. This report explores these topics using data from the Centers for Medicaid and Medicare Services (CMS) from 2008-2016.

The context of multiple crises in recent times, including the COVID-19 pandemic, the war in Ukraine, and the rising number of severe climate-related events, has once again emphasised the pressing need for emerging markets and developing countries (EMDCs) to expand their fiscal capacities. Identifying new tax revenue drivers is now a key concern for many governments and researchers worldwide. Digital financial services like mobile money services have emerged as a transformative force shaping the financial inclusion landscape in the developing world, allowing people and firms previously excluded from the traditional banking sector to access basic financial services. From its initial focus on domestic person-to person transfers, the mobile money services industry has diversified its product range considerably. The industry now offers a range of mobile solutions for bill payments, merchant payments, person-to-government transfers or international remittances, thereby facilitating the completion of daily transactions for individuals and businesses. Given this context, this paper aims to explore the potential impact of the rapid expansion of mobile money services on non-resource tax revenues in EMDCs. Summary of ICTD Working Paper 194.

COVID-19 pandemic and associated national responses have had ramifications for societies around the world, including South Africa. The marginalisation of people with disabilities is well documented in pre-COVID times, and emerging evidence suggests that the crisis has made this worse, as well as presenting new challenges for people with disabilities. This paper presents a review of published research and grey literature of relevance to the proven or anticipated socio-economic, wellbeing and human right related impacts of COVID-19 on people with disabilities in South Africa and other contexts. Its purpose is to summarise evidence to inform a study on the experiences of South Africans with disabilities during the COVID-19 pandemic and the development of an improved inclusive framework for future management of such crises in South Africa. After a brief introduction, the paper is structured around four main sections. Context is provided by considering COVID-19 and disability both globally and in Africa. Then the literature focused on Humanitarian Disaster Risk Reduction and disability inclusion is discussed. Finally the South African policy and legislation environment on disability and humanitarian action is explored. The review finds that globally there is a limited but growing body of work on COVID-19 and disability. There is a particular dearth of evidence focusing specifically on Africa. The evidence that does exist tends either to be focused on a few particular countries or form part of large global surveys. Much of the global level grey literature published early in the pandemic and subsequently anticipates exacerbated negative experiences for people with disabilities, including exclusion from services, stigma and discrimination and lack of inclusive approaches to relief and support by governments and others. Advisory materials, sometimes focussed on specific subgroups, are generally in agreement about calling for a universally inclusive and disability aware approach to pandemic mitigation across settings and sectors. The limited primary research on COVID-19 and disability is mostly focussed on high income settings and or populations with particular health concerns.

They may need more types of routine and specialty healthcare. And their overall health and mental health care tends to be more complex than people with other types of disabilities and special health care needs. This report provides indicators of health and health care for autistic persons across the lifespan. Topics covered include overall health, health services, medication, insurance, and accessing services. We need to understand health and healthcare needs across the life course to support recommendations on how to improve health and health care at critical points across a person's life. The purpose of this report is to catalogue indicators to aid in decision making to this end.

Healthy and resilient ecosystems underpin our societies and economies. Collapse of just a few ecosystem services such pollination, timber from forests and food from marine fisheries, could result in a global GDP decline of USD 2.7 trillion annually by 2030. We are not investing sufficiently in nature, resulting in an estimated nature funding gap as high as US$800 billion per year. Redirecting financial flows towards nature-positive investments and activities is critical. Multilateral Development Banks (MDBs) play an instrumental role to support a nature-positive future, aligned with the forthcoming post-2020 Global Biodiversity Framework, the G7 Climate, Energy and Environment Ministers Communiqué of May 27th, 2022, and with the Joint Statement on Nature, People, and Planet endorsed by the 10 MDBs at COP27. This Statement included an intention to work towards a joint understanding of the term 'nature positive' in the context of operations and investments and a goal to develop tools and methodologies for tracking 'nature positive' investments across MDB portfolios. This technical note is a first step towards meeting this commitment. This work presents options for defining nature-positive finance, based on definitions and principles identified in a bibliographical review drawing on global expertise and developing frameworks and taxonomies. Acknowledging the variety of institutional and ecological contexts in which MDBs operate, the report offers a menu of options to screen nature-positive activities as well as a variety of approaches to determine the nature-positive contribution to investments. Finally, the report proposes principles for tracking and reporting on these investments.
