Abstract. We explore the use of total energy norm in improving numerical weather prediction (NWP) model forecast skill. The Ensemble Prediction and Parameter Estimation System (EPPES) is utilized to estimate ECHAM5 atmospheric GCM closure parameters related to clouds and precipitation. The target criterion in the optimization is the total energy norm of three-day forecast error with respect to the ECMWF operational analyses. The results are summarized as follows: (i) forecast error growth in terms of energy norm is slower in the optimized than in the default model up to day ten forecasts (and beyond), (ii) headline forecast skill scores are improved in the training sample as well as in independent samples, (iii) the decrease of the forecast error energy norm at day three is mainly because of smaller kinetic energy error in the tropics, and (iv) this impact is spread into mid-latitudes at longer ranges and appears as smaller forecast error of potential energy. The interpretation of these results is that the parameter optimization has reduced the model error so that the forecasts remain longer in the vicinity of the analyzed state.

Regularization Parameter Selection in Discrete Ill-Posed Problems — The Use of the U-CurveTo obtain smooth solutions to ill-posed problems, the standard Tikhonov regularization method is most often used. For the practical choice of the regularization parameter α we can then employ the well-known L-curve criterion, based on the L-curve which is a plot of the norm of the regularized solution versus the norm of the corresponding residual for all valid regularization parameters. This paper proposes a new criterion for choosing the regularization parameter α, based on the so-called U-curve. A comparison of the two methods made on numerical examples is additionally included.

Trade-Related Aspects of Intellectual Property Rights (TRIPs) Agree-ment interesting to be understood in the perspective of hard law and soft law. TRIPs Agreement justified as hard or soft law by identifying the norms in the TRIPs agreement. Parameter obligation of TRIPs agreement visible implementation and enforcement of agreement norm with full compliance to fourth of the IPR Convention for the State parties is an indicator of unconditional obligation. Parameters precision TRIPS agreement showed formulation of general obligation setting up the implementation of treaty obligations is regulated in detail and the use of ”shall” term in any norm, describe the imperative norm character and shown indicator as substantial limited of interpretation with the parties might not interpreted. Parameter delegation looked explicitly provision of implementation and enforcement agreement that put an obligation on national authorities of state parties through domestic law and its courts. Parameter obligation, precision as well as delegation showed as high indicator that the TRIPs agreement characterized as hard law.

Mathematical models of physical systems are pervasive in engineering. These models can be used to analyze properties of the system, to simulate the system, or synthesize controllers. However, many of these models are too complex or too large for standard analysis and synthesis methods to be applicable. Hence, there is a need to reduce the complexity of models. In this thesis, techniques for reducing complexity of large linear time-invariant (lti) state-space models and linear parameter-varying (lpv) models are presented. Additionally, a method for synthesizing controllers is also presented. The methods in this thesis all revolve around a system theoretical measure called the H2-norm, and the minimization of this norm using nonlinear optimization. Since the optimization problems rapidly grow large, significant effort is spent on understanding and exploiting the inherent structures available in the problems to reduce the computational complexity when performing the optimization. The first part of the thesis addresses the classical model-reduction problem of lti state-space models. Various H2 problems are formulated and solved using the proposed structure-exploiting nonlinear optimization technique. The standard problem formulation is extended to incorporate also frequency-weighted problems and norms defined on finite frequency intervals, both for continuous and discrete-time models. Additionally, a regularization-based method to account for uncertainty in data is explored. Several examples reveal that the method is highly competitive with alternative approaches. Techniques for finding lpv models from data, and reducing the complexity of lpv models are presented. The basic ideas introduced in the first part of the thesis are extended to the lpv case, once again covering a range of different setups. lpv models are commonly used for analysis and synthesis of controllers, but the efficiency of these methods depends highly on a particular algebraic structure in the lpv models. A method to account for and derive models suitable for controller synthesis is proposed. Many of the methods are thoroughly tested on a realistic modeling problem arising in the design and flight clearance of an Airbus aircraft model. Finally, output-feedback H2 controller synthesis for lpv models is addressed by generalizing the ideas and methods used for modeling. One of the ideas here is to skip the lpv modeling phase before creating the controller, and instead synthesize the controller directly from the data, which classically would have been used to generate a model to be used in the controller synthesis problem. The method specializes to standard output-feedback H2 controller synthesis in the lti case, and favorable comparisons with alternative state-of-the-art implementations are presented.

Магістерська дисертація присвячена висвітленню перспективних методів визначення акустичних характеристик та підбору протезів кісточок середнього вуха людини. Стрімкий розвиток сучасних технологій зумовлює нові виклики як для здоров’я людини, так і до осучаснення існуючих методів та технологій його покращення. Це стосується і оторилогічних захворювань, а проблема освоєння і вдосконалення тимпанопластики зумовлює актуальність даного дослілження. Метою магістерської дисертації є дослідити проблему вибору матеріалу імплантатів (протезів) на основі формули середнього вуха людини в нормі. Відповідно до мети роботи, визначено основні завдання дослідження: 1. Дослідити фізичні передумови та принципи вимірювання імпедансу середнього вуха людини. 2. Описати теоретично і підтвердити експериментально формулу середнього вуха людини в нормі. 3. Проаналізувати історію розвитку тимпанопластики, її методи, матеріали та їх акустичні характеристики. 4. Обгрунтувати вибір матеріалів імплантатів (протезів) для заміни слухових кісточок із застосуванням моделі середнього вуха. Об'єктом дослідження є процес трансформації енергії слуховим трактом людини. Предметом дослідження виступають слухові протези для заміни слухових кісточок. Методи дослідження. В роботі використано математичну модель середнього вуха людини в нормі, побудовану на основі методу електромеханічних аналогій. За допомогою методів неруйнівного контролю було визначено акустичні характеристики матеріалів імплантатів (протезів), розроблено алгоритм підбору матеріалів імплантатів (протезів), оснований на формулі середнього вуха людини. Практичне значення одержаних результатів. Отримані результати вимірювання виміру твердості та жорсткості протезів підтверджують вірність і практичну користь даної методики та уможливлює його подальше впровадження в медичних закладах.

This master's thesis investigates prospective techniques for determining acoustic characteristics and the middle ear ossicles prosthetics selection. The rapid development of modern technologies leads to new challenges both for human health and for the modernization of existing techniques and methods for its improvement. This also applies to otorhinolaryngological diseases, and the issue of mastering and improving tympanoplasty determines the relevance of this study. The purpose of this master's thesis is to study the problem of selecting the material for implants (prostheses) based on the formula of the middle ear in the norm. In accordance with the purpose of the work, the main objectives of the study are defined: 1. To study the physical preconditions and principles of measuring the impedance of human’s middle ear. 2. To Describe theoretically and confirm experimentally the formula of the middle ear in the norm. 3. To analyze the history of the development of tympanoplasty, its methods, materials, and their acoustic characteristics. 4. To substantiate the choice of materials for implants (prostheses) to replace auditory ossicles using the model of the middle ear. The object of research is the process of energy transformation by the human’s auditory tract. The subject of the study is the auditory prostheses that replace auditory ossicles. Research methods. The mathematical model of the human’s middle in norm is used in this paper and is based on the method of electromechanical analogies. With the help of non-destructive testing techniques, acoustic characteristics of implant materials (prostheses) were determined, an algorithm based on the human’s formula of the middle ear to select materials for implants (prostheses) was developed. The practical value of the results. The obtained results of measurements of hardness and rigidity of prostheses confirm the fidelity and practical utility of this methodology and allow its further implementation in medical institutions.

Стремительное развитие современных технологий обусловливает новые вызовы как для здоровья человека, так и к осовременивания существующих методов и технологий его улучшение. Это касается и оторилогичних заболеваний, а проблема освоения и совершенствования тимпанопластике обуславливает актуальность данного дослилження. Целью магистерской диссертации является исследовать проблему выбора материала имплантатов (протезов) на основе формулы среднего уха человека в норме. В целях работы, определены основные задачи исследования: 1. Исследовать физические предпосылки и принципы измерения импеданса среднего уха человека. 2. Описать теоретически и подтвердить экспериментально формулу среднего уха человека в норме. 3. Проанализировать историю развития тимпанопластике, ее методы, материалы и их акустические характеристики. 4. Обосновать выбор материалов имплантатов (протезов) для замены слуховых косточек с применением модели среднего уха. Объектом исследования является процесс трансформации энергии слуховым трактом человека. Предметом исследования выступают слуховые протезы для замены слуховых косточек. Методы исследования. В работе использованы математическую модель среднего уха человека в норме, построенную на основе метода электромеханических аналогий. С помощью методов неразрушающего контроля были определены акустические характеристики материалов имплантатов (протезов), разработан алгоритм подбора материалов имплантатов (протезов), основанный на формуле среднего уха человека. Практическое значение полученных результатов. полученные результаты измерения измерения твердости и жесткости протезов подтверждают верность и практическую пользу данной методики и делает его дальнейшее внедрение в медицинских учреждениях.

The diploma thesis describes the bootstrap method and its applications in the estimate accuracy statement, in the confidence intervals generation and in the testing of statistical hypotheses. Further the method of the discrete probability estimation of the categorical quantity is presented, making use the gradient of the quasi-norm hereof distribution. On concrete examples the bootstrap method is applied in the confidence intervals forming of the categorical quantity probability function. The book covers the basic principles of nutrient rationing for poultry. The data on the needs of all types of poultry, taking into account age, in nutrients, minerals and biologically active substances are given. The characteristic of the main feed means and rational norms of their inclusion in the compound feed for poultry are given. Modern data on the role of vitamins, macro- and microelements, enzyme preparations, probiotics, prebiotics, phytobiotics, organic acids, antioxidants, fat emulsifiers and other sources of biologically active substances in poultry nutrition are presented. Attention is paid to the main technological parameters of poultry keeping. The nutritional factors that reduce immunity, as well as the causes of the main diseases associated with the quality of feed, with violations in the rationing of nutrient, mineral and biologically active substances, the technology of feeding and keeping poultry, are described, methods of their prevention are given. Criteria for the adequacy of nutrition and maintenance of a bird to its genetic potential are stated. This book offers a new narrative and interpretative framework about the origins of moral-political philosophy that tracks how the three core values—humaneness, justice, and personal freedom—were formulated, reformulated, and contested by early Chinese philosophers in their effort to negotiate the relationship among three distinct domains, the personal, the familial, and the political. Such efforts took place as those thinkers were reimagining a new moral-political order, debating its guiding norms, and exploring possible sources within the context of an evolving understanding of Heaven and its relationship with humans. It makes three key points. First, the central intellectual challenge during the Chinese classical period was how to negotiate the relationships between the personal, the familial, and the political domains (or between the private and the public) when philosophers were reimagining and reconceptualizing a new moral-political order, due to the collapse of the old order. Second, the competing visions can be characterized as a contestation between partialist humaneness and impartialist justice as the guiding norm for the newly imagined moral-political order, with the Confucians, the Mohists, the Laoists, and the so-called fajia thinkers being the major participants, constituting the mainstream intellectual project during this period. Third, Zhuangzi and the Zhuangists were the outliers of the mainstream moral-political debate who rejected the very parameter of humaneness versus justice in the mainstream discourse. Zhuangzi and the Zhuangists were a lone voice advocating personal freedom. For them, the mainstream debate about humaneness and justice was intellectually banal, morally misguided, and politically dangerous.

Musical performance is an irreducibly social phenomenon, manifested through the multiple relationships between performers and audience. In live contexts, the nature and meaning of performance encompass the two-way interplay between performers and audience. This chapter surveys a range of research, from the philosophical to the empirical, into the parameters of this interplay, both during and after performances, focusing most specifically on those aspects that have implications for the creative practice of the musician. These aspects go beyond sound parameters to features of the performance often seen as ‘extra-musical’, such as the visual and gestural aspects of performance, the architecture of the performance space and perceived norms of behaviour within the concert context. Consideration is given to how these elements contribute to different levels of experience, from the ‘basic’ appreciation of structural elements through to the ‘peak’ experiences which music performance sometimes engenders. Also considered is audience feedback, both formal and informal, and how it may have an impact on creative performance.

This chapter addresses the question of why the nine decisions from the International Centre for Settlement of Investment Disputes (ICSID) arising under the treaty between the United States of America and the Argentine Republic concerning the reciprocal encouragement and protection of investment have been so inconsistent in the face of largely undisputed facts and identical legal norms. It first sets forth, in abstract, a set of interpretive parameters and corresponding legal rationales that may be followed by tribunals when dealing with situations in which treaty and customary international law rules interact. This introductory chapter provides an overview of the Mormon question. In the 1830s, a young American named Joseph Smith founded a new religion that would come to be called The Church of Jesus Christ of Latter-day Saints—commonly known as the Mormons. As the Church developed, the practice of plural marriage became central to Mormon theology. Polygamy generated decades of cultural conflict that contemporaries broadly referred to as “the Mormon question.” The conflict was more than a simple condemnation of sexual and marital practices unacceptable to Victorian norms. Rather, it was a contest over the very meaning of Americanness. The Mormon question then generated national discussions about gender, family, and the nature of citizenship that would define the parameters of membership in the late-nineteenth-century American body politic.

Glomerular filtration, the first step leading to the formation of primitive urine, is a passive phenomenon. The composition of this primitive urine is the consequence of the ultrafiltration of plasma depending on renal blood flow, on hydrostatic pressure of glomerular capillary, and on glomerular coefficient of ultrafiltration. Glomerular filtration rate (GFR) can be precisely measured by the calculation of the clearance of freely filtrated exogenous substances that are neither metabolized nor reabsorbed nor secreted by tubules: its mean value is 125 mL/min/1.73 m² in men and 110 mL/min/1.73 m² in women, which represents 20% of renal blood flow. In clinical practice, estimates of GFR are obtained by the measurement of creatininaemia followed by the application of various equations (MDRD or CKD-EPI) and more recently by the measurement of plasmatic C-cystatin. Under physiological conditions, GFR is a stable parameter that is regulated by the intrinsic vascular and tubular autoregulation, by the balance between paracrine and endocrine agents acting as vasoconstrictors and vasodilators, and by the effects of renal sympathetic nerves. The mechanisms controlling GFR regulation are complex. This is due to the variety of vasoactive agents and their targets, and multiple interactions between them. Nevertheless, the relative stability of GFR during important variations of systemic haemodynamics and volaemia is due to three major operating mechanisms: autoregulation of the afferent arteriolar resistance, local synthesis and action of angiotensin II, and the sensitivity of renal resistance vessels to respond to NO release.

Structural and biomechanical parameters of Edible Frog, Pelophylax esculentus (Linnaeus, 1758), limb bones, namely, mass, linear dimensions, parameters of the shaft ’s cross-sectional shape (cross-sectional area, moments of inertia, radiuses of inertia) were investigated. Some coeffi cients were also estimated: diameters ratio (df/ds), cross-sectional index (ik), principal moments of inertia ratio (Imax/Imin). Coeffi cients of variation of linear dimensions (11.9–20.0 %) and relative bone mass (22–35 %) were established. Moments of inertia of various bones are more variable (CV = 41.67–56.35 %) in relation to radii of inertia (CV = 9.68–14.67 %). Shaft ’s cross-sectional shape is invariable in all cases. However, there is high individual variability of structural and biomechanical parameters of P. esculentus limb bones. Variability of parameters was limited by the certain range.We suggest the presence of stable norm in bone structure. Stylopodium bones have the primary biomechanical function among the elements of limb skeleton, because their parameters most clearly responsiveto changes in body mass.

Many see armed conflict in Syria as a flashpoint for international law. The situation raises numerous unsettling questions, not least concerning normative foundations of the contemporary collective-security and human-security systems, including the following: Amid recurring reports of attacks directed against civilian populations and hospitals with seeming impunity, what loss of legitimacy might law suffer? May—and should—states forcibly intervene to prevent (more) chemical-weapons attacks? If the government of Syria is considered unwilling or unable to obviate terrorist threats from spilling over its borders into other countries, may another state forcibly intervene to protect itself (and others), even without Syria’s consent and without an express authorization of the U.N. Security Council? What began in Daraa in 2011 as protests escalated into armed conflict. Today, armed conflict in Syria implicates a multitude of people, organizations, states, and entities. Some are obvious, such as the civilian population, the government, and organized armed groups (including designated terrorist organizations, for example the Islamic State of Iraq and Syria, or ISIS). Other implicated actors might be less obvious. They include dozens of third states that have intervened or otherwise acted in relation to armed conflict in Syria; numerous intergovernmental bodies; diverse domestic, foreign, and international courts; and seemingly innumerable NGOs. Over time, different states have adopted wide-ranging and diverse approaches to undertaking measures (or not) concerning armed conflict in Syria, whether in relation to the government, one or more armed opposition groups, or the civilian population. Especially since mid-2014, a growing number of states have undertaken military operations directed against ISIS in Syria. For at least a year-and-a-half, Russia has bolstered military strategies of the Syrian government. At least one state (the United States) has directed an operation against a Syrian military base. And, more broadly, many states provide (other) forms of support or assistance to the government of Syria, to armed opposition groups, or to the civilian population. Against that backdrop, the Harvard Law School Program on International Law and Armed Conflict (HLS PILAC) set out to collect states’ statements made from August 2011 through November 2016 concerning use of force in relation to Syria. A primary aim of the database is to provide a comparatively broad set of reliable resources regarding states’ perspectives, with a focus on legal parameters. A premise underlying the database is that through careful documentation of diverse approaches, we can better understand those perspectives. The intended audience of the database is legal practitioners. The database is composed of statements made on behalf of states and/or by state officials. For the most part, the database focuses on statements regarding legal parameters concerning use of force in relation to Syria. HLS PILAC does not pass judgment on whether each statement is necessarily legally salient for purposes of international law. Nor does HLS PILAC seek to determine whether a particular statement may be understood as an expression of opinio juris or an act of state practice (though it might be).

Porphyra species (commonly known as ‘nori’ or ‘purple laver’) are edible red seaweeds rich in proteins, vitamins and other highly valued biogenic compounds. For years Porphyra has been cultured using seeded nets extended in the open sea, and its biomass consumed primarily in the Far East. While demands for international markets have increased steadily at an average of 20% per year, supplies are on the verge and not expected to meet future demands. Alternatively, land-based cultivation of seaweed has become attractive in the mariculture industry since (1) important growth parameters can be controlled, (2) is environmentally friendly and (3) perfectly matches with integrated aquaculture leading to sustainable, high quality products. During the last few years a tank cultivation technology for Porphyra has been developed at the Israeli institution. This technology is based on indoor production of asexual spores and their subsequent growth to 1-2 mm seedlings. The seedlings are then transferred to outdoor tanks and ponds when seawater temperatures drop to 20 °C, or below, and days become shorter during winter time. However, the current technology efficiently serves only about 100 m2 of ponds during one growth season. In order to produce seedlings in sufficient amounts, it is critical to address both technical and biological aspects of seedling production, securing optimal up-scale to commercial-size cultivation farms. We hypothesize that massive production of spores is related to thalli origin, thalli age and sporulation triggers, and that seedling survival and their subsequent growth potential is determined by the seawater quality and overall indoor growth conditions imposed. A series of bio-reactors were constructed and tested in which spore release and spore growth were separately studied. The main assessment criteria for optimal viability of the seedlings will be by determining their electron transport rate using PAM fluorometry and by subsequent growth and biomass yields in outdoor ponds. Altogether the project showed (1), controlled sporulation is possible in big outdoor/growth chamber settings provided initial stock material (small frozen seedlings) is at hand, (2), contamination problems can be almost completely avoided if stock material is properly handled (clean as possible and partially dehydrated prior to freezing), (3), spore release can significantly be enhance using high nutrient levels during thawing for P. yezoensis and P. haitanensis, but not for P. rosengurttii, (4), PAM fluorometry is an efficient tool to estimate growth capacity in both seedlings and juvenile thalli. The BARD funding also served to explore other aspects of Porphyra biology and cultivation. For example, the taxonomical status of Porphyra strains used in this study was defined (see appendix), and the potential use of this seaweed in bioremediation was well substantiated. In addition, BARD funding supported a number of opportunities and activities in the Israeli lab, direct or indirectly related to the initial objectives of the project such as: additional molecular work in other seaweeds, description of at least 2 new species for the Israeli Mediterranean, and continuous support for the writing of a book on Global Change and applied aspects of seaweeds. The technology for Porphyra cultivation in land-based ponds is readily available. This study corroborated previous know-how of Porphyra growth in tanks and ponds, and yet offers important improvements regarding seedling production and their handling for successful cultivation. This study supported various other activities opening additional important issues in the biology/cultivation/use of Porphyra and other seaweeds.
