Artikel ini merupakan hasil penelitian mengenai Kebijakan Pemerintah Kota Bima dalam Upaya Pengembangan Ekonomi Penyandang Disabilitas dari Perspektif Indeks Pembangunan Ekonomi Inklusif. Metode yang digunakan dalam penelitian ini adalah metode penelitian Hukum Normatif. Beberapa pendekatan digunakan, termasuk pendekatan Perundang-undangan, pendekatan konseptual, pendekatan filosofis, pendekatan perbandingan, dan pendekatan analitis. Kebaruan penelitian ini adalah pengungkapan kebijakan pemerintah daerah Kota Bima dalam mengembangkan ekonomi penyandang disabilitas dari perspektif indeks pembangunan ekonomi inklusif yang sebelumnya belum pernah ditemukan. Diskusi menunjukkan bahwa pemerintah daerah Kota Bima belum sepenuhnya mampu memenuhi hak-hak penyandang disabilitas di sektor pembangunan ekonomi. Indikasinya adalah masih banyak penyandang disabilitas yang tersebar di berbagai tempat dalam kondisi sulit. Dalam kehidupan sehari-hari, mereka terpaksa mengemis dan mengharap belas kasihan dari orang lain untuk memenuhi kebutuhan harian mereka. Kondisi seperti ini bertentangan dengan tujuan mencapai indeks pembangunan ekonomi inklusif di Indonesia. Kesimpulan, kebijakan pemerintah daerah Kota Bima dalam pengembangan ekonomi bagi penyandang disabilitas dapat mempengaruhi peningkatan pertumbuhan ekonomi dan kualitas sumber daya manusia, namun hal ini belum diimplementasikan secara optimal. Tidak ada kebijakan konkret dari pemerintah daerah yang dapat mendukung peningkatan kapasitas sumber daya manusia penyandang disabilitas untuk mengurangi kemiskinan dan ketidaksetaraan. Begitu pula, upaya pemerintah daerah Kota Bima dalam mengembangkan ekonomi penyandang disabilitas dari perspektif indeks pembangunan ekonomi inklusif belum diimplementasikan secara optimal. Kebijakan ekonomi yang tidak diimplementasikan secara optimal mengakibatkan kualitas hidup penyandang disabilitas lebih rendah dibandingkan dengan anggota masyarakat lainnya. This article is the result of research on Bima City Regional Government Policy in Efforts to Develop the Economy of Persons with Disabilities from the Inclusive Economic Development Index Perspective. The method used in this research is the Normative Law research method. With several approaches used, including approximation Legislation, conceptual approach, philosophical approach, comparative approach, and analytical approach. The novelty of this research is the revelation of the Bima City regional government's policy in developing the economy of people with disabilities from an inclusive economic development index perspective that has never been found before. The discussion shows that the regional government of the city of Bima has not been fully able to fulfill the rights of persons with disabilities in the economic development sector. The indications are that there are still quite a lot of people with disabilities scattered in various places in dire conditions. In their daily lives they are forced to beg and expect mercy from others to fulfill their daily needs. Conditions like this are contrary to the goal of achieving an inclusive economic development index in Indonesia. Conclusion, local government policy Bima City in its economic development for people with disabilities can influence increased economic growth and the quality of human resources, however this has not been implemented optimally. There are no concrete policies from the regional government that can support increasing the capacity of human resources for people with disabilities to reduce poverty and inequality. Likewise, the Bima City regional government's efforts to develop the economy of people with disabilities from the perspective of the inclusive economic development index have not been implemented optimally. Economic policies that are not implemented optimally result in a lower quality of life for people with disabilities compared to other members of society.

SummaryThis article examines the effects of UK welfare reform since 2008 on people with mental health conditions and disabilities. The results have been profound, particularly during a time of economic austerity, damaging the social safety net and pushing many vulnerable people into poverty and hardship. It has perpetuated inequalities and increased the social exclusion of disabled groups. The holes in the safety net require repair, alongside extensive social policy reform to both protect and empower people with disabilities and long-term conditions.

The evolution of the concept of human capital from the beginning of political economic teachings to the present day is revealed. the elements of human capital and their definition by various scientists under the influence of change and transformation of economic and social relations are indicated. It is indicated that in the conditions of transition from industrial to post-industrial economy, the role of social factors of production has significantly increased. It was this that gradually gave rise to the development of the theoretical foundations of intangible forms of capital, among which human, intellectual, and social capital began to occupy a special place. The importance and, at the same time, lack of a solution to the problem of personality marketing in the economic culture of modern Ukraine is determined. The dilemma of assigning human capital to intellectual (intangible) and to material, i.e., that is the source of income and the formation of expenditure items of an individual or the company in which he works, is described. It is also emphasized the complete absence of the concept of marketing and employment management, professional growth of an individual, the so-called personal marketing, because these concepts are currently applied either to an individual political figure or to very public persons in the field of business, acting, and art. The problem of employment of people with congenital disabilities is described. Their classification and employment opportunities are disclosed. Their social significance in the system of forming economic relations, building connections at the macro-level and at the micro-level is highlighted. The combination of the institute of human development with the capabilities of people with special needs, who should develop and form the added national product, participate in its growth and distribution, is described. Regarding the professional marketing of an individual, and even more so, an individual with disabilities, there are no studies.

Disability is a complex multidimensional condition and poses a number of challenges for measurement. This study seeks to identify the issues and challenges on disabilities management and socio economic and demographic aspects of person with disability. Similarly, this study has also explored the health problems and economic opportunities of disable people of Bhaktapur district. This study is based in Bhaktapur district and concentrate to person with disability. Primary data was collected from the field study through sourcing at study side. Sampling procedure is Census and quantitative nature of data was collected through questionnaire and interviews tools. Conclusion of this study is disabling people are living with low socio economic and poor health condition. Descriptive research design was used in this study. In the study side just 97 persons with disability are recorded at the study time. Among 97 respondents nearly 15% are involved in service. Only 36.84% are literate and 97.89% of the respondents get treatment received against disability. 63.16% of the respondents are not participating in social activities because of disability. Out of 97 respondents, 35(46.06%) are not engaging in economic activities Findings of this study is that, they are denied access to essential services. People with disabilities are greater risk of being neglected and excluded from their family. It is imperative for the government to ensure access to education and healthcare services for all citizens. Additionally, the government should adapt policies to ensure equal opportunities for the disabled in economic participation, thereby improving their socio-economic status.

This survey takes some rural residents in Linxi Town and Jingzhou Township, Jixi County, Anhui Province as the research objects, with the aim of understanding the most authentic survival status of rural elderly disabled people. The self-made "Rural Elderly Disabled Person Survival Status and Support Needs Survey Questionnaire" is used to explore the survival status and support needs of rural elderly disabled people. Through investigation, it was found that the survival status of elderly disabled people in rural areas is still poor, with problems such as poor economic and living conditions, difficult travel, insufficient medical resources, employment difficulties, low education level, and small social circles. In order to improve the survival status of elderly people with disabilities in rural areas, it is necessary to mobilize social forces, provide strong economic support, establish and improve accessible facilities, meet the travel needs of elderly people with disabilities in rural areas through various means, safeguard their right to education, improve the special education system, reduce employment discrimination, promote supportive employment for people with disabilities, improve rural grassroots medical care, ensure that elderly people with disabilities in rural areas have access to medical treatment, and coordinate various departments, Develop community-based services.

The article is devoted to the analysis of the socio-economic reasons for the disability of the population in modern society, the substantiation of the basic terms and concepts that reveal the essence of the theoretical, methodological and substantive foundations of the concept of “disabled”. It examines the main reasons for the emergence and spread of disability as a social phenomenon. An important point of the article is a section describing the socio-economic barriers faced by people with disabilities in modern socio-economic conditions and associated with a lack of understanding on the part of the relevant government agencies of the need to show genuine concern for the intellectual, economic and emotional development of disabled people. At the present stage of development of the social structure, despite the presence of a sufficient number of regulatory and legal sources, as well as research on the problem of the rights of persons with disabilities, there is a tendency that many of them do not know their rights, in particular of a socio-economic nature. Consequently, the problem of studying the socio-economic reasons for the disability of the population in the conditions of modern society is very topical, since disabled people of all categories must know their rights, and the relevant social service bodies must fully guarantee the observance of the socio-economic rights of disabled people.

One of the key aspects of the humanitarian policy of the modern country is inclusive education, which today is gradually entering the Ukrainian educational environment, so the problem of professional socialization of people with disabilities in the socio-cultural and socio-economic environment is extremely relevant. Target setting. Professional socialization of persons with disabilities is an extremely important task of society for the real provision of the right to affordable and quality education in order to implement their life plans for further employment. Actual scientific researches and issues analysis. Well-known scientists have made a significant contribution to the study of economic and professional socialization: V. Andriіenko, O. Vasylyk, L. Vyhotskyi, V. Davydova, P. Koval, N. Lukashevych, Y. Lysenko, O. Navrotskyi, K. Pavliuk, F. Filipov, A. Shevtsov, L. Shypitsyna. Uninvestigated parts of general matters defining. The vast majority of scientific research states problems with the scientific and practical organization of inclusive education. This situation contributed to the search for a scientific and organizational model of an inclusive environment for higher education as a mechanism of systemic professional sociopsychological socialization. The research objective. The main task of this work is to take measures to find a scientifically sound model of the organization of an inclusive environment of higher education as a mechanism of systemic professional socio-psychological socialization in accordance with the theory of human capital. The statement of basic materials. The article considers from the economic point of view the multifaceted process of professional inclusive socialization of society with disabilities in the system of higher education of Ukraine. At the current stage of the development of society the problem of social protection and state support for people with disabilities is particularly relevant and requires reform and improvement. Ukraine, as a country aspiring to join the European Union, should take into account the best foreign experience of the leading countries of the world in the field of state policy to support people with disabilities and its implementation. The process of reforming the national healthcare system demonstrated the ineffective policy in this area, the high level of corruption and the inability to transform this system to the level of world standards of medical care, especially for people with disabilities. The problem of disability in Ukraine is becoming particularly acute. The goal of this article is to investigate the system of economic means of state administration of the rights of people with disabilities to healthcare, to identify the areas of budgetary management and the formation of a new mechanism of economic administration. Scientific analysis was carried out by using the method of systematic approach and analysis, which enabled us to study theoretical aspects of economic methods of state administration of the right of people with disabilities to healthcare, formation of the budget management in Ukraine for the economic security of the rights to healthcare, and features of the new mechanism of the economic administration of the right of people with disabilities to health care. It has been researched that along with administrative methods of state management of the right to health protection of people with disabilities the economic group of methods is important. These include programs of economic development of health care, rehabilitation programs for people with disabilities, implementation of pilot projects to change the mechanism of financial support for operative treatment, etc. Methods of regulating influence (indirect management) are becoming increasingly important, and economical methods of management belong to them. Implementation ensures that the financial and material interests of the management objects are satisfied through the activities of its subjects, which create favorable conditions for achieving the goals and objectives of management. For example, local self-government bodies, within the limits of their competence, can finance local programs for the development and support of community healthcare institutions. In 2019, a new mechanism of rehabilitation support for children with disabilities was introduced based on the principle of "money follows the people", which should ensure targeting, transparency and improve the quality of rehabilitation services. Resources are divided vertically among regional bodies, which divide budgetary funds among local bodies in proportion to the number of children who require rehabilitation measures, according to the place of their residence (location). The national legislation also reflects the norms that created the conditions for the implementation of the right to work of people with disabilities, as well as ratified Convention on the Rights of Persons with Disabilities and the ILO Convention on professional rehabilitation. From the point of view of the Ministry of Healthcare of Ukraine, the funds allocated by the state are extremely insufficient for the uninterrupted functioning of the medical system. In its budget memorandum for 2021 the ministry has allocated twice as much – 296 billion UAH, 225 billion UAH of which for the implementation of the medical guarantee program (which is 5% of GDP, as required by the Law of Ukraine "On State Financial Guarantees of Medical Services to Population"). But the proposals of the Ministry of Health both at the time of formation of the state budget and at the time of its approval were not taken into account. The requirement of the Law of Ukraine "On State Financial Guarantees of Medical Services to the Population" for the establishment of financing of the program of medical guarantees at the level of 5% of GDP was lengthened for one more year.

Ukraine has taken significant steps towards integration into the European space during its period of independence. On February 21, 2019, the strategic course of Ukraine towards EU and NATO membership was defined in the Constitution of Ukraine, and as of June 23, 2022, Ukraine is a candidate for membership in the EU. The chosen course of entry into the European space requires changes and improvements in the economic, public, scientific space, and all areas of Ukrainian society. It is important to improve all components of the living environment, namely natural, production, housing, information and media environments, recreation, and daily commuting. At the same time, there is a problem of humanizing the living environment to provide equal conditions and opportunities for full living, work, and leisure for people with disabilities who have long been deprived of this opportunity. The main tasks of the legal framework in the construction industry are to ensure the reliability and safety of construction objects and to establish requirements that ensure healthy and safe working, living, and domestic conditions for all segments of the population. These tasks have been declared in regulatory documents both during the Soviet period and in the period of Ukraine's independence. However, in practice, not all requirements for architectural and planning solutions for people with disabilities and people with limited mobility were fulfilled. The Ukrainian society's aspiration to integrate into the European space should forever leave behind such phenomena as legal nihilism, especially when it comes to complying with state norms and rules in construction. A comprehensive approach is needed to create a fully inclusive living environment for all members of society, and simply making changes to building practices is not enough. It is necessary to make radical changes to Ukraine's transportation infrastructure, including retrofitting public transport and improving sanitary transport services to serve people with disabilities and other mobility-impaired groups in society. Creating comfortable conditions for people with disabilities, particularly those with hearing and visual impairments, requires changes in the information and media environment, including the creation of special training programs and visual and media information. It is also necessary to develop a state program for the rehabilitation and employment of war veterans with disabilities.

ENGLISH ABSTRACT: South African local government literature suggests a historical problem of municipal non-consultation in services identification and provision that goes hand-in-hand with community non-participation in municipal activities, coupled by a ‘culture of non-payment’ for these services. This research, which was conducted between 2002 and 2005 in the city of Johannesburg municipality, had the central purpose of ascertaining the manner and ways in which the city of Johannesburg provides its basic services to the Soweto communities and, in turn, of understanding if communities participate in municipal activities and hold possible attitudes of non-payment for municipal services. In order to attain the research purpose, six research questions were identified through local government theories and literature and advanced. The first set of four questions was aimed at the Soweto communities: How affordable are the basic municipal services to the Soweto communities? What are community’s perceptions of the importance of the various municipal services? Are the communities participating in the services identification and provision? How satisfied are the communities with the service delivery? The second set of two questions was aimed at service providers or the municipal services managers and councillors: What methods does the municipality use in identifying and delivering service? What does the municipality perceive to be their application and enforcement of service quality management standards? The original methodological intent was to interview the Soweto communities and the city of Johannesburg municipal services managers and councillors. 200 Soweto households were indeed interviewed from the eight townships of Chiawelo, Diepkloof, Dobsonville, Dube, Jabulani, Meadowlands, Naledi and Orlando, which were randomly selected. The survey amongst the heads of these 200 households was followed by four focus group meetings at Chiawelo, Dobsonville, Dube and Meadowlands and between five and eleven households participated in the discussions in clarifying survey outcomes. It was only possible, however, to interview three service managers from the city of Johannesburg services utilities Pikitup, Johannesburg Water and the Contract Management Unit. Frustrated attempts to interview municipal councillors in the city of Johannesburg led to obtaining permission for proxy interviews from the MEC of Local Government and Traffic Safety in Mpumalanga municipalities of Govan Mbeki and Emalahleni and the inclusion of the KwaZulu-Natal municipality of Emnambithi. The usage of proxy interviews is thought to be relevant since the perceptions on service provision relate to the application and implementation of the uniform countrywide local government structures and systems. A total of 24 interviews were conducted with the Mpumalanga MEC, the city of Johannesburg service managers (3), councillors (9) and senior municipal administrators (11). In order to confirm or repudiate service provider findings from the Mpumalanga and KwaZulu-Natal municipalities, supplementary interviews were held with persons knowledgeable about service delivery in Soweto between 2002 and 2005. A total of four additional interviews were thus conducted. In the analysis of the community survey data, townships were classified as well-off and worse-off on the basis of household incomes and thus participation in municipal activities, payment of services and other attitudes were compared between the two strata. The findings of the research reveal low levels of ability to pay for municipal services by communities in terms of household incomes. However, the household possessions of the living standard measurement (LSM) utilities indicated otherwise. The use of income as a measure of affordability to pay is suspect in methodological reliability; hence income related findings should be interpreted with caution. The worse-off townships preferred state provision of the basic municipal services. There was less inclination to participate in municipal structures such as ward committees and Integrated Development Plans (IDP) processes by the well-off townships, although they were the least satisfied with service provision and municipal performance. The city of Johannesburg municipality was found to be addressing service backlogs as a method for service identification and prioritisation. The municipality has semi-privatised basic municipal services such as water, electricity and garbage collection through section 21 companies in order to overcome service provision inefficiencies and ineffectiveness. This has devastating effects in terms of the community’s inability to pay, leading to services disconnection. Communities in general, however, believed that service provision has improved through these utilities even though the municipality has not finalised its performance management contracts with the utilities. Whereas the service provider interviews were conducted in Mpumalanga and KwaZulu-Natal, additional telephone interviews with service provision experts for Soweto agreed that municipal challenges throughout the country are generally the same since they operate within relatively new policy frameworks. It is acknowledged, however, that metropolitan municipalities and specifically the city of Johannesburg face some unique challenges too. It is concluded that the central role of the local government as the custodian of basic municipal services cannot be disputed; however, the inefficiencies and ineffectiveness of the market forces require private-public partnerships. It can also be concluded that non-participation is an outcome of, among other things, poor participative capacity within communities, apathy, feelings of distrust of both the municipal institutions and municipal councillors and the lack of information regarding community obligations to municipal institutions. The research recommends the use of similar service utilities in both townships and former white suburban areas in order to overcome the perceptions of the municipal services level disparities that are formed on the basis of townships versus white suburban areas; an overhaul of the municipality’s billing system to overcome its debt and service charges collection problems; ward committee participation capacity improvement for both the municipal councillors and communities and the development and communication of clear guidelines on the roles of regional services management centres. Further research is recommended on, among other things, whether privatisation of municipal services results in better access by all and improves efficiency and payments, and on the functionality and effectiveness of ward committees as vehicles for community participation and in developing new and more reliable socio-economic modelling for assessing community ability to pay for government services.
AFRIKAANSE OPSOMMING: Uit ’n literatuuroorsig van plaaslike regering in Suid-Afrika het dit geblyk dat daar ’n historiese probleem van nie-oorlegpleging by die identifisering en lewering van dienste deur munisipaliteite bestaan. Hierdie probleem gaan hand aan hand met niedeelname aan munisipale aktiwiteite deur gemeenskappe en ’n kultuur van “geenbetaling” vir dienste gelewer. Die hoofdoel van hierdie navorsing, wat tussen 2002 en 2005 in die stad Johannesburg gedoen is, was om vas te stel hoe die stad se munisipaliteit basiese dienste aan Soweto lewer en of daar enige gemeenskapsdeelname aan aktiwiteite is en of gemeenskappe ’n geenbetaling-houding inneem. Om die navorsingsdoel te bereik is ses vrae deur middel van literatuur en teorieë oor plaaslike regering geïdentifiseer. Die eerste vier vrae is gemik op gemeenskappe in Soweto: Hoe bekostigbaar is die basiese munisipale dienste aan die gemeenskappe in Soweto? Wat beskou die munisipaliteit as op hulle van toepassing sover dit die afdwingbaarheid van kwaliteitstandaarde in die lewering van dienste en bestuur betref? Oorspronklik was die doel om onderhoude te voer met gemeenskappe in Soweto sowel as munisipaledienste-bestuurders en raadslede van Johannesburg. Onderhoude met hoofde van 200 huishoudings in Soweto is wel gevoer. Hierdie huishoudings is ewekansig uit Chiawelo, Diepkloof, Dobsonville, Dube, Jabulani, Meadowlands, Naledi en Orlando gekies. Die onderhoude is gevolg deur vier fokusgroepvergaderings te Chiawelo, Dobsonville, Dube en Meadowlands, en tussen vyf en elf huishoudings het aan besprekings deelgeneem ten einde duidelikheid te verkry oor bevindinge van die ondersoek. Dit was egter net moontlik om onderhoude met drie dienstebestuurders van die stad Johannesburg te voer, naamlik Pikitup, Johannesburg Water en die Kontrak Bestuursgroep. Verskeie vrugtelose pogings om onderhoude met raadslede te bekom het uiteindelik gelei tot die verkryging van toestemming vir plaasvervangende onderhoude met die LUR vir die Plaaslike Regering sowel as Verkeersveiligheid in die volgende munisipaliteite: Govan Mbeki en Emalahleni in Mpumalanga en Emnambithi in KwaZulu-Natal. Om die bevindinge van die Mpumulanga- en KwaZulu-Natal-munisipaliteite te bevestig of te weerlê, is aanvullende onderhoude met persone wat kennis van dienslewering in Soweto het tussen 2002 en 2005 gevoer. Altesaam vier addisionele onderhoude is dus gevoer. Tydens die ontleding van die gemeenskapsdata is gemeenskappe as gegoed of minder gegoed geklassifiseer op grond van huishoudelike inkomste en dus is deelname aan munisipale aktiwiteite, betaling vir dienste en ander gesindhede tussen die twee strata vergelyk. Daar is bevind dat min mense munisipale dienste kan bekostig in terme van huishoudelike inkomste, maar dat huishoudelike besittings wat lewenstandaard bepaal op die teenoorgestelde dui. Die gebruik van huishoudelike inkomste as ’n maatstaf van die vermoë om te betaal is ’n aanvaarbare metode, maar moet tog met omsigtigheid benader word. Die gemeenskap wat die slegste daaraan toe was, verkies dat die staat basiese munisipale dienste voorsien. ’n Laer geneigdheid tot deelname aan munisipale strukture soos wykskomitees en geïntegreerde ontwikkelingsplanne is by die meer gegoede gemeenskappe aangetref, hoewel hulle die grootste ontevredenheid toon met dienslewering en munisipale werkverrigting. Daar is gevind dat die munisipaliteit van die stad Johannesburg die agterstand in dienste aangespreek het as metode om dienste te identifiseer en te prioritiseer. Om die probleem van oneffektiewe en ondoeltreffende dienste te oorkom, maak die munisipaliteit gebruik van artikel 21- maatskappye vir dienste soos water, elektrisiteit en vullisverwydering. Verdere navorsing word aanbeveel om te bepaal of die privatisering van dienste tot beter toegang vir almal sal lei en of dit doeltreffendheid en betaling sal verbeter. This study addresses the issues of sexuality and learning disability. It is concerned with the views of professionals working with adults with learning disabilities and their parental carers. The views of professionals and parents regarding relationships, marriage and parenthood are explored. These form the basis of the emerging grounded theory, which incorporates the discrepancies between their ideologies of care. Although the subject of sexuality highlights these inherent differences, it is essentially the issue of sterilisation which magnifies them. It exacerbates the tension and potential conflict between professionals and parents. Furthermore, the focus on sterilisation has ramifications concerning the conflict between public and private concerns. There is controversy regarding the validity of consent to sterilisation by people with learning disabilities. This is because there is a final legal arbiter, which in Scotland is provided by the tutor-dative system. Ideologies of care have changed principally through normalisation. Although this is now the accepted orthodox philosophy, there remain some professionals who adhere to the superseded ideology of institutionalisation. As a result, they are more similar to those of parents than they are to their professional colleagues. The wider implications of these disparate ideologies of care are examined with respect to social work-family relations. Although these differences are at present irreconcilable, suggestions of how to alleviate tension and potential conflict between these two groups are made. Finally, the implications of normalisation with regard to sexuality are also addressed.

The thesis examines the experiences and perceptions of wheelchair users living in different types and tenures of housing in the City of Dundee. The interrelationships between space, society and the body are examined in the empirical context of housing, ableism and the disabled body. The voices of wheelchair users, gleaned from in-depth, semi-structured interviews, are used throughout the thesis to illustrate how the geographies of people with disabilities are delineated and constrained by socio-cultural representations of disability. Conceptually the study has been guided by the social model of disability, but insights from postmodernism and feminist literature are drawn on to add a further dimension to the interpretation of the data and the study's methodology. The social construction of difference, social exclusion and definitions of the normal and aberrant body emerge as key concepts linking analysis of the data at the spatial scales of the neighbourhood, home and the body. Spatial metaphors of 'out of place', 'marginalised' or 'socio-spatially excluded' capture the essence of the impressions people with disabilities hold of their interactions with their living spaces and service providers. The study suggests that greater reciprocal dialogue is required between service users and service providers to broaden the knowledge base from which disability related housing decisions are made.

ENGLISH ABSTRACT: Poverty is a widespread phenomenon within the coloured community of South Africa. In 1976 the Theron Commission reported on coloured poverty and recommended widespread reform to the apartheid system to incorporate coloureds into social and economic life on an equal footing with whites. The commission was of the opinion that the poorest 40% of coloureds lived in a state of chronic community poverty. This conclusion was based on the culture of poverty approach, which states that negative external factors and an internal process of self-perpetuation can sometimes combine to cause a povertysyndrome. The original culture of poverty approach was widely misinterpreted and criticised and consequently lost much of its support. However, if properly understood, the approach can still be used effectively. Since the Theron commission made a healthy reinterpretation of this approach it also provides a good theoretical framework to analyse coloured poverty. The socio-economic position of coloureds has improved markedly since the era of the Theron commission. Total fertility rates and infant mortality rates declined, while life expectancy increased. The educational status of coloureds increased considerably. There is, however, still a large disparity between rural and urban coloureds. The per capita income of coloureds almost doubled in this period. This rise in income can be attributed to an improvement in occupational status (which was in turn influenced by an improvement in educational status) as well as a decrease in wage discrimination. In spite of the overall improvement in the socio-economic position of coloureds, poverty rates did not decrease significantly since the era of the Theron Commission. Although poverty is still more widespread in rural areas, there has been a relative improvement in the socioeconomic position of rural coloureds and agricultural labourers. This has partly been caused by the urbanisation of the rural poor. Coloured poverty is, however, still at much lower levels than black poverty. Since the era of the Theron Commission the culture of poverty has been positively influenced by several factors: racial discrimination in public education and other social spending decreased, levels of education improved and contributed to the rise in per capita income, social work has become better focussed and is provided on a more equal basis and the socio-political emancipation of coloureds were achieved with the rise of a democratic society. However, it seems that the good economic growth rates during the 1960's and early 1970's provided the biggest thrust to the upward socio-economic mobility of coloureds and played a more important role than the Theron report or any other socio-political changes. It can be concluded that the culture of poverty as it existed at the time of the Theron report has weakened considerably and that the approach should therefore not be used as the basic model to describe the socio-economic position of poor coloureds any more. Current anti-poverty measures should be focussed on job creation, community building and education.

The socio-economic conditions which affect development in general, and group ranching in particular, among the Maasai of Narok District, Kenya are analyzed. Systems of relationships between Maasai social units are examined to demonstrate how different individuals and groups within Maasai society, each with a diversity of vested interests, react to the opportunities and disadvantages offered them by imposed development programs and altered ecological conditions.
A single group ranch, Rotian OlMakongo, is the focus of intensive study. Maasai on this ranch, which is located in a semi-high potential wheat-growing area of Narok District, have largely been resistant to planned change.
The reaction of group ranch members to development are analyzed showing how lineage and clan affiliation, age set relations, stock friendships and other systems of relations affect individual and group decision-making.
On the one hand the analysis demonstrates how the structure of the group ranch itself is not conducive to the consensual decision-making which ranch planning officials anticipated would occur regarding such important issues as stock limitation. On the other hand traditional Maasai social units are seen at different times both to promote and inhibit new organizational forms to deal with a changing set of economic, ecological and political conditions.
A general trend toward impoverishment, disenfranchisement and supplementary economic pursuits is outlined. However, traditional pastoralism is not seen as being totally subsumed by a more dominant, essentially capitalistic mode of production. Rather, traditional pastoralism is seen to define the transformation of internal forms through a structure which incorporates the modern sector. The tension between the traditional and modern sectors is not their disassociation, but rather, their integration into the dynamic process of change within the structure.

This thesis examines the social and economic relations of the Enxet indigenous people of the Paraguayan Chaco region who place a high value on egalitarianism, generosity and personal autonomy. However, during the twentieth century their land has been colonized by cattle ranchers and they have been obliged to enter the market economy. While anthropologists have proposed a range of theories to explain indigenous social and economic relations, the main concern of this thesis is to examine how the Enxet themselves explain their social behaviour. The Enxet make salient use of "emotion words" when discussing their social and economic practices. For instance, a fundamental dichotomy in Enxet thought is between "love" and "hate" and much of their discourse centres on these two concepts. The Enxet seek to create "good/beautiful" people who know how to act appropriately. In certain contexts they should practise "love" while in other contexts "hate" is acceptable. Enxet social organization should not be understood as a structure but as a process, as something that is being continually created. I will consider different aspects of this process through an examination of kinship, co-residence, marital relations, "brideservice" and inter-community contact, and I will describe how economic transactions are key elements in the generation of "loving" social relations. However, self-centred practices create many challenges to a harmonious community life and I will consider how the Enxet strive to overcome them. Of particular interest will be demand sharing which responds, in part, to a strongly-held egalitarian ethic but can also provoke disharmony and discomfort in community life. I will also discuss commodity relations within Enxet communities and challenge the common assumption that money is necessarily destructive of indigenous social relations. I will conclude that the overriding goal of the Enxet is the attainment of tranquillity in both their personal and social lives. For the Enxet, economic relations are not about gaining material wealth but about living well with other people. They recognize that personal affective comfort is dependent on engendering tranquillity in other people. Therefore, the "emotion words" they use to explain their social behaviour should not be regarded as merely referring to "feelings" but as encompassing an aesthetics of social behaviour.

AbstractWorking without discrimination is a right of citizenship and a desired outcome among people with intellectual and other disabilities. Greater workforce participation can benefit both society and individual quality of life for economic and non-economic reasons. However, unemployment and under-employment are significant problems affecting people with intellectual disabilities to a greater degree than other groups with disabilities and the general population. This chapter identifies key barriers and new opportunities for people with intellectual disabilities to get and retain jobs of their choice in open or supported employment. Although various vocational training and disability employment support programmes exist that aim to improve outcomes, these programmes vary widely in type, quality, and outcomes achieved. Evidence from national and international experience is presented to describe the most effective employment models and good practices from across different programme types. In particular, those programmes that support working-age youth and adults with intellectual disabilities to gain and retain employment are explored.

AbstractThis paper presents data and analysis from survey research conducted by the Rehabilitation Engineering Research Center on Information and Communication Technology Access for Mobile Rehabilitation (mRehab RERC) on the use and unmet needs for mHealth mobile apps by people with disabilities in the United States. Quantitative and qualitative data are reported on user experiences with mHealth apps to map the behavior, interests and needs of people with specific types of disability (physical, cognitive, sensory, emotional/psychological, and speech). Summary results are presented for all respondents and each disability type. Slightly more than half of the participants in this sample (53.2%) reported using mHealth apps. Fitness and exercise apps were the mHealth apps most used by respondents with disabilities, followed by hospital/clinical portal apps. Symptom and disease management apps are the least commonly used, even though these would seem to be important for people with chronic conditions. Text-based responses regarding unmet needs for mHealth apps can be sorted into accessibility needs and functionality needs. In general, respondents with sensory limitations were more likely to identify accessibility needs. However, all disability groups identified both types of unmet needs. These results can help inform research and development efforts to provide mHealth apps that meet the needs of people with disabilities.

AbstractThe schooling process has become more widespread among the Portuguese Roma population since 1974, with the end of the Estado Novo dictatorship and the establishment of democracy. Nevertheless, the Roma nomadism or semi-nomadism, financial shortcomings and the absence of social/cultural/family stimuli are some of the reasons that explain their low school attendance rates. Only in the last decades has such attendance increased, as a result of the implementation of several public policies, particularly of the Social Integration Income. This social policy, implemented in 1996, introduced important changes in this population, especially in areas such as schooling, personal hygiene, housing, health, or sedentism.Recent research has shown an increase in the educational level of the Roma population, but school dropouts and failure remain high. This tendency was also studied in the northeast of Portugal, in a PhD thesis about the relationships between the Roma and school. In the present research work, a qualitative methodology was adopted, using direct and participant observation, as well as interviews to some Roma parents and non-Roma teachers. Both groups emphasize the main difficulties of Roma children at school.The conclusions show that several factors affect these students’ schooling nowadays, especially poor housing conditions, parents’ illiteracy or low schooling, lack of daily study monitoring at home, absence of models in their environment, non-attendance of pre-school, and discrimination against them.

The article explores key obstacles faced by people with disabilities from the Republic of Moldova when engaging in self-advocacy, including discriminatory policies, stigma, accessibility issues, resource limitations, lack of support networks, power imbalances, and personal factors. Self-advocacy is pivotal for persons with disabilities, enabling them to express their needs, preferences, and rights, fostering individual empowerment and reshaping societal norms and policies. However, persistent systemic, attitudinal, and environmental barriers impede effective self-advocacy. The article also presents practical solutions to enhance self-advocacy within the Moldovan disability community, including inclusive policies, awareness raising, support networks, and self-advocacy education. By examining the barriers and proposing solutions to self-advocacy for people with disabilities, this article contributes to a growing body of knowledge that seeks to advance the rights and well-being of this marginalized population. It underscores the importance of recognizing the agency and voice of individuals with disabilities and advocates for a future where self-advocacy is not just a possibility but an inherent right for all. Furthermore, this article introduces an innovative dimension by scientifically substantiating the barriers and solutions specific to self-advocacy for people with disabilities. This unexplored area in Moldovan specialized literature draws on extensive research, including literature reviews, in-depth interviews with civil society representatives, and group discussions involving individuals with disabilities.

The publication is dedicated to considering the features of social policy and mechanisms of social protection in the event of unemployment in the developed countries of the world, which have undergone changes as a result of the slowdown in economic growth and the strengthening of the influence of institutional factors. The consequences of the liberalization of reforms in the labour market are studied, with the identification of priorities for the institutionalization of national social policy, especially in the case of unemployment. In connection with the extractive nature of the national labour market in Ukraine, inclusive development with an emphasis on the formation of an inclusive employment policy and social protection of the population is of particular importance. This approach corresponds to modern world concepts of economic development and is relevant in connection with the further search for ways to restore the economy and the social sphere after military operations. The author's approach to overcoming the problems of unemployment and informal employment consists in expanding the coverage of the population by social protection with the development of stimulating the exit from the state of the beneficiary, which consists in reducing the barriers of social and labour inclusion of women, single parents, young people, persons with disabilities, transition from informal employment to formal, increased dependence between employment and access to social benefits.

In this article, the author tried to investigate/analyze one of the most sensitive problems that exist in the Republic of Moldova, related to social protection, integration and inclusion in society of people with disabilities. The aim being to study the degree of their social inclusion in society, in particular, by supporting employment. Based on the analysis carried out, the author develop methodology for evaluating and determining the size of economic losses, because of the disability of the adult population. The scientific novelty consists in the development of economic methods, in order to estimate the economic losses from the disability of the population of the Republic of Moldova. The methodology is based on the concept of human capital, which considers the high level of public health as one of the most important conditions for the economic and social development of the country. The economic evaluation of the losses from the disability of the country's population is an important component in making decisions in the field of health and investment policy in the social sphere, as an economic justification for the development of social programs. The article was elaborated within the State Program Project (2020-2023) 20.80009.0807.21 „Migration, demographic changes, and situation stabilization policies”.

The software development market has been seen as an alternative for this public, however, it is necessary to better understand the challenges and realities of the effective inclusion of PwD in these environments, in order to provide an opportunity for participatory and proactive engagement. Therefore, this paper aims to bring up discussions about the importance of the PwD’s involvement in development teams to build a more diverse reality, both in software products and teams.

According to Romania’s National Rural Development Programme, the socio-economic situation of the rural environment has a large number of weaknesses – among which low access to financial resources for small entrepreneurs and new business initiatives in rural areas and poorly developed entrepreneurial culture, characterized by a lack of basic managerial knowledge – but also a large number of opportunities – among which access of the rural population to lifelong learning and entrepreneurial skills development programmes and entrepreneurs’ access to financial instruments. The population in rural areas depends mainly on agricultural activities which give them subsistence living conditions. The gap between rural and urban areas is due to low income levels and employment rates, hence the need to obtain additional income for the population employed in subsistence and semi-subsistence farming, especially in the context of the depopulation trend. At the same time, the need to stimulate entrepreneurship in rural areas is high and is at a resonance with the need to increase the potential of rural communities from the perspective of landscape, culture, traditional activities and local resources. A solution could be to turn vegetal and / or animal farms into social farms – farms on which people with disabilities (but also adolescents and young people with anxiety, depression, self-harm, suicide, and alexithymia issues) might find a “foster” family, bed and meals in a natural, healthy environment, and share the farm’s activities with the farmer and the farmer’s family: “committing to a regular day / days and times for a mutually agreed period involves complying with any required health and safety practices (including use of protective clothing and equipment), engaging socially with the farm family members and other people working on and around the farm, and taking on tasks which would include working on the land, taking care of animals, or helping out with maintenance and other physical work”

Among the United Nations 2030 objectives for the sustainable development, stand out those who seek social, economic and cultural equality of people, within the framework of different human settlements, their cultural heritage and the natural environment. This idea raises the need to establish effective strategies, resources and tools aimed to balance the current conditions in most disadvantaged groups, such as people with disabilities. The situation is complicated because the barriers to integration and inclusivity are diverse, the initiatives, legislation and ways of acting are also very different. Therefore, overcoming the situation requires a broad multidisciplinary approach. On the other hand, Heritage resources can be a valuable mean for permanent and sustainable development, if there is a proper combination of different aspects: design, management and maintenance, continuous improvement and dissemination with inclusive criteria. One of the possibilities to afford that difficult task is to promote in the field of university education different activities such as information exchange, cross-cutting networks, research studies, experimental ICT tools development and adequate dissemination. This proposal is structured in this sense to arouse the interest and participation of teachers, students and researchers in these actions, establishing collaborative projects and work proposals.

The number of social enterprises is increasing rapidly. Social enterprises are looking for new, innovative and economically sustainable ways to tackle structural societal challenges that generally fall outside the direct focus and objectives of the public and private sector. Social enterprises are primarily mission-driven, where profit is not a goal in itself but a means of creating social impact with regard to a specific social problem. The intended impact areas of social enterprises broadly range from poverty reduction, sustainability, healthcare, or labor participation of vulnerable groups. With respect to the latter impact area, many initiatives have been taken across Europe to prevent and combat marginalization of vulnerable groups as a result of long unemployment spells, which may cause financial and social pressure, as well as decay of physical and psychological health conditions. Nevertheless, the nature and extent of these initiatives vary considerably across countries (CEDEFOP, 2018). Social enterprises, in collaboration with other relevant stakeholders such as ‘conventional’ companies or local governments, can play a key role in addressing these challenges. This proposal builds on research that was completed earlier this year at HU concerning the scaling of social enterprises with a particular focus on work integration of people with a distance to the labor market (so-called WISEs) (e.g. people with low qualifications, young people disengaged from education, people with mental or physical disabilities, refugees, former prisoners, former addicts, or people who have difficulties finding a job due to their age etc.). One of the outcomes of this research showed that it is difficult for WISEs to transcend its societal impact beyond the local level. In practice, the effective realization of both social and economic value is not easy for many WISEs, but the interaction with and between different actors in the external environment or ecosystem also plays a crucial role in its success. More research is needed on what works in successfully addressing the work integration of vulnerable groups in different parts of Europe, and under what conditions. The aim is to come to a joint EU research proposal, in which WISEs play a central role, to contribute to innovative and more structural solutions for labor participation of vulnerable groups.

Approaches to determining the vulnerability of the population in connection with climate change are considered. A comparative analysis of the vulnerability of the population of the regions of the European and Ural North was carried out. The following Rosstat indicators were used: the share of the population with cash incomes below the subsistence level, the unemployment rate, the share of people with disabilities in the total population, the presence of air conditioners in households, the share of green space in the total area of urban land within the city limits. With the help of a point rating, regions are identified that are less vulnerable to climate change. Regions with a higher level of socio-economic development, the Yamalo-Nenets Autonomous Okrug and the KhantyMansiysk Autonomous Okrug, turned out to be the least vulnerable to climate change. When developing adaptation documents for regions to global climate change, it is necessary to take into account the most vulnerable groups of the population. This will enable the development of a more targeted and effective adaptation strategy.

In developed countries there is a valuable experience how to include people with disabilities into society: involve in several activities and let them know as people valuable for the society. More and more academic research is devoted to those aspects as well as public policy is developed to create and support social entrepreneurship. Aim of the paper is to analyse findings and good practice of employment of people with mental disabilities in several countries and analyse the situation and possible developments on employment of people with mental disabilities in Latvia. Tasks of research: 1) analyse results of academic findings on good practice and challenges in employment of people with mental disabilities wold-wide; 2) analyse the developments and trends on employment of people with mental disabilities in Latvia; 3) propose possible development scenarios on employment of people with mental disabilities in Latvia. Research methods used in research: scientific publications analysis; analysis of legislative documents on employment of people with mental disabilities, analysis of statistical data on employment of people with mental disabilities. Research results have shown that in recent years many important steps in employment of people with mental disabilities in Latvia has been reached but there are some difficulties in realise of sustainability in this aspect.

In 2013, the Irish Government published its National Disability Strategy Implementation Plan 2013-2015. As part of this strategy, a number of goals were set around participation, including job access for people with disabilities. This specific objective recommended a number of actions, including the commitment to publish a comprehensive employment strategy (CES) for people with disabilities. This strategy, the Comprehensive Employment Strategy for People with Disabilities, was published in 2015 for the period 2015-2024. The objective of this strategy, which is cross-governmental, is to support people with disabilities in accessing the labour market. Building on existing actions in the CES, the National Disability Authority (NDA) commissioned the Economic and Social Research Institute (ESRI) to undertake quantitative research into the workplace skills and abilities of persons with disabilities. To undertake this research, a number of nationally representative data sources were utilised to characterise the skills/educational endowments and gaps among persons with disabilities compared to those without. Specifically, data from the Survey on Income and Living Conditions (SILC), the Programme for the International Assessment of Adult Competencies (PIAAC), the Census of Population, and the European Union Statistics on Income and Living Conditions (EU-SILC) were examined. Where the data permitted, we differentiated those with a disability by type, everyday difficulties (e.g. difficulty dressing), and/or severity level. We also examined the employment characteristics of people with disabilities compared to persons without, and investigated the impact of having a disability on an individual’s employment prospects. What follows is a summary of the principal findings from this research, including some discussion on future directions.

No person with a disability shall be left behind. This report presents suggested indicators for monitoring the implementation of the UN Convention on the Rights of Persons with Disability and Agenda 2030 in the Nordic region. The vision of the Nordic cooperation is to become the most integrated and sustainable in the world by 2030. The vision mirrors the sustainable development goals of Agenda 2030, according to which no-one shall be left behind. Persons with disabilities have the right to inclusion, and the Nordic countries monitor the developments of living conditions for persons with disabilities. All countries have also ratified the Convention on the rights of persons with disabilities and have high ambitions with regard to Agenda 2030. Throughout the region we face similar challenges concerning inclusion. Participation is not equal, not in employment, nor in education, economy, or health. But to improve this we need to see it. Even if a set of indicators is not the only way forward, they can help us measure if we are on the right track. In this report, we suggest a set of indicators that could be developed further and used to follow the developments towards inclusion and measure living conditions. By developing such a set of comparable indicators in the Nordic countries, we can see whether the countries separately and collectively follow the intentions of the UNCRPD to improve the living conditions of people with disabilities. The indicators are also an aid in the work to identify whether we are working correctly to achieve the Agenda 2030 targets.

During the early months of the global pandemic the international Disability Rights Monitor group survey illustrated the circumstances of persons with disabilities around the world. Gradually literature on the situation for persons with disabilities in sub-Saharan Africa started to emerge. As members of an informal network looking at issues affecting this group, some of the authors of this report realised that much of the research done was not specifically focusing on their perceptions during the pandemic and that it was not using the WG-SS questions. Having noticed a gap in the type of data being collected by other scholars and the media, this small informal network identified a need for a survey that would look at both experiences and perceptions of persons with disabilities focussing on lived experiences of socioeconomic impacts and access to human rights during the pandemic in South Africa. This report summarises some of the key findings of the study, which was conducted on-line using Google Forms from the 1 July to 31 August 2021. All percentages displayed are rounded to the nearest percent and this may affect what is displayed in charts. While we cite some literature in this report, a separate literature review was written by the team, and was used to guide the research and focus the questions.
