Concrete pavements are exposed to a number of stresses during their service life, mostly resulting from traffic and climate conditions. In consideration of the continuously rising traffic volume, the durability requirements of concrete pavements become more and more significant. In this context, maintenance and repair become increasingly important. Small-scale repairs like spalling at edges up to the replacement of whole slabs are proven in several cases. In contrast, large-scale maintenance techniques for partial repairs of whole pavement sections are not available, yet. If the upper layer concrete is deteriorated, while the lower layer and the base course are still intact, the whole pavement needs to be replaced, due to a lack of alternatives. Therefore new maintenance techniques like the application of concrete overlays are needed for an economic rehabilitation and the prevention of an unnecessarily long traffic disruption by time-consuming maintenance of complete pavements. The relevant questions how a durable bond between old and new concrete can be ensured and which parameters affect this bond, were investigated in representative studies on large-scale concrete beams with a thin concrete overlay on existing concrete.

Airports strive to prevent safety issues, such as foreign object debris (FOD), by pavement management using the pavement condition index (PCI). The index is used in decision-making processes for overall pavement maintenance and repair, such as the prevention of additional damage due to cracks and the like. However, considering the current situation in Korea where mostly mid-sized and large commercial airports exist, problems regarding direct applications of the existing PCI deduct value have been consistently pointed out. In addition, as the relationship between the PCI and whether maintenance and repair are required is unrealistic, there have been difficulties in communication between maintenance and repair staff and decision makers. Therefore, to resolve these problems, this study first analyzed the calculation procedure of the existing PCI and then redefined the main distress type of Korean airport pavements. In addition, a deduct value curve (DVC) in terms of the severity level for six main distress factors of asphalt pavements and eight main distress factors of concrete pavements and a corrected deduct value curve (CDVC) for multiple distresses in terms of the pavement form were developed using panel rating, which is an engineering approach, by forming an airport pavement expert panel. Finally, a Korea airport pavement condition index (KPCI) was proposed using the curves, and the field application results were compared against the existing PCI to examine the adequacy of the KPCI. As a result, the developed criteria showed an overall trend lower than existing PCI. Moreover, it was verified that this trend increases with worsening pavement condition. It appears that a more discriminating evaluation may be possible when determining pavement conditions by PCI results of the developed criteria.

A healthy road network plays a significant role in the socio-economic development of any country. Road management authorities struggle with pavement repair approaches and the finances to keep the existing road network to its best functionality. It has been observed that real-time road condition monitoring can drastically reduce road and vehicle maintenance expenses. There are various methods to analyze road health, but most are either expensive, costly, time-consuming, labor-intensive, or imprecise. This study aims to design a low-cost smart road health monitoring system to identify the road section for maintenance. An automized sensor-based system is developed to assist the road sections for repair and rehabilitation. The proposed system is mounted in a vehicle and the data have been collected for a more than 1000 km road network. The data have been processed using SPSS, and it shows that the proposed system is adequate for detecting the road quality. It is concluded that the proposed system can identify the vulnerable sections to add to the pavement maintenance plan. In the future, the created application can be launched as a smart citizen app where each car driver can install this application and can monitor the road quality automatically.

Abstract Concrete and asphalt are the two competitive materials for a highway. In Sweden, the predominant material for the highway system is asphalt. But under certain conditions, concrete pavements are competitive alternatives. For example, concrete pavements are suitable for high-traffic volume roads, roads in tunnels, concentrated loads (e.g., bus stops and industrial pavement). Besides the load-carrying capacity, the concrete pavement has many advantages such as durability (wear resistance), resistance against frost heave, environment (pollution, recycling, and low rolling resistance leading to fuel savings), fire resistance, noise limitations, brightness, evenness and aesthetics. Concrete pavements are long-lasting but need final repair. Single slabs may crack in the jointed concrete pavement due to various structural and non-structural factors. Repair and maintenance operations are, therefore, necessary to increase the service life of the structures. To avoid extended lane closures, prevent traffic congestions, and expedite the pavement construction process, precast concrete technology is a recent innovative construction method that can meet the requirement of rapid construction and rehabilitation of the pavement. This paper evaluates rapid repair techniques of concrete pavement using precast concrete technology by analysing three case studies on jointed precast concrete pavements. The study showed that the required amount of time to re-open the pavement to traffic is dramatically reduced with jointed precast concrete panels.

Abstract In this research, the condition of a road pavement was investigated for the Aborshada Road in the Gharian region of Libya to determine the optimal maintenance works. Previously, a simple engineering judgment was the only procedure followed by the Gharian municipal engineers for evaluating pavements and prioritizing maintenance. The surface condition of the Aborshada Road pavement was investigated using “the Pavement Condition Index (PCI)” visual technique. The pavement was inspected to survey the different distresses in each sample unit. Ninteen pavement distresses were classified according to the PCI standards (PCI for roads and parking lots became an ASTM standard in 2007 (D6433-07)). It was necessary to know the most common distresses of the Aborshada Road to provide assistance for the decision maker in his evaluation of the pavement and the optimum repair method to be selected. This study reveals the actual performance of the pavements and suggests the research required for dealing with the pavement maintenance problem in Libya, especially in the western region. The best maintenance alternative for Aborshada Road was Case No. 3 (Potholes, Long. & Trans. Cracking and Alligator Crack Maintenance). Also, the most common pavement distresses on the Aborshada Road were Distress Nos. 1, 3, 6, 7, 10 and 13 according to the ASTM - D6433-07 classification

Foreign object damage (FOD) is a term used by the aviation industry to describe damage caused by any object that can be ingested by an aircraft engine or flight control mechanism. FOD is estimated to cost the global aerospace industry up to $4 billion annually. Deteriorated pavements are one source of FOD and fall into two categories: runway, taxiway, and apron pavements that aircraft traverse and shoulders and other infield pavements that are not traversed but are subjected to jet blast. Widely recognized procedures for the assessment of pavements traveled on by aircraft are well documented. However, procedures for the assessment of FOD potential for shoulder and blast pavements at commercial airports are not widely recognized. In an effort to manage shoulder and blast pavements proactively and eliminate pavement-related FOD incidents, the Port Authority of New York and New Jersey undertook to assess the current condition of these pavements, rehabilitate and repair areas with unacceptable FOD potential, and initiate periodic inspections on these pavements to facilitate the implementation of an effective pavement maintenance and rehabilitation program. To achieve this goal, a dual project- and network-level inspection approach was implemented. The project-level objective was to identify immediate repairs needed to address unacceptable FOD potential. The network-level objective was to assess the current condition and initiate a proactive inspection regime to assist in maintaining these pavements. The approaches to assessment and rehabilitation are detailed and steps to implement a pavement management system for these pavements are discussed.

In a jointed plain concrete pavements, the dowel bar system are used to provide lateral load transfer across transverse joint. Corrosion of commonly used steel dowel in engineering practice reduces their service life and costs considerable maintenance and repair spending for concrete pavements. The objective of this study focus primarily on the performance of none eroded GFRP dowel on LTE( load transfer efficiency) with the help of a three-dimensional finite-element model. The amount of LTE can be obtained directly from comparing the maximum deflection of the concrete slab and the level tensile stress under the concrete slab. According to the finite element results, the larger-diameter GFRP dowel are found to perform the best in this study.

[Truncated abstract] The salinisation of agricultural land, urban infrastructure and natural habitat is a serious and increasing problem in southern Australia. Government funding has been allocated to the problem to attempt to reduce substantial costs associated with degradation of agricultural and non-agricultural assets. Nevertheless, Government funding has been small relative to the size of the problem and therefore expenditure needs to be carefully targeted to interventions that will achieve the greatest net benefits. For intervention to be justified, the level of salinity resulting from private landholder decisions must exceed the level that is optimal from the point of view of society as a whole, and the costs of government intervention must be less than the benefits gained by society. This study aims to identify situations when government intervention is justified to manage dryland salinity that threatens to affect road infrastructure (a public asset). A key gap in the environmental economics literature is research that considers dryland salinity as a pollution that has off-site impacts on public assets. This research developed two hydrological/economic models to achieve this objective. The first was a simple economic model representing external costs from dryland salinity. This model was used to identify those variables that have the biggest impact on the net-benefits possible from government intervention. The second model was a combined hydro/economic model that represents the external costs from dryland salinity on road infrastructure. The hydrological component of the model applied the method of metamodelling to simplify a complex, simulation model to equations that could be easily included in the economic model. The key variables that have the biggest impact on net-benefits of dryland salinity mitigation were the value of the off-site asset and the time lag before the onset of dryland salinity in the absence of intervention. ... In the case study of dryland salinity management in the Date Creek subcatchment of Western Australia, the economics of vegetation-based and engineering strategies were investigated for road infrastructure. In general, the engineering strategies were more economically beneficial than vegetation-based strategies. In the case-study catchment, the cost of dryland salinity affecting roads was low relative to the cost to agricultural land. Nevertheless, some additional change in land management to reduce impacts on roads (beyond the changes justified by agricultural land alone) was found to be optimal in some cases. Reinforcing the results from the simple model, a key factor influencing the economics of dryland salinity management was the urgency of the problem. If costs from dryland salinity were not expected to occur until 30 years or more, the optimal response in the short-term was to do nothing. Overall, the study highlights the need for governments to undertake comprehensive and case-specific analysis before committing resources to the management of dryland salinity affecting roads. There were many scenarios in the modelling analysis where the benefits of interventions would not be sufficient to justify action.

This research is aimed at developing a probabilistic based model for heavy-duty pavement project evaluation. To achieve this objective studies were conducted in the area of traffic flow, traffic delay modelling, pavement deterioration, pavement condition monitoring, maintenance diaries, vehicle operating cost parameters and economic theories related to asset management. Extensive literature reviews on related topics were carried out as part of the process of developing this model. The major features of the model are its ability to assign random probabilities to various pavement maintenance options and calculate the probabilistic based whole of life cost for any pavement type, for a given design life. To accomplish the task of developing the model a simple traffic delay model was developed. Traffic delay and costs were alculated using the model for predetermined pavement and traffic conditions. Studies were conducted using this model to prove the validity of considering user costs as the predominant cost in any pavement project evaluation process. A probabilistic based whole of life costing model concept was developed along with a supporting traffic delay model and a range of spreadsheets to meet the objectives of this research. This concept was tested using a complete range of data and by making some realistic assumptions. The results obtained from this model are quite encouraging and are expected to provide the basis for a new innovative tool to pavement project engineers for the purpose of pavement project evaluation.

The: structural classification of granular base pavements by means of resilient deflection bowl parameters measured by the Impulse Deflection Meter and application of measured deflections at network level were investigated. The Investigation consisted of a mechanistic analysis and an analysis of observed field results. Curves for structural classification of granular base pavements obtained by regression are presented. The Curves obtained by the analysis of field observations compare well with local experience and theoretical failure criteria. It was found that the mechanistic model used in this study did not yield satisfactory results when simulating deflection behaviour through linear elastic programs. The parameters recommended for future use are Maximum Deflection (Y-rnax), Base Layer Index, or DLl (formerly SCI), Middle Layer Index, or MLl (formerly DOl) and Radius of Curvature. The use of deflection measurements at network level was also investigated. A method for calculating a Structural Stiffness Index to be incorporated into Pavement Management Systems as a Structural Indicator is proposed. Recommendations regarding the density of testing and identification of roads for testing at network level are also made. Several factors influencing deflections and structural bearing capacity are discussed and some recommendation." are made. The main factors influencing deflections and predicted pavement structural capacity were shown to be Temperature, Seasonal Influences and Condition of Surfacing. Further research into the specific influence of these factors on deflections and hearing capacity is needed.

This dissertation focuses on the development of data analytics approaches to two distinct important condition monitoring applications in civil infrastructure: structural health monitoring and road surface monitoring. In the first part, measured vibration responses of a major long-span bridge are used to identify its modal properties. Variations in natural frequencies over a daily cycle have been observed with measured data, which are probably due to environmental effects such as temperature and traffic. With a focus on understanding the relationships between natural frequencies and temperatures, a controlled simulation-based study is conducted with the use of a full-scale finite element (FE) model and four regression models. In addition to the temperature effect study, the identified modal properties and the FE model are used to explore both deterministic and probabilistic model updating approaches. In the deterministic approach (sensitivity-based model updating), the regularization technique is applied to deal with a trade-off between natural frequency and mode shape agreements. Specific nonlinear constraints on mode shape agreements are suggested here. Their capabilities to adjust mode shape agreements are validated with the FE model. To the best of the author's knowledge, the sensitivity-based clustering technique, which enables one to determine efficient updating parameters based on a sensitivity analysis, has not previously been applied to any civil structure. Therefore, this technique is adapted and applied to a full-scale bridge model for the first time to highlight its capability and robustness to select physically meaningful updating parameters based on the sensitivity of natural frequencies with respect to both mass and stiffness-related physical parameters. Efficient and physically meaningful updating parameters are determined by the sensitivity-based clustering technique, resulting in an updated model that has a better agreement with measured data sets. When it comes to the probabilistic approach, the application of Bayesian model updating to large-scale civil structures based on real data is very rare and challenging due to the high level of uncertainties associated with the complexity of a large-scale model and variations in natural frequencies and mode shapes identified from real measured data. In this dissertation, the full-scale FE model is updated via the Bayesian model updating framework in an effort to explore the applicability of Bayesian model updating to a more complex and realistic problem. Uncertainties of updating parameters, uncertainty reductions due to information provided by data sets, and uncertainty propagations to modal properties of the FE model are estimated based on generated posterior samples. In the second part of this dissertation, a new innovative framework is developed to collect pavement distress data via multiple vehicles. Vehicle vibration responses are used to detect isolated pavement distress and rough road surfaces. GPS positioning data are used to localize identified road conditions. A real-time local data logging algorithm is developed to increase the efficiency of data logging in each vehicle client. Supervised machine learning algorithms are implemented to classify measured dynamic responses into three categories. Since data are collected from multiple vehicles, the trajectory clustering algorithm is introduced to integrate various trajectories to provide a compact format of information about road surface conditions. The suggested framework is tested and evaluated in real road networks.

The Office of Preconstruction, Construction, and Pavements in the Federal Highway Administration (FHWA) has assisted more than 30 highway agencies throughout the United States of America (USA) to implement the use of precast concrete panels for rapid repair and rehabilitation of both concrete and asphalt pavements. Precast concrete pavement (PCP) provides several advantages over traditional cast-in-place concrete with benefits accruing to both owners and users of the roadways. These advantages include better concrete quality and durability, long-life pavement performance, and improved maintenance of traffic. Although the initial cost of PCP typically is higher than that of cast-in-place concrete, the quality of concrete in the precast panels delivered to the project site is assured by well-written specifications and professional inspection, the precast panels can receive traffic loadings immediately after installation, and repeated interruptions of traffic and extended work zones are either reduced or eliminated. Extended lane-closure durations must be avoided to prevent unacceptable levels of traffic congestion, which means repair and rehabilitation work must be completed rapidly. Numerous projects have been completed by using rapid-hardening concrete; however, the results have been inconsistent. The use of PCP has been shown to be a promising alternative [1]. The service life of PCP in intermittent full-depth repairs of concrete pavements is expected to be at least 20 years. The service life of PCP in longer lengths of heavily trafficked pavements is expected to be 40 years or more without significant maintenance.

Life cycle cost analyses (LCC/A) have not typically been used for pavement optioneering for nearly 30 years in Australia, nor are they generally required in detailed design. To date, asphalt pavements were assumed to have lower construction costs but acknowledged as requiring regular maintenance (every 5 to 10 years), whereas concrete is well known to require less maintenance (typically at intervals of 10 to 20 years). Concrete is therefore characterised as being lower cost only in terms of its life cycle and consequently overlooked where construction costs are the focus of pavement options evaluation. However, with significant recent changes in road construction materials and processes, preconceptions around life cycle costs of asphalt and concrete pavements around the world should be reviewed. This paper reports on the findings of a study conducted by Arcadis which compared the life cycle costs of highway low- noise high-speed pavements - plain concrete (PCP), full depth asphalt (FDA) and asphalt over heavily bound (ACH). The study compared LCC of these pavements across a range of project- specific scenarios (resource availability, site complexity and traffic constraints) in addition to the impact of adopting international discount rates. With a new generation of pavement renewal now commencing in Australia (45 years after the first), this work also examined the viability of prolonging the service life of pavements in relation to its impact on life cycle costs, closures and environmental impact. This paper ultimately concludes best value of the various pavement scenario combinations by ranking and comparing all pavements options, and makes recommendations for future life cycle assessments.

In many countries like Germany, concrete pavements are normally built as Jointed Plain Concrete Pavements (JPCP). Due to a lack of alternatives, maintenance of concrete pavements usually requires a replacement of the whole pavement structure, which is labour- and resource-intensive. Therefore, new techniques like the application of thin concrete overlays as a partial repair of deteriorated concrete pavements have been developed. As a major disadvantage of such overlays, the existing joints in the retained concrete bottom-layer have to be transferred in the overlay in order to avoid reflection cracking. When using non-corrosive carbon-textile reinforcement in such concrete overlays, cracks might be distributed more finely, enabling jointless repairs while keeping a thin repair layer. In addition, the bond behaviour between the retained concrete and the applied concrete overlay as well as between the concrete overlay and the textile reinforcement is crucial for a successful repair. In this paper, the basic principles and feasibility of such a repair method are examined. On the one hand, the decisive influencing variables and parameters such as bond behaviour between the concrete layers and the cracking behaviour of the overlay are pointed out and discussed. On the other hand, the evaluated laboratory tests carried out are presented. These include large-scale beams built with an overlay on top of a retained concrete layer, which were subjected to cyclic flexural stress and to a subsequent detailed investigation of the bond behaviour and durability. Furthermore, the crack formation in the overlay was determined by means of tensile and flexural tensile strength tests.

When looking for a location for a wave energy converter (WEC) installation, developers usually look for sites with high or very high wave energy resource. From this perspective, countries like Scotland or Ireland have made great effort to include this energy source in their energy mix due to their expected high untapped potential. However, higher resource carries marine operation restrictions. Because of that, the selection of a site for a WEC deployment, the installation, operation and maintenance factors have to be considered from the beginning. In this work an analysis of the suitable locations for the development of wave energy is performed based on the operation and maintenance (O&M) parameters. This study is performed across the globe coastlines taking the met-ocean climate data from Reguero et al (2011) global reanalysis database (GOW) developed at IH Cantabria. Firstly, an analysis of the global availability and accessibility levels is performed all around the globe taking different wave height thresholds into account. Seven specific locations (North-West Denmark, West of Ireland, Chile, North of Spain, West Portugal, South-West Australia and North of Scotland) with high interest on wave energy have been further analyzed and compared. Secondly, the O&M access limits are quantified in terms of the weather windows and the waiting period between available weather windows. A statistical analysis of these parameters is performed within different weather windows lengths (6 h, 12 h and 24 h). The seasonality of these parameters is also analyzed. Finally, a failure analysis will be carried out, simulating the repair operation along the lifecycle of the device for different failure rates and waiting times. The affection of this failure and repair scheme over the power production of a device analyzed previously in Andres et al (2014) will be presented. In this study, some locations with high resource (Spain, Nova Scotia) lead to medium to high accessibilities/availabilities due to the balance between resource and persistence of the weather conditions. Some locations with high resource such as Chile or Australia resulted inaccessible during very long periods of time due to the persistence of severe conditions and then not very recommended for novel converters with uncertain failure rates.

Asset managers are faced with the challenge of maintaining concrete structures in coastal environment, within the financial constraints of maintenance budget allocations, such that they remain functionally and structurally safe for the remainder of their design lives. For these reasons concrete remediation is fast becoming an important component of asset management in coastal areas. This research describes remediation techniques and practice currently being employed by prominent public and private organisations responsible for maintaining concrete structures in the Illawarra region (New South Wales, Australia). These common remediation techniques range from conventional restoration, cathodic protection and structural strengthening. The research also considers the underlying factors used to evaluate the effectiveness of these techniques and practices. A model of good practice for concrete remediation in the Illawarra is developed from the literature and industry research undertaken. This model is developed for concrete suffering deterioration caused by the corrosion of steel reinforcement and is aimed to provide intelligent concrete remediation options based on sound principles and industry knowledge.

The maintenance of structural integrity is a significant consideration in the safety management of offshore installations. This paper presents an integrated approach for fitness-for-service evaluation of a deteriorating offshore radio tower structure. The approach is intended to assist engineers in assessing the overall fitness and survivability of aged offshore structures. A 43 m tall radio tower on an oil and gas platform located offshore Australia was reported with areas of heavy and medium corrosion of structural members. Severe corrosion in one leg of the radio tower had caused an obvious hole (extensive damage) through the leg at approximately 36m above the main deck and raised structural integrity concerns with the tower. The platform had been shut down due to concerns of a possible collapse of the tower. An assessment/repair program was developed to assure the short term integrity of the tower with minimal repair works. The integrity of the critically damaged leg had been temporarily restored using a clamped sleeve repair to allow progress with the inspection / thickness measurement of the corroded areas of the tower. As part of the fitness-for-service assessment, the minimum thickness acceptance criteria for the suspected corroded structural members were developed to enable initial assessment of the measured remaining wall thicknesses of the corroded member. Fitness for service integrity assessment requirements were developed to assess the locations that did not meet the minimum thickness criteria. The integrity requirements were adopted based on the average measured wall thickness, sensitivity structural analyses for reduced wind speeds for shorter life spans, and stability/survival assessment of the tower. An inspection program was carried out for the suspected locations and any additional locations identified during the inspection process. The inspection measurements were assessed against the fitness-for-service criteria. Where the measurements indicated that members did not meet the acceptance criteria temporary repairs were specified. Consequently, the tower fitness-for-service was found sustainable for up to 12 months until a more permanent repair or replacement of the tower could be completed, thus enabling the platform to resume normal operations.

Pavement performance is a complex issue which depends on many contributing factors. Examining the performance of real-life pavements across the state determines what the actual service lives are for the pavements. For the purposes of this study, only selected LTPP projects were examined, along with a database containing all the historic repair projects completed in Indiana. Pertinent information present in the Indiana Historic Contracts Database was extracted concerning the types of pavement repair and treatments options commonly employed within the state, the time between repairs, etc. These data were used to determine descriptive statistical parameters and was summarized in graph form. Similarly, data about selected LTPP GPS and SPS sites were downloaded from the online website, LTPP InfoPave and a comparative study between companion sites was performed. These data included study site and pavement-related information, such as construction dates, pavement structure details, maintenance and repair history, and pavement distress surveys. These data were used to draw conclusions about the impact of treatment applications, climatic and geologic factors, traffic volume, and pavement structures on pavement performance. Gaps in knowledge about pavement failure modes, distress data, and effectiveness of treatment applications mentioned in the contracts database file hampered efforts to form a complete picture of the effectiveness of treatment options and their timely (or untimely) application. Similarly, details about pavement mixture design and differentiating factors between companion sites prevented researchers from narrowing down the causes leading to the observed pavement distress.
