Research has shown that Title I’s “comparability” provision causes gaps in noncategorical per pupil teacher funding. Using a unique dataset that merges 2009-2010 New York City (NYC) Department of Education value-added scores, school finance data, and school demographic data, this study not only confirms that NYC Title I elementary schools received less noncategorical per pupil teacher funding than non-Title I elementary schools, but these schools also had lower quality teachers. This paper provides the first evidence of a negative relationship between noncategorical per pupil teacher funding and the percentage of below average teachers even when controlling for certain school demographics. If Title I elementary public schools in New York City have lower quality teachers, then the students that are served by these schools are not receiving the same quality of education as their peers. Changing the comparability provision in Title I funding would result in more equitable funding.

The Myrtle-Wyckoff Intermodal Facility proposal is presented, its planning process is discussed, and recommendations for future partnerships between New York City Transit (NYCT) and the New York City Department of Transportation (NYCDOT) are given. The planning of this intermodal project was affected by three factors: the planning is a joint effort of two public organizations, it is being formulated for a transportation system that has few intermodal facilities, and it is being developed during austere capital budget cuts. The partnership developed because the intermodal facility will be partially financed with federal Congestion Mitigation Air Quality (CMAQ) funds. NYCDOT was awarded the CMAQ funds, and NYCT will own and operate the facility. Second, because NYCT was conceptualized in the 19th century by private companies, the transportation systems are not integrated because of the physical infrastructure and unparallel service plans. In the past decade, NYCT has taken a variety of initiatives to coordinate and integrate the services. Creation of intermodal facilities is one of the goals of the NYCT 1995–1999 Strategic Business Plan. The project is a good capital investment. However, organizational priorities and funding constraints prevented it from being included in the proposed capital program. Capital projects evolve in four phases: concept consideration, adoption of concept, implementation, and operation. The development of the project from the consideration phase to the adoption phase is presented. The conclusion will list recommendations for future planning partnerships between NYCT and NYCDOT.

A city’s success is generally based on the quality of its public spaces and it is a fact that public space is an elementary aspect of urban life. Moreover, one mandatory standard for big cities to function well is there to be a welcoming public space, where a number of urban activities can take place. According to the general notion, parks, streets, city squares, sidewalks, etc. can be included in public spaces. In addition to these, some indoor spaces such as below ground stories, plaza entrances and places like waterfronts or elevated structures with new functions have been considered as public space nowadays. In order to create, design and finance public spaces, sometimes private organizations and public governmental bodies cooperate. However, a game changer in the public and private realm was the 1961 zoning program of New York City Department of City Planning. This program gave permission to private developers build more floor space than they were allowed in exchange for supplying public spaces. As a result of this act, privately owned public spaces (POPS) were created blurring the definition of public space. Today there are more than five hundred POPS in NYC including indoor and outdoor spaces. This study will try to provide an analysis and general view of POPS as public spaces questioning the issues about their use, control and ownership. The criteria of successful urban design for public spaces and the role of governmental authorities in regulating and planning the public spaces will be discussed along with the boundaries and scope of public activities that can take place in public spaces. Finally, the question of whether the ownership of public space by private harms the concept of public space and the rights of citizens will be approached via different perspectives. After looking at the conceptual definitions of public space in literature and analyzing specific examples of POPS, this paper will attempt to come up with a functioning definition of public space in the private realm.

Many studies measure self-regulated learning in some fields but still a few studies in the education field or related fields. This study aimed to analyze performance analysis and science mapping related to the research trend in self-regulated learning over the past three decades. Therefore, it was conducted using the bibliometric analysis method on 2106 documents related to self-regulated learning published in the period 1990-2022 from the Scopus database. Those documents are limited in the final stage, English, journal source type, and article document type. The chosen subject areas were art and humanities, psychology, and social sciences which have a relation with the education field. The data analysis process was assisted by Publish or Perish and VOSviewer software to examine the publication and citation-related metric, publication, and citation trend analysis, citation analysis, co-authorship analysis, and co-word analysis. The results of this study are the trend and development of research regarding self-regulated learning over the past three decades presented that: 1) the publication-and-related metric in this study showed that there were 2,106 papers related to self-regulated learning which distributed in range 1990-2022 that has 20,752 citations and the h-index value is lower than g-index value, 2) the publication-and-citation trend analysis showed relatively fluctuative in periods and constant in particular year, 3) the citation analysis showed that the most influential document is written by B. J. Zimmerman in 2008 that has been cited around 1664 times, 4) the author who has collaborated the most with other authors is Järvelä, S., 5) the United Stated is the most productive and influential country who make studies in self-regulated learning, 6) the most productive organization is University of Oulu, Finland and the the most influential organization is the Department of Educational Psychology, Graduate Center, City University of New York, and 7) the ‘self-regulated learning’ keyword has the most occurrence amount 1766 times. These findings provide an overview of the evolution of self-regulated learning research papers during the last three decades. This study examines a period of time that was longer than previous studies. As a consequence, its resulting contribution is also larger, providing an overview of the field's evolution over the last 30 years and providing other researchers with a comprehensive resource for performing self-regulated learning research.

ABSTRACT This paper examines the administrative and accounting reforms coordinated by Herman A. Metz around the turn of the 20th century in New York City. Reform efforts were motivated by deficiencies in administering New York City's finances, including a lack of internal control over monetary resources and operational activities, and opaque financial reports. The activities of Comptroller Metz, who collaborated with institutions such as the New York Bureau of Municipal Research, were paramount in initiating and implementing the administrative and accounting reforms in the city, which contributed to reform efforts across the country. Metz promoted the adoption of functional cost classifications for city departments, developed flowcharts for improved transaction processing, strengthened internal controls, and published the 1909 Manual of Accounting and Business Procedure of the City of New York, which laid the groundwork for transparent financial reports capable of providing vital information about the city's activities and subsidiary units. The purpose of this multiple case study was to explore strategies small physical commodities firm owners need to establish a distribution channel within the commodities market to enhance profits. The general business problem was that importing physical commodities from emerging markets was not profitable. The specific business problem was some small physical wholesale commodities firm managers lacked strategies to establish distribution channels for imported commodities. The information presented in this study is important to suppliers, manufacturers, distributors, and retailers of organic cacao products to identify strategies to enhance their distribution channels. Disruptive innovation and the theory of constraints grounded the conceptual framework to relate ideas presented in this study. The central research question guiding the study concerned strategies small physical wholesale commodities firm owners used to establish distribution channels within the commodities market. Participants included 6 small business owners who gave recorded responses during in-depth, face-to-face interviews. The 6 interview recordings were transcribed, then coded and interpreted. Data analysis revealed 6 themes, which included price point strategy, B2B relationships, differentiation, strategic locations, sufficient operating capital, and customer relationships. Enhancing profits in the distribution channels of small organic cacao companies requires a holistic approach in the New York City area. The social implications of this study may draw attention to organic cacao, which is a healthy alternative to confectionery chocolate. Strategies introduced to enhance profits may increase economic growth in the local communities in the New York Tri-State area.

Many people recognize inequity in educational resource allocation as a problem. It has been suggested this inequity stems from the consolidation of experienced teachers in low-poverty schools and higher teacher turnover rates at high-poverty schools. This paper uses an ordinary least-squares (OLS) regression to examine the relationship between school-level expenditures excluding teacher salary, and teacher turnover in New York City. The results of the analysis suggest that these expenditures have a statistically significant association with teacher turnover, and that, for the majority of them, increased spending is associated with less teacher turnover. The results also suggest that increased spending is associated with a higher level of teacher satisfaction, though the significance of this association is less consistent. These results could have policy implications for education researchers and practitioners concerned with improving fiscal equity through decreased turnover in high-poverty schools.

A review of the events of September 11 in New York City shows that inadequate inter-agency coordination or interdisciplinary collaboration existed among the rescuers arriving at the World Trade Center in Lower Manhattan. The 9/11 Commission recommended and NIMS mandated better coordination between the several agencies, specifically the fire and police departments. In 2004, New York City created the Citywide Incident Management System (CIMS) to address these shortcomings. The goal of this research is to provide an evaluation of CIMS several years after implementation; has it changed emergency response in New York City or are the same problems occurring? A survey of the FDNY chief officers was conducted and the results show that CIMS' policies are not consistently enacted. The history and creation of CIMS shortly following the September 11 terrorist attacks is discussed along with a brief background on interagency emergency operations. The history of conflict between the FDNY and the New York City Police Department (NYPD) and its motives are not the subject of this thesis, although they are discussed briefly. In closing, many of the same problems that plagued the emergency responders on September 11 still exist according to the survey results.

Des universitaires considèrent que les processus de transnationalisation segmentent l’autorité politique et érodent la capacité de gouverner les territoires aux niveaux national et métropolitain. En analysant la mise en œuvre de quatre projets d’infrastructure à Londres et dans la ville de New York, dans les secteurs du transport et de l’environnement, nous cherchons à démontrer la pertinence de l’action collective dans les territoires métropolitains. Ce travail démontre que la mondialisation ouvre des opportunités de caractère structurel aux autorités métropolitaines pour réaffirmer leur autorité politique au sein du territoire et introduit la possibilité d’exercer la gouvernance par les autorités non souveraines. Il avance l’idée que la dotation d’infrastructures est un terrain où ont lieu des luttes de pouvoir entre les autorités souveraines, les autorités non souveraines et les grandes entreprises où le vainqueur conquiert des capacités budgétaires et de financement, ce qui légitime son autorité dans les sphères politiques. Les études de cas illustrent le fait que les acteurs qualifiés de la politique métropolitaine utilisent la légitimité de leurs services pour formuler des politiques et créer un environnement favorable au partenariat entre la sphère publique et les experts en financement d’infrastructures, acquérant ainsi la capacité budgétaire et financière nécessaire aux projets d’infrastructure. Scholars suggest that transnationalization processes fragment policy authority and undermine the governability of national and metropolitan societies. This dissertation analyzes the implementation of four infrastructure projects in London and New York City’s transit and environment sectors to probe collective action capacities in metropolitan territories. It demonstrates that globalization opens structural opportunities for metropolitan governments to reassert policy authority within their territories and infuses governance at sub-sovereign scale with politics. It argues that infrastructure provision is a terrain for power struggles between sovereign and sub-sovereign governments and large firms, in which the trophy is the accumulation of fiscal and financing capacity and legitimate authority over policy spheres. The case studies highlight that skilled metropolitan policy actors use the legitimacy of their offices to formulate policies and forge stakeholder environments in which public and infrastructure finance experts produce the necessary fiscal and financing capacity for infrastructure projects. It concludes that providing public infrastructures today requires state and local actors to create investment settings that forge meaningful relationships with large firms and investors between responsibilities, risks, and rewards

This thesis analyses the role of the Euromarket, an offshore market for Eurodollars or expatriate US dollars, in the re-emergence of global finance during the 1960s and 1970s. It charts not only its Cold War origins and the development of various markets for Eurodollars, but also institutions and policies that shaped them from the return to convertibility in 1958 to the ill-fated efforts to regulate the nascent market by international financial institutions. By examining the nature of Eurodollars as both a US and global currency, the thesis sheds light on the changing features of the governance of global finance and its relationship with the economic sovereignty of nation-states. It argues that the Euromarket underwent repeated contestations as politicians, bankers, and economists vested their political ambitions and cultural assumptions in it. The popular, academic, and policy debates challenged the speculative nature of Eurodollars which would destabilise the domestic as well as the international monetary system of the Bretton Woods system. Without a single monetary authority, the tendency of the Euromarket to transcend the order of capitalist nation-states constrained national governments’ capacity to control capital flows and the autonomy of domestic monetary policy. However, nation-states were not impotent but deliberately sought to exploit the liquid pool of capital in Eurodollars. It was not merely the US government that benefited from the seigniorage of Eurodollars and the City of London which was reborn as the international financial centre in the Euromarket. Continental European countries that were hesitant about European economic integration, the UK Labour government, developing countries in the Global South, and even the Communist bloc, resorted to the Euromarket for their national interests. The ambivalent attitudes of national governments and their conflict of interests resulted in the failure of coordinated efforts to introduce the rules of the game but facilitated the transnational network of finance in Eurodollars.

While much has been written on the Australian film and television industry, little has been presented by actual producers, filmmakers and technicians of their time and experiences within that same industry. Similarly, with historical documentaries, it has been academics rather than filmmakers who have led the debate. This thesis addresses this shortcoming and bridges the gap between practitioner experience and intellectual discussion, synthesising the debate and providing an important contribution from a filmmaker-academic, in its own way unique and insightful. The thesis is presented in two voices. First, my voice, the voice of memoir and recollected experience of my screen adventures over 38 years within the Australian industry, mainly producing historical documentaries for the ABC and the SBS. This is represented in italics. The second half and the alternate chapters provide the industry framework in which I worked with particular emphasis on documentaries and how this evolved and developed over a 40-year period, from 1970 to 2010. Within these two voices are three layers against which this history is reviewed and presented. Forming the base of the pyramid is the broad Australian film industry made up of feature films, documentary, television drama, animation and other types and styles of production. Above this is the genre documentary within this broad industry, and making up the small top tip of the pyramid, the sub-genre of historical documentary. These form the vertical structure within which industry issues are discussed. Threading through it are the duel determinants of production: ‘the market’ and ‘funding’. Underpinning the industry is the involvement of government, both state and federal, forming the three dimensional matrix for the thesis. For over 100 years the Australian film industry has depended on government support through subsidy, funding mechanisms, development assistance, broadcast policy and legislative provisions. This thesis aims to weave together these industry layers, binding them with the determinants of the market and funding, and immersing them beneath layers of government legislation and policy to present a new view of the Australian film industry.

My dissertation is a quantitative study that focuses on the perspectives of 74 New York City Department of Education (NYC DOE) school principals regarding educational opportunities for emergent bilingual (EB) students. While this population continues to increase, EB students consistently demonstrate lower academic achievement than their monolingual peers throughout the United States (Heineke, 2015; NAEP, 2017a; NAEP, 2017b). I purposefully selected the NYC DOE for my study for three reasons: 1) New York State’s language policy embraces bilingual education; 2) the NYC DOE has implemented a differentiated weighted funding formula for EB students; and 3) the EB student composition mirrors that of other United States’ cities. My study utilized New York State’s Blueprint for English Language Learner/Multilingual Learner (ELL/MLL) Success to design a survey to collect data from my target population of 1,136 NYC DOE school principals since it aligned with the literature on providing an effective education for EB students. I found: 1) NYC DOE school principals highly agree that the elements put forth in NYSED’s Blueprint for ELL/MLL Success are present in their schools; 2) funding and professional development are challenges, as well as recommended structures and supports; differences in schools principals’ responses by: 3) program type in which they serve EB students; 4) percentage of EB students; and 5) number of EB students. The Likert-scale responses demonstrated a high level of agreement with the statements associated with effective education for EB students, while the data collected from the open-ended responses provided more insight into the challenges that respondents experience. Notwithstanding, I concluded that these school principals' perspectives varied based on school factors. My findings have implications for policy and practice for school districts serving EB students throughout the nation and may serve as a pathway to improving educational opportunities for EB students. I recommend regular cost studies for funding for EB students; monitoring of those funds; a systemic approach to professional development specific to EB students; and a system for data collection from school principals to inform professional development and systems of support and ensure they are meeting their identified needs.

This chapter covers the investigation of the Wall Street Journal in 1979 about the way some blind workers were paid and how they were treated in sheltered workshops in New York City. It talks about how the Wall Street Journal articles set off alarms in 1979 and 1980 leading to more congressional interest in understanding the role of the US government, specifically the role of the United States Department of Labor (USDOL). The USDOL focused its attention not only on the oversight issues with the 14(c) certificate but the finances of the charity organizations holding the certificates and the companies. The chapter considers how a typical contract is procured by the workshop manager in order to fully appreciate how the issue on workers with disabilities was exposed and examined. It demonstrates how sheltered workshop managers market their services to companies in the community to have tasks for workers to perform.

To help establish response plans for protecting U.S. homeland security, a standardized set of scenarios that can function as a “common operating picture” has been developed under the leadership of the U.S. Homeland Security Council (HSC) and Department of Homeland Security (DHS), according to The New York Times (Lipton, 2005). The 15 developed scenarios help identify critical capabilities and procedures for response, define operational parameters for layer response capabilities, establish a foundation for resource decisions, and pave the way to identify needed technology enhancements. To ensure that emergency planning is adequate, each scenario generally reflects suspected terrorist capabilities and known tradecraft. Of the 15 scenarios, 12 refer to human-made intentional terror attacks, and 3 pertain to catastrophic natural disasters (i.e., influenza pandemic, magnitude 7.2 earthquake in a major city, and slow-moving category 5 hurricane hitting a major East Coast city). Of the 12 human-made terror attacks, 8 are biological or chemical strikes, including the release of a Sarin nerve agent in an office building, spraying aerosolized anthrax over five cities in two weeks, and spreading pneumonic plague in the bathrooms of an airport, sports arena, and train station. Two scenarios involve the use of nuclear and radiological dispersion devices in a large metropolitan area or regionally significant cities, and one suggests an explosion using improvised explosive devices. The scenarios also include a cyber attack that affects several parts of the nation’s finance infrastructure. Biologically or chemically related threats clearly have prompted heightened concern; an attack involving biological or chemical contagious pathogens, if it were to occur, would cause tremendous damage to the public.

<p>New York is known as a metropolis of skyscrapers; however less than 1.5% of the 1 million buildings in the city stand over seven stories tall. Over 95% are thought to be of wood-frame or masonry and wood construction.</p><p>Most of this building stock was constructed using wood sourced from old-growth forests across the eastern seaboard. The city now sits on a stockpile of wood which germinated before New Amsterdam became New York, and which was felled while signatories of the Declaration of Independence were still President; this is structurally valuable hard, dense and high strength-to-weight ratio wood. As our buildings degrade and require renovation or replacement the city must ensure that this resource is not wasted, for environmental and economic reasons.</p><p>The total number of buildings is large, but because of the rapid and repetitive way that NYC was constructed the variation in building type and structural element sizes across the building population is small. Cross referencing NYC department databases using geographic information systems allowed the Department of Buildings to produce an estimate of the number of buildings in the city of each type. Assessment of historic pattern books, prescriptive regulations, and inspection of existing buildings allows generic estimates of wood dimension and quantity per building type. Combined, this data allows the estimation of the annual rate of release of wood from demolition in NYC - a predicted supply available for future use. A review of existing practices in wood salvage, processing and reuse is then assessed in context, outlining proposals for future local policy and research work.</p>

Abstract Research consistently shows that children who have opportunities to actively investigate natural settings and engage in problem-based learning greatly benefit from the experiences? This project developed a model of curriculum and community enterprise to address that issue within the nation's largest urban school system. Middle school students will study New York Harbor and the extensive watershed that empties into it, as they conducted field research in support of restoring native oyster habitats. The project builds on the existing Billion Oyster Project, and was implemented by a broad partnership of institutions and community resources, including Pace University, the New York City Department of Education, the Columbia University Lamont-Doherty Earth Observatory, the New York Academy of Sciences, the New York Harbor Foundation, the New York Aquarium, and others. The project model includes five interrelated components: A teacher education curriculum, a digital platform for project resources, museum exhibits, and an afterschool STEM mentoring program. It targets middle-school students in low-income neighborhoods with high populations of English language learners and students from groups underrepresented in STEM fields and education pathways. This paper explores the management of this large-scale project and provides insight with regard to the governance of the various project components. However, in recent decades, with newly emerging discussions on landscape infrastructure, a new idea for a more integrated infrastructure and urban system has started to be formulated. Railway strips, occurring as terrains where solid-void morphology of cities becomes illegible, emerge as generators in the formation of new urban green network. Within this framework, Ankara commuter line that mark outs a route approximately 37 kilometers in length in the city, is a remarkable case for a motivating discussion on railway and landscape confrontation. Penetrating the city in east-west direction, the commuter line integrated with a rural landscape –covering vegetable gardens and creeks- that was serving as a recreational field for citizens until 1950s. However, the transformative nature of the railway, encouraged the development of new urban lands, industrial areas and neighborhoods along its route, and erased the characteristic landscape along the railway. The continuous landscape integrated with green, water and railway infrastructure became fragmented covering only some splits of green and water. In this respect, this study dwells on the lost landscape of the commuter line by mapping the fragmented continuity of the railway, green and water infrastructure from 1950’s until today to show the limited, but potential interaction of these three systems in the current urban fabric. Recent trends for denser cities and associated levels of human activity reflected in energy demands are requiring new ways for quantifying human environmental impacts in cities. There is little information on human-induced environmental heat fluxes from very dense urban environments, and far less information on the anthropogenic sensible/latent heat flux partition. To address this, a surface energy model that takes into account evaporation from impervious surfaces and from cooling towers from buildings was implemented in the multilayer urban canopy model (BEP+BEM) of the Weather Forecasting Research (WRF) model to estimate the overall sensible/latent heat fluxes from urban surfaces and from air condition (A/C) systems from buildings in complex urban environments. The scenario used as case study was New York City (NYC) during summers (2010 & 2013). Urban canopy parameters from the Department of City Planning of NYC were assimilated into WRF with BEP+BEM at 250 meters horizontal resolution to have an accurate representation of the city topology. The modeling approach was calibrated with surface weather stations in NYC showing general good agreement with slight tendency to overestimate maximum temperatures and underestimate moisture content at nighttime. The A/C component was estimated in 150W/m2 latent heat due to cooling towers, and close to 40 W/m2 in sensible. Evaporative cooling technology diminishes between 80 and 90% the amount of sensible heat which is transformed into latent heat. Impacts of anthropogenic in the Planetary Boundary Layer (PBL) reflect warm season increases in the PBL height, and significant increases of atmospheric instability.

Graduates from the Associate in Applied Science (AAS) in Mechanical Engineering Technology (MECH) and Industrial Design (IND) Technology at New York City College of Technology are learning new skills in 3D modeling, Finite Elements Analysis (FEA) and Rapid Prototyping. Two year programs in engineering technology are often short of helping students to grasp all aspects of the technology. This is mainly due to the limited number of credits allowed in 2-year programs (about 60 credits). Most graduates from both MECH and IND find employment in the local industry. Growing demand from local employers compelled the department to incorporate new components in the upper level courses in both AAS programs. Students from both programs are required to take a 60 hour (4 hours/week) Advanced Solid Modeling course (IND2304). In order to address the local industry need the department decided to modify and update IND2304. In the new course, students learn to improve their design by using some of the solid mechanics techniques, stress analysis, the role of Finite Element Analysis (FEA), rapid prototyping, and applying tolerance. Students learn 3D modeling using AutoDesk Inventor. They are required to design a team based project at the end of the semester. Students learn team work and sharing information with each other. They enhance their communication skills by presenting their work at the end of the semester. Results of this new course are very encouraging. Students get very motivated by the diversity and creativity of the new design work. Some students who graduated from both programs were able to use their new design skills and team work in their current positions in the field.

It is also true that the regulation of urban activities, including census and statistical information, requires a closer view of its citizens that can only be addressed from the municipal level. In any case, it is clear that the metropolitan delimitation has met useful but often ethereal or exclusionary criteria (economic or labor patterns, functional areas...), which become disfigured by an administrative reality that does not always correspond to the real metropolis. This paper, aware of the new cartographic possibilities linked to the big data - CORINE Land Cover, SIOSE, multi-sector digital atlases (in many cases referred to the urban extent, etc.) and other open system platforms - explores the evidence that might base a new objective methodology for the delimitation and planning of large urban areas. Plaza José María Planelles, 1. 03590 Altea E-mail: vicente.iborra@ua.es, zaragozasaura@gmail.com Keywords (3-5): Public space, historical urban evolution, tourism phenomena, urbanistic project, educational experience Conference topics and scale: City transformations The town of Altea (Alicante, Spain) has an important urban center that has historically been characterized by two contrasting situations: on one hand, the settlements located on the seaside elevations (Bellaguarda and the Renaissance Bastion) linked to the agricultural uses of the fertile valleys of the rivers Algar and els Arcs, and on the other hand the coastal developments, originally fishery, but nowadays with touristic uses on the maritime front. All these elements configure an urban nucleus that, due to its urban, architectural and landscape qualities, gives rise to one of the main tourist attractions of the region. However, the area described nowadays presents an important problem related to the use and habitability of public space, which is invaded by the presence of the private vehicle, even along the seaside, due to its touristic relevance. This article presents the results of an academic experience developed to study different possibilities of urban transformations for the municipality of Altea, taking as a project site the urban vacuum still conserved between the two situations previously described: the historical areas on the coastal elevations (Dalt) and new urban developments parallel to the seaside (Baix). This academic activity, performed by nearly 50 students from the University of Alicante, was developed in the context of the design course Urbanism 5 during the academic year 2015-16, thanks to the agreement signed between the Municipality of Altea and the University of Alicante. Every day, overweight and excessively heavy vehicles cause damage to roads, bridges, and other vehicle-based infrastructure. To protect the vital transportation infrastructure for the U.S., states have imposed weight limits for commercial and fleet transport vehicles. A common way for enforcing these weight limits is to guide trucks off the road to weigh stations where the vehicles can be weighed using static truck scales. A disadvantage of these dedicated weigh stations is that they take up a substantial amount of space (which is not always available) and time to conduct weighments, as well as cause delays to traffic flow that may impede commerce based on truck transport. A solution to these problems is the use of high-speed weigh-in-motion (WIM) systems that are installed in the road and weigh vehicles as they pass by while maintaining their speed. For jurisdictions to effectively use a WIM system for direct enforcement of weight limits, the system must be evaluated against a recognized standard to establish suitability for its intended application. The vast majority of weighing instruments used for legal metrology purposes (including law enforcement) need to comply with the requirements in NIST Handbook 44 Specifications, Tolerances, and Other Technical Requirements for Weighing and Measuring Devices. However, the NIST Handbook 44 does not (yet) cover WIM systems for direct enforcement. Although state and local jurisdictions use NIST Handbook 44 to certify legal metrological instruments, it does not exclude jurisdictions from using additional technical standards to certify certain instruments. New York City recently certified a WIM system to protect a critical section of the Brooklyn-Queens Expressway (BQE) by designating it as a pilot project while efforts were made to amend NIST Handbook 44 to include WIM systems for direct enforcement. This publication discusses the main characteristics of WIM systems and how they can be used for direct enforcement. An overview of several alternative documentary standards that can be applied for certification of WIM systems is also provided, with further explanation regarding how the New York City Department of Transportation (NYCDOT) implemented the certification of the WIM system to begin issuing citations to overweight vehicles in an effort to protect the BQE.

At the request of the Fire Department City of New York (FDNY), UL’s Fire Safety Research Institute (FSRI) instrumented and documented a series of 12 thermal exposure hose experiments that were conducted in the burn compartment of an FDNY flashover simulator. The main objective of the experiments was to observe the performance of fire hoses exposed to the heat flux from flaming hot gas layer conditions above the hose. FDNY collected a variety of hose types that represented a cross section of commercially available materials and construction methods. The thermal exposures generated in the burn compartment were measured. The fire experiments were stopped once the hose being examined began to lose water through the wall of the hose. All of the hoses lost water through their wall, although the size of the holes and the amount of water leakage varied. While the burn compartment provided a “fire room environment” and different types of hose failures were demonstrated, the thermal exposure within the compartment was not demonstrated to be repeatable. Therefore it is not possible to develop a comparable rank or rating of the fire resistance of these hoses from this series of experiments.
