In this study of current and former male Reserve and National Guard members from the State of Ohio, it was expected that veterans who were older, had more years of military service, who had participated in the Persian Gulf War, who were Euro-Americans, who were higher in rank, who had higher residential stability in Ohio who belonged to the Air Force, who had higher formal education, and who belong to the National Guard would have a greater investment in U.S. society as defined by 11 demographic variables. It was assumed that those with greater investment in society would more often have valid addresses and would be more likely to respond to a survey on military issues, thereby biasing sample outcomes in those directions. Results for male veterans were consistent with the hypothesis that investment in the society system would predict validity of addresses and response rates. In other words, results supported the idea that those veterans who might be expected to have a greater investment in U.S. society were more likely to be located and to respond (once located) to a survey concerning Desert Storm-era military service and its aftermath. Implications for future Desert Storm research are discussed.

Abstract: The year 2023 marks the 75th anniversary of the Nevada Air National Guard. When Congress created the United States Air Force in 1947, it also authorized the various states to establish Air National Guards. Nevada did so immediately in 1948. The Nevada Air Guard took its place alongside the newly reestablished Nevada State Militia under the command of the governor and subject to activation by the president whenever local or national emergencies threatened the peace and security of the United States. As a reserve force, the Nevada Air National Guard assumed a role in the Cold War with the Soviet Union, served in the Korean War, and responded to crises associated with the Vietnam War in the turbulent 1960s. After the downfall of the Soviet Union, it served in Kosovo in the 1990s amidst the violent breakup of the former Yugoslavia. During the 21st century members of the Nevada Air Guard have been called to Iraq and Afghanistan in the War on Terror. At home the Air Guard has assisted the U.S. Forest Service's efforts to fight wildfires in the face of climate change.

Анотація:
An analysis of critical infrastructure objects, which have different levels of criticality categories, and the importance of assigning individual units to destroy air targets, was carried out. The existing objects of critical infrastructure, which are subject to protection and defense by the National Guard of Ukraine in the conditions of resistance to the armed aggression of the Russian Federation, and the areas of responsibility of operational-territorial associations and military units under direct control, which carry out the protection and defense of the specified objects, were studied. The need for components of the defense system for the protection of critical infrastructure objects by military units (units) of the National Guard of Ukraine, which perform the task of destroying enemy air targets, is considered. The organization of interaction in the general air target detection system, which is connected to the network of the Air Force of the Armed Forces of Ukraine, air defense units and aims to detect enemy air targets aimed at destroying the country's critical infrastructure facilities protected by the National Guard of Ukraine, is analyzed. It is proposed to define the defense sectors of the critical infrastructure object to form the necessary type and quantity of weapons and equipment necessary for the destruction of air targets both in the approaches to the object and in the distance from it.

Анотація:

The military faces unprecedented limitation of resources due to fiscal cuts through all branches of service. The purpose of this qualitative case study was to explore succession planning (SP) strategies used by Air National Guard leaders to retain skilled workers. The target population consisted of 5 leaders of the Washington Air National Guard (ANG) with a minimum of 5 years of experience in the ANG. The five tenured candidates were selected given proven leadership performance, ability to influence the organization, and they provided institutional knowledge and corporate insight of SP efforts spanning nearly a century. Additionally, these leaders had direct first-hand experience with local selective retention process and successful force management practices. The conceptual framework included organizational leadership theory, succession theory, and employee retention. Semistructured interviews were conducted and relevant documents collected. All interpretations from the data were subjected to member checking to ensure trustworthiness of findings. Coding, clustering, and thematic analysis were methods used for data analysis. Prominent ideas and actions taken were coded, common codes were clustered and themes evolved. Based on the methodological triangulation of data, 5 themes surfaced: (a) skills focus verses strategic, (b) informal verses formal SP, (c) individual verses organizational, (d) priority for retention verses recruitment, and (e) limited skill leads to mission gaps. The application of the findings from the study may contribute to social change by inspiring military leadership to adopt more strategic succession planning and ensure business sustainability by changing existing SP from a recruitment-based technique to culture of retention.

Анотація:

Purpose. The purpose of this qualitative phenomenological study was to explore the lived experiences and perceptions of Latino chief master sergeants currently serving in the California Air National Guard as they ascended to the rank of chief master sergeant. The study offers insight for military leaders who are the key decision makers when developing diversity programs and implementing equal opportunity directives.

Conceptual Framework. The conceptual framework for this study was based on the concept that Latino chief master sergeants are underrepresented in key leadership positions. The experiences of Latino chief master sergeants currently serving in the California Air National Guard provided insight into why this phenomenon is occurring.

Methodology. Semistructured interviews were conducted with Latino chief master sergeants currently serving in the California Air National Guard. Participants serve at one of the five air wings which comprise the California Air National Guard.

Findings and Conclusions. Major findings of the study include supporting and promoting education at all ranks, increasing the opportunity for Latinos to serve in key leadership roles, ensuring promotions are based on job performance and merit, and supporting diversity initiatives. This study concluded that Latino chief master sergeants are key leaders in the California Air National Guard and their experiences play a significant role in the development of airmen, specifically Latino airmen.

Recommendations. California Air National Guard leaders should consider the experiences of Latino chief master sergeants prior to implementing changes to education, key leadership positions, promotion, and diversity initiatives. Equitable access to educational programs and developmental opportunities will ensure that all airmen, to include Latino airmen, are prepared for a successful career in the California Air National Guard.

This chapter investigates the development—particularly by the police—of white opposition to mob violence against blacks in Illinois, Indiana, and Ohio from the 1890s to the 1930s. At the outset it details the methods deployed by local authorities to protect prisoners threatened with violence and the conditions required to trigger their appeals to state authorities for support, including the use of state militias (National Guard). Next it explores the responses of “ordinary” whites to these efforts. It then traces the efforts of state governments to curtail mob violence with legislation and of local authorities, especially the police, to offset their success in mitigating mob violence by appropriating mob tactics to control blacks themselves. Finally, it assesses the implications of its findings for the historiography of police violence (police brutality).

Abstract In December 1962, the children at Verner Elementary School on the south side of the campus got the thrill of their lives. It was the last day of classes before Christmas holidays. A training jet from Air National Guard headquarters in Birmingham appeared over the campus, switched on its camera and began taking reconnaissance photographs. The pilot pulled up, surprised when an RF-101 Voodoo streaked in from the east also making photos. To the delight of the children, the two airmen decided to show their stuff and began a series oflow level runs that included rollovers and thunderous sound effects. Another Voodoo and trainer arrived a bit later. The show lasted about two hours.

This chapter summarizes the political and security challenges that arise from highly divergent national views on the South China Sea (SCS). It recounts how the rise in Chinese economic power allowed the People's Republic of China (PRC) to devote funding to building a blue-water navy and expand islands to build on extensive naval, coast guard, and air force installations. It looks at the economic inter-dependence between the economies in the SCS region, such as between China and Association of Southeast Asian Nations (ASEAN) member states, China and the United States, China and trading partners Japan, Australia, and even Taiwan. The chapter mentions two principal antagonists in the geopolitical differences over the SCS: China, the principal claimant, and the United States, the most powerful external stakeholder. It points out one positive aspect of the rising tensions in the SCS, which is the research and debates they have stimulated among analysts and scholars in the countries concerned.

This chapter details how New York Waterway Port Captain Michael McPhillips, who was in charge of waterborne transportation for the New York National Guard in the days following the evacuation, was among the many first responders who spent weeks breathing the toxic air. McPhillips wound up developing pulmonary issues and end-stage liver disease that he said resulted from dust exposure, and he was forced to retire from the industry. Still, he considers his ability to serve at Ground Zero an honor. It is impossible to know exactly how many of the mariners who participated in the evacuation wound up suffering from illnesses related to their service. Even counting the overall number of mariners involved in the boat lift itself poses challenges. The World Trade Center Health Program (WTCHP) counted at least 120 mariners currently registered with the program, 53 percent of whom are suffering from at least one illness or condition that doctors and researchers say is related to World Trade Center exposures. Meanwhile, in addition to the 414 first responders who lost their lives that day, some 2,000 were injured, some so badly they could no longer serve.

The late 1960s and early 1970s was a world of increasing political unrest on many fronts. In January 1969, Richard Nixon replaced Lyndon Johnson as president. Public support for the war in Vietnam was diminishing and there were widespread antiwar demonstrations. Environmental awareness and concerns were rapidly increasing. Air and water pollution were increasingly severe. A huge oil spill dumped 100,000 barrels of crude oil onto the beaches of Santa Barbara, California. The Cuyahoga River in Ohio caught fire. Students buried automobiles on college campuses. Lake Erie could no longer support fish. The great whales were being killed in record numbers. People were apprehensive about pesticides. The Bald Eagle, national symbol, was disappearing. The first Earth Day was launched in 1970. Responding to this public outcry, the National Environmental Policy Act passed Congress almost unanimously and became law on January 1, 1970; the Clean Air Act became law in 1970, the Clean Water Act in 1972, and the Endangered Species Act in 1973; and the Federal Insecticide, Fungicide and Rodenticide Act was rewritten in 1972. Rachel Carson’s Silent Spring had appeared in 1962 and generated a sizable public reaction, but pesticide policies had changed very little by 1970. This was the milieu in which EDF sought to pursue its goals of a national ban on DDT and the development of environmental law. Reaching those goals would require a much more substantial organization than EDF was in 1969; at that time it was little more than a board of trustees with plenty of ideas but no staff, no office, and almost no money. Most of those trustees were going about their normal lives with EDF concerns more like a hobby than a profession. Their dedication was strong and very real, but a strategic game plan was barely in sight. There were additional impediments when compared with today’s world. Forty-five years ago communications barely resembled what we have now. Most television sets were black-and-white with small screens and large bulky bodies, although color TV was arriving slowly. There were no computers or cell phones.

Through an illustrative compendium of thirty-six statements or arguments, each specifically quoted and its source identified, this Chapter presents the arguments made against UNCLOS as they were actually argued in print or to the Senate. And it then responds on each as to why the statement or argument is false or misleading. Of particular note, the compendium sadly illustrates the important opposition role played by the Heritage Foundation, likely a hangover from Heritage’s understandable opposition to the defects in Part XI on deep seabed mining before the renegotiation of that part of the Convention; a renegotiation which cured those defects and met all of President Ronald Reagan’s conditions for United States support. The author has been a supporter of the Heritage Foundation’s important work for national defense, reasonable regulation and taxes, fiscal responsibility, constitutional checks and balances, and the rule of law. But he points out that opposition from Heritage toward UNCLOS, if it continues to make the difference in preventing American adherence to the Convention, simply empowers China, the Russian Federation, and even close American allies to continue to swoop up the strategic minerals of the deep seabed while America stands by with primly averted eyes. Indeed, as the Prologue to this book notes, through its non-adherence to the Treaty the United States has already lost two of its four “USA” designated deep seabed sites with strategic minerals worth an estimated half a trillion dollars, and it is at risk of losing America’s remaining two sites for a total loss of a trillion dollars in strategic minerals. Continued opposition would also be counter to the position of the Joint Chiefs of Staff, the United States Navy, the United States Air Force, the United States Coast Guard, the United States Chamber of Commerce, the National Governor’s Association, the American Petroleum Institute (API), the National Association of Manufacturers (NAM), the National Oceans Industries Association, the Financial Round Table, and the American deep seabed mining, shipping and underwater cable industries, among others.

“Get under your desks. The missiles are coming.” “The President has been shot!” “The National Guard has killed four students at Kent State.” “The river is burning!” These are my searing teenage and early adult memories. My formative years took place in the 1960s, when society was seemingly coming apart at the seams, with riots over the Vietnam War, riots over racial issues, and the assassinations of President John F. Kennedy, Robert Kennedy, and Martin Luther King, Jr. The Cold War was in full swing and there was great fear that the United States and the (former) Soviet Union would annihilate the world with a nuclear holocaust. In addition to these crises, the environment had become degraded to such an extent that the Cuyahoga River caught fire and the air in major cities was not safe to breathe. In response to this toxic mix of social and environmental ills, many citizens began questioning whether they could trust the government or technology. Fueled by this questioning, a new sense of activism led to (among other things) an environmental movement that helped establish the Environmental Protection Agency (EPA) to clean up our rivers and air. This was a time when books such as Silent Spring (1), The Population Bomb (2), and The Limits to Growth (3) were proclaiming dire consequences for our planet if we didn’t take our impacts on the planet more seriously. It was also a time when environmental activists became very concerned and vocal about the hazards of nuclear weapons and radiation in general. Fears of even a limited nuclear war leading to a “nuclear winter” were prevalent. As nuclear power plants were being proposed, fierce demonstrations took place to try to prevent them from being built and delaying the time line for actually building them to ten or more years. A large segment of society became convinced that virtually any exposure to radiation would cause cancer and that nuclear reactors were a major health hazard.

Abstract The harsh operating conditions of Advanced Ultra-Supercritical (A-USC) power plants, i.e., steam operation conditions up to 760°C (1400°F)/35 MPa (5000 psi), require the use of Ni-based alloys with high temperature performance. Currently, the U.S. Department of Energy Fossil Energy program together with Electric Power Research Institute (EPRI) and Energy Industries of Ohio (EIO) is pursuing a Component Test (Comets) project to address material- and manufacturing-related issues for A-USC applications. Oak Ridge National Laboratory (ORNL) is supporting this project in the areas of mechanical and microstructure characterization, weld evaluation, environmental effect studies, etc. In this work, we present results from these activities on two promising Ni-based alloys and their weldments for A-USC applications, i.e., Haynes 282 and Inconel 740H. Detailed results include microhardness, tensile, air and environmental creep, low cycle fatigue, creep-fatigue, environmental high cycle fatigue, and supporting microstructural characterization.

The National Historic Preservation Act of 1966 (NHPA) established the National Register of Historic Places (NRHP), which requires federal agencies to address their cultural resources, defined as any prehistoric or historic district, site, building, structure, or object. NHPA Section 110 requires federal agencies to inventory and evaluate their cultural resources. Section 106 requires them to determine the effect of federal undertakings on properties deemed eligible or potentially eligible for the NRHP. Camp Perry Joint Training Center (Camp Perry) is located near Port Clinton, Ohio, and serves as an Ohio Army National Guard (OHARNG) training site. It served as an induction center during federal draft periods and as a prisoner of war camp during World War II. Previous work established boundaries for a historic district and recommended the district eligible for the NRHP. This project inventoried and analyzed the character-defining features of the seven contributing buildings and one grouping of objects (brick lamp posts) at Camp Perry. The analysis is to aid future Section 106 processes and/or the development of a programmatic agreement in consultation with the Ohio State Historic Preservation Office (SHPO).

This document is an architectural survey of eight armories, seven field maintenance shops (FMS; three detached and four attached to the armory), and ten metal storage buildings utilized by the Ohio Army National Guard (OHARNG), located across the state of Ohio. The armories and OMS were constructed or received extensive renovation and additions between 1971 and 1977, while the majority of the metal storage buildings were constructed in the 1980s. This survey satisfies Section 110 of the National Historic Preservation Act of 1966 (NHPA) as amended and was used to recommend the eligibility of these buildings and structures for inclusion on the National Register of Historic Places (NRHP). It is the recommendation of this report that two armories; Alliance Armory (1976) and Xenia Armory (1975) and one associated support building; Xenia motor storage building (1975) are significant under National Register of Historic Places criteria and retain enough integrity to be individually eligible for the NRHP. Volume II of this report is published separately and contains the ERDC-CERL architectural survey forms.
