Textual and performance innovation in twentieth-century Peking Opera is not new and the experiments by practitioners in Taiwan today demonstrate approaches that both reflect past attempts and contemporary variation. There has been resistance to change in the art form, however, because it was supposed to have reached perfection with Mei Lanfang (1894–1961), who, because of his artistic pre-eminence and international status, was able to introduce several daring innovations that revolutionized the medium without upsetting its parameters. Mei not only experimented by acting in contemporary non-traditional plays, but also within the Peking Opera tradition and was responsible for shifting the limelight away from that of the old man role (laosheng) to that of the young woman (dan), his own role. He and his playwright collaborator, Qi Rushan, wrote new style Peking Opera scripts that made best use of Mei's unique performing talents. Instead of the stylized costume evolved from Ming and Qing, dress, Mei would occasionally use historically accurate costumes from earlier dynasties. He introduced the use of classical dances and encouraged the inclusion of the eihu, the second, lower pitched fiddle into the accompanying orchestra.

This is the story of a remarkable change in approach to musical education which has taken place in Scottish secondary schools during recent years.Readers will bear in mind that the system of education in Scotland is independent of, and different from, that established in England. It is administered locally by education authorities which, together with head-teachers, are responsible for the curriculum taught within the schools. The Secretary of State for Scotland, nevertheless, retains an overall responsibility for the structure and balance of the school curriculum, which he fulfils by providing education authorities and head-teachers with general advice and guidance on curriculum matters. He is advised on these matters by HM Inspectorate of Schools (Scotland) and by the Consultative Committee on the Curriculum. The Consultative Committee on the Curriculum, in turn, is advised on musical matters by its subcommittee, the Scottish Central Committee on Music. Two external examinations, Ordinary and Higher Grades – taken at ages 16 and 17 respectively – are the responsibility of the Scottish Examination Board.Scotland has a population of some five and a half million people. It has four professional orchestras – two with international reputations – professional opera and ballet companies, national youth brass and wind bands, and orchestra. There are over four hundred secondary schools. Instruction in music has been a feature of Scottish schools for centuries.

Mugham plays a significant role in the national culture of modern Azerbaijan. Considering this fact, this article describes the initial period of the formation of the Azerbaijani mugham singing school, that is, the end of the 19th – the first half of the 20th centuries. Based on the results of field research (participant observation, and also interviews in Russian and Azerbaijani languages ​​with representatives of the musical community of the capital of Azerbaijan: performers and listeners of mugham, scientists, publicists, employees of concert halls where mugham performances take place, employees of state institutions who are responsible for development programs culture in the country), and available sources, the author of the article focuses on those socio-historical circumstances and characters that testify to the specifics of the modern singing school of mugham. Therefore, special attention is paid to two soloists and connoisseurs of Azerbaijani music: Jabbar Garyagdioglu and Bulbul. The first of them, although he grew up in the traditional environment of folklore singers, performed mughams in a new, theatrical form on the stages of concert halls. The change in the place and form of mugham performance laid the foundation for the emergence of the main genre of modern national music in Azerbaijan - mugham opera. Bulbul's merit for the formation of the mugham singing school, in turn, is that he developed an original singing technique, the specificity of which is the synthesis of modified norms of vocal performance of classical music of the Western type and folklore art, primarily mugham. Due to technical innovations, the national music of Azerbaijan, colored with a purely folk style, is not only interesting, but also understandable to a foreign listener.

The “Opera del Duomo” is the institution, still in existence, which was responsible for the construction of the cathedral in Orvieto. Over the centuries there have been many changes to its structure, in part due to continual conflict between the public administration and religious organizations. In accordance with the interpretation of the development of accounting as a result of its historical context, and, in particular, its organizational structure, this paper aims, through an analysis of the accounting registers and books of the Opera, to investigate “if” and “when” it is possible to observe the introduction of the double-entry bookkeeping method, and its role and function in the Opera’s structure.

Within the performing arts, the understanding of 'who we are' and 'what we do' appears less straightforward than in many professions. Performance becomes more than a means of earning a living; it becomes a way of living. This thesis presents a qualitative investigation into enforced occupational change for individual opera choristers and highlights aspects of career disruption that are unique to singers, in that they make their living using a biologically embedded instrument. The consequences of such change are considerable but until now, musical career transition has only been explored within the context of natural development such as the transition from music student to professional musician. This thesis spans three major academic disciplines: Music Psychology, Occupational Psychology and Developmental Psychology in order to present a rich, holistic account of the participants' experiences of unexpected and premature career transition. The thesis comprises two distinct but related empirical studies. Study One investigates the effects of redundancy on seven opera choristers. Study Two is a case study of one singer (Joe) who has been forced to abandon an operatic career due to undiagnosed physical disabilities. The personal aspects of life-changing events are not always addressed by traditional research methodologies. Motivated by these concerns, both studies adopt an idiographic approach and the method used is Interpretative Phenomenological Analysis. IPA is concerned with the subjective meanings people ascribe to their experiences, but also recognises the active role of the researcher in gaining access to that window of experience. In Study One, three super-ordinate themes are discussed. 'All about me' examines identity construction for the participants. 'Who's in Control?' examines the participants' attitudes to and expectations of the power structures within the operatic profession. 'Re-defining Me' explores the process of adapting to a changed working environment, whereby three of the singers were able to experience positive growth out of career disruption. In Study Two, three further super-ordinate themes encapsulate the experiences of career transition for Joe. 'Music is Master' deals with the complex relationship between music and performer. 'I love Music, but I don't like to Sing', deepens the understanding of vocal embodiment and what singing means to Joe in the context of his disabled body. 'Staging a Life' examines how Joe moves between stage and real-life to make sense of his experiences. Despite the differing contexts of the investigation, it was seen that the singers from both studies engaged with their life world primarily through interactions between voice, music and the stage which contributed to an established sense of self. Conflicts of power were a major source of disruption to the singers' perception of self. The participants of Study One felt powerless against the control that managements had over their work and personal identity. In Study Two, Joe experienced an internal power conflict between his perception of music as a powerful force to be served and the empowerment he expected as a musical performer. Common to both studies is the question of what it means to be a singer when professional work can longer validate a vocal identity. The participants' individual abilities to re-align established professional values determined their experience of career transition. The thesis concludes that a flexible approach to what it means to be a singer is a key issue in adapting to career transition as well as to the current changes in the contemporary music profession. Recommendations are made for there to be more awareness of the special needs of musicians when faced with career transition and for training institutions to equip students for the demands of the changing music industry.

This dissertation on Meyerhold situates his theatre practice, and, notably, his work on opera in the context of the changing political and cultural climate in Russia during the period 1905 - 1939 and its impact on developing artistic genres. It studies the way different genres in his theatre interlocked with, anticipated or captured cultural changes in relation to the aesthetics of the World of Art group, Imperial Theatres and the Soviet Policy on the arts and theatre. Meyerhold's work encapsulated the main tendencies and problems of the Russian avant-garde at the time, and the educational role of the arts in relation to the goal of social progress. The newly developing relationship between art and Soviet society was complex, where artists learned from everyday life at the same time as the public learned from art. In this context, concepts such as proletarian culture and artistic synthesis, in respect of the role of the arts are of vital importance to the argument of the thesis. Scholarly research on Meycrhold has predominantly focused on the director's work in dramatic theatre, not on his work on opera, a field that is one of the most important aspects of his practice as a whole. Meyerhold wanted to bridge the gap between the spectator and the performer, to create a unified theatrical experience by utilising all the arts as epitomised in operatic performance. Despite each genre presenting its own problems, which resulted in treatments of staging relevant to it, Meyerhold sought to bring theatre and opera together into an integrated performance -a spectacle set to music. The cross pollination between the arts in the theatre established new ways of perceiving and creating performances. His rewriting of the score and libretto for dramatic purposes significantly opened up new possibilities for staging opera. Mcycrhold established new theatrical techniques drawn directly from musical terminology and structures. The director became an author of a production creating tightly constructed musical, theatrical and visual compositions on the stage, which sought to capture and commemorate the spirit of the age. This interdisciplinary research analyses the aesthetic principles of music, art and drama, which have usually been separated in academic study. The methodology applied consists of an empirical and analytic study.

This study focused on a developing volunteer training program provided by the Royal Thai Police, using a responsive evaluation to improve its effectiveness. The research was set in the context of significant changes being made in the training of tourist police volunteers in Phuket, one of the main tourist locations in Thailand. The study was based on considering phases of the training program’s development, using the Responsive Evaluation approach of Stake (1967, 2004) within an Interactive Form of Evaluation as categorized by Owen with Rogers (1999) and Owen (2006). The research considered Stake’s three phases or ‘countenances of evaluation’: antecedents, transactions and outcomes. Antecedents were concerned with the preparation step before the training programs were launched. Transactions were concerned with the program delivery which involved the processes and problems identified when the programs were in operation. Outcomes involved the results of the training programs which provided a measure of how effective the training programs had been. The three phases of the evaluation, in which standards were established and judgements made in order to identify the effectiveness of three specific programs, involved both qualitative and quantitative research methods. The antecedents included questionnaires, a focus group interview and a document analysis. The transactions included various types of data provided by the stakeholders – namely, the program staff, volunteers, trainers and tourists – and the inquiry involved document analysis, a focus group interview, semi-structured interviews, a course feedback survey (volunteers), a simple street survey (tourists), logs and journals (trainers), personal reflections (program staff) and three case studies. The outcomes included a course feedback survey of the volunteers, a simple street survey of tourists in Phuket, and observations made by the program staff. The findings of the study were validated by means of triangulation of the outcomes in each phase. The research had small but significant outcomes. These included the development of a policy for creating more effective volunteer training programs provided by the Thai Tourist Police, demonstrating the effectiveness of Responsive Evaluation in assisting in the development of a training program policy, and highlighting key elements that are required to improve the organisation of volunteer training in Thailand. Overall, the outcomes drawn from the volunteers, trainers and tourists suggest that the volunteer training programs had, indeed, proved to be effective.

This dissertation focuses on making sense of social change and poverty reduction in international development, specifically through the work of NGOs. Social change is highly uncertain and ambiguous, taking place in a dynamic and rapidly changing context. The dominant discourse rests on the notion that poverty reduction and social change may be brought about through instrumental rationality. Key approaches are the Logical Framework Approach and Theory of Change approach with complexity sciences. These are underpinned by systems theories and the aid effectiveness agenda, focused on achieving change through the economically efficient use of resources. The dominant discourse is increasingly contested in the literature and by NGOs and other stakeholders based on their actual experiences. I draw on the work of Ralph Stacey and complex responsive processes theory to explore these contested claims. My dissertation is theoretical and practical. In the theoretical part I conclude that the dominant discourse cannot explain human social change on the basis of its own theoretical assumptions. These assumptions include predictability, control and determinism, which negates human agency and runs counter to peoples' experiences of uncertainty. I further conclude that complex responsive processes theory does offer an explanation for human social change that is congruent with peoples' experiences of uncertainty. Complex responsive processes theory is based on insights from the complexity sciences interpreted primarily through the thinking of Hegel, Elias and Mead. Human social phenomena are defined as emergent thematic patterns of interaction. The practical part of my dissertation involves situated research with an NGO. I demonstrate that complex responsive processes theory is extremely useful in making sense of program work. It offers practical ways for people to explore and participate more effectively in social change. This has critically important implications for the allocation of resources, time and effort aimed at improving the lives of people affected by poverty.

I have lived through nineteen mergers and acquisitions and without moving companies, have signed eight employment contracts, all following M&As. Only two of the eight companies still trade, the others went bankrupt or shut down. My roles have been in engineering, sales, middle management and more recently a contributor at meetings where M&As were discussed and advisors attended. Despite professional advice, these M&As rarely turned out as planned including the envisaged growth and improvements. Often matters got worse, even for top executives. Yet, in both the literature and the way that people talk, businesses and individuals are portrayed as separate entities, M&As are aimed at changing only the businesses and are routinely associated with growth and improvements. My experience of M&As includes confusion about power and powerlessness, a sense of loss of valued relationships, identity issues and idealization of merged businesses. Using a narrative methodology and taking my experience seriously (Stacey and Griffin, 2005), I explore change and continuity through M&As and the experiencing of organizational upheavals. I also explore change in the idea of M&As and how we think of them. Drawing on complex responsive processes theory, I argue that we can enhance our understanding of change and continuity through M&As by exploring our experience of local interaction. Combined organizations as patterns of local interactions between people where these patterns emerge and evolve in the interplay of intentions, plans, actions and choices of all involved includes those between members of the merged organizations and between them and advisors, mediators, shareholders, competitors, customers, regulators and the media. To say that combined businesses emerge in this interplay is to understand change and continuity in terms of these evolving patterns of local interaction. These patterns include interpretations and conversations reflecting our ideologies, power relations, identities, idealizations and expectations about M&As. My expectations and reflections were influenced by and influence the discourse about M&As which I argue as social object evolves through our complex responsive processes of relating. Idealization of merged businesses, professional advice, the mainstream view of M&As as growth and improvement which amounts to ‘putting thought before action’ (Griffin, 2002: 25), all emerge and evolve through local interaction validating reflexive exploration of experience to enhance our understanding of change and continuity through M&As.

This research arose from my curiosity about change, and my dissatisfaction with models and tools which do not explain my real life, messy, and sometimes disappointing, experiences of trying to instigate change. My aim, therefore, has been to explore what is it like to experience and make sense of change as it is happening in my working life as a Nurse Practitioner and Primary Care Trust Board member, in primary health care in the National Health Service. Essentially I argue that the dominant way of thinking about change assumes it is a "thing" to be planned and then applied. I believe the error is in thinking we can produce change as if we are in control of a system. An alternative way of thinking about change arising from my experiences is that it can only express our intention for the future but is not controllable in the way often implied. I also suggest change is experienced as movement in the present where, often with hindsight, we experience a shift in patterns of how we speak about or experience something. Early on, my search was for a way of explaining my experience of change by initially drawing on the theories of complexity, which point to emergent pattern which arises spontaneously from local interaction, without any external blueprint or plan. I then turn to the theory of complex responsive processes of human relating (Stacey et al, 2000) which views human interaction as itself inherently pattern forming and therefore ordinary everyday interaction as the source of change. I take the theory of complex responsive processes as the foundational theory for my research by asking "What is it like to experience change in primary health care from a complex responsive processes perspective? " My methodology, which is consistent with this perspective, focuses on my own experiences, as emergent exploration of experience (Stacey and Griffin, 2005). In other words I am reflexively exploring my own experience by using narratives, stories and analysis intertwined, to reflect as closely as possible the messy reality of the way we are continuously making sense of experience and change. My experience seeing patients in primary health care; managing a nursing team; and sitting on the Board of a Primary Care Trust highlights the emotional, fantasy laden aspects of experience which are often disregarded or viewed as common knowledge. Similarly, there are feelings of anxiety surrounding any change where my identity feels threatened and there are changes in power relating between people (Elias, 1939). I argue that tools, models and labels serve to relieve feelings of anxiety, by providing an illusion of control, but may in themselves also increase anxiety and block the potential for change. During the research, my own practice has changed by becoming more reflexive as I focus on my own participation, whilst adding further dimensions to the theory. Firstly, I argue that focusing attention in this way implies a heightened awareness of responsibility and potential for one's own actions. I cannot know the result of my actions but know that they may have some effect, large or small. Secondly, I argue that the dominant discourse may perpetuate the way change is viewed as a "thing" external to every day experience. Rather than focusing on control, process thinking conveys a different reality of continuous sensemaking. Lastly, I argue that focusing attention on feelings, emotions and the environment as simultaneous rather than separate aspects of experience becomes important when experiencing and making sense of change from this perspective. I argue, therefore, that a complex responsive processes perspective challenges the dominant perspective on change by providing a way of understanding which resonates with my experiences, has significant implications for my own practice, and validates paying attention to ordinary everyday experience in which change is continually emerging.

We report on the development of a polymeric layer consisting of an embedded channel network. The channels are filled with a thermally responsive polymer. The embedded thermally responsive polymer is in solid phase in room ambient, but changes to liquid at physiological body temperature (∼37 °C). This phase change results in the polymer structure changing to a more flexible state. An important application of this polymer layer is its use as a thermally regulated support structure for a gastric pacing electrode, to give some rigidity to the electrode body preferable during implantation surgery, while changing to a more flexible state inside the body as the embedded polymer subsequently melts at physiological temperature. The latter is expected to reduce complications caused by a rigid device.

Latin America and the Caribbean (LAC) is one of the regions most exposed and vulnerable to climate-related risks, with large shocks occurring regularly. Climate change is exacerbating the frequency and variability of climate related extremes and increasing slow onset events, threatening social and economic outcomes in the region. Responding to climate change will require stronger risk management systems that include social protection. Social protection systems in LAC are relatively advanced, but they do not yet consider climate shocks. Overall, social protection systems suffer from relatively low coverage, leaving significant parts of the population vulnerable to transient and chronic poverty in the face of shocks. The large social protection responses that LAC implemented to address the impacts of COVID-19 present an opportunity to prepare for the challenges arising from increased climate-related shocks. This study investigates how non-contributory social protection (mainly income support) has been used to respond to previous climate-related shocks and to COVID-19, and what are the implications for managing climate-related shocks in the future.

- To understand contemporary challenges to European democracy, it is crucial to look beyond the surface of politics and consider the deeper relationship between democracy and the economy. Instead of focusing exclusively on the rise of ‘populism’, it is necessary to acknowledge the multiplicity of threats to European democracy, in particular those arising from the structure of European economies and economic policymaking. - Understanding these weaknesses in the functioning of European democracies is crucial to an effective approach to future economic transformations, in particular the green transition, but also for dealing effectively and equitably with challenges such as higher inflation. It is important that the relevant policy changes and responses are democratically legitimate and do not foster the kind of political backlash that previous economic transformations did. - Over the past 40 years, economic inequality – ranging from income inequality to discrepancies in wealth and economic security – has widened throughout developed economies. In turn, these developments have generated increasing political inequality, as economic policymaking has served the interests of the well-off. - Democratic systems have also been made less responsive to electorates through the ‘depoliticization’ of policymaking, in particular economic policy, as a result of its insulation from national-level democratic scrutiny. The expansion of technocratic modes of governance – notably through independent central banks and EU-level institutions – has in many cases entrenched the policy preferences of specific groups in institutions removed from direct democratic control. - As this depoliticization has to a large extent made democratic contestation over economic policy redundant, politics has increasingly been polarized around ‘cultural’ questions. But such a focus on culture is unlikely to address the inequalities behind the dysfunction of democracies in Europe. - Strengthening European democracy requires a ‘repoliticization’ of economic policymaking, including both fiscal and monetary policymaking. In the specific context of the EU, this would mean opening up more policy space for national decision-makers and parliaments – in particular by giving them a more influential role in fiscal policy, and by making monetary policy more democratic.

The experiences and marginalisation of international organisation employees with caring responsibilities has a direct negative impact on the type of security and justice being built in conflict-affected environments. This is in large part because international organisations fail to respond to the needs of those with caring responsibilities, which leads to their early departure from the field, and negatively affects their work while in post. In this toolkit we describe this problem, the exacerbating factors, and challenges to overcoming it. We offer a theory of change demonstrating how caring for carers can both improve the working conditions of employees of international organisations as well as the effectiveness, inclusivity and responsiveness of peace and justice interventions. This is important because it raises awareness among employers in the sector of the severity of the problem and its consequences. We also offer a guide for employers for how to take the caring responsibilities of their employees into account when developing human resource policies and practices, designing working conditions and planning interventions. Finally, we underscore the importance of conducting research on the gendered impacts of the marginalisation of employees with caring responsibilities, not least because of the breadth and depth of resultant individual, organisational and sectoral harms. In this regard, we also draw attention to the way in which gender stereotypes and gender biases not only inform and undermine peacebuilding efforts, but also permeate research in this field. Our toolkit is aimed at international organisation employees, employers and human resources personnel, as well as students and scholars of peacebuilding and international development. We see these communities of knowledge and action as overlapping, with insights to be brought to bear as well as challenges to be overcome in this area. The content of the toolkit is equally relevant across these knowledge communities as well as between different specialisms and disciplines. Peacebuilding and development draw in experts from economics, politics, anthropology, sociology and law, to name but a few. The authors of this toolkit have come together from gender studies, political science, and development studies to develop a theory of change informed by interdisciplinary insights. We hope, therefore, that this toolkit will be useful to an inclusive and interdisciplinary set of knowledge communities. Our core argument - that caring for carers benefits the individual, the sectors, and the intended beneficiaries of interventions - is relevant for students, researchers, policy makers and practitioners alike.

The magnitude of the effect of adverse weather conditions on road operational performance varies with the type of weather condition and the road characteristics of the road links and adjacent links. Therefore, the relationship between weather and traffic is always a concern to traffic engineers and planners, and they have extensively explored ways to integrate weather information into transportation systems. Understanding the influence of weather on operational performance and safety helps traffic engineers and planners to proactively plan and manage transportation systems. The main objective of this research is to evaluate the effect of adverse weather conditions on travel time reliability and crash occurrence, by severity, using weather data, road data, travel time data, and crash data for North Carolina. The methodology and results from this research are useful for transportation system managers and planners to manage the traffic and improve safety under different weather conditions. They also help improve the functionality of weather-responsive management strategies like variable signs to indicate the change in reliability and safety under rainfall and low visibility conditions.

The U.S. national parks have experienced significant climate-change impacts and rapid, on-going changes are expected to continue. Despite the significant climate-change vulnerabilities facing parks, relatively few parks have conducted comprehensive climate-change vulnerability assessments, defined as assessments that synthesize vulnerability information from a wide range of sources, identify key climate-change impacts, and prioritize vulnerable park resources (Michalak et al. In review). In recognition that funding and planning capacity is limited, this project was initiated to identify geographies, parks, and issues that are high priorities for conducting climate-change vulnerability assessments (CCVA) and strategies to efficiently address the need for CCVAs across all U.S. National Park Service (NPS) park units (hereafter “parks”) and all resources. To help identify priority geographies and issues, we quantitatively assessed the relative magnitude of vulnerability factors potentially affecting park resources and values. We identified multiple vulnerability factors (e.g., temperature change, wildfire potential, number of at-risk species, etc.) and sought existing datasets that could be developed into indicators of these factors. To be included in the study, datasets had to be spatially explicit or already summarized for individual parks and provide consistent data for at least all parks within the contiguous U.S. (CONUS). The need for consistent data across such a large geographic extent limited the number of datasets that could be included, excluded some important drivers of climate-change vulnerability, and prevented adequate evaluation of some geographies. The lack of adequately-scaled data for many key vulnerability factors, such as freshwater flooding risks and increased storm activity, highlights the need for both data development and more detailed vulnerability assessments at local to regional scales where data for these factors may be available. In addition, most of the available data at this scale were related to climate-change exposures, with relatively little data available for factors associated with climate-change sensitivity or adaptive capacity. In particular, we lacked consistent data on the distribution or abundance of cultural resources or accessible data on infrastructure across all parks. We identified resource types, geographies, and critical vulnerability factors that lacked data for NPS’ consideration in addressing data gaps. Forty-seven indicators met our criteria, and these were combined into 21 climate-change vulnerability factors. Twenty-seven indicators representing 12 vulnerability factors addressed climate-change exposure (i.e., projected changes in climate conditions and impacts). A smaller number of indictors measured sensitivity (12 indicators representing 5 vulnerability factors). The sensitivity indicators often measured park or landscape characteristics which may make resources more or less responsive to climate changes (e.g., current air quality) as opposed to directly representing the sensitivity of specific resources within the park (e.g., a particular rare species or type of historical structure). Finally, 6 indicators representing 4 vulnerability factors measured external adaptive capacity for living resources (i.e., characteristics of the park and/or surrounding landscape which may facilitate or impede species adaptation to climate changes). We identified indicators relevant to three resource groups: terrestrial living, aquatic living (including living cultural resources such as culturally significant landscapes, plant, or animal species) and non-living resources (including infrastructure and non-living cultural resources such as historic buildings or archeological sites). The socioeconomic crisis associated with the pandemic put cash transfer programs back at the top of the policy agenda. It showed that the Latin American and Caribbean regions income support systems were both fundamental and insufficient. In this paper, we present novel estimates of the coverage and beneficiary distribution of all non-contributory cash transfers both before and during the COVID-19 crisis. The former is useful to show the degree of preparedness of the region. The latter analyzes the magnitude of the policy response. While the literature presents estimates of coverage and leakage of conditional cash transfers and non-contributory pensions, our results are novel because they are the first to analyze coverage and leakage implemented in response to the COVID-19 crisis. In addition, we are the first to expand the focus to all non-contributory cash transfer programs, including those that are quasi-universal and/or unconditional. This is the most appropriate focus when the goal is to assess the ability to provide protection to larger population groups (including the vulnerable) and against transitory poverty caused by systemic shocks (such as pandemic or extreme weather events, which may become more and more frequent due to climate change). Using data from the Inter-American Development Bank “Harmonized Household Surveys from Latin America and the Caribbean”, which now provide a more comprehensive coverage of Caribbean countries, we show that before the pandemic non-contributory cash transfers covered 26% of the population of 17 countries with available data. Average coverage of the extreme poor, moderate poor and vulnerable population was 56%, 43% and 28% respectively. During the crisis, LAC governments implemented 111 new cash transfer interventions, increasing coverage to 34% of the population in 12 countries with available data. Average coverage increased among the moderate poor (50%) and vulnerable population (37%), while it remained unvaried amongst the extreme poor. Moving forward, the countries of the region are called to reform their social protection systems to make them more flexible, efficient, and sustainable, and including strategies that provide protection against shocks. In this way, resilient and responsive social protection systems can contribute to the fight against climate change and support a just transition towards net-zero emission societies. These efforts must also include measures to close the historical coverage gap amongst the poorest.

The aim of adaptive programming (AP) is to produce adaptive, flexible, iterative, responsive, problem-driven, politically smart, locally led programmes which are effective and efficient and meet donor requirements for accountability. This is a rapid desk review of recent literature on AP including academic and grey sources. Section 2 covers the main challenges and barriers to successful implementation of AP. Key success factors are covered in Section 3. Selecting the appropriate monitoring and evaluation tools such as outcome harvesting or adapted versions of Value for Money to assist in measuring outcomes and embedding learning is key to successful AP, particularly in governance programmes, where results are usually long-term, non-linear and causality can be difficult to specifically trace back to the donor-funded intervention. Section 4 details three case studies from the governance arena as this report was requested to assist in designing adaptive governance programmes. Thus, the State Accountability and Voice Initiative (SAVI) from Nigeria, Chakua Hatua from Tanzania, and Within and Without the State (WWS) from conflict regions are included to show how flexible indicators, donor communication and negotiation, empowering teams and adopting monitoring and evaluation tools assisted in successful AP outcomes in different locations and political contexts. The challenges faced and drawbacks of certain processes were fed into efficient feedback loops fostering cross-communication, adaptation, and modification to ensure procedures and policies were changed accordingly. Sources used are primarily from the previous 5 years, as per K4D norms, unless the work is seminal, such as the ODI Report (2016) Doing Development Differently, which encouraged over 60 countries to sign up for the AP methodology. This review found a substantive body of literature on AP methodology the relative recency of academic attention on AP in the development less evidence is available on case studies of AP in the development sector, as there are not many ongoing projects and even fewer have been completed and results assessed (ICF, 2019). There is also a lack of case studies on how dynamic, empowered, innovative teams successfully apply adaptive programming ideas, particularly providing behavioural insights about such teams (Cooke, 2017) as well as little attention to precipitating and sustaining behaviour change in institutions over the longer term (Power, 2017).

Original objectives: [a] Screen an array of chickpea and wild annual Cicer germplasm for winter survival. [b] Genetic analysis of winter hardiness in domesticated x wild chickpea crosses. [c] Genetic analysis of vernalization response in domesticated x wild chickpea crosses. [d] Digital expression analysis of a core selection of breeding and germplasm lines of chickpea that differ in winter hardiness and vernalization. [e] Identification of the genes involved in the chickpea winter hardiness and vernalization and construction of gene network controlling these traits. [f] Assessing the phenotypic and genetic correlations between winter hardiness, vernalization response and Ascochyta blight response in chickpea. The complexity of the vernalization response and the inefficiency of our selection experiments (below) required quitting the work on ascochyta response in the framework of this project. Background to the subject: Since its introduction to the Palouse region of WA and Idaho, and the northern Great Plains, chickpea has been a spring rotation legume due to lack of winter hardiness. The short growing season of spring chickpea limits its grain yield and leaves relatively little stubble residue for combating soil erosion. In Israel, chilling temperatures limit pod setting in early springs and narrow the effective reproductive time window of the crop. Winter hardiness and vernalization response of chickpea alleles were lost due to a series of evolutionary bottlenecks; however, such alleles are prevalent in its wild progenitor’s genepool. Major conclusions, solutions, achievements: It appears that both vernalization response and winter hardiness are polygenic traits in the wild-domesticated chickpea genepool. The main conclusion from the fieldwork in Israel is that selection of domesticated winter hardy and vernalization responsive types should be conducted in late flowering and late maturity backgrounds to minimize interference by daylength and temperature response alleles (see our Plant Breeding paper on the subject). The main conclusion from the US winter-hardiness studies is that excellent lines have been identified for germplasm release and continued genetic study. Several of the lines have good seed size and growth habit that will be useful for introgressing winter-hardiness into current chickpea cultivars to develop releases for autumn sowing. We sequenced the transcriptomes and profiled the expression of genes in 87 samples. Differential expression analysis identified a total of 2,452 differentially expressed genes (DEGs) between vernalized plants and control plants, of which 287 were shared between two or more Cicer species studied. We cloned 498 genes controlling vernalization, named CVRN genes. Each of the CVRN genes contributes to flowering date advance (FDA) by 3.85% - 10.71%, but 413 (83%) other genes had negative effects on FDA, while only 83 (17%) had positive effects on FDA, when the plant is exposed to cold temperature. The cloned CVRN genes provide new toolkits and knowledge to develop chickpea cultivars that are suitable for autumn-sowing. Scientific & agricultural implications: Unlike the winter cereals (barley, wheat) or pea, in which a single allelic change may induce a switch from winter to spring habit, we were unable to find any evidence for such major gene action in chickpea. In agricultural terms this means that an alternative strategy must be employed in order to isolate late flowering – ascochyta resistant (winter types) domesticated forms to enable autumn sowing of chickpea in the US Great Plains. An environment was identified in U.S. (eastern Washington) where autumn-sown chickpea production is possible using the levels of winter-hardiness discovered once backcrossed into advanced cultivated material with acceptable agronomic traits. The cloned CVRN genes and identified gene networks significantly advance our understanding of molecular mechanisms underlying plant vernalization in general, and chickpea in particular, and provide a new toolkit for switching chickpea from a spring-sowing to autumn-sowing crop.
