To date there have been many studies of water system optimization which were focused on the water use performance of industrial, regional, and urban areas from a macro-perspective. However, water system optimization colleges and universities are rare, though the amount of water consumption is huge in higher education institutions. We applied a water extended input–output model to investigate and analyze the water system of Northeastern University. Results showed that the water consumption at Northeastern University is 106.72 m3/year per capita; 74.44% of the total water consumption at Northeastern University takes place in dormitories and other school buildings. In contrast with industrial and agricultural sewage, the pollutants in campus sewage are simple and are easy to render harmless or eliminate. Analyzed results showed that the rate of water recycling is low. In this paper, we present an optimization project for improving water efficiency at Northeastern University. Through measures such as dormitory toilets that reuse washroom sewage, our proposed plan will reduce water consumption per capita by 2.13 m3/year. If our proposed plan is adopted at other higher education institutions whose size is the same as Northeastern University all over the country, 7,842.77 × 105 m3/year of water will be saved, which is equivalent to 3.45 × 106 yuan.

Recent studies in contact linguistics have emphasized the aspect of language-internal grammaticalization that is triggered by accommodation to an external (contact-language) model (e.g. Heine and Kuteva, 2005). This is based on the notion that speakers make use of the available resources in order to match them to those of the target language. A problematic issue is contact-induced change in the domain of case representation. Synthetic case markers are usually thought of as fully grammaticalized morphemes. If contact-induced grammaticalization is, as Heine and Kuteva suggest, much like monolingual grammaticalization, unidirectional, how do we treat instances of rearrangement of the semantic meaning and scope of case markers? I will discuss this problem by examining a sample of Romani dialects, belonging to the so-called Northeastern dialect group (see Matras, 2002). Relying on specific constructions, like Subject of Negative Existence, External Possession, Privative, Partitive etc., I will compare and contrast the Northeastern dialects with their respective contact languages (Russian and Polish). Using semantic maps, I will demonstrate how the Romani dialects in question restructure their case representation system to accommodate to the systems of the model languages, and will discuss what it is exactly that gets equated when two languages come into contact.

The principal aim of the study was to determine the degree of association between cerebrospinal fluid (CSF) that is positive for HTLV-1 and myelopathy in Salvador, Brazil. From the same hospital, twenty-eight cases of myelopathy and twenty-eight cases showing no neurological disorder were studied using blind selection matched 1:1 by age and sex. The twenty-eight pairs underwent HTLV-1 serology tests. In those with a positive result, anti-HTLV-1 antibodies were investigated in the CSF. The ELISA method was used, complemented by the Western-blot test. Myelopathy was considered associated with HTLV-1 only when the CSF was positive indicating neurotropism of the virus. The mean age of the cases was 44.6 ± 15.6 years and the control group was 43.5 ± 16.0 (p>0.05). An OR of 9.0 was detected with a reability interval (95%) of 1.652-48.866 and chi-square significant at the 0.02 level. Despite a strong degree of association and considering the low level of precision, there is a need for analytical studies with larger samples which besides improving the precision will allow for greater control of the confounding variables.

Recently, Bayesian statistical software has been developed for age-depth modeling (“wiggle-match dating”) of sequences of densely spaced radiocarbon dates from peat cores. The method is described in non-statistical terms, and is compared with an alternative method of chronological ordering of 14C dates. Case studies include the dating of the start of agriculture in the northeastern part of the Netherlands, and of a possible Hekla-3 tephra layer in the same country. We discuss future enhancements in Bayesian age modeling.

The under-provision of education for black South Africans has reached crisis proportions. While the education for black people in general is discriminatory and unequal, black rural people suffer further deprivations as there is a serious imbalance in the allocation of resources and the provision of education between urban and rural areas. Black education in the rural areas has been historically neglected for political and socio-economic reasons and, as a consequence, rural blacks have limited or no access to education. The purpose of this' study is to examine an aspect of rural education; viz: black farm schools in the 'white' commercial farming areas. It is argued that the provision of farm schools is intricately linked to the labour requirements of farmers and consequently farm schools cannot be understood independently from the social relations within commercial farming areas. The impact of local decision-making on the process of farm schooling is also significant and is an important aspect of this study. This thesis explores the political and socio-economic processes that have structured the provision of education within a small farming community, looking specifically at the effects of particular interest groups on the provision of black farm schools. The study operates on three levels. The first level provides a theoretical framework within which rural education can be better understood. It is argued that the bias towards urban areas is reflected in the current theoretical debates on the role and function of education ·in South Africa. As these theories are generally incapable of explaining rural education, an alternative model is proposed. As education cannot be understood in isolation from the rest of society, the second level of the study locates farm schooling within the broader political and socio-economic systems. This is done from two perspectives. The first perspective focuses on black education in general, tracing aspects of its development and highlighting the impact .of economic interests, white political control and black resistances to this development. The neglect of rural education is also contextualised historically and politically. The second perspective looks at rural education at a macro-level. The historical origins of the farm schools system and the effects of the relationship between agricultural capital and the state, and between farmers and farm workers on the process of farm schooling is examined. The final level of the study focuses on the micro-situation and provides an in-depth analysis of the political and socio-economic dynamics which have impacted upon the provision and process of farm schools within a specific farming community. In an attempt to understand the types of issues effecting farm schooling in this area, the attitudes of farmers, farm workers, farm- children and farm school teachers towards education are investigated. Four main issues were identified and are discussed in depth, viz: I) factors effecting the provision of black farm schools; 2) the relationship between education and the economic structure of the area; 3) the value of education; and 4) socio-economic factors effecting education in the area.

The North Atlantic Oscillation (NAO) is one of the main components of atmospheric circulation variability within the middle and high latitudes of the Northern Hemisphere and largely affects winter weather in northeastern United States. This study examined the most recent decadal trend of the NAO as well as its influence on snowfall totals and storm track variability in the northeast U.S. over the previous 50-year period. Previous research has indicated greater snowfall totals in the Northeast during NAO negative phases due to repeated polar outbreaks. Nonetheless, past research has also shown connections between the NAO positive phase and active winter seasons in this region. This study provides insight on how both positive and negative NAO phases can produce significant snowfall in the Northeast. Statistical and graphical analysis were completed to assess the relationship between the NAO and seasonal snowfall (NDJFM) from 1961-2010 for stations within the Northeast (Virginia to Maine). In addition, two case studies of recent winter events with differing NAO phases were evaluated to provide insight on how both NAO phases can produce significant snowfall in the Northeast. The statistical analysis revealed inverse relationships between the NAO negative phase and seasonal snowfall. The composite analysis indicated an average positive NAO pattern from 1961-2010, yet the NAO negative years produced higher frequency of snowfall in the Northeast. The case studies highlighted variations in storm track and snowfall distribution of the two winter events in differing phases. This study shows that snowfall can occur in particular regions of the Northeast regardless of the NAO phase which has important implications for forecasters. This research also provides the necessary information to complete the most recent decadal trend of the NAO and determine its average pattern. The update of this record will assist climatologists and weather forecasters in predicting future northeast U.S. winter storms.

AbstractIn this chapter, we bring political ecologies of health and the body into conversation with environmental justice and crip theory, science, technology and society studies (STS) and biopolitics. We present a trialogue that highlights three cases of health and embodiment examining the crosscutting themes of porosity and technologies as they offer us ways to insist on the right to be and signal a politics of health in FPE: (a) the lived experience of chronic pain as a catalyst for learning about environmental injustice in Naples, southern Italy, and the epistemic activism of crip communities producing counter-knowledge and mutual aid; (b) the spread of malaria among immigrant farmworkers in southern Greece as invisibilised intersectional and embodied injustice; and (c) embracing pharmaceuticals and vlogs with ambivalence while living with the temporary condition, hyperemesis gravidarum (HG) in the northeastern United States. We bring to the fore questions around bodies, harm, care and power, as those were brought about by our own situatedness in, and response-ability towards, embodied experiences of chronic pain, infection and nausea.

Abstract .—The importance of coastal wetlands to a large number of commercially important marine fish species for spawning, nursery, and foraging habitat is a commonly held belief. Few studies to substantiate this belief have been conducted in the northeastern United States. This paper examines in detail the life histories and habitat requirements of three species of fish commonly found in salt marshes in the northeastern United States. The results indicate that valuable commercial and recreational species of fish and their prey require coastal wetlands as habitat during their life cycles in New England. Coastal wetland restoration projects will increase the abundance of wetland habitat types required by commercial and recreational species of marine fish. The restoration of the salt marsh within the Galilee Bird Sanctuary in Narragansett, Rhode Island is used as case study. When enhancement of fishery habitat value is a goal of a restoration project, the project should incorporate certain design features. However, the designers of many salt-marsh restoration projects assume that reestablishment of salt-marsh vegetation will result in recolonization by other species of animals.

Because pipelines can cover extensive distances through diverse terrain, they are subject to various geohazards, including slope failure and earthquake damage, which can have costly environmental and monetary impacts over their designed operational lifetime. Here, we show how geophysical investigative techniques can be used to complement other geotechnical investigation methods to provide a detailed understanding of site geology to best inform geohazard assessments. We pay particular attention to how multiple geophysical methods can be used to obtain spatially continuous measurements of subsurface physical properties, and layer and structural geometries. The geophysical data can then be used to either interpolate or extrapolate geotechnical engineering properties between and away from boreholes and excavations, or optimize the locations of subsequent boreholes or excavations. To demonstrate the utility of our integrated approach of incorporating geophysical methods to geohazard assessments, two case studies are presented. The first case study shows how electrical resistivity tomography (ERT), seismic refraction tomography (SRT) and multichannel analysis of surface wave (MASW) datasets are used to constrain the thickness and extent of potentially sensitive glaciomarine clay layers that are subject to slope instability and structural failure along a proposed pipeline route near Kitimat, British Columbia (BC). A second case study describes how high-resolution ground-penetrating radar (GPR) and seismic reflection surveys are used to locate and characterize fault strands that may cause future ground deformation at a proposed pipeline crossing of the Tintina/Rocky Mountain Trench fault in northeastern BC.

Background: Migraine is characterized as a strong migraine attack with aura, presenting signs and symptoms such as nausea and vomiting, and when intensified and out of control it is called complicated migraine (CM). In addition, CM causes biopsychosocial problems to the patient, causing difficulties or inability to perform functions, such as work, among others. Objectives: To analyze the number of hospitalizations for CM in northeastern Brazil from 2010 to 2020. Design and setting: Cross-sectional, descriptive and observational epidemiological study conducted in the city of São Luís (MA), Brazil. Methods: The source of the data was the Authorizations for Hospital Admission by CM, in northeastern Brazil, between January 2010 and December 2020, by the DATASUS system, using the keywords “treatment of complicated migraine”. Results: The northeast region showed a total of 12,602 hospitalizations for CM treatment, with the state of Maranhão accounting for most hospitalizations (3323). In the northeast, the year 2019 showed the highest prevalence (2260), while the year 2010 showed the lowest prevalence (517). Moreover, in the northeast region there was a total expenditure of 525,428.01 dollars on hospital services. The state of Pernambuco spent the most on hospital services for the treatment of CM (168,934.85 dollars). Conclusion: In this study, the northeastern region presented a significant increase in the cases of CM in the period studied. In addition, the state of Maranhão was the most affected by CM and the state of Pernambuco generated most of the expenses for the treatment of this pathology.

Long-term trends in Nordic societies (such as ageing populations), along with rapid social transformations (like those brought about by automation and digitalisation), have resulted in increased attention being paid to skills and skills enhancement – not least from policymakers looking to cope with those challenges. However, skills are complex and many actors are involved in their promotion and provision. In this study, we focus on the regional level, which is the point of scale at which the demand for, and supply of, various skills is often articulated. In order to respond to the research question concerning How regions work with skills, six case studies were conducted in 2019 and 2020. That meant one case study in each of the Nordic countries. Those selected were Pohjois-Karjala (North Karelia, Finland), Värmland (Sweden), Hovedstaden (Denmark), Hedmark and Oppland (Norway), Norðurland eystra (Northeastern Region, Iceland), and one in Greenland. This report on skills for resilient and innovative regions is part of a series of reports conducted on behalf of the Nordic Thematic Group for Innovative and Resilient Regions 2017–2020, within the Nordics Cooperation Program for Regional Development and Planning, and under the aegis of the Nordics Council of Ministers.

The availability and quality of pedestrian infrastructure play key roles in enabling access to transit. Many transit operators face challenges in facilitating this access, however, because they lack land use authority and encounter other institutional and programmatic impediments to effecting changes in the pedestrian environment. This report identifies the barriers to pedestrian access to transit in suburban communities located in the Pace Suburban Bus service area in northeastern Illinois and suggests potential solutions to overcome these barriers. The research team led several activities to collect data, including: conducting an academic literature review; reviewing pedestrian plans, policies, and programs in the region; surveying and interviewing key stakeholders; reviewing pedestrian funding sources; surveying and conducting case studies of peer transit agencies; conducting physical audits of pedestrian infrastructure; and interviewing residents of six municipalities about their transit access experiences. Lack of adequate funding, difficulties planning across jurisdictional boundaries, and conflicts in transportation priorities are major impediments to building pedestrian infrastructure. While planners and decision-makers tend to value pedestrian planning, challenges such as funding constraints and the need to retrofit suburban infrastructure are key barriers to implementation. Peer transit agencies face similar barriers to Pace and use strategies such as plan and policy development, diverse funding opportunities, and collaborative partnerships with stakeholder agencies and advocacy groups to overcome these barriers. Transit riders generally reported positive experiences with pedestrian access to transit in their communities. Many locations had robust infrastructure, but common deficiencies included poor sidewalk connectivity, incomplete crossings, lack of lighting and transit shelters, and deficiencies in Americans with Disabilities Act (ADA) infrastructure. A suite of policy recommendations for Pace and other partners that focus on planning, policy, funding, interagency coordination, education and training, infrastructure prioritization, and transit amenities address the full range of physical and institutional barriers identified in the research.

McNaught, Tim. A Problem-Driven Approach to Education Reform: The Story of Sobral in Brazil. Research on Improving Systems of Education (RISE), March 2022. http://dx.doi.org/10.35489/bsg-rise-ri_2022/039.

For more than two decades, the Brazilian municipality of Sobral has focused intensively on improving the quality of its public education system; the resulting success has been remarkable. In 2005, the Brazilian federal government started calculating a Basic Education Development Index (IDEB in Portuguese), which measures the quality of education in schools across the country. In the inaugural results in 2005, 1,365 municipalities had a better score for primary education than Sobral. By 2017, Sobral made national news by ranking number one in the entire country for both primary and lower secondary education (Cruz and Loureiro, 2020). These results are even more impressive when considering that Sobral is located in the northeastern state of Ceará, which is the fifth poorest state in Brazil in terms of GDP per capita (Cruz and Loureiro, 2020). The case of Sobral exhibits many elements that are similar to Problem Driven Iterative Adaptation (PDIA), an approach wherein problems are key to driving change (Andrews et al., 2015). The PDIA approach relies on reformers to identify problems that matter, break them down into their root causes, identify entry points, act, stop to reflect, and then iterate and adapt their way to a solution.1 This process of constant feedback and experimentation by local actors allows for the development of a solution that fits the local context. This paper explores the transformation of Sobral’s education system through the lens of PDIA2 , with an emphasis on the early reform period of 2000-2004. Many excellent papers have been written, in Portuguese and English, about the case of Sobral; this paper draws heavily on this existing literature.3 The paper is also supported by interviews from key individuals who either were closely involved with the reform efforts or have studied them. The paper follows the narrative of the Sobral story, starting in 1997, and uses boxes and other diagrams to view the reform efforts through the lens of PDIA. Finally, the paper explains how the reform efforts grew and scaled over the years, not only within Sobral, but also to other municipalities in Ceará and across Brazil.
