Un medaglione fittile ritrovato ad Hadrumetum (odierna Sousse, in Tunisia) alla fine dell’Ottocento viene studiato sul doppio versante della sua tipologia e decorazione, caratterizzata da un’originale corsa nel circo con bighe trainate da dromedari. L’excursus che ne deriva si muove dall’Africa alle province danubiane, con interessanti passaggi in Gallia e in Sardegna, per approdare ad una proposta sia di identificazione della classe di riferimento, sia dell’interpretazione di tale oggetto e di uno simile proveniente da Teurnia, nel Norico. Utilizzando parallelamente la testimonianza offerta da entrambi questi tondi, si giunge infine ad ipotizzare quali siano state le sedi di svolgimento degli spettacoli ivi raffigurati.

The undoubtedly Gaulish personal name Loucita, attested in the Norico-Pannonian onomastic area, is particularly interesting from the point of view of its word formation. Unambiguous parallels for such a derivative are difficult to find in Celtic onomastic material, the only possible but very uncertain candidate being a Goidelic river name Ἀργίτα, recorded by Ptolemy. Outside of Celtic, the name of a Germanic seeress Vel(a)eda, if it goes back to *u̯elētā- (which is a probable but not the only possibility), is a potential case in point, which would then unavoidably imply that Loucita < *leu̯k-ēt-ā- must somehow be based on the oblique stem with a generalised length of the suffixal vowel (*leu̯k-ēt-) taken over from the nominative singular, where it was inherited. Since the category of lexicalised, synchronically unproductive dethematic *-et-stems in Celtic typically displays exactly that phenomenon, this etymological interpretation cannot be dismissed as ultimately improbable. Another reasonable possibility, however, would be to start from a feminine abstract *lou̯k-i-/*leu̯k-i- ‘brightness, lustre’ (itself based on the thematic possessive adjective *leu̯k-ó- by external derivation), to which Loucita could then represent a barbātus-type adjectival derivative *leu̯k-i-to- ‘having lustre,’ exactly parallel to the type seen in Indo-Iranian colour adjectives. It is argued that the latter type probably does not represent thematic possessives of t-abstracts to i-stem adjectives but, contrary to the communis opinion, rather goes back to to-possessives of i-stem abstracts. Under both analyses, however, the name is an important addition to the Proto-Indo-European type of derivative in *-ito-, so far unambiguously identified only within Indo-Iranian.

La presenza di carbonato di magnesio è stata per lo più riscontrata negli intonaci dipinti provenienti dai siti romani di Milano. Il carbonato di magnesio testimonia l’impiego di dolomia per la preparazione della calce e rocce di questa composizione affiorano per esteso nelle Prealpi lombarde: dolomie e calcari dolomitici grigio chiari (Dolomia del Salvatore, Ladinico-Anisico), dolomie grigie, talvolta con ciclotemi (Dolomia principale, Norico). Non sono conservate evidenze di cave o di forni romani in quest’area prealpina: i Romani sfruttarono gli stessi affioramenti dolomitici, situati lungo la sponda orientale del lago Maggiore, affioramenti da cui si produsse calce a partire dal Medio Evo in avanti. I depositi fluvio-glaciali del medio corso del fiume Adda tra Brivio e Trezzo (massi, ciottoli di calcari marnosi, calcari e dolomie che affiorano nel bacino fluviale) furono un’altra fonte medievale e moderna di materia prima, soprattutto per produrre una calce debolmente idraulica (chiamata “calce forte”), ma questo tipo di calce è assente negli intonaci romani.

Анотація:

The unusual Roman sarcophagus of green volcaniclastic rock that was found in Titel, a small town in Vojvodina (SRB), and is now kept in the Muzeul National al Banatului, in Timi?oara (RO), caused considerable unease among scholars in the past as it could not be convincingly connected with any of the productions in Pannonia and Moesia Superior. Only Silvio Ferri, albeit a long time ago, correctly identified its connection with the sarcophagus production in Sirmium and with the sarcophagus of Asclepiodota in particular, made of Dardagani limestone. Sarcophagi of volcaniclastic rock have only been recorded in the region of Srem and its immediate vicinity, and were all produced in Sirmium. The material most likely arrived there from the south, quarried near the village of Rajici, ca 25 km west of Domavia, in the valley of the River Drina. The structure and decoration of the sarcophagus from Titel reveal it as essentially the type produced by the workshops at Salona using models from Prokonessos. Having said that, its decorative details reveal a more complex picture. The decoration of narrow strips of plant motifs indicates a close relationship between the sarcophagus workshops at Sirmium and the workshops active in the middle and upper valley of the River Drina with its tributaries, with the centre at Skelani (municipium Malvesiatium), which, in turn, had close ties with the Salona production. The use of the Norico-Pannonian volute of Type 6 (after Pochmarski) on the inscription panel frame of the sarcophagus from Titel shows another area of influence - the travertine sarcophagus production of Aquincum - on the appearance of the sarcophagi from Sirmium that freely use these motifs (including Type 7) to form the frames of the inscription and figural panels. Available evidence clearly shows that the sarcophagus from Titel can be attributed to the Sirmium sarcophagus production of the 3rd century, more precisely its second half.

Research Question: This article outlines and explains a unique cultural configuration of organizations in the Nordics – the region that embodies linkages between sustainability, societal, cultural context, and organizational culture. Motivation: Our goal was to offer a holistic approach that incorporates national and organizational perspectives as they apply to Nordic organizations’ culture, as culture is typically examined either through a) the lens of its national culture, or, b) through specific assumptions, beliefs and values, and artifacts that exist in the institution itself. Idea: Building on theoretical underpinnings from models of national culture and a separate framework for examining organizational culture, we examine how the links among cultural artifacts, espoused values and beliefs, and basic underlying assumptions are established in Nordic organizations and how they complement previous findings about the Nordic cultural cluster in general. Findings: This integrative analysis suggests that the highly prominent central tendencies of the Nordics across core cultural dimensions are deeply rooted as basic underlying assumptions within the Nordic culture that are ultimately translated into a set of observable artifacts. Likewise, the moderately expressed tendencies have not yet been transformed into underlying assumptions and are accompanied with mixed artifacts. Contribution: This paper expands our existing understanding regarding the interplay of national and organizational culture in specific cultural cluster – Nordic cluster, which is characterized by high achievements in sustainability-orientated societal-level outcomes.

Abstract Referring to economic ideals of efficiency and equity, we are comparing the state of the Swedish economy in the early 21st century to the situation in other countries, especially the other Nordic countries, the United States (US), and Poland. After presenting the basic facts about Nordic countries we examine the issue of economic efficiency. In addition to gross domestic product (GDP) we use the Human Development Index (HDI), the findings of the economics of happiness, and the number of registered triadic patent families as measures of efficiency. Then we analyze the issue of equity. We use the Gini coefficient, the extent of poverty, the level of unemployment, and the level of intergenerational mobility of earnings as measures of equity. The analysis reveals that inhabitants of Sweden and the other Nordic countries have been achieving some of the best economic results in the world. This applies to the level of GDP per capita in these countries, to the capability of inhabitants to utilize their full potential, and to their life satisfaction. These countries’ ability to create innovation is impressive. At the same time, Nordics have successfully reduced the scale of social inequalities and ensured relatively equal opportunities for all citizens. This is evidenced by low income inequality, low unemployment, and low poverty rate in these countries. Sweden and the other Nordic countries are superior to the US both in terms of efficiency and equity. Poland, on the other hand, lags far behind Nordics, as well as the US, in terms of efficiency, as exemplified by the relatively low GDP per capita and very low innovation in Poland. In terms of equity, however, Poland loses to Nordics but seems to win to the US.

This study analyzes language choice, bi- and multilingualism, and gender in a corpus of over 22 million Twitter messages by almost 36,000 authors from the Nordic countries and territories. Author location, gender, and tweet language are identified using a novel method. Three principal findings are discussed: First, gendered preference for particular languages in the Nordics can be explained in part by patterns of gendered migration. Second, a distinct geographical pattern of female/male preference for the national languages of the region and for English is evident for users who are likely native users of a Nordic language: Females are more likely to use English, while males are more likely to use a Nordic language. Third, while high rates of bi- and multilingualism are found across the whole sample, males are more likely to use more than one language in all the Nordic countries/territories. The latter two findings are interpreted in light of sociolinguistic considerations as evidence for incipient language shift towards English for Nordic users on the Twitter platform.

The present dissertation aims to present the osteological anatomy of an early sauropodomorph found in Triassic rocks from the municipality of Agudo, Rio Grande do Sul (RS), Brazil. In addition, it aims to tests the biostratigraphic utility of this specimen. CAPPA/UFSM 0002 is composed of postcranial elements from the locality called Sítio Wachholz, ascribed to the Caturrita Formation. Some typical features present in prosauropods are verified in the specimen. For instance, the concave caudal margin of the neural spines of the medial trunk vertebrae, the convex proximal surface of the metacarpal V, and the distal end of the ischium higher than two times the width. On the other hand, typical features of more derived groups than Plateosauridae are absent and the slender shape of the first phalanx of the digit I of the foot corresponds to a common state of basalmost sauropodomorphs. A comparative and phylogenetic analysis among several early sauropodomorphs suggests affinities with Unaysaurus tolentinoi, the only unequivocal sauropodomorph from Caturrita Formation. Based upon such results, a biostratigraphic framework is proposed, which includes the Wachholz, Botucaraí Hill (Candelária, RS), and the Água Negra sites (São Martinho da Serra, RS), this last one so far producing the only record of U. tolentinoi. This corresponds to the first biostratigraphic framework proposed based on fossil vertebrates for the type locality of U. tolentinoi. Considering the presence of the genus Jachaleira in the Los Colorados Formation (Argentina) and in the Botucaraí Hill Site, an early Norian age is suggested to the correlated sites, as recent studies point this age to the portion that yielded Jachaleria in the Los Colorados Formation. Such age places U. tolentinoi and the other sauropodomorphs evaluated here in a unique position regarding the evolutionary history of the sauropodomorphs, suggesting that they lived in a transitional moment, between a period of low representativeness to an of extreme abundance of the group on Earth.
A presente dissertação tem como objetivo principal apresentar a anatomia óssea de um sauropodomorfo primitivo descoberto em rochas Triássicos no município de Agudo, Rio Grande do Sul (RS), Brasil. Além disso, objetiva-se testar o espécime em estudos de correlação bioestratigráfica. O espécime CAPPA/UFSM 0002 é composto por elementos pós-cranianos recuperados na localidade conhecida como Sítio Wachholz, atribuída à Formação Caturrita. É possível verificar a presença de características consideradas típicas dos prossaurópodes . Por exemplo, a forma côncava da margem caudal dos processos espinhosos das vértebras mediais truncais, a superfície convexa da extremidade proximal do metacarpal V e a extremidade distal do ísquio com altura maior do que duas vezes sua largura. Por outro lado, feições típicas de grupos mais derivados do que Plateosauridae não foram encontradas e a primeira falange do digito I do pé apresenta morfologia delgada, comum em sauropodomorfos mais basais. Uma análise comparativa e filogenética dentre diversos sauropodomorfos primitivos sugere afinidades com Unaysaurus tolentinoi, até o momento o único sauropodomorfo inequivoco da Formação Caturrita. Com base em tais resultados, é proposto um esquema de correlação entre os sítios Wachholz, Botucaraí (Candelária, RS) e Água Negra (São Martinho da Serra, RS), este último tendo produzido o único registro de U. tolentinoi até o momento. Assim, esta é a primeira proposta bioestratigrafica envolvendo a localidade tipo de U. tolentinoi com base em vertebrados fósseis. Dada a presença do gênero Jachaleria na Formação Los Colorados (Argentina) e no Sítio Cerro Botucaraí, é sugerida idade Noriana inicial para os sítios correlacionados neste esquema, uma vez que estudos recentes apontam a mesma idade para a porção com registro do gênero na Formação Los Colorados. Esta idade coloca U.tolentinoi e os outros espécimes avaliados aqui em uma posição única na historia evolutiva dos sauropodomorfos, sugerindo que eles viveram em um momento de transição de um período de baixa representatividade para um de extrema abundância do grupo na Terra.

This thesis aims to set the Engishiki Norito (hereafter Norito), a group of early Japanese liturgical texts, in the context of the broader Old Japanese textual tradition and, in the process, draw attention to their value as literary artefacts. This is achieved by valorizing the role in the texts of rhetoric - defined broadly as meaningful units of repetitive language - and demonstrating that rhetorical structures similar to those found in the Norito exist throughout the corpus of Old Japanese literature, as far as it is extant. There have only been two substantial attempts to engage with the repetitive language in the Norito as a network of structures or systems recognizable as rhetoric (Inamura & Inamura, 1956; Kameyama, 1995). While still valuable, these studies embody the combined legacies of diverse traditional discourses, borrowed Western notions of veracity versus ornament and narratives of continuity poorly applied to early Japan that have affected Norito scholarship generally. In particular, they do not pay close attention to the syntax, morphology and phonology of Old Japanese encoded in the texts, as distinct from later forms of Japanese. Neither do they emphasize the extent of the close intertextual bonds the Norito share with other Old Japanese texts, or the associative potential of logography in a textual tradition as sophisticated as that within which the Norito were recorded in writing. In Western Japanological discourse, the repetitively structured language termed rhetoric in this study has been openly viewed as detrimental to the Norito's literary worth (Sansom 1931, Philippi 1959, 1990); most likely as a result of the problematic status of rhetoric and repetition in Western modernity. This - coupled with disciplinary divisions in Japan - has resulted in the Norito becoming divorced from the mainstream corpus of Old Japanese literature, despite their close relationship to that corpus and despite their high degree of rhetorical sophistication. After addressing some of the reasons for the Norito's alienation in discourse on Japanese literature, and exploring some theoretical dimensions of rhetoric itself, this study proceeds to set the liturgies in the context of Old Japanese oral and textual cultures and to begin to introduce features of their rhetoric - noting that the interrelatedness of rhetorical structures is a major key to understanding them. The last three chapters of the study are concerned with rhyme, a special feature that is both an analogue of, and interconnected with, other rhetorical structures. Together, the three chapters argue that rhyme is an understudied but pervasive feature of Japanese poetry and song and that - in the Old Japanese case - rhyming structures constitute a significant component of the rhetoric of the Norito and other texts. The development of a robust analytical approach to rhetorical features of Old Japanese texts has been hampered by the persistent reluctance to associate Japanese literature with 'rhyme', or é» in - two terms with problematic heritages. In attempting to implement such an approach in the case of the Norito, it is hoped that this study will, in small measure, contribute to a better understanding of rhetorical texts in general and, above all, to the repositioning of the Norito within the mainstream corpus of Old Japanese literature, where they belong.

As the fourth digital revolution is initiated and digitalization is becoming increasingly evident in today’s society, the concept of artificial intelligence (AI) is experiencing a boom and is continuously transforming a vast variety of industries. Previous studies have found several links between AI usage and economic benefits, such as increased efficiency and lower costs. Furthermore, such benefits have been connected to financial performance indicators such as return on assets (ROA) and stock return. Additionally, the Nordic countries are known for their flourishing technological environment and the involvement in well-known technology-oriented companies. These underlying factors shaped the interest of exploring the relationship between AI usage and financial performance, as measured by ROA, stock return and the volatility of stock returns. The idea of including these three performance indicators was to get both an internal perspective, as well as a market perspective from an investors point of view while incorporating risk. This census study was conducted by performing three multiple regression models on the companies on Nasdaq OMX Nordic, which resulted in a population of 152 companies. By gathering observations between the years 2015-2019, the total number of observations amounted to 721 for the ROA model, 720 for the stock return model, and 714 for the risk model. The study follows a quantitative research design, with an objective and positivist view in regard to the research philosophical assumptions. Furthermore, a deductive research approach is taken, since previous studies, as well as theories such as the stakeholder and shareholder theories, the disruption theory, the resource-based theory and the dynamic capabilities theory are used to make conclusions. Additionally, the chosen regression model was the OLS model, incorporating the robust function since none of the regressions were fulfilling the assumption of constant variation of the error term. On a 95% confidence interval, all null hypotheses could be rejected, meaning that there was a relationship between AI usage and all performance indicators. However, the relationships were unexpectedly weak and opposing of the researchers’ expectations. As it turns out, internal performance as measured by ROA, as well as market performance measured by stock return proved to have a small negative relationship with ROA. This means that Nordic companies utilizing AI sees a negative impact on financial performance in the short run. However, risk as measured by the standard deviation (SD) of stock returns, showed a positive relationship with AI usage, meaning that investing in companies using AI is riskier. The findings contradict the idea that the economic benefits from AI cause a higher financial performance. However, since AI is just seeing a boom as of recently, it is possible that it might pay off financially in the long run.

Анотація:

This study explores the driving forces and motives behind contemporary Nordic security cooperation. It asks and investigates whether the security cooperation has a foundation based on a shared (peace) identity or is founded on rational and functionalistic calculations. Through applying a theoretical model based on the theory of Regional Security Complexes the study reveal how external and internal transformations affect the Nordic nations and forces them to respond. The study reveals how both these factors are important when explaining the responses of the Nordic states and the development of the Nordic security cooperation. While national strategies differ there is a need to look to the own region which has led the Nordic states to search for a security structure at home. The study concludes that all of the Nordic nations have had to respond to a changing external environment which has put pressure on their defense budgets which problematizes their national foreign policy and security strategies. A strong Nordic amity and tradition of cooperation has eased a stronger formal structure which increases cost-effectiveness and functionalism for the Nordic states security structures. This structure has replaced older identity based and influence searching structures. Conclusively, contemporary Nordic security cooperation can be said to increase the Nordic states‟ security while simultaneously letting them follow their national security strategies. Norden is thus regaining importance and Nordic security cooperation show that the region is both active and proactive in dealing with their regional issues.

Анотація:

This thesis maintains that Victorian social cohesion depended to a significant degree on drink. In Norwich and other urban centres, population growth led to an expansion of the supply of alcoholic drink. Inadequate sanitation and water supply problems meant that beer answered a dietary need for a liquid that was safe to drink. Alcohol provided depressant comfort in the face of poverty and squalor for the working class. In these circumstances, most social and political functions were connected with the public house. Most public houses in Norwich experienced sufficiently long periods of publican stability to have played an important role in the development of working-class communities. At a time of acute housing problems, the public house provided both a public space and relief from squalor. In Norwich and elsewhere, the urban elite used working-class dependence on drink to their own political advantage at election time through bribery, treating, and the control of organised gangs of `roughs'. These traditional practices were eventually proscribed by the government at Westminster but proved difficult to eradicate in Norwich. There was little overt interference with the infrastructure of drinking in Norwich. Although Norwich had the highest density of drinking places to population in England, the city could boast the lowest rate of drunkenness. This infrastructure was effective not least because brewers were key members of the urban elite and were influential in the Watch Committee that controlled the policing of the city. However, the Temperance Movement developed as a consequence of the challenge to traditional Christian ethics presented by the consumption of drink in this new urban context. By 1901, Norwich was becoming a more sober, compassionate and just society, but this was not due to the victory of Temperance but rather to a shift in the `structure of feeling' that placed more emphasis on social responsibility.

Quality can be defined as the ability of a business to satisfy their customers’ needs and expectations. Total Quality Management is defined as the way to prevent, appraise and improve the entire organization to increase the product quality. In order to systematically increase quality in an organization, there are different quality systems in use. One example is process management, which is to divide the activities of processes. Quality assurance aims to increase revenues and reduce operating expenses. It is therefore essential to identify the costs that arise from poor quality and which do not add value to the customers. In Swedish industries it is estimated that these quality deficiency costs lie between 10 and 30 % of a business' turnover. This study aims to identify costs of poor quality in a manufacturing business. Costs of poor quality are a major part of the organization’s net sales and are therefore important to consider. This study also aims to develop a model with metrics for quality costs. The study is based on a qualitative methodology and empirical data gathered from two observations and seven interviews with representatives from Nordic Waterproofing AB. The empirical material is based on information from three main processes; supplier process, production process and sales process. This study has resulted in a model for survey poor quality costs in a manufacturing business. The total costs of poor quality that could be defined at Nordic Waterproofing AB was estimated to 8 775 000 SEK, which is 2.93 % of the business turnover. This gives a total estimated cost of poor quality around 10-15 % of the business turnover for all the processes. Furthermore, this resulted helped to give Nordic Waterproofing AB an indication of where these cost incurred and recommendations for further work with identify poor costs of quality.

De begränsade resurserna inom sjukvården resulterade i att hälsosektorn var tvungna att prioritera. Mot bakgrund av ständigt återkommande diskussioner om resursbrist i sjukvården har hälsoekonomi framträtt som en framstående disciplin inom hälso- och sjukvårdssektorn. Syfte: Studiens syfte är att utveckla en hälsoekonomisk utvärdering med ett samhällsperspektiv för Össurs knäartrosbehandling med Unloader® One i jämförelse med traditionell farmakologisk behandling. Vidare avser studien att förklara vilka faktorer som är väsentliga att beakta vid utvecklandet av en hälsoekonomisk utvärdering. Metod: Ett interventionistiskt angreppssätt har använts i studien för att kunna uppfylla syftet med studien. Datainsamlingsmetoder såsom intervjuer har använts i syfte att erhålla utökad kunskap. Dokumentstudier har också varit nödvändiga för att kunna slutföra kalkylberäkningarna. För- och nackdelar med de metodologiska val som gjorts diskuteras ingående. Resultat: Resultaten från denna studie visar att en behandling med Unloader® One i jämförelse med traditionell farmakologisk behandling har lägre kostnader ur ett samhällsperspektiv. Resultatet visar även att det finns ett antal faktorer som är väsentliga att beakta i utvecklandet av en hälsoekonomisk utvärdering, såsom bland annat kostnader som skall ingå i beräkningen, tillgången på data samt valet av typpatient. Slutsatser: De resultat som presenterats bör beaktas med försiktighet, men studien ger upphov till intressanta slutresultat som är användbara inför framtida utvärderingsarbete. Kostnadsanalysen visade att sjukskrivningskostnaderna är de största kostnaderna ur ett samhällsperspektiv, och det är förmodligen är där de största kostnadsbesparingarna kan göras. Dock krävs mer tillgång till data för att öka utvärderingens evidensgrad

AbstractThis chapter examines the 1975 Nordic Council conference at Frostavallen in Sweden as a transnational media event which specifically sought to articulate a green modernity to the outside world. It argues that the Nordic countries used Frostavallen to perform and formulate a green modernity based around international cooperation and progressive solutions blending policy and technology. This performance allowed the Nordics to not only claim and legitimize environmental leadership to domestic and international audiences, but also place brand themselves as an environmentally progressive region. Facilitated by institutionalized Nordic cooperation, the conference can be regarded as the progenitor of contemporary Nordic environment and climate change campaigns, whereby the Nordic states communicate a uniform Nordic sustainable modernity to the world as a political strategy.

AbstractThis chapter explores Nordic press portrayals of four mobile groups from the multi-ethnic Russian Empire in the late nineteenth and early twentieth centuries: “Rucksack Russians,” Eastern Jews, Tatars and Novgorodian saw grinders. Building on articles and short paragraphs in Swedish and Finnish periodicals, the article illustrates the ways in which these mobile groups were depicted as a threat, and the economic, moral, and political motives behind such expressions. The chapter discloses an aspect of reality that mobile Russians seeking a livelihood in the Nordics faced, as well as the mechanisms through which enemy images were created. The complaints mainly represented voices beyond the traders and their customers. They primarily emanated from local merchants, who viewed the peddlers as unfair competitors, authorities who sought to maintain order and offer security, and political actors.

Organizacijos tobulinimas ir jos prisitaikymas prie kintančių sąlygų konkurencingoje aplinkoje priklauso nuo darbuotojų galimybių laisvai pateikti savo žinias, norus, pasiūlymus ir iniciatyvas apie organizacijos pokyčius ir plėtrą. Jeigu darbuotojai neturi šių galimybių ar jaučiasi nepatogiai savo darbinėje aplinkoje, kyla grėsmė atsirasti organizacinei tylai. Šis reiškinys kuria neigiama pasekmes individualiai darbuotojui, tiek ir pačiai organizacijai bei jos teikiamų paslaugų kokybei, o tai, ypač, svarbu švietimo sektoriui, kadangi šias paslaugas gauna kiekvienas šalies pilietis. Tad šio straipsnio tikslas, remiantis moksliniais šaltiniais, jų analize bei empiriniu tyrimu, ištirti organizacinės tylos veiksnių pasireiškimą ugdymo įstaigose. Tyrimui pasirinkta trys ugdymo įstaigos (X1, X2, X3 – įstaigos norėjo išlikti konfidencialios), kuriose buvo atlikta apklausa. Empirinio tyrimo duomenų analizei buvo taikytas daugiakriterinis TOPSIS metodas. Jis leido pastebėti, kad organizacinės tylos veiksnių raiška trijose ugdymo įstaigose yra skirtinga. Kadangi raiška kiekvienoje mokykloje skiriasi, galime daryti prielaidą, kad norint ištirti organizacinės tylos priežastis ir pasekmes reikia, kur kas platesnių tyrimų atskirai kiekvienai ugdymo įstaigai.

This study looks at the research education in universities and is aimed at assessment of the Baltic – Nordic Higher Education Establishments’ participation to the EU Horizon 2020 Framework Programme on basis of the open source data. The author analyses university interest in Horizon 2020 support for doctoral students’ training, correlation between university PhD intensity and involvement in research projects, correlation between Horizon 2020 success and World university rankings, participation comparison of Nordic universities versus the Baltic ones. A brief overview of universities’ commitment to Sustainable development goals is also included. The study concludes that Nordic universities are more thoroughly engaged than the Baltic ones and are taking advantage of the Horizon 2020 opportunities; however, Estonia has a remarkable success. Although Nordic universities are looking for collaboration partners further into Western Europe than to the neighbours across the Baltic Sea, for teaming activities Baltic universities choose Nordic mentors. Nordic universities are more involved in activities leading to excellent research. On contrary – in many cases participation of Baltic universities is limited to coordination of research activities without a direct access to the leading European science communities and respective possibilities for students.

The topic of digitalization has a high relevance in the literature nowadays, where many authors try to figure out the impact of digitalization on the labour market in the short and long terms. Some authors argue that the process of digitalization creates new jobs, whereas others claim that it increases unemployment. The Nordic countries, such as Iceland, Finland, Norway, Denmark and Sweden are the leading countries in terms of digitalization on the European continent, and the estimation of an impact of digitalization on unemployment has a high relevance for these countries. The paper assesses the impact of digitalization on the unemployment rate in the Nordic countries with help of the robust OLS regression in STATA, for the period of 1991–2019. Results show that digitalization on average has a high significance and a negative association with the variable of unemployment. The increase of the variable of digitalization by 1% on average leads to a decrease in the unemployment rate by 0.025% in the Nordic countries.

Long-term trends in Nordic societies (such as ageing populations), along with rapid social transformations (like those brought about by automation and digitalisation), have resulted in increased attention being paid to skills and skills enhancement – not least from policymakers looking to cope with those challenges. However, skills are complex and many actors are involved in their promotion and provision. In this study, we focus on the regional level, which is the point of scale at which the demand for, and supply of, various skills is often articulated. In order to respond to the research question concerning How regions work with skills, six case studies were conducted in 2019 and 2020. That meant one case study in each of the Nordic countries. Those selected were Pohjois-Karjala (North Karelia, Finland), Värmland (Sweden), Hovedstaden (Denmark), Hedmark and Oppland (Norway), Norðurland eystra (Northeastern Region, Iceland), and one in Greenland. This report on skills for resilient and innovative regions is part of a series of reports conducted on behalf of the Nordic Thematic Group for Innovative and Resilient Regions 2017–2020, within the Nordics Cooperation Program for Regional Development and Planning, and under the aegis of the Nordics Council of Ministers.

This year’s edition dives into the Nordic housing markets, examining some of the key policy mechanisms behind the rapidly rising housing prices, as well as the impacts on social welfare and social and ethnic segregation. The theme is selected by the NEPR steering group, which consists of representatives from the Nordic Ministries of Finance, Nordregio, and the NEPR editor. This publication provides a short summary of the five NEPR 2021 articles, which seek to answer the following questions: André Anundsen: What is the prevalence of house price bubbles in the Nordics? Erlend Eide Bø: Do buy-to-let investments lead to higher housing prices? Mats Bergman and Sten Nyberg: What explains the large increase in the relative cost of construction? Niku Määttänen: How can housing taxation improve social welfare? Essi Eerola: How do Nordic housing policies affect affordability and integration?

Анотація:

This policy brief is based on the second of three webinars on Localising Agenda 2030 in the Nordics. It aims to highlight the shared experiences between Nordic municipalities and inspire local and national decision-makers to invest in and build capacity for measuring and reporting on SDG localisation. During the session, the cities of Espoo, Finland, and Helsingborg, Sweden, offered their best practices on developing and applying local indicator sets and shared how they went about conducting their respective VLRs. Panel experts from the Norwegian Association of Local and Regional Authorities (KS) and the Icelandic Association of Local Authorities (Samband) also joined the discussion. The challenges of developing comprehensive methodologies suited to the local context, working across departments, and coordinating with fellow Nordic municipalities to report on common targets were among the topics addressed during the session.

This report presents results based on in-depth field work in eight case studies of rural areas identified as having high access to services or as good examples in their national and regional context: Lolland, Suðuroy, Kinnula, Avannaata, Múlaþing, Herøy, Vimmerby and Geta. The aim of the field work has been to investigate service provision and validate the results of a research and policy review focusing on Nordic rural areas. The investigations presented in this report focus on the following questions: (1) Which services are considered essential, and how does that vary in rural areas across the Nordics? (2) How are services provided, what roles and responsibilities are involved in their provision? (3) Which challenges are encountered, and what solutions are being developed to solve challenges associated with access to essential services in Nordic rural areas?
